Results of dozens of tests given to passengers on that ship. What have they found . And what about for thousands more across the country . Selfquarantine. Authorities trying to keep tabs on those people at risk for the virus. Wall street as well bracing for another wild day as fears grow over how this crisis will play out over the next few months. You can see those red down arrows indicating a likely drop at the open. Lets begin with the cruise ship off the coast of california. Cnn correspondent dan simon live in San Francisco. We spoke with you yesterday. The question at the time was, how many people on board have been exposed or testing positive . What more do we know today . Good morning, jim. The ship remains off the coast of San Francisco while officials are still trying to figure out what theyre dealing with. We are expecting the test results to come back at some point today. Perhaps there could be more testing on board today. Were waiting to get clarity from the cdc, as well as from the cruise line. I have been texting and communicating with people on board the ship. Yesterday they were still trying to take advantage of some of the leisure activities on board. And then the captain rather unexpectedly announced on the loudspeaker that everybody now has to be confined in their rooms. And for some people, that is very stressful. They dont know when theyll be able to leave their rooms. They dont know when theyll be able to leave the ship. All their meals coming through room service and one person texting me that she tried to call room service last night to get her food and nobody was picking up. So for some people, this is very stressful. Other people, of course, trying to approach this with a sense of humor. But the bottom line, well get more clarity once we get these test results today, jim. Back to you. Its tough. We were showing pictures of when they had to chopper in those test kits showing some of the steps they need to take to keep the spread. Stephanie elam joins us from kirkland, washington. The families of patients at this nursing home thats been a cluster really of the spread of this disease, theyve been left in the dark. They are waiting for answers. What are they waiting for answers for . And what havent the authorities been clear about . The very first thing thats on that list, jim, is wanting to know whether or not their loved ones inside this facility have been tested or not. We know 13 deaths have been related to coronavirus. 11 at a nearby hospital Evergreen Health which has seen a lot of the patient comes from this one facility here, Life Care Center of kirkland. Seven deaths of those were related to the facility, but that number may be going up because its just not enough communication between the state and the local officials quickly enough to get those numbers out. That is whats frustrating for the people here. In fact, one woman, bonnie, her husband is a patient here, and she says that shes just not able to get him moved out of here because no one will take him because hes from here, even though he hasnt tested positive. Take a listen to what she is saying. This environment has not been healthy for many. And i am fearful every single day that he may develop more symptoms. So help us get solutions for what to do for the people right now here in this im calling it a petri dish. And to that end, life care is saying that they do have officials from the state, from the county and cdc on site to help them, but for some of these family members, the big concern is that some of these people have dementia. They have mental capacity issues, and they are very afraid theyre confused and that they may see the end of their life without having their loved ones nearby. And that is so troubling and heartbreaking for these families, jim. Communities around the country deciding how to respond. How much, whats too much, whats too little. Its a real challenge. Stephanie elam in kirkland, thanks very much. Lets look at some of the global headlines. 14 americans now under quarantine inside a hotel in the west bank. Those americans are asking for a u. S. Doctor to come check them over. They have yet to be tested for the virus. But Seven Members of the hotel staff did test positive. Also the New York Times reports that the World Health Organization is outlining a worst Case Scenario for this years olympics in tokyo. Under the proposal, no spectators at all would be allowed into the venues when those games begin if they begin as scheduled in july. For now organizers say the games will go on as planned. The effect on the economy is stunning. Bank of america is reporting Global Markets have lost 9 trillion in value since the coronavirus outbreak. Joining me now to discuss the global response, also the response here in the u. S. , dr. Paul sax, clinical director for the division of Infectious Diseases at brigham and young womens hospital. And Cnn National Security commentator, mike rodgers, involved in legislation passed a number of years ago for just this kind of scenario. Dr. Sax, let me begin with you, if i can. Sure. As the country tests more, and that is the plan. You talk about fauci talking about ratcheting up