Well, also this morning an attorney for the 17yearold charged with killing two protesters. There he is with his weapon, says that his client acted in selfdefense. Kyle rittenhouse is facing multiple homicide charges. He will be in court for the first time this morning. After days of unrest following the shooting of jacob blake, thousands expected on the steps of the lincoln memorial. That is a live picture there, for another march on washington. 57 years after that iconic moment when Martin Luther king gave his i have a dream speech on those same steps, and yet so many of those issues remain. Also today, President Trump hits the campaign trail again. After accepting his partys nomination last night on the white house lawn, the peoples house turned into something of a campaign event, his speech was full of dire predictions if joe biden becomes president , and we should note riddled with false claims about his response to the pandemic. Theres a lot to go to this morning, but first lets go to Shimon Prokupecz for more on 17yearold Kyle Rittenhouse who will be in court this morning. What will we see this morning . Reporter yeah. That could happen at any minute, jim. Hes supposed to appear via zoom. Courtrooms are closed because of the coronavirus, so hes going to appear via zoom with his lawyer and the prosecutors. Its an extradition hearing because he has to be brought back to kenosha to face charges, two counts of murder and then the other count on shooting a third individual, so this could be a quick hearing if he if he waives his extradition hearing, it could go quick. If it doesnt, then it could take a little longer. As you said a man by the name of john pierce, a lawyer, a noted conservative attorney, has claimed to be representing him, a man by the name of john pierce, and he told nbc that, quote, this was classic selfdefense and we are going to prove it. We will obtain justice for kyle no matter how hard the fight takes or how long it takes. I should note that, you know, i spoke to court staff here. They said they have received phone calls from four different people claiming to represent rittenhouse so well see exactly who actually appears for him when he does show up in court which could happen at any minute. Jim. Listen, whats happening there are some on the far right rallying around rittenhouse calling him a hero. Folks should be aware of that. Watch t. Shimon, i want to talk about the conditions under which jacob blake is being held now. Hes shackled to his bed, his father says, though hes paralyzed from the weight down. Have police given any explanation for why that is . Reporter no. We have no explanation from the Kenosha Police which would be the ones who would be charging him if they were charging him would be the ones responsible for watching over him because if if hes shackled that means hes in custody and they would have responsibility for him. So far they have not answered those questions. I emailed the d. A. Overseeing the entire investigation. He has not responded. When you think about everything that has happened in this case, for him to be laying in that kind of situation, in that position and to be shackled really doesnt make sense, so hopefully at some point they can explain to us. Very briefly, shimon, do we know if rittenhouse is shackled as hes being held in custody . Reporter well, hes in custody in a jail, at a juvenile facility so i would assume that his appearance he will not be shackled because hes not actually being brought to court, but i dont know, you know. Were yet to see how hes going to look. Worth checking. Its worth checking. Shimon prokupecz, thank you very much. President trump is back on the campaign trail today. His first rally since accepting the republican nomination last night. Cnns senior washington correspondent jeff zeleny joins us now. Jeff, an acceptance speech for a reelection typically far more optimistic. Listening to it last night it recalled his inauguration speech, talking about american carnage, the president has been in charge for four years but hes making the claim that all this will be worse, i suppose, under joe biden. Reporter certainly did have some of those same themes that his inauguration had but certainly one difference was joe biden, mentioning him some 41 times during the course of a 71minute address. Really what the president was trying to do is put an exclamation point on what republicans have been trying to do all week long at their National Convention and that is essentially rebranding the president , much of which through revisionist history about the handling of the coronavirus and other matters and the economy as well as, you know, some speakers are trying to put a softer edge on the president. We saw ivanka trump saying there i wish you could see him working behind the scenes, but she took a couple of digs at the Vice President as well, but it was the branding of joe biden that President Trump certainly was seizing after. There was some fear manager with that law and order message which is something he seems to have settled on here Going Forward in the next 67 days of this campaign so the question i have, has he done anything to improve has the president done anything to improve his standing among independent voters, among wimp voters and among senior voters . Thats one thing that well keep an eye on. Jim, the biggest thing, we saw very few masks there, no social distancing. Were just getting word in now that four people tested positive on the first day of the rnc meeting in charlotte. Mecklenberg in North Carolina is reporting that 4 people out of 700 tested tested positive. Well see if we ever find out the events of last evening, but certainly no sign of leadership in terms ever no masks or social distancing. Tulsa rally. Republican senator rick santorum. Rick, thanks for coming on this morning. Good morning. Yeah, thank you. We heard a lot of doom and gloom last night about the possibility of a biden presidency. I wonder, given that this president has been in charge for