More states to begin retracing their own timelines. At the same time, more states also moving towards the opposite direction, reopening, but is it with or without the president s support . Last night the president said that the georgia governors plan to open up businesses starting friday is just too soon. Were learning members of his task force had to convince him to change his view on that. All right, first, lets get more on this study, Elizabeth Cohen is with us. I thought we couldnt get more sort of jaw dropping than the headlines yesterday. And this is far beyond that. Right. Absolutely. And this is, i think this is this is something that we need to remember. This is something that many of us were asking folks, federal officials very early on, hey, is it possible that this is spreading more than what we think . I know i talked to one very prominent federal official and he said, no, i dont think thats the case. But lets take a look at this. Lets take a look at what the New York Times found when it spoke to modelers at northeastern university. They thought that there were maybe 20 something cases in the entire country, around march 1st. What they found is in boston alone there might have been 2300 cases in seattle also 2300 cases, in chicago, 3300, san francisco, 9300, new york, 10,700. In other words, the cdc and other federal officials did not recognize that it was already spreading, if this modeling is correct. Elizabeth, can i ask you something, because i just im trying to get my head around how they can know that from modeling without testing, right . I was i was really sick with this cough that was and jim can attest to it, unlike anything i had before, for a month, but i didnt have a fever and i tested negative for the flu. The question is not about me, but more broadly, is it people that reported symptoms like that or is it a model or what how do they know basically without those tests . So, you know what, im going to answer your question by talking about you first and people like you because i heard this from other people as well. I know people like you, and i ask federal Health Officials how do we know this isnt covid because were not testing these people, and the ans awer i got was, dont worry, were confident that if this person hasnt been to wuhan china, they dont have covid. And i really pushed them and they were so confident and i think maybe it was kind of hubris, maybe it was this overconfidence. As far as the modeling goes, the modeling does not rely on symptoms or anything like that. The modeling relies 100 on just educated guesses. Theyre looking at data, theyre looking at, gee, how many cases do we have in boston at this state, lets look backwards what does it mean. Modelers will tell you their information, their results by definition are incorrect, but theyre educated guesses. Yeah. There is also data is there not because in california you do have tissue sample from someone who died in early february that is now tested positive for it, post mortem. So in addition to the models, you have datas that are indicated. It is remarkable how this might change the understanding. For sure. Elizabeth what we need to do is we need to put together that data with the modeling. You might have a different picture of what was going on in february and march than what we have been thinking. Building the plane as youre flying it, it is all they can do at this point. Thanks so much. Lets talk about all of these developments, dr. Rob davison is an er doctor working with patients. I want to highlight this, in rural communities, you are an er doctor in a very small hospital in michigan. And the word for it is a critical access hospital. Were going to get to your challenges in a moment, but could you just react to the headline that were reporting from Elizabeth Cohen . I think it underscores how little we still know about this virus and how little we knew about it at the beginning. And truly what a critical failure it was for the entire month of february not having the testing ramping up to the point where just less than a week ago i was able to Start Testing everybody with symptoms in my rural hospital and really across michigan. You know, the less we know, i think the less hubris we should come at this with even now, the governor of georgia and everyone is trying to reopen so quickly. I think we need to take a deep breath and learn as much as we can and get as much data as we can to do this right. Im glad you finally are able to test everyone. We heard the governor of michigan just a fu dew days ago saying she didnt have enough of the agents and swabs. At night sometimes youre the only doctor there, there is you and there is one respiratory specialist and thats it. Right. It is me, my nurses, im an emergency doctor, we have plans in place to have extra staff perhaps, but, again, it is a very small community. It is a very rural county. People are old, people tend to have less likely to have insurance, lower income and so certainly if this virus comes tearing through our community with our hospital, with, just a handful of ventilators and icu beds, it could very quickly become a major crisis. One very scary finding out of the Biggest Health system here in new york, and i wonder if youre seeing it, is what theyre calling unprecedented blood