Cnn correspondent phil mattingly. Phil, lets start with what promises to be critical testimony from colonel vindman. What do we know . Yeah, thats exactly right. First, let me set the stage for who Lieutenant ColonelAlexander Vindman actually is. As jim noted, hes been in the military for more than two decades. He served in iraq. While in iraq, he served a purple heart while he was wounded there. He has been the top official related to ukraine on the National Security council inside the white house for a number of months now. And the significance here with this testimony is this. Hes the first Current White House official to testify in one of these closeddoor depositions that democrats have held inside their impeachment inquiry up to this point. He is also the first individual who was on that july 25th call between President Trump and the ukrainian president , the white house has released the transcript of. In his sixpage testimony which we have reported publicly now, he talks about two occasions where he actually raised concerns directly to National Security council lawyers. One of them related to that phone call, for which the white house has said, there were no problems. Saying, quote, i was concerned by the call. I did not think it was proper to demand a Foreign Government investigate a u. S. Citizen. And i was worried about the implications for the u. S. Governments support of ukraine. I realized that if ukraine pursued an investigation into the bidens and burisma, it would likely be interpreted as a partisan play, that would undoubtedly result in ukraine losing the bipartisan support that it has thus far maintained. This would all undermine u. S. National security. Following the call, i again reported my concerns to nscs lead counsel. He said again, because he also reported his concerns relating to aljuly 10th meeting between ukrainian officials and a top u. S. Official when Gordon Sondland brought up the idea of investhae for a powerful winds, high meeting with the u. S. President. What his testimony does is lines temperatures, putting more than 25 Million People under red flag up directly reports that ambassador bill taylor, who warnings in california as crews testified last week, meeting. Hes sitting down in uniform misgivings about the impropriety right now with house of what we were doing, they investigators. Never shared those misgivings. And according to his opening he shared that definitively and statement, he is speaking out against the commander in chief. Under oath. Now were hearing that hill, this is the first witness to give an interview in the bolton, and vindman did share impeachment inquiry who was those misgivings. Actually on that july 25 House Speaker nancy pelosi is now giving republicans what theyve been asking more if an official vote in the full house on the impeachment inquiry. It will force lawmakers of both parties to go on the record with their support of or opposition to the inquiry going forward. Republicans have been saying the inquiry is illegitimate because there has not been this formal vote. Joining us now from capitol hill, cnn senior congressional correspondent, manu raju. I think its important to note, though, republicans like mark med dadows are firing back sayi this is just a rules vote, this isnt exactly what we were asking for. Yeah, because its not a vote to authorize the impeachment inquiry. Even democrats are saying that. Theyre saying, this is actually setting the procedures for some of the next steps here, including changing some house rules, allowing, for instance, Staff Members to engage in some of the questioning during the public sessions. Weve seen, of course, what the rules are that allow members of the committees to ask five questions, five minutes a piece. Now this will allow Staff Members to engage in the questioning and allow in some evidence sharing between the house intelligence committee, which is now leading the investigation to the house judiciary committee, which will take the first steps in voting on articles of impeachment. Now, while its not a resolution that would authorize the probe, it will give the democrats that are at least pointing to this as an argument going forward, saying, theres no reason why the white house should point to not having a vote, to not comply with their request for information. Because as you know, the white house has said over and over again, that because theres been no vote to formally authorize the investigation, that it will not cooperate. And thats something, of course, that has been rejected by a federal judge on friday in case, saying they dont necessarily need to have a vote. This was a legitimate, legal inquiry going forward. And democrats agree that notion. But nevertheless, they are having this key vote assigned and are rapidly moving to the next phase of this inquiry, guys. Rapidly moving. Can you give us details on that . Theres talk about having the inquiry wrapped up by thanksgiving. Is that a month from now . And having a full vote by christmas. A couple months from now. Is that reallistic in the view of the members you speak to . Yeah, at the moment, it is. It changes, quite frequently. And im told, behind closed doors, nancy pelosi last night did not detail to her Leadership Team the exact time frame. And shes ultimately the one who controls that. But the working assumption from Top Democrats that ive spoken with is that having a public hearings before thanksgiving and then they can be moved to votes in december, potentially a vote to impeach the president before december, so while this may seem like its taking a while, that is pretty quick in the eyes of congress and moving an investigation like this. And democrats certainly want to wrapt up in the house before the end of the year. Guys . Manu, thanks very much for the reporting. We appreciate pit. I want to begin with this move by democrats to move forward with this vote. Because pelosi resisted it. And she was concerned about swingstate