four years, he warned of american carnage four years ago in his inauguration speech. Should the president take responsibility for any of the violence or division that were seeing today . Look, i think everybody has some role in taking responsibility and certainly the president and some of his rhetoric, you know, would fit into that category, but, look, theres as there always is, theres two sides to every story. Look, i thought the president s speech candidly for the president was pretty standard political fare. It was not it was what you would expect from a president who who is going to defend his record, who is going to say, you know, all the positive things hes done. I dont know too many president s go out there and apologize for everything that they have done. They highlight the good things that they have done and they talk about, you know, the good things that they are going to do and they contrast it with joe biden with 47 years of experience in washington. Theres a long, long record there, and i think he did a very good job, actually a necessary job to sort of lay lay the lumber to joe a little bit. I think the convention was actually fairly light on its criticism of biden compared to the Democratic Convention criticisms of trump, and i think he needed to sort of recast joe biden as, you know, as what he is, a career politician, 47 years. Yeah. And record of not of actually getting a lot of things wrong and doing a lot of things wrong and now sort of having moved which he has clearly, you know, the most progressive candidate who has ever run for president and sort of casting a vision of what this new joe biden is going to be. Well, thats the caricature. The fact is many of his positions are more centrist than the president described, and he did say he was going to be a destroyer of america. Jim, even if they are more they may be more centrist than the they may be centrist than the president is describing, but theres no doubt that joe biden and the democrats are oung on is the hardest left agenda thats ever been run in this country. Im just saying that many of the positions the president claims biden has he does not actually have, but lets set aside for a moment. Im curious. I get i think many commentators get, both democratic and republican, get the law and order message as youve seen violence on Many American streets. Given the depth of feeling though right now, and you see this, remember, Colin Kaepernick take a knee, that was an isolated move and a somewhat Fringe Movement and its gone fairly broad scale, right . Multiple sports, but not just sports. Americas view of black lives matter has changed remarkably over that time. Given that depth of feeling right now and the breadth of that, does the president risk further galvanizing, particularly black voters against him, and hes tried to reach out to them, by not addressing it in some way . I spoke to tim murtaugh, his Campaign Spokesperson who said that the president was going to address the killing of blake and he didnt. Does the president risk not getting it right by not acknowledging that heartache . Look, as you as you see from the president s speeches, hes not particularly good at acknowledging those types of things. He just hes not good at it, and he wont do it, and i think he wont do it because hes not good at it and it doesnt come across as genuine, so, you know, when youre not good at something and your speech is inconsistent with how youre feeling, i think he feels that that the more serious issue out there to the american public, and im telling you how he feels, is the issue of violence in the streets and civil unrest and that and that these other issues while important, you know, he he doesnt see them as important to the country, and you may say, well, thats wrong, but i think thats where he comes down. Well, pandemic, too, which, of course, he claims success there, but i get your point on law and order. By the way, i mistake said killing of blake, i should have said grave wounding of blake. Ive spoken to a lot of people here including just, you know, folks in d. C. Who say they have had their own issues with police and also very famous people, Martin Luther king iii who had an opportunity to speak for about 30 minutes or so as well as debra watt, the cousin of emmett till, and they, too, talk about the fact that this is an issue that challenge that was 57 years ago, nearly six decades, that they are talking about police brutality, racial injustice, jobs and voting rights, and so this hits home for so many people, both those who are locally here who never told their stories but also the who have now become familiar household names. Youre going to hear from not only reverend al sharpton but youll also hear from king and the family members of those who have been slain, and now we know their names. Were talking about george floyd. Were talking about jacob blake. Were talking about breonna taylor. These are people that we know about, and this is part of a movement success that we can talk about this. I spoke to debra watts, and she said that the thing that is most important with the case of emmett till is not come to say we want change but to be very specific. For the case of emmett till its about reopening that case, Holding People accountable who are still responsible today. Thats the message, jim. Do whatever you can to make a change. Jim . The white house says it will buy 150 million new rapid coronavirus tests, but officials have not said where or when those could be deployed, this after the fda approved a new test from abbott labs which the company says can detect an infection in just 15 minutes without the need for a lab. There are questions about its accuracy. Cnns chief medical correspondent dr. Sanjay gupta joins me now with more. I spoke with dr. Michael osterholm said this test is no more accurate than a similar flu test that has a low accuracy rate. What do we know about how accurate this one is . Well, we looked at some of this data pretty carefully. Keep in mind, first of