Already made its mark as the most powerful hurricane to hit louisiana in more than a century. The state just reporting its first death now, a 14yearold girl, who was killed when a tree fell on her home. It is early. They are just getting out there to get to some of the more remote areas. The governor says the damage section tensive. You can see some of it here. Trees uprooted and homes destroyed. The Lieutenant Governor told me in the last hour that this will also impact the states response to the coronavirus pandemic. Remember, youve got both these things going on at the same time. President trump is heading to fema later today to be briefed on the Emergency Response to the storm. Cnns gary tuchman is in lake charles, louisiana which saw some of the worst of this. Gary, tell us what you saw particularly with storm surge and with wind . Those are the two big concerns as the storm came ashore. Well, thats right, jim. This is the river in the middle of the city. Yesterday we were doing a live report from here. This was very placid, and the beach went out to where you see the grass. Now the water is covering the beach. However, in the last half hour that weve been here i can tell you the water was here before and that indicates whats happened. There was great concern that this river would flood which it did, and then it could create a storm surge up to 20 feet in lake charles, population 78,000. Weve gone around the city and havent seen any storm surge like that whatsoever, and that is positive news. What isnt positive is what you just talked about, the 14yearold girl who died. Thats the first known death. The Governors Office told us that that happened in Vernon Parrish which is to the north of us where the storm wasnt as strong. Were greatly concerned well see more casualties. Searchandrescue teams are out in helicopters and out on the roads looking for people who need help, but right now we do know of that one girl who has been killed. We can tell you it was a long and crazy and harrowing and frightening night. For part of the night i was on the 12th floor of the hotel. 120 feet in the air roughly are, and it kind of felt like being in dorothy gales house in the beginning of the wizard of oz. You felt like the hotel was going to fly away. I can only think of the people who didnt evacuate. People, you know, took thisser sao crousely. They werent walking around, jim, but a lot of people were scared to evacuate because of code of 19. Weve never had a pandemic in modern history during Hurricane Season so a lot of people were scared to leave, and im thinking these people and these houses in the middle of the night with their children. If i feel that at a hotel thats shaking and making noise like an airplane or train, what are they going through . It really was a terrifying night for a lot of people and we certainly hope for the best as the police and the National Guard go out looking for potential victims. Lets hope they dont find more. I know they tried to but people in hotels as opposed to shelters but apparently a lot of people stayed home. Gary tuchman. Thanks very much. Cnns chad myers is in the cnn weather center. Chad, where is it headed and any more sense of how it affected some of the more remote areas of the coastline . Sure, and thats the key, because were looking at all these gauges, and the gauges are in the town, not the wildlife refuge. Thats where the biggest surge was likely, and it really doesnt matter. We have a ninefoot surge in Cameron Parrish and the houses are basically at sea level so if the winds and the waves are a foot over your house or ten feet over your house it doesnt really matter. The house is destroyed one way or the other, but biggest storisy think the wind damage that occurred in ladies and gentlemen charles. It is significant. The storm did not have any time to slow down from landfall into lake charles proper, and the wind damage is catastrophic. If you want to use that word that we were talking about, the surge damage, so this turned into a wind event, not so much a surge event. Now, for the people of Cameron Parrish where 4,000, 5,000 people live, it was a surge event. It just wasnt what they were thinking about so to 12 feet. Were also watching this. This is new orleans. Big storms here coming off the gulf of mexico. Each one, jim, could spin up a tornado. So there will be hours and hours and hours of that, and then where does it go you ask. Somewhere in little rock, probably somewhere around 70 miles an hour and then farther to the east from there, but there was a large swath of land that had 110mileperhour winds or greater. There was a time in lake charles where the wind was gusting over 120 for one solid hour, like being in an ef2 tornado for 60 minutes, usually they last, what, 45 seconds . Yeah. This is just hour after hour after hour of damage, and thats why the damage there with the wind damage in lake charles is so bad. Yeah. Must have been a terrifying night for families there. Yes. Other major stories were following this morning, several developments out of kenosha, wisconsin, including new details about the 17yearold boy arrested after shooting two people during a protest there. Two are now down. Kyle rittenhouse you see him there with his weapon charged with firstdegree intentional homicide. His Facebook Page showed an affinity for guns, for the police, for President Trump. Reports indicate he was part of an armed militia working, they imagined, to