Well be live in kenosha with the latest on those protests and what we know about the investigation, but first cnns randi kaye joins me now on the concerns about coronavirus surges in the midwest. Where exactly and why do Public Health officials believe this is happening now . Reporter well, first, the good news, jim, that rts a of the country who saw the worst of the pandemic are now seeing an improvement. As you said, the sunbelt is certainly looking better but the midwest is a concern. Theres spikes in cases there. The infections are certainly trending upwards, so one area is kentucky. The Kentucky Governor saying that they have seen more deaths from covid in the last week than they saw in any week since the pandemic started, an in kansas, the governor there reporting at least one case of coronavirus in every single county. Cdcs dr. Robert redfield warning of a third wave possibly in the nations heartland so that is certainly a concern. On the issue of vaccines, jim, two sources telling cnn that the white house is raising the possibility of an emergency use authorization to get a vaccine to market. That means it would go to market before the latestage trials are even completed. Dr. Fauci, as you said, certainly voicing concern about this calling it dangerous. He says that they may not know how effective that vaccine actually is if they dont finish that trial and could put an end to other vaccine trials if one does hit the market, fauci saying, quote, we hope nothing interferes with a full vaccine that is safe and effective and the president has certainly been suggesting that well see a vaccine soon, is his words or by the end of the year and now the department of health and Human Services saying they are denying that they are fasttracking a vaccine for political purposes. Jim . Randi kaye, thanks so much. This morning florida education officials are appealing after a jumping blocked a state order requiring schools to reopen for inperson classes five days a week. Cnns Bianna Golodryga joins us now with more. This is an interesting case, right, because you have the states trying to force schools hands to reopen five days a week in person. Judge, saying no, you have to follow Safety Measures here. Where does this go next . Jim, good morning. This is a temporary victory at least for the states teachers and a temporary injunction. A florida judge blocked the states requirement that all Public Schools must offer inperson classes starting august 31st, just a few days away. The ruling favors floridas statewide Teachers Union which sued Governor Desantis and the education commission. They were delaying the start of school because of the coronavirus surges. Remember, there were 206,000 cases confirmed in this case, over 10,000 deaths. The judge saying in his decision that the state department of education essentially ignored the requirement of School Safety when they ordered the reopening of inperson classes this month, and judge saying that the state was putting the School System in an untenable situation saying they should be their sacrifice their own health or public funding. Of course, us a mentioned, the state is appealing that ruling, and meantime, we seem to see whats going on on campuses across the country, university campuses. They are starting to and continuing to crack down on students who are not following the rules. One school, ohio state university, suspended 228 students who they say were engaging in offcampus parties and gatherings of larger than ten people, so ohio state really cracking down and then take a look at the university of alabama system. They had over 500 confirmed cases of coronavirus so what did they do . They gathered together with the city, the mayor of tuscaloosa is going to be shutting down bars and limiting alcohol sales in restaurants for at least two weeks saying this is a Public Private partnership here. Weve got to join forces for the Overall Health and wellbeing of our system and our city. Yeah. Schools before bars perhaps. Reporter that should have always been the case. Exactly, though not in practice sadly. Thanks so much. We know youre staying on top of it. The head of the food and Drug Administration is clarifying comments he made about the benefits of convalescent plasma. Heroes what he originally said sunday and then listen to how he clarified those comments this morning. Let me just put this in perspective. Many of you know i was a cancer doctor before i became fda commissioner and a 35 improvement in survival is a pretty substantial clinical benefit. What that means is, if the data continue to pan out, 100 people who are sick with covid19, 35 would have been saved because of the administration of plasma. First thing i would like to say is that i personally could have done a better job and should have done a better job at that press conference explaining what the data show regarding convalescent plasma, and and i can assure the American People that this decision was made based upon sound science and data. All right. Lets look at the difference there. Cnn chief medical correspondent