Has killed more than 2100 people in the u. S. , the president releases a road map for reopening the economy, suggesting under new guidelines some states could reopen even today. We have very different states. If you look at montana, wyoming, north dakota, thats a lot different than new york, its a lot different than new jersey. They will be able to go literally tomorrow. But Coronavirus Response coordinator dr. Deborah birx says these guidelines will not be easy to meet. Listen to her. The criteria that you can see the gates that the federal government has recommended are fairly strict, and thats to give states, really, the time to set up exactly how theyre going to Contact Trace with the cdc as background supporting. With those two pieces together, we really need to move forward in the next few weeks as the states move through and really decrease the number of cases. Lets talk details here. Phase 1, schools that are currently closed stay closed, so do bars, but jgyms and restaurants could open with strict social distancing while employees who can telework should staill work from home. Phase 2, shelter the vulnerable while schools reopen, keep gatherings to 50 people. A lot of people can still work from home. Those essential workers cannot that have been helping us through this. You cant deliver packages from home. Phase 3, the vulnerable can go out in public, but they must maintain social distancing. Work restrictions end. Big venues like stadiums can reopen but with strict distancing and sanitation. Lets begin this hour with our White House Correspondent john harwood. Its interesting the headline says the president says the governors can make their own decision when they could always make their own decision. Reporter thats right, and they were always moving toward these guidelines. I think the governors were pleased the president wasnt making too much of may 1st or any date in particular. He did have those gating requirements that deborah birx mentioned, and like he said, some could do it tomorrow if they want. Im not aware of any state that has met the hospital crisis care, the Contact Tracing and testing requirements as well as the 14 days of case reductions that would get them into phase 1. But these are consistent with what experts are saying is a gradual reintroduction based on what the evidence is on the ground, and i think thats exactly what the governors in these regional contacts in both the east and the west were headed to do, anyway. Yeah, it sounds like it. Well see how many are actually going to reopen, at least in part, today as was indicated possible for some, john. Thanks very much. So this morning the Infectious Disease society of america is warning that the u. S. We know this does not have enough tests, not near enough to reopen safely. Weve heard it literally from every state and official weve talked to. They dont have the capacity necessary to do this, and as john harwood laid out, its a step thats necessary. Dr. Sanjay gupta breaks down what those initial days of reopening could look like. Everyone is talking about what the country might look like when it starts to reopen, and i think most people are saying theres going to be phases to this reopening. Lets talk specifically about what theyre saying in these guidelines regarding phase 1, at least. Vulnerable people, people who have preexisting illnesses, elderly, are still going to need to stay home as much as possible, at flooersleast for a. There will be a loftt of teleworking, working in phases. Schools remain closed, gatherings no more than 10 people, minimizing essential travel. In terms of what can potentially open, movie theaters, restaurants, sports venues, places of worship, gyms, start having elective operations. Keep in mind with all those things, physical distancing will still need to be in place. If you can go to a restaurant, you may not have as many people there, you may be wearing a mask, the waiters may be wearing a mask, at least, so you can get an idea of what it might look like. What i think is important as we go forward is to really understand what these criteria are. What are the criteria for getting back to this phase 1 . Actually seeing things like a 14day decrease in symptoms, clusters of symptoms of influenzalike illness. These arent the confirmed cases, but they want to see a 14day reduction in those as well. They want to make sure we have testing available. And i think the best way to think about this is could someone get a test right now if they needed to get a test . Could they get that test . Would they know who to call, where to go, how to get their results . Everyone in the country is going to need to know how to do that. Im not saying everyone in the country needs to be tested, but workers going into situations where they may be more at risk, could they get tested . Might they have to do it regularly . Those will all be very important questions. I think of it as a diabetes test. Diabetics can test their blood sugar on a regular basis. Could there be a similar approach . Not a blood borne infection, but a similar approach when it comes to coronavirus . Thats probably a way to think about it. Plus theres no numbers in terms of what actually triggers reopenings here. They just say 14day downward trend. If you remember, chris murray from the university of washington sort of gave a number. He said there needs to be fewer than 90 new infections a day, i believe is what he said, so 90 new infections a day across country, a much newer amount than were seeing right now. Were going to get details on how this is likely to play out, but i dont think were going to see any states that meet these gating criteria right away. Well keep an eye on those as well. He is department and chair of the university of pittsburgh and they are fasttracking a Clinical Trial in the hopes of finding a secure treatment soon. Doctor, great to have you on this morning. Can you tell us which drugs youre testing out now and which are showing the best promise of success here . So i cant tell you which is showing the best promise of success. One of the issues with Clinical Trials is you