The nih says theres no evidence backing its use and that it should not be treated as a standard of care. Again, listen to the doctors. Listen to the facts. Fauci has been consistent here, it is possible to have a vaccine as early as the end of the year if the science or the trials shows that. Hes saying the idea of having it before the end of phase 3 trials doable, again, if its safe and the science shows its working. Right, jim. You and i have been talking about this for several days now. Dr. Fauci is saying what many people have said, which is if the data looks incredibly good we could have a vaccine earlier than when the Clinical Trials are done. Think about a vaccine as like cookies baking in the oven. You peek every so often to see if theyre done early. Its possible there will be so many infections with the people in the trial and that the vaccine will work really, really work against that infection that they will say, we know its early, but the data is just so good so that the fda should give an emergency use authorization or eua. I have been through a number of vaccine trials in which euas have been done and they were done when there was enough data that youd feel comfortable it was safe and effective for the american public. Thats an almost two month difference between election day and the end of the calendar year thats a long time, actually. No question and again, it comes down to whos going to make that decision whos going make that judgment as well. Other new information this morning, data showing a rise in cases among children. What do we attribute to this . Is it going back to school . It is more testing as they go back to school . You know, it could be both of those things but i think its the going back to school part thats really giving really the big driver here. No parent will be surprised when i say that when children go back to school theyre put in one place, they share their germs and that would include covid19. We have already seen big outbreaks. Two weeks ago is when a lot of the schools had gone back to school. Not shocking when you put children back in school you see a rise in cases of children. Elizabeth cohen, thank you. Lets get more from cnns nick valencia on the growing number of cases in the midwest, and nick, we have seen the virus move through the country like this in every region, right . It seems like that region is excepted from the outbreak and then it comes. What are we seeing in the midwest . Well, iowa is seeing the worst of it. According to the White House Task force report that cnn obtained, its a dire situation in iowa. Just over the last week, we have seen a 77 increase in cases and the test Positivity Rate is above 10 for the last 13 days with universities playing a major factor in spreading this virus. Thats important to note because in less than two weeks, iowa state is planning to kick off the football season in front of 25,000 fans. And while the University Says that in is going to be social distancing, the Task Force Reports that gatherings should be limited to ten people or fewer that the state should institute a mask mandate which it shows no indication it is going to do. This is really an issue because we have labor day coming up as well which as you mentioned is threatening to fuel another surge and that can cause Testing Capacity and we saw that after the july 4th weekend. Admiral giroir said that the Trump Administration is saying that 10 antigen states will be sent out in september, but its unrealistic to think that everyone will get one. Nick valencia, thank you. Comcast issued a statement yesterday saying theyre aware of the issue and that theyre cooperating with Law Enforcement and with the district. Meanwhile, the Florida Department of health is severing ties with quest diagnostics. They failed to report nearly 75,000 covid19 test results dating back to april and the law according to the state agency is for those results to be reported to the department of health in a timely manner. Quest diagnostics issued a statement, they apologize, but the delay was the due to the technical issue. Rosa, quickly, any sense of whats responsible for the cyber attack on the School Online system . You know, we have reached out to the fbi and to fdle and theyre saying that all of the investigation is in the hands of the School District, the School District saying theyre investigating. Theyre trying to figure out exactly what happened. But again, like the superintendent mentioned theyre just frustrated and angry because theyre trying to figure out what to do while students are just trying to go in to this network so they can start the school year. I think people forgot that dr. Fauci, trusted voice on this, he said that you could have a vaccine more quickly than normal. Perhaps by the end of the year, assuming it passes all the checks along the way. And of course the president set this goal with politics in mind having one by election day. Dr. Fauci says it could be with the Clinical Trials. Well, the preliminary data at least as i read it is encouraging. But as we talked about a few minutes ago its sort of like baking cookies. That is you check from time to time to ensure that the cookeries are done. In this particular case, we are talking about both safety and efficacy of the vaccine. So there are good, rigorous scientific tools are used in what is called data safety monitoring. Thats any trial of a new medication, of a vaccine, of a treatment, et cetera. And good ethics provide that you check from time to time that youre both safe and youre effective. And if thats determined a little bit earlier or later, thats when its time to submit for approval of the new vaccine. Right. So there are protocols followed protocols. Lets talk about convalescent plasma because with great fanfare the administration launched this on the eve of the convention. It is shown that the fda chief exaggerated by a factor of seven the Health Benefits of this, but now the nih is saying that it doesnt see any evidence supporting the use of convalescent plasma. Folks with relatives in the hospital, their head has to be spinning here. Should convalescent plasma have gotten