democrats in particular here. Did democrats hear from constituents, from voters, that this makes political sense . I mean, in effect, that the republican argument about process here was working . Well, im not sure that they were hearing that specifically from voters, although more and more do want to see this played out in public and we heard from democrats last week that they would like to get moving on the public aspect of this inquiry, of this investigation, because they feel that the sooner, the better, with their constituents. But that is still a concern with this vote. A number of democrats are still worried about their front line vulnerable members who are going to be facing really tough reelection battles from republicans. And there was some questions raised by democrats about whether or not they should have had a vote like this, within the intelligence committee, because it could have shielded some of those members. Interesting. But again, they feel as though leadership decided that this was the moment that they were going to move forward. So, toulouse, the attack from the white house this morning on this, you know, decorated active army member, who, as admiral kirby was saying so well last hour, shed blood for this country, that hes a nevertrumper. The president tweeting, how many more nevertrumpers will be able to come and testify about this perfect call. Is that it . I mean, is that the strategy at this point . Because, i mean, its just so hard to argue that about someone like this. That is the strategy. According to the white house, according to the president s closest allies, in order to defend the president , you have to attack veterans. You saw the attacks against vietnam veteran bill taylor, President Trump said he was a nevertrumper. He said, last week, that nevertrumpers were human scum. And now an iraq war veteran is being attacked by the president s closest allies. But with no evidence for taylor or for vindman. Zero. Right, no evidence at all. Just because there is not a lot of substance to back up the claims that the president did nothing wrong or that the president is completely innocent and should be exonerated here, they are going for personal attacks. And a lot of times, those personal attacks have no evidence behind them. But its clear that republicans are looking for something to grab hold on when it comes to defending the president , because it looks like the mounting evidence is stacking up against the president , not only are democrats saying that he did something wrong, but people close to the white house, people that worked for the president , career diplomats who were part of the government, who were a party to some of the things that the president were doing had firsthand knowledge about the president s conduct, are blowing the whistle and saying that the president was not in the right here, that he was pressuring another Foreign Government to try to interfere with the 2020 election. Laa lot of folks saw that an expressed concerns about that very quid pro quo. Laura, i want to ask you a question, because you might say that Gordon Sondland, the sitting Eu Ambassador is in a legal pickle here, and perhaps in danger of having lied under oath. Because he testified, and maybe we can put this up on the screen, that definitively, if ambassador bolton, dr. Hill, or others harbored any misgivings about the impropriety of what we were doing, they never shared those misgivings. Sworn testimony. But now vindman, sworn testimony, he says, in fact, not only did he express misgivings, but so did fiona hill, until recently, the top russia expert, but others. What happens now with Gordon Sondland . Is he called back . Thats a very real possibility. We heard democrats even expressing that they would potential want sondland to come back after taylors testimony, given the fact that they said that it seemed as though sondland had selective amnesia in his testimony. Wouldnt be the first time folks testifying on the hill had selective amnesia. And will hurd said after his testimony, sondland has to come back. Thats part of the reason why these hearings have been done s behind closed doors, you dont want these witnesses to put their testimony together and use other peoples language to defend what they were saying. So now theyre going to have to defend what was said behind closed doors. And that was an argument raised by democrats for why they were doing this behind closed doors. They didnt want them to coordinate, a sort of prisoners dilemma here. Laura lopez, toulouse , thanks for having on. Thank you very much for being with me. Good morning, poppy. Its an honor to be here. Lets begin with what we know that vindman is saying under oath right now from his opening statement. Quote, i was concerned by that call. I did not think it was proper to demand that a Foreign Government investigate a u. S. Citizen. Do you share his concern . Well, you know, thats his concern. He didnt think it was proper. There were other people on that call. Have they expressed the same thing . Do i share his concern . No, because i havent heard i havent, you know what weve heard from President Trump and president zelensky was there was no quid pro quo asked. There was no pressure. And president zelensky didnt know about any funding. And so, no, im not concerned about it at all. But i am happy it is coming out in the public. Well, we do know, actually, everything that was said on that call, according to the white house, because of the transcript. Youve read that transcript, right, congressman . I have. And nothing in it concerns you . No, it doesnt. I think what we need to do is make sure this isnt a political fight. That it goes through the proper technique, that we do find out the facts and make a decision based on those facts. So i think one of the important things you would agree to making sure that its not political is that of these three committees questioning these witnesses, that you have republicans and