This is here for the rest of all of humankind. Wow. This is a virus we wont get rid of. Sobering no question. Of course, a vaccine will make a difference. The nation has recorded more than 1,000 deaths in a day for the second straight day, and the virus is spreading so quickly weve seen more cases the past two weeks than we did in all of june. Thats a thing. The infection rate accelerating. Lets go first to cnn estephanie elam in los angeles. Officials there scrambling for enough ppe for Health Care Workers and its really Southern California around l. A. Where this is concentrated now. I mean, alarming to hear were back in that situation where Health Care Workers cant get protected. Right, and were hearing from the governor as well, jim and poppy, that they are massing more ppe, making sure that they have the masks that these Health Workers are going to need to keep them safe so that they can keep working, this as the state has announced more than 12,800 cases all in one day. Thats a new record here for california. The Positivity Rate at 7. 4 over 14 days so down slightly been still very close to that 8 threshold that they are trying to avoid here in california. Overall though, youre right. Los angeles county is the heart of this outbreak here in the state, and the numbers here 64 deaths were reported yesterday, thats the third highest number that weve seen here. The hospitalizations, its the fourth day in a row above 2,200 though it did tick down a little bit. All of this showing that the moves that the mayor has made to shut down some businesses, a little bit over a week ago, i believe, has been making a difference. Take a listen to what mayor Eric Garcetti had to say. The covid threat level tonight remains at orange. We are not moving to red, and we are not closing any additional businesses or activities. Between the closures two weeks ago and the renewed vigilance that im certainly feeling across the city well know in the next week or so, together, guided by our county Health Department by the data where we are and where were moving. Reporter and so we had heard the mayor say that we might go back into another stayathome order if we didnt get these numbers to stabilize. Weve stabilized here at about 10 as far as Positivity Rate. Thats obviously too high, but at least it has stopped growing and thats what they want to continue to see here in l. A. County and thats why they are asking people to remain vigilant. Icus here are operating at 130 capacity . Yes, the county says that they have beds to convert icu beds, but at the end of the day you need human beings, medical professionals to provide that icu care. Now, city of miami mayor Francis Suarez announcing today that the mask mandate in the city of mime is working, so much so that officials are upping enforce president and the fines as well. Now the first and second offense will cost you 100 each. The third offense will lend you in jail. Take a listen. Were increasing the penalties because we want to make sure that people follow the rules. What were seeing is some early evidence that the mask in public rule is working, and we want to make sure that its being adopted universally in our population. Miamidade count i accounts for 24 of the now nearly 180,000 cases in this state, and the Positivity Rate, the 14day average, is still 20 . Jim . The floridian folks that are asking for nurses, and yet we have a lot of floridian nurses helping us here, and all the all the problems that are being seen around the country, california at an 8 death rate and were at 8 Positivity Rate while were at 20 , so all the problems youre reporting on and bless your soul for doing that around the country, were greatly affected here, so our problems are like everyones in the country except at an exponentially larger number. I get asked that daily, and im not being a politician, its very difficult for me to comment, especially when hours later im meeting with the governor requesting her for resources. You just reported in some areas of the country people are being fined large numbers and even the threat of incarceration for not wearing masks. In our part of the world were still not at a mandatory stayathome scenario so you have different i think approaches around the country. For us, indeed, were graciously grateful for the other 50 resources that the governor has made available for us. As a Public Health officer as a physician i live in a vacuum. My vacuum is medicine. My vacuum is Public Health. Where i live, even though we only have 1. 3 Million People in the threehour area. We have 14 Million People so, of course, its a Public Health, just tremendous potential problem with storms brewing in some people, so as i live in a vacuum in a Perfect World such as more authoritarian governors of course the order is to stay at home and shelter. The only thing that controlled the black plague was stay at home. People were karen tejeda so my response to though is that theres a lot of information that we dont have that the governor has. Theres a lot of information that he has to process through that we dont know, so we respect his leadership and we respect his opinion. That doesnt mean that we agree with some of the policies, so we still advocate strongly for sheltering at home, and we just hope by our persistence and our tenacity that were able to somehow balance the most difficult issues that he has with what our scientists and the Public Health officials are recommending. So new in the last hour we have learned that the number of confirmed covid cases in georgia has surpassed 150,000. The state is also reporting 8 is new deaths just yesterday alone. And yet the mayor of Atlanta Keisha lance bottoms says that she did have a good conversation with the Georgia Governor Brian Kemp on wednesday despite the fact that