Republicans are pushing for a more open impeachment process. Democrats say theyre working on making that happen. Hoping to end the behindthescenes stage of their impeachment inquiry with a vote, potentially by thanksgiving. Some members of the republican party, though, not waiting at all. Roughly two dozen of them protested the impeachment process by forcing their way into the secure room where testimony was taking place yesterday. Important to note around half of those who supposedly stormed that room were already allowed to be inside. They are members of the relevant committees which means they can cross examine witnesses as much as they want. A source says President Trump was aware of this plan. He met with some of the lawmakers involved at the white house the day before. Meanwhile, his allies in the white house are urging the president to get on board with a unified impeachment response with mixed results. Lets begin on capitol hill. Our senior congressional correspondent, manu raju joins me now. Did they achieve anything by doing this . Reporter theyre trying to shine chinas spotlight on the process that they consider to be unfair. I just spoke to a number of some republican senators about what bill taylor testified about, the very damning testimony from earlier there week saying that he was told that President Trump had had wanted that vital ukrainian aid to be withheld in exchange for announcing investigations that could help him politically. Two republican, key republican senators who i just spoke with essentially pushed back on that. Lindsey graham, the very close ally of the president , the Senate Judiciary committee chairman, dismissed what bill taylor said as hearsay. Then also senator kennedy also member john kennedy of the Senate JudiciaryCommittee Said that it was just simply taken out of context. He said he wanted to see the full crossexamination that occurred behind closed doors. Youre hearing this pushback from republicans, one on the house side, trying to go after the process. On the senate side, not saying that they have any real serious concerns despite this revelation that the president may have sought to essentially withhold this key aid that ukraine needed to fight back against the russians in exchange for these investigations into the bidens as well as the 2016 elections. It could help the president politically. Now at the same time, the House Democrats are still pressing ahead on their impeachment probe. They do try they are trying to wrap up their the closed door depositions by this by this fall. And potentially go into open hearings as soon as midnovember. That could also be pushed into late november. No one really knows the exact time frame of this to be ultimately wrapped up partly because Mother Nature and more leads keep more and more leads keep coming up. The closed door depositions, they have to ask for interviews and records. Nevertheless, the debate over what theyve learned so far is along party lines here on capitol hill. Poppy . All right. Did the American People learn more by what we saw happen yesterday afternoon with those republican members, you know, going into the skiff when half of them could have been theres in anyways . I think what the American People saw affirms the direction were moving in. We are with the majority of the American People who are very concerned about the sanctity of our elections, about ensuring that our National Security is not put at risk. Weve seen the president abuse his power in orders to try to change the outcome of the 2020 election. And his republican defenders, all they can do because of how devastating the facts are, is try to distract from the investigation, and to try to deceive the American People. Well, heres the thing, congresswoman, not all republican members of the house, a majority frankly do not think that the facts are devastating for the president. A number there are those who have questions, Francis Rooney being one. But there are others who think the president would have been derelict in his duties for not doing what he did on that ukraine call. I want you to listen to republican congressman jody arrington. I had him on last hour. Heres the argument. The president not only did what was appropriate, he faithfully executed his constitutional responsibility as a fiduciary taxpayer resources. He called out a couple of highprofile cases and said make sure that we look under every rock, and make sure that you root out corruption before we put at risk taxpayer money to the tune of 300 millionplus. I think thats more than appropriate. I laid out the facts for him after that, congresswoman. He says its more than appropriate. Whats your response . That is shocking. What is so stunning to me is that you have a group of elected officials, members of congress, members of the senate, who put their loyalty to one person above their loyalty to their oath of office, their loyalty to the constitution, their loyalty to the United States of america. We are going to continue to see especially once this investigative portion is complete and once the public hearings begin, i think we will begin to see even more and more desperation to try to explain away the facts that are very, very simple and very clear. The president abused his power. We saw it in the memo that they released, the transcript of the call. Its been clear from that moment on. And what the the politicians who support the president are calling appropriate is quite contrary to what lifelong Public Servants and patriots have described as, again, abuse of power. Okay. He is your fellow member of congress from texas. Are you saying that he