The w. H. O. If there are not major improvements in the next 30 days. Well get to all of that. Also today, a major, major hearing on the economy, were just an hour away from getting answers on the economic toll this pandemic is taking and what more the government might do to try to stem that. The fed chair Jerome Powell and treasury secretary Steven Mnuchin will be on the hill answering all sorts of questions, especially about that ppp plan. Were covering all the angles. Lets begin at the white house with john harwood. It was just such a stunning moment to hear the president say hes taking something prophylactically that the fda said can kill you. Poppy, it was. At the depths of this crisis, President Trump reached for something to provide hope and he started touting hydroxychloroquine even though Anthony Fauci and others said there is no evidence that can work. He got a huge backlash from that, subsequent studies that were that highlighted the dangers, the fda put out a caution that said outside of a Clinical Trial, dont take this. The president then dropped it, stopped talking about it. Yesterday, he dropped this bombshell. Heres my evidence. I get a lot of positive calls about it. The white house doctor recommend you take that . Is that why yeah, white house doctor. I said what do you think . He said, if you like it. I said, hey, you know the expression i used, john, what do you have to lose . Well, the answer to what have you got to lose that we have seen with some of the patients Covid Patients who have taken hydroxychloroquine is they lose their lives. There is some people with a heart issues that have had irregular heart beats, heart arrhythmias that have been fatal. Relatively small number, but still thats a side effect that is very concerning. This is a president who has a history of heart disease, a common form of heart disease. Hes older, obviously. Hes heavy. So all of these things are relevant, but the president , i think, with the wind at his back, economic reopening, good news on vaccines, some of the numbers coming down, it looked as if he wanted to get in the face of the reporters who had raised this question about him and say, no, i was not wrong, i was right, im taking it and im here. Well, unproven treatment there, proven step is, of course, wearing masks, thats been shown to reduce the risk of transmission. The president not taking that step. Another threat the president is making is against the w. H. O. , the world health organization. In effect making a demand, you know, well take away the funding or else. Thats right. And the president , jim, as you know, has been trying to look for others to diffuse the blame for his response to the coronavirus. There is a whole set of issues about how this administration in this country has handled this, but they have been pointing toward chinas role and the w. H. O. s role, suggesting that the two of them both concealed important facts that were not transparent at the beginning of this outbreak, maybe because as the president said, maybe china was embarrassed that this had happened. So the president threatened to withhold funding and he put out a letter yesterday as the w. H. O. Was meeting and said, the only way we can move forward is if the w. H. O. Declares its independence from china. This is something that, of course, is going to ratchet up tensions with china. Many countries that have questions as the United States does about the origin of this outbreak and the president s threat is going to move that along. The question is do it have any negative effects on the Global Response to the pandemic . Just i just sort of cant believe that all of this stuff has transpired in last 24 hours and well talk about the impact on the american hearing the president saying hes taking this drug. Again, against the fdas guidance. Thank you, john. The president defying medical warnings and announcing hes taken this unproven drug, hydroxychloroquine to try to ward off coronavirus. Elizabeth cohen is with us. The president it wasnt even admission, just sort of a bold pronouncement that hes taking it. But for every american watching who thinks maybe they should do the same, what do they need to know . They need to know to not do it. They have a choice, they can listen to President Trump who has been an antiscience president , or they can listen to tony fauci, number one, the National Institutes of Health Number two and the food and Drug Administration number three. Thats their choice. Right . Now, first of all, you have to get your doctor to prescribe it, and i am hoping that doctors out there in the United States are not going to give in to pressures of patients and prescribe it. President trumps doctor, it appears, did give in to pressure from his patient, the president of the United States. It is as mind boggling as it is that President Trump wants to take this drug, to me it is even more mind boggling that his physician was willing to prescribe it, given these two things. Lets take a look at what the fda said, the fda says hydroxychloroquine and chloroquine, a similar drug, have not been shown to be safe and effective for treating or preventing, which is the key here, or preventing covid19. Doctors are not supposed to prescribe drugs that are not effective. The reason why is our next set of facts here, hydroxychloroquine side effects. Allergic reactions, heart arrhythmias, liver injuries, seizures, low blood sugar. What kind of a doctor prescribes a drug that the fda and the nih said doesnt work and might be unsafe and has those side effects . Not only is it irresponsible for his patient, it is irresponsible for members of the public. Now, im crossing my fingers that this doctor prescribed a very, very low dose. Because at very, very low doses this drug doesnt have it is unusual for this drug to have side effect issues. The problem is the American Public hears President Trump is taking this drug, im going to insist on it too and sometimes doctors do give in to their patients and they might get a higher dose. Poppy, jim . Antiscience president , thats what you said, on a number of fronts. Elizabeth cohen, thank you very much. Lets discuss with