Theyre on edge because of scenes like, this packed beaches, huge parties, as crowds gather to celebrate another Holiday Weekend in the middle of this pandemic. The fear yet another spike in coronavirus cases could be coming and this time millions of our children head back to school, we saw this after memorial day and after the fourth of july, when nearly 80,000 new cases a day were being added. We go into labor day with 40,000 new case ace day, much higher than we were at memorial day and so im worried any new surges will be potentially quite at strosk. Also emerging this morning, college town hot spots, one university expelling dozens of students for breaking protocols and new scrutiny over President Trumps vaccine promise and his. Ush to get one approved before election day. Former fda officials sounding the alarm on that. There is a lot to get to this labor day. We begin with the crowds. My colleague rosa flores joins us in miami beach. Good morning to you. Beaches open . Beaches here are open, im on miami beach, take a look around its still early here so theres very few people but if you take a look, the people that are here are social distancing. Theyre staying in groups, which is what officials hope for, when it comes to people coming out on beaches, but we have seen video from coast to coast that does show beaches that are packed with people, a lot of them with families and again what officials hope for, is for people to stay in groups, for them to stay within family units so that this virus can stop spreading. Here on miami beach, where i am, officials have deployed 120 what they call beach ambassadors to remind individuals to wear their masks, to social distance and also to wash their hands regularly. Now, the city of miami mayor Francis Suarez said that one of the things that has curbed the spread here in miami has been the fact that people have been wearing masks, but he does say that here is his biggest concern. I think for me, the biggest thing is that people relax. They get to a point where they feel that the virus is not a threat and it certainly is. It has shown its incredibly efficient at reproducing. When we opened up after stayathome we were at 100 cases a day, 3,500 quickly. That is a big concern and flu season is another big concern. Reporter as we take another live look, poppy, a lot of these people out here are families, staying within their groups but i want to mention one more thing and that is the worry from local officials that what you see in public and public spaces is only part of the picture, poppy. The last time during memorial day these beaches were closed but what happened was people were gathering at home. There were parties at private venues. That was the problem, poppy, and so what you see out here is only a portion of the picture. Poppy . Better for them to be outside on a beach and not in big groups. Lets hope the numbers do not tick up. Rosa, thanks very much for that reporting from miami beach. This morning, the New York Times is reporting that a lot of College Towns across the country are already seeing a spike in coronavirus cases, but interestingly not an increase in deaths from covid19. Cmorrissa. They go home and work and places with more vulnerable populations including the staff at their colleges and universities. Reporter thats right, poppy. They just go home, and out into college town which is the reason why some colleges reopened, they want to have the businesses operating. There are two important things in that article to think about. The first is that, look, this is a lot of research, a lot of numbers here, but they say very clearly in the article its unclear precisely how those figures overlap and how many infections in the community outside of campus are tied to campus. This is early numbers but thats the whole point, its very, very early in the semester and already were seeing colleges having this problem. Some schools had to shut down, some schools are seeing these, are seeing these surges all over campus. This rollout of the fall semester, the danger, the fear that would bring with it covid and these early numbers like the New York Times figures suggest that is happening. Evan, before you go, tell us what happened at nyu, and particularly northeastern. So look, the deal here is that colleges are trying to thread a difficult needle now, trying to tell students look, we want to you come back, have a campus experience, but be safe or were going to come down on you very hard and at nyu over the weekend, 20 students so far have been suspended for social distancing violations, and northeastern was even harder than that, a program where students were living in a hotel, they gathered in a hotel room, they were caught gathering in a hotel room and a bunch of them got suspended and their 37,000 tuition kept, so they were sent home and the money kept. So the colleges are saying look, we are going to come down hard on you if you violate these rules but they also say look, come to school, be a student. I was talking to one nyu freshman just the other day, and she was talking about how hard this is, because shes in her dorm, shes not supposed to see anybody in her dorm and the school says go out in the city and have a time but when you come back, make sure youre doing the right thing. And the whole financial implication of this and the financial need of universities to have kids back on campus and what role sort of that has played in all this decisionmaking. Youve made a different choice. Your four schoolaged children are not going back to school. What does every parent need to think about this morning as they prepare to make that decision . Yes, and it was a tough one. I wont pretend that it was easy for me to decide to keep them home as im sure you can relate to. I would have loved to get them out of the house. Actually for three of my kids, the older kids there was no choice. We actually opted to go for a hybrid model where they would have been in school parttime and then at home and then my School System made the really smart decision to look at the local rates of the Public Health Department Recommendations and