millions of tests soon in the country, were going to see the number of cases rise. Thats just a scientific fact. From your view, is the country prepared to handle those new people who are infected, responding quarantining, et cetera. Well, the bad news about expanding testing is, of course, that were going to have more cases, but there is a good news side to it also. Were going to find that there are many more mild cases and if you look at the example for example of south korea where they have a very extensive testing program, they have the reported lowest mortality in the world right now. And thats because theyve expanded testing. So what the expanding testing will do is give us a much better sense of the full clinical range of this infection. Right. And thats a key point folks at home should understand. As more people test positive, the irony is, right, is that the death rate will drop because youll realize more infected and for the vast majority of people, listen, this is something that is very survivablsurvivable. Just for folks at home who are watching trying to gauge this, who then are most vulnerable, if they do test positive for this disease . Right. I think, you know, your segment on the nursing home outbreak in seattle gives us a sort of clue as to the most vulnerable populations. They typically are older. Typically have underlying medical problems. It would be very similar, for example, for other respiratory viral infections such as the flu. Such as something called rsv. We know that these are targeting people who have underlying medical problems and are holdol. Its important those individuals understand they need to stay safe. Understood. We have mike rodgers here as well. And congressman, you were involved in whats known as the barta legislation. This was legislation passed in 2006. Exactly for scenarios like this. Make sure the country is prepared. From your seat, how would you rate the u. S. Government response so far to this . I think people are trying. Now heres the thing. Modern politics has adopted the culture of our fast food society, right . Ive got to have it right now. I want it right now. Whatever is in front of me, thats whats going to happen. This takes proper planning for years. And so one of the things that anna eshoo and i decided, we were both on the energy and commerce committee, we needed to start preparing for pandemics. The avian flu, anthrax was a big concern at that time. And so we decided to put this together. It eventually passed. The problem was Getting Congress to focus on funding to be prepared. Think about the big issues. There are not enough respiratory machines across the United States. The doctor made that point yesterday. That means you have to prepare for these kinds of things which means were going to have to kick that into gear. And the test kits. Theres a defective test kit. I dont blame the administration for an effective test kit. How they react to it and the transparency in how they react to it is really important to me. Have they been transparent . The mixed messages are making people panicky. If you lose faith in the leaders that are trying to fix this thing, panic ensues. Thats why i think youre seeing an overreaction in some cases in the United States about how were reacting to this particular its serious. It appears that the death rate is higher than the influenza, and so they have to take it serious. However, you know, good proper hygiene, you can get through a lot of this. My sister is a doctor and one thing she keeps saying, sometimes the simple rules are the most valuable here. One being, wash your hands. Dont touch your face. Given the problem that congressman rogers identified there, and that is the mixed messages and some misinformation, frankly, out there. For people watching at home who want to know, okay, what do i need to do . Whats smart . Do i need to cancel our spring break holiday, right . Were flying domestically. We were going to go abroad to visit relatives. Where should people get the best information . Who should they trust . Well, i would say that the cdc has an Outstanding Group of Public Health officials who are very Mission Driven and want to do the right thing. They are very evidence driven. Their site is being updated on a regular basis. Thats the first place id turn. They have extensive travel advice. Theres a lot of common sense things that people can do to stay safe. I wouldnt say that people should necessarily cancel all their plans, but they should think about them in the context of, for example, the way that we thought about them during the 2009 flu pandemic. That was about a decade ago and we responded very appropriately over time. But initially there was a lot of panic, and i think just like that, we can get through this. This is not going to be, as some people have joked, the zombie apocalyp apocalypse. Just to be clear. You see on our screen, 228 cases of coronavirus so far identified in the u. S. Is that a misleading number given that were going to Start Testing millions of people soon . So thats certainly id say its a number based on the number of positive tests. But since we havent tested that many people yet, of