democrats in the room. 48 democrats on those three committees 48 republicans, rather, on those committees. Youre one of them. Youre a member of the House Foreign Affairs committee. So you could attend all of these depositions. Have you attended a single one . No, i havent gone to those. Weve had discussions in our Foreign Affairs committee on other aspects of what President Trump is doing. So ive been involved in those. Not in these. Why . I see these as kind of a side show. Because its not an official inquiry in impeachment. It is something that nancy pelosi started without a vote. And i know its not constitutional to have a vote. Right. But it should follow the precedents that has been set in the last three impeachments. So there is going to be a formal vote on thursday. But back to your original point, this is consequential, right . This is about whether the u. S. President is impeached or not. Youre invited to be in the room for all of these depositions. Right now, you could be in the room, questioning Lieutenant Colonel vindman. Why are you not and ive got my questions for him. But why are you not there . Because i have other responsibilities in the house and what i see this as a side show. And im going to make a prediction that in three weeks from now, youre going to look back at this smoking gun and the things that everybody is so worked up today and it will be as inconsequential as adam schiff saying, ive got irrefutable information that there was collusion with trump. And thats gone and that was proved to be a fallacy. And i think this will be, too. Then why is it legitimate for you to slam an inquiry and slam testimony when you have the opportunity to be in the room for all of it. You are not taking that opportunity. I understand you have other important responsibilities, but respectfully, congressman, as glad as i am that youre on this show, you dont need to be on this show. You could be in there you could be in there deposing ive got my questions written down for him. Deposing Lieutenant Colonel vindman. I ask whos asking them, because your staff told us 30 minutes ago that they didnt even know about the testimony. No, they know about the testimony. Weve talked about it all week long. I plan to go in there. Ive got my questions written for him. You know, why was he worried . Was anybody else on the call worried . Did they express the same thing . When did he give his concerns when did he make that publicly known . Was that written down in a record, other than his testimony, when was that submitted . Okay. So those are questions that i want to come out. So you are going to this deposition after youre off the air with us. Is that right . As soon as im off the air, yes, maam. And this will be the first one you attend in the inquiry . It will be the first one, but weve been very engaged in whats going on. And this whole vote that nancy pelosi is bringing it up, its not an official impeachment inquiry. Its a vote to okay the process that theyre going through and the transparency. And as long as were talking about transparency, these are held in an intelligence briefing scif, some of them. A lot of that information was leaked. And that goes against u. S. 2 usc code 386 that members or Staff Members are allowing information to be released from an intelligence briefing. And that needs to be investigated. Because theyre going and leaking stuff that they shouldnt be leaking. Have you all members of the committees, so youre one of them, are allowed to read the transcripts of these depositions, as theyve been happening. Right. Have you done that . Weve read the summary of volckers and there was one other one we did. The summary or youve gone actually to read the full transcript . Just a summary of them. The summaries of them. Why . Going back youre an important member of an Important Committee and this is an important inquiry and im just confused as to why it seems like you dont think its been worth the time until today to go or to read them. Well, i said, because its not an official inquiry. It has something they have mutual fund wimoved with. Ive had members of the Democratic Party told me that after the whistleblower came out, they were moving ahead. And i said, i cant believe you guys are moving ahead. And he said, Chuck Schumer said, he doesnt care if its true or false, theyre moving ahead with this. Okay, so its not just democrats here, who think this is legitimate and there are important questions to ask. Its also your fellow republican member of congress from your same state, sir. From the state of florida. Listen to what congressman Frances Rooney said to us. Mick mulvaney laid out a quid pro quo. What is your response . Well, yeah. Whatever nimight have been gray and unclear before is certainly quite clear right now, that the actions were related to getting the ukraine to do some of these things. I think that as you just put on there, senator murkowski admits it perfectly, were not supposed to use government power and prestige for political gain. Were not supposed to use government power and prestige for political gain. Is she right . I dont know. I dont see it as political right. I see it as President Trump going back to the corruption that was at the base of all of our foreign aid. You know, were not going we do that in central america. And also, that, you know, this was to go back at the 2016 election. Was there corruption in there . Was there a suppression put on then why if it wasnt for political gain, congressman, why did President Trump bring up the bidens in the call with zelensky on the 25th of july . Because youve got joe biden on the news, you know, several years ago, saying how he had a quid pro quo and he forced the ukrainian prosecutor to get fired. He was bragging about that i mean, i have it here. Youre talking about him addressing the council on Foreign Relations in january of last year. He talked about holding back 1 billion in loan guarantees to carry out what every