dr. Jeffrey gold, the chancellor for the university of nebraska medical center. Doctor, i dont want to belabor this too much. Science is clear, no demonstrated benefit from taking this, and a demonstrated risk in fact for some patients taking it. What is the danger as a healthcare professional like yourself for the president to take himself and to tout an unproven treatment. What is the Public Health danger . Well, you know, we all have role models that we follow and people lead by example. You know, we do believe in masking policies here in nebraska and certainly in our hospital system. And so for me as the chancellor to walk through the halls without a mask and be respectful of others, were trying to protect the health of our families and our patients. It is difficult to understand the decisionmaking for me, but it comes to the doctorpatient relationship. Every drug has side effects, every drug has benefits. Thats the conversation a physician that we have with our patients all the time. We review the benefits, we review the side effects, whether it is a medication or a surgical procedure. Or other type of treatment. And then we make a decision to either go forward or not. Im hopeful that conversation occurred in the white house. And that decision was made in an appropriate risk benefit way. Most of us, certainly i dont have insight into that. Okay. But this letter from the fda on april 24th that every american should look at, if theyre thinking about reading this, says that it can cause abnormal heart rhythms, warns of death in patients with covid receiving hydroxychloroquine. And it can cause serious side effects and we know the president is 73 and he does have a typical heart condition. Given that here, is there a scenario in which taking a drug like this if it is in the higher dose, we dont know the prescription dose, could be potentially have more adverse side effects for the president than coronavirus, if he were to contract that . For sure. The number of patients who will develop a side effect, they typically tend to be severe. There is a good deal of gi upset that goes with it. There is even potential visual loss, blindness, seizures and the arrhythmias that is the reason that the fda issued this warning, saying that if it is going to be prescribed under the emergency use authorization, that it needs to be done for hospitalized patients or as part of a Clinical Trial. Now, it happens that there say very large Clinical Trial going on now in the United States, involving Healthcare Professionals who are being randomized to this drug or no drug at all to see if it will protect them against it. But thats research. Thats not therapy. Folks, if you watch at home, listen to your doctor, the simplest advice possible. Lets go to another topic. Reopening, most states now are reopening to some degree, some quite aggressively. How do you explain the relatively low infection rates from some of the states, such as georgia, florida, that have opened more quickly and more aggressively . Is it early . Can we learn anything from that . Yeah, i think we can. One fact is that the cycle of time that this virus takes is not overnight. And so if the decision is made to reopen restaurants, places of worship, parks, those sorts of things, from the time of exposure to the virus to infection and infection to symptoms, symptoms to testing, testing to reporting, somewhere between 10 and 14day cycle. So before we really know what any effect is going to be, in any part of a state, it is going to be about 14 days. But, you know, i also think there is another factor that is very hard to measure is that people are still afraid. Particularly our older more vulnerable people, folks, you know who have high Blood Pressure or Kidney Disease or whatever. And while, you know, they may be reopening and the restaurants may be the bars and the parks may be open for people to picnic and things of that nature, ill bet grandma and grandpa are not going out as frequently, still washing their hands more, you know, theyre taking care of each other and i think thats very wise until we see what some of these effects are going to be. I think it is the way that we have observed this president for in his political life, but also in his sort of personal and real estate life before that. And the answer is he does what he wants to do. And he leads by example and in this case, the example hes leading by is flies in the face of what medical professionals clearly want him to do. But the example that he is leading by is what his political antenna are leading him towards. Which is everything is okay. We need to reopen the society, reopen the economy, get things back to terra firma politically, as we get closer to november. And thats just the hard reality of it. I dont think there is anything deeper or more complicated than that. One of the things about this president is that hes quite transparent in what he does. On this drug, hydroxychloroquine, he had been a believer in it since the beginning. We all covered it, talked about him pushing it really hard, and he he doubles down, he triples down, he quadruples down, even to the point where hes taking it, he says, with the approval of his own physician. John harwood, the president is a master of distraction. There are other issues going on in the last 24 hours that he would have an interest in downplaying. One being revelation that the ig, the state department, was fired, while he was investigating the fast tracking of aid to saudi arabia, military aid to saudi arabia. Based on your reporting from there, what is the president s intention here . Was it to create Something Else shiny to take eyes off other damaging stories . Jim, im not a big believer in the distraction with the new shiny object theory, especially since so manufacture ty of the objects hes supposedly offered as distractions are themselves unattractive to the president. I think this is a president who is operating on impulse, as dana said, he is somebody who wants to drive culture war themes right now. And hes turned the mask wearing and hydroxy, which came out of the right wing media universe, being pushed by fox news host at a time