felt we were not ready to go back and turn to digital only for the first term so that was an easy decision. My youngest child is in a private school and they offered full time inperson which we went to the first day, and i reviewed their policies and i observed their social distancing behaviors when i dropped her off at school, and observed on video how well they were cohorting and i did not feel comfortable moving forward and part of that decision, frankly, is that im in the hospital every day so its the risk that she poses to her teachers so theres an added layer for me but i think i realize that all summer when we were looking at the policies, they all look good on paper, similar on paper when you look at schools opening and this goes for colleges and universities as well when you go back to school and look how the policies are implemented and how well theyre able to get students to comply with those policies, you sometimes get a different impression, you know . I think its a great point. For us as parents to remember, we are empowered if our kids go back to school in person to watch and observe and see whats happening and then make assessments and changes as needed. Let me move on to the wall street journal reporting over the weekend that three of the big vaccine makers, moderna, pfizer, Johnson Johnson pledged no the to seek fda approval for their vaccine until they believe it is proven safe and effective because sometimes they can go for authorization before the trials are completed. What do you make of that move . Because i think a layperson would think well, yeah, why go for approval until you know for sure . What do you think . That was a tremendously important statement that they came out with, and i think because of what happened with convalescent plasma there was this question about whether they would go for emergency use authorization ahead of completing these phase three trials. The vaccine manufacturers know that trust is such an important component of distributing vaccine, and i was in particular, particularly encouraged by modernas statements specifically that they would not rush if it meant they couldnt have adequate enrollment of minority populations. That is true. Can we talk about that point for a moment you . Wrote a fascinating oped with fellow doctors a few months ago about really the problem that is posed by not having equality and representation in minorities particularly black americans in these trials. The fact that moderna is saying we are not at adequate numbers of minorities so well slow down until we are. Should every vaccine maker do the same in the trials . They really have to. Clinical trials of any drug should be looking at the population most affected, and in this case, its not just a crosssection of the United States population of the people affected by coronavirus, 33 hispanic or latino, 20 black americans. Native americans are disproportionately affected and asianpacific islanders, and so we need to oversample those populations. Of course we historically dont have trust in those communities and so the outreach takes a little bit longer, and that is shimpl ly simply what we need to do so the vaccine and every drug that were making for this pandemic is appropriate to the population who needs it. Lets talk about california, because the wildfires there are raging, the state is in the middle of one of the worst wildfire seasons ever and the governor declared a state of emergency in five california counties. This is jawdropping video out of fresno county, california, a family camping in Central California escaped on a boat after finding themselves surrounded by those flames, more than 200 people there this h to be rescued. Satellite images show the spread of the smoke across the state, more than 2 million acres have been burned so far this season. Kyung lah joins me this morning. It is devastating. We learned one of the fires was started at a party . Reporter a gender reveal party, poppy, and this is the edge of the wildfire that was started by that party. According to cal fire, the family used pyrotechnics to reveal that gender, and thats what started it, because of the dry conditions here in southern california. This fire is 7,000 acres plus as a result of that first spark. 600 fire personnel here battling this fire. We should point out in california, cal fire reminds you that if you are negligent, you can be held criminally and financially responsible for the fire, but the bigger problem is further north, what you are showing us earlier, poppy n fresno county, in an area that is seeing now a fire called the creek fire. 45,000 acres. It is burning out of control, and what is most remarkable about this is that were seeing incredible rescues out of this area. Theres one thats really notable in a Recreation Area called mammoth pool, there were some 200 people who were huddling near a boat launch. They were injured. There were broken bones. Some people who had burns, and they were actually air lifted out of this. This is really extraordinary, something you dont typically see in a wildfire, and one other thing, poppy, you mentioned 2 million acres burned. That is a record for the state of california, poppy. The president spent much of the weekend on the attack, he railed against goldberg and several other journalists at numerous outlets who matched a lot of the atlantic own reporting. With me is john harwood and assistant editor at the Washington Post david sworlik. David, your paper matched a lot of the atlantic report and so it cnn and abc and fox news. You have a new piece detailing the historiff of the president s attacks on those on john mccain, deferments four finals over from serving in vietnam. What do you think people should expect in terms of goldbergs words there is more to come here . Well i think everybodys looking to general kelly, poppy, because he was featured prominently in the article even though none of the quotes were attributed directly to him. And so i think as reporters like jeffrey goldberg, like my the Washington Post colleague alex horton continue to dig into the story they look to find whether or not