For a vaccine. U. S. Pharmaceutical giant pfizer has announced it has begun testing an experimental vaccine in humans in the u. S. , that, a crucial step, but a lot of steps involved with this. Lets get to elizabeth cohen. Lets begin on this modeling here. It is a model that the white house has relied on. And now it says in effect doubling the death rate, how do they get to that number . They look at what were doing, actually, jim. Thats what they look at. They say how much are we social distancing, how much are we staying at home, and if it looks like were not doing it as much as we used to, not a surprise, the number of deaths are going to go up. Lets take a look at those numbers. Also at a second model. So what this showed, this is from the university of washington, that model you referred to that the Trump Administration relied on, theyre saying more than is 134,000 deaths between now and august 4th previously they had said 72,433. Much of the reason for that difference, why is it so different . It is because people are with each other more. This is a virus that spreads person to person. So when people get closer to one another, youre going to see an increased number of deaths, there is no way around it. Lets take a look at another model that the Trump Administration has been looking at, and using. That projects 3,000 deaths per day. And 200,000 cases per day. Also those are very high numbers. Again, no mystery when you get people together more, you have more cases, when you have more cases, you have more deaths. Jim, poppy in. Talk to us also about what more we know about the First American participants that are actually getting pfizers vaccine. This is obviously part of their trial. Right, so pfizer is one of three u. S. Companies that is doing vaccine Clinical Trials, and so it is they are now one of three that have sack snvacci people in the u. S. With their experimental vaccine. Pfizer has partnered with a German Company and that German Company has vaccinated a set of people in the european union. So this is just another advance, another company that is doing more vaccinating and this is a good thing. The more companies that we have in these trials, that means the more candidates we have that can actually turn out to work, the more the better. Because you dont want to rely on one vaccine because at any point you can say, wait, we thought it was working and it is not, we thought it was safe and it is not. The more the better. Elizabeth cohen, thank you for staying on top of it. Now to the white house, President Trump is set to leave in the next hour for the battleground state of arizona. Joe johns, the white houses own recommendations including wearing face coverings and not doing nonessential travel, but not a lot of leading by example on those. Reporter that doesnt seem to be the case, jim. What we do know is the president as you said is headed out to phoenix, arizona, and one of the Big Questions is whether hes going to wear a mask. He has expressed some reluctance to do that. The Vice President who went out to the mayo clinic very recently didnt wear a mask and came under criticism and eventually admitted he should have. The president is also going to be accompanied by numerous advisers as he always is along with security, anybody who comes into contact with the president is expected to get a covid19 quick test. So that, of course, will be a little bit unusual in and of itself. Now what is the president doing . Number one, he going to visit with native american communities, were told, and theyre going to talk among other things about the 8 billion that apparently is still in the pipeline for native american communities, some of which have been hit very hard by coronavirus, including the navajo tribes. So thats going to happen. Also as you said, this is a big political event. While the president is out on the road, by the way, the Coronavirus Task force is expected to meet for First Time Since last friday. Im sure theyll have a lot to talk about. Jim, back to you. No question, joe, thanks so much. In california, the governor says Retail Stores can start reopening this friday. Of course, there will be restrictions in place, but Los Angeles MayorEric Garcetti does not see that timeline happening in his city. Cnn correspondent dan simon is in Northern California this morning. And, dan, it is interesting, because we have seen some pushback against the governor in counties on beach openings. We talked about that yesterday. Now you have the l. A. Mayor talking about store openings. What is the state wide plan . Reporter well, good morning, jim and poppy. Friday is going to be an important day for the state, also going to be highly symbolic. But what Governor Newsom is saying is that retailers can begin opening up, with some modificati modifications. Retailers youre talking about toy stores, bookstores, clothing boutiques, anything of that nature. It is not the full shopping experience, customers can simply go to the curb and pick up some items. Now what the governor is saying is that this does not need to be applied uniformly across the state. Cities like los angeles, where the cases have not peaked, they can slow things down a little bit. And open at their own pace. Same goes for San Francisco. This is part of what Governor Newsom had to say. This is a very positive sign and it has