Are people responding . Reporter you know, we actually just talked to miami beach, jim, and they reopened parks on wednesday and were learning that they just closed one park because people were not adhering to the social distancing guidelines. But when it comes to the state of florida, it really is using a geographic approach. Most of the state will be kicking off and reopening today with phase 1, except for three counties, and thats miamidade where i am, broward and palm beach. These three counties make up 30 of the state, but they account for 60 of the deaths and the cases as well. Thats why these three mayors got together and they decided to reopen together. They are exempt from phase 1. But like i mentioned, they did reopen parks, waterways and other green spaces starting on wednesday, and were learning from miami beach, at least in that locality, people are not following the rules. And so local governments are ready to close some of these parks if they see that the rules are not being followed. When it comes to the rest of the state, phase 1 kicks off today. This means that restaurants and Retail Stores will be able to operate at 25 capacity indoors. When it comes to outdoor seating for restaurants, they are allowing it but seating has to be at least six feet apart. Elective surgeries will also resume, and Governor Ron Desantis announced that 80 state parks will also reopen. But this is only phase 1. So schools are still closed, bars, jim, hair salons are also closed. But as the state looks at phase 2 and trying to get to phase 2, Governor Ron Desantis is mentioning that facts will be very important and testing will be a focus. For example, he is allowing pharmacists to administer covid19 tests, so very soon here in the state of florida, were going to see covid19 tests being administered at cvs, at walmart, at walgreens. Also he has deployed a mobile unit to try to test people at nursing homes. Finally, jim, antibody testing. The state of florida has been waiting for these tests for weeks, and finally over the weekend, Governor Ron Desantis announcing that the state just received 200,000 antibody tests. Were expecting those tests to be administered throughout the state at some point this week. Jim . Rosa flores in florida, thanks very much. Now to california where two counties in the northern part state of the, uba and sutter counties, are defying Governor Desantis stayathome order, today opening restaurants, salons and gyms. The Fourth District supervisor for uba county, thank you for taking some time this morning. I know that officials across the country have tough decisions to make. There are Enormous Economic consequences here, but there are also the health risks. If you see an uptick in cases after relaxing these restrictions, will you take responsibility for any uptick in cases . So it isnt just the uptick in cases that we are going to be monitoring hereuba and sutter. The key we will be watching is hospitalizations, and the reason were watching those is were increasing our testing capability starting today, so we fully expect an increase in cases with an increase in testing. But we are hopeful we will not see a large increase in hospitalizations. Okay. If you do, is that on you, in effect . So if we see a large increase in hospitalizations, we will certainly look to go the other direction. We do not want to overwhelm our Health Care System here. Currently we have plenty of capacity. We have Surge Capacity set up. But if that appears to becoming an issue, we will go back the other direction. I see. So in effect youre setting up a system here where you ratchet up and down the restrictions based on the level of hospitalizations you see. Absolutely. Its science based, based on conditions here locally. Were really taking an approach of what is the risk of various business and activities to covid19 spread, and to determine that, our Health Officer looked and used a study from Johns Hopkins that stes essentially looked at both the amount of people that you would be in contact with in that activity and that business as well as the proximity of those individuals and the so the duration and the proximity and the amount of people. Understood. Looking forward, the real question here is do folks respond, right . Do people, as these businesses open in the county say, i am comfortable. I have this option but i am comfortable. What response are you seeing on the ground there as you begin to relax these restrictions . So i think some individuals are very excited about the relaxed restrictions and others are not. And those individuals are welcome to continue to stay home. Were certainly wanting our highrisk individuals to stay home, and those who do choose to go out, practice social distancing. That will be critical to the success of the reopening. Are individuals in the business taking personal responsible for their actions and assuring they maintain social distancing at all times, as well as when that may not be possible, to wear a mask. This morning pressure is mounting on michigans democratic governor to ease restrictions in that state, but Gretchen Whitmer is refusing to back down. She slammed the racism of some demonstrators who gathered outside the State Capitol last week. The confederate flags and nooses, the swastikas, the behavior that youve seen in all of the clips is not representative of who we are in michigan. And the fact of the matter is, i mean, were in a global pandemic. This isnt something we just negotiate ourselves out of, and its a political matter. Whether you agree with me or not, im working to protect your life if you live in the state of michigan. Im going to continue to do my job regardless of what tweets come out or what polls come out or what people think makes sense. Well, detroit mayor mike duggan, also a democrat, joins me now. Mayor, always good to have you on this program. During a press conference last week, you said that the coronavirus outbreak in your city appears to be, quote, strongly on the decline. Today