course the numbers are going to increase substantially. We should all expect the numbers to go up a lot in the next weeks to months. But over time, well also see that the severity of the infection goes down substantially. Right. And for the vast majority of people, again, who get it, they are likely going to be fine. Listen, this is part of the were doing our best here so you know to try to get out the information that people can use immediately and with confidence. Sorry, you were i think one other thing to point out is that not everybody who gelts exposed to infections catches it. Even though these poor people on the cruise ship now, we should not assume everyone on that cruise ship is going to get the infection. There is a lot of transmission within households, but in larger environments, not necessarily everybody gets it. So thats an important thing to remember as well. Okay, dr. Paul sax and mike rogers, good to have you both on. Well keep talking to you. Other news breaking this morning. That is the jobs report. In february, at least, showing stronger growth than expected. Lets get to Christine Romans, cnn chief business corporate. It correspondent. Does this reflect precoronavirus or have some of the Economic Impact of that already in the number . This is 100 rearview mirror. And its strong, jim. It shows us that this economy, the job market was firing on all cylinders in the beginning of the year. January also revised higher. February revised higher. This is the strongest job growth in more than a year and a half. You have to go back to the spring of 2018 to see jobs growth this strong. And the Unemployment Rate down to 3. 5 . Thats back near that 30year or 50year low. Wage growth only 3 . You would have thought that would be stronger, but wage growth of 3 and really strong growth across the sectors. Health care very strong. Food service so bars and restaurants for a couple of months had seen really strong jobs growth here. This is curious to me because these workers are not they dont have guaranteed in many cases sick pay, right . Paid sick leave . So you could get into this situation this spring, if your told if you dont feel well, you should stay home there could be a lot of workers here facing some financial uncertainties because of the coronavirus. Construction up 42,000 there. It was unseasonably warm in february. So anybody who works outside was make something money there. This is 100 rearview mirror. An economy on a strong footing heading into a very uncertain period. You look at those numbers. Health care likely to stay strong, but as people cancel trips, they cancel trips to public venues, you look at areas like food service and travel to be affected. Christine romans and tourism and airlines. We know youll stay on top it of. We are waiting on President Trump to sign what weve been discussing. The 8. 3 billion coronavirus spending bill. Well bring you that and the president s comments right as soon as we get it. Also, who will win over Elizabeth Warren . Joe biden and Bernie Sanders are both vying for her endorsement. Did she just give a hint about which way shes leaning . Well discuss. You wouldnt accept an incomplete job from any one else. Why accept it from your allergy pills . Bernie sanders and joe biden vying now for the endorsement of former rival Elizabeth Warren. It is just one of the many battles ahead in what appears very much to be a twonominee race. Which at this point was one of the most diverse groups of candidates in history. As warren points out, its the twoman part thats so disappointing to her. Lets discuss. With me, susan page for usa today and errol louis, political anchor for spectrum news. Good morning. Great to have you here. Tell me, susan page, this was a very diverse field when it started. Both in terms of gender. We had the first openly gay candidate. We had a number of people of color. Its different now. This is what warren said about that and i want to get your response. Have a listen. Thats one of the hardest parts about this. All those pinky promises, all those little girls, were going to do this. Its just going to be a little longer before were able to have a woman in the white house. And but it doesnt mean its not going to happen. It doesnt mean its not going to happen soon. It feels like well never make change until we make change. We were never going to elect a catholic until we elected a catholic. We were never going to elect a black man until we elected a black man and were never going to elect a woman until we elect a woman. So were just going to stay in this. Do you think democratic voters are disappointed . Its been women voters. Women congressional candidates who have driven the Democratic Party successfully since President Trump was elected in 2016. So i think very disappointing to a lot of democrats, especially democratic women, that theres not even a woman seriously contesting the nomination after having multiple women. Four or five women were in the race at one point. So i think that is disappointing. And i think there was that builds on the disappointment from Hillary Clintons defeat last time around. Errol louis, we should note that women voters, particularly