cant, as an investigator or clinician, know whats going on. You can try to create a trial where the central coordinating can assign the best performing therapies, but you cant know until a set number of patients. We are interested in testing multiple areas simultaneously, simply because there are potential drugs that could work, and secondly, they target different parts of the problem, so we have a design that tries to do target intervention, such as hydroxychloroquine that are attacking the virus, but then also simultaneously trying to help the immune system, the role of steroids, the role of socalled immunoagents. Doctor, youre quoted in the New York Post on a collaboration level of testing all these things and working on a vaccine. You say, its a cacophony, its an orchestra, there is no director. Whats going on, and where should the sort of central leadership on this is it the nih . Where should that be coming from . So i wasnt saying it about our national response, i was actually saying it more generally about the international response. Got it. People are incredibly wellmeaning. Everyone is trying their best. But the Clinical Research enterprise is, in a way, its like a big market or a cottage industry. We are not on a war footing. We dont all work as one integrated project. So, consequently, everyone rushes to come up with their idea and their trial. So one example i gave was that there are 94 trials of hydroxychloroquine. Who knows how many of the 94 will get done. It will be much better to have just, for example, two or three large definitive trials of hydroxychloroquine. Okay. So the lack of a National Plan is something we hear across the board. States, communities, republican or democrat on the Clinical Trial regime. What about on testing . Because every Health Official and every sitting lawmaker says that you need widespread testing to safely reopen. It doesnt appear that there is. Will there be by next month when some of these relaxing restrictions are going to happen . So i think the federal government actually is trying to come up with a plan for both, for testing, trying to have a coordinated plan, and are working with others that make testing. Actually, just today Francis Collins has come out with a very aspirational and impressive plan to try to coordinate all the pharmaceutical companies, academia, et cetera, to work with government to try to address this chaos of multiple different interventions. So the federal government is definitely i mean, everyone, the whole planet is playing catchup, but the federal government is definitely trying to step in and have a vision for trying to bring more coordination about both Clinical Trials for new interventions, and about trying to have trying to get more production of effective tests available to everyone. A Bipartisan Group plan plans to use four major factors to determine when it is time to bring business back. Omar jimenez is in chicago this morning. Youre seeing these regional decisions made on the east coast and the west coast and now across the midwest. What are those factors . Reporter yeah, poppy, a lot of factors going into this when you look at these seven states across the midwest here. The regional portion especially important because people can drive from state to state so they want to make sure there is some kind of unified approach when making these big decisions. First off, these states across the midwest are illinois, michigan, ohio, minnesota, indiana and kentucky as well, and s and when you talk about some of those main factors theyre looking at, the top one is going to be sustaining the rate or sustaining control, i should say, of the rate of enhanced hospitalizations, the rate to test for the coronavirus, and best practices for social distancing in the workplace. And while their guidelines are the same, that doesnt necessarily mean theyre going to be going about reopening their economies the exact same way. Case in point, heres michigan governor gretchen whitmer. Branding together is a good thing because were going to work regionally and share intelligence and make an informed decision. But it doesnt mean each of us will take the exact same steps. I do hope to have some relaxing first, but its two weeks away and the information and the data and our ability to test is changing so rapidly, its hard to say precisely where well be in a week from now, much less two. As you mentioned, this is a form of regional solidarity that is not just playing out in the midwest, its playing out in seven states in the northeast and california, oregon and washington on the west coast. An important context in all of this is that all of these announcements came in the wake of some in washington saying or i should say questioning the powers the governors do have in reopening their state of commons, poppy. Omar, thank you for that reporting this morning. Jim . Lawmakers in the state of florida pushed a bill that would allow some businesses to reopen. However, the governor is not probably going to sign it. In the midst of this, you sent a letter to the state senators warning them of the potentially devastating impacts of opening more businesses now. What do you need to see before you can recommend such even partial reopening . Well, there are a number of factors that we need to see to even suggest any type of phase reopening. We need to see a sustained decrease in the number of new cases of covid19. We also need to see a decrease in the percentage of cases that are positive. We also want to make sure that we have the Public Health work force and Resources Available to test patients, to be able to do Contact Tracing with appropriate isolation in quarantine in any area that might be reopened. Do you have those testing resources . Because every day, multiple times a day we ask state and local officials around country, republican or democrat, and they all say no, they dont have the capacity yet. Do you expect to get it . Can you build it yourself . Well, we are working on expanding testing as much as possible, but you are correct, there have been significant challenges getting the reagents and the