the first wave of detroit city workers are beginning to go back under some restrictions for safety. I wonder, is your city, in your view, ready to relax some of these restrictions . Well, three weeks ago we were slammed. We were losing 40 or 50 residents a day from our desks. Our hospitals were overwhelmed, gurneys in the hallway. But the social distancing in detroit is to dom pcom come rep hospitalizations have dropped dramatically. We have road crews and construction crews. Before they can come back, they have testing coming in, social distancing, theyve got masks. Its the same protocols we put in our police department, our Fire Department and our bus system, and we had dramatic positive effect in bringing down the infections in all of those operations. So were not bringing people back sitting next to each other in cubicles and desks. This state isnt ready for that. But we definitely believe we can bring people under these protocols for outdoor work back safely. Your governor, as you know, is under pressure to ease restrictions statewide. Here you are, youre a mayor, youre easing some restrictions as you get comfortable with it. Do you support the easing of restrictions in the state, either areas that have not had outbreaks as bad or where theyre seeing a decline in cases . I completely support what Governor Whitmer is doing and what im doing is consistent with her orders. For people around the country, this probably looks confusing. In michigan, there are 4 Million People in southeastern michigan and detroit and the suburbs. The coronavirus is spread throughout that 4 million. The rest of the state, there is a lot of farmland where theyve seen very little of covid19. So the protests youve seen in lansing are 100 miles away from here, and you dont have very many people in southeastern michigan. The protests dont have a direct impact on us, but people in detroit have been following the governors orders. I havent had to close parks, i havent had to make curfews because weve had great compliance. I think dr. Birx cited the city of detroit in particular for rapid containment efforts in the country. We are still going down, but we are only bringing people back to work under the strictest medical protocols. Every Health Official weve spoken to on this program has said to go back safely, to ease restrictions safely. You have to have broadbased testing and contact tracing. Michigan is averaging 40 tests per 1,000 people today, but it should be about four times where it is right now. I just wonder, are you getting ahead of the game here by opening up before you have that kind of testing across the board . So the city of detroit is testing 1,500 people a day. We lined up test kits, we lined up lab capacity, we have a massive thrivethrough test site at the fairgrounds. The contractors are going back to work today. Last week they all went through the test site. Those who were negative came back, those who are positive are being quarantined, but everyone here is being directed by our medical director, and in the city of detroit we are success fortunatelily testi successfully testing at a very high rate. Ive offered testing at every grocery store, every nursing home. They are all bringing their employees through the testing site and getting testing. 10 of the time they have covid19. This morning the coronavirus is forcing an historic change for the Supreme Court, the nine justices hearing oral arguments not in person but by teleconference. The phone hearings kicked off moments ago involving the travel site booking. Com. Arianne joins me from the courthouse. Its remarkable because were hearing the arguments and the questioning in realtime. Reporter right, its the first time that justices have had oral arguments by phone, but its also the first time that theyve let the public listen in. For years people had to wait in line for a coveted seat in that courtroom, and now everybody today can listen in and hear oral arguments. This is going to change the way the justices digest the case. Usually the roberts bench is a very hot bench with the justices asking a lot of questions, and today theyre going one by one, justice by justice. I also talked to a lot of attorneys who were nervous coming in, jim, because they said they have kids at home, dogs, theyre worried about technological glitches, but theyre also worried about not being able to look the justice in the eye to get a reaction. We have had the start of one of the cases today. Chief Justice John Roberts asked the first question. Even Justice Clarence thomas piped in. He doesnt usually ask questions during oral arguments. More than a month later, finally the fda is correcting what they did back in march. In march, trump very proudly bragged about how he was going to make everything easier. He was going to change regulations to make everything easier. He blamed barack obama for making things difficult, and what he did was he allowed people to market, to put on the market antibody tests that had not been proven. They didnt have to show they actually worked, you could just put it out there on the market. You did not have to show that it worked. What ended up happening was you had all these tests out there that didnt work. So now theyre going back to the way it was under obama and other president s, and theyre saying, hey, you need to show that it works. This is so simple, it is so obvious, so not only did they make this change in the first place, but it has been nearly a month that people have been complaining. And finally they are making this change. Okay. Timeline on a vaccine. The president has said he thinks it could be ready by the end of the year, his Health Experts say january at the earliest. I spoke to the head of the Harvard Public Health institute who said, listen, next year if everything works out perfectly. Whats the reality here . The reality is that, a, we dont know if a vaccine is even going to work against the novel coronavirus. And b, we dont know how long its going to be. Back in