Individuals, not members of police or Law Enforcement. The sheriff has told the Milwaukee Journal Sentinel that those were vigilantes that had been patrolling the streets before the shootings. This is the third night of unrest in that city following the Police Shooting of jacob blake, a black man shot in the back in front of his three young children. Well have a live report from wisconsin on what were learning, the latest were learning in a moment. Following breaking news as hurricane laura is rapidly intensifying as its barrelling towards the gulf coast. Now a category 3 hurricane it is rolling over very warm waters there. That intensifies these storms. It is now forecast to grow into the extremely dangerous category 4 later today before making landfall. That is just a deadly, dangerous combination. Also this. Hard questions of ethics violations as the administration multiple times used the power of the office for political gains. Something that is prohibited by law. The Republican National convention in full swing and the partys message on the Trump Presidency just at odds with reality. Well break down the highlights and the facts of what we know and what was said there, but first, lets begin with that first story were following today. Cnns sarah sydner is in kenosha, wisconsin, on the latest on the shootings overnight. So i know its difficult to discern at this point who was shooting at whom. What do we know at this hour . You know, what we have seen is some very clear video of one of the people who was shooting. It is stark, it is disturbing. You see a man with what appears to be an arstyle rifle strapped across his chest walking straight down the middle of the street. And then you hear shots ring out. There are people chasing him, saying he just shot somebody. He just shot somebody. That man then trips and falls on his own in the middle of the street. Starts to turn and people are coming at them, looking like the protesters were trying to grab him themselves, and he fires the gun. He hits someone. That person falls to the ground. You see him fire again. Very close range at someone else. He then gets up, walks down the street and police are coming towards him. He has his rifle, his long gun strapped across his chest. He walks up to Police Officers who are rolling past him and literally three officers in vehicles huge vehicles roll right past him while hes got his hands up with a long gun strapped across his chest after he had just fired you can see him at least twice firing at people who were coming towards him. One of them laying on the ground in the street. We now know that there are two people that had been shot and killed. We know that the sheriff had talked to the milwaukee journal and that sheriff is saying that there were militia members in the streets that were patrolling around this town and he called this vigilanteism. We do not know if this man with the long gun was the part of any kind of militia. We do know what we saw with our own eyes in that video and i was able to talk to a witness just a few moments ago who said that they saw this all unfold and were extremely disturbed about this. Also, angry what here you have a man who is armed a white man armed and the police let him walk right by them, even though it appears he is going towards them with his hands up as if hes surrendering. So a lot of questions here but we should also mention this is all happening surrounding the shooting of jacob blake who is now paralyzed from his waist down. He was shot seven times in the back and in that case people are saying he had no long gun, he had no visible gun at all. And here he still gets shot in the back while this man who has shot someone did not get apprehend. Theres a manhunt currently under way. Sarah, i know youre still reporting this out, but just to be clear from what you saw in that video and speaking to witnesses, that person with the long gun, not a member of Law Enforcement. A civilian . Yeah, from what we know and this is also sort of coming from the words of the sheriff who has not returned our calls but who has talked to the milwaukee journal, that he used the word vigilantes. People who are not members of the police or the sheriffs department. Who have taken things into their own hands and, you know, theres a lot of concern about that now because the sheriff is saying there are militia members out here. I myself saw folks out here carrying weapons on their hips, Walking Around and assessing the situation and saying, leave it up to the Law Enforcement, but we have no indication that this man was a member of any of the Law Enforcement offices here in kenosha. Thanks very much. Folks, well bring you information as it comes. We want to know it before we report it. Joining me now is charles ramsey, the former Philadelphia Police commissioner and former police chief here in washington, d. C. Chief ramsey, good to have you here. Thank you. Theres a lot we still dont know about the situation unfolding in kenosha. But when you hear accounts of what appears to be a civilian patrolling the streets with an automatic or semiautomatic weapon, tells us your concerns about that combination. Its not good, its not good at all. Youre starting to see it more and more where these vigilantes, militia, whatever you want to refer to them as taking the law into their own hands. Yeah. Feeling as if they have got you know, to take to the streets to protect i dont know what they call themselves protecting. But its a dangerous situation. Theres no question about