clotting. Some of what is leading to strokes in very young people, in their 30s, 40s and 50s. Even people that are asymptomatic. Jeffrey lawrence, hematologist, said the number of clotting problems in the icu related to corvid is unprecedented. Are you seeing that . We have the advantage of being in my neck of the woods we havent hit our peak yet. I know doctors, myself included around here, are learning from our colleagues who have kind of weathered this storm of the initial wave. And absolutely, it is just adding to the battery of tests that were ordering on a lot of these folks really early up front so we can stay on top of it. Part of the critical blood shortage, people needing clotting factors and other products from blood donations, why we should encourage people to donate blood. The concern is so acute among some doctors, some are raising the controversial potential of giving preventative blood thinners to everyone with covid19. Let me ask you one final question you brought up ventilators, again, a study out of the Biggest Healthcare system here in new york is has shown that the ventilators, those that go on the ventilators, granded many have preexisting conditions, but 80 of those with covid19 on ventilators died, about 20 of those on ventilators with covid19 did not. We know once it gets into the lungs, once you get viral pneumonia and get just really stiff lungs, theyre wet, theyre stiff and hard to ventilate, normally you breathe, it is a negative pressure, it is very gentle, when you have to use a ventilator when there is no other way to get oxygen, you have to blow air into peoples lungs and a lot of people are rethinking early ventilation and using other strategies, even maybe tolerating lower oxygen levels that we normally would never dream of doing in order to preserve these peoples lung function as long as we can. More states are moving now to reopen businesses despite guidance from experts encouraging people to stay at home, even guidance from the white house. Here is a look at states who will have some businesses reopen by the end of this week, among them, georgia, whose Governor Brian Kemp was criticized yesterday by President Trump for opening businesses like salons and bowling alleys early. Were learning the task force had something to do with that, jim acosta is getting this story for us and he joins us s us on phone. Did the president like what the governor is doing in georgia or not . He was giving signals that he agreed with governor kemps decision to reopen some businesses. What were hearing this morning, members of the Coronavirus Task force had to convince trump to change his view on georgia Governor Brian Kemps decision to reopen businesses in the state later this week. At a meeting just prior to last nights briefing, members of the task force were discussing the likelihood that some of the doctors on the panel like dr. Fauci, dr. Birx, would be asked by reporters about kemps controversial move to open up businesses and during that meeting, dr. Anthony fauci, others on the task force noted there would be a glaring inconsistency if the scientists were in the in agreement with trump on this georgia issue. At one point during the meeting, dr. Fauci said i cannot defend this publicly. Talking about georgias decision. And then members of the crew agreed it was necessary to try to change trumps mind on the subject. Member of the task force then asked dr. Deborah bicrx to try o convince mr. Trump during a more private meeting that she had with the president , just prior to the press conference, and to the relief of other members on the Task Force Trump went on to say he disagreed with scientis agreement with trump and the cdc director robert redfields interview in the Washington Post in which he warned of the difficulties of the second wave. That was something that couldnt be avoided. But it is remarkable that even during the Task Force Meeting before the briefing, there was this anxiety that they had to try to change President Trumps mind about what georgia is about to do. Jim acosta, quite a back and forth there. Thank you very much. One state that has already begun reopening some businesses is South Carolina. Were joined by myrtle beach mayor brenda bethune. Thank you for taking the time this morning. Good morning. So some nonessential businesses have now been allowed to reopen this week. You actually had a difference with the governor on some things, keeping beaches closed. Tell us, is it too soon for South Carolina to begin opening these businesses . Well, first, let me clarify, im not in agreement with the governor at all. The governor gave the local municipalities the authority to do what was right for them when he chose to open the beach accesses back up. And it is not too soon to begin the recovery, the reopening process, but it has to be done very carefully and methodically and thats exactly what were doing. We are working with a task force, a Business Recovery task force that involves local business leaders, our chamber of commerce, our Hospitality Association to develop a plan for reopening and for recovery because thats what we thrive on. This area thrives on hospitality and tourism, and we want to make sure we are as safe as possible so that we can welcome our visitors back at the right time. Let