Months after the last peak and four months into this pandemic, we may very well be back to where this country started. Today the White House Coronavirus task force meets for the first time in nearly two months. The president is not expected to be there. He is going to his golf course in bedminster, new jersey. A state with a strict quarantine rule now in place for those who have traveled to states like arizona, where of course the president recently held an event. The president will not though follow those quarantine rules. And in a latenight filing in the middle of this pandemic, the Justice Department tries one more time asking the Supreme Court to strike down the entire Affordable Care act. Were reporting every angle from across the country. We begin though with the big picture here, what you need to know. About 32 states seeing a rise in case numbers. Elizabeth cohen, you will hear the president and the supporters saying this is an increase in tests, the facts are different. The facts are definitely different. This is an increase in cases and we know that because we see an increase in hospitalizations. But lets get to the entire country and take a look. Take a look at this map, the states in red and orange are seeing increases in cases. The ones in red are seeing more than a 50 increase in cases week over week. That is a huge increase in just one week. And lets take a look at that compared to previously. So right now, as i just said theres 32 states that are seeing increases. And it used to be that there were 23 states. That is a big difference. So in other words, it is not only are the big spikes but the spikes are bigger, theyre there are more states with the spikes than in the previous week. Now, also, theres another way to look at this, and thats a sevenday average. Forget about a spike for one day, lets look at the sevenday averages. There are 13 states that are seeing increases in their seven day average of cases. That is a very high number and again, when you take a look at those seven days, that tells you its not sort of a one off. This is a trend. Jim, poppy . And elizabeth, i mean, you throughout this have veered away from using the term second wave. Do these numbers and what we have learned overnight explain why . Yes. They do explain why. I dont like the term second wave because it makes it sound like we had a first wave in the spring and then theres kind of a lull and kind of going down and then well see a second wave in the fall. I dont think thats the right way to look at it. I think its tricking people into thinking oh, i can have a Graduation Party for my child. I can go out for memorial day weekend, i can go out into big groups for the 4th of july. This is not the case. It is getting worse and worse and one of the ways that we know that its getting worse is that yesterday, we just heard from the director of the cdc, dr. Robert redfield, that ten times more people have coronavirus than we previously thought, than the actual case count. So the case count is ten times higher than what we have been told and they can tell this from looking at certain kinds of blood tests. Thats a big problem because those ten people then spread it exponentially. So this is an exponential spread that up until now we didnt know existed. Poppy, jim . Exponentially. Elizabeth cohen, thanks very much. Texas set another record for confirmed cases a month after the governor there accused democrats of hyping this. Exaggerating this. Our lucy kafanov is in dallas with more. Jim, poppy, good morning. Texas has been hit hard, we have seen three consecutive days of record breaking numbers in terms of new cases. Hospitalizations also at record highs. Suddenly increasing over the past two weeks. If this trend continues, there is growing worry in some cities that hospitals could run out of room, that those critical intensive care unit beds could be at capacity. Thats already a concern in houston which has been hit hard. The mayor of austin also warning that his hospitals by mid july of these trends the if these trends continue could be at capacity. Dallas, city officials meeting yesterday, to see whether they could turn the Convention Center area into a temporary popup Field Hospital to prepare for these numbers in cases. Governor abbott did issue an executive order to try to make more space in hospitals by restricting elective surgeries in some cities. Its not clear thats enough for a place like houston but he has been under a lot of pressure. He has pressed really hard to open up the state and heres what he had to said. You should anticipate more orders coming out in the coming days as we continue to focus on what are the best strategies we can employ to protect the health and safety of our fellow texans. So as you have heard there, hes hitting the pause button on any more economic reopening, but that doesnt take into account the fact that a lot of businesses have been allowed to reopen. Bars, restaurants, gyms. Now there are social distancing measures in place, masks are required in some counties and cities but whether thats actually going to stem the flow especially before that critical 4th of july holiday when like to gather, that remains to be seen. Lucy kafanov, thank you very much. Lets go live to los angeles now and the county