Shows its staying away from florida and georgia, thats a big change. But not far enough to dodge dangerous flooding and surge, the storm could do a lot of damage even if it doesnt come to shore. Forecasters warn the storm could take a turn inland. With still a slight chance the coastal areas are preparing for the worst. Making those search and rescue missions really difficult right now. You have thousands of people still trapped in their homes because of a storm surge 12 to 18 feet and Hurricane Force winds 120 miles an hour. Imagine seeing the water lapping up on your windows like in the bahamas there. According to the Salvation Army more than 13,000 homes have been damaged or destroyed. That number almost certain to go up. So many lives changed by this storm. Meanwhile the beachfront resorts that normally dot the islands are now scenes of absolute destruction. The dock its gone, no vegetation. The bar walls have completely collapsed. The bars hanging over nothing. Its going to take so long to recover. Rescue efforts, theyve been slowed by the destruction of the islands airports and landing strips. Its hard to get aid in there mech this is video from free Port International airport which is now completely under water. Thats unbelievable to see that is the airport. Take a look at this. This is video from rand memorial hospital, again in free port in the bahamas. One of the countrys many hospitals now almost completely submerged in water. The coast guard has sent helicopters trying to evacuate those in need of medical urgent care. And more than a dozen coast guard are ready to help as needed. We saw you in theest of this yesterday. There you are now as this thing is moving northward. What are you seeing as the extent of the damage . The good news is that weather conditions are somewhat better. But we still have tlaut much of this island Tropical Storm force winds or even Hurricane Force winds, and that is complicating any search and rescue operations. We are hoping for the first time in days to be able to get out and do some news gathering and see what the situation is like. Last nights in our building here we saw people from the area coming in the middle of the night. These are people that evacuated as the water came crashing into their homes n very late evening last night, after many of us hoped this storm would have left us. And these are people carrying animals, a woman who had fallen and broken her hip. They had nothing but the clothes on hir back. And they said by the time they realized the water was coming in their house, it had risen so quickly. They could not open their front door because the water was halfway up their front door. Some had to chop holes through the roofs of their house to get out. Some of them actually slept in the apartment we are in now and went back to see how they homes are this morning. You talk about the airport, there are communities of people who live around that airport and those communities are completely under water. It is safe to say at this point no help has come into free port, come into grand bahama because the airport is closed, it is too dangerous to come here by boat. So the many people injured are going to have to wait even longer. It is a dire, dire situation here. Patrick ottoman, thanks so much. You stay safe. And those scenes just amazing. The force of this storm particularly on a low lying island like the bahamas. And i think the stats are so long with the persistent rains. Victor, youre in port st. Lucy, florida. What are you seeing as theyre preparing for . Reporter ive actually moved to jensen beach here on the mainland. And the wind has picked up the last couple of seconds, were getting some of that rain coming in. But frankly the way that intercoastal is moving its hard to tell if its rain or water splashing up on the wall here. You can see how the wave, the far edge is battling here the intercoastal. Across the water here its tough to see but thats huntington island. Thats where i was yesterday. Now, authorities are not letting anyone cross that bridge unless they are residents, not even news crews. So thats why were on this side. There had been more closures here in town overnight. The hotel lobby where we are stay, they closed down preparing to board up as well. No now, this area is under a hurricane warning. It means this wind will get even stronger. There will be even more affects from Hurricane Dorian. This community is out of the cone for potential landfall. Chad myers will remind us of the advice from the National Hurricane center is that one third of storms will move outside of that cone. But we know that theres also a storm surge expected thats coming maybe north and it would come from that direction. The atlantic is on the other side of that Barrier Island. Lets go now to meteorologist chad myers in the cnn weather center. I dont know how strong these winds are but they have picked up and bit and they will get even stronger. Every time these outer bands rolls by and we had one thru orlando today. Every time one of these bands comes on by, youre going to get your winds go up by 20 Miles Per Hour. The wind is up there. Its up above you when its not raining. But when the rain comes down, it brings that wind with it. So we are seeing a band right through you right now. The most important thing through a 9 00 advisory down 115 Miles Per Hour from where we were. The pressure is still low, but the winds are the not there right now. It is certainly not circular at this point. That means the storm is not gaining strength. It doesnt mean its not going to because as it drifts, it will get into a warmer area of water. Thats called the gulf stream. It hasnt been in the gulf stream for a couple of hours