Pleased with how things are going. Well, the numbers dont lie and the president of the United States continues to spread another lie. That is lies about the safety and security of mailin voting. Right before our eyes President Trump is trying to actively suppress the vote and discredit the election. Hes now saying the quiet part out loud dont miss this because he admitted yesterday that hes opposed to giving the u. S. Postal service more money so that americans cannot vote by mail during a pandemic. So it doesnt have the funds to process an increased number of mail in votes. It comes as the Postal Service is removing listen to this, removing hundreds of mail sorting machines across the country. Why is it doing that . That as the president continues to falsely claim that mailin voting isnt safe for you and me. Its been happening for more than a hundred years. Soldiers deployed over seas. It is perfectly fine we should note for the president. Records show that he and the first lady have requested mailin ballots for floridas primary just this week. Well have more on that in a moment. First, lets be to cnns stephanie elam. Shes in los angeles. Stephanie, that state, the state of california just becoming the first to report more than 600,000 cases. Yeah. Its a milestone no one wants to be the first to get to, jim. And what were looking at from data coming from Johns Hopkins university is that we have surpassed 6,002 cases here in california. Deaths one shy of 11,000 according to this data as well. A couple of things to put this in perspective. It took two weeks to get from 500,000 to 600,000. It shows you how much that was growing. The virus was growing here in the state during that time. But to put the deaths into perspective, as what we saw in new york state, new york having more than 32,800 cases. So they are by far ahead in the number of deaths, but still the concern here is that the cases could turn into deaths here in the state. However, we have seen some better trends. Hospitalizations are down. Icu admissions are also down as well. We see the Positivity Rate below 6 for most of july we were at 7. 5 . So obviously things are Getting Better but there is concern that if people feel they can stop Wearing Masks that things would go back the other direction. So there is concern, but things are looking better. One thing i can also point out to you is that the state of california going ahead and stopping evictions and foreclosures. They have already put in stopping any of that from happening, but theyre extending that to september 1st because obviously when you look at these numbers things are not Getting Better. The economy is still not doing what it would do and they want to make sure that people are not being forced out of their homes. I can tell you though that the numbers were seeing here in california include a backlog thats for california and for l. A. County as well from that data glitch, we are seeing the number and the numbers that have been reported this week. Jim and poppy . Its an important, you know, footnote to all of to qualify it. Lets if to florida, where one School District was pressured by the Florida Department of education to reopen schools for inperson instruction. Rosa flores has more. So theyre actually saying that they received direct pressure to open when they didnt feel it was safe . You know, poppy, theres a real showdown in this state regarding the reopening of schools. Hillsborough Public Schools is reversing their decision to reopen schools for virtual instruction for the first four weeks of the school year. And they say that this is after they received the scathing letter from the Florida Department of education, from the education commissioner, that said that he had grave concerns because this School District was not offering inperson instruction which was in contradiction to the emergency order issued by that department. Now according to the superintendent of schools, in the past week, he traveled to tallahassee to try to iron out all of these details and then he tweeted late yesterday saying, quote, the department of education made it clear that any model outside the emergency order would result in a negative financial impact. He went on to say, let me be clear. Our school board made an informed decision substantiated after hearing from local Public Health authorities. We have been covering this story for about a week now and what hes referring to is local authorities telling the school board and also medical experts telling the school board they didnt recommend the reopening of schools for inperson instruction because of the high Positivity Rate. I checked this morning. The Positivity Rate in Hillsborough County is between 6. 5 and 10 . We did hear from the department of education yesterday that they said in a statement that theyre glad that the superintendent worked hard to ensure the Hillsborough County district could provide a choice and flexibility to families and students. And so bottom line, jim and poppy, Virtual School now starts on august 24th and brick and mortar schools start on august 31st. Jim and poppy . That pressure just incredible. Rosa flores, thanks very much. Now to georgia where the Atlanta Journal constitution newspaper reports that the current policies are not enough to handle the surge in coronavirus cases there. Cnns Martin Savage is in atlanta with more. Quite a warning to come directly from the administrations own task force. Good morning, jim, youre right. Its a stinging rebuke against Governor Kemp on two fronts. The report says bluntly, youre not doing enough and