women suburban voters, they came out very strongly for joe biden on super tuesday. And for a lot of them, the driving force really is more being against trump to some degree. When you look to the general election, is that something that saps enthusiasm in your view from democratic voters . Well, no. Look, democratic voters made clear in 2018, suburban educated white women in particular that theyre not happy with what they see in washington. And they voted for a change. Two years ago it will be the job of the nominee, whoever it happens to be, to sort of recapture and build on that resentment, that concern which, frankly, according to the polls and the reactions, the voting patterns weve seen in the first few contests, seems to suggest its overwhelming every other consideration. So that the historymaking nature of what could have been really Interesting Campaign is kind of on hold. That this emergency situation that nobody wanted and nobody expected seems to be driving the entire campaign. The turnout in a lot of those primaries on super tuesday were well up on 2016. That may be a bellwether. Things can change before november. The conventional wisdom which we should dispense with because its been wrong so many times, had been that to some degree warren supporters more likely fit with sanders. And, therefore, her nomination more likely rather, her endorsement more likely to go to sanders. Is that necessarily true . Not necessarily. Ideologically, warren is more in sync with Bernie Sanders. Both very progressive candidates. You look at the demographics of her support. Its been more female than male. The reverse of Bernie Sanders. Tends to be highly educated. Higher income. A lot of White College educated women who were supporting Elizabeth Warren. And those were voters who might well not have felt comfortable going to Bernie Sanders, at least with any enthusiasm. A democratic socialist, someone more liberal than they were. When you look at when weve asked voters who their second choice was, warren voters divided between sanders and biden. A few more than sanders but a significant portion to biden. Who she endorses could be very powerful. Do young its even money . Who she endorses . For her to go either i just dont know. And i dont think she really gave us a clue. She said she needed space to think about it. Were just a few seconds away from hearing from the president on the Coronavirus Response in the oval office. He signed legislation allocating more than 8 billion to the response and were going to have his comments which well play to you. Just before we get there, errol oh, here it is. Well go to that. Stay with uand lets listen to the president. I guess some of you are coming along. Is that right . Theres a crew so were signing the 8. 3 billion. I asked for 2. 5 and i got 8. 3. And ill take it. Okay. So here we are. 8. 3 billion. Doing very well. Its an unforeseen problem. Came out of nowhere. Were taking care of it. We have big news on the ship. A lot of things are happening on the ship. People are being tested right now. And i just spoke to the governor of california, gavin newsom. Had a good conversation. Were both working on the ship together. Its close to 5,000 people. So its a big ship. We are doing testing on those people. Okay . Could i have those other papers im going to sign please . These are additional papers related to various things. You have anything to say . I just want to make it clear in terms of tests, we have provided all the tests in the state of washington and the state of california that theyve asked for. The production and shipping of tests that weve talked about all week is completely on schedule. All of the cdc tests, the tests that are available to test up to 75,000 people, cdc has shipped to americas Public Health labs. Those are out. The idt, the private contractor working with cdc to ship to the private sector and hospitals has already shipped enough tests for 700,000 tests. And the remaining lots are arriving at cdc this morning for Quality Control and should get out as we forecast this weekend. And then next week well keep ramping up production. So as many as 4 million tests next week are going to be driving forward. So everything is on schedule for the testing. Mr. President , why arent you going to cdc today . Hes actually sent me. Im going to go. We may go. There was they thought there was a problem at cdc, but somebody that had the virus. It turned out negative, so were seeing what we can do. But yesterday afternoon, we were informed that there may have been a person with the virus, and they now find out that that was negative test. Theyve tested the person very fully, and it was a negative test. So i may be going. Were going to see if they can turn it around with secret service. We may be going. Here, steve, this is for you, after covering me so well for so long. First time ive ever done that to a reporter. Well, job numbers just came out, and theyre incredible. The job numbers were tremendous. We picked up close to 80,000 new jobs from last report. And if you add that up, its over 350,000 jobs. Job numbers just came out a little while ago, and they were shocking to