In georgia, do you remember this picture from last week, students packed in the hallways of a high school. The school is now shut down for at least two days, after several positive cases there. Well have more on that in a moment. Remember the girl who took that picture, she was suspended. Also overnight, President Trump sparking new confusion when it comes to relief money for tens of millions of jobless americans, as well as countless businesses. Hes now backtracking just one day after taking executive action on those now expired enhanced Unemployment Benefits. Saturday he said he would reduce the amount from 600 to 400 and make states pitch in. Now he says states may not have to pay anything at all. Whats the truth . What action can he take . A lot of open questions there. Were live at the white house and on capitol hill. First lets get to cnns joe johns at the white house. Joe, tell us what these executive actions, theyre not orders, theyre actions, actually accomplished, given that congress by the constitution has the exclusive right to spend money. Reporter right, and that of course is the big problem. Congress has the power of the purse. The president is essentially trying to move money around from Disaster Relief in one case to Unemployment Insurance benefits that the federal government provides, its not 600 as democrats would have wanted. Now the president says 400 in an executive order, and initially, that executive order said that 100 of that would have to be kicked in by the states. States of course are in real financial trouble right now, because theyve lost a lot of revenues due to coronavirus, and so yesterday, the president suggesting some states may not have to pay upon applying for this new program thats trying to create in his executive order. Listen to what the president had to say. We have a system where we can do 100 or we can do 75 . They pay 25 and it will depend on the state, and theyll make an application. Well look at it and well make a decision. So it may be theyll pay nothing in some instances. Reporter so the one thing that is clear at least at this stage is that all of the president s executive orders and that is all four of them, number one, dont go as far as legislation would, and number two, may be subject to Court Challenges on questions of constitutionality. We also know that some of the president s top lieutenants were out on the show just yesterday saying as far as theyre concerned, there is still room for negotiation with congress, and theyd like to see that get started again. Back to you. Joe johns at the white house, thanks very much. So House Speaker nancy pelosi says the president s executive actions are absurdly unconstitutional. Republican senator ben sass called part of them unconstitutional sloth. With us lauren fox on the hill. Good morning, lauren. I did think it was interesting yesterday speaking to dana bash that larry kudlow cited the stafford act as a way he believes and the lawyers for the Administration Believe that this is legal, but its still a big question mark as if the president can do all this unilaterally. Thats exactly right and you know, while we get into the legal argument of whether or not the president can actually do this, remember, these executive actions like joe said, theyre very limited in scope, and the hope on capitol hill is that a deal still could be reached. Now, you heard the president say yesterday that he had heard from democrats on capitol hill. I can tell you from talking to senior democratic aides that that is not the case. There has been no contact over the weekend between President Trump or anyone at the white house and Chuck Schumer or nancy pelosi. They have not had any conversations with the white house since friday. That was when the deal officially stalled. You heard from both mark meadows and steve mnuchin, the treasury secretary, arguing it was now the democrats turn to come to the table. Now, you heard from nancy pelosi yesterday. She argued that at this point, the white house needs to come up 1 trillion in their offer. She said democrats are willing to come down 1 trillion, thats where we were friday morning. Thats where we remain this morning, and while the senate is technically not in recess, there are very few members around, most members have gone home, awaiting any deal that could happen. So thats where we are this morning, poppy. Dont forget, this is how the president paid for the border wall, no money got through congress, took the money from defense spending and now that money being kind of backfilled in the latest defense bill. To georgia now, where students pictured in this crowded hall last week, you may remember that photo, are right now at home, learning online. This because nine people in that school tested positive for the coronavirus. Natasha chen joins us in atlanta. Good morning to you. Its not just this School District in georgia seeing problems. Absolutely. We heard about the Cherokee County district outside of atlanta where at least 19 students and four Staff Members tested positive. That district told us last week that because of positive test cases there are about 260 total people in quarantine, over in gwinnett county, the Largest School system in georgia you have 260 employees who are either quarantined or who have tested positive after just their prep beak in those buildings. Collapses havent even started there. So palding county is not alone in this and you mentioned we know of at least nine positive cases at north palding high school, one positive case at the middle schools and this resulted in the high school keeping those students home for another two days of virtual learning. They are supposed