people will go on the record as opposed to people speaking off the record to further corroborate these instances where the president is said to have disparaged troops. Whats working against the president here is that he made Public Comments that are similar about senator mccain and others so its easier for people to believe that some of these other comments may have been made behind the scenes and the other thing is that of course there was reporting about him not going to that cemetery in france on his trip to france for the commemoration of bella wood years ago so you have a situation where people already have enough thats out there on the record to say hmm, maybe some of this reporting is in line with what we already know. So the administration, the president himself calls fake news despite all of these sources and corroboration but john there are members of the administration pushing back hard. Listen to the secretary of Veterans Affairs with dana bash and treasury secretary mnuchin. Have you ever heard the president tis parnlg u. S. Servicemembers or veterans . Absolutely not, and i would be offended, too, if i thought it was true. I think this president has enormous respect for the military and generals and ive been at the tank at the pentagon with him. Ive been at 9 11 at the pentagon with him. This president respects and supports the u. S. Military. John, whats your reporting from within the white house in terms of how much of a threat they think this is to the reelection prospects for the president . Everything, poppy, weve seen from the administration, from those Administration Officials coming out and forcibly denying the story, the furious tweets from the president indicates that they know this is an extremely damaging story. Think about a couple of levels, first of all the symbolic level. How many times have you heard at a Trump Campaign event the Lee Greenwood song proud to be an american, he talks about freedom and says i wont forget the men who died to give that right to me, goes to the heart of the legitimacy and honesty and truthfulness of that message. Donald trumps base is White Working Class voters strongly represented in the military so theres a direct potential insult to the president s comments and as david said the president s Public Comments about john mccain tracked the private comments, different in degree but the similar sentiment portrayed it is not a coincidence that in the reaction to in the attempt to push back against this story, the president is also going harder and harder on white identity politics, pushing back on things like Critical Race Theory and Racial Sensitivity Training because he needs to raise the salience of the feeling among many white voters that concern about racism has gone too far and veered into racism against white people. Thats become the president s theme in the last couple of days and i think thats, indicates how difficult straits hes in now. You make a good point, john. The white house line is pushing back on this consistently across folks in the administration, look at the increase in military spending and this and that. Two things can be true at the same time. Could you do that and also have said these things. Lets talk about for reelection though and how important to johns point veterans, members of the military are to the president s base. If you look back at 2016, they overwhelmingly supported him by a 27 point margin over hillary clinton. So very necessary for november. Its necessary for november for i think two reasons. One is that up to the beginning of the atlantic reporting at the end of last week, the narrative that the white house had and wanted was this discussion about joe biden being too soft on rioters and even though Vice President biden had denounced rioting and looting and violence, that was still the narrative that the white house was able to get out there. When this reporting came out and the narrative turned to donald trump doesnt respect the troops, President Trump then was on the defensive, rather than the offensive, and he has stayed that way throughout the last several days. I think that hurts him. The other thing i think, poppy, is that youre going to see in an election where everything is about turnout and enthusiasm, a situation where on the margins you may see some people who say im not going to vote for Vice President biden but now maybe i dont want to vote for trump. In terms of percentages if you look at the polling that came out last week, President Trump has the support of 90 of republican voters, and even if this dampens enthusiasm, i think youre going to see those numbers remain the same when we get the next polls. John harwood, quickly before we go poppy, quickly making to dav increased support for the military, that is not inconsistent with the comments that trump made. The comments that trump made have to do with this personal values, his perception of sacrifice, concern for self, concern for something beyond yourself. The stuff about the military budget donald trump is a transactional politician. He acts if he gives something to someone, they need to give Something Back to him, loyalty, votes, whatever, so to say that i increased the military budget, that is an indication that he expects support from them. Its so interesting here is that the tsa predicts about 1 Million People pass through security at americas airports, a number that has not been seen since march. You mentioned that on friday about 960,000 people flew in the u. S. , that number about 45 of a year ago, but the average still hovering around 30 , which really fits with what we have seen with an airline recovery, a bit of a stair step back to normal, rather than a v recovery that airlines once hoped. They are trying to show that the flying experience is totally different than what it was before the pandemic. Stepped up cleaning procedures, delta has banned about 270 passengers for refusing to wear a mask on board its flights. The differences are also here at security as well. The tsa has popped up acrylic barriers along the security line to try to protect you from employees and vice versa, and also