It. Him smiling, the russian president smiling as well, and they had another moment of warmth if you would call it that when the president made a joke as well about the problems both of them have with reporters. It was a remarkable moment, a disappointing moment here in osaka. While jim is all over the president on the world stage, we are focusing on the debate stage this morning. An aid to senator harris says her fundraising boomed last night after the debate. And well hear from biden today as he speaks to Jessie JacksonsRainbow Coalition conference. The eight other candidates on stage seemed to disappear for those moments and biden looked like maybe he wished he could, too. Watch this. It was hurtful to hear you talk about the reputations of two United States senators who built their reputations and careers on the segregation of race in this country. And it was not only that but you also worked with them to oppose busing, and, you know, there was a little girl in california who was part of the second class to integrate her Public Schools, and she was bussed to school every day. And that little girl was me. A mischaracterization of my position across the board. I did not praise racists. That is not true. All right, lets bring in my colleague jessica dean. She joins us from washington. Tell us a little bit more about that Exchange Last night. Good morning, to you, poppy. This is the exchange everyone is talking about after that two hour debate last night. And bidens team came out into the spin room last night and said, look, we would put his record of civil rights up against anybody els. They let go back time and time again to what they say are sterling examples of him furthering civil rights for people all across america. And when it came to that busing issue particularly, his Deputy Campaign manager saying, look, when it comes to that, we go back to the 70s. Leaders in delaware were telling him at the time that busing was not the best way to integrate schools. They were trying to give that some context. There was also some back and forth with biden and harris about where the federal government should step in those cases. What are state rights or local rights in the cases. As for biden Going Forward as you mentioned were going to see him in chicago this afternoon speaking at the reverend Jessie Jacksons event there. Well see if he has anything to say on this. We havent been given any endication one way or another. So were going to have to wait and see what he says this afternoon if he continues to address this again. And the reverend Jessie Jackson will join us at the top of the hour to talk about that. Thank you so much. Senator harris is repeating her line of attack on biden this morning. Lets talk about it with our senior political analyst mark preston. If youre heading into last nights debate we thought the big showdown would be between Bernie Sanders and joe biden. However, we were all wrong. Its been Kamala Harris. However, its been 12 hours and its paying off. Shes had her second highest day of fundraising. Her first highest day of course was when she launched her campaign. But her overnight contributions according to her campaign are rolling in. As you said she is not backing down from her criticism of Vice President joe biden last night. So he shouldnt have worked with them is what youre saying . No, im saying the characterization and nostalgia about who they were i find to be misplaced, and it was hurtful to me to hear that we would be nostallagic about people who if they had their way i would not serve in the United States senate. But all the spotlight and attention right now is shifting towards Kamala Harris after that moment last night, that very, very amazing moment last night on that stage. And then, mark, moments after we saw a tweet from her team debate, there was a little girl in california that was bussed to school, that girl was me, and thats the picture of her. Their capitalizing on this moment. Look, there have been moments like this where people think, oh, its over, the frontrunner will no longer be the frontrunner and they turn things around. Thats what history has shown us. Like at reagans first debate. So for joe biden whats the reset here . Certainly a number of things he can do. Itll be interesting if he tries to attack this head on and perhaps show a little bit more. What joe biden was unable to do last night was actually show that. In fact, had he done so, i think hell do much better now. Will he try to clean it up . Absolutely. But the question is will his record be harmed . Probably not. Is he hurt . Certainly in the newer term, yes. But one thing for certain Kamala Harris is on the rise. Lets talk more about this. Thank you so much for coming in. A late night for everyone watching that. So let me just get your fellow member of congress senator harris who also served on the Congressional Black Caucus with her. That was the moment, right, her line that little girl was me dominated last night. What was your reaction to that exchange it did dominate. It made things resonate when i first looked at it. I thought of mohamed ali to be quite honest with you. And i thought about his career. And he wasnt the same at the beginning of his career and the end. Clearhy the first round has gone to Kamala Harris. And theres going to be a second round. So is it that he can come back or not . The second round is on cnn, by the way. Its our debate in about a month in detroit. Lets talk about, though, even though you have a second round you cant change the past. You can evolve for sure. Humans evolve, but let me remind our viewers of the past. He called Kamala Harris characterization of busing and whattee did a mischaracterization. But heres