to be notified by tomorrow night on what the school plans to do in the coming days for classes, as they consult with the Health Department and sanitize that campus. Now, as you talked about, that crowded hallway photo taken by sophomore hannah waters resulted in her suspension, then a reversal of that suspension. She says that now shes gotten threats over that. I feel like a lot of teachers have my back, because they know how dangerous it is going to school, but i know that a lot of the kids i go to school with ive gotten backlash for it, ive gotten threats and things like that but i know that im doing the right thing and its not going to stop me from continuing doing it, but it is concerning especially since a lot of the people i go to school with, people ive known for years now that are threatening me now. I talked to a parent of a middle schooler in that same district who said thats concerned that masks are not mandatory there. Hes concerned that how much space is even between the students desks. When that photo came out, the superintendent stressed this is a fiveminute period when kids were changing classes, and that may happen when you have a school of about 2,000 students. He emphasized that the risk of exposure to covid19 really increases only when youre within six feet of someone sick for about 15 minutes. Jim and poppy, back to you. Rosa, schools across florida are reopening this week for inperson learning. I wondered, as they do that, what standards are they following to reduce the risk . Because i know the florida education commissioner one of the largest School Districts, was starting online. Reporter you know, youre absolutely right. A lot of them are following some of the social distancing guidelines, but about that district, its Hillsborough County, jim. Hillsborough county is in a bit of a battle right now the department of education. Heres what we know about that. Hillsborough county Public Schools decided to reopen for inperson instruction last week, and they decided that that was going to be the case, excuse me, for virtual schooling, and they decided that was going to be the case for the first four weeks of the school year. Shortly thereafter, the education commissioner of the state of florida, richard corcoran, sent a letter to Hillsborough County expressing he had grave concerns because not offering brick and mortar type instruction to students was a violation of the executive order, also reminding the School District that not doing so was in contradiction of that executive order. We checked in with the superintendent of Hillsborough County schools, and he says that they followed, the districts followed the data from the Florida Department of health, that they followed the advice of local experts, and also Public Health authorities, and thats what they decided as a district whats best for their students and what theyre doing right now is weighing their options, theyre looking at this letter from the education commissioner, and talking to their legal team, and that they knew that there could be negative impacts because of their decision to go completely virtual, jim and poppy, but as you know, just last month, cdc director dr. Robert redfield said that for counties that had a Positivity Rate higher than 5 , officials there might consider closing schools, not reopening them. I checked Hillsborough County this morning and the Positivity Rate in the past two weeks ranged to 6. 8 to 11 . Jim and poppy . Uh, very disappointing to hear, obviously. Things not Getting Better in some places, rosa, thank you. Businesses were vandalized and looted downtown in chicago overnight. This video shows large groups of people shattering glass, going into stores as well, not clear what sparked this. There are reports of shots fired at and by police early this morning. Reporter jim and poppy, you might be able to hear bells in the background. Those are the bridges that were lifted just before sunrise on purpose to try to isolate these pockets of violence. Authorities noticed there was a certain level of coordination among these groups that were basically sweeping across the streets of downtown chicago, and this is the end result. Ill get out of the way, this is the entrance to the apple store in downtown chicago, overlooking the Chicago River and cleanup is certainly under way. At one point looters basically shattering this thick glass, making their way inside the store, then stealing some of the goods inside. I just watched thlked that icon magnificent mile, home to Retail Stores and restaurants and these scenes are repeating themselves every other storefront. As we take the pictures we are left with the key question what could have caused this, what triggered this . At this point authorities cannot say for sure, but we also have to look back at the recent wave of civil unrest that we saw not just here in chicago but American Cities across the country in response to a series of police shootings. We do know that there was a policeinvolved shooting here over the weekend, that left one individual injured. Police do expect to tell us a little bit more about what took place during the Early Morning hours here, in a couple of hours so we could potentially learn more about what could be behind this, but in the meantime for the people who live and work around chicago, this seriously has disrupted their lives, many asked to simply stay home if they work downtown. So plans from working from home are getting dusted off and put to work again while the cleanup continues throughout various parts of chicago. The American Academy of pediatrics says in just the last two weeks of july, nearly 100,000 children in the United States