It is led by democrats and republicans who are making these decisions. Reporter hi, jim, it is happening. 31 states across the country. The concern comes that it is essentially a patch work of different rules, regulations, guidelines, that are being established in each of the states. So there is a little bit of confusion and even within those states, take texas, you have a couple of different cities and counties where either businesses or local officials are going rogue in some sort of way. Theyre not happy with the speed of the reopening and trying to get ahead of things, but this is happening and the easing of the federal guidelines is happening in more than half of the states across the country. Those include those guidelines of staying working from home, what elderly people should be doing, travel restrictions, those sorts of things, that is what is unfolding here across the country. Here in texas, the stay at home orders set to expire after today, which means starting tomorrow, places like where were at here, trinity grove, a complex of restaurants just west of yun todowntown dallas, many businesses planning to reopen. At 25 capacity. What that means and what business will look like is still unclear at this point. Anecdotally we kind of heard a wide array of opinions on how all of this was going to unfold. Some businesses choosing not to reopen, saying that the cost of doing business isnt worth the risk of infecting employees or customers and that sort of thing. So a great deal of concern about how all of this is going to unfold in the coming days. Poppy . Ed, thank you very much. Well watch that really closely. Also this morning, California Governor Gavin Newsom expected to order the shutdown of all states and beaches. All state beaches and parks there. Stephanie elam is with us. We were talking to you just yesterday and showing that video of very crowded beaches, like Huntington Beach and new port that really upset the governor for safety reasons. Now hes closing them . Reporter yeah, he was very clear about this. This is not really a shock here at this point, poppy. Governor gavin newsom was not thrilled to see all of the beachgoers, thousands of them, that were flocking to the beach as we hit a heat wave here in southern california. We saw in Ventura County and also Orange County where they were allowed to go to beaches that thousands of people turned out. Just as recently as tuesday one city council, new port city beach council, voting to keep their beaches open, saying they would enforce strict isolation guidelines. The governor is supposed to mention this today, what his plan is, we know a memo was sent out to the Police Agencies up and down state, to tell them to prepare for this guideline of keeping the beaches closed because as the governor has said, these viruses, this virus in particular is highly contagious and it does not take weekends off. And just really wanting to make sure that this is one thing that they wanted to do, it is get the beaches closed so people dont continue to come out here on the weekend. Jim . Almost a daily battle, it seems, stephanie elaelam, thanku very much. Governor desantis will reopen much of the state on monday. Rosa flores is in miami. An allegation here that those numbers have been suppressed somehow . What are the facts . Reporter you know, jim, we have been unpacking some of this reporting, taking a look at the details. The reporting is by the tampa bay times, and what reporters there did is they looked at a covid19 death toll and compared the death toll reported by the Florida Department of health, and also the death toll reported by the medical Examiners Commission and those reporters found the mes reporting a death toll that was 10 higher at that point in time. And then the paper went back and asked the me commission for that data again and, according to the newspaper, at that point in time, the me Commission Said the Florida Department of health had, quote, intervened. So we went to the source. We went to the medical Examiners Commission asking them for an explanation. They did not respond to our phone calls, emails or texts. We went to the Florida Department of health. They did respond and heres what they said about the intervening with the distribution of this information. They said, quote, the Florida Department of health has spoken with council for medical examiners to explain concerns on disclosing personal identifiable information. When if come when it comes to the 10 discrepancy, they said theyre following cdc guidelines, they said the following, per cdc people are listed according to their place of residence, this ensures that cases are not inadvertently listed twice. Turns out medical examiners that are based by county report deaths based on jurisdiction and they report residents and also nonresident deaths. The Florida Department of health only reports resident deaths. We asked the Florida Department of health the obvious question. If youre not reporting nonresident deaths, will you release those deaths to cnn . And they indeed did do that, poppy. They sent us an email with 43 cases, a list of people from out of state and out of the country who have died here in florida that are covid19 related. And, of course, we continue to take on this story to figure out more about what the cdc actually requires states to do and that sort of thing so we continue digging, poppy. Rosa, thank you for doing that digging and all that information this morning. Here in new york, a gruesome discovery, up to 60 bodies found in four trucks outside of a brooklyn funeral home. A Law Enforcement official tells cnn they were tipped off, there were fluids dripping from the trucks. Lets go to Shimon Prokupecz who joins us again this morning. What happened . Were these actual refrigerated trucks meant for bodies that the morgue didnt have room for or Something Else . Reporter they were not. What happened here is that funeral director in brooklyn, this location, took possession of these bodies, the families paid him money to take these bodies and he just became overwhelmed, were told, with the number of bodies that he kept receiving. And