protect property. This is a video here that shows him walking down the street with his weapon. The Police Investigating taken moments just after the shooting to confirm whether that is indeed rittenhouse and what happens and how did police react when they saw him there, this as cnn learns that facebook failed to shut down a page that was encouraging citizens just like rittenhouse to take to the streets, even from out of state, to kenosha, also raising concern this morning comments from kenoshas police chief seeming to defend the arrival of vigilantes in his town. Have a listen. Everybody involved was out after the curfew. Im not going to make a great dole of that, but the point is the curfew is in place to protect. Had persons not been out involved in violation of that, perhaps the situation that unfolded would not have happened, so the last night, a 17yearold individual from antioch, illinois, was involved in the use of firearms to reserve to to resolve whatever conflict was in place. The result of it was two people are dead. To resolve whatever conflict in place, that 17 yearly. More on that in just a moment, but first there were also new developments in the Police Shooting of jacob blake which got this started on sunday. Investigators are now releasing a rough timeline what have they say happened in the moments just before blake, who you see there with his children, was shot eight times, his attorney says, they believe in the back. Cnns Shimon Prokupecz is in kenosha and is following all the details. Shimon, what details are police releasing with this timeline here as well as talking about a knife in the car . Tell us what picture they are painting here now. Reporter well, they are painting still a picture as if they dont really know all the facts and everything that occurred here. They are painting a picture where they are still trying to gather information. Ultimately its up to the District Attorney here on whether they are going to file charges against this officer who has been identified as rustin she isky. That thats the new information. They also revealed there was a knife in the car. Whats not clear, jim, is whether this nieve was used in any threatening way. Just because there was a knife in the car doesnt mean that mr. Blake was trying to use it or grab it in any threatening way. We know that authorities that the investigators have talked to mr. Blake. He admitted that had he had this knife in the vehicle so thats something that they know. The other thing thats new here is the fbi and department of justice have opened up a civil rights investigation thats going to work with the local investigators but theres still a lot of unanswer the questions. Few answers that have been given dont really explain why the officer shot mr. Blake the way he did several times in the back, jim. So we have what followed. The shooting apparently, a 17yearold, hes now in custody. What do we know about why he was there, how local authorities are responding and is the Justice Department welcoming the arrival of these armed militias . We dont know. We dont know if the Justice Department is investigating the mill sharks right. We were on facebook. They were promoting and encouraging people to come here with weapons to protect property, property that didnt even belong to them. They were here and on the street. Police real couldnt do anything about it. Its an open carry state. They can walk around with their weapons as they please, so really for investigators they need to figure out, you know, was he encouraged in any way by this group . Did they somehow come across him on facebook and we dont know that. Did he come here on his own or was this group, did they force him to come here . Did they encourage him to come here in the other thing is the we op, right. Hes 17 years old. Its up clear how he got that long gun. That is something that investigators want to know. Hes in custody in antioch and will appear in court on friday there where they will have an extradition hearing. Eventually they will be brought here where hes going to face charges as an adult for intentional murder. Jim . Listen, its not the first time weve seen armed people try to take the law in their hands. Shim openprokupecz, we know youll stay on top of it. With me is charles ramsey, former police chief in philadelphia and cnn analyst. Chief ramsy, good to have you on here. Theres a lot to talk about. Good to have your experience. First lets talk about, if you can, what new Information Police have released about the circumstances around blakes shooting. They say, one, that they had attempted to tase him early on. That didnt work. Now they say they believe there was a knife in the car. His attorneys and witnesses say he never threatened the police with a knife and his attorney denied to me that there was any weapon, but that new information that youve learned, coupled with what youve seen in the video, does that change at all your view of the use of deadly force by police here . Well, first of all not deadly but grave force . The use of the taser which is less lethal makes sense during a struggle for them to have used that, so thats not problematic. As far as having a knife in the car, if in fact he did have a knife, and lets just say he did have a knife, unless he had the knife in his hand and was threatening the officers and they were in immediate danger of bodily harm, then the use of deadly force would not be justified, so why he fired