me ask you, you say youre consulting with the task force of businesses, et cetera. The white house has put out guidelines for when it is safe to reopen, and one of which is two weeks of a declining number of cases. Do you believe South Carolina should meet those guidelines before opening businesses . I think that we have to look at our individual communities and not the state as a whole. Because every community, every county is different. So thats the approach that were taking. Were looking at what is right for our area, our businesses, and we want to welcome our visitors back, but we want it to be safe when we do. But the thing about the county by county judgment, as you know as well as me, there arent walls between those counties. People travel back and forth between those counties. And a virus certainly knows no county borders. How does that work to open up a business in one county and, you know, not in another, when people can move back and forth so easily . Well, absolutely a concern, especially with the visitors coming here. And myrtle beach sees between 18 and 20 million visitors a year, so, of course, it is a concern, but our businesses cannot afford to stay closed longterm. They are hurting so badly right now. And that is exactly why we are taking this approach of a very well thought out plan, one that does include the businesses, and, you know, it just is not a cookie cutter approach. And we are all in unchartered territories with this virus and everyone is doing the very best that we know how to do. I understand the hurt to businesses and their employees, we speak to them on this broadcast every day. I think like most americans i know people in that category. But, if you reopen too soon, dont you put those same businesses and those same employees and customers at risk if theyre going back to work or opening up when the virus is still swirling around . And what do you do if the cases spike again . Thats absolutely a concern, especially for this area. And we are focusing on education, making sure that the businesses are going to be opening safely, giving them time to retrain their staff on what are the proper safety guidelines, cleaning guidelines, especially for our hotels and resorts. So it is a collaborative effort and it is something that is ongoing. And as i said, it will be done very carefully, and cautiously, and inclusive of the businesses themselves. On march 1st, new york city announced its first coronavirus case, but a stunning new report and modeling shows the number of unknown cases in new york city, that very same day, could have been above 10,000. How does the city, home to roughly 8. 4 million of us, trace where the virus has been to prevent spreading it further. Mayor bill de blasio is banking on new unprecedented Contact Tracing on a huge broad scale. With me now, to talk about that and a lot more of the work theyre doing now, were glad to have back deann criswell. I know youre seeing this modeling. What do you think when you see numbers like that, there may have been over 12,000 cases in this city alone, when everybody thought there was just one . I think that we always knew that there was going to be coronavirus or covid19 here in the city before we saw our first case. I think the numbers are pretty amazing. It will be interesting to read more about this study to see why they came up with that number. But i think as some of the things were seeing as we think it has been in the United States longer than the first case was reported. Lets talk about easing back in, and reopening parts of the economy when it happens. It is going to be much later here in new york city than in places like georgia, which is reopening in part tomorrow. But how is the Contact TracingProgram Going to work . I know you dont oversee it, it is massive and tristate, not just new york. Do you have a sense of how this would actually function . It is massive. We have a whole team here in new york city that is focused just on testing and Contact Tracing and it is going to work in coordination with how we open up the city. It has to be opened up very deliberately, in a very phased approach. So we can test those that we need to test and then isolate those that we need to isolate. Very similar to what we did in the very beginning when we were screening flights coming in from jfk, but now that we have more information, doing it on a much more deliberate and focused measure. Bloomberg philanthropy is giving over 10 million it try to do that because there is a lot of technology involved here in order to accurately trace all of someones contacts if they tested positive. What about Antibody Testing . Which is ramping up and does not guarantee full immunity. Is it essentially not safe for that person to ease back into Society Without a vaccine . I think there is still a lot of questions around the Antibody Testing and how accurate the tests that you are given is going to be. Again, the same team that we have here in the city that is focused on just general testing is also looking at the Antibody Testing, and they have been having calls daily with the cdc and the White House Task force to figure out how theyre going to implement that here in new york city. Okay, final question to you, and not to be too much looking back, but things in the past can inform