this comes directly from President Trumps task force. Theres a Strong Political sting to all of this. The language is pretty much blunt. Current mitigation efforts not having sufficient impact. The task force very much recommends the state mandate mask wearing all across the state. Thats something the governor has been adamantly against. Georgia allows clubs, bars, gyms to be open with restrictions, but this task force is saying, no you cant do that. In those counties that are hardest hit you have to shut them down. Georgia allows restaurants to pretty much serve as many people as possible. As long as theyre six feet apart. This report says no, you have to limit it to a quarter of capacity. Then it goes on to list the short falls. Need to ramp up testing, need to do more on contact tracing, need to the a better job in nursing homes. Georgia allows you to have up to 50 people and the Task Force Says no, you have to limit it to ten. Over and over again the governor and his policies are being slammed by the white house and the governor has issued a statement really his office has and it says this. As the governor has said many times before, this fight is about protecting the lives and livelihoods of all georgians. Livelihoods, aka, the economy. Hes losing lives and now the economy may suffer as well. Wow. I hope they listen to that report. Thank you, martin, very, very much. Listen to this next story because amid this pandemic of course theres an election coming and what appears to be a deliberate transparent attempt to interfere in it. President trump now has just hours to produce any evidence whatsoever that would back up his baseless claims of massive voter fraud involving mailin voting. A federal judge in pennsylvania is now demanding they prove proof in response to the lawsuit that they filed to change how that state collects and counts mailin ballots. Your votes. Again, the deadline for this proof, demanded by judge is tonight. And the president is consistent and again baseless attacks against mailin voting fraud are just that. There is no evidence of widespread fraud and as we have drawn attention to the president said its just fine in republican run states but not democratic run states apparently. Yet another major concern, the u. S. Postal service is planning to remove hundreds of these machines. Those are high volume Mail Processing machines. They say its part of a cost saving effort. Theyre planning to move them from several facilities to different states across the country. The machines they help process mail a lot more quickly and more effectively and of course that will be very important for mailin ballots come november. And that is why this is ringing the alarm bells. Keep in mind, just yesterday the president said in this interview on fox business, if you block the funds it prevents universal mail in voting from being able to happen. This is sparking major backlash even from some republican senators. Listen to this. Everyone from postal workers themselves to businesses and other constituents who are telling me that theyre experiencing unnecessary delays in the delivery of mail. And so i do disagree with the president very strongly on that issue. And so if we are going to support the post office as some states do go to mailin voting, and thats fine if a state decides to do that thats in our federalist system thats okay, then i guess i do agree we should support the post office in that. What do they do to support the post office, is it just words or actions . And notable, this. The president and first lady requested mailin voting for floridas primary election this week. They get to do it. Cnns abby phillip is with us live. You know, this is transparent here. I mean, the president using his inside voice outside yesterday describing, you know, his motivation for blocking funding to the Postal Service. Whats happening here, abby, and whats going to be done about it . Well, jim, the developments are accelerating very quickly but i will say that these developments with these sorting machines are setting off alarm bells within the Postal Service and in washington. We have learned this week that 671 of the machines that are for high volume processing are being slated for reductions, beginning back in june. Postal workers say while the Postal Service said theyre being reallocated across the system, they are seeing them being dismantled and its not clear what is happening with the machines. This is coming amid restructures and making the cost now they have a new head, a top rnc donor, a top ally of the president leading the Postal Service. And in a letter to Postal Service workers just yesterday, dejoy acknowledged there were some quote unintended consequences of these changes that is reductions in the speed in which the mail is being delivered all across the country. And we are also learning that last week, right before dejoy met with House Speaker nancy pelosi and Democratic Senate leader Chuck Schumer he met with President Trump in the oval office. All of this is raising questions about what kind of influence the president is seeking to have over the Postal Service and the impact that these changes cost reductions and what theyre calling efficiencies are going to have on mailin voting. The machines take two people to sort thousands and thousands of pieces of mail. If theyre removed, postal workers tell us it would take 30 postal workers to the same amount of work. So its a reduction in the amount of service come this fall. In your important reporting, you guys, you know, quote a number of mail officials locally in iowa