is being he is not a patriot . Im saying that hes putting his loyalty to one man ahead of the loyalty we all should have to the constitution. Our elections are sacred. When we ask a Foreign Government and approve of a president asking a Foreign Government to meddle in our elections, that should shock and stun every american. Well, there was also a vote that largely got, you know, overlooked yesterday. But a really important vote on, as you know, voted on a piece of legislation, the shield act, that would help protect elections. It would mandate that any foreign interference or offer of it is directly reported to federal authorities. But let me ask you this because youre not from a blue state. I want to ask you about swing states. Theres an interesting New York Times seneca polling in the last few days. It shows the battleground states of wisconsin, pennsylvania, michigan, florida, arizona, north carolina, and still in those states, congresswoman, you have a majority of americans who oppose impeaching the president and removing him from office. 53 . Should that inform how democrats continue this process . I dont think polling should inform our decision to follow our constitutional duty. I think what you will find as all of this gets laid out for the American People during hearings and during what will be i think a public process that will stun the American People because of the facts that will be laid out, i think youre going to see those numbers shift, again, not that polling should drive our decisionmaking, but i think youre going to see the numbers shift. Weve seen the numbers shift over the last few weeks wouldnt you conceive the polling and excuse me for interrupting, feel free to finish your point i just when polling is representative of how people feel, and you represent people in your districts. Thats your job. Right. I understand that an impeachment should not be a purely pollingbased decision, but isnt it informative of how your constituents are feeling . It is. It is informative. It shouldnt drive decisionmaking i dont believe. You know, there are times when youve got to follow your constituents. But there are times when you lead your constituents. This is one of those critical moments in American History where we have seen and witnessed such lawlessness that it threatens our National Security. We cannot turn our backs to that because of polling, and i do believe that even some of the dems, my colleagues from very, very tough districts, from districts that they flipped and that are vulnerable to being flipped back, they are resolute in our desire to get to the truth and ensure that we do whats right for the American People. I have full faith in whats happening right now. And i i believe those numbers are going to change. Okay. Id like to turn to the issue of turkey and the situation, the ongoing situation in northern syria. Yesterday we saw the president lift all sanctions on turkey. And let me just play his description of how this has now played out. Here we go. People are saying, wow, what a great outcome. Congratulations. Too early to me to be congratulated. But weve done a good job. Weve saved a lot of lives. Okay. The u. N. Says this morning that 180,000 people have been displaced since the turkish incursion began two weeks ago including nearly 80,000 children. And you go no further than the front page of the New York Times this morning that has a picture of these children in a kurdishrun prison in territory once held by isis, asked where their parents were, one boy said they got killed. Is the president s response appropriate . The president is deceiving the American People. This is not a victory. This is not mission accomplished. What has happened is we have another humanitarian crisis on our hands that was driven by the president s decision. We know because the administration has acknowledged that there are war crimes that have been committed. The administration has acknowledged that isis fighters have been able to bust out of prison. We know that the situation there is really playing into russias hands. And all of this was because of the decision that the president made without consulting National Security experts, without any clear Strategic Direction on foreign policy. In one of the most volatile and important places in the world. This is something that, again, the president to me presents the greatest National Security threat to our country because of his erratic decisionmaking and because he puts politics and personal interests ahead of american interests. A month into the impeachment inquiry on capitol hill, the president is testing out some different strategies, his allies recommending that he attack the process. The question is will the president be on boards with their plan. Boris sanchez joins me this morning from the white house. Apparently the president was informed a day earlier of republicans plan to sort of barge into the skiff yesterday. Reporter yeah, a source indicates that the president was at the least aware of what republicans might do. And its not really surprising considering that for several days his publicly he publicly called on republicans to defend him more aggressively. Its part of what were hearing from sources is the attempt that a unified strategy from this white house and from republicans to defend the president from the impeachment inquiry, we understands that Congressional Republicans as well as the president s legal team have been here at the white house, counseling him, suggesting that he should abandon the idea that hes going to dissuade more moderate democrats and n districts that he won in districts that