the people that were analyzing them. Do you expect more gyrations in the stock market . You know, a lot of people are staying here and theyll be doing their business here. Theyll be traveling here. And theyll be going to resorts here and, you know, great place. Thats where, so foreign people come, but were going to have americans staying home instead of going and spending their money in other countries, and maybe thats one of the reasons the job numbers are so good. Weve had a lot of travel inside the usa. Do you think that congress does your administration need to take more action to diminish the risk of recession . Well, all we can do is do what we do. Were getting a lot of business from people staying. Youve known that for a long time. But people are staying here and spending their money here as opposed to going to europe and other places. Now that will change when this goes away. And hopefully that will be sooner rather than later. But people were i would say virtually everybody, you saw the job numbers, people were shocked because you add another 80 or whatever it is. A lot of numbers from last month, where they upgraded. So the job numbers were at a level that nobody thought possible. They were really incredible. No stimulus needed . I dont know. Were going to see whether or not the fed wants to stimulate. In my opinion, they should because europe is and china is and everybody is but us. We have a fed that is not exactly proactive. Im being very nice when i say that. From a business sense . What happens is the fed should cut and the fed should stimulate, and they should do that because other countries are doing it. And it puts us at a competitive disadvantage, and we have the most prime. Were considered the most prime and its our dollar that everyone uses. The fed should stimulate. They should cut. And why should germany have an advantage over us with Interest Rates . So germany Just Announced theyre stimulating and theyre cutting. Asia is all over asia they are. China is. China is tremendously. And were really not. And we pay higher interest. We have a higher rate. And its ridiculous, frankly. We should have the lowest rate by far. And we pay more than other countries. Other countries are paying zero and less than zero. You know very well. And were paying interest which is a very conservative approach, but its not a good approach because were also competing against other countries, whether we like it or not. Even our friends were competing against. So in afghanistan, are you afraid that once u. S. Pulls out that the taliban will overrun eventually countries have to take care of themselves. We cant be there for the next another 20 years. Weve been there for 20 years. And weve been protecting the country, but we cant be there for the next. Eventually theyll have to protect themselves, you know, should have been done a long time ago. But you can only hold somebodys hand for so long. We have to get back to running our country, too. So you understand that. So do you think theyll be capable ill let you know later. You know, well have to see what happens. I hope they are. I dont know. I cant answer that question. Any concern that the coronavirus is its not supposed to happen that way, but it possibly will. Any concern that the virus is more widespread than originally thought because of the lack of testing . Is that any reason why youre not going to atlanta today . No, no, no. They had one person who was potentially infected, and speaking of that, id like to go so you guys are trying to work that out. I was going to tennessee first in any event, and then stopping in atlanta, then going down to florida for meetings. I think that they are trying to work it out that i do go. No, i hadnt heard that. I heard one person. And because of the one person at a high level, because of the one person, they didnt want me going. But i would prefer going. And now that the person, the test came out negative, were going to try and go. The most powerful man in all of media. Has a Little Something to do with the wall street journal. I dont know if you know. Thats his real power, right . You used to do what they did. Right . And he did it so well that hes the boss at news corp. Of course, rupert has something to say with that. Good to have you. Good to have you. They treat me very nicely, the media, right . Except for the wall street journal. But thats okay. How do you keep people from panicking . I dont think people are panicking. I said last night, we did an interview on fox last night. A town hall. I think it was very good. And i said calm. You have to be calm. It will go away. We do have a situation where we have this massive ship with 5,000 people, and we have to make a decision. You know, its a big decision because we have very low numbers compared to major countries throughout the world. Our numbers are lower than just about anybody. And in terms of deaths, i dont know what the count is today. Is it 11 . 