and kansas who are raising the questions, like why dont they turn off the machines if they dont need them and flip them on in the fall. Instead of removing them from the building. The president may not want to fund the usps more, but if republicans like Susan Collins are saying they want it, what can they do about it . Its a good point. The president doesnt have the ability to unilaterally fund or defund the Postal Service. But however, President Trump can veto some kind of stimulus bill compromise that contains funding for the postal workers. Now yesterday, our Kaitlan Collins asked him about that very issue and he said he would not hold up funding for coronavirus stimulus over this issue, but hes said explicitly he does not want to fund the Postal Service because he is afraid that it will lead to the handling of millions of mailin ballots that he opposes. So congress can complain about it or they can do something about it. Thats the bottom line. Exactly. Thanks, abby. Anthony fauci he says that institute of allergy and Infectious Diseases is creating a plan d that includes creating a covid strain that could be used in human trials. Cnns senior medical correspondent Elizabeth Cohen will break it down. Vaccines often include a disabled version of the virus. I know this is following a different plan but explain what exactly dr. Fauci is talking about here. Its not creating a monster to release it into the wild. No, no, but its not a disabled version. So let me talk through sort of what this is. The way the trials are being done now as we speak is that People Volunteer, they get injected and they live a their lives and the researchers hope they run into the virus so they can see if the injection worked or not. See if the vaccine works or not. But theres a problem with that. What if the cities dont have a lot of coronavirus at the time that the time is trial is being done or what if the people who volunteer stay home a lot and wash their hands, they may never run into the virus and you dont know if this experimental vaccine works or not. So theres something called the challenge trial this sounds so scary but let me emphasize People Volunteer for this. They sign the form. They want to do this. Nobody forces them to do this. In challenge trials, you vaccinate someone and then you stick the virus up their nose and you can see what happens. To do the challenge trials, you need to you need to create a very specific strain of the virus. You cant take any old strain. You have to create a specific strain. Now, there is no plan i cant emphasize this enough, no plan whatsoever to do challenge trials for this new vaccine, but what dr. Fauci i talked to dr. Tony fauci about this and he said, look, if we want to do one, lets have a strain sitting in the freezer in the far out contingency that we end up doing this. Those are the words he used. What do you think of what elizabeth just explained to us . Yeah, it is one of those approaches to Vaccine Research and challenge trials are often done in primates before a vaccine is tested in people. So its, you know, part of the public i think learning about the different approaches to vaccine work. So, you know, given how much disease there is around the world, and the likelihood that a lot of trials would be international, i would hope that they wouldnt need to go to a challenge trial. I dont think thats going to be necessary. I want to ask you about the election, because at the end of the day, people gathering around the country which by nature bring people together in crowded indoor spaces often, right . That is thats a risk and thats why there is more demand for more discussion of more people voting by mail to avoid that risk. Just for purely from a Health Perspective, is it dangerous to not have another option . You know, if youre trying to crowd people into polling stations as opposed to giving them the other safer option, does that not make sense from a Health Perspective . You know, an election is critically important to our nation and you want to do Everything Possible to ensure that everyone has a fair access to the ballot. Mailin voting is one way to do that and i think thats going to be really important during this election. In addition though, you want to make sure that when you are creating polling places that the polling places arent the way they always were in the past. How do you ensure that you can have some more social distancing in polling places, how do you ensure that rather than poll workers who tend to be Older Americans be the ones staffing the tables, that people at lower risk, you try to recruit younger people. How do you space people out so theyre not crowded in lines and how do you increase the number of polling places so you dont have people waiting in line for hours . A lot of supermarkets are able to space people out for entry. If you think about that model, if you can increase the number of polling places, increase the number of hours and increase the amount of early voting that can decompress the number of people. But what were seeing instead is a shortening of all of those things. Thats very worrisome. Youre so right. If the Grocery Store in my neighborhood can do it, we think we can figure it out for voting. Can we talk testing because we heard i think pretty defensive admiral giroir yesterday, the white house testing czar, essentially telling one reporter you know hes sick of the narrative that we dont have a testing plan in this country. Thats his opinion. But heres what he says is fact. Listen to this. You beat the virus by smart policies supplemented by strategic testing. You do not beat the virus by shotgun testing everyone all the time. Im really tired of hearing it by people who are not involved in the system that we need millions of tests every day. Harvard has said we need 3. 