january, dr. Tony fauci said 12 to 18 months. So he is now saying, yeah, its possible, as i said back in january of this year, 12 to 18 months. So is january of next year possible . Sure. But hes giving no guarantees, dr. Deborah birx is giving no guarantees. Well just have to live with this uncertainty. Is it possible well have a vaccine in january . Sure, its possible. Is it possible well also be working towards that goal . That is also possible. Elizabeth cohen, thank you very much. Lets bring in james phillips. He is a physician and physician professor at the university of washington hospital. Doctor, its great to have you. Good morning. A lot of folks are riding on a vaccine because folks want to go back to normal but they want to do so safely. It surprised me somewhat when i spoke to the head of the Harvard Public Health institute in the last hour that, listen, this would actually be the first workable vaccine for a coronavirus. Explain what a breakthrough that would be. Yeah, hes right. So, you know, when sars and mers, two of the previous coronaviruses outside the typical flu viruses, emerged, the vaccine was started but it never went into production. So we never had a vaccine that made it to any widespread use. Its efficacy is somewhat in doubt. I think the fastest vaccine thats ever come to market back in the 60s was four years and that was for mumps. So in order for us to have a vaccine even in that 18month time period would require everything to go right, from a safety standpoint and a production standpoint. However, the key term that dr. Birx used whenever she talked about the potential for a january timeline, the two words, on paper. On paper is so different than real life. While i appreciate her being as optimistic as possible, im not certain how realistic it is based on history. How much time do you need to establish that a vaccine works . You would have to put it through trials, test it on people, and i know some trials are already underway, but how long and how many people do you typically have to put Something Like this through so you have confidence that it protects the population . It depends. And there are several variables there. So before we get to distribution to a wide portion of the population, were typically talking about three phases that a vaccine would go through. Right now seven or eight of those are in phase 1, which are the safety trials. You know, were giving this vaccine, this medicine, to healthy people. So first and foremost, we want to make sure were not causing injury or illness to these folks, especially in an era where 1 to 3 of americans refuse to vaccinate their kids when only 40 of the population is getting a seasonal flu vaccine. We want to do everything we can to encourage them that what were doing is safe. Once weve established that safety with hundreds, maybe a thousand people, theyll go into phase 2, which is where theyre really trying to determine whether or not this virus will elicit immunogenicity to determine if its really going to protect you. Some people get the placebo, some get the vaccine. If that proves efficacy and proves further safety, you go on to phase 3 where youre going into a thousand people. You test it in a broad population like you would in real life if the vaccine goes forward. You want to watch those patients to make sure they dont develop problems. So the white house says it has now identified 14 different potential vaccines to focus on. How do they do that . And is that the job of the administration to do that . Is that helpful to help sort of target resources to get this going . Well, i think in a unique situation like this, i think it is imperative that the federal government, the private companies who are developing these vaccines as well as very important philanthropic organizations like the Gates Foundation and others do what they can from a financial standpoint to push things forward. 90 of vaccines that are ever candidates fail. And often thats because of the financial aspects of going into a phase 2 and phase 3 trial. I support any financial considerations that can be given there, and there certainly needs to be guidelines. Theyre choosing those vaccines on what is being seen in animal models early on, whether its monkeys or ferrets or mice, whatever model theyre using there. Thats where the hope comes from. As dr. Birx said, there are a number of different types of vaccines, whether youre using live virus, injured virus, virus corpses or others, so a lot of those things will have to be part of a generalized approach to the problem. Final question before i go off of vaccines, but the treatments for people who become infected, remdesivir is getting a lot of attention. And after some initial questions about it, there does seem to be some evidence that it shortens the recovery time. How important is that to treating people who get infected . It remains to be seen. So i think the way to sort of explain this to folks is something that were more used to hearing about, which is t ara tamiflu which is one of the other medicines we use for the flu. It doesnt cure the flu but it may shorten how bad you feel. Remdesivir, in these very early trials, are showing it may shorten your time in the hospital. But its not showing, in the data weve seen, to reduce your likelihood of death, which is the ultimate end point we all want to get to. So while these are tools to help save lives uncertain, its not a panacea, its not a magic bullet, and because its in i. V. The president put together his own team to kind of track this, and kevin hassett, the chairman of economic advisers, of course, someone with no experience in infectious diseases, was chose tchosen to guide it. Why him . Hes been arguing the gdp, double digit unemployment for a number of months. So he put together a kind of metric model that has shown a rosier picture of deaths for some time. That has been looked upon by some white house advisers as a way to speed the reopening of the government. Theres a number of folks in