11 people. In terms of cases, its very, very few when you look at other countries. Its a very tiny fraction because weve been very strong at the borders. But then you have a ship with a lot of americans on it. Its got 5,000 people on it. A massive ship. They want to come in. So we have to make a decision. Were working with the governor of california on that. President bolsinaro this weekend . Were having dinner at maralago. He wanted to have dinner in florida if that was possible. The president of brazil. So well be doing that today. Do you think Financial Markets are overreacting . I think Financial Markets will bounce back as soon as this really bounce back. Dont forget, theyre down probably 10 or 11 from, you know, where they were, but they were up 70 , so, you know, its only its a relatively small piece. I dont like to see it happen because i was looking for 30,000 very soon. You were it seemed days away from 30,000. And now we have a little more room to make up. But i think financial i think the country is so strong. Were so strong as a country now. We have never been like this. The consumer is generating so much because of the tax cuts, the regulation cuts and the things weve done. So i think were in great shape. I think were in great shape. This came unexpectedly a number of months ago. I heard about it in china. It came out of china. I heard about it. We made a good move. We closed it down and stopped it. Otherwise the head of cdc said last night that you would have had thousands of more problems if we didnt shut it down very it was a very early shutdown, which is something we got right. The Democratic Party is unifying around joe biden. That will take away your argument about the democrats being too left wing and too socialist . Well, hes left wing and has all people that are left wing and in many ways, hes worse than bernie. Look what he did with guns . He put beto in charge of guns. Beto wants to get rid of guns. Thats a bad stance. And hes got a lot of people to the left wing and theyll be running the government. Hes not going to be running anything. If he ever got anything. Theyve got people further left wing than what bernie has. Not going to be good. It wouldnt be good for wall street, i can tell you that. Plus, if you look at his taxes, hes going to raise taxes incredibly. Hes going to raise taxes more than bernie. I looked at and hes open about it. Bernie just doesnt like to talk about it. Joe biden, his tax increases are staggering. Its ridiculous. Hell destroy everything thats been built. You think it was a factor in Elizabeth Warren pulling out and do you think youll see a female president in your lifetime . I think lack of talent was the problem. She has a tremendous lack of talent. She was a good debater. She destroyed Mike Bloomberg very quickly, like it was nothing. That was easy for her. People dont like her. Very mean person. And people dont like her. People dont want that. They like a person like me thats not mean. Okay. Ill see you guys. Thank you, everybody. Youve been listening to the president there discussing the response to the coronavirus. We have dr. Sanjay gupta here. You heard him say, im quoting here, we closed it down. We stopped it, of the coronavirus outbreak here in the u. S. Is that a true statement . We clearly didnt stop it. You know, this virus is spreading in the United States. And to be fair, Public Health officials that ive been talking to since sort of middle of january, they expected that, john jim, sorry. This is not a surprise that this is spreading here. I think the idea that maybe it helps slow it down, not only that, but i think even more significantly, the quarantine in china, that had an impact. But the idea that it stopped, i mean, thats clearly not the case, as we know. And we do know that more millions more preparations to test millions more and the expectation is that you find more positive cases. Hold that thought, sanjay. Were going to take a very quick break, come back and discuss more of the president s comments on coronavirus. Please stay with us. Do you realize how many different taxes we pay . Sales tax, different pos systems in all seven countries. And online sales . Thats a whole other system. And different regulations. Theres real estate credits, solar incentives. And we have no way to integrate all that . No. But bdo does. People who know, know bdo. Wean air force veteran made of doing whats right,. Not whats easy. So when a hailstorm hit, usaa reached out before he could even inspect the damage. Thats how you do it right. Usaa insurance is made just the way martins family needs it with hasslefree claims, he got paid before his neighbor even got started. Because doing right by our members, thats whats right. Usaa. What youre made of, were made for. Usaa my hands are everything to me. But i was diagnosed with dupuytrens contracture. And it got to the point where things i took for granted got tougher to do. Thought surgery was my only option. Turns out i was wrong. So when a hand specialist told me about nonsurgical treatments, it was a total game changer. Like you, my hands have a lot more to do. Learn more at factsonhand. Com today. Welcome back. We just heard from the president on the Coronavirus Response. And we learned that he may bring his visit to the cdc today back on. We learned the reason he wasnt going is that there was a possibility of a case there with an