tested positive for covid19. Remember, it was just days ago that the president falsely claimed that children are almost immune from covid19. With me is Infectious Disease professor of Vanderbilt University dr. William shafter. The fact the epa says we have the numbers, 100,000 children testing positive for covid19 in a twoweek period at the end of july in this country, and at least 86 children have died from it in this country since may, you said that this will lead to a turbulent school season. I think yes. No one can dispute that. Does it change your thinking about how and which schools should be opening physically . Well, poppy, it reinforces the notion that first of all, although children are let apt to get really sick, some do, but theyre less apt to get sick. They can certainly been infected. If they can become infected, they can shed the virus and they can be contagious. So theyre clearly distributors, and what this means is were going to be seeing outbreaks particularly the more we test, around the country, among children, as we open up our schools. Of course the reason all this is happening is because we havent controlled the virus spread in the community. New zealand has now celebrated its 100th day with no infections in the entire country. Right. Of course theyre much smaller than we are, but they had a National Policy from the beginning and the Prime Minister promulgated that policy, based it on good Public Health, and they continue to observe social distancing and are holding the fort. There are lessons there for us. For sure. I mean iceland similar thing. The leader there saying you cannot have politics inserted when it just has to be all about science. Its a great point. What about the cdc numbers that came out on friday . I worry friday headed into the weekend that not enough people saw this or paid attention to it but its tragic. Their data showed hispanic children are approximately eight times more likely and black children five times more likely to be hospitalized with covid19 than their white peers. What does the government need to be doing to help those most Vulnerable Children . Well what we need to do is absolutely focus our testing and our prevention resources that we have in our local Health Departments to those neighborhoods where the virus has been disproportionately affecting those portions of our population. We need to really focus on that, and make that a major determination all across the country. Thats very important, poppy. Your fellow Infectious Disease expert dr. Michael o osterholm has a fascinating piece in the New York Times over the weekend. He calls for a statebystate another lockdown essentially four to six weeks to crush the spread of the virus to less than one new case per 100,000 a day is whats needed now. Even the Federal ReserveBank President in minnesota, Neel Kashkari called for a shutdown of four to six weeks. Hes a republican. So from the economic side, and those longterm consequences on the health side, youre hearing it from both of them. Do you think theyre right . Well, i think my friend dr. Osterholm has a point but in practical terms its not likely to happen. What we do need though is leadership on the part of the governors and our national leaders, so that everybody wears a mask, social distancing and avoiding these large group events. For example this gathering in south dakota this weekend, of thousands of motorcyclists, i mean, that was absurd, right . That should not be happening. The virus was there. It was spreading. Now all those good folks full of their exuberance are going to be bringing that virus back to their home cities, and that will be an accelerant for the spread of the virus. We cant go to these large events. Im sorry. Its a new normal. Yes, and in a state where they had a low case count as well in south dakota overall, so well see what the repercussions are i suppose a few weeks from now. Dr. Schaffner, thank you very much. First, just on negotiations, the president has just tweeted and granted he tweets a lot of unfounded claims but he says that Chuck Schumer and nancy pelosi want to meet now to negotiate a stimulus package. Is that true . Are democrats ready to meet again with republicans and white house representatives . I wouldnt put a lot of credence in this tweet. Is it true that democrats are prepared to continue negotiations . Yes. Both Chuck Schumer and nancy pelosi indicated were ready any time, but youve got to have some serious kind of proposals. You cant simply dig in your heels and ignore the devastation in the country both Public Health and the economy, and do nothing. Is the 600 enhanced unemployment benefit a red line for democrats or would you, would others be willing to negotiate . I think its a very important economic tool. What most economists have told us is thats far more effective in pumping up the economy and stabilizing the economy and helping families get by than a onetime injection or a twotime injection of a check for 1200 or whatever amount. Its a much more efficient and effective way of stabilizing the economy, and we saw in the Economic Data after april that in fact it works. So to tamper with that at this moment i think is very precarious and very dangerous. One of the president s executive actions is doing something he did before with funding for the wall. Couldnt get it through congress with democrat or republican support so took money from elsewhere in that case the pentagon, put money into the wall and taking money from emergency funds to try to divert it to Unemployment Benefits. Will democrats sue to block that action . I would hope so. I mean, as you i think indicated in the promo here, the constitution