all, this is a test known as an antigen test with emergency use authorization. Not the first test to get emergency use authorization that is an antigen test. We wanted to understand how it works and how they got at some of the data this they are quoting. Heres what we found. Take a look. This is what most people immediately think of when they hear of covid testing. Besides a nasal or oral swab, the sample can also be saliva. The goal is to get a respiratory secretion. That sample is then typically sent to a lab and under goes pcr or polymer as i Chain Reaction testing, considered to be the Gold Standard of diagnostics. Its an extremely accurate technique because pcr amplifies the amount of genetic material in the sample making it much easier for scientists to spot the genetic material of Something Like the novel coronavirus. Think of it like this. Instead of looking for a needle in a haystack, amplification makes a haystack full of needles, but in order for that process i just described to happen, it can take hours, and to get the results back can sometimes take days. If youre in the middle of a pandemic, speed is of the essence. Which is why the test im about to describe may be a gamechanger. Its called a rapid antigen test, and heres how it works. Instead of amplifying the genetic material of the virus, this test just has to spot proteins of the virus. The sample doesnt have to go to a lab, doesnt have to be amplified. Its a lot less complicated, and as a result a lot faster. This new test known as the binex just required a swab. That sample is then applied to a strip of nitrol cellulose paper that already has the virus antibodies embedded on it, a solution is applied and then you cant see this happening but the sample starts to make its way across the paper. If your sample has the virus in it, it will react to the antibody on the strip and light up. Think of it like a pregnancy test. The in this case two lines are positive and one line negative. Theres no additional machinery needed. Now experts will say the challenge of creating a test like this, you want antibodies that is are sensitive enough to actually find the virus as its coming across the paper. You dont want to miss it. Otherwise that would be a false negative. On the other hand, you also have to have antibodies highly specific to this particular virus. You dont want it showing up as positive for another coronavirus, for example. That would be a false positive. When we talked to the folks at abbott, they say this test is 97 accurate for people who have symptoms within the last seven days. Another key ingredient for abbott is the ability to scale. They say they will be able to create 50 million of these tests every month starting in october. And i think thats probably one of the biggest points of distinction, jim, with the abbott test versus the other antigen tests out there is just their scale. They started ramping up their manufacturing earlier in the spring in anticipation of this but question is ask about accuracy, the reason its taken so long when i ask this question is they needed to get the precise sort of mash of antibodies on that strip of paper. The virus comes across. If it reacts to the antibodies it should light up. If you get the mash of antibodies right, you should be able to improve the accuracy, but keep in mind. This was for symptomatic patients within search days of symptoms. How well its going to work for asymptomatic people, how well its going to work after seven days, we dont have that data yet. And thats important. I want to get to a. Ik,ing right, because as you know the cdc somewhat surreptitiously changed its guidelines a couple of days ago on testing. The guidance have been if youre exposed to someone positive you should be tested and then, of course, they say not necessarily. Asymptomatic transmission is a big deal. What is going on there . Why the change . Does it make any sense, and what happens now . Well, first of all, it makes no sense to answer the second part of your question, first, because, you know, 40 of people who are infected dont know it. They are asymptomatic, and they account for about half the spread in this country and as we go back to school. Thats going to become a big issue, you know, are you going to be spreading this virus in schools unwittingly . Why did it happen in the first part of your question. Jim, i i dont know. Ive got to tell you i dont know. What i can tell you is that if you talk to Public Health officials outside of the white house, you know, people who are who have been talking begun this in Academic Circles for some time, they are in lock step on the fact that this doesnt make sense, that theres no evidence to justify this decision and they are very concerned that this is another reason to basically pull back on testing to sort of, you know, minimize the issue of hoch this virus is spreading. Of course, its a very wrongheaded thing to do because when you do that, the virus is just going to spread more. Its not going to be stagnant even. Its going to increase in numbers. Yeah. So, you know, to the extent that anyone listens to us and other Public Health officials, asymptomatic people do need to be test. We need to be increasing testing, not decreasing it. Hopefully people understand that. Thats the consistent guidance, you know, and its not the first time weve seen this administration seemingly with a political motivation deny the guidance. Barbara, of course, the president pushed for this very publicly in the midst of protests just a couple of weeks ago. How are pentagon officials preparing, and does that mean that the white house has sent signals that the president might request again . Reporter well, they dont think there are specific signals just yet, jim, but youre right. For the last few weeks regular updates on cities where there has been civil unrest or where theres concern of civil unrest, including here in washington, d. C. , portland, kenosha, any number of cities, trying to stay up to date on what is happening partially