instead of getting refrigerated truck, he put them in uhaul box trucks, they were stacked in these trucks, there was no refrigeration and with time as you can imagine the stench, the smell of decaying bodies overwhelmed the neighborhood. And folks there, residents of that neighborhood called police to complain they say they saw fluid leaking out of the truck and when police and state officials got there yesterday, they made the discovery, it is really just an awful situation and just another sign, poppy and jim, of how overwhelmed components, parts of this city, Funeral Homes, hospitals, have become overwhelmed with the number of cases, with the number of deaths and now a sad sign, were seeing this at Funeral Homes of who have to deal with a lot of these bodies becoming overwhelmed and just dont have the resources and the means to deal with it. Goodness. Those poor families, what a nightmare for them. Shimon prokupecz, thank you very much. Were getting more information on treatments, possible treatments this morning. Yeah. Thats right. Some signs of hope. Lets get to cnn medical correspondent, senior medical component elizabeth cohen. There is new data on remdesivir, our viewers heard you talking about it with us every day for the past few weeks, it is not a cure. So why is it promising in terms of treatment . It is clearly not a cure. Lets talk about what it is not before we talk about what it is. For example with the hiv, there is a drug cocktail that came out for those of us who remember this in the early 90s, that was a game changer. That completely changed everything. That is not what this is. This is a drug that seems to make people recover more quickly, which is important, but doesnt necessarily mean that it is saving lives. So lets take a look at this drug called remdesivir, if you never heard of it, it is becauses it not actubecause s it is not actually on the market. It was developed for ebola, it didnt work very well for ebola and it hasnt been on the market for anything, just used experimentally. Dr. Anthony fauci announced the results of a large study, over a thousand people, large by covid standards in the United States and other countries as well, and they found those who took a placebo took 15 days to recover. Those who took remdesivir took 11 days to recover. Now, i know a lot for a lot of people including me i first saw that, you think four days, does that make such a big difference . It does make a difference for two reasons. One, it is always better to be sick for fewer days, of course, anybody knows that. In addition, if you can spend four fewer days in the hospital, thats a good thing. Hospitals are great places they save our lives, they also can give you infections, all sorts of bad things can happen in hospitals if you spend four fewer days, thats a good thing. Perhaps most importantly it is a proof of concept that this antiviral mechanism works. And since it works, maybe there are other similar things that can work as well. Elizabeth, Trump Administration is calling it operation warped speed for a vacci vaccine. Dr. Fauci said the timeline for this, the likely one still at the earliest january next year. What is actually happening here and is there any evidence that the timeline for a workable vaccine is moving up . So operation warped speed is really just a catchy name to put on what they have been doing all this time. Ever since january and i remember talking to dr. Fauci at that time and others, they said it is full speed ahead and they have moved at lightning speed to try to get a vaccine. Lets take a listen to something that dr. Fauci said recently. We want to go quickly, but want to make sure it is safe and it is effective. I think that is doable. Thats a big things fall in the right place. Right, so a lot of things have to happen correctly. We have to have enough people to give this vaccine to, we have to have enough virus circulating that we can see if it actually works. The timeline that is being talked about here is by the end of the year. That would be 12 months from when dr. Fauci originally said this in january. In january he said the timeline for getting a vaccine available to everyone is 12 to 18 months, this puts it at the early end of his timeline. Okay, elizabeth, all we can do is hope that those early predictions are correct. We appreciate you. Well, despite what experts are saying, unanimously. President trump is now downplaying the need for widespread blanket testing as more states look to reopen. Have a listen. We have done incredible with testing and youll see over the next coming weeks, mike, you may want to speak about that a little bit, over the next coming weeks, youll see some astonishing numbers. I dont know that all of that is even necessary. With us now, Infectious Disease specialist dr. Ken sepowitz. When you hear the president saying that, and, know, the mayor of los angeles at the same time saying theyre providing coronavirus testing for all residents with and without symptoms, what do you know from the data needs to be done in terms of testing to have a safe return to somewhat normalcy . Yes, the only thing we know and some days it feels like we dont know so much, but the only thing that we know works is testing. And the reason it works is it allows us to move intelligently, and quarantine as necessary, assure as necessary, and handle the Public Health dimensions of this. Interesti interestingly, when the Vice President was at mayo and famously opted not to wear a mask, in his press conference afterwards he bragged that he, the Vice President , was tested regularly. And therefore knew he didnt have corona and the people around him are tested routinely. So there is no question that at least Vice President pence is very aware of the value of testing. It is a little bit like the old let them eat cake in terms of the attitude, i fear, except it is i want to eat the cake and you guys dont even get the cake. It is very peculiar. They do recognize the need, just not for us. Let me ask a question about just how much we know. Dr. Michael osterhome wrote in the New York Times today while testing is important, the