The state surpassed new york over the weekend and has the secondmost cases in the u. S. , just behind california. Cases among floridas children increased by 34 in just eight days. Hospitalization of children increased 23 in the same time frame. Thats right. And thats really alarming as the nation grapples with how to get our children back in school this fall. Were following all of that and the race for the vaccine, which is moving forward today. An important update on that. Well tell you all. Were also following all of the critical details out of capitol hill and republicans new stimulus plan, what it means for people relying on the extra aid. Lets begin with rosa florez. She joins us with more on the troubling numbers out of florida. We have been upset since we saw that little 9yearold die in florida last week, rosa. These new numbers are startling. They really are. The 9yearold, poppy, had no underlying conditions. Thats according to her family. We did the math on these numbers this morning. This is data released by the Florida Department of health. Take a look. In the past eight days, the number of children that have contracted the coronavirus increased by 34 . Here are the numbers, july 16th, 2,300 children with covid19 and july 24th increased to 31,150. Hospitalizations also went up in the same time period by 120 . The Positivity Rate also went up in children from 13. 4 to 14. 4 , number of deaths grew by one, the 9yearold we have been talking about. The past two weeks the rate has been between 13 and 18 . Governor desantis says the number stabilized but we need perspective. While the past few weeks number of cases have been around 9,000 to 12,000, lets not forget that on june 1, when we first started covering these spikes in cases, experts were alarmed because the number of cases per day were exceeding 1,000, jim and poppy. When you put that into perspective, its not normal for a state to have more than 9,000 cases or between 9,000 and 12,000 a day. Theres a difference between stability and normalizing the fact there are so many cases in this state. Jim and poppy . Im so glad you said that because that really does put it into perspective, rosa. This morning south texas communities are being slammed on two fronts, obviously coronavirus and also the aftermath of hurricane hanna. Cnns ed lavandera is live with more. Im wondering if the hurricane is affecting hospitals essential ability to deliver health care to hospitals right now . Theyre struggling and were already struggling last week, describing the pandemic a tsunami of cases coming to south texas and that was before a hurricane with 90mileanhour winds came ashore. Hurricane hanna barreled down on southern texas this weekend. We woke up to the worst 6 our fears. Reporter hanna made landfall was a category 1 hurricane, boats piled on top of one another. The storm was downgraded to a tropical depression but still drenched parts of south texas with up to a foot of rain, leaving more than 140,000 residents without power this morning, according to power outage. U. S. President trump included a federal declaration for the hardhit state. This challenge is complicated and made even more severe, seeing it is sweeping through an area that is the most challenged area in the state for covid19. Reporter the Rio Grande Valley, seeing damage and terrible flooding from the storm, further devastating the Community Already struggling to contain a huge surge in covid19 cases. There were numerous reports of water rescues in the area due to flooded streets and stranded cars. This comes as areas are overwhelmed with coronavirus cases. In star county, an Ethics Committee is being formed to evaluate which patients will receive care and which patients will be sent home to die. Whats happening in south texas in the Rio Grande Valley is is horrible to watch. Theyre making forced choices about who gets care in hospitals. Reporter local officials in hidalgo and star counties are issuing stayathome orders. On sunday texas reported 5,800 new cases. The state has seen 390,000 cases to date and surpassed the grim mile stone of more than 5,000 fatalities, with nearly 1,000 of those deaths coming in just the last six days. Seriously, our deaths have tripled, nearly tripled within the last thee weeks or so. We are seeing the results of a careless reopen in the state and we are committed to not allowing that to happen again. Reporter and one of the concerns, of course, in these types of situations is the pressure on emergency rooms. The good news is that the worst of the storm has pushed inland and has begun falling apart. So the worst of the storm should be over as the day continues here. Jim and poppy . The first injections were given this morning to subject participants, study participants, as moderna entered phase three of its Clinical Trials, becoming the first in the u. S. To do so. Lets bring in our senior medical correspondent elizabeth cohen. Good morning, elizabeth. You sat down with the first person to receive phase three Covid Vaccine injection. What did she say . Right. Shes the first person in the United States. Her name is dawn baker. And we were there when she got this shot. It was really an historic moment for the medical crew working there, broke out into applause after she got that jab. They will eventually give shots to 30,000 people in the moderna phase three clinical trial. About half will get the actual vaccine. The other half will get a placebo, basically a shot that does nothing, and then they will follow them to see who fares better. I got to sit down with dawn right after she got her shot. Now, you dont know if you got the vaccine or placebo, but either way youre hoping to find a cure. Either way its a really Important Role to have to be a private researcher. I never thought i would do Something Like this. You are the first person in the United States to get a shot in a phase three covid trial. What does that feel like . It is very exciting. Im very anxious about it. I just hope that theyre really, really good results. I know a lot of people are doing a lot of different vaccine trials and