when they were trying to downplay the whole threat of coronavirus and say, well, see, it is not much worse than the common cold and then when it was worse than that, they said here is a cure for it. In terms of the mask wearing, i think the president wants to try to drive the message that democrats are the science nerds and were the Football Team and we want to get the Football Games going and we want to pack the stands. And try to divide that way. It is not i dont think it is a winning wedge for him because there is more apprehension within the general public than he has pitched to, but this is somebody who has always pitched his arguments directly to his base with the idea that if he can rev up his base ever more, he can overcome superior numbers on the other side. It is a mistake to sort of invest automatic wisdom in all these moves. I hear you. I was just looking to pull up, and dana youve probably seen this, what Kayleigh Mcenany said this morning when asked about this, i think it is it is the spin that were going to hear from the white house on this. We dont have the sound but she basically said, look, for years this has been im paraphrasing here, this has been taken in a way that proves to be effective for other people. That leaves out a whole lot of context. No, not at all. And, look, now because we have have seen such a deep dive in this, because the president has been talking about this drug for so long during this pandemic, we know i think all of us know more about it drug than we ever thought we would, and what we learned from the medical professionals including the president s own fda is that there are serious dangers in taking this drug for people with heart disease, for people with other ailments. It could be fatal. So that is why when you have somebody with the megaphone that the president of the United States has, saying, take this drug, that is why the medical professionals including our own sanjay gupta, who was on with yesterday after the president said this, he was aproopleptic s were others, that the president could get really hurt and in trouble. Having said that, there were this drug was given at some point, maybe even still currently, in hospitals, prophylactically as an attempt to see if it worked, but, again, the fda said that the study is not conclusive to see if the prophylactic consuming, consumption of this drug really does work, which is why Everybody Needs to be careful and the four of us are not medical professionals, but we know enough to listen to them and that is what they say loud and clear. Even parts of new york, not new york city, but, you know, rural new york. Slowly in some places. Right now, connecticut, the final state to hold out. We all know full well, you talked to family and friends and get this difference of opinion among everybody about how all of this should unfold. And barring any kind of jarring jarring medical data, you get the impression that it would take a lot to kind of back track from the momentum that were seeing in opening up the economy. But if you take a closer look at the data, this is look at the nationwide map here, comparing the number of coronavirus cases in states from last week to this week, and it gives you a sense of where were at. So take a look at this map, and if you look at the states in orange, in red, those are states that have seen a jump from last week to this week in the number of coronavirus cases. Those states you see he there in green on that map, those states have been holding steady. The states you see sorry, the states you see in green have been dropping and the states you see in yellow, yellow are the ones that are holding steady. So it is really just depending where you are in the country, it is very different. And every state seems to be in a different time and place as to how theyre dealing with the coronavirus cases. Which is what medical experts have been saying for weeks, that all of this will move and be dealt with not on the same timeline. And speaking of that, the university of washington model that has been tracking the coronavirus cases that has been relied upon so heavily by Health Experts across the country, interesting note here, they have updated their projection for the number of deaths expected to be attributed to the coronavirus. Something parents certainly have been watching, some colleges and universities are making big changes to get students back to campus this fall. This week five released plans to shorten semesters. University of notre dame, creighton university, they plan to end the fall semester before thanksgiving altogether. Notre dame students return to campus on august 10th, two weeks earlier than expected. The idea here is to reduce the number of times they shuttle back and forth between campus and home. Yeah. It is a really innovative move. Rice, purdue, university of South Carolina all following similar guidelines. Those schools will skip the fall break and face to face teaching before thanksgiving and as jim said, so theyre not flying back and forth so much. These new developments also come after other schools including the entire California State University system, the biggest four year system announced their plans to cancel all in person classes through the fall semester. I think students are so excited and so grateful to hear that rice is willing to do everything that they can to get students back on campus safely. And rice is really students home, so the fact that rice is making an effort to bring us back, something i think is more difficult than deciding to go entirely online or to wait until spring of 2021 is just awesome. Anna, big challenge for universities and colleges is campus living, right . Dorms by their nature are concentrated, sharing rooms, sharing bathrooms, shared dining halls and so on. Kind of funny, i heard all of our residential areas referred to as 11 mini cruise ships and it really is like that. I know, it is funny and then you realize it is so true. I first see rice changing the way that it does health and dining. I see rice making changes to make sure everyone has the protection required, including masks, i see rice changing out the way it does