what we have. In 1977 he wrote this. My bill strikes at the heart of injustice of Court Ordered busing. I believe theres a growing sentiment in congress to curb on busing. He also wrote later to james eastlen, a fierce opponent. Quote, i want you to know i very much appreciate your help during this weeks Committee Meeting attempting to bring my antibusing ledgeilation to a vote. Are her attacks on biden over busing fair . Absolutely. Listen, i can tell you about my own experiences. I remember i was bussed also. I remember traveling with my parents who are from the south, leaving new york, having to change trains in washington, d. C. And at that time from the back to the front because the front was high. And then getting off the train and being instructed by my parents what i can and cannot do, i remember in my lifetime seeing black and white signs going to the bathroom and water fountains and my parents grabbing me and telling me where i couldnt so what would Vice President biden do or say in the next debate to make you feel hes evolved from that 1977 joe biden . He has to say i have evolved, that i now understand that that and how hurtful and harmful it was. He could have done that last night. He did not. It is very, very you know, it is very hurtful to africanamericans. Its deep and systemic in society. Lets pause for a moment. I just want to listen to this moment. This is live. This is Kamala Harris in homestead, florida, at the detention facility. Let me see that face. Look at that. Let me see that smile. Okay, and there you have senator Kirsten Gillibrand also talking to that woman. Well try to rerack it for you and play it a little bit later. So after last night then because youve been a big supporter for Vice President biden through the years as well. Who has your support this morning . Im not asking for an all out endorsement but honestly. As i said theres a second round. The first round clearly biden is on the ropes. Theres no question you can get off the ropes. You can get hit in the first round and get off the ropes, but theres no question he got hit last night and on the ropes. Lets turn to immigration here. Right now we just saw Kamala Harris, senator harris at this, and theyre holding about 2,000 Migrant Children right now. As i understand it, we looked back at the votes this week. You did not vote on the house version of 4. 5 billion in proposed aid, most of that to help these facilities to help improve the deplorable conditions for children. Then you voted no on the Senate Version of the bill. You lead provocation today and the office of resettlement runs out of money by sunday. You voted no on the senate bill, so you i mean, are you essentially okay with leaving those facilities with no more funds . The reason why i did not vote before because i was involved in the new York District race, so i was not in d. C. Dealing with my responsibilities on this important race on criminal justice. The reason why i voted yesterday and it was a very hard vote, but when i looked at what i. C. E. Was doing, the same yesterday, it was an individual picked up in my district by i. C. E. And to be deported. The day before there was another individual, a mother who was pregnant who was picked up and separated from the family. And when i look at what this bill was doing and i thought we should negotiate it more, its a hard decision. It wasnt easy. I understand that. I hear what youre wrestling with. To button it up here, i mean on wednesday of this week you said on cnn, quote, weve got to make sure we give the money thats necessary to the Refugee Agency before they run out of funding shortly. That shortly is sunday, and you didnt vote to do that, sir. I conquer in that i thought the house bill and we should have done no in negotiating and also make sure were protecting some of those individuals that are here. You know, i have constituents also, and some of their family members and also that they know are being picked up. And so given that fact, i have to make a very grueling decision yesterday on which way to go. And the fact that i ive got to tell you, i just dont trust this president and i dont trust mcconnell because they have proven that they dont have immigrants hearts at thefo forefront. We know your time is valuable, and i appreciate it this morning on both these front. Thank you very much. All right, for the first time they have been facetoface since the Mueller Report wrapped up. But instead of coming down hard on Vladimir Putin for interfering in our democracy in u. S. Elections the president jokes with him about it. Seriously. Hes live at the g20 for us today. Plus, mayor Pete Buttigieg tries out a new risky strategy at last nights debate. Humility when pressed over diversity in the citys Police Department he said, quote, i couldnt get it done. Did that resonate . And as the humanitarian crisis at the border sparks out rage across the country well take you to homestead, florida, where 2020 candidates are visitsing a migrant facility. Welcome to osaka, japan, the site of this years g20 summit and this morning at the summit President Trump and Vladimir Putin facetoface for the First Time Since the release of the Mueller Report, a report that very clearly details russias ongoing efforts to undermine u. S. Elections. Its also the First Time Since those two president s since stood next to each other in public from that famous, infamous i should say helsinki moment. But what does President Trump do here . He jokes about election interference. Well, president putin sharing in that laugh as while. And while President Trump laughed it off prooem theresa may warned the two countries could not normalize relations until russia, quote, stopped its irresponsible