changed the procedures. A former fda commissioner is warning its hard to control coronavirus as we move into the fall and winter because he expects the vir lus spread more aggressively and this comes as doctors will already be battling this pandemic and bracing for flu season. Elizabeth cohen joins me now. Good morning. Experts say and i just made our appointments for flu shots later this week but this year its more critical. Thats right, and this year we need to do everything we can poppy to prevent both covid and flu. Now, for covid, theres no shot for you to get, but for flu, you can and should get a shot. Nobody likes getting a shot but this year its more important than ever, because this year were going to have not just flu, but also covid19. I am worried. I do think the fall and the winter of 2020 and 2021 are going to be probably one of the most difficult times that weve experienced, and n american Public Health. This year, theres not one, not two, but three reasons to get yourself a flu shot. Number one, it will decrease the chances that youll get the flu or if you to get the flu, youll get a milder case. Number two, you wont spread the flu to other people. Number three, you wont end up taking up a hospital bed that someone else like a covid patient would need. And if you get sick, getting the right diagnosis could be tough. We wont be able to distinguish immediately between whether somebody has flu or whether somebody has covid. Flu vaccine manufacturers have ramped up production, making tens of millions more doses than last season and there are two new flu vaccines designed to protect older people who are especially vulnerable to the virus. Hopefully this upcoming flu season will be relatively tame. In the southern hemisphere, flu season is ending theyve had an easy season. Secretary mnuchin wasnt exactly precise but democrats want about 2. 2 trillion in the next package. Republicans around 1. 3 trillion. Neither side is budging and millions of americans are struggling more and more every day because there is no deal here, if you were still working in the white house, you spent so much time in the oval office, what would you tell the president , secretary mnuchin, Mitch Mcconnell to do . I agree with them on certain aspects and not others. I dont think this is a stimulus. They believe if you take money from some people and give it to others, this is much more about liquidity and created jobs. You look at liquidity provided by the first round it was essentially a massive overspending. We talked about it in the past, 45 increase in disposable income, income you get from your job and government and that went up in a huge recession. Usually when were in a book, not a recession, we are looky to have 20 growth in disposable income. Covid we have 45 , largely this liquidity has been largely overdone. You think theyve done it wrong but Goldman Sachs says that lapse in 600 a week increase cash benefits, that lapse has cost 70 billion in personal income in august and the 300 additional from the president s executive order is too little, too late. Im go trying to get at what would you do instead. Something has to be done quickly. You wont want people to get richer because covid happened. You could have replacement of income. Its a stretch to call people relying on Unemployment Benefits getting richer. Theyre getting more money, i understand that, but come on, theyre not getting rich off this. Theyre certainly a lot of people actually richer than they were before covid because of the unemployment. The more important point otherwise why would personal income or disposable income go up by 45 . Someones got to be richer. Im not saying that theres not people in need. [ inaudible ] throwing money out which was a mismanagement. You brought up keynesian economics. Let me ask but that. I want to get to what you think should be done right now. Im sure you read it but back in july the wall street Journal Editorial Board wrote this the larger problem here is that republicans in the age of donald trump dont know what they stand for in economics. Treasury secretary mnuchin say keynesian whose idea of compromise of what pelosi wants. Republicans have no discernible economic agenda beyond paying people to feel better during the pandemic. As a republican, do you agree with the assessment . I think the whole city of the sea has the problem. If you do a package like this, what happens is people lending monday to the government, buy government bonds that goes to the treasury and treasury spends that on whatever stimulus, so youre taking away consumption and investment for those people who are lending the money and giving it to other people who are receiving the money. Most of these believe thats increase in total activity or aggregate demand which is consumption and investment. A lot of economists outside d. C. Do not believe that. So i agree. A lot of people have a misperception that you can raise Economic Activity redistributing. Is not a stimulus. This is a liquidity effort to basically keep people afloat. To twomore brief questions. The first is what you would specifically do lets say for restaurants here in new york, right, this dire warning on friday that twothirds of new york restaurants surveyed think that they could be out of business by january. Twothirds. I mean that is a Huge Industry for this city, for this state. What would you specifically do for that sector . Because theyre waving their arms and saying even with ppp, we cant make it and the airlines and these big, you know, industries that have big lobbying groups are getting package its and we as and were. Every industry where consumers have to consume in groups sports, airlines and restaurants have been hit because people are voiding groups. There is obviously a need for liquidity for these things to carry us through. Im more optimistic on a vaccine than some other people are. Im not saying theres not a role for liquidity. Theres a role for government to provide liquidity but i dont think youll basically be creating jobs by redistributing money. Thats my only point. The friday jobs number was encouraging for sure.