leader in the western hemisphere wanted, including the imf, christine laguard, saying this guy wasnt doing his job, he wasnt fighting corruption. So i dont really want to go down that rabbit hole, because its unfounded. Of course not. Because it shows that biden was forcing a prosecutor to get fired, who eventually got fired. Yeah. Because every leader in the west thought he wasnt doing his job and he wasnt doing his job, period. Thats the reason for it. Senator congressman, let me just ask you one final thing and ill let you go, because im glad youre going in there and youre welcome back on the show tomorrow to talk to us about any of it. Let me ask you this. Last week, you voted against the shield act. You know what that is. That is legislation that would require american politicians american political campaigns to alert the fbi and the federal Elections Commission of any illicit offers of election help foreign nationals. Why did you vote to oppose that . Because it didnt focus on the right things. It didnt focus on the thing that this was all brought out about was russian collusion and interference. It didnt really focus on that. And we saw it as a political stunt on the democratic side. What do you mean it didnt focus on that and its a political stunt . What it would do is require campaigns to alert the fbi and the fec if there was any attempt, even, of foreign election interference. How is that a political stunt . Because it didnt go after what was going on, on the internet. And thats where we really have to focus, is whats going on the internet. All that stuff behind the scenes that swayed people to vote or not vote. And that will be found out in the future, in fute thought it it was a bill that looks good on the surface, but when you get into it, it really independent accomplish what it was designed to do, and that is interference from Foreign Governments in the process. Thats interesting, because thats of course a tactic that the House Democrats have used to defeat a white house attempt to stymie this testimony. Cnns manu raju joins me now on capitol hill. Manu, what do we know about the subpoena, the response, and did the white house make any lastminute attempts to block this. Reporter well, we are told from an official working on the impeachment inquiry that a subpoena was, in fact, issued this morning to Alexander Vindman. It was delivered to him and he is now here answering questions. Now, according to the statement that was just released from this official that there were efforts by the white house to limit nay testimony that did occur. And thats the reason why this subpoena was issued. Now, this is a similar tactic that democrats have been doing throughout this investigation, issuing subpoenas for a range of individual s including from the ousted former ambassador to marie yovanovitch, because they are contending that the white house, state department is trying to limit testimony. Skb and we have seen the white house come forward issuing letters that they will not comply with this investigation, which is why they have issued these subpoenas. The difference is interesting, because yesterday we saw another former official who did not come before this committee, who got a subpoena yesterday, he did not appear, because perhaps he did not want to appear. But nevertheless, the white house tried the block that testimony as well. So youre seeing some differences in how individuals come forward. But today were told Alexander Vindman, now behind closed doors, answering questions after receiving a subpoena. Guys . Notable, manu. Thank you very much. Most of the witnesses heeding those subpoenas, as opposed to taking them to court. We have other news were following. And it is breaking news. Within the last hour, President Trump has confirmed that the top replacement or one of them for isis leader Abu Bakr Al Baghdadi was, in his words, terminated by u. S. Forces. Details of that operation still coming in. Cnn pentagon correspondent Barbara Starr is with us now. What do we know about all of this. Who it was . What raid it was in. What can you share . Well, we are getting very few details, actually. We do know that and we reported yesterday, there was an additional raid beyond the baghdadi raid that u. S. Forces had been involved in and that a top isis operative has been killed in that raid. The president now confirming that, but hes not specifically saying if its one and the same. All indications are the person who was killed, some people say was a potential replacement for baghdadi. Others are saying more or less the chief spokesman for the organization. Does it fundamentally change isis . Perhaps not. Of course, because isis is now a very diffused organization. Cell s all over the world. And still, cells inside syria. And thats really important right now, because u. S. Troops, of course, are headed back into those Eastern Oil Fields in syria, and to, in the preside president s words, control them. And now we know from the pentagon yesterday that the mission the u. S. Forces have is to control them so that the kurds can keep getting oil revenue and even deny access to that area, to any russian or Syrian Regime forces. Poppy, jim . Happening now, boeing ceo is on capitol hill answering some very important questions from lawmakers about safety issues plaguing their 737 max jet. He is the first boeing official to testify before congress after 346 people were killed in two crashes in Ethiopian Airlines jet in march and a loin Airlines Plane last october. This testimony comes one year to the day after that lion air crash off the coast of indonesia. A system designed to automatically lower the planes nose if it nears a stall is suspected of forcing both flights into the ground. Lots of evidence from the cockpit in both crashes of pilots fighting that system. Dennis muilenburg, the ceo, admitted this morning that, well, they made some mistakes. Weve made mistakes. And we got some things wrong. Were improving