dr. Sanjay gupta, youve been speaking to dr. Hahn, could have done a better job or was that 35 out of 100 figure misleading . No, it was definitely misleading. You know, it was wrong to be fair. Dr. Hahn called me last night before he put out a few tweets sort of trying to explain this, but its its a really important point, jim, because i think, you know, were all being forced to look at data and a try to evaluate this data, and we want to have the conclusions, you know, be absolutely accurate. So let me just show you for a second. I know this is math first thing in the morning, jim, but let me just show you because i spent a lot of time going through the studies that the fda was looking at, went through these with dr. Hahn last night and put these up but the study they were talking about was the study of 35,000 people who received convalescent plasma. Basically broke it down into two groups, people who got the high dose and people who got in the low dose. No placebo, no group that got no dose, comparing high dose versus low dose and those who got the low dose had a higher mortality, 13. 7 and those who had the higher dose had a lower mortality so there was benefit if you used the higher dose compared to lower dose and that was the 35 relative improvement in mortality. That doesnt mean what do hahn initially said was that 35 people out of 100 would survive who otherwise wouldnt. When you actually do the math, we find that its closer to four and a half to five people out of 100 would survive out of the higher dose compared to the lower dose of the antibodies. I hope that makes sense. It does. Heres the point, jim. Dr. Gupta, thats a seven times, right . He said from the white house podium as the white house fast tracked this that 35 out of 100 people would live. That translate to tens of thousands of lives. Its actually is 7 of that figure . Yeah. How does the fda make that that mistake . Its a significant mistake. I mean, i i dont know. When he called me last night he said, look, you know, first he said i could have explained it better and i said that was wrong. It was a question of explaining it better and acknowledged that, live tv, he sort of said that and it was a mistake. Clearly hes an oncologist, used to be the head of the m. D. Anderson cancer center. This is his bread and butter. It was surprising, jim. I dont know what more to make of that. I will say this as well, that, you know, convalescent plasma, a lot of people have said were excited about this, enthusiastic at least, but this the data still is not adequate, right, for the reasons we just mentioned, but also in the studies people were also getting steroids. People were also getting remdesivir. We saw when i really looked at the data 50 of the people were getting steroids as well which we know has benefit, so now you have to ask yourself, well, is it the plasma or is it the steroids or is it Something Else all together . Thats why you do studies. Im getting so many people saying give it. If it shows benefit why not just give it. You would like to know, a, it actually does work and, b, who should receive it, and, c, when should they get it . D, whats the right dose . There is a process in this in order to get the max many benefit. This is the thing, sanjay. Its not the first time, right . I mean, you had the administration pushing hydroxychloroquine even when had you didnt have the studies to back that up. Yes. And now you have concerns expressed by dr. Fauci, right, about fasttracking a vaccine before you complete the science of largescale studies. I mean, i just wonder how confident should people at home be that its the science driving this response and not politics here . Well, these are some Cautionary Tales right now. We cant ignore, jim, i think to your point. Weve got to Pay Attention to what has happened so far and make sure i think as journalists, as scientists as everybody that that the data is clearly available, that people can look at this themselves and this independent review. One thing i will say, jim, with vaccines, the bar has to be higher, right . If youre talking about hospitalized patients receiving convalescent plasma, sick patients, thats different than saying these are perfectly Healthy People that youre about to give a substance to. If the data is not clear on safety and efficacy, thats a huge, huge problem, and i think thats part of the reason where were really beating the drum on this particular issue to make sure that it doesnt happen again. I mean, you look to these folks for hard answers and hard data. Really disappointing. Dr. Sgupta, great to have you on to break it all down. You got it. Thanks, jim. Turning now to kenosha, wisconsin where were learning more about the extent of injuries to a black man, jacob blake, that he suffered after being shot multiple times in his back by police. You may have seen the video, the video of a shooting has sparked protests, some of them violent, damaging overnight. Cnns sara sidner recently spoke with jacob blakes father and tell us what you heard about his injuries and what youve seen in terms of