Officials involved, democrats are looking to the next stage of the impeachment fight, drafting the specific articles of impeachment, staying on track for a housewide vote on impeachment before christmas. The president is also looking ahead to a possible senate trial. Hes already meeting with gop senators at the white house whose votes he needs to remain there. Joining us, manu raju. Good morning. Great work all week. Its been quite a week for you and your team. What do we know about the democrats and their strategy. They are drafting a report that the detail the findings of this investigation since late september, and will lay the groundwork for articles of impeachment, that the how jewel dish yay will take up. Were expecting that action to happen in the first two weeks of december followed by a first house vote that could make President Trump just the third president in American History to be impeached. The democrats have already made the decision not to pursue some of the key witness who is have not come forward, not to go to court to get them, because they believe they have enough evidence so far and dont have to hearty from them necessarily in order to make the case that they believe the president awould you s abused hi office in the handling of ukraine. Kevin mccarthy told me last night he expects to pick up some democratic votes, and some of the people i spoke with yesterday after the testimony of fiona hill, which was ukraine who meddled in the 2016 elects, its clear that theyre siding with the president , not the experts. Suddenly theyre a key strategic ally. I never that before the last eight weeks. Im not disputing that they are a key ally and strategic ally. Its just interesting how you phrase that in this context. Like they cant survive without a white house meeting. I do think theres ample evident of ukraine having engagement and involvement. I think theres. Thats her opinion. Youre hearing that from republicans siding with what the president has been saying that he believes that ukraine meddle in the election. Thats been set as part of the precondition for that meeting that would occur between zelensky and trump in the white house, as well as the white house aid to be released. But youre hearing, listening to that testimony disputing that ukraine had any role in meddling in the 2016 election, making it clear where they stand. You know its a sleight of hand. What the president has talked about is a Conspiracy Theory that the dnc server ended up in ukraine. What republicans are talking about is there were some oped written leading up to its not the same thing, outhere we are. Rudy giulianis tv appearances . One of the purposes of this report is to communicate with the American People, make the case. These hearings were very interesting. Democrats did i think a very good job sort of laying things out. Its not clear yet whether the American People were moved. This is another way to move them. Then it gets to the Judiciary Committee. Ross, let me ask a legal question. You have this don mcgahn case in court, would be relevant about executive privilege, and another case relates specifically to the impeachment inquiry. That argument is heard in december. Could the courts compel witnesses like a bolton, mull investigatie, et cetera, could they show up in a senate trial . Or has that ship sailed . No, it definitely could affect things, even at the house level. Imagine the mcgahn is the significant one. If there were a decision, we probably wouldnt see him at the house level, but it could support an article of impeachment, and then we definitely have a stronger chance of seeing him at the senate level, if the Senate Republicans agree, because they control the subpoenas there. Sabrina, talk about how much power Mitch Mcconnell has. Correct me if im wrong, its like totally up to him how this process works. It could be a oneday trial, a twoweek thing, it could be the whole she pang. Thats the debate taking place. Mitch mcconnell has already said that the Republicanled Senate will acquit President Trump. So he feels confident that they arent going to have any significant defects, if any at all. That remains to be seen, but the white house met privately with a group of about half a dozen republican senators on thursday in what is one of the first meetings to try and map out a strategy. I think that left of coordinate shows that republicans are taking their cues from the president. Republicans disagree with the president in terms of dismissing this from the outset. They believe they have to hold at least some kind of trial. They were thinking perhaps two weeks, maybe not much longer, so it doesnt drag out in an Election Year where republicans are trying to hold on to their majority in the senate. Weve seen these uncomfortable videos where vulnerable republicans are being asked repeatedly if its not wrong to try to solicit help from a Foreign Government to investigate your political rival, and they have tried to duck that question repeatedly. Listen, dangerous for both parties as this thing proceeds. You heard Kevin Mccarthy say, sabrina, he does not expect to lose a single republican vote in the house in the senate, and again its early, there any sense of wobbly senators . Republican senators. I think all eyes are on senators like mitt romney, susan collins, lisa mruczkowsur kourm president dined with collins and romney the other day, and declined that it was an effort to rally them behind the president , but if you take a step back and looks how the process has unfolded, it was clear that House Republicans are fully behind the president. From the senate, one of the lines you have heard is they dont agree with the president s conduct, and it makes them uncomfortable, but it does not to an Impeachable Offense. I think thats the strategy, the argument they will put forward. Whether or not thats sustainable in the eyes of the american public, what the political cost of that calculation might be, that remains to be seen. That was the will hurd argument, right . The fact is donald trump thrives on attention, even negative attention. So the concentration on the impeachment proceedings i dont think is going to work for the democrats, particularly because not a single republican has crossed party lines. Do you think he has a point . He is saying this could backfire for the party. Well, were not doing this for the party. Were doing it for the country. Were not doing it because its a political polltested device. Were doing it because the constitution demands it. That being said, support for impeachment and removal is right about positive 2 . Its stayed there consistently over the last month, but if the party turns its back on the constitution, ignores its responsibility to do everything it can to control this president , then what would happen to our support in the polls . He doesnt respect the rule of law, he doesnt listen to advisers. Over 90 of people who disapprove say he was acting in his personal interesting, not in the national interesting and it was inappropriate to ask ukraine to investigate a political rival. Now, you know, i should say that i think hill actually overstated what the republicans were saying here, because the house republicancontrolled report last year did clearly say the russians did it, the russian interfered in our election. They did, and devin nunes made that point, and its clear. You and i know but muddying the waters, thats part of the soviet russian play book here. The republicans are equating some opeds President Trump talks about the dnc server thats hacked thats ridiculous. But the republican sleight of hand is theyre not. They talk about supposed interference. What the russians did was a state action by their Security Services, by the gru, which was a criminal hack of computers, all done surreptitiously, ordered from the top by kremlin. There are incidents where ukrainians weighed in, saying that he might approve of him carving up their country. Theres a few other incidents that have been cited based on facebook postings and all. Hill did say, yes, it would be best if the ukrainians and other countries did not weigh in in this way, you know, but the real fundamental issue is theres no equivalence between the instances of ukrainian interference, if thats what you want to call it, with the russian state action. Something that struck me, in all these hearings, with all these people testifying, but also russia policy, fiona hill, not once did we hear an account of a president ial conversation saying we have to defend our elections in 2020, which is less than a year away against in real and genuine russia threat. How confident should folks be we know russia will try intend, intel agencies have already set that. How confidence are they that this election will be safe . By the way, its not just the russians. The chinese, iranians, north koreansal koreans have capabilities. I think that theres been clearly some work thats been done to bolster the defenses, particularly of voting systems. That was always the biggest concern that there might be tampering with the voting systems. I think everybody is much more conscious of that. Look, ive always thought, of course the russians are going to try to do something next time, but they probably wont do exactly the same thing. Theyre pretty clever at this. Theyre going to try other means of inciting dissent, of riling up people in weighing that were not particularly conscious of right now. I did have an opportunity to speak to one of the deans on campus just before students made that announcement. There was a consensus that many of the points brought up by these students are in fact valid, and one University Official told me there will be change. Theres hate in the world. Syracuse university is not immune to that, but i think our student demands and the solutions think offered were not necessarily tied to this incident. They actually went much deeper than that and identified areas that we can help make this place home for all of our students in a better way. However, many of the students telling us theyre not happy with the way the administration on campus that is handled many of the latest incidents where racist symbols and language have been found in and owner the campus.