what we do going forward, right . So i know you saw former cdc director Thomas Frieden said if new york city and new york state had adopted widespread social distancing measures even just two weeks earlier, that perhaps the number of deaths in our state might have been decreased by 50 to 80 . And when you look at the decisions to, for example, close the schools here, mayor de blasio and the governor of the schools were closed in new york city after 329 cases in midmarch, where as in san francisco, ohio, those schools were closed after just five cases. Thinking about going back next year, thinking about all of our children going back to school, and all of this, is there a lesson to be learned there and do you think lives could have been saved if new york city and new york state had made these moves even two weeks sooner . You know, i think there is going to be a lot of interesting looking at what we did and when we did it as far as how were going to propose moving forward with this. There is going to be a lot of Lessons Learned from all of the actions were taking. I think the important thing right now is that we have learned a lot already about how this virus is spreading and what it does to individuals and those that are at risk. And really taking those lessons and applying them to all of our next steps, which is why were taking a very deliberate and phased in approach to how we reopen the city. Michigan Governor Gretchen Whitmer says she may start loosening some restrictions while still extending the states overall stay at home orders. She says new data appeared to show a downward trend in new cases in michigan. That before nearly 1300 new cases were reported yesterday. She says reopening the state has to be done very carefully. So lets begin there with that question, you say that data you received in last week has shown you it is time to reevaluate the stay at home order. Where do you stand now, could you be ready to announce as soon as tomorrow reopening some businesses. I think it is important that as we are navigate iing this gl pandemic, something none of us anticipated or confronted that were continually assessing the data. Understanding what the testing is telling us. Understanding our testing capabilities. Making sure that our hospitals have the kind of ppe that they need. Being a novel virus, there is no vaccine, no cure, it is contagious, we have to get this right. I heard governors on both sides of the aisle say it is not like flipping a light switch, were not going back to precovid19 posture. We have to be strategic and thoughtful. And so every day were getting more data, every day were learning more about this virus. I have one of the most aggressive orders in the country and so to start to release maybe a few things that are, you know, pose very little risk, i think it is appropriate to keep doing that assessment and we may have announcements in the coming days. Give us an example of some of the few things you would feel comfortable with reopening under restrictions first. As were grading every part of our economy, were assessing risk. Asking questions like is it public facing, does the majority of the work happen indoors or outdoors, does it require more than one person using a set of instruments or machinery. All of these are these are three of many questions that were asking to assess risk in different sectors of our economy. Having one of the more aggressive measures in the country, were watching other states, so perhaps we can make some changes in the coming days, but i dont want to announce it on the show because it is not finalized but it is coming. Well be watching for that. Lets talk about the economic damage here. I dont have to remind you of this this is happening in states across the country, your state has been hit hard, 22 of workers now out of a job, and applying for unemployment insurance. Given that Health Experts expect subsequent waves of this in the fall, some the spring next year, i wonder if you and your state are preparing for longterm joblessness, for people who have who are now out of work. Well, from what we know is the worst thing we can do is to not be smart about reengaging and bring on a second wave of covid19. As hard as the second crisis is on us, we know that a second one would be absolutely devastating. And so thats why as we reengage, were going to be really smart about it. Also ill say we know that a lot of people are struggling. No question. Talked to Business Owners who spent a lifetime budding ingbu their Small Business and now theyre not sure theyre going to make it. It is heart wrenching. I talked to so many who lost a loved one to covid1covid19, ao go back to work. For the health of our business climate, for the health of our people, we got to get this right and be data driven, listen to the science, and be smart. Understood. On the question of politics, you say on the prospect of being the Vice President ial candidate under joe biden, in the fall, you would be willing and honored to serve. Given the challenges that michigan is still facing, with the outbreak, but also the economic damage from this, can michigan spare its governor if you were chosen and were out on the campaign trail instead of home, back home in the office doing the job of governor . Ill be very frank with