this authorization . Well, convalescent plasma was used during the Ebola Outbreak and has been used in many different settings and it has been used since the very beginning of the covid19 outbreak. I think what we have learned from some of the science around this is that in the individuals that have high levels of what we call neutralizing antibodies in their plasma, and if its administered at the right stage of the disease before an individual gets too critically ill, it can have a significant role. However, there are a number of ifs and whens and, you know, appropriate use that go into it. This is certainly not a be all end all cure and its not certainly totally ineffective. Its in somewhere in the middle. Impacts of covid19 can drag out much longer than expected. What does that mean and what impacts . Well, jim, this is a new disease and we are learning more and more about it every day, every week. Recent reports, there was a stunning article i believe it was on july 27th looking at some of the longer term cardiovascular effects on the heart and on the blood vessels that people could see evidence of lingering effects on cardiac function and cardiac what we call inflammation, between 60 and 90 days after individuals thought they were completely recovered from the disease. We have seen some cognitive changes, changes in intellectual function that have lingered weeks and months after the disease. So we continue to learn more and more about it and its particularly concerning because theres a wide sense that children may get the disease but they have much fewer symptoms, not hospitalized. Lower mortality rates, et cetera. But if there are the new longer term impacts that are occurring we need to be very aware of that as we make decisions about schools and church and back to normal activities. No question. Is there a best information at this point that the long lasting effects affect a small percentage of the people impacted by this or do we just not know yet . Well, i think were still learning a lot, but the particular reference that i just discussed it was about threequarters of the individuals that they studied. These were individuals who had moderately severe disease but had no previous history of heart disease. And they were all scanned as part of our research study, a relatively small study, 100 individuals and if i recall the number correctly, 78 had some evidence of changes in their heart muscle. Wow. Now thats a lot. The overwhelming majority of that hopefully resolves in weeks to months but thats a big number. Yeah. Yeah. Thats no small thing. Shunting aside questions about systemic racism and saying im just here to talk about Police Officers. He could not be clearer in the message that he is sending. He is trying to rally white voters especially working class voters to his side using a message of fear. And thats what he did yesterday. Lets talk about the coronavirus response. Were hearing of a divide within the administration over that. Some of which lets be frank has come out in public. Absolutely its come out in public and we have seen it the divide between the president himself and the Public Health professionals on his team who have urged a more aggressive approach to controlling the virus. Now hes got scott atlas advising him and he said im not advocating a herd immunity per se, but hes clearly in sync with trump on the idea for less aggressive action and wait it out until therapeutics and a vaccine come along. Joe biden said the president is waiting for a miracle and mike pence the Vice President has said, yes, we do expect a miracle in the form of a vaccine. We may get a vaccine by the end of the year, as Anthony Fauci has said. But the question is how many people are going to die between now how many people are going to get sick with coronavirus and die between the time that that virus between now and the time that the virus is widely available. It will be months until that happens. And the president s strategy is to attack the data. John harwood, thanks very much. Is there any evidence to back up what the president is saying here . You can find a kernel of truth and there are wealthy people including celebrities who have donated to Racial Justice organizations but thats not what the president is suggesting here in the context. He was suggesting that rich people are funding, you know, looters, thugs, people causing damage. And theres simply no evidence for that. It matches the paceless conspira conspiracy theories and people who around the world like to suggest that liberal billionaire george soros who is jewish is behind this stuff. Im not calling the president an antisemite, but it matches some stuff from the antisemites and authoritarians around the world. Qanon started that the celebrities had a child sex ring in a pizza place here in washington and worship satan. Tell us about the other theories that the president is sharing with the covid outbreak . The president has been echoing a tweet from some qanon person and the allegation which is incorrect is that the centers for Disease Control admitted that only 6 of reported coronavirus deaths are actually from the coronavirus. That is a gross misreading of what the cdc said. What the cdc said was that only 6 of coronavirus death certificates solely listed coronavirus as the cause. The others had comorbidities. The explanation for that is that people can have, for example, obesity or diabetes and that can be listed on a death certificate along with covid19. That doesnt mean that covid19 didnt kill them. People can live with obesity for years and decades without dying. In addition, some of the comorbidities are actually symptoms of covid19. For example, respiratory failure. So both things are possible and that the 94 who have other coe morbidities listed its not true they didnt die from coronavirus. Its false. The conspiracy theories, they take a nugget of something and then create a bizarre view of the world. Daniel dale, thanks very much. So yes, we have seen an increased number of cases over the we have a 30 Positivity Rate just within the 24 hour period. So we have some major concerns, and we must address them. We