that leads the country in coronavirus cases. Our correspondent Stephanie Elam is there this morning. Good morning, stephanie. Good morning, poppy. Yeah, we did see that the number of cases new cases in the day did drop. So we saw that 7,149 number the day before. Well, now the number coming down to 5,349. However, thats still the second highest number that california has posted so far. So obviously, still very concerning. If you take a look at the hospitalization rate, that number up 32 now and the other part thats really key here is the icu beds now saying that 34 of them are filled. That is a record high. Were talking about some 1,300 patients who are in the icu beds battling covid here in the state. The governor making it very clear that if necessary, that they could pause reopening or toggle back some if necessary. Although he said hed keep the borders open from come people coming to other states. Look at Los Angeles County which is the epicenter of the outbreak here, the numbers have not gotten any better. We have more than 2,000 new cases yesterday. But whats interesting here is that the county is stopping short of saying that this is because of the protesting that we have seen here for days in Los Angeles County. And they did ramp up the testing capabilities here in Los Angeles County, so people who are protesting can get the testing done. But part of the issue here is still the fact that you have more reopenings, more people heading back to work. I talked to the er doctor here who works at different hospitals and he told me that some parts of the county are seeing this hospitalization rate that has just not stopped while others were stabilizing and are now rising back up. So youre seeing its really more difficult to deal with especially if they have multigenerational homes. Yeah, multigenerational homes are an issue. Lets go to rosa flores, shes in florida which recorded 5,000 new cases for a second day in a row. Rosa, tell us how this increase is being explained by the numbers. You know, jim, theres so much worry here in southeast florida. The mayor of the city of miami, francis suarez, saying he used to have one call with the Florida Department of health and now hes having two calls with the Florida Department of health because of this surge. Now, when asked if he would consider reinstating a stay at home order he said that all options were on the table. All options have to be on the table. You know, what we see in the hospitalizations going up, the icu beds going up, the ventilators are going up, still with sufficient capacity but going up its worrisome. We do have that tool in our tool box if we need to. But were hoping we dont have to because of the devastating impact that it has on our economy. Now, mayors in multiple cities and counties here in southeast florida upping enforcement to make sure they can do what they can to stop the spread of covid19. Here in miami beach where i am, Officials Say that they have closed at least four businesses in past week in the city of miami officials there are able to now fine people who are not Wearing Masks out in public. And in Miamidade County which accounts for 25 of all the cases in the state, they are sending teams into hot spots to educate the public. This as florida reports two consecutive days of more than 5,000 cases and according to officials this is due to a surge in young people going out and about, not Wearing Masks, not social distancing. Now were seeing floridians flock to testing sites, seeing long lines at testing sites as people try to figure out if they have covid19 and now were also seeing and learning from apple that they are closing 14 Stores Across the state and jim and poppy, we have said it nearly every day, Governor Ron Desantis still not budging on requiring masks statewide. He did wear one yesterday during a press conference, but hes said hes leaving it up to individuals, for them to make their own decisions. Jim and poppy . Lets hope they make the decisions. Even though people are suffering in the pandemic, the Justice Department late last night filing with the Supreme Court, trying again, jim, to strike down not just part of obamacare, but the whole thing. Yeah. Even as theres been a surge of enrollment during the coe individual crisis, nearly half a million americans turned to obamacare after losing their Health Care Coverage this year. Cnn White House Correspondent john harwood now joins us. Explain the politics of this in the middle of a pandemic. Jim, its a massive political gift to the biden campaign. Biden campaign and democrats in congress are saying how could you possibly support taking away health care in the middle of a pandemic . Health care is a source of Major Political advantage, if you look at the polls for the democratic party. We do not expect action on this by the Supreme Court until at least next year. So in terms of concrete results from the brief that was filed, that is not going to happen before election day. The case is also considered somewhat of a long shot. Always has before the court. Certainly john roberts who has become the swing vote on this Supreme Court, even with the conservative majority, he of course was the cast vote to uphold obamacare years ago while barack obama was still president. But as you