5 million. Whos right . I think one of the critical things to reflect back on in in the earliest days of the pandemic we restricted testing to people who were really sick. Restricted it to people who were where there was a decision about whether or not they were going to be hospitalized. Then as more testing became available we expanded to other people with symptoms. But what we have learned about this virus is that about 40 of people who get it have no symptoms and they can spread it. So, you know, the idea that now this far into the pandemic we dont have more Testing Available to be able to test people who may have been exposed, to test people who are in situations where you may want to know, you know, that schools cant use testing as part of their criteria because theres inadequate amount of testing, inadequate turnaround time. You know, we shouldnt be in the position of having to say, well, we need to once again restrict testing to those who have symptoms because of shortages. That just shouldnt be. The other aspect is, we need to be able to look and make sure every community has testing because of how this is hitting different communities and in different ways. Communities of color i really worry are not having the amount of testing, the amount of response thats really needed. You wrote an oped in the Washington Post along with tom friedman, jeffrey cop land and david shakhter. We are seeing the terrible effect of undermining the cdc, willful disregard for Public Health guidelines is unsurprisingly leading to the sharp rise in infections and deaths. Tell us why thats important. Well, its absolutely critical. I think its one of the most critical lack of success factors we have. When you have different messages coming from Public Health leaders and coming from politicians. We need to come together as a nation and recognize that, you know, we have a responsibility for each other. And that wearing a mask, keeping six feet away, washing our hands. Staying home if were sick. Providing the resources so that everyone has the opportunity to protect themselves and thats an american thing. Thats not a political thing. But when its been politicized if 30 of the people in america say that wearing a face mask is a political statement, i dont want to wear a mask, we fail. So that is why its so critically important that the lead voice be Public Health and trusted Public Health in this. Whats good about this, youre changing behaviors. Its not just a message floating around in the air, its leading people to do dumb stuff. Well, the idea the other piece of that, its changing behavior but ensuring that washington is providing the dollars and protections for everybody. You know, the eviction protection. Troubling election news as the nation faces of course the deadly pandemic. The president is continuing baseless attacks not supported by data or history against mailin voting. Hes now facing a deadline from a federal judge in pennsylvania who ordered the president and his team to provide proof tonight that it exists. This in response to a lawsuit his campaign has filed in that state and as the president now openly admits he said this yesterday morning that hes blocking funding from the u. S. Postal service right now because that will prevent the Postal Service from having the resources to process the number of mailin votes. A lot of people are interested because they dont want to take the risk of going to the polling places. Its removing high volume processes machines, machines that process mail, sort the mail faster. Why in gods name is that being done now . With me now is david becker, executive director of the Nonpartisan Center for election, innovation and research. Thanks for having me. So im not going to repeat the president s claims, but just for the sake of our viewers who may not be following this closely, why should they be confident that voting by mail is secure . Well, the main reason they should be confident because we have been doing it for a very long time, and states know what theyre doing. Whether its in states Like Washington and oregon and colorado that have been doing this for decades every single state allows for some form of mail balloting. About 25 of all ballots that were cast in the 2016 election in which President Trump won of course were cast by mail. Our military relies upon the mail for voting. We have been doing it since at least the civil war and theres a lot of checks and balances to make sure that the ballots that the ballots come back are validated so the right people are voting. Is there a difference in security and the risk of fraud between requesting and receiving an absentee ballot and states mailing ballots to all eligible voters . What the states have done, theres not much difference in security at all because of the validation process that goes on once the ballots are received. The ballots are each checked with personal information that the ballots have to put on the envelopes. Their signatures are matched against what is on file and then we doublecheck to make sure that that person hasnt committed hasnt voted elsewhere at another time. And there are a number of security measures of the eight states where theyll fail where theyll mail out the ballots, so this is a very bipartisan thing. Im old enough to remember the 2000 election when you had the fights over hanging chads and