the protest. Reporter jacob blakes father told us that his son has dealt with multiple surgeries from the bullet holes in his body and that at this point he is paralyzed from his waist down. They are not sure, the doctors, as to whether or not this is going to be a permanent pa paralyzation, the family distraught and jacob distraught because at this moment hes unable to move anything below his waist on his own. So there is that element. We also talked to his uncle justin blake, and justin blake said that that jacob was a strong guy and he cannot believe after looking at the video that he is actually still with us, still alive, and so the family thankful on one hand that he is still alive, that he is still present and with them, and, on the other hand, looking at what his quality of life will be, and the quality of life of his family. We know that his three of his children, a 3 yearly, 5yearold and 1yearold were inside of the car when the player opened fire on him and so they are traumatize, the uncle saying they are being loved on as he put it but they are certainly traumatized and will need help getting through this. Jim . Tell us about the protests that you saw last night, the extent of them, the damage, injuries, et cetera and how are officials responding. You know, weve seen this so many times over and over again for so many years when Something Like this happens. In the daytime the protests are generally peaceful, you know, people are raising their voices but but not doing anything destructive and as night falls things start to get complicate. We know that there was tear gas, a lot of that that was sort of sprayed out as police and protesters came face to face here outside the court houmpt we also you can see some of the damage there, they brought in garbage trucks to try and stop people from being able to drive down. Those garbage trucks were set on fire. We also saw several buildings ablaze in the neighborhood, fully engulfed and are destroyed this morning. You sort of get a reaction in two different ways. You have folks that live in this community that understand the outrage, that feel that pain, that feel that this is the way to to sort of show everyone how much pain there is and that they want change and there are other folks in the community saying, look, we have to live with this. After this, all this destruction is going to make life extremely hard in our neighborhood, and they dont want to see local businesses being burned down. Understandably. On the first night republicans focused on painting a gloomy picture of americas future under joe biden burning down american values, statements like that. Joining me now cnn contributor and author of the book team of five is Kate Anderson browner and the policy director for mitt romney. Good to have you both on. Kate, if i could begin with you because youve written so much about Melania Trump and her role in this administration. She will speak tonight from the rose garden that she took pretty dramatic changes to. What will be her goal this evening . Weve seen first ladies in the past sort of try to humanize the candidate. Tell us do you expect the same tonight from melania . Well, absolutely, especially with donald trump. We see a big empathy gap with him, right, and were dealing with a pandemic. What melania needs to do is what laura bush did in 2004 and what Michelle Obama did in 2012 and she they both talked about how their husband are grappling with these enormous issues, and laura bush talked at the time about watching her husband from the residence, watching him on the south lawn as he was dealing with Saddam Hussein so the person closest to the president. Michelle obama talks about barack obama speaks about people struggling and Melania Trump needs to give us insight into donald trump as a human being, as somebody who cares about people who are sick and dying and losing their jobs. We just dont see that. Yeah. Well see if she can. The lanny chen, you have the secretary of state mike pompeo making a rare address to the rnc, traditionally secretaries of state would not do so, and there has been a reminder to state Department Employees to not improperly engage this department of state in the political process. Why that rule for employees, not the secretary of state, and how unusual is this . Well, i think secretaries of state have addressed the conventions in their role as former secretaries of state, in other words, after they finish the job, they will come back to endorse a candidate and come back and talk about the Foreign Policy of that candidate. This will be a departure from previous conventions to be sure. I think the goal tonight is very similar to what it was last night which is this notion of the president saying hes going to do sol things in Foreign Policy and then trying to talk about the president s record, and i think that in general, jim, has been the focus in this convention. Its been a retrospective look at the president s record. Its been an effort to say think about the things the president did, not so much talking about things the president will