indicated, jim, half a Million People have gained coverage under obamacare during this pandemic. More than 20 Million People overall, about half from expansions of medicaid, about half from obamacare itself, have gained coverage. If you invalidated the law, those people would lose their coverage. The protections for preexisting conditions would be eliminated. The requirement that women are not charged more than men for Health Care Coverage would be eliminated. Now, the Trump Administration insists that it would protect preexisting conditions in a new plan, but it is literally impossible if you dont have an individual mandate, if you dont have massive Government Spending its impossible to protect preexisting conditions under our current insurance system and thats why the Trump Administration for all its promises has never actually produced a plan to so. Thats the key, john. No plan. We want you to strike it down, Supreme Court, but we dont have a plan to immediately replace it. Thank you, john. Appreciate it. Records the highest number of new cases since the pandemic began. The uptick coming as cdc director redfield warns it is possible millions of coronavirus cases may have gone undiagnosed in the u. S. The cdc estimates roughly 20 million americans have coronavirus antibodies despite never been officially diagnosed with covid19. Lets bring in dr. Richard besser, former director of the cdc. So good to have you on, especially in your role formerly at the cdc. Tell us why it matters if its the case that there were actually ten times as many covid19 infections, does that help us to know Going Forward and if so, how . Yeah. Its a very important piece of information. What the cdc director said is that they estimate that about 6 of people in america have had covid19 infection. That tells you a couple of things. It tells you a lot of cases have been undiagnosed and we would expect that because as we have been saying all along and we have all been hearing, a lot of people who get this infection are asymptomatic, no symptoms whatsoever. And people had mild symptoms and early on, only people who were severely ill were being tested. The other piece of this to remember though is when you say only 6 of people have had the infection, while thats 20 million is a lot of people, it means that theres still hundreds of millions of people who are at risk. Its early days in the pandemic. And what we do now will determine, you know, how many people die Going Forward and whether we get this under control. Okay. So lets talk about what we do now because i think folks folks are getting their heads around, right, the disturbing direction that this is heading. So set aside federal leadership, because the president is still denying the facts here. So what needs to be done at the state level then in these 32 states to stem the spread . What has to be done right away . Yeah. So theres a clash of messaging which is absolutely detrimental to what needs to happen. Every Public Health leader in america is saying the same thing. We need to take this seriously. Social distancing is our biggest tool. We need to wear masks when we go out. We need to do hand washing. Those are the personal behavior kinds of things. But at a government level we need to ensure that everybody whos infected and everyone who has been exposed to someone who is infected has a safe place to quarantine or isolate. So people are going to have to many millions of people have to decide, well, i have been exposed. I asked a number of questions, pregnant, theyre all scratching their kids because they thought they werent susceptible to the symptoms and the new study shows that pregnant women are more likely to be admitted to the hospitals and put on ventilators but it doesnt say critically if they were admitted to the hospital because they near labor. So i mean, what should people think . Well, i think we need to see more about that study. The cdc put out a lot of information out this week about what groups are more at risk. This is what happens when theres new infectious disease. That youre learning more as you go. You need to look at the details of that. Im looking to see what is what do they specifically say in the risk of the exposure for pregnant women . This is the same study that came out that said that young people who are obese are at increased risk. You know, we have been hearing for so long that young people arent at increased risk and clearly young people arent at the same risk as elderly and those with other medical conditions. But there will be more coming on this. What it says is that no one can feel comfortable. No one can let their guard down. When i wear a mask, what it says is im concerned about your health. When you wear a mask, you say youre concerned about my health. We need our political leaders, our governors, our local officials, to do this and to support Public Health. The spike in covid19 cases in texas has forced Governor Greg Abbott to pause the states reopening plans. Hes now urging people to stay at home. But i think we need to mandate more rules and i think the governor pausing the opening is the right thing to do. I think we need to mandate Wearing Masks and we need to incorporate a lot of the rules that have been followed and see what people are doing around the