things going on but, one, i feel so proud. Now, with this site here in savannah, georgia, they hope to give shots to about 350 study subjects and even the doctors dont know whos getting the vaccine and whos getting the placebos but they will follow these people really closely to see who gets infected and who doesnt, who gets sick and who doesnt. Now to congress and the push for more Economic Relief as millions of unemployed americans, tens of millions of people at the end of this week will lose that extra 600 a week in additional cash they were getting an aon unemployment. Obviously, this is just uf a starting point so we dont know what the final package will look like. There are other things you have to throw in besides the Unemployment Insurance to describe what theyre doing, we think. This includes a 1,200 to 2,400 payment. It includes something called reemployment bonuses, which is essentially paying employers to keep people on the payroll. It also includes it includes Retention Bonuses as well. There are tax credits for Small Businesses and restaurants and theres the extension of the federal eviction moratorium. But one of the biggest sticking points, obviously, is this 600 employment benefit. The democrats just want that extended as is. The folks over here at the whose would like to make that 70 of wages and its a real fight, to put it simply. There are a number of other thips that athi things that are still up in the air. The Senate Majority leader would like to see some type of limitation on liability. The president over here said he would really like to see a payroll tax cut. The big question, of course, is the severity of the coronavirus disease in his body and how its affected him. Not clear as of yet the National Security council has not issued much more information than the fact that the National Security adviser himself has tested positive for coronavirus. Doctor torres, if i can begin with you, the significance of this reaching the highest levels of the u. S. Government and Trump Administration. President trump said himself he thinks testing on a National Basis is overrated but something his own staff, his own advisers and he himself are subjected to frequently. Yes, to protect the president its going to be very important to do frequent testing. In this particular case we dont know if this individual was infected in paris, europe and quarantined back in the u. S. And never saw the president after that. We just have no details to know what the risk of exposure is to the president. But youre right, we never really have fully gotten up to speed with testing and this is one of the many issues facing the country right now. The big worry right now is theres so much virus transmission going on across the south, and now as dr. Birx points out, is moving into the midwest, into indiana, ohio. Is this going to be the next big piece of the resurgence . Its not even the second wave yet and were still talking about the resurgence from the first wave. Its massive. And were going, we continue to head down the wrong path in this nation and until we confront the National Strategy and take this on, this will continue to spiral out of control. Were going to hit 150,000 deaths probably by the end of this week and those deaths will continue to accumulate. I dont know what the wait is for. Why not implement a strategy now . I have put one out as well. Others put out a plan where we can get the nation back on track by october 1. Its actually not that difficult, and we have to do it. Dr. Del rio, i want to get to the Moderna Vaccine in a moment because youre part of selecting people for this trial. But on this praking nulls that National Security adviser john obrien tested positive for coronavirus, it goes without saying, we hope hes going to be okay. We know he recently returned from europe and in europe he met with uk official, france and italy and thats part of the job. But that raises a whole host of questions. It raises a lot of questions and it also reminds us of the transmission of this virus. This is a highly transmissible virus. As people are getting tested, some of the testing done, rapid tests while quite sensitive can have false negatives and false negative will give you a sense of security that youre not infected when you really are. We had a moment this weekend when admiral giroir, whos been in charge of a big portion of the nations coronavirus response, is not happening quickly enough. I want to play this down and then ask you a question about it. Have a listen. Did i started out by saying that we are never going to be happy with testing until we get turnaround times within 24 hours, and i would be happy with pointofcare testing everywhere. Were not there yet. It i imagine dr. Hotez, given the quick and widespread testing has been what every health care official, yourself included, and every country thats managed to get a handle on this outbreak has undertaken and recommended. What does it mean that the administration is only now acknowledging a major short coming in this testing . I must note the president is not. He continues to say testing is overrated. Yes, as dr. Hotez appropriately points out, we need that pointofcare testing. Whats the point of doing a test and getting a result three, four days later . At some point out its like getting a Weather Report three, four days old. Its useless. Until we can fix this problem, were also going to have an issue. This makes Contact Tracing problematic as well. Now compounding that is the fact weve got so many cases across the south now moving into midwest, im not even sure Contact Tracing will be effective. Remember, for every case that we find thats confirmed, theres probably at least three to ten cases that are unconfirmed that are out there in the community. So when you talk about 1,200 cases a day in houston where we are, were really talking about maybe 5,000 or 6,000 cases a day. I dont see how you can do Contact Tracing. This is a crisis weve got to address. Dr. Del rio, on moderna entering phase three of a trial of the vaccine that is different than so many that are being tried