it. You have seen them show up at state capitols, you see them on the streets. Things like this what are just bound to eventually happen so we have to find the balance. I mean, peoples right to have and bear arms certainly, but to bring those arms to the protest, again, you know, you start to wonder whether or not that makes any sense. And so you have things like this take place. Fortunately, theres a pretty good video of the guy running down the streets so they should be able to i. D. Hopefully anyway and apprehend him. But this is a troubling situation. Yeah. I mean, maybe after hes killed or horribly injured people and youre right, we have seen this. We have seen heavily armed people going to the state house in wisconsin in michigan, rather. We saw them at other protests weeks ago. Okay, what do police need to do now . Because you do have a crisis of confidence. Particularly in black communities here. Here is another shooting, the circumstances of which concerning to say the least. And if you have vigilantes on the streets as well, you have led the Police Departments in two major cities. What do they need to do right now to keep the peace . Well, theres a couple things. First of all, information needs to get out around the circumstances surrounding the shooting. Its been what three days now, and there is still no real information. Now, i believe the state police have taken over the information. I dont know if the communications lapses is on their part or not. But they have got to get information out, whether that information is good, bad or whatever. They need to get something out to let people know exactly whats going on. The second thing as far as the protests go, i know theres a curfew. People need to Pay Attention to the curfew. It is not safe and whatever resources they have on the streets, whether its the state police, National Guard they need to beef it up and get a handle on this because the next step unfortunately could very well be people that are protesting feel like they need to be armed to protect themselves and then you have other people, the militia or the vigilantes out there with guns. I mean, absolutely nothing good can come from that. So they have got to tamp this down. They have to shut it down. And theres no other way to describe it. I mean, Public Safety is key. I understand peoples right to protest and so forth and there will be people out there protesting but there needs to be a very heavy, heavy police presence. Finally, just before i let you go, as a former Police Officer with decades in uniform, what can you tell or know from looking at the video what we have seen so far regarding the shooting of jacob blake . Well, theres one video that shows a struggle taking place, just before the shooting. So hes clearly resisting arrest but resisting arrest by itself does not justify the use of deadly force. So they follow him around, he opens the car door. One officer seems to be pulling at him and then someone opens fire. I dont know if its that officer or his partner who opens fire. Unless theres a gun that they can clearly see, hes reaching for a gun or whatever, i dont see where the use of deadly force was justified. I mean, it needs to be reasonable, necessary and certainly proportional. Unless theres something we arent seeing in this video, then theyre going to be hard pressed to call this a justified shooting. Whether its criminal or not, thats up to a District Attorney to determine, but this is doing to be one that is very, very questionable and in my opinion from what i see now, without any more evidence, would be an Unjustified Deadly use of force. It has intensified and rapidly. Now a major 3 storm and it can hit the gulf coast as a category 4 storm. We have Team Coverage tracking the system. First to meteorologist chad myers, hes in the cnn weather center. Chad, as this lays out exactly as you laid out yesterday, right, the warm waters it gets stronger, it intensifies as it gets closer, what is it going to look like as it hits land . It will look like a category 4 storm, it will have a storm surge of 15 feet or maybe higher because the bubble of water is truly building. Its going to be like bay st. Louis and biloxi when we had katrina. The water is going to push onshore. I have seen some pictures of the bayous of louisiana where the water is up past the fishing docks and people think theyll stay. You need to leave now, it will be that dangerous. There will be so much water with the storm. We know that the storm is getting stronger. 116 Miles Per Hour was the latest fly through and at this time yesterday we were at 70. We had all of the graphics about rapid intensification, what does it mean, could it happen and now it did. Well be at a cat 3, losing strength as it comes on shore tonight but it will be a category 4 bubble. Here is what the rainfall will look like. The eye around is 30 miles around, but it will be spreading out. Well see significant wind damage and surge damage along the path of this. Even some wind damage to the left of the storm. We know it carries about the right no, this will have wind speeds over hurricane strength on the left side of the eye. The western eyewall. Because the whole thing is going to be 130. So of course the west side is going to have winds and there it goes all the way up to Tropical Storm force even up to shreveport. Wind gusts of 110, maybe up to 130 as all of this surge, water, getting all the way to lake charles. This is a devastating storm, jim. Goodness. Seeing the storm surge already, thats