and destabilizing activities that threaten the u. K. And its allies. The u. S. President refusing once again to do so. Lets discuss now with cnns Katelyn Collins live here in osaka. Katelyn, if i could begin with you here. This is not the first time the president has lost an opportunity to confront given away an opportunity to confront the russian president on interference. You asked white house officials. They say even in the west wing they dont bring up russia because they know its a subject that can set the president off because it makes them think people are questioning the fact hes a legitimate president. And not only have we seen the president not confront Vladimir Putin over it, weve seen him accept Vladimir Putins denials. And whats interesting about this is you see the president saying time and time again against these accusations hes too soft on russia, the toughest president ever on Vladimir Putin, not just obama but any president. Its hard to see how. Its not backed up its claim frequent lee made by the president. David sanger, this is an issue with rhetoric here to have a u. S. President sit next to the man whose u. S. Intelligence assessed directed interference in that election and crucially who will attempt again. President trump has held one Cabinet Meeting on Election Security. What difference does it make tat the u. S. President does not treat Election Security as a priority . It certainly cannot command a government in which there are many desperate agencies working on this problem if no one believes that the president himself is truly committed to it. You know, what struck me watching the tape of this is that it was just a few days ago that the president s own National Security counsel held a briefing for a large number of reporters, gathering people from the administration who were working on Election Security and disinformation issues for 2020 to convince us of how seriously theyre taking the issue. And then the president turns around and does this offhand remark that basically signals to putin forget all of that noise, this really isnt that central an issue. And that seeps through the administration. Now, i think below the president s level theres been actual activity that states are doing a better job. I think the governments more focused on disinformation than it was. We reported two weeks ago u. S. Cyber command has gone into the russian power grid. But the president constantly undercuts these efforts by not signaling the right message to president putin. And frankly, giving president putin a propaganda victory, right, by in effect supporting putins denials that it led interference in the u. S. Election. There was not a moment Kaitlyn Collins we witnessed today a moment of warmth i guess you could call it where President Trump took a shot at reporters in is a sort of flip way, seemingly funny. It seems he thinks it was funny. Lets have a listen to it and i want to get your reaction. Lets be clear, that man right there, president putin leads a government and it kills journalists and literally throws journalists out of windows. You cover white houses. Its not the first time hes attacked the press. How different is it when he sort of claims a kinship with the russian president who treats the press like prisoners and worse . Thats the thing. The president and his allies say when he says something is fake news, thats his way of pushing back on a story he finds inaccurate or unfair to him. But when hes in the room with someone like Vladimir Putin where in russia they imprison journalists and treat them terribly, you see how that message translates across the world. Does the president know thats how russia treats journalists . The president surely knows. It way hes treated not only reporters but people generally, the president has said the u. S. Cant really say it has clean hands in that situation either. You see thats a message that not only gets through to Vladimir Putin but also in philippines and turkey. And gives people the authority they feel like to Say Something like this. Sometimes the president s allies will defend the use of fake news. Lets see if the president is challenged on both of these moments. There was bipartisan criticism over the president s helsinki moment. Well see if particularly republican lawmakers hold him to account here. Thanks to both of you. Buttigieg takes the blame. It was a remarkable moment in the debate yesterday. Williamson calls for love and biden, well, he felt the heat. Were going to dive into the biggest takeaways from last nights democratic president ial debate. Thats coming up right after this. Why has that not improved over your two terms as mayor . Because i couldnt get it done. My community is in anguish right now because of an officer involved shooting. Its a mess. And i could walk you through all the things we have done as a community, all the steps we took from bias training to deescalation, but it didnt save the life of eric logan. His words just this, you know, contrition, humility, i couldnt get it done. How is that going to resonate . You know, buttigieg really came into this second debate under siege. He had been off the campaign trail dealing with this tragedy. It was a great answer and certainly enough to stop the bleeding from this issue. I dont think it was enough for him to continue the momentum hes really had that vaulted him from a virtual nobody into the top tier candidate. While buttigieg certainly didnt hurt himself last night, i dont think he helped himself. It was really i think everybodys purchase last noegt was really surpassed by Kamala Harris and all eyes are now on her. A lot of eyes for sure are on her. Before we move on from buttigieg, though, mark preston, i