right now, and that because it essentially teaches the body how to fight off the virus. It is fascinating and if it works, it would be groundbreaking. Because theres been no successful mri vaccine that made it all the way to market. Can you talk about how big a game changer this would be not only for covid in this crisis but for medicine in general if it works . Absolutely. I think were seeing innovative ways of developing vaccines. When we think about vaccines, we think about the oldfashioned louis pasture way, you take a virus, inject it and hope for the best. Nowadays its genetic engineering developing vaccines. While youre correct that this vaccine is not available on the market, it doesnt mean it could not be available. This really is changing the paradigm of vax following. I can see this not only would be an impact of vaccine against covid but we may have a better vaccine against influenza and other viruses. So in fact this Ground Breaking technology is really helping science, research and base sick science lead to changes at the clinical level. And why the investment of the government and Research Really matters. True investment we not only have the Moderna Vaccine but four vaccines entering Clinical Trials over the next several weeks. And outrage now over the use of federal agents against protesters is growing. In saying portland felt like a war zone as Police Officers approached a protest. Watch this. Get back get back look at those tactics there. Military uniforms, camouflage on city streets for some reason, the weapons theyre using, the tactics, real concerns there. And in response to that, you see a number of people come out, including the socalled wall of moms there, the groups of veterans that have come out to join protesters. Meanwhile there are concerns about the level of violence. Portland police say they found this, a bag of loaded magazines, gun magazines as well as molotov cocktails found in a park. Not clear yet whose those were. Were in portland this morning. Lucy, its been 50 days since George Floyds death and the immediate aftermath saw massive protests which sometimes went violent. Theyve calmed down. Now we are seeing this returning to a fever pitch, not just portland but seattles such as seattle. Tell us what youre seeing this. Its interesting, jim, because President Trump sent federal troops to portland, to other cities across america in an effort, he says, to secure the tensions there. But what weve seen on the ground is federal presence has very much inflamed tensions, it has the opposite effect. The protest, to protest to demand racial equality and Racial Justice had been taking place all across the country. We saw them dyeing down in a lot of cities, with the exception of portland. Even here the numbers were getting smaller and smaller when the federally ove officers were deployed to the streets and that reignited the movement. In the early hours of the evening, a lot of people come out specifically to focus on black lives matter. Thats when you see families in the street and socalled wall of moms you mentioned. We have seen another human element, this time u. S. Veterans coming up the street to try to get in between themselves, the protesters and federal officers to try to protect the demonstrators on the ground. All of this very much focused on Racial Justice. In the later hours of the evening, the focus becomes, frankly, on this federal courthouse here and federal agents, many unidentified, who are often lined up behind there. What we see in the later hours of the evening is a much smaller group, demonstrators rattling the cams, lobbying off fireworks over the fence. The federal officers come out in response, they use flash bangs, tear gas, rubber bullets to disperse the crowd. So the catandmouse game ensued. That is something that happened this morning. We got teargassed trying to cover all of this. And we see this play out day after day after day. So without the removal of the federal agents, its hard to see how this is going to deescalate. Its been essentially a ghost town here since march. But Training Camp is now about to begin for the atlantic falcons. Theres a real schism how some people say heres what you do, heres the plan and there are other people who say, its absolutely ludicrous to even try this. The country is in the middle of a pandemic. Football is great. But you have to sit this season out. I think people are really trying to be thoughtful about this and i think people look at risk and Risk Mitigation in different ways. But i feel like its the right thing to do to try to learn to live with this virus. Dr. Alan sills is chief medical officer for the nfl. Were both neurosurgeons and weve known each other for several years. Can we find ways to do that safely . Thats our challenge. Since then millions of people have become infected. More than 140,000 have died. And now the nfl wants to do the seemingly impossible, bring back some sense of normalcy to one of the largest sports leagues in the country. Some of the changes indoors are going to look very familiar. Lots of masks, near constant sanitizing and physical distancing everywhere. Treatment rooms, weight rooms, even meal time and on the field. There are three regulation size football fields side by side. First thing that jumps to your mind how we can do physical conditioning. As players start strengthening, youre talking about a small group having a lot of space to work with. There will even be a new spae space age looking technology, a bubble of sorts if you want it. A lot of players have worn eye protection shields for protection, so its an exception of that. But you have ventilation holes and filters in it. There are proximity tracking devices that will beep or flash when players or staff get too close to one another and then that data is collected, making Contact Tracing easier if someone does become infected. Now, unlike the nba bubble thats isolated the entire league in orlando, the nfl has more of what they call an ecosystem. People will still live in their own homes, they will be with their own families, and they will travel with