chemicals and the other materials that are necessary to do testing. And were working on that every day. We hope to have increased capacity to do testing at our state lab in exton, and we have learned that a number of Health Systems such as university of Pittsburgh Medical Center or upmc as well as Lehigh Valley Health Network plan to increase their testing capacity, hopefully over the next couple weeks. We hope to see it. I wonder on the flip side, because i know that states, local communities, they have a balancing act to perform here because there are, of course, Enormous Economic consequences to individuals, to families, to businesses by social distancing. Are you concerned at all that the state went too far to some degree with social distancing . And are you prepared to toggle some back . Well, we dont feel that we went too far at all. The governor has taken, you know, the necessary steps to do mitigation and prevention with the stayathome orders which went in a progressive way through the state as well as closing schools now through the rest of the year, as well as the closure of nonlifesustaining nonessential businesses. We have been able to bend the curve. But now is the time to start to look at what would be necessary to have a phase reopening. In fact, Governor Wolf will be giving a major speech about this at 2 00 p. M. Today. In that speech, i know a lot of families are listening, not just in pennsylvania but around the country. Theyre wondering, are their kids going back to school this year. If they own a restaurant, are they going to be able to open up to some degree. What kinds of steps and how soon should residents of pennsylvania expect . Well, so were not going to put out a specific timeline right now. As dr. Fauci says, the virus determines the timeline, we dont determine the timeline. But now is the time to start to make those plans. Now, the governor has closed schools for the rest of the year, although Online Education continues, and then we will be concentrating on the economy and on businesses, but it will have to be in a very careful, progressive, phased way to avoid significant outbreaks of covid19. Well, so the governor has regular phone calls with the Vice President about resources that we might need. The food and Drug Administration told the Washington Post that he doesnt feel political pressure to make this drug work for covid19. On thursday, just one day, nearly 40 potential trials were registered here on this government list of Clinical Trials. Biotech company genentech announced that they had gotten approval to move on with a drug that treats aa drug used to tre arthritis. People who had taken a drug called remdesivir had improved. No one is sure weather remdesivir which was designed for ebola will work for covid19. Beyond drugs, the fda has put out a call for people to donate blood plasma if theyve already recovered from coronavirus. Their antibodies could help people who are currently suffering. Studies are underway in new york and at universities around the country. The ultimate weapon, a vaccine, is moving along at Research Centers around the world including at the university of oxford in england. They announced they have teamed up with an italian manufacturer to make a vaccine, all with an eye towards putting an end to the pandemic. Now getting back to remdesivir, the drug thats making headlines this morning, it may turn out to be great, it may turn out to be very useful for covid patients, but it could turn out to be useless. Well, chinas economy just experienced its worst quarter in decades, shrinking nearly 7 in the first three months of this year. It literally hasnt happened since the mid1970s there, but despite the tough road to recovery ahead, some analysts think there could be a bounceback in the economy this year, still. Lets listen to david culver in shanghai. Its been years since china experienced anything like this. Reporter with numbers in china there is skepticism and that is also involved when it comes to numbers for the economy here. You see this drop, its really the worst threemonth period they have experienced dating back to, as you pointed out, to the 70s, the cultural revolution, the end of it, which was a devastating period for this country. We did anticipate, obviously, that this would be a blow given everything was shut down and we had what were brutal lockdown conditions which in some cases people couldnt even leave their home, much less businesses opened up. I want to show you some video because we were invited on a tour by the local shanghai government to see businesses open up, a studio and a place that makes food for airlines. They wanted to show us things were coming back to life. That is true in some cases, but its not widespread. The lockdown doesnt spread and then you come back to normalcy. People are still trying to get back to places of work in some cases. In wuhan, there were still restrictions in subdivisions and places that prevented people from leaving. China will see some growth this year, believe it or not, but thats because as the rest of the world has slowed theyre now able to start producing things. The question is will they suffer further because their Customer Base is gone. Look at the rest of the world who is not buying and theyre in the middle of lockdowns now. Looking at numbedeath number also Health Numbers is just beyond comparability. A big increase of 50 . Why now, and is this new figure any more credible than the previous ones . Jim, you know we have been hitting this hard. Our early reporting also raised the question, why is it that several people were either not getting tested right away so there were delays in testing . Some people werent getting tested at all. What was happening from folks that we were speaking with is that their loved ones would pass away, and in some cases the doctors would say it was just severe pneumonia and thats what will be put on the death certificate equivalent, so they werent counted toward the coronavirus death toll. The numbers werent adding up when you talk to people on the ground. It seems like china in some sense is responding to the