we won from voting for impeachment. They say he should accept the likelihood that he will be impeached and focus on the way that democrats are koreaing this out instead of addressing the substance of actions on ukraine. We saw some of that from Stephanie Grisham on fox news this morning. She said the white house would be better equipped to defend the president from democrats if they were aware of what democrats were doing behind closed doors during this impeachment inquiry testimony. Of course, that talking point is a hollow one when you consider that these are congressional committees that are hosting these hearings, and there are about 109 republicans taking part, not to mention that the leadership in the party has access to these depositions. Democrats in congress hoping to hold an Impeachment Vote by thanksgiving which would set up if they vote to move forward a trial phase of the inquiry in the senate by the end of the year. Meanwhile, republicans are arguing the close to close parts of the process. They say its not fair even though dozens of republicans, literally 48 republicans on these committees are participating in the questioning in these closed hearings. Joining me to discuss, analyst carrie cardero as well as shan wu. Good morning to both of you. In a tweet, it the president is attacking the president is attacking bill taylors lawyer, obviously you know bill taylor, someone they brought out of retirement to do this job in ukraine who testified and had explosive things to say. The president goes on to say the republicans who dont support him are, quote, human scum. What is your response to this strategy . You know, this is the type of thing that the president tweets these types of things, and we tends to at this point just accept them as normal. Theyre really not normal. The president in this particular series of tweets was attacking not only mr. Taylor, but he was attacking his lawyer, john bellinger, who is an extraordinarily respected National Security and international lawyer. He was a political appointee under republican administrations. He served on the National Security council, the state departments legal adviser. And the reason the president is attacking him is because hes doing the job of a lawyer. Hes representing mr. Taylor in his proceeding before the congress. And so this really goes, its one of these criticisms that goes to the core of the president s attacks on things that are related to the rule of law. When youre attacking, as he often does, journalists, when youre attacking lawyers for doing their job, hes attacking things that go to the fabric of our upholding of the law and having a legal system that functions and people are entitled to have attorneys. Of course they are. Also, beyond the president , shan, many republicans in congress including one we just had on the program last hour are attacking the process. Theyre saying its unfair. Theyre saying its shrouded in secret. Theyre saying history doesnt allow us to do this, its never happened before. Its not true. Look at the select committee on benghazi. Explain to people how this is different than the nixon and the clinton impeachment in terms of the facts or evidence or report that they were presented with back then that they dont have now. So the benefit that congress has with nixon and the clinton impeachment was the special prosecutor there in whitewater, called the independent counsel, had the benefit, Gave Congress the benefit of an extended investigation done as a private investigation. Lots of interviews. And they got the benefit of that. However, here, the Mueller Investigation was not about this issue. Right. First of all, we didnt have the full benefit of the Mueller Investigation. But so therefore, congress having to move quickly on a brandnew issue, and thats why they have to hold these sorts of private hearings or depositions. Do you do they have to, carrie . Is there any salience to the argument that some republicans are making that this should all be done in the light of day . No. Its pretty common actually in the investigations, congressional investigations that involve National Security when theyre at the early stages of an investigation, to do it behind closed doors. As long as they have equal access to members of both parties. I would think the republicans would have a legitimate argument if they were being excluded from these depositions and interviews. But theyre not being excluded. Members are there, i believe Congressional Staff are there. They have opportunities to question the witnesseses, and so theres nothing untoward about the process. They have equal access to the witnesses, and thats the most important part. From our reporting, those republican members of oversight, intel, and Foreign Affairs are very involved in this questioning behind closed doors. On another note, weigh in on this. Slan, youve got an Appeals Court argument over the president s tax records. There is an argument over the scope of immunity. How broads is president ial immunity . The District Attorneys Office said if the president pulled a handgun and shot someone on 5th avenue wonder where they got that one would we have to wait for the impeachment hearings to do anything about it . The attorney said, correct, the president cant be charged in office. Is the president s attorney right . And how do you think the Supreme Court will see this when that broader question of president ial immunities, if it goes up . Right. Well, in a broad sense, common sense tells us hes totally wrong, particularly in that ridiculous hypothetical that the attorney chose to base on the president s ridiculous