disputes over which ballots were accepted and not. Do we foresee an Election Night or nights where you have, you know, republican and democratic operatives over the shoulder of Election Officials saying no, that signature doesnt match . Well, it could be. I mean, were going to try to avoid that best we can, but depending on how close the margins are, how many new voters, how many voters vote by mail for the first time there could be issues with that. One of the things about mail voting is there are ways that voters who are unfamiliar with the process can make mistakes. And so mail voting is a really good option for all voters especially for those voters who are frequent voters who voted before, who voted by mail before. Its very likely theyll be able to vote successfully. But if theres any concern about that, if any voters arent entirely comfortable voting by mail, there will be safe options to vote in person particularly early in advance of the november election day and i highly encourage people to do that if they have any doubts about mail voting whatsoever. We do expect more people to vote by mail because theyre concerned, understandably about going to the polling station in the middle of a pandemic. So as this is happening, the president and an ally who is the post master general is taking resources away from the Postal Service. You might imagine if you want more people to vote, you would give more resources but the president said yesterday definitively he doesnt want to give the money because if he gives the money they cant process the votes. What can congress do to support the Postal Service . Well, Congress Needs to provide funding to Election Officials to help them process all of the ballots to run the election appropriately this fall and of course the Postal Service isnt just important for ballots theres a lot of information going out by mail. Theres a lot of changes to the polling places and hours. The way they communicate that is by mail. Theres a lot of reasons to support it. Prescription drugs, a lot of people get that via mail. A final question. There are a lot of different rules, processes in different states. For people who dont know the answer to the question, how can i get a mailin ballot, how can i make sure that that ballot is counted, whats the best resource . Where can people go and look and i want folks to write this down, wheres the best place to find the answer to that question . I go to website is can i vote. Org. It has a dropdown menu, you can pick your state. You can find all of the information you need and whatever you do, plan early. Request a ballot early, return a ballot early. Vote in person early. But yesterday, we heard both of them forcefully talk about the coronavirus pandemic and the steps that americans need to take to protect themselves and others. And this morning, the campaign is actually releasing a new ad in Battle Ground states talking about the steps to take against coronavirus and one of those theyre highlighting in the ad is that National Mask mandate. Now, theres a lot of the campaigning that has been affected by the coronavirus pandemic, including the Democratic National convention slated to take place next week. It was originally supposed to be anchored in milwaukee, biden was going to travel to milwaukee to accept the nomination. And now both he and Kamala Harris will deliver their acceptance speeches right here in wilmington, delaware. Just showing you another example of coronavirus affecting this campaign. Those numbers show the post shutdown economy since march, weve seen three consecutive months of increasing Consumer Spending. And now its slowing a little bit. Retail sales increase in july. It is lower than economists predicted. This is one of those indicators of confidence and economic. You see three months in a row is important for increased spending. That is because of 600 a week extra. Stimulus checks went out to everybody this summer. You saw that money go right into the economy. But by the end of july, now were talking about that stimulus expiring and the real concerns that this engine might slow. So 1. 2 in july. You saw a dekrien in auto sales. Otherwise that number would have been even stronger. And look at june. June was revise dollars up 8. 4 . So you can see people were spending in may, june and july, but july tapering off a little bit here. So where were they buying in july . Gas stations saw increase in sales. Clothing after a couple of months of being locked down, now were buying stuff again. We saw people tiptoeing out of their kitchens back to bars and restaurants. But, again, the big concern is what happens next month. There is a lot of money that is now out of the pockets of the unemployed. We dont have any more resolution on the stimulus checks. A big driver of those retail sales gains has disappeared. That warning from jpmorgan about what could happen in the broader economy, you saw down with jamie dimon. Big picture, how concerned is wall street and how concerned are investors more stimulus isnt coming soon . So the assumption here is youre going to have another 1. 5 trillion to 2. 5 trillion of stimulus. Again, the senate went home. Their congress is in recess. That money is not on the drawingboard here yesterday and thats the assumption investors are making, more stimulus is coming and it will be broad based and get to real people, that there will be state and local funding. These big holes in some of these states budgets. So these new layoffs are looming which will hurt Consumer Spending. So the assumption is congress is going to do something.