world. We need to get this under control. Clearly, the status quo is not working and we need to put a stop to this now because it costs more texans lives and people in my district and the great state of texas are dying. As you know, basic medical facts and recommendations have become political, for example, wearing a mask which all the data shows and the doctors say is a simple step. As Governor Abbott is pausing the reopening, you have a president saying we have to keep Going Forward with reopening across the board. Do you think in texas that Governor Abbott has seen the light to some degree on this . That the data is pushing him away from the politics. I surely hope so. Right now is not the time to listen to political consultants, but we need to listen to our health care experts. We cant follow President Trumps agenda in the opening of texas at the cost of texas lives. And i think this is the consensus across the state. This is what the people of texas want. And i think that the governor moving in this direction is doing the right thing and that we hope to hold him accountable, to do whats appropriate. Follow cdc guidelines, recommend for people to wear masks in public places. Limit groups Group Gatherings across the state and really just follow cdc recommendations, w. H. O. Recommendations and talk to our friends and neighbors across the country who have been successful in lowering their numbers. As you know, washington, d. C. Had a huge issue a month ago. Right now things have flipped from where we were a month ago in washington and texas. The script has really flipped in regards to new infections. So the other side of this, of course, i dont have to remind you of this because i know youre in touch with Small Business owners in your district. Is the severe devastating Economic Impact of this. As Congress Considers a new round of stimulus, as some of the other initial rounds are set to expire, where would any new money best be spent based on what we have learned about the first round . Where is it needed most, where would it work most . Certainly our Small Businesses need to be uplifted. Hotels, restaurants, public venues, that hold large gatherings of events. Live Entertainment Venues have been impacted but also manufacturing, trade is being impacted. Agriculture to some extent. So its across the board in terms of the economy and youre not going to find a single red blooded texan that doesnt want to get the economy open again. But we need to do this in the safest way possible, not in the way that costs lives like in the last 30 days. As you know, theres been an effort to cut federal funding for testing. And even republican senators have differed with the president on this, including senators cruz and cornyn from texas, asking the federal government not to stop federal funding. What do you say to President Trump and others as they look at the spike in cases . That would be reprehensible to imagine that wed be cutting tests at a time when our pandemic is increasing in leaps and bounds in a state like texas. So i hope that the president follows cdc recommendations. Listens to senator cruz and senator cornyn. And the rest of us. And assuring that testing is robust, that its widespread that its available. Thats the only way well ever get this under control, is testing, tracing, and treating folks who are infected and have a medical impact from this. We need to educate the community to stay home when they dont need to come out. To wear masks, to wash our hands thoroughly and often. Clearly we need to start to follow the recommendations of off health care professionals, not our political consultants. Arwa damon, a spike in cases in many middle eastern countries, do we know why and what are they doing in response . Well, the why is a combination of either governments never really taking sufficient precautions to begin with, shutting down their economies fully. Many understandably reluctant to do that or some who did. But then sort of lost the grip that they had on covid19 as they were reopening. So iran, for example, there are a lot of concerns there that it could possibly be at the beginning of a second wave. The government urging people not to be complacent, but if we turn to egypt, the regions most populous country, there they never took that many precautions. There, they have too many people who are too reliant on wages. They are day laborers and the government isnt really in a position to try to supplement their income in any way. If we look at iraq though, iraq concerning, because not necessarily into the list of top five just yet in the region, but cases there are increasing quickly and regularly. There are mass graves that are being dug and we have a fairly high infection rate among hospital staff as well. Arwa, thank you very much. Unfortunately, brazil is no shining model. The country has already reported more than 1. 