now. Almost 12 hours because it sat right over itself. It sucks all the warm air and now the water is cold. Hurricanes dont like coldwater. By 2 00 in the morning which is just after midnight, itll be just about parallel to melbourne, florida, and farther up to the north as we get into wednesday, thursday and finally offshore into friday. The winds are going to be impressive. Every time that goes by you youre probably going to see a wind speed of about 50, 60 mooirpz. Thats 64 Miles Per Hour, a closer approach here daytona, 62. If the storm is 10 miles closer to you, those winds will be 10 Miles Per Hour greater. If the storm is 10 miles farther off to shore, all those winds will be 10 Miles Per Hour less. We have that righthand turn were looking for. Right now were hoping it moves it all. Chad, let me ask you before you go, were expecting of course this storm to take that northern turn and head north. Based on the two systems, youve got low pressure to the east or was it High Pressure to the east, High Pressure to the west, what is that third element thats going to push it thats not there right now . One of the highs will move away, and one of the highs will move in. We have this almost like i used earlier, trying to get it in second gear and you miss. So the gears are grinding you and dont go anywhere in a car. So we have the High Pressure moving this way and another High Pressure moving this way and theyre not acting together but acting opposite. So because theyre acting opposite the storm cant go anywhere. Eventually thatll push the storm to the north. We call it a trough, but it really is kind of just low pressure between two highs. Get one of them out of here. As soon as the one goes i think the big story will be itll turn to the right, but its been a slow moving away of these systems. Very slow. Far too slow especially for the people there in the bahamas. Hurricane warnings for where we are here on the Treasure Coast of Martin County all the way up to the east coast of florida. What are you seeing where you are . Reporter right, victor, were not out of danger yet in this part of florida. Its still continuing here at sewells point. And behind me you can see the storm surge still pretty strong. All of our forecasters telling us its about 1 foot over normal stages. Were going to show you a bit about the homes here in danger of the storm surge and how close they are to the shoreline. That house there has been boarded up but you can see how close. Houses like these are going to be in some danger, and you can see these people boarded up and they took off. Another factor here is we are at the convergence of two large rivers and the ocean. You can see again look how violent the storm surge here is, and it could get worse. Two large rivers and an ocean, bodies of water absoarirbing a of that storm surge and bringing it over here. This is the causeway, and its closed. What local officials are telling us is that if conditions get worse over the next 24 hours or even after that, theyre not going to be able to get First Responders over that privilege and to the island if people are stuck. A lot of people are chosen to ride out the storm and theyre saying a lot of people may be cut off, about 30,000 people total live in those two islands. Not clear to officials how many people did get out. They say its very hard to tell. But a lot of people have elected to ride out the storm. They could be cut off in the next couple of days if conditions worsen and First Responders cant get over the bridges. About 2,400 customers in this county are already without power and i think thats with the worst of this storm yet to come. Mandatory evacuations here in florida, up to georgia into the carolinas. We know that last hour i16 out of georgia, all roads, all lanes are now headed west as people try to get away from the effects of dorian. Im going to send it back to you in studio. And authorities here along the florida coast have said that once the winds pick up to about Tropical Storm force they will not be able to go out and help people who call for rescues or assistance. But we know at least in Martin County theyve already shutdown the causeways onto the highland. Both the jensen beach causeway, the stewart causeway as well. This is the intercoastal that has been moving overnight and all morning lapping up against the road here. Lets go to my colleague martin savidge. How are conditions there . Were on the Barrier Island here. Essentially were looking at where the storm is hitting the oceanfront. The weather here just changes so dramatically in the span of 60 seconds. You can go from torrential downpour to almost a rain white out to now youve got sunshine and wind in the trees and the palms there. You can see that sea state and that is real concern on the Barrier Island. Weather conditions are expected to deteriorate here from this point on for the next 24 hours or so and the bridges to the mainland in theory are closed. They were saying they were going to do that as of hid might last night and for that i turn to the mayor. Thanks very much. How is your community fairing . Theyre doing great. Were totally prepared. Theres been too many tragedies in the world the last couple of days and we need to avoid having a tragedy here. At this point the only thing we can do is become less prepared if people dont stick it out. Just stay the course. Youve got about another 24 hours of tropical force winds. A lot of the deaths that happen are even after thestorm, people wading through water, driving their cars through waters. Just wait until everything is clear until the Emergency Managers let you know its okay. Wave also had in the past hurricanes and people Carbon Monoxide poisoning