hypothetical that he raised in the campaign. A Violent Crime like that, i cant imagine that the president s going to be immune from it. If it did go to the Supreme Court, i cant imagine they would agree either. Realistically whats going to the Supreme Court is more nuanced and complicated. They have to slice and dice what actions took place within the time he was president , what actions might fall under executive privilege and have to weigh that and balance it against whats necessary for the public disclosure. So in reality, these questions of would turning over his tax returns somehow compromise his ability to lead the country, those are nuanced questions which ultimately will be resolved by the court, but not in this simplistic manner. To jay sekulows argument from the white house, he says theres no due process here, et cetera. Lets remind people what a senate trial and impeachment looks like. Right. So what were going through right now on the impeachment process in the house is more akin to a grand jury proceeding. Theres depositions, its behind closed doors, its taking of evidence. If the house were to vote and then it would be transferred over to the senate, then the president would have much more ability for his legal team to be able to mount a defense to the charges of impeachment. So there is a process here. At some point these three committees that are doing this current part of the investigation are going to need to figure out how theyre going to transfer that information to the broader house to be able to develop articles of impeachment. But lets not, you know we know what the republican defenders of the president are doing here. Theyre attacking the process because they have no defense on the substance of ambassador taylors testimony yesterday. Some of them do. Reporter it is extraordinary how complex the u. S. Mission, frankly, is here. It was clear when they withdrew initially, we watched it ourselves over the weekend. This convoy would likely be mostly stationed in iraqi kurdistan, but thats being made more complex by the Iraqi Government saying that they thought they were just passing through. Now we have this Development Report out of our Pentagon Team that essentially theyll have to be armor headed in the direction of those oil fields where the u. S. Accept theyre going to keep several hundred troops to protect the oil fields. Frankly to maintain a presence against the resurgence of isis there. That is fairly understandable given that those 100 or so would be relatively isolated down in that pocket of syria, distant from Larger Forces elsewhere in the region. So a difficult balance being played here between the general message of withdrawal and the fact that that simply hasnt actually been really happening in the pace people would like. In terms of on the ground, you have to look at this sort of continued ceasefire which President Donald Trump announced yesterday as being sort of permanent. There seem to be signs of a chattering in some ways. Turkey said five of its soldiers have been wounded by sear alien kurds, and the syrian kurds say they have continued to be attacked in a variety of villages. Its hard to tell what point it becomes clear. The ceasefire has collapsed on all sides. Whether this is what u. S. Officials said in the Trump Administration, that we see intermittent fires here and there. Its a dangerous windows were into certainly because its obvious the u. S. Is not entirely leaving syria. For the interests it has to protect. Its going to have to continue to send assets to make those troops safer, but at the same time we see the russian influence and the deal with turkey not necessarily leading to an immediate cessation of hostilities. A new National Poll in the 2020 race is out showing senator Elizabeth Warren taking the lead over Vice President joe biden by seven points there. This comes days after a cnn poll showed biden on top proving the race could not be closer. Jeff zeleny has the latest. Interesting to see the difference between the cnn poll a day or so ago and then this poll. I suppose ones good news for one, ones good news for the other. Reporter good morning. This is why we do not, you know, base all of our judgment and guidance on one poll. We look at a variety of polls, and more particularly, we look at state polls. These National Polls have a value to show, you know, sort of the overall shape of the race. Theyre not intended to be predictive in any form. Senator Elizabeth Warren, you know, certainly you know, for months now, has been a front return, a cofrontrunner. Now she in polls like this is considered the frontrunner. She also, you know, has joe biden right up there with her. That is what you can see. And she has been strong in this particular poll, in this quinnipiac poll. She was actually at 30 in the last poll. So she has grown that much. Shes falli inen a little in th margin of error. Take away the fact that thats the overall shape of the poll, but its the state numbers, iowa, New Hampshire polls, South Carolina polls that still show her and joe biden, you know, pretty much at the top. And this shows that Bernie Sanders is still but below her at a national level. Hes a National Candidate more than any other person in this race, of course, after running before. So the dynamic i look at there are the warrensanders dynamic and how thats going to play out over the next i think 103 days until iowa. Just 103 days, zeleny. Before you go, speaking of iowa, speaking of senator Amy Klobuchar from the neighboring state of minnesota, you know the question is how is she going to fare in iowa . Right now, good news for