at the time he fired i dont know. When you look at that video, the door of the core actually obstructs the view so i dont know whether or not he was able to get his hands on a knife or what kind of a knife. I mean, is it a pocket knife, a butcher knife, i dont know . What is it . So until we get more information the use of deadly force in this case seems to be very questionable in my mind, but i would like to add one thing. Im very glad that they took that young man into custody that committed those two homicides in kenosha. Its important that that be resolved very quickly. I want to ask your reaction to the Kenosha Police chiefs comments on that because, yes, they have taken rittenhouse into custody here and charged him, i should note, with intentional homicide, but the the police chief described rittenhouse as trying to resolve some sort of conflict there . We have video which i believe we can show now of other members of the police force welcoming the arrival of these armed untrained vigilantes, giving them water, et cetera. Should a police chief ever defend or welcome vigilantes . I mean, in this case even from out of state under any circumstances . Well, i dont know if he was actually welcoming. I certainly wouldnt. Let me put it that way, and its unfortunate that you show Police Officers actually doing the same. Thats just the opposite of what i would want to see armed people. Who needs a 17yearold with a long rifle who calls himself patrol and protecting anything . Mean, come on. At what point in time do we have common sense or any sense at all for that matter to think that this is a good thing . Its not a good thing. People have a legal right to prost. They dont have a right to burn buildings and all that sort of thing, but protesting is a constitutional right. I mean, that hasnt changed. Sometimes its difficult to handle and control these things, but the last thing you need are untrained people showing up heavily armed. Nothing good can possibly come from it. They are protecting property thats not even their property. This kid is frill know. Yeah. I mean, come on, no excuse for murder at all. Its an amazing thing to witness in this country. And the president spoke to the governor of wisconsin yesterday, and hes sending in federal Law Enforcement just as he did to help with the folks in portland. I think you heard the Vice President last night say very forcefully that having americans harm other americans is not the way to go about this. We have to be able to move forward as americans in a peaceful manner, and the police, the police have to be allowed to do their jobs, and weve seen this over and over again in city after city run by democrats, joe bidens allies, where they have sided with the rioters instead of the police and instead of lawabiding citizens well. Thats why you see Police Unions one after another lining up to endorse President Trump because they know that joe biden and the democrats have turned their backs on Law Enforcement. Fact check there. Joe biden has supported peaceful protests. Hes not supported violent protests. I do want to ask about the president s comments for the just for the environment here in the wake of George Floyds death. Youll remember, the president said when the looting starts, the shooting starts. Historical roots to that, very concerning to members of the black community. The rnc, as you know, gave speaking time to a couple, you know, who pointed their guns at protesters. I just wonder is the president s message encouraging this kind of thing of people taking Law Enforcement into their own hands . I want to take a couple of issues with what you just rattled off there, jim. Joe biden issued a statement about portland last month that blamed the police for stoking this is a direct quote, stoking the fires of division and referred to the rioters as peaceful protesters. Some were peaceful. I witnessed and spoke to them. Yes. Trust me, we also report on the violent protesters there. Joe biden has not said i support violent rioters and looting. He hasnt said that. Thats just a fact. Well, he misdescribed people and actually has for three months now ignored the violence thats been occurring night after night in portland which is why i think you see him out now rushing to do so because i think he has seen that people are wondering, even on your own network, don lemon saying, boy, how much longer can joe biden ignore whats happening in these democratrun cities . I do want to ask as i did the president s comments here because the president is arguing for four more years and the violence he described, this happening hes been in charge for three and a half years or more at this point. Have his comments, have his policies helped to address these issues, and if so where . I think absolutely you have seen his policies help. The president has provided more Economic Opportunity to people who live in inner cities, to people who live in the black community and for all communities in fact, men, women, white, black, latino, asian, veterans, historic low unemployment for people all across the board and Economic Opportunity. Whoa, whoa, whoa, whoa. Wait. We had another Million People, first time unemployment benefits. I mean, during the financial cries kiss of 2008 and 2009 the highest in a single week was 800,000. Weve had a million a week for several weeks now. Where who does the president blame for that loss of jobs . I mean, the math is simple here. Jim. Moments