classrooms and ensuring that students can still physically distance, hopefully not socially, but physically distance while engaging in their academic and social life to be sure that were safe, but also that were able to interact with one another and maintain the highly relational and communal nature of our campus life. I think it is really that which defines rice. In addition to this health crisis, there is a clear and present economic crisis. Well hear from the fed chief and the treasury secretary on this next hour. That is going to mean fewer students are going to be able to afford the tuition they were paying at a school like rice. We hear hsbus on the brink because they dont have the endowment that other schools have. What can be done for those students and those families . Yeah. It is a huge question on a lot of minds. Not just in relation to tuition, also in relation to what i do what do i do after rice . Rice leaves a huge financial impact, the rice investment, which makes strides for students that are now able to afford coming to rice. I think now rice is taking a look at, okay what parts of our campus life, now that we have gotten students here who wouldnt otherwise be able to afford school here, now that we have gotten them on campus, how do we make all of these other aspects of campus life more financially accessible . How do we make it so students are able to apply for internships, something that we know in the future will be a lot more competitive as companies and other places that would accept interns are less able to do so because of the economic crisis. Rice has a lot of funding available for students who are in need of additional assistance. Both at the residential level and also at the undergraduate level. So im really looking to see rice put more money into those funds so students can continue to sustain the quality of campus life and just the quality of life that they have in general there. Some of the money has been deployed yet there is. There is a bunch of lending for small and midsized businesses. This money hasnt gone out the door yet. Tough questions about what is wrong there, why havent they been able to get this up and running after a couple of months. Im sure there will be Big Questions about the ppp, that Small Business lending that really was, like, you know, hunger games for some of these Small Businesses who just couldnt get their hands on the money and now theyre asking for different rules to make this loan work better for them, this money essentially a grant, forgivable loan, work better for their businesses. Youll hear a lot about the Small Business lending from the fed chief. We have seen the testimony. Hes going to talk about the suffering of american families, they have given up their livelihoods, jobs, and thats for the better for the better of the whole. The whole community. They need to be made whole and kept solvent, those families. So hell talk about that. And that will be really an eye to more money has to keep coming. You got to get this money out the door and youll need more support for american workers, american families. Yeah, yeah. Along with robust testing capabilities, these are key to governor newsoms plan to fully reopen the state. These are disease detectives that will be trained to support the existing work force. Reporter through a new program led by the university of california San Francisco and ucla, the state is virtually training employees as contact tracers. Growing the force from 3,000 to about 13,000 by the end of the month. Once a positive test result is reported to the health department, that person can expect to get a call. Well talk to you about your symptoms and then really go over in detail where youve been in the last five days. Were interested in finding out with whom have you been in contact for more than ten minutes within six feet without a mask on. Reporter how much information are these people being asked to share . Getting back to work the ultimate goal, not just for the recovered but for california as well. Anne marie telling me as well she gets through five to eight calls a day so they do take long time, which is why they need an army. Some of the stories are heartbreaking, heartwrenching. Some people are alone and they dont have people to talk to. Secretary of state mike pompeo now says he asked the president to fire the Inspector General of the state department. As it turns out, not just one, but two, investigations were underway by the i. G. Lets bring in cnn Senior National correspondent alex marquar marquardt. What was going on . What was steve linick looking into and how did that play into this . Reporter there were two investigations that they were carrying out on mike pompeo that we know of. Pompeo has not gone into detail of why steve linick was fired. He just said he was undermining the state department. He has talked to the Washington Post about linicks firing. This is how he explained it. He said, i went to the president and explained to him that linick was not functioning in a way we had tried to get him to. Poppy, of course, interesting language. These Inspector Generals are supposed to act independently as watchdogs within the department. According to the house chairman elliott engel, linick was looking into saudi arabia. Earlier this year trump had imposed an emergency in order to be able to circumvent congress which had blocked armed sales to saudi arabia, so linick was looking into this fasttracking by pompeo, his role in the fasttracking of this arms sales. According to engels office, pompeo had refused to sit down for an interview in this investigation. Now, the second investigation that we know linick was carrying out was of a more personal nature, the use of a political appointee by pompeo possibly for personal reasons, including walking the dog, making a dinner reservation, picking up dry cleaning. Pompeo said he did not know about that, that linicks firing was not retribution for that because he simply did not know about it. But now engel and his counterpart, bob mendez on the Foreign Relations committee, they have launched an investigation to find out if the firing of linick was legal.