happened only for one reason. The data says it can happen. But we recognize as we begin to modify behaviors modify and possible Community Spread may occur. So while Governor Newsom is saying this can all begin on friday, i think what youre going to see is that communities are going to do things at their own pace, and roll things out simply on their own schedules and well see when los angeles does it and well see when San Francisco does it. Poppy, jim. Before you go, dan, Something Interesting that is happening, led by Governor Newsom there is this recruitment of what hes calling essentially a tracing army, right . We heard leaders talk about the need for Contact Tracing for many, many months ahead. How is this going to work . How many people are going to take part . Is it funded by the state . Right, this is a big issue for california, really a big issue across the country. But what Governor Newsom is saying is that ucla and ucsf are going to develop an Online Academy to begin training contact tracers and the goal is to have 20,000 tracers in place really within the next month or two. Thats a lot of people. So what theyre going to start now with is with state workers, people who can transition out of their current jobs and begin working on Contact Tracing and theyll have to go through this Online Academy and thats going to begin within a couple of weeks. Poppy and jim . Dan simon in San Francisco, thank you very much. We talked about the tracing army, im joined now by someone to help leading that effort, dr. Mike reed, Global Health researcher at the university of california San Francisco. Good to have you on, dr. Reed. Tell me, is the tracing army as it has been called up and running . So in San Francisco we have an army of contact tracers who are working every day, calling people on the phones. Were just Getting Started in across california. We have some ways to go before the army is reaching contacts elsewhere across the state. How long, right, because you talked to every health expert, even elected state officials who say that to open safely you need broadbased testing and Contact Tracing, which is for folks at home, basically tracing folks who have been infected, who else they had contact with so you can keep a lid on things. So you need it, and at what point does california have that capacity . So i think in many jurisdictions there is already capacity. The issue is whether it can expand to meet an increasing demand as and when, you know, social distancing policies are loosened. In terms of how long it will take to expand that army, the goal is that as Governor Newsom outlined to train 2,000 contact traces a week so were going to be able to stand up that tracing capability over the next couple of months. Without Contact Tracing on a broad scale, is it unsafe for states, counties, jurisdictions to open up . Look, it is part of a set of Public Health interventions. Contact tracing on its own is not a silver bullet, it is an essential piece of the portfolio of strategies that any Public HealthDepartment Needs to stand up. So, yes, it needs to be in place. Is it the only thing, no. Okay. Based on your experience with this kind of thing, is it simply a fact, the models seem to show this, is it a fact in your experience that if you relax these social distancing restrictions that there will very simply be an uptick in cases and sadly deaths as a result of those infections . So i think it is going to depend a bit on how peoples behavior changes. I think if we can encourage people to maintain social distancing, you know, universally use facial coverings, then we may not see huge increases. But whether individual cities and jurisdictions are able to persuade the populous to do that i think remains to be seen. Final question, you know, effectively the u. S. Missed the boat on Contact Tracing on the first outbreak, the first wave of this infection. Were many weeks in. The concern, of course, is you have another spike in the fall. Will california at least have the capacity in place by then to help keep a lid on the extent of a second wave . I hope so. You know, im fairly optimistic that we have enough Human Resource capacity to expand to anticipate and respond to any further spikes over the coming months. So i think a Glass Half Full perspective is, yes, with enough resources and political will and enthusiasm from the public, yes, we can mobilize the army of contact tracers. Reporter yeah, well, hes really just laying out some strict criteria, jim, and essentially saying the state may be the last state to actually reopen because he has this strict criteria. Essentially we know the numbers, right . There has been more than 2500 cases from the weekend into monday and then there has been more, about 226 deaths, a very sobering number, but it is the lowest that the state has seen in a couple of months. But he has that may 15th date of when the state can reopen, but, listen, hes not setting any dates after that, instead, hes setting this criteria, basically seven different boxes, different parts of the state need to check those boxes really are about testing, about hospital capacity, about the ability to carry enough ppe in case a surge happens again. And once these different areas of the state can check some of those boxes, they can move into different phases of reopening with two weeks in between