alarming. Well, mandatory evacuations here in Jefferson County and beaumont, texas. People recognize the dangers that major hurricane laura poses because they remember harvey and rita and they believe ike and they know from previous lessons that they need to take this storm seriously and they know that this is not the same storm that they went to bed with last night. Because it has changed as chad just described and this particular location is so vulnerable to storm surge and localized flash flooding as well, but its on a different scale. People have never experienced amongst the back drop of a Global Pandemic so this is really changing things and complicating the evacuation efforts and complicating the decision for the residents located here. Even though theres mandatory evacuations, people are still weighing up the options do i shelter in place at home . Am i safer there because of covid19 . Or do i leave and move to an area where there could be large gatherings of people . Thats what people are weighing up right now. I have spoken to individuals who are gathering all the available supplies, doing whatever they can to prepare for hurricane laura and the arrival tonight. Its amazing to think were starting our day with sunshine and we are going to be ending our day with a potential for hurricaneforce winds, maybe topping 100 Miles Per Hour right where im located here. But the level of coordination, jim, is amazing. I visited the fema National Incident command center at the ford arena here. And they have ambulances lined up, charter buses as well as communication vehicles and swift water rescue boats ready to be deployed at a moments notice. Back to you. Also this morning, we know theres a lot to digest new guidelines from the cdc say people may not need to be tested even if they have been exposed to the virus. Thats a big claim. Cnns Elizabeth Cohen joins me with more. We have seen a lot of changes from the cdc lately. Whats going on here . Of course theres a requisite question, is this political or following the science here . You have to ask here if theres political pressure theres a good question because they havent noted any scientific changes. There havent been changes that would point to this. They didnt say that in the statement. What theyre saying now, if you dont have symptoms you dont need testing which is so perplexing given we have been talking about for months given up to how 50 of the transmission is by people who do not have symptoms. It is quite puzzling. Lets look at exactly what happened with the cdc. Heres what they were saying before. Testing is recommended for all close contacts of persons with sars coe v 2 infection. Its close contact of 15 minutes or more with someone with coronavirus and what theyre saying now is if you have been in close contact within six feet of a person with a covid19 infection for at least 15 minutes but do not have symptoms you do not necessarily need a test unless youre a vulnerable individual meaning elderly or underlying conditions or your Health Care Provider recommends you take one. So basically theyre kind of punting to the doctors or to state or local Health Officials to make this decision when the experts will all tell you you need a test if you have been in close contact. Yet, the Washington Post fact checker shows the president has in fact surpassed 20,000 lies or misleading statements during his time in office. In mid july she said, quote, we must remember that today we are all one community comprised of many races, religions and ethnicities, yet, again, this president has in fact instituted a muslim ban. Hes detained immigrant children at the southern border. Teargassed black lives matter protesters outside the white house for a photoop. Another note she said, quote, how mean and manipulative social media can be, ignoring the attacks her husband regularly launches on social media. Which america will voters see . Joining me now is mike rogers and National Politics reporter sabrina so a deep context between facts and the reality or the coloring of reality as presented by the first lady last night. Whats the intention . To reach undecided voters or rally the base . Well, i think that typically with any first lady she can serve as a character witness to the president of the United States and the biggest challenge for first lady Melania Trump as you pointed out is everything she laid out in that speech really seeking to strike a more empathetic tone is disconnected from the reality of the Trump Presidency. It was certainly an effort to try and reach suburban women or more moderate voters who are on the fence about giving President Trump a second term. But if the overarching goal was to make the case for reelecting President Trump, in terms of the substance of her remarks, you know, she did touch upon two of the primary concerns for voters heading into the polls in november. The coronavirus pandemic and these protests over racial justice, but again as you point out, her rhetoric simply did not match her husbands handling of those two concurrent crises. I think thats going to continue to be a problem for the speakers this week, including mike pence, who well hear from tonight. Is this painting a picture of a presidency that simply does not exist based on anything that we have seen in the last four years. Mike rogers, political experts, but also lawmakers, republicans among them, objected when the president suggested he would accept the nomination from the white house. Hes done much more. And in last 24 hours