and were learning and were continuing to learn. Hundreds of people did die in those crashes. Lets bring in now former Inspector General for the u. S. Following this story has been fascinating and a little disturbing, because whats become clear, beyond boeings mistakes, is the faas involvement here, really, or just the way the system was set up, where the airline cedes so much control to the airline. Theres been some reporting that they wrote the language of the law ceding control to the airline here. Tell us the problem with that. Well, youre exactly right. You know, this problem has been so long in the making that, you know, working on this case is very fascinating, because the wheels were put in motion for boeings failure years before because the faa and remember, in concert with congress and the senate, delegated to boeing, the authority to approve almost every part of this plane. And by doing this delegation, then the faa was not aware of crucial changes in the mcas system that pushed the nose down even further. And even when boeing became aware of these problems, before the lionair crash and certainly after the lionair crash, the mm. But again, this change, this designation of authority to certify was approved by congress. It was passed by the senate. So they have a lot of questions to ask, both boeing, the faa, and themselves. Yeah. The european are looking at this differently, mary. And it seems to me as though theyre taking theyre just taking a slow around here and saying, we need more evidence before we unground these planes. I wonder if thats the right approach and also what it takes for the public to regain trust in these planes. The europeans are taking it more slowly, as is the rest of the world. There are many other aviation nations that are taking a long, hard look at this. China and other countries. And we have to remember that last friday, the final report on the lionair crash did come out and the federal aviation administration, if you just look at it by line count and word count, they had more recommendations aimed at them than even boeing. So the nations of the world, sadly, the federal aviation administrations reputation is very, very tarnished. And its leadership is in question. And so other nations of the world wont just accept the faas word. Passengers, who knows how long before anyone will feel comfortable. I mean, the issue has been raised that perhaps boeing will even change the name of the plane, putting it into an aviation version of the Witness Protection Program with a new identity. But i think passengers will resist for some time. But thats part of boeings job on the ill and elsewhere, is to really convince them not only that they have fixed the problem, but that they deserve our trust. And im not sure the hills convinced and i know the public isnt convinced. Just very briefly, yes or no, for poppy and myself and others who might be listening, should we feel comfortable flying on this plane . Well, not yet. And st going to depend what the faa does next. And its really going to depend on what congress does. The senate and the house, allowed this designation. They have to revisit what they did as well. Weve got to get all of washington working again. Never, ever, ever did i think i would see this day. Reporter tiffany king spent more than half her life working at this gm plant in lordstown, ohio. This parking lot once filled with the cars she helped build, now it sits completely empty. Its all carbgone in a blink an instant. This is her first time back since he helped build the last cruze six months ago. Shes held out hope this engine would start again, but that ended friday. Gm and the United Auto Workers union signed their contract with no new plan for lordstown. By that time, my mind was already made up, i was going to stay here. I wanted to stay here. This is my home. My community. Reporter lordstown, the poster child for the auto industry, once a huge economic driver for this rural part of the state. Not anymore. President trump took notice, came to town, and promised these workers their jobs. Dont sell your house. Do not sell it. Were going to get those values up. Were going to get those jobs coming back. And were going to fill up those factories or rip them down and build brandnew ones. Thats whats going to happen. Reporter but it didnt. Most workers have left town and the city says its lost 1 million since march. These two shuttered restaurants are signs of the times. What will this area start to look like in the next couple of months, the next couple of years . I would say its going to get economically, its going to get worse. Youre not going to have the engine that drove it for so many years. Reporter bill adams heard the president s promise to save his job and now hes helping other Union Members find new ones. Do you think it was an unrealistic promise that he made . Pretty much anything that man says is unrealistic, to me. A lot of people do believe. They believed that he was going to save jobs. You hope for the best, prepare for the worst. And right now, were living the worst. So what do you do now . Ive looked for some jobs, as you get older, its harder. If it could happen to lordstown, again, another cli e cliche, if it could happen here, it could happen anywhere. That economic anxiety that youre hearing there is something we saw play out in the 2016 election, where President Trump won. Well start to hear more of that as we head into 2020. The president still has a lot of support here, jim and poppy, but democrats we spoke to say theyre really interested in candidates like Elizabeth Warren and bernie sanders, because they talk about corporate greed, something these workers here feel like they just felt with the closing of this plant here in lordstown, jim and poppy. And they talk about actually, you know, policy proposals, lying having 40 of Board Members be elected by the employees, right . Whether that would actually be able to happen is another story.