if the car is out. And youre using a generator, make sure its far enough away from your house. It cannot be in your garage and you have to have a couple your house. There have been intermittent power outage. I did talk to the sheriff as well as well as the police chief and the city manager and were doing great. Everything is going to plan. And theres no major issues right now, but this is not the time to let down the guard. This is the time to stay busy, stay with the plan, stay inside, eat doritos and play board games, spend some time with your family and just avoid a catastrophe at the end of this. The worry is there could be cabin fever settling in. You worry people are going to just physically get out and about when they shouldnt. Please dont. Just stay in your house until its announced but okay to leave. Yes, i think people are going to have cabin fever. And because the storm was delayed and sat there in the bahamas for so long, people had a lot of extra time. We noticed that the last couple of days. Bad idea, just dont mess up at the end. Youve done a great job. The community, the Emergency Managers, the First Responders have done a flawless job. Our support fromfpnl, at t, the governor, even our senator rick scotts office called me. House not from the president but one of his special assistants, but theyre all on top of this. Theyre going to do everything they can to support us. Let me ask you real quick. Do you think people are going to second guess how much effort was put into an vacation for a storm that may not turn out to be that bad here . Yeah, but you have to prepare for that because people will die when we get a hurricane that actually hits. And for several days there it did look like vera beach was in the center. And ive been through storms that were bad enough if we dont prepare there can be deaths. You cant make the best Case Scenario and try to work out for that. You will not be disappointed if you are fully prepared. Peoples lives are on the line. Pay attention next time just like we did this time. And just do it again next time. Hurricane dorian is moving at a snails pace spinning over the bahamas crawling at just 1 mile per hour causing major flooding as it sits over the islands there. The island showing the effects. Dorian is now a category 4 hurricane with 120 mile per hour winds. It is expected to approach the coast of florida tonight. Were going to update you on dorians newest forecast and path later this hour. Its always changing. Were watching it very closely. Meanwhile the search and rescue effort following a devastating boat fire off the coast of santa barbara, california, is just a search and rescue mission. It started early monday morning, about 3 00 in the morning. The New York Times says about 20 bodies have been recovered now but more than a dozen people are still missing. The only survivors are five crew members who jumped overboard. You can hear the panic and confusion in their mayday call. Can you get back onboard and unlock the boat, unlock the doors so they can get off . You dont have any fir fighting gear at all . R roger, and theres no escape hatch for any of the people board. This is worse Case Scenario with the boat on fire in the middle of the night in the middle of the sea. You were with us as the news were breaking and hearing from the coast guard that all they could say was five crew members got off and it appears that no one else at least at this point has survived . Thats where it stands at this point, poppy and jim. What we do know is they were hoping somebody swam to maybe one of those Channel Islands out there since they were anchored just 20 yards off of those islands. But they checked those islands. They havent found anybody, and at this point we can now confirm they have recovered 20 bodies from the ocean floor from this accident. Just tragic numbers were looking at knowing that 14 more people are still missing with those five that were rescued. They think about this, the crew members that jumped off and swam around and found their way over to the other boat that just happened to be in the area, of course Labor Day Weekend so a lot of people enjoying the weekend here in santa barbara. They managed to pound on the side of the boat that belongs to bob and Shirley Hansen and just take a listen to the hansens talk about what it was like and how theyre feeling about it. From bow to stern. It was such a hopeless, helpless feeling to watch that boat burn. I wish i could have picked all 35 of them up, all of them. Ive got the space. You know, if they could all just gotten in the water, i could have got them out of there. The pain in his voice, you could hear it the fact he wasnt able to save everyone there. We do know officials are saying now theyre going to have to identify the bodies by using dna to figure out who these people were that were on this boat. But we do know were looking at a very tragic situation here jim a poppy with so many lives lost on labor day. On that mayday call you hear the responders saying can you go back to unlock the door, the passengers were below decks where they were sleeping at the time. Is it our understanding that it was locked for some reason . Thats where the confusion sets in. Why was it locked, and we should point out when you listen to that radio call you only hear one side. You hear the person, the responder asking the question. Thats why there are a lot of questions, would it be locked . We do know on abc this morning that bob hansen did say that the people he rescued said by the time they opened that galley door, it tiles of the ceiling were fully engulfed in flames. And that by the time everyone woke up above board, the people up in the wheel house or above