we saw him stage a naturalization ceremony from the white house, we saw the first lady speak from the rose garden, the secretary of state doing something that for decades not the norm, making an overtly political speech while on state business and the president as well issuing a pardon. All part of a supremely choreographed campaign event. You served in office, tell us whats wrong with that. Well, you know, youre not supposed to use taxpayer funded enterprises for political or campaigning efforts. And this so this to me had kind of a political head scratcher for me and an ethical one as well. Im not sure its worth all of the investigation i hear about today, but i think its a factor that people should push back on. Think about it. I thought Melania Trumps speech was great and these events are supposed to try to appeal to our aspirations, our better instincts, how america can move forward. I think she hit every note. As a matter of fact, i hope she writes the president s speech, for his acceptance speech. I think he would do well by the tone and the tenor of the speech but everybody is focused on the fact that she did it from the white house. Same with secretary mike pompeo, who i still dont understand why they did it. I dont know if it added enough to get all of the scrutiny thats going to come with it. Thats the substance and the policy. The politics of it werent good. Does anyone know what mike pompeo said . No. They all know he gave a speech as a sitting secretary of state from jerusalem and again that mantel as secretary of state is all about the american mantel. Not a republican, its not democrat. Youre in public office, thats a servant role trying to get the american interests overseas looked after and help our friends and allies and win new friends and allies. Hard do that when youre observed as a fierce partisan and thats what i think they in trying to do it the way they did it. There was a brief moment a couple of weeks ago when you had republican lawmakers, john thune among them, saying its problematic. Simply for the president to deliver an acceptance speech from the white house. Now weve had i dont know, a dozen events, right, from there, that are explicitly part of, you know, the rnc as a campaign event. Is there any republican concern expressed now or is this is this done and dusted . Well, thats whats been striking. Republicans have been largely silent thats been a theme throughout the Trump Presidency where you do have a president who has used the powers of his office to advance his political agenda. Even last night when you look at the events at the rnc, he used the naturalization ceremony as well as a pardon during what was a political event. You know, the venue we have talked about just the fact that Melania Trump is speaking from the rose garden, that the president will accept his nomination from the white house, but look, so much has unfolded this year alone that its hard to remember that the impeachment investigation was just earlier this year. And at the time when republicans, in fact, voted to, you know, acquit the president , even though the investigation at its core was about him using the powers of the presidency to try and investigate his political opponents so i think thats given this president a license to do whatever it is that he sees fit. Even if its flouting the norms or a violation of ethics and, you know, there might be some investigations on the part of house democrats, but theres very little of course they can do without having control of both chambers of congress. And it does, however, create a precedent down the road, there may be another president who looks at President Trump as a model and a lot of the norms that we have talked about may cease to exist. Overnight three people shot, two of them killed during what some witnesses say was a clash between demonstrators and not police, but a group of armed men, civilians, described by officials in local reports as a militia or a vigilante group. In kenosha its been three days since jacob blake was shot multiple times in the back on camera and in front of those children we see there, his three young sons. Theres still no explanation from police as to why he was shot, what justification they are claiming there. And now a deeply emotional response from the coach of the l. A. Clippers, doc rivers. He addressed blakes shooting and the current Republican National convention. All you hear donald trump and all of them talking about fear, were the ones getting killed. Were the ones getting shot. Were the ones that will deny to live in certain communities. We have been hung, we have been shot. And all you do is keep hearing about fear. Its its amazing. Why we keep loving this country and this country does not love us back. Quite a moment there. With me know is elsie granderson, espn radio host and a columnist for the Los Angeles Times. Elsie, good to have you on. He rivers put into words i think what you have described on this broadcast and others i have spoken to. Tell me about the disconnect you see between the fear that donald trump is describing, seems to be appealing to fears of white people, and the fear that doc rivers is describing there. Well, first of all, thank you again for having me on. After i saw that clip, i sent doc a text and im sure that he got plenty of Text Messages because he really embodied the frustration that a lot of us in this country feel. Those of us who happen to be black. Not all of us, but a lot of this, which is this. We turn on the television, we see