the white house who have really wanted to reopen soon and have said they dont think the death toll was going to be as bad as the imhe and the other models we have been accustomed to. So this is about the economy . You talk about how the election features large in this, and the president s thoughts about november and where he needs the economy to be to boost his chances of reelection. Well, thats right. The president saw his greatest asset in the economy, and he wanted to run his campaign on his economic accomplishments. Now you look at the gdp and unemployment rising, jobless numbers growing. You have a lot of grim indicators, and you have advisers saying theyre only going to get worse. On a recent call with different conservative groups, ken pucinelli said, the numbers are going to be stunning coming out in the next couple months. So the president is trying to begin the reopening of the economy because they are fearful if they dont, then they will not have good numbers by november. They will have no turnaround by november. Is that judgment movable if and as we watch the death toll rise here . Were at 67,000. The president had just a couple weeks ago said that might be the top end of death, now hes saying 100,000. And deborah birx repeated this weekend that their average range from the Health Experts is 240,000. Does your white house opinion view change as it sees the death toll increase . Well, a lot of it will be what the states position is, jim. The white house can put out guidelines, it can urge states, it can tweet states, it can put things out to liberate states. But if deaths are surging in the states, you see new york city saying were essentially going to be shut down this summer. You have some states like georgia and oklahoma and other places reopening. You have a lot of states who just arent willing to do it. One of the things that some in the white house are fearful of is that we start reopening in the country, and then theres a spike of cases and you have to close down and start again, and that would be a worst Case Scenario for them. Pressure is mounting on russian president Vladimir Putin as russia becomes the latest hot spot. We have reporters around the world. Lets begin with matthew in russia. Matthew, russia initially downplayed this. Vladimir putin downplayed it as an issue. Now its becoming a problem, and can we believe the numbers coming out of russia . Reporter right. Just a couple weeks ago, Vladimir Putin went on state television to say, dont worry, ive got this situation under control. But the situation is far from in control. At the moment were seeing a daily amount of people infected with the virus rising in the past couple dies. Its now risen to 145,000 people who are confirmed with the virus. There is a lot of skepticism around those numbers. It is just the tip of the iceberg. Even the mayor of moscow said a couple days ago that he believes that 2 of the population of moscow, which is a city of more than 10 Million People, may have the virus. That would be 250,000 people, he estimates, have the virus just in moscow alone. Yes, the death toll has been pretty low, suspiciously low, some might say. 1300 people in the country, over 140 Million People, unfortunately, have died in the United States. Its a bigger country, but even so. There is a huge potential upside for those death figures and those infection figures to rise in the days ahead as the picture becomes more clear in russia. Its thoohard to hide those numbers as people pass away. Lets go to nick in greece. There are been early social restrictions and thats been reflected in the overall numbers. Reporter yes, its pretty stark when you look at it. The Prime Minister here before anyone died through coronavirus have been putting a hard, tough lockdown in place very quickly. So far across the whole of the pandemic in greece, you got about 17 Million People living here. Theyve had 145 people so far die from the virus and about 2600 infected. Those numbers alone are quite staggering. Some major cities around the world have numbers like that on a daily basis. What weve also found when weve been here talking with the Prime Minister, he feels like they got it right. They didnt get everything right but so far it looks good and the big challenge is opening up the economy going forward. Tourism is part of that, 20 fortunate econoof the economy. Theyre taking baby steps and hope to have tourism by july. In athens, a hospital that handles covid19, theyre only using about onefifth of their icu beds. Yeah, theyve got some critical cases in there, but the hospitals are not overwhelmed. I spoke to one of the leading doctors there who told me that amazingly not a single doctor or single nurse in the hospital has contracted the virus. The answer to this when asked that question is because they werent overwhelmed because the government acted quickly, but because they had enough ppe, plenty to go around, was the message from the hospital. I think there are lessons to be learned, and the Prime Minister here says he is looking to learn lessons from around the world, but it looks like greece, on the face of it so far at least, has done some things right. Reporter sure, jim. Were on the island in the mediterranean right now. It only had seven cases of the coronavirus, but it still had to lockdown for seven months like the rest of the country. Because it has so few cases, its sort of skipping a step and reopening a week before the rest of the country. That means churches are allowed to open at onethird capacity. Stores are allowed to open without an appointment, and it means restaurants and bar terraces can open. This is a scene about as close to normal life before the coronavirus that weve seen here in a very long time, but the reality is that things are not normal, not by any stretch. Even to get to this island from abetha on the ferry, we had to get a coronavirus test. We had to have our finger pricked, our blood taken, to figure out whether or not we were positive for the virus.