tests, of course, are not full proof. He cited a Cleveland Clinic study that found that the main test being used has about a 15 false negative rate, that being key because it says you havent been infected when you may have been exposed. I wonder, given the holes and im not saying testing is important, it is, and it seems to be the best weapon you have here, given the holes, what does that tell us about decisions that Public Health officials will be making, right . You make a test and say, hey, youre safe, but not really safe, so how do you balance that information . Yeah. We have the tests that we have. We always wish they were better. We are able to make decisions based on pretty good data. I think if you look at south korea, which we invoke all the time, recent study held a controlled outbreak in a commercial building, you know, this is doable. No test is perfect, to say we shouldnt embrace testing as our primary strategy is misguided, we have what we have, it is good, it is not perfect. Similar to remdesivir, it is adequate as a mediocre treatment, it is not a game changer. Right. If we could talk about children for a moment, because the w. H. O. , the World Health Organization this morning, out with a more in depth look at why it is that some children as young as 5 and younger are getting this rare inflammatory kawasaki disease that emerges as a possible complication from covid19. And youve seen it happen in several children, and im wondering how alarming that is to you and what parents need to know to look out for. I understand there is swelling of feet and hands and rashes. What do they need to look for right now . Swelling in feet and rashes. And fever. Kawasaki has been around for a while. It always has been mysterious, we always thought it was triggered, the syndrome became evident after what may have been coronavirus routine infection. It is out there. We know how to diagnose it. It has good treatment. It has curative treatment. So i think awareness as ever is the first, second and third issue here. And that is part of the reason why the president was in such a bad mood last week and with what in part led him to berate his Campaign Manager on friday evening. Im told according to three sources familiar with the matter that the president berated parscale for his slide in the polls and even threatened to sue him, though as you noted, it is not clear what the president would sue his Campaign Manager over, or how serious he was about that threat. But two days before that incident, the president was briefed by his Political Team including parscale and the rnc chairwoman and they presented him internal polling showing the president is losing against joe biden currently in some of the key battleground states. Part of that polling, the briefing they gave him on the polling was to try to convince the president to begin to scale back those daily combative news conferences and some of the internal polling that they showed him was to show him that some of those key swing voters are really turned off by the president S Performance at those briefings. And so that is also kind of underscoring all this and the president s anger at his Campaign Manager because it came on friday evening after he had spent the day really steeped in the criticism he faced for saying that a briefing the day before that americans should perhaps ingest disinfectant in order to cure themselves of the coronavirus. That really exacerbated those concerns from aides about the president s news conferences. And it also really underscores the message from the president s own political advisers. One republican close to the white house telling me that the president s bad mood last week and his outburst at parscale was in part because he recognized, the president recognized that he had messed up at the briefings, but was looking for somebody else to blame. And, john, jim, thats a great question about the what is the internal polling showing, right . In terms of polling we all see, john harwood, talk about the battleground state numbers. And why they may be disappointing to say the least to the president. Poppy, first of all, let me just say, i covered president ial politics a long time. And a candidate threatening to sue his Campaign Manager because his poll numbers are bad is one ive never, ever heard before. And it is pretty plain that the difficulties that President Trump has are the result of his own behavior and performance, not the quality of his survey research. But, look, President Trump won in 2016, while losing the popular vote, with narrow victories in key electoral battlegrounds. If you look at some of the battlegrounds now, hes not on track to win those narrowly or otherwise. Take a look at michigan, for example, one of the three midwestern battlegrounds, one where hes been fighting with gretchen whitmer, down by 8 Percentage Points here. Go to pennsylvania, these are fox news polls, by the way, to pennsylvania, also down by 8 Percentage Points. And then to florida, where hes been closely aligned with ron desantis, the florida governor, but desantis has gotten some criticism for sticking close to trump. There you have biden ahead by 4 Percentage Points. If joe biden wins those three states, hes going to be president. But he doesnt have to win all three of them because in other battlegrounds like arizona, and wisconsin, he also has leads, though his lead in wisconsin is narrow. Of the six maj battleground states, joe biden is ahead and a virtual tie. Right now joe biden is the clear favorite for november and joe biden is the underdog. Several months to try to change that. The government promised that it will make these people whole through Unemployment Benefits and extra 600 a week from the federal government in Unemployment Benefits for the first four months of joblessness. But it has been slow to get to people and just the frustration and anxiety is palpable. Christine romans, Federal Reserve chairman Jerome Powell chooses every word he says very carefully and yesterday he did not mince words. He said this is the worst economy ever, so i mean, yes, it is man made in a sense, we stopped the economy