those phases. So were talking about quite a while before we may even see restaurants and bars, which is in the fourth phase reopen. Again, because there is those two weeks in between. Very strict criteria, jim, as you said, very conservative approach for the state that has been hit the hardest by the coronavirus. So another step youre standing in front of a subway station there, the subway has been a focus, some study to see if that was a nexus for spreading the infection around the city. So what is the city doing now to try to halt that . Yeah, of course, this is a city that depends on its mass transit, it really cant get moving again until the subways, until the trains are all, you know, able to move again with more people on it. So right now the mta is starting that process, essentially starting overnight into tomorrow. Theyre going to shut down the subway. It never has been done before. We heard that a lot in the pandemic. They use four hours overnight to disinfect every single subway train, top to bottom, clean every subway station. There is more than 500 in the city. Make sure that everything is disinfected in order to get people to feel safer, to,ba com back to the subways and make the people who work on the subways feel safe as well. No question. Stanford university and google collaborated to determine the risk of exposure since april 21st, three days before georgia reopened. The risk facing people across the state has soared. It has soared nearly 44 . Lets bring in carlos del rio at Emory University medical school in atlanta. Youre in that state. When you look at these numbers, and then add on to it, dr. Del rio, the new model that projects nearly 5,000 deaths in your state, in the state of georgia, by august 4th, thats less than three months from today, how should governors and mayors think about these numbers as theyre making their decisions . Im very, very concerned. And im very concerned because the infection rate will continue to go up and the death rate will continue to go up. And obviously governors are making decisions based on wanting to restart the economy, but it is going to be really hard to think about truly restarting the economy in a situation like that. I think it is incredibly tricky. How do you ensure you provide safety and decrease the risk of infection and still have the economy going. This was said this morning, when in the clip just a little while ago, you know, you have mass transit, many, many businesses in which you simply cannot practice safe distancing, which you simply have proximity to other people, so your risk of infection will go up. It becomes this question that i think dr. Fauci laid out so poignantly last night on cnn, which is what are you willing to sacrifice, right . How many deaths . What will it take . How do you balance that with getting back livelihood for so Many Americans . The cdc numbers on top of that, the initial cdc forecast says as many as 200,000 new cases and 3,000 new deaths daily by the end of the month, Kaitlan Collins is reporting two white house Officials Say the new models are not going to change the administrations posture on reopening the country. Again, you know, it bombithe me were accepting the new normal. It says having 9 11 deaths on a daily basis is going to be okay. I worry that simply is that i think it is a price way too high to pay. I worry there say disproportionate impact of the disease. Were seeing a higher impact on poor neighborhoods, higher impact in africanamerican neighborhoods. It is not just who is impacted, but who is disproportionately impacted that we need to Pay Attention to. 100 . It is not equally shared. No question about that. Im glad you raised that. Talking about finally eventually a vaccine, which is had the country will actually truly be able to turn a corner, the World Health Organization says there are 108 potential covid vaccines right now. We heard about the one that pfizer is trying in humans, you made a note that we learned from our experience with dengue, that is that you have to be very careful in rolling out a vaccine, because there is potential to do harm. And thats why Clinical Trials need to be done and thats why you cannot really speed the Clinical Trial process, it is already as fast as it could possibly be. Number one, in a Clinical Trial with a vaccine is safety. Youre giving a vaccine to normal nonsick individuals. So safety has to be the number one priority. Efficacy is the second priority. And im glad there are so many vaccines out there as dr. Fauci has said. We need many if we can score, have multiple vaccines and not be effective, maybe well be better off. Allies indicates that the coronavirus most likely spread from a market in china, not from a lab in wuhan. This appears to contradict recent claims by the president and the secretary of state mike pompeo. With us now is alex marquardt. Your reporting this morning is that the growing assessment in the Intel Community and among u. S. Allies is what . Well, the growing consensus among americas closest intelligence partners is that this virus came from a market in wuhan, not from the lab. And that leaves the Trump Administration really alone on the world stage, in pushing that theory that it did escape accidentally from a lab. I spoke with one western diplomatic official who has seen the intelligence, who said it is