to be ready. The sense that they have is that when all of this erupted back in june after the official unrest in minneapolis and then here in washington, d. C. And there was this massive controversy about the potential use of active duty troops, that the pentagon wasnt as organized. They feel they werent as organized, informed and prepared as they wanted to be. So the sense now is they want to stay up to date. The pentagon leadership really day by day on what is happening. One of the lessons they feel they have learned since the unrest specifically in washington and the images of Lafayette Park that were broadcast around the world is that it is the National Guard activated by a state best suited to support civilian law enforcement. They dont want to be in a position of having to use active duty troops. Look, can they get all the information by watching news reports . Well, yes, but for military leaders they want fine granular information and they want to be able to anticipate what may come next. Jim . Understandable. Barbara starr, thanks so much. Now to washington, d. C. Where right now thousands are expected to gather to march and speak just as Martin Luther king jr. Did 57 years ago today when he outlined his dream for america, the famous i have a dream speech on those steps there. The family of jacob blake will be speaking at this event in just hours among others. Joining me now to discuss the significance of of this day is wendall harris, the president of the naacp wisconsin state conference branches. Mr. Harris, thanks so much for taking the time this morning. Thank you for having me. I wanted to ask about where we are, right . I mean, that was 1963 from those steps. We learned about it as kids in school, right . Seemed like a moment from this countrys past and yet today a march on washington just as real, just as heartfelt as it was 57 years ago. What does that mean to you . Well, to me it has very, very great significance. 57 years ago i watched the program take place. I watched the mantle of our civil rights struggle was handed over to dr. Martin luther king, and he certainly carried the mantle in grand fashion until his untimely assassination. Today were not a long way were not along way from where we were 57 years ago. 57 years ago we were fighting for jobs. 57 years ago we were fighting for access, and were still fighting the same battle. Yeah. But what this march today says is we will never stop fighting until weve reached our place in this society which is a society where we have free and equal access to all the resources that we provide in this country. As you know, Martin Luther king jr. As a leader, he pushed back against others in the movement who at the time were pushing for violence, right, and he said, no, thats not thats not the way forward. I wonder what do you say as some of would have been largely peaceful protests in many says have turned violent . What do you say to folks who make that choice . We know, and im sure you know, you have better access, more access to information than i do, but we know that there are people who are insighting this violence. Many of them are not people who dont come in to peacefully protest. We all know that these are not people who are sent in by the president and administration and white house. Im one that believes that the people that run this country now who sit at the highest levels of government are capable of actually sending in agents to disrupt peaceful protests based on what i see every day and their actions and efforts to take away our people, black people and brown people and poor white people because i dont want to leave them out either because they dont care as long as they have all the power, so i have a notion that the people who are peacefully protesting with willing to incite violence. What we want is a peaceful protest. We want access to everything that this country has to offer us that we so rightfully deserve. Yeah. And to your point, as you know, theres a 17yearold who came in from out of state from kenosha and ended up killing two people, right . Certainly did not make the situation any better, far worse. I want to ask you about the legislative response to this because, as you know, democrats and republicans, they sparred over a Police Reform bill. Didnt come to agreement, and even in wisconsin, theres been a bill pending for some time. What needs to happen legally now to turn these protests into action . The bill we need criminal Justice Reform in the state of wisconsin and expeditiously, and let me give you just one exampleofwhy. In wisconsin theres a law where a Police Officer for no apparent reason can just walk up to you and say stop, i want to have a conversation with you, and its only applied for the most part to black males and hispanics. Well, if you take your civil right and say im sorry, officer, i cannot have this conversation because i have no move on, is there any reason why, no, but i want to talk to you. Well, the next response can be if you dont stop i will arrest you for obstruction. Ive been in that situation. Its the pipeline to prison that you hear so much about in wisconsin. So we live in an apartheid state in this particular state, and its been getting worse and worse over the years. Ive been in this world, in this city since i was 17 years old. I was im a man that works in a factory for 30 years and has been retired for more than 20. Ive been a civil rights activist for 40 years. Nothing has changed in the 40 years that ive been in this in this an is as an activist with the naacp. As a matter of fact, its gotten worse in the state of wisconsin. Wow. So, yeah. We have to have change. Yes. And to create civil unrest, no, not to the extent that we want to burn and loot but we demand that this government make the effort to change the situation we have in wisconsin. Yeah. Listen, its its a heartbreaking message to hear on the day of the march on washington. Well, wendall harris, thanks so much for coming on, and we wish you luck in the work that you do.