her. Shes going to make it on the debate stage in november. She is. The only time that 3 in the poll is viewed, you know, as a moment of celebration. But for senator klobuchar, it is. That means that she now has reached the level of polls that you need by the dmc to make that debate stage in november. Later in november, in georgia. That is essential for her. She, of course, had a strong debate performance in ohio. Really questioning senator warren about how shell pay for her plan. I was with senator klobuchar over the weekend, and she was getting a renewed look from a lot of voters who liked what they were hearing. So she will make that debate stage which is crucial for all this. Youll like this, youre from minnesota. She calls herself the senator from next door. And of course, thats worked for some iowa candidates in the past. Yes, it has. Barack obama was next door to the east. Shes just above iowa. So well see if it plays out. Yeah. Its going to be interesting where people go when they learn more about her and her story. The fact that she has qualified for all of these debates while other candidates, some better known, some with profiles that are equally competitive in this primary have struggled. And the fact that she is increasingly competing with former Vice President joe biden and south bend mayor Pete Buttigieg in the sort of moderate lane as a counter to Bernie Sanders and Elizabeth Warren. So the fact that were talking about her and that shes in there shows that i think shell be around for a little while. All right. Lets talk about the two frontrunners in this newest poll. Its got warren with a sevenpoint lead over joe biden, as you know the cnn poll showed biden at 34 with a much broader lead against warren. Big picture here, if youre Bernie Sanders, what do you think of the numbers . I mean, youre thinking that increasingly this is becoming a crowded primary. Senator sanders has remained near the front of the pack, but the question is whether he can expands beyond his section of the democratic primary that loves Bernie Sanders. He is a very devoted has a devoted following that can buoy him in faund raising and polling. The question is can he reach out to more centrist democrats that he needs to clinch the nomination. Biden, although leading by a long shot in the cnn poll and being in the top two in this newest poll today, does he have a money problem . When you looked at those fec numbers, you know, the 9 million in the bank, way less than any of his leading rivals, he outspent, you know, what he had raised in the last quarter. His team, they came on the show, theyre not worried at all about this. But should they be . And what should it tell all of us . I mean, look, it shows that former Vice President joe biden has a money problem when it comes to small dollar donations. Hes never had an issue with bringing in or rallying around big donors and bigname donors. But he has lagged behind both sanders, warren, and even mayor buttigieg in those smalldollar donations. And right now, this is kind of new ground for political observers because we havent seen candidates raise this competitively by leaning so forcefully on smalldollar donations. The fact that former Vice President biden is being outraised in multiple corridors shows that there is a question to be answered here. All right. Senator cory booker. With a very clear message to everyone right now. Here it is oh, let me read it. Sorry. Thought it was going to play. To those democrats who are looking for an alternative right now, i want to make the case today very directly look no further. He is basically saying to biden supporters, you want to hedge your bet, go with me. Right. And look, this is the bet that both the Booker Campaign and other campaigns have been making lately which is that as biden struggles, as hes shown that he cant completely clear the field, voters are hungry for some kind of viable alternative to at least the familiar faces out there. But senator booker has really struggled to have that moment. That big sort of exact moment where he stands out from the rest of the pack. I think the biggest sort of news moment for him in the past little while was when his Campaign Manager said that were going to have to end this campaign unless we reach some a donation. A wildfire about 80 miles north of San Francisco is raging out of control. The kinkaid fire has grown to 10,000 acres and forced about 1,700 people to evacuate their homes. Right now there is zero containment. My colleague, dan simon, is there in sonoma county. He is following all of this. Dan, what are you seeing . Reporter hey, poppy. This has been a very fastmoving wildfire. You can see these crews behind me. We are just next to it here, and you see the trees caught fire. You see some logs here. And fire crews just doing whatever they can to kind of put this blaze out because with these fierce winds that weve been seeing, an ember could produce more spot fires in the area, and theyre just trying to do what they can to get this particular fire out. But poppy, it has been incredibly dangerous. Gusts, 16 Miles Per Hour or so, and at this point, at least one structure has been destroyed. But i have to tell you, this whole area, poppy, the power is out. And pg e cut the power yesterday as a precautionary move. We dont know what ignited this blaze. We dont know if a pg e power lane may have gone down. We know it is in the zone where the power apparently went out. But pg e is investigating so we know that most of Northern California right now under a red flag warning. We know that the winds are expected to die down sometime this afternoon.