do, not so much talking about the agenda looking ahead but really looking back. I mean, not talking at all, right . Theres no platform which is kind of remarkable, basically just saying, you know, whatever the president does we back Going Forward, whether with foreign or domestic policy. I mean, it is certainly odd. Theres an occultive personality behind donald trump and we really dont know what hes like behind the scenes. People will say he can lash out on twitter, thats the way he is. He can be very tough. They are recognizing that a lot of republicans i think feel really deeply uncomfortable with the rhetoric coming from the white house. Yeah. But this is their best option, they think. Lanny, what is the record, right . If you talk about Foreign Policy or domestic policy. We saw, for instance, on coronavirus, a celebration of the administrations response when you look at comparison to other nations around the world. It just doesnt hold up. In Foreign Policy and elsewhere, what is the essential argument, right, we got this right and heres why you should reelect him . Well, i think thats exactly it, jim. I think this the argument is if you look around the world, there are places where the president has acted or tried to act in a way to try to increase the National Security of the u. S. As well as to deal with difficulty situations. They point to the middle east and talk about the destruction of the isis caliphate. They would go and say the discussions with north korea were productive even though they havent necessarily produced a whole lot yet. They would talk about getting tough on china which is a big part of what have this administration has tried to make the centerpiece of their Foreign Policy, and i think if you were to press them on what they wanted to do looking ahead, they would say that is the single biggest challenge america faces and the single biggest thing the administration wants to do Going Forward which is to continue to press the case against china. You heard it last night. Youre going to hear it repeatedly this week. I mean, if you look at the record, north korea has more not fewer Nuclear Weapons after four years and iran is closer, not further from a Nuclear Weapon than they were at the start of this. Kate, there was a moment last night that was particularly touching, and this was senator tim scott speaking about his own experience in america, and i want to play that again and just just get a sense of who who this is making an appeal to. Have a listen. Our family went from cotton to congress in one lifetime, and thats why i believe the next American Century can be better than the last. Tell us about that appeal to independent voters as opposed to the base . Yeah. I think that was a rare moment last night when we saw a real outreach to people who are undecided, and we also saw more diversity i think than weve seen in a lot of conventions in the past and so hearing about his personal struggle and his personal, you know, background and history is important. I also thought the father of the parkland shooting victim was a really moving moment last night. I think that they need to get those personal stories and tell us what the president is like when he meets with people who have lost family members. You know, we dont see that side of him at all. We dont even see him playing with his son on the south lawn like so many other so they need to make that point tonight. Right. And see how the facts back it up. The state is in the very warm waters of the gulf of mexico and gaining strength as it takes aim at texas and louisiana. Cnns Martin Savidge is in new orleans and meteorologist chad myers is tracking the path from the cnn weather center. Martin, it struck me earlier is a years to the day from hurricane katrina. Those memories still sharp there. Tell me about preparations that people are making. Yeah, well, lets talk about texas because it appears more and more that texas and the western part of louisiana are the ones that are really going to face the brunt of hurricane lawyer ark. The fact that its now projected to potentially be a category 3. A category 3 is a whole different animal. A cat 2 is a strong storm but once you get into the realm of cat 3, sustained winds of possibly up to is 29 Miles Per Hour. Galveston, right now mandatory evacuations under way. No surprise there. Right up on, i know, the coast. Its very vulnerable kind of community, so you need to start moving people early in advance of a storm with this kind of size and mass and then on top of that there are other parts of coastal texas that are also either coming under mandatory evacuations or people are being encouraged to start moving. Same is true for the western parts of louisiana here. The oil rigs out in the gulf, you know, those are an important commodity for the economies here. Even before this storm they had almost half of them had evacuated or were in the process of being evacuated, so the implications of this storm go far and wide, and then on top of that, you know, we have to point out that as we talk about the evacuations, were