ago i spoke to someone from the Trump Campaign who said that the president will address blakes shooting tonight in his speech, accepting the republican nomination. What, if anything, would you like to hear from the president on this . I think jacob blakes family would like to hear from the president and all of our responsible leaders that we have to change the cogent behavior of policing in america where where econtinuing this unbelievable pattern during this covid19 pandemic of the brutal excessive use of force on black people in america. Let me ask about the conditions around this. Police are releasing new details. They say and claim that there was a weapon inside the vehicle and that make may have been reaching for it. At least they claim one was there. Statements and comments from one of your colleagues on the legal team yesterday said there was no weapon. What do you know . Was there a weapon there . What we know is this, jim. Based on our investigation on behalf of the blake family that witnesses reported that jacob had no knife in his hand and that the police tried to suggest to justify this unjustifiable use of Excessive Force and the fact that you literally see him in the video pulling up his pants. All jacob blake was trying to do was get in his car and get his three little boys away from a volatile situation. He did not pose a threat to Law Enforcement as he was walking away from them. He did not verbally threaten them in any way and we dont want to let people get caught up in this tactic that is often used by Law Enforcement and authorities where they try to change the narrative. What is important, jim, is what we see on the videos. We see on the videos that he constantly tried to get away from the police. Never ever threatened them based own what we see. Now look at video from a couple of nights later where a young white supremacist comes with an assault weapon and shoots protesters killing two of them and then walks down the street with an assault weapon and he walks by multiple Police Officers and National Guardsmen and nobody shoots him in the back. In fact. It is alleged that he is offered water, and he is thanked for being there. We heard the police chief Say Something about they were there to help resolve conflict. Its outrageous, so why is a black man walking away from them get shot seven times in the back, a young white man who killed people, who shot people is not shot and is taken alive. Schools across the country, they are forced to reckon with this pandemic, some opening online, some in person and some with a combination. Joining me now to discuss is dr. Julio frank, president of the university of miami in florida as well as the former minister of health of mexico. Hes got some experience. Dr. Frank, good to have you on this morning. Thank you, jim. Thank you for having me. So miami, university of miami has now reported 190 coronavirus cases since last thursday. Do you believe it was a mistake to reopen . No. I think, you know, were being prepared with very detailed, meticulous plan, and we were expecting cases to happen. You know, thats a rolling average over the seven days of our 27 cases a day and given our population, its not surprising, and we had we have a robust testing and tracing, and so were able to quickly identify those cases, test them, isolate them if necessary and kwadwaurn te and quarantine as required. Do you think students should be exercising more responsibility themselves, not just at miami, so many campuses, unc, elsewhere, you see kids, you know, and they are not real kids. They are adults, right, 18 to 22 going to parties, no masks, et cetera. Do they have to be held to a higher standard to do their part, in effect . Absolutely. I mean, weve said that we first of all, we give students the choice, and about a quarter of our students decided not to come to campus. Some of them had preexisting medical conditions that shouldnt be on campus, but the 75 that chose to come we made it very clear, these are the rules. If you can not comply, please dont come because if you violate the rules there will be very serious consequences, including suspension and we have a number of are being done and weve already imposed the sanctions, but the flip side means that the vast majority, i mean the vast majority, over 990 are actually complying. This is going to be a huge educational moment in civic education. Its one of those situations where we are not just protecting ourselves, were protecting everyone else, and its been marvelous to see how the vast majority are coming together in a really conscious way about what they need. Student athletes, we have zero positives for over a month and a half. Theres a strong motivation among students to really be able to spend their semester on campus. Unfortunately, theres always a small number and for those we do have the disciplinary measures. What should the threshold be . If you open up, youre going to have cases. Thats the nature of this disease, this outbreak. What is too much . How do you gauge that . We have a very detailed contingency plan that actually sets thresholds for closing a floor or a wing of a building, closing an entire building, quarantine the campus, i mean, no one comes in or out for 14 days or actually shutting down and sending everyone away. We have all those four phases in a contingency plan. We hope never to kt a rate is but its there to be activated at any point if we see some of those indicators.