their teams for games. Players, coaches, staff, if theyre around each other each day, theyre going to share risks. They also share responsibilities to each other. Which means theyre each making good choices when theyre away from the facility. But that also means the entire ecosystem is only as strong as its weakest link. How are the players doing . Are they worried . Is there a way to describe the mood . I would say yeah, sure, they have the same anxiousness that you would have. It rich mckay is ceo of the atlanta falcons. Theyre relying on us and theyre relying on the union to make sure all of the protocols we do, everything we can is done at the highest level that we can. Everything that we do is going to have an impact on families at home and its going to have an impact on first responders, community service, and other people in the community. And to believe otherwise is is sheer fantasy. Dee marie smith is the executive director of the nflpa, representing players on the field this year. There have been pretty tense negotiations between the players and the league how to play during covid19. And smith pointed out something i have not heard before, about 70 of nfl players would be considered vulnerable themselves or at increased risk. What weve done is tracked the cdc risk guide lines, made decisions on which ones put our players at high risk and players can rely on those risk factors to make decisions about whether theyre going to play or not. I was actually surprised by that. You think of athletes being super human, perfectly healthy people, but there are various conditions. How does that play into your thinking . We still do not know a lot of the basics about this disease and where its going to be headed. And i think it hearkens back again to the conversations each individual has to have and they have to, in their mind, make the best decision for themselves. Many this is where they would come in for testing. The league and union agreed to test every player daily for at least the first two weeks of Training Camp, eventually moving to an every other day schedule once a team reaches a 5 Positivity Rate and then maintains that. Does that make sense to you . Because theres an incredible shortage of testing right now. We did some rough math, and if you look at the testing plan here, its about just for the players, about 18,000 tests per week. How can that not have an impact on the availability of more widespread general testing . Clearly, there are procedural issues with that around the country. So we went with a company that was outside of market that would have a national platform. They actually opened up some Laboratory Capabilities that werent being used just for this project. And also set up again supply and distribution and testing reporting thats completely separate from any Health Care Work that they do. And that company has given us their assurance that any work that they do for health care applications, meaning for hospitals, emergency rooms, think of that nature, thats a whole separate business for them that will remain their number one priority. Did you ever think, look, maybe this season will be a wash. Well get back to it next year, but this isnt essential . As much as i love football, this isnt essential compared to the essential things that are needed in the country . I would say probably those thoughts went through your mind three months ago. I think as we moved forward and we saw hey, basketball is going to do this, baseballs going to do this, soccer is going to do this, we get to go last. We can learn from them. We can do this in a really safe way we think, thats the message for us people want to play football. You know, you talk about this and you say that you think part of his Lasting Legacy is how often congressman lewis sacrificed of himself time and time again, right are and we remember him crying most recently at the death of george floyd. You got to meet him, right . He came to set while you were filming, and i wonder what that was like especially as we think about this moment where youve said theres no turning back. I mean, i remember like it was yesterday. You know, we were filming a scene, and our director ava duvernay calls cut and in comes john lewis and the whole set just froze. It was complete silence, like the pope had come to visit. You know, just being in his presence i think was something that was remarkable for everyone. He was this sort of larger than life figure, you know, understanding that this is a man who at 24, 25 years old was on the front hines of justice and sacrificing himself day in and day out for the betterment of his people and for betterment of the world, and so, you know, i think a lot comes with that. A lot comes with portraying a man like that. A daunting task to say the least, but im so fortunate that i was able to do that and to be able to get his blessing as far as, you know, him appreciating the work in my portrayal. You know, so much, its a history movie, of course, but i wonder when you see protests today, images today sometimes of violence, even violent clashes with police at these protests, today, in the year 2020, when you see that, do you find that the history you help portray there still resonates today, still is relevant, maybe even being repeated today . Oh, of course, no question. No question at all. I think that, you know, at times like this, tumultuous times, times of social unrest, you lean into the words of john lewis, and, you know, i think john lewis loved to live by injustice anywhere is a threat to justice everywhere, and i think the fact that he was willing to stare that injustice in the face and to be that brave and bold and to have that much conviction i think its somebody we can look to at times. Well, you have said after he said how much he appreciated how you portrayed him, you have said if if i quit acting tomorrow, hearing that would be enough. Your final thought on the congressman as he is hate to rest in just a few days . A superhero. Not just an American Hero but really a world hero. After i finished selma, you know, i felt like i was in a marvel film.