highly unlikely that it came from the lab, highly likely that it came from the market and according to this official this is the growing agreement among the five eyes intelligence sharing partners. That group is made up of the United States, great britain, australia, new zealand and canada. And they share some of the most relevant and sensitive intelligence in the world among themselves, and so i took that to another five eyes official who agreed that was this assessment that they are coalescing around. And, poppy, it is not just officials behind the scenes saying this. You have the Prime Minister of australia, scott morrison, saying nothing that they have seen indicates that the virus comes from a lab, you have the w. H. O. Saying that they have seen no evidence of that either, nothing really from International Partners that lines up with what secretary of state mike pompeo called significant evidence that the coronavirus escaped from that lab in wuhan. I mean, alex, one of the issues also here that is so important, obviously you want to know for sure the origin. It is also about what the retaliation is, right . And you have secretary of state this weekend talking about ultimate retaliation which could be another imposition of additional tariffs which could have a whole host of ramifications on the u. S. Economy now as it is already on its knees. Well, it is clear that this is a political play. This is something that, you know, if you dont have your International Partners lining up in some sort of agreement with you, then and youre isolated like this, it becomes painfully clear this is more political. What that does in terms of the Intelligence Community is puts them between a rock and a hard place, we saw that last week when we saw the u. S. Intelligence Community Come out and not line up with the Trump Administration but say were still looking into both of these theories, the market, and the lab and now the u. S. Intelligence community has taken that one step further, saying that there is evidence for both of those. The only thing the u. S. Intelligence is saying is that the virus comes from china, and that it is not man made. Understood. Alex, thank you for that reporting. China is striking back at the Trump Administration saying the u. S. Should be investigated for its own handling of the coronavirus pandemic. Cnns david culver live from shanghai. We watched the rhetoric back and forth, escalate. This report from the Chinese State media, this is often used as a mouthpiece for the government called them the main exporter of the virus. Thats right. Cctv, the main broadcaster, they put out their evening broadcast, they put this to say the u. S. Handling of this should be investigated. As alex pointed out, with the u. S. Allies questioning what mike pompeo was putting out as the origin, from a leaked lab of virology and echoed by President Trump many times, as they started back off that and allies say thats highly unluke ikely, has given more credit to the chinese. Prior to that even if it was just in the market it was originated in, there was enough concern there and questions merited to be asked that the u. S. Had that Global Support in asking those questions. Now it has become highly politicized and it is a war of words. But the concern is that the war of words it fuels emotion and can turn into action and thats highlighted in a report by reuters that is out today and it mentions a report that went all the way to the top chinese leadership including president xi jinping according to reuters and it was framing the antichinese rhetoric and the sentiments as being as high as they were going back some 30 years to the Tiananmen Square crackdown. And the concern there from the chinese perspective is that the u. S. As they frame it could be pushing hostility that then would lead them to have to prepare for Armed Conflict. Thats how they have phrased this. It is frightening to hear the words, but it also is the reality of where things are right now. No question. The context of the trade war, military competition, there are other factors here, david culver in shanghai, thank you very much. Joining me now is lisa monaco, former Homeland Security adviser to president obama, serves on joe bidens pandemic advisory committee. Thanks so much, lisa, for joining us this morning. I wonder what your reaction is to chinas own study there, worried about this u. S. china battle spiraling out of control, you know, even beyond the pandemic, i dont have to tell you, the trade war with real economic consequences and ongoing military competition between the two countries, how concerned are you that the rhetoric leads to something more serious. Look, jim, first of all, good to be with you. And im worried that the rhetoric is very divorced on both sides, very divorced from the reality. And that distracts all of us from what we need to be doing which is mounting a coordinated global fight against this virus. And so the reality here is that the Intelligence Community has been very clear that there is no evidence that this was man made, that they have concurred with the scientific assessments and there is also no direct evidence of the fact that this was a being a naturally occurring pathogen being studied in a lab that escaped. The experts who looked at this, scientific and Intelligence Experts cannot completely