want you to listen to this moment because i was so struck as i was watching this last night, buttigiegs first answer and his last answer of the night. He intentionally brought up the fact he is gay and married to a man. Listen to this. College affordability is personal for us. We have six figure student debt. Nothing about politics is theoreteral for me. Ive experienced being in a marriage that exists by the grace of a single vote on the u. S. Supreme court. He is betting, mark, that america is ready for a gay president. Yaush what eah, what an amaz. Very authentic, talking about the struggles hes feeling. And oats not from a quoteunquote traditional marriage. Guess what, not everybody in a traditional marriage and guess what . America is changing and Pete Buttigieg really explained that in a way last night i thought was very compelling. I go back to a town hall and he talked about his marriage and his relationship and being a gay man. And i remember the outpouring from folks, you know, in the Lgbtq Community saying, wow, i cant believe that happened on national television. Transgender rights came to the floor on the first night, and then what we just played from Pete Buttigieg came to the floor. It speaks to how different a moment this is and how america is changing and how president ial candidates are talking about this more openly and making it a bigger issue. Thats absolutely right. You know, it was not so long ago that barack obama in 2008 campaigned against gay marriage, and it was controversial when his Vice President joe biden got out ahead of him and said he now supported this. All of that happened all in our adult lifetimes. And it just i think really shows you how much the Democratic Party has transformed. Just in, you know, in the past decade. That is great point about obama. I hadnt thought about that. So, guys, listen to this moment from former Vice President joe biden. Its short, but it was striking. We, in fact, allow people anyway, my time is up. Thank you, Vice President. So mark, im out of time, im sorry. No one cut him off there. Two questions. Why would you stop yourself, and was it metaphorical for my time has passed . Like its past my time, im out of time . Certainly for democrats who think it is past his time, and there is a strong contingent on the liberal wing who believe that. What a generational difference when you have him look and try to follow, quoteunquote, the rules. But having said that i wonder and we dont know this and perhaps well find this out, was he catching himself before he went too far because he knew if he continued things could have perhaps got even uglier. We have to cut it short. We do have breaking news out of the Supreme Court. Jessica, everything didnt end yesterday. Jessica snider joins us outside the high courts. This is what were wondering is the court going to take up the daca case in the next term . The Supreme Court just announcing it will in fact hear arguments on the Trump Administrations decision to wind down the daca program. Of course thats the program instituted by President Trump that protects basically the 700,000 socalled dreamers. These are the young immigrants who came here as children and protects them from deportation. The Trump Administration in 2017 shortly after the president took office decided to wind down this program but it was blocked at the lower courts. The lower courts said you were doing this in an arbitrary and capricious man, and that allowed those dreamers to continue their protections and renewals. The Trump Administration has been a blessing in these decisions saying its inappropriate for these Lower Court Judges to issue these nationwide injunctions on their policies. So theyve been pushing to take case this. Attorney general bill barr has been outspoken. So finally the Trump Administration will be getting its day in court, something theyve been pushing for. Weve been waiting for a decision like this to determine if the Supreme Court would take it for weeks. And whats interesting about this is the timing here. The Supreme Court of course ended their term yesterday, poppy. But they will be back at it in october for their next term. That means the arguments will be at the height of the election and Campaign Season and the decision will come out likely just months before the election itself. Exactly what i was thinking. Attorney general bill barr has lmted these injunctions. Now they get their day in court and the decision comes in the height of the election. Youre totally right. Thank you for that. We appreciate it. Hours from now a high stakes meeting between President Trump and chinas xi jinping. Can they seal a trade deal or will they just leave further apart . Next. Hours from now President Trump and xi jinping sit down as trade between the two countries boil. China is pushing for a more positive outcome saying its hopeful the u. S. Will meet it halfway. President trump denies he promised xi the u. S. Will hold off on new tariffs of hundreds of billions of dollars on chineed goods as a precondition. The wall street journal is reporting this morning president xi jinping is planning to present President Trump with a list of preconditions for continuing these trade negotiations, and one of these is very crucial because the chinese president wants the u. S. To stop this threatened ban on huawei, a Major Chinese producer of hitech goods, particularly networking goods, routers, et cetera. A big part of mobile phone networks. Thats quite a precondition for the chinese president to demand. Is that one the u. S. President is willing to deal on . Hi, jim. Its great to be with you. I think thats one of the biggest questions facing this trumpxi meeting at the g20 is the