employee of the cdc. That now appears to have been a negative test. Back with ujohn harwood, Christine Romans and mike rogers. Mike, if i can begin with you because you served in congress and helped pass legislation in congress to help prepare the country for Pandemic Response like this. You heard the president say this came out of nowhere. It was unforeseen. Of course, thats true. You dont know when its going to come, but the possibility of a pandemic has been a concern for some time. Based on what youve seen, was the country prepared for this sufficiently . Not in the way that we need to be prepared. One of the things, after we passed the barta, which was a bipartisan piece of legislation in 2006, Getting Congress to Pay Attention and fund it properly has always been a problem. In advance. In advance. Thinking over the horizon is near impossible in modern politics for some reason. So they didnt the cdc and others are doing youmans work here and if the president lets them do their thing and let them talk to the country. If that would change anything in the way theyre dealing with this. The Vice President says everyone is going to get tested. And then you go to the place where they help build those test kits in masks and they say, well, not really. That inconsistency that mixed message causes confusion. And people will hunker down. Remember, when you are well protected in a bubble, this is great stuff. When someone you know or youve seen on tv that someone gets sick and dies, this is a whole new ball game. So my argument is be up front about this. It is serious. It is we dont have a vaccine yet. There are ways that we can be prepared for this. We dont have to panic, but we have to be serious and then be consistent on that messaging. John harwood, youre at the white house. Youve been covering this from the beginning. Weve seen contradictory messages, right . Even for instance as on testing. Do we have sufficient tests . Vice president pence yesterday being very straightforward saying, actually, were not going to have tests as quickly as possible. Do you see the white house bringing that message more to a more consistent tone Going Forward . Well, what we saw from the president in that exchange a few moments ago in the diplomatic room of the white house was he continues to want to paint a sunny side up picture of this situation. As you were discussing with sanjay, he said, well, we stopped it. We talked about the economic fallout, and he said the country is in great shape. Did you see those job numbers. I asked him, do we need fiscal systtimulus to avert a recessio. He said thats the fed issue. They need to stimulate. Didnt feel any need to do that. The president wants to paint a picture of, were on top of this. Its not going to be so bad. And were going to come out the other end in great shape. And the problem is, when youve got a major problem like this, people need to understand exactly where we are and relevant to the point that mike rogers just made, president obama left behind a Pandemic Response post within the National Security council that the Trump White House eliminated a couple of years ago. Christine romans, the president in the white house there said the coronavirus may actually have a positive Economic Impact saying that people are staying here at home, spending more money at home to businesses here. But we also heard, for instance, the ceo of southwest airlines, he was on cnbc this morning saying he has not seen a drop in domestic air travel like this since 9 11. Is the president s claim there an accurate statement based on what we know . I think its wishful thinking. The president would like to cast this as, stay home, a bit of an isolationist approach and that will be good for americans at home. But when you have, you know, costco telling us that theyve got honestly panic shopping. Kroger saying that people are stocking up. You talk about sort of the nesting and prepping mentality that were seeing in some of these numbers, its a little bit troubling in the near term. Especially for the airlines. When you have so many of these conferences and corporate meetings being canceled, what that will do to local communities who rely on that. South by southwest. So Many Companies pulling out of that. Thats going to be revenue. Thats going to be something that is really felt. You can be staying home, but thats not good for domestic kind of travel spending. And you can see this in the stock market. Today another down day. And ill tell you, one thing i hear more than anything else is that there needs to be a unified, confident but realistic message coming from washington. You cant just expect the fed to fix this because lower Interest Rates wont kill a virus. Lower Interest Rates wont guarantee a better coordinated response from the federal government. Lower Interest Rates dont fix a coronavirus economic crisis. The president said he wanted the dow to go to 30,000. At this point where it stands now, that would be 20 up. 5,000 points up. Right now, more than 3500 people are on a cruise ship off the coast of california, waiting to find out if any of them have coronavirus. Test results expected today after news that