kemp is suing her and members of the city council because they tried to mandate masks to hem in the outbreak. Nick valencia joins us now live from atlanta a. Nick, georgia, of course, one of the first states to reopen. Infections are surging there now. Are the mayor and the governor, are they going to sort of make amends here so that they can get on top of this . Well, there was some optimism yesterday, the mayor saying she had a very good conversation with the governor. We spent days poring over the data here in georgia, and it just doesnt look good, jim and poppy, from hospitalizations to new daily cases and, you know, this these numbers here continue to rise showing no sign of decreasing. Reporter if georgians still had any doubt about the worsening pandemic in the state, recent covid19 numbers are reason to worry. New daily cases have doubled and hospitalizations tripled in the last month alone. We are seeing an increase in covid in communities throughout the state. Reporter georgia is shattering singleday records with around 3,000 new cases reported almost every day in the last week, but the states leaders have turned to bickering and pointing amid the growing crisis. If you look at what it started, i think theres several reasons for that. Number one was the demonstrations. Number two, because of the demonstrations, that sent a message to people that, hey, its all right to get out again. I think the problem is here is that georgia has been acting somewhat psychoticing. Reporter in april when state Health Officials believed numbers had plateaued and georgia became one of the first states to reopen, Public Health experts warned the consequences could be dire. On may 21st, nearly one month after reopening the state, Governor Brian Kemp was cautiously optimistic. Im proud of what we accomplished over the last several years, but we cannot rest on our laurels. In the two months since that press conference, things have only gotten worse. A perfect storm of factors of undertesting, early reopening and and and lack of enforcement of masking and physical distancing policies thats really compounded the pandemic thats playing out in georgia. Harvard professor dr. Thomas si says the way in hi georgia Health Officials interpreted data may have given a false sense, poorly informing policy decisions earlier than recommended. Georgia backdated the covid cases to onset of symptoms. The Georgia Department of health defended the practice to cnn calling it the traditional way to look at data during an outbreak adding that georgia has been reporting the data at same way since the beginning of the pandemic. While it says less about when infections are occurring, presenting data by date of report is important to have the most current understanding of the case burden were facing each day. Harvard researchers say backdating the cases created unforced errors and painted a rozier picture than reality. Essentially results potentially in a decline of cases in every single week because positive cases keep getting backdating to the symptoms first begin. Reporter kemp has declined an interview but as things stand now kemps office admits current graphs dont like plaza towers elementary. They asked for any other questions we had to be directed to the state Health Department. Tuesday night Governor Kemp launched a new campaign encouraging georgians to wear masks. The Public Health experts warned it may take more than that. You need to go back to flattening the curve and getting your arms around the pandemic including wearing masks, following the best guide lipts around physical distancing it and in cases where the pandemic is out of control a local shutdown. One of the only bright spots in the data is the mortality rate which remains steady. Optimists might even tell you its showing a slight decrease but more and more every day, jim and poppy, georgia seems to be a cautionary tale of what not to do during this pandemic. You know, theres every reason to think that at 5 00 as the white house has the president the president will come out and brief. If he doesnt have Public Health experts with him he wont advance the cause of pushing the American People towards the proper things to do about this coronavirus. Yesterday in the briefing he repeated information and i think jim ehuded this to a month ago that simply wasnt true about saying that schoolchildren dont infect others and bring the virus home and infect members of their family. In fact, theres a new study from south korea just in the last few days showing that young people from 10 to 19 infects others at the same rate that adults do. His comments on testing in fox was at same category saying that testing is overrated, confessing that he doesnt like it because it makes us look bad which in Donald Trumps mind means makes him look bad. The problem, of course, is that we need expanded testing in order to diagnose the extent of the outbreak and figure out the proper response to it. The president yesterday was saying when he was asked by our colleague katian cleanse. He says the officials brief me and i pass the information on to average americans but the president is not conveying factual information to americans and thats one of the reasons why hes in such a deep political hole in terms of how people view his handling of coronavirus and his standing visavis joe biden. Listen, look at the progress of this outbreak here in the country and numbers show, and thats what we focus on the data that its accelerating. Took the country 99 days to reach reach a million case and now were at almost 4 million. What does it mean has to happen now . Well, right now in the time that its going to take us to have this conversation at least two americans will die from covid19, and we are not even seeing the peak of this pandemic yet