worldwide criticism on that, because it has been increasing criticism that they have faced and skepticism as to how accurate those numbers are, so here they have now revised the data. They said theyve gone back through and looked at some of these past cases and theyve combed through them and theyve raised them some 50 in the city of wuhan alone. Its not clear if it will happen in other places in china, but its notable that it happened at the epicenter of all of this. They said theyve done it to show respect to the people and that history reflects it properly. State media notes that this was not in response to the global criticism and certainly not the response to the criticism coming from the United States. All right. Well, david, before you go, youve got things essentially shut down, but what have you learned about a new imported case which has led to multiple people there getting infected . We call beijing the force right now. Its very difficult to get there without having to go through government quarantine. Essentially when wuhan reopened, they restricted travel to beijing, so you could go anywhere except the capital. A Chinese National came back from miami to china, to beijing. Went into quarantine for 14 days. Tested negative not once, not twice, but three times. Got out and then a few days later apparently transmitted it to his own family members. So now multiple people have it. Theyre, of course, now in quarantine, but the reason its so significant here, jim and poppy, is it raises questions is 14 days enough for quarantine . Well, this morning new jersey officials are beginning a statewide investigation into the tragic growing onslaught of coronavirus deaths at Nursing Homes, and it comes after the discovery of 17 bodies piled up in a nursing home in andover, new jersey. 33 people there had died of covid19. And its not just Nursing Homes, a Staggering Number of people are dying. Nurses from the National Guard are being deployed to Nursing Homes across the state there, and the District Attorneys Office are investigating after 13 residents died at the rehabilitation and care center. That is 36 of the countys deaths at just a single facility. Greg kelly is with me. Hes the president of ficu in kansas. Its a union that represents some 91,000 workers, many of them Health Care Workers in Nursing Homes. Greg, thank you for being here. Look, i think a lot of attention was paid to Nursing Homes in this country at the onset of the virus, but not enough attention has been paid to the workers and the people that risk their lives every day going there. You call this a tragic situation. What is the reality on the ground for them . The reality on the ground is that our members are anxious, theyre afraid, theyre angry, and mostly they just feel out in the dark about whats happening in the homes. The owners arent telling them when there are sick patients, they arent providing them with the right amount of equipment, ppe. They arent paying them appropriately. And so there is a lot of angst on the ground amongst our members in Nursing Homes. There is a lot to unpack there. Lets just begin with the situation that you see. Some of your members, at least, arent being notified by nursing homeowners and operators if they are taking care of covid19 positive patients . Yes. How can that be . There should be a sign on every door or everyones charts, and they should all be being tested, obviously. We would think so. In fact, we know of many cases in which our members are finding out about covid19 positive patients after theyve died and having heard about it on tv. And so it really is a tragic situation. As ive said, our members are scared, theyre angry, and really feel that there needs to be something done. You said there was a preexisting crisis in Nursing Homes even before coronavirus due to the profitoriented business models. Obviously that doesnt go for all of them, theyre all different, but its an issue youve seen across the board. One question on that in terms of pay is discussions about hazard pay, right . There are some lines of work where you get additional pay when you are risking your life to do it on the front lines in a situation like this. Are any nursing home employees getting hazard pay at this point . There are some, but it is not widely done. Weve been fighting and advocating around this for quite a while now, and i think your original point is the right one. This is a crisis that has junt just come into fruition, right . Its been bubbling for many years. Underpaid, understaffed Nursing Homes has been a problem in our country for a long time. And this crisis has only made it worse. So were saying to nursing homeowners that our members are on the front line, and they ought to be treated as such. Theyre risking their lives every single day, and they deserve to be treated better than they are right now. Do you have any examples of places where it is working . Are there any models of Nursing Homes that are doing it right that others could adopt practices of . What would keep them most safe . Well, i think what we have seen we represent about 101 facilities just in the state of illinois. If they could just simply communicate with their staff in a better way, provide them hazard pay, pandemic pay and give them the necessary equipment they need, you could see a difference. But in far too many homes, that just is not the case. The disparity weve seen in the numbers, very quickly, among africanamericans contracting covid and dying from it, obvi s obviousiobvious i obviously many front line workers are africanamericans. Thats right. 17 of workers who die are black. Other workers of color and poor white folks. But it has had a disproportionate impact on black workers who often have to work two and three jobs because theyre so poorly paid. Theyre delivering groceries, theyre working in a nursing home. So theyre carrying, potentially, covid19 into other areas of the community. So we have a really serious problem, and were here to say, and weve been trying to say to anyone who will listen that we need to really take care of those workers who take care of all of us.