a passenger who was on board that same ship two weeks ago died from the virus. Cases in the state of california spiked 49 overnight. The concern that as more tested, that number rises. Very quickly, we heard the president a moment ago saying, im quoting, we closed it down, we stopped it, talking about the spread of the coronavirus. Is that true in your view . If only it were true. The facts are quite different and since we had very, very limited testing, we really dont know. In a Public Health emergency, you have to know whats going on, that requires testing in this situation. And unfortunately we have been very, very slow to the testing and even to this day only 45 people on that ship are going to be tested. That leaves some 3,000 untested. My sense of it is, test them all, and then we can go forward with that. Do you have, though, the t t tests necessary to do that. Vice president pence conceded yesterday after initially saying that there would be millions of tests getting out there into the system, that they dont have the capacity to do that at this point. Does california have the test kits that it needs to properly assess this . Well, lets keep in mind it was only last friday a week ago that the cdc unleashed the laboratories here in california to undertake testing. They delivered the test kits, that is the necessary samples. Those labs are in the process and as i understand it, some of them are, in fact, doing testing. That is where we are slow to the fight here. I dont think there is anybody that can tell you exactly how many tests are going on. But what we do know is that testing is absolutely essential. We do know that there are ten labs, i think now perhaps 20 labs in california that can do testing and so in the days ahead, i dont know what day it is going to be, more testing will be done and that is absolutely essential. Let me ask you this, i dont want you to look into a crystal ball, but i imagine you sat in on briefings because experts are trying to assess this, when the state does test more, how many more cases are they preparing to find out here . Is it thousands . Is it tens of thousands . Do we even know . The fact is we dont know, and thats where the early testing would have been very, very important in controlling this. We really dont know. I represent Travis Air Force base and vacaville, the two epicenters here in the Northern California area. Of course, san jose, Santa Clara County is the other one. It is in our community, we know that. And therefore we must assume that it is prevalent. Thats where we need to go with the testing. How many, i wouldnt estimate a thousand, 10,000 or any other number, but what we do know that if we do test, particularly these hot spots, then we can begin to get it under control by isolating and, by the way, if you want to be patriotic in america, wash your hands, dont cough on people, use your coat to cough in, those kind of things, thats how real patriotism is going to be shown right now. Those small steps matter. Next step, you test, a number of people are going to test positive, thats a fact. Does california have the resources . Is it prepared to then as you say to then quarantine those people, to respond, to treat those people . What happens then . Well, this is where the legislation that the president just signed is so critically important and really the work that was done by Speaker Pelosi in making sure that the federal money would be available to the states, to provide the states and local communities could gear up now and be prepared to deal with perhaps a surge of people that need to be isolated. There is clearly going to be a shortage of isolation rooms in the hospitals, the hospitals are going to need the resources to expand those should this be a major outbreak. And so thats where that money is critically important and needs to flow to the states immediately. In conversations with governor newsoms chief of staff, the state is gearing up, they set up the office of Emergency Service here, which is well exercised with all of the disasters we had in californias fires and floods and the rest, to really get control of the total Public Health system, the hospitals, all of the support First Responders and the rest. And we should note the president said hes been speaking to the governor of california, the democrat gavin newsom. Theyre discussing, sharing information and thats im sure thats what people at home want to see. Congressman garamendi, thank you for being on. We look to continuing the conversation. Across the country, thousands of americans are under coronavirus quarantine. So what is the next phase in the fight against the virus . How much will those numbers rise . What happens then . Were going to have much more, were going to speak to the experts. Thats coming up. Being a disabled veteran and to have a tooth pain on top of severe ptsd, will take you down in the dump. As he did, he explained why the white house scrapped his trip to the cdc today. They thought there was a problem at cdc, somebody had the virus. It turned out negative, so were seeing if we can do it, but yesterday afternoon we were informed that there may be a person with symptoms