here in the u. S. Because of this nature of exponential spread, and at this point it really is time i know that this is very hard for us to hear, but it is time for us to reimplement these sheeter in place lockdowns at least in parts of the country undergoing the spread. Theres no indication that Contact Tracing and isolation will rein it in in the rate were going. I know weve done this before but we have to do it again because there is otherwise no alternative to stopping us from overwhelming Health Care Systems in these places. Dr. Wen, we heard dr. Fauci say yesterday, that quote, i dont really see us eradicating it, and when we asked Michael Osterholm of the university of minnesota so versed on this last hour said this isnt going away so i guess im wondering from you what is the best Case Scenario for the globe once we have not only an effective, you know, phase one vaccine but a second stage vaccine that is generally more more effective in more people . Whats the best case . The best case is that were able to contain this infection, and actually we did have a chance i would say earlier on in the pandemic to be able to eradicate it if very early on we were able to stop this explosive spread thats now happening, not just in the u. S. But in many parts of the country. We did have a chance to contain it and eradicate it as we have other contagions with this kind of pandemic potential, but at this point its so widespread that i think the best that we can hope for is a vaccine that will get us to the point at least of not having this rapid spread from person to person, that we can live with this disease the same way we live with the seasonal flu and many other illnesses. Thats a good point. Being around forever is really the pattern for a coronavirus. Its getting it under control. I want to put those two maps up again that show states around the country, the ones that are going in the wrong direction on number of infections, if we can show that one first and that shows that virtually every state in the country i believe is doing that, and then compare that to to a handful going in the right direction, compare that to deaths where the picture is a little less bleak. The grown states are are the ones with declining number of deaths. I wonder in that data, dr. Wen, does that is there a silver lining. There are we Getting Better at treating people who have become ill, or is it about who is getting infected . Yeah. I mean, i do think that we have learned a lot in the several months of dealing with this pandemic. We have better treatments. We also have better protocols in hospitals for protecting Health Care Workers and protecting other patients so i do think that were Getting Better about at this but i also worry that the mortality map is going to get worse unless we take really dramatic actions now and also look at the rights cases in so many states and im really worried because i think if we have any chance of opening schools and getting our economy back we need to be implementing thats measures now because even if we implemented shutdowns, for example, now, its going to take three to four weeks before we see the effect and so those maps are going to go in the wrong direction unless we can get much more dramatic, have universal maskwearing, is a start. Ramp up testing and tracing but also implement these restrictions on indoor gatherings. Yeah. Were gleaning and learning about it from talking to senators. The payroll tax cut was not in this bill because republican senators rejected what the president was asking for. The president repeatedly contended that there must be a payroll tax cut, each threatening at one point that they would not sign any bill but it does not have a payroll tax cut. Its simple enough not to still lays the economy. Cutting the payroll taxes by 30 or 50 every pay period would not do enough to stimulate the economy. Instead they are moving forward to direct payments for families and individuals and more money in education funds and 105 billion in an effort to try to protect businesses from from lawsuits. Thats a key part of this as well, but treasury secretary Steven Mnuchin was asked about this earlier today about why they dont have why they didnt get to this payroll tax cut, and he argued maybe it would be in the next package. The president s priority for the moment is to get money into americans quickly and one of the problems with the payroll tax cut is it takes time so were much more focused right now on the direct payments. Were going to come back again. You know, there may be a cares 5. 0. The president , again, is focused on money in American Workers and americans pockets right now. So the fbi this morning says that china is currently harboring a fugitive scientist linked to the military and its consulate in San Francisco. This adds to the u. S. china tension. The fbi interviewed her about that, and she essentially denied that there was any real legitimate connection that she had to the Chinese Military. That interview happened in june and prosecutors say she fled to the chinese consulate in San Francisco, and when she did that, the fbi did further investigation and they found more evidence that she had connections to it the Chinese Media and because she is hiding out in the consulate they arent able to get to her and investigators say this is part of a larger chinese program. This is just not a single incident here where the Chinese Military scientists are lying on visa applications to get here to the u. S. Of course, and you guys noted, the backdrop of all of this is that the u. S. Abruptly told general that it had to close its consulate in houston and senators are saying that was a up of spying activity and the state Department Said that the move was made so they can protect u. S. Intellectual property.