elements of our culture being commercialized. We go through billboards and we see models trying to emulate africanamerican features whether its with injections or tanning or darkening of their own skin. All these little indicators that theres something right about us, except for the embracing of us us as a people, us as a culture that encompasses our presence. You know, i cant tell you how many times i have traveled around this country and have heard our music in bars, but not be welcome as a person of color. And the conflict that goes to your head when youre in these environments like clearly you like our culture, you like us, but you dont like us. Right. And thats the frustration, thats the anger that you hear in doc rivers voice and when it comes to President Trump he is really playing on the fear that people have of black skin, of dark skin. Its what public enemy said back, fear of a black planet and why do you think magic is different, hes black too. So thats what you heard what doc rivers and thats the fear that donald trump is peddling that youre referring to. You have a personal connection to kenosha. Your best friend is from there. You have visited many times. What were seeing now is a dynamic we have seen in many other communities following Police Shootings like this. Right . Understandable protests, largely peaceful protests but sometimes at night devolving into violence, looting, et cetera. Now we have this added dynamic of what appears to be vigilantes injecting themselves into this. Tell us about that cycle. What do you want to see happen there now and what do you say to people who are participating in the protests when they turn violent . Well, first of all, i think its imperative that the national media, whether its cnn, whether its the Los Angeles Times or any other medium outlet make sure theres a delineation between the protesters and people who are looters and people who are rioters. Theyre not one and the same. We shouldnt be using that language interchangeably. I know a lot of people want to use it interchangeably because it feeds into their narrative which is that black lives matter is a terrorist organization. Were not a terrorist organization, but its an organization to help america fulfill the promise. As someone who has been to kenosha with my best friend who happens to be white, i know its a cliche, but it happens to be true in my case, i fell in love with the town that sits in lake michigan. But i have seen the town through my best friends eyes and in our conversations and i have had conversations posted on the Los Angeles Times today, you can see that those eyes were through the eyes of a man with White Privilege and he recognizes that now and i too recognize that i was seeing kenosha through those eyes of White Privilege. But when you see whats happening in the streets right now and when you hear about the stories of them growing up, you realize that kenosha is no different than chicago, no different than atlanta, or los angeles. Where there are people, there is a chance for evil to arise and we need to be vigilant as a country to make sure that we dont just think that its just something that happens over there or thats something that happens in these places. This can happen everywhere. I hear you, lz and the distinction you described, by the way, is one we effort to do every day and will continue to do. Its good to have your voice on. Tell us what that means given its at a pretty consistent line of new cases coming in. You know, two weeks in a row in the worst category in the country. Good morning, jim. Yes, i am concerned and, you know, georgia is clearly making progress. The cases are coming down. We have seen a 22 decrease over the previous week. But were still we have over close to 200 cases per 100,000 population and we still have a significant number of hospitalizations and the test Positivity Rate is still pretty high. So im concerned that while were coming down, were nowhere close to where we need to be. Were coming down from a very high peak. I wish we were back to early june which is about 300 to 400 cases a day. Thats a big difference to where we are today, so we have a long way to go and i think we need to accelerate progress. If we dont do that, i am concerned with schools opening, with universities opening and people also becoming complacent because cases are coming down. We can see another increase in cases. Okay. Lets talk about cdc guidelines. So consistently for months, the guideline had been get tested if you show symptoms or if you have sustained contact with someone who you know is infected 15 minutes or more. And now it says all of a sudden you dont have to get tested even if you had sustained contact with someone who you know has been infected. Unless youre in a compromised category. Can you explain why the cdc changed that and is that a good idea . I really dont understand why the cdc changed that. And whats concerning about all of this changes and guidelines that cdc does is they dont put evidence to back why the changes do and i think having the evidence i mean the evidence that im aware of as of today is that close to 40 of the cases of the infections are asymptomatic and asymptomatic people transmit the infection. So not testing i mean, if you have been in contact with somebody for a few minutes, thats okay. I saw a trailer full of washing machines and it is an amazing thing to see how they put all of this together. You have 15,000 firefighters in california trying to get these blazes under control.