have to get a little bit ahead of the game because were definitely looking in the Rearview Mirror and trying to catch up and our efforts are not totally there where they need to be. Mayor, lawrence schools theyre starting remotely for the first six weeks. Was that decision made with this danger in mind, right, to keep that influx from leading to the increase in cases . The Public Schools are beginning some of their some of them are hybrids, some of them are online and then the university of kansas is also hybrid and in many ways theyre online as well as in person courses and early on, we pulled together Key Community leaders through our governments and institutions to include the Health Department and the chamber and the universities and the School Districts and we worked in this framework to make important decisions because were interconnected and well impact the further populations. Have you seen any evidence that deaths from covid are faked or exaggerated in some way . Well, for one, our numbers are not being reported correctly. We have had evidence that has been proven in various ways where the where the actual numbers of covid are not correct and then i even heard earlier where the death toll what they actually died from was not on the death certificate, may not be attributed to covid even though theres other thing mass may have been related to their death. But again, this is serious and we need to make sure that were actually looking at the true numbers, reporting the true numbers. That hospitals from my knowledge at least here in Johnson County have been very accurate. We have been engaged with them from the beginning of this pandemic and i have faith in our local hospitals here. Mayor, what the senator appears to be referring to is the idea that the death certificates will often list comorbidities, such as obesity being at higher risk of dying from are coronavirus. I wonder what you think when they question the data accepted by the Actual Health care experts and can you get a handle on this if medical data is called into question . Well, first and foremost, we need the support of our elected officials, city council and our mayor and not just to say to stop the violence, but condemn the violence. They have not unilaterally come together to condemn the violence. They need to support the Police Bureau and chuck leavell, the new police chief, who stepped into the job knowing what he was stepping into. However, the gravity of it is more than he thought it was going to be. As soon as he stepped into the job, the city council immediately defunded the Police Bureau of 15 million to 85 sworn Police Officer positions away, got rid of the Gun Violence Reduction time who was a model for other Police Agencies in the nation. When we when they disbanded them. So we need the support of our elected officials. We need to have a zero tolerance stance on the violence, not only for the protests and in the city and we have had a Record Number of shootings and homicides connected to the shootings. Okay. I have heard this, i was speaking to the commissioner of police in new york who made similar comments about budget cuts and the reduction of officers. I want to ask you though, what do you think and does it help in any way when you see outsiders come in like these caravans of Trump Supporters waving flags, firing paint balls at the protesters. Whats your reaction when you see that injected into the situation . Helpful or hurtful . Of course its hurtful and of course thats what i mean by zero tolerance. If were proactive in our policing and are able to be proactive and the city council and the Police Commissioner allow us to our job, we can stop the violence before it starts. But when we dont have the ability because of sanctions and because of the direction that the elected officials want us to go in, we dont have that ability. Including the District Attorney who has already said who just came into office and said theres certain violations and crimes that he will not prosecute, decline, directly related to the protests. You have become communities like portland, political footballs in this campaign. The president there and elsewhere saying that this is the fault of the democrats, this is Joe Bidens America that kind of thing. You know, to praise praising a vigilante for instance that we saw in kenosha, whats your reaction to that . I mean, i wonder what youre a Police Officer there, right . You want to keep your city safe for all people, correct . What do you need to hear from National Leaders including the president to help you get there . I think what we need is politics aside. Democrat, republican makes no difference. The violence that we have seen for almost 100 days straight, im talking about the violence that we have seen from rioters. Its unprecedented anywhere in the country. And i think what we need from our political leaders especially from the white house is to come together, work together, to stop the violence, but we need that support from our local elected as well as our National Elected and find a way to stop the violence irrelevant of party lines. Final question. Sheriffs from several neighboring counties have refused to send in Law Enforcement to portland help, even though they were requested by the governor. Why is that . Because they see the political dynamics of the city of portland. The elected official not supporting Law Enforcement. We have great relationships with those joining Law Enforcement agencies. However, they are just as we are handcuffed and we are afraid with what the political dynamics of our city and a lack of support from our political elected leaders to be able to do or job and end this violence. Its come to a point where theres going to be a meeting of the minds, but it is we are already in what i call a sinkhole and were getting deeper and deeper and deeper as we go. So we have to do something to end this violence and it needs to be a zero tolerance policy so that we can end the violence and the elected officials, the District Attorney and our commissioners need to be on board. No matter how desperate people are, theyre still not going to trust the vaccine.