is pretty clear in article i who has taxing and spending authority, and its the United States congress and there was a reason that the first article of the constitution dealt with congressional powers, not executive powers. So if theres Anything Congress absolutely has control over its those two things, and this is obviously in my view unconstitutional. Politically i wonder, do you want to see democrats suing the president and a lot of folks out there who arent deep students of constitutional law would look and say wait, why are democrats trying to block me getting money . Politically do you think the president might have it right here . No, i really dont. I think its sort of almost a hail mary pass because if you really look at the substance behind what he did, theres very little subtans. So on evictions, 12 million americans facing eviction. He directs federal agencies to look at it. Not one Single Person prevented from eviction with this executive order. On the payroll withholding tax, he jeopardized his mmedicare an Social Security and its a deferral. So youll have a lump sum payment at the end of the year and doesnt help the 31 million americans collecting Unemployment Insurance because they dont pay that withholding, and finally, with respect to unemployment, he has this little fine print that states which are already hemorrhaging revenue and huge expenditures tu to the pandemic and unemployment burdens are expected to pay 25 of the 400 he would provide. I think thats a nonstarter. So theres no there there behind these executive orders. Lets talk about the u. S. Postal service. On friday evening, typically when you try to hide things you dont want a lot of attention on a hiring freeze, massive reorganization of Top Postal Service leaders, of course led by the postmaster general, trump supporter and donor. He claims this is about efficiency in the post office. Do you believe that explanation . Id call that a trojan horse. Were about seven weeks away from the first votes being cast, most of them initially probably by mail, and all of a sudden you want to have efficiency and organization, which just so happens to have the corollary affect of slowing down delivery of mail. Remarkable argument. Connect the dots. Are you saying, say it directly, is this an attempt by the president to interfere in the election . Absolutely. The president has not, to his credit, not been subtle about this. He has said that voting by mail is a threat to him and to republicans, and creates fraud and so forth and so on even though we have lots of Empirical Data states that have gone all mail voting who actually have almost no fraud and actually have smooth elections but those facts notwithstanding, he is afraid of people voting by mail in large numbers because of the pandemic and one way to suppress that vote and theyre experts in the vote suppression is to slow down the delivery of mail. The failure of your ballot to get there. Remarkable charge. Theres another issue, four years ago, russia interfered in the election, it was at ceathe assessment of the u. S. Intelligence community to help donald trump. Last week we heard russia is attempting to interfere in the 2020 election to help donald trump. The president has yet to warn rush away and questioned that assessment repeatedly. Is the president in effect inviting russian interference again in your view . Engo, this is another example where donald trump is not subtle about that. Hes already done it. Four years ago in the campaign he publicly in a rally invited the russians to hack into his opponents emails and reveal whatever they could find, which they promptly did. So i dont think its any secret that he has a special bromance with vladimir putin, we can all speculate why, but he is certainly not willing, even when american lives are involved, to hold putin and russia to account for anything. There is a lot of confusion over the executive action that the president took, as you just heard the congressman outline what it does and doesnt do. Critics say its not going to do a whole lot, and there are tens of millions of unemployed americans waiting for congress to either get together and make a deal or for something to happen to offer them relief. Can you talk to us about what this actually does for people that wake up this morning, christine and they say oh, 400 is coming to me weekly in the mail now. Its not coming this week. Its not coming next week. Its probably not coming the next week. The how and the when here are the two big questions, and the power of the purse, you know, we all know that is congress, but the president has really harnessed the power of the photoop or pseudo press conference to make it look like he has made a power play around congress, but what money will actually get in your pocket in the nearterm . Its unclear that any will, quite frankly here, because one thing that we know now is the president was talking about the states chipping in 100 a week for the Unemployment Benefits and then the federal government would use a Disaster Relief fund for the other 300. Much of the states are broke quite frankly. They dont have the funding. Thats why theyre asking for more funding in the stimulus package passed by congress. The states would have to chip in 25 and then youd have to have a whole other infrastructure built to deliver the money, and you know, Employment Law experts tell us that could take months to stand up. We know how difficult the state system is already here. So getting money directly to people quickly doesnt look like its a viable option here, with what the president announced on saturday. There is again a big focus here on the president saying hes going to