you. The job that i want is the one that i have. I work for two years to become the governor of the state of michigan and while it has been challenging and there have been some tough days, there is no place i would rather be than right here in my home state, making decisions that are saving peoples lives. I think it is an honor of my lifetime to be here. I am honored to be included in a conversation about that, it is not something i were enlistig every support i can get in that fight. We cant have politics divide us now. We have to be united against this. If asked, will you turn down the job . I think joe biden would be a phenomenal president. I am a big fan of his. I am a big supporter of his. And im going to continue to support him in any way that i can be helpful. Final question, before we go, you recently canceled as you know a no bid state contract awarded to two firms linked to state and democratic consultants. Was awarding that contract a mistake . So my department of health and human services, theyre not political. They went with a firm that they thought were the best position to help in terms of the Contact Tracing. They didnt go through the appropriate process through our state Emergency Operations center. I got wind of it and i killed the contract. It is now going through the appropriate process, we will have a new vendor and we will make sure we get this right. I cant afford to have anyone be suspect of what were trying to do to protect Public Health and thats why i killed the contract. Understood. Does this new legislation correct both those problems . No, it doesnt. There is now this new level of public shaming, i think, and a lot of these big Public Companies know they will be in the headlines if they tap these funds for Small Businesses. There is one segment here that is important. 60 billion is earmarked for small lenders, like credit unions, and really small local banks and the idea there is that those are the people who are more likely to have lines of credit already or business relationships with real small mom and pop kind of operations, main street operations, that guarantees some of the money gets there. But, look, you know, 300 billion more to fill up the pot really important but all the estimates ive heard is this could run out really quickly. You got a lot of people who are waiting for money in the first time around and left behind. So there is a really long queue here of folks who want to get their hands on some of the money to keep the lights on and keep paying their workers. Treasury secretary mnuchin thinks it will be enough. Im not sure that line for claims is already really long. Before you go, can we talk about this 4. 4 million number, new unemployment claims last week, over the last five weeks were around just under 27 million. 27. 5 million in five weeks. This is unimaginable. Every one of those numbers is a person who lost a job or who has been furloughed and has bills to pay and no clarity about when they can get back to work. The number is so staggering, youre approaching the 20 unemployment rate, thats not controversial to say. Thats worse than the great recession, youre approaching Great Depression level unemployment joblessness. There is no playbook for it. We have done this on purpose. We have steered the job market into this into this sleep. So that we can fix the other problems. So thats what is so interesting here, the conversation about reopening, much more dramatic when you have so many people out of work, you also have to be careful not to hurt consumer and employer employee confidence, otherwise the economy wont come back strongly. Very dangerous moment here, i think. The challenge is immense. It is something were going to be talking about for years and years. Christine romans, thank you very much. Youre welcome. What happened inside Meat Processing plants around the United States is very upsetting and very nerve wracking. This particular plant is one of the largest pork processing plants in the United States, near waterloo, iowa. This is Blackhawk County, the northeastern portion of iowa. As of now, 182 of the employees who worked inside here have tested positive for covid19. That number sounds high. But it is much lower than it is going to be. It is going to go higher. There are more than 2800 employees who work here. Thats now been temporarily closed. But most of those 2800 employees havent been tested yet. The company vowed they will Start Testing employees tomorrow. That number is likely to skyrocket. Were talking about loggens p i, indiana, another pork processing facility, at this point, 146 people who worked there tested positive. That number is expected to go higher. What is important to point out is that you have many people here, and in the state of indiana, who have been saying, please close these plants. Days ago. Weeks ago. They were very concerned because they heard what happened at other plants. In this particular county, Blackhawk County you had the mayor of the city here in waterloo, you had the sheriff, you had state representatives, state senators calling for the governor and the company to shut down the plant days ago. The governor made the decision, she could have closed it, she made the decision not to. And tyson, yesterday, made the decision to shut down the plant.