2 million cases of covid19. In the last three days, they have reported more than 120,000 cases and the death toll is nearing 55,000. On thursday, just the state of sao paulo had 249,000 cases. Even though brazil hadnt come down from first wave, several cities from sao paulo and other citi cities are allowing people to go back to offices. All of this egged on by the president jair bolsonaro, and he did strike a rare pensive tone during a live speech on facebook, recognizing and paying tribute to the thousands who have died during the pandemic, even playing ave maria during the recording. And a number of white ceos have told me they agree with you, but i hope to learn from you, why . Is it apathy . No one held them responsible . What is it . I dont think its apathy. I think it is culture and race. I think culture of Corporate America is white. For africanamericans it is often unwelcoming and does not embrace and recognize the reality of racism and how it excludes. But puts barriers in place that make it difficult for africanamericans to succeed in Corporate America. There has to be a reckoning with a state in this country of Corporate America with fewer ceos than we had five years ago. The numbers of africanamericans on boards is basically flat lined. As you say, we literally have dozens of companies that do not have an africanamerican in their senior management. This is shocking in a country as diverse as america. It is. And it can be changed. Boards can be changed overnight as you know. Youre on the board of pepsi, now youre on the board of ralph lauren, square. But you say in this intriguing oped, you know, privileged, wealthy, mainly white leaders need to talk about and act on what are they willing to give up. Do you mean stepping down from the positions and making room for africanamericans in them like alex ohanian did it a reddit . What i mean is recognizing there is talent all around the ceos that they are blind to see. Or because of their own privilege. Their own background. They dont see themselves in a black executive. So i think we have to recognize that privilege which is basically a status that most white men in this country enjoy is a barrier. Their own privilege is a barrier to our advancement. Some of that privilege has to be interrogated. I know many white ceos say things to me like well, im a selfmade man. I did this all on my own. You start with skin color of white in a society that has a legacy of white supremacy, and this is what we must talk about. You know, when you look i just want people to know that youre a proud capitalist. As i said im a very proud capitalist, absolutely. You worked at wall street at the beginning of your career but you also said inequality as f why is that . Inequality asfixiates. It makes us feel that the institutions and system is rigged for those in the popular. The latest research from pew and Edelman Trust also indcates that a growing number of americans are believed that our systems are rigged for the rich, the wealthy and the powerful, and, therefore, i think it is incumbent upon those of us who are privileged to interrogate our privilege and ask why is it that the systems, our tax policies, our Economic Policy favor us, in fact compound our advantage while they compound the disadvantaged of working class americans and poor americans and particularly poor americans of color. You know, the Kerner Commission told us, you know, under Lyndon Johnson more than 50 years ago what the issue was about inequality and race and what to do about it and not a lot happened. Now the statements from companies are different and the money putting forward are different. Apple 100 Million Initiative to fight racism, bank of america over a billion, google right up there in numbers as well, but an interesting conversation has been starting amongst some of the protesters about reparations in Corporation America and what role Companies May have in the conversation around reparations for the descendants of slaves. I wonder what you think about that. Let me start with where you started, the Kerner Commission, and why was the Kerner Commission shelved. Thats what was done. The negro communities, what they call the ghettos, was the result and problems of white racism. President johnson could not take that message to the american people, that white people and white racism was the reason we were seeing so much social unrest in our cities, and so today that same challenge of understanding racism, and i believe that the murder of george floyd for white people in america was a moment of grief and heartbreak, but the hearts of a can americans in this country have been broken for over 400 years because of racism and now white americans are understanding that racism is with us. It is no longer deniable. Deniability is not an option, and so we come to the conversation about reparations which is an important conversation to have and corporations have a role to play in helping africanamericans to grow well, to build assets, but in order for that to happen were going to have a reckoning in this country with the challenge of race, and it is the work of the next decade for Corporate America and all americans to come together and help this nation heal from its division, heal from our history, but understand that together we can be a better america. Lang Langston Hughes said in his great poem let america be america. America never was america to me. He was defiant, but he said in the next stanza, but, america some day may be, and while he was angry and defiant, he believed as i believed, that america could live up to its honorable and valiant and noble aspirations as a nation, and we must be on that journey.