take action on payroll taxes. I dont understand the focus since it doesnt help 31 Million People out of work, they dont pay tax on payroll but that aside, this isnt eliminating the payroll tax for a period of time, this is deferring the payment of it. Right, there would be a bill to be paid later and thats what the problem is for so Many Employers looking at this big bill at the end of the year that would have to be repaid. The president said if he were reelected, he would cancel that. I dont think he can do that. Well thats congress again. The tax and spend is the purview of congress. So assuming that all of these things are even constitutional, the president would have to win election and then have to get congress to cancel that out. So you know, this is, ive heard some critics call it empty calories but this really was, this was the president trying to show a power play, to show that congress couldnt get it done. Hes going to get it done. Hes very good at, you know, managing that public perception, right, among his base and among his supporters, but if you think youre out of work today and going to get a 400 check this week, youre not. By the way the 400 is less than the 600 people were getting prior to that expiration of the c. A. R. E. S. Act and less than the democrats had passed in their house bill back in may. Lets remember by the way, where payroll taxes go, right . They go to shore up the floundering coffers of Social Security and medicare, which the president said he wouldnt touch. Christine, thank you. I want to ask you what made it to the final round. Do we even know . Cnn is reporting there are a number of women who are being seriously considered at this point by joe biden to be his running mate. Those women include california senator kamala harris. She of course what she has going for her, she has been through National Vetting and has been in the National Spotlight because of course she ran against joe biden in the 2020 primary. We also have been reporting that former National Security adviser susan rice is in serious contention as well. She of course has had a working relationship with joe biden, because they both worked in the Obama Administration together and over the weekend, we reported that Michigan Governor Gretchen Whitmer had an inperson meeting with joe biden lately and that she is also being seriously considered as well. We know that biden has publicly praised the way that she has handled the coronavirus pandemic in her state, so the fact that there was this final sort of interview is very significant, and some other names that we have been talking about, women that we know were either seriously vetted or at some point maybe perhaps even now are being seriously considered are folks like congresswoman karen bass, senator tammy duckworth, senator elizabeth warren. As for the timing it could be any day now but i think its worth keeping in mind that in the past, joe biden has broomed through his previously selfgiven deadlines, initially he said august 1st and then he said the first week of august, so you know, were right before the convention now so we do expect that any day now. Three of the last four elections there would be a woman at or near the top of the ticket. Long time coming. Joe biden, barack obama, famously in a close working relationship. They worked well together. They were in sync, turned out to be good friends. Im curious based on your reporting how essential to that beyond all the other Political Considerations is that to the Vice President , the former Vice President s decisionmaking . Well you know, jim, it goes without saying that the number one most important priority for joe biden is choosing someone who is ready to do the job, somebody who is going to be ready on day one, he has said to assume the job of the presidency, somebody who can handle everything that is so serious that is going on. We are obviously in the middle of a global Public Health crisis. The United States is in the middle of a global recession, as you guys have been talking about all morning, so all of these things are particularly important when you consider joe bidens age. Now, that aside, again, that is the most important thing, it is true that joe biden has also talked about wanting to find a working partner who he can really get along with, who he feels really comfortable with, and when he talks about that, he often points back to the working relationship he had with barack obama that is the relationship and feel hes looking for in a partner. I will quickly note a political dynamic. People close to biden feel like things are looking pretty good right now, headed into the fall. They know where the poll numbers stand, so a lot of them are asking the former Vice President to go with a safe choice and known choice and a choice that is not controversial. Youve seen a lot of stuff there in decades covering the region and lebanon. How severe is the outrage and are you surprised by the governments exit now . No, nobody is really surprised, jim and poppy, that the government may be about to resign. Now its not certain at this point, several ministers have already resigned, about Seven Members of parliament have resigned as well. What weve seen in lebanon, if you take into account last tuesdays massive explosion that killed 160 people, wounded 6,000, and made 300,000 people homeless, plus the economic collapse, plus the covid pandemic where were seeing every day a greater number of cases, it is a perfect storm and much of this can be go down to the incompetence and negligence of not just this government but previous governments as well. It is expected that the government will resign within the coming hours.