because of this virus, but to hear him say that, it is striking. He used the word heart breaking too, thats the right tone for the fed chief. He talked about all of these millions of people out of work, almost as Public Servants really that theyre doing this for the betterment of society and, you know, theyre doing their role in fighting the coronavirus. He did not sound quite as optimistic about a big bounceback right away, like the president has been saying, vshaped recovery in the third quarter. He said the fed will do everything it can to support the economy, to support the recovery. And they have done all of these things, like main Street Lending programs that they havent done before. Before you go, what struck me and just what was so sad out of his remarks also is that he noted that unemployment shot higher, much higher among minorities, much more quickly than among white americans. It shows a structural inequality in the american job market, in the american economy. And after ten years of expansion so quickly to see things unravel and that structural inequality to come back so quickly, he was talking about the hard won gains for people who are the first ones to be, you know, to be sacrificed really in this pandemic. Yeah, they were already facing head winds prior to this from the trade war and elsewhere. An iowa cattle barn running for 40 years is allowed to stay open, but the demand is not there. I think people will start coming back and theyll set out maybe outside, thats what i would be more comfortable with. Now, Governor Reynolds here in iowa is one of few who have told people out of work and getting Unemployment Benefits if they dont return to work, they risk losing those benefits, but it may not matter because a lot of businesses we spoke to say were not going to rush in, were not going to be pulling our employees back, were just not sure that how quickly the economy is going to pick up and whether it is here or in wisconsin, there is great uncertainty that for months this is probably going to go on and theyre not going to see a very fast, vshaped recovery that the white house and others seem to be hoping for. And i think, actually, this will prolong the crisis in this country because were not sufficiently organized or focused on what needs doing. You probably heard cnns reporting, multiple sources telling us that the president lashed out at his own Campaign Manager yesterday when faced with internal polling showing him behind joe biden in november. That said, his Approval Rating hasnt moved much from a range its been in for months. Were six months from the election, but as you watch this, do you see the outbreak fundamentally changing the outbreak in november . So much depends on where we are then and which direction the arrows are pointing. So when americans get up in september and october, is there a sense that things are improving or is there a sense that things are worsening . Crises can help the leader at the time if, and its a big if, people value and respect the leadership and say, this individual is dealing well with this terrible problem. Thats why wartime leaders do well. But if just the opposite happens and people lose confidence in the leadership, it goes the other way. It all depends. You know this as well, president bushs improvement rating shot up enormously after 9 11. I want to ask about china because the administration deliberately focusing attention on chinas role in this, but this caught our attention. The New York Times reporting that Senior Administration officials are pushing spy agencies to find intelligence linking the outbreak of this to that chinese Bioweapons Lab in wuhan. What is the danger of tasking intelligence agencies to find intelligence that may fit your narrative . Well, its a thin line, fine line. On one hand, its legitimate to make something a priority. On the other hand, if you make it too focused, then if you got a hammer, everything looks like a nail. Its a little bit like a doctor who is looking for certain symptoms because he has a hypothesis on why the patient is ill. And its called confirmation bias. You have to be really careful that you dont politicize intelligence here. And thats been an issue, has it not, in this administration where, for instance, widely corroborated intelligence, for instance, on russian interference in the election, President Trump downplays that, or intelligence that north korea is building, not shrinking its nuclear program, downplays that. But my focus on other intelligence that supports his view. From day one this administration has had a very uneven relationship with the intelligence committee. Lets just take a step back here. Just say its true that this disease escaped from this Chinese Government lab. It doesnt change where we in the world are dealing with, the Public Health and the economic challenges are there. I actually do think if it were to be shown there was a chinese cov coverup here about the lab, it would cause major problems for chineses coverup and for chinese leadership. And obviously the relationship between the u. S. And china. I want to ask about north korea as well. The leader has not been seen for a number of weeks now. There was notable comments from secretary of state mike pompeo yesterday, and im quoting him, the mission is the same regardless of what transpires inside north korea. You have officials acknowledging theyre watching the situation very closely. North korea is the blackest of black boxes for intelligence foreign services. But based on your experience, what does his absence indicate to you . Its so out of the normal, there is no way that an authoritarian dictator like this just disappears because he needs to demonstrate hes in charge of the country. It suggests some type of political ailment or physical ailment or both. So whether hes dead, in a coma, has the virus, i have no idea. But this is not hes not on a vacation. Hes not simply taking a break. Again, its either my guess is its a physical problem, and the question is whether its temporary or permanent, in which case then there is all sorts of questions about how this then plays out or unfolds.