rule that out. But there is no evidence of that. Contrary to what secretary pompeo is saying. And the fact of the matter is scientists and others agree that the most likely scenario and the weight of the evidence now is that this is what is called a zoanotic disease. It is not surprising given that the Intelligence Community has been warning about the danger of emerging Infectious Diseases and potential for Global Pandemic for many, many years. So we really need to be focusing not on the rhetoric and getting into an escalating war of words but focusing on the reality. Given the president s effort, broader effort to blame china for the outbreak, are you worried about political influence on the intelligence itself and the Intelligence Community here . I am. I think what were seeing is a continued pattern of trying to politicize the Intelligence Community and putting a thumb on the scale by having multiple political statements that are, again, divorced from what the career intelligence professionals are saying. And the other thing is, here, jim, you know, in the discussion with the reporters in this segment, the discussion about retaliation, potential sanctions, even if the United States wants to go that route, the problem is if you dont have your allies on board, if youre completely isolated, if we the United States are completely isolated, in making our case, well, the effect of sanctions is quite minimal. There is there are many, many reasons why you want to be working in coordination with your allies, both on the intelligence side and more broadly, because you wont have the effect youre even trying to achieve if you dont bring your allies on board. Now, that ship sadly seems to have sailed, has it not . If anything were seeing a greater focus on attacking, certainly attacking china, but on steps designed it seems to make the u. S. An island in its response to this, right . Even steps to reduce or stop immigration, right, part of another agenda that proceeded the pandemic. Do you see the Administration Course correcting on this . No, i dont. The course has been set here. And it is a course that has us really facing entirely inward. When it comes to Global Health security, thats very, very dangerous. We should be leading and galvanizing a Global Response and instead were on the outside looking in, time and again, it is other nations that are galvanizing a response. Just yesterday, there was a global summit of International Leaders about Vaccine Research and Drug Research who wasnt there, the United States. In a world where we have to be concerned about Global Pandemics from emerging infectious disease, we cant only focus inward. Global Health Security is critical to american security. Governor ron desantis is posting about floridas response to the pandemic, even saying those who criticize the reopening of beaches, for instance, should apologize. So far the state has seen nearly 37,000 cases overall, 1400 deaths. Wow. And now questions are rising over how florida is reporting its coronavirus cases and deaths, particularly those from Nursing Homes. As randi kaye reports, the numbers just do not seem to add up. Reporter as some of floridas beaches and businesses start to reopen today, the state is also opening up the records of coronavirus cases and deaths in Nursing Homes and assisted living facilities. The list from floridas Health Department details more than 300 facilities where staff or residents tested positive for the coronavirus including those who have died. But the numbers dont always add up. Take the atria assisted living facility, officials there tell cnn seven residents died from the coronavirus. But the chart released from the state tells a different story, three resident deaths, noting that three others are under investigation. And there is more. The states data also indicates a staff member died, the facility told me a staff member did test positive for the virus, but recovered, and even returned to work. Still, thats hardly the only discrepancy. At five star remepremiere residences, they said by phone three confirmed deaths from the coronavirus were all residents. Five star said they did not lose any staff as the states most current list suggests. It was devastating. I couldnt understand something could escalate so quickly in a matter of days. Reporter georges mother died from coronavirus at the residential plaza at blue lagoon in miami. The states chart shows three deaths at that facility. But george shared these letters from the facility to families, one dated april 20th, reports the death of three residents. Another from april 27th reports the death of another resident, bringing the total to four. Yet the state Health Departments chart, which is supposed to be updated weekly, still shows three deaths at that facility. Our calls to residential plaza were not returned. George says families deserve the real numbers. When the state provides a list we know is incomplete, or doesnt match up with the total counts ive been released locally, we know something is wrong. We know for a fact that it is not jiving, the numbers are off, and it is very disturbing. Were not sure what is being covered up. Reporter perhaps it is just fuzzy math. Whatever the reason, the numbers just dont sync up. At the court, the states chart shows seven deaths, including six residents and one staff member.