deck, it was already a fully enraged fire at that point. And the fact that it all really caught on fire and then the boat sank, they dont have a lot they can go off. So theyre trying to piece this all together. But vbts hearing that its a lot of questions people have on why these people didnt have any way out. Poppy, just such a shocking scene there. All those people below decks with this inferno raging, so sorry to hear the details of that. And well bring you the identity of those victims as soon as we have them. We do have a reporting that at least one was a 17yearold who was on a diving trip with her parents. Well stay on that. Were all over Hurricane Dorian moving up the southeast coast. Along the intercoastal weve just received an update from Martin County officials theres now been some outages of traffic lights as well making it more difficult along these roads as the winds start to come in and also know theres thousands of outages reported from Martin County which would make those people sheltering in place as requested by those counties. Rosa . Reporter victor, the headline from here is that look around me, dorian is still not here and there is a bit of fatigue. Let me show you the mixture because this Barrier Island is under a mandatory evacuation so you see there are buildings and businesses boarded up. As i just walk around you can see there are people in their cars, people driving up to take pictures of the ocean. There are people in hotels over here parked as well. And as we turn around you can see theres actual traffic in this Barrier Island. But heres is what officials are afraid of and here is what they are warning, that once these conditions begin theyre expecting them between 1 00 p. M. And 10 00 p. M. Here in volusia county, theyre expected to last for 24 hours, Tropical Storm winds, sustained winds for 24 hours, victor. And so that is what officials want to remind people is that once these conditions are here its going to be too late. Victor . Rosa flores there for us in Daytona Beach. More of that narrative of the preparation fatigue. Its been several days and that storm has been parked over the bahamas and some people are going back home. Authorities are saying that is the wrong thing to do. Absolutely match they should just look at the images of the destruction and see what is headed their way. Victor, great reporting. Well go back to you in just a minute. Well move a little bit north of Daytona Beach now to st. Jordans county. Theyre trying to control that flooding. The mayor now of st. Augustine joins me. Mayor whereby lets just begin on how you prepare. How do you prepare for a storm surge on an island . Right, its a difficult question especially when we a Beautiful Day outside still. It is important for everybody to take it seriously. What weve done in our city is moved a lot of sand onto the beaches. Weve blocked every road access point and any holes in the sea walls or anything like that to create a barrier so that this storm surge were expecting and were expecting as much as 7 feet or more of storm surge, were ensuring that that will not come onto the streets and damage any personal property. So youre expecting already more than 7 feet of storm surge. I know there are a lot of lessons you guys learned from the last major hurricanes, namely Hurricane Irma back in 2017 in terms of what worked to protect lives and one of the mo critical functions of protecting the line of water from coming in. Weve planted sea oaks since the irma event to help reinforce and stabilize that sand. But were also just counting on personal responsibility that the citizens get themselves to safety. The amount of time its taken for this storm to get here is unlike any of the storms weve seen before and i believe that is becoming one of the biggest hazards people are getting fatigued and tired of the message but they need to heed the warnings. We have the best and brightest working for us here and its really not a question of when the hurricane is coming. Its coming. Just because its taken a while doesnt mean its safe to go back home or stay on the island. What specifically, mayor, is concerning you . Are you also hearing people in st. Augustine beach that maybe have evacuated and now theyre coming back, theyre tired of waiting for this thing to come . Are you hearing actual reporting of that in your city youre worried about . Yes, the county is all across the county we are hearing that fatigue translating if people can go back asking if they can go back into the evacuation zones and the answer is theres not going to be any were really just trying to make sure people heed the warning. Sure, thank you, jim and good morning. Yes, we did have to evacuate due to the proximity of our hospital, you know, being on the island and close to the ocean and intercoastal waterways. So working closely with our planning and local officials and Nassau CountyEmergency Management team. We monitor the storm and decided with the mandatory evacuation at 8 00 a. M. On monday that we would begin transferring patients on sunday night. And so approximately 24 patients through the duration of transport occurred. I couldnt be more proud of our team, the coordination of care patients. They were escorted by rns with our ambulance partners to our sister Baptist Health jax facility which received those patients. The risks, i know, are real after Hurricane Irma in 2017, a number of nursing home residents unfortunately lost their lives in some places, the extreme heat followed because generators had cut out. But i imagine there are dangers and questions as you move them because the path of the storm has been so uncertain. How do you handle figuring out where to get them to a safe place .