fate of huawei. Theres an opinion on the white house side that huawei could be a bargaining chip for the u. S. In trying to get to a trade deal with china. I think its going to be a far more difficult one to actually use because if the president exceeds to chinas demands here that huawei is given a lifeline or allowed to continue to use u. S. Components in its networking gear and other products i think trump is going to face a backlash back here in washington for having given away possibly one of the biggest cards the u. S. Has to play here. And something of particular importance to the more hawkishly inclined on capitol hill who are seeking to confront china and secure the u. S. place in 5g. This is race for the future and even the president s own party is not necessarily aligned on using huawei in that way. The difficulty here is that the u. S. Claims this is National Security issue that huawei products are just not safe. For the president to back off you would have to come up with an explanation. Im curious, though, because thats not the only issue of disagreement here. The u. S. Wants freer access to chinese markets. It wants china to stop stealing intellectual property. In effect President Trump is demanding china end an economic model which while unfair is one china views as necessary for its countrys prosperity. Im just curious what the middle ground is here because both sides will have to give but where . I agree. Finding the middle ground is not only difficult in itself but also remaining on the middle ground, enforcement and proper implementation is something thats bedevilled long before President Trump was on the scene in american politics. So thats clearly really where the rubber meet the road. I think that even if they can find middle ground, first of all, its not going to be at the g20. Its very unlikely that they can do more here than come up with some sort of truce. You know, an agreement to keep talking. Even if they are then able to come up with a 30, 60, 90day window in which thir trying to complete afore fulsome agreement i think clearly the issue is enforcement. And as we saw last night in the democratic debate, this is going to become a 2020 issue for trump as well. Its interesting. As you described the status of the talks, a lot of talking, a lot of dependence on a personal relationship so far on those talk and so far on the chinese trade talks no actual progress on those negotiations. Good to have owon to help us frame this important ming between xi and trump. Org all right, the most talked about moment at last nights debate came when senator Kamala Harris confronted former Vice President joe biden about his stance on bussing to desegregate schools. It was intense, how his stance on bussing impacted her when she was a little girl growing up in oakland, california. Our jeff zeleny walks us through the history. I do not believe you are a racist, and i agree with you when you commit yourself to the importance of finding common ground. Reporter with those words, senator Kamala Harris confronting former Vice President joe biden in his long record on race, in the most Dramatic Exchange in the first democratic debate thursday night in miami. There was a little girl in california part of the second class to integrate her Public Schools and she was bussed to school every day. And that little girl was me. The fact is in terms of bussing, the bussing, you would have been able to go to school the same exact way because it was a local decision made by your city council. Thats fine. Thats one of the things argued for, that we should not, we should break down these lines. Vice president biden, do you agree today that you were wrong to oppose bussing in america . Do you agree . I did not oppose bussing in america. What i opposed is bussing ordered by the department of education. Reporter that shining on a long ago chapter of bidens life, earlier years in the senate when strongly opposed mandatory school bussing, designed to achieve integration in a more equitable education. It was the mid 1970s, biden favored desegregation but not through bussing, less known is how he followed the lead of some of the senates most fervent segregationists. In a series of never before published letters, the strength of bidens opposition to bussing comes into sharper focus. March 25, 1977, my bill strikes at the heart of the injustice of Court Ordered bussing, prohibits the federal courts from disrupting our educational system. Biden saw it and received support from mississippi senator james eastland. The democratic chairman of the Judiciary Committee and a leading Southern Resistance to desegregation. Spoke of blacks as, quote, an inferior race. Biden reflected on that era earlier this year. Theyre a bunch of racists. James o. East, strom thurman, so on. Nine guys who were in the caucus that were, i ran against in the civil rights movement. Reporter he did not say e t eastland and others were partners on antibussing bills. In june, he wrote, dear mr. Chairman, i appreciate your help during this weeks Committee Meeting in attempting to bring my antibussing legislation to a vote. Then in 1978, biden again asked eastland to put antibussing bill before the full senate, your participation in floor debate would be welcome. Four decades later after building a strong civil rights record, biden stands by his opposition to bussing, argue it did not address institutional racism. Most bussing programs in america were later abandoned. After bringing more hardship than equal opportunity to all students. So the bottom line is here, look, everything i did, i ran because of civil rights and think we have to make fundamental changes in civil rights. Reporter jeff zeleny, cnn, miami.