still in the middle of a pandemic and youre still talking about two states who have suffered heavily, texas and louisiana, and though the numbers have been trending down, when you start these sort of emergency movements, you start bringing people into shelters even with the selfdistancing and the other medical protocols, thats a problem, so a pandemic and a cat 3, nobody wants to face both of those. No question. Just got a little taste of that have a couple weeks ago along the east coast, but this one looks who is. Martin savidge, thanks very much. Chad, youre watching the track. Hurricane hunter through it right now, just found a 77mileperhour wind, and its forecast to turn to the right and on up towards the really the texaslouisiana border. Thats what i would call the center. This is too close to call. If it gets much stronger. We call it rapid intensification, it could turn right a little bit. If it follows the track that its been kind of going on the past couple of hours, it could be left a little bit. Thats why theres a cone in the first place, right . Temperatures are in the 90s. Something i dont want to talk about, but if you hear this, this is what it is. If the storm rapidly intensifies, thats 35 Miles Per Hour gain in 24 hours, rita, katrina, michael and i was just reminded by a viewer on twitter, charlie as well. All rapidly changing storms and where are we now, right in the warmest water. The deepest warmer water is called the loop current. More than 1,400 firefighters, some working 24hour shifts, battling to contain the flames. They just dont have enough to do it. Cnns dan imson in napa county with the latest. Goodness, so many people being forced to evacuate. Whats the progress now. Any rain on the way and what are you seeing there . Well, hey, jim, the good news is that fire crews were able to take advantage of better than expected weather over the past 24 hours, and so the containment numbers have gone up a little bit as far as this fire is concerned. Its destroyed more homes than any fire in california. Its now at 25 . The bad news is theres a long way to go, and have you a lot more fires burning throughout california, but they were able to keep fire crews were able to keep the fire from burning towards the populated areas. This is too late for this neighborhood, this is wine countriry, napa county, and this area is obliterated. Tens of thousands of people have opinion forced from their homes and the sad thing is these people dont know when they will be able to return or what their homes will look like. Governor newsom talked about the week ahead and the challenge for firefighters. Take a look. The wind will be very determinative in terms of our ability to suppress these fires and mitigate the spread of these fires, and thats why i say this week is going to be a profoundly important week in terms of our efforts, and were going to put everything that we have to do what we can. Reporter once again, jim, the numbers have just been mindboggling. Theres been 12,000 lightning strikes and 600 fires. More than two dozen of them were considered major because theres so many resources. Fires are stretched thin. You talk about the number of firefighters, 14,000. They are from all over the country. Texas, arizona, kansas, they are all making their way in here to to augment the resources that are available to the state, and so hopefully crews will be able to, again, take advantage of the break in the wind and the fact we havent seen much lightning over the past day or so. Another story were following, is the wall street journal is now reporting that the president of Liberty University Jerry Falwell jr. Has officially resigned. During a phone call late last night after, well, a strange back and forth, over whether or not he was really stepping down. Falwell jr. Agreed to resign monday after admitting his wife had an affair with a pool attendant. Hours later he withdrew that investigation. Now it appears to be back on. Cnn National Correspondent athena jones. Falwell jr. Is saying the whole ordeal is due to blackmail. What are the facts . Reporter hi, jim, well, look. Jerry falwell says this is about blackmail. The man in question is john carlo. Others say its a business dispute with falwells with whom he had invested a hotel type of property down in south florida, but lets rewind here. This affair that Jerry Falwells wife, Becky Falwell had with this man began back in 2012 when the couple met this man while he was a pool attendant at the fountain bleu in miami. Granadaing to reuters that he and Becky Falwell had a years long affair and that Jerry Falwell would enjoyed watching them have sex. This is something that Jerry Falwell deflies. He admits the affair happened but says he had no involvement. Now, he had already been on an indefinite leave from his post as president of Liberty University after he posted photographs on ingram earlier this month of his pants unzipped or unbuttoned, opened, revealing some of his underpants along with the assistance of his wife so that caused the university to put him on indefinite leave.
