But the president s standing Michelle Kozinski is at the state department. It seems to have to happen because yesterday Senate Republicans met with white house people. They met with Justice Department people. And many were not happy. They did not get their questions answered. Some even said it wasnt really clear what would have to happen for these tariffs to go into effect. Would the white house have to declare some other emergency at the border . So there was a lot of discontent there. But you did have some expressions of optimism from Senate Majority leader Mitch Mcconnell, saying he was hopeful something could be worked out with mexico. Weve had the mexicans saying they feel like based on what theyve seen coming from washington, they feel like some agreement could well be in the cards. However, the only person you dont hear any optimism coming from is the president , who while he was traveling, said he felt like these tariffs would go into effect on monday, starting with 5 increases on tariffs on mexican goods coming into the u. S. Which, as you mentioned, of course, is transferred on to consumers. He said mexico needs to stop all immigration going through mexico. Of course, into the United States. Since you have optimism coming from the mexican side, and they say they are basing that on what theyve seen from washington, it seems like possibly today in this meeting with the Vice President , with the secretary of state, something more positive at least than what weve seen over the last two days could come out of this. Well watch down to the wire here, five days. Monday. Before the president s deadline. Monday. Michelle kosinski, thank you. Members of the president s party signaling they would not stand by quietly if the president follows through with tariffs against mexico. Theres a lot of talk but there has been a lot of talk from republicans against the president in the past and never any action. Is this different . Reporter thats a very good question. I think we will see how this plays out, poppy, the next week. At this current moment many republicans on capitol hill are angry, concerned and they feel that these tariffs would be a huge mistake, and they are essentially giving the white house an earful, saying exactly that. Now, there was that remarkable meeting, which sources describe as pretty tense up here on capitol hill yesterday as you heard michelle reference between Senate Republicans and members of the administration. The administration laid out a bit of a legal rationale that they feel they would take if they did, indeed, impose these tariffs. Republican after republican senator stood up and expressed their unhappiness with their plan, their dissatisfaction on how this all came about. Right now on capitol hill, republicans are actively discussing how they can potentially block the president on this, block the tariffs from going into effect. It is certainly true that a lot of people are holding out hope, pinning their hopes on that big meeting between the u. S. And mexico. Senate majority leader saying he hopes that this could all be avoided. Essentially hopes that they do not have to take a tough vote, which when and if these tariffs go through, republicans would have in place and appear this they intend to. Poppy and jim . Sunlen serfaty, thank you very much. Peter navarro said those tariffs may not go into effect, he said, because we have the mexicans attention, but he did lay out things mexico can do to stop those tariffs from kicking in. Three things, in fact. Have a listen. Here is the thing. If the people who are moving up with scripts to claim asylum from their narco trafficker, human trafficker handlers, that script aint gonna work anymore to get into america. Theyre going to be in mexico instead that, 100,000 will go to a trickle. So there is a concession mexico can make today to prevent tariffs . Absolutely. Thats number one on my list. The other two things are we have a 2,000mile plus border with mexico. The southern border, however, that mexico has with guatemala is only 150 miles. Better yet, it has both natural and artificial choke points where it is really easy to police. So, a strong commitment from the Mexican Government to put resources down there, im sure this government will help them in any way possible. Thats number two. And number three, look, theres a bunch of checkpoints from the southern to the northern border. Those checkpoints are designed to stop the flood, but instead its the corruption, government officials who make money off this human trafficking. That has to stop. So three steps there the white house, in fact, demanding from mexico. Well see if they get progress, confident that mexico will take those steps before the monday deadline. Navarro said that consumers would not pay higher prices due to the tariffs, something that other members of the Trump Administration said the opposite. In fact, the facts say the opposite on that. There are no alternative facts on that one. I would like to bring in democratic senator tina smith of minnesota. She sits on a number of committees, including the ag committee. Good to have you this morning, senator. Thank you for having me. Peter navarro leaving the door open so that these tariffs dont hit on monday. If 5 tariffs are slapped on all goods and if mexico retaliates, which we heard them say a few days ago is certainly on the table, could you give us a sense of what that would mean for constituents in your state . I was down in southwestern minnesota thursday and friday. The fields are still wet. Theyre having a lot of trouble getting seeds in the ground. And then they hear about this latest round of tariffs. You know, minnesotans dont like something, they say its interesting and these farmers are way past interesting. They are frustrated. They are theyre pissed. There you go, right . It may be 10 00 in the morning, but that language is necessary to convey what theyre going through. Thats right. My home state as well. You drive down there. Thats not exactly blue liberal country, right . Youve got a lot of trump supporters, a lot of republicans there. The university of minnesota came out with a study that showed that minnesota farm income is at its lowest point in nearly a quarter century. Its down 8 from last year. Youve got all of these farmer bankruptcies. Can you give me a sense of what the farmers are telling you . The president says the farmers are with him. I dont think the president has talked to the farmers in southwestern minnesota or any place in minnesota. A month or two ago, i was talking with a dairy farmer, over a century farm, fifth generation. He looked at me with tears in his eyes and said this may be the first spring that were not milking cows on this land. People are trying to figure out whether they can pass their farms on to the next generation. This isnt a question of kind of sticking it out for another several months. As a farmer said to me last night, we are getting near desperation. I dont know who the president thinks hes doing this for, but it is not for the farmers in minnesota. So, you know, if tariffs are not the answer here no. To get mexico to go ahead. I think sometimes this president thinks that the tariffs are the appropriate response for anything. Minnesota farmers, and i think a lot of americans are saying, yes, we have issues on our southern border that we need to resolve but dont drag minnesotans and our countrys farm economy, which is already struggling, into that. All right. So, look, its not just you that opposes this. A number of republican senators who are opposed to this. Theyre not mincing their words. Majority leader Mitch Mcconnell says theres not much support in my conference for tariffs. John thune of south dakota says there may be enough for veto majority to go against them on this. At least 20 republican votes in the senate to go against the president on this. In your private conversations with your republican colleagues in the senate, are there enough votes against the president on this one . Well, i cant be the whip counter for the republican caucus, but i can tell you yesterday and over the weekend, i talked to several of my republican colleagues, and i didnt hear a single one who thought this was a good idea. In fact, many of them think this is counterproductive, because they are eager to figure out how to move us forward with getting to a yes on the usmca negotiations and this is clearly fighting against that. The majority leader said that theyre hopeful that these tariffs wont be deployed, but we dont need hope. We need a cure. We need to stop this. So on this issue of immigration, you just went down to the southern border in december. Right. You saw a lot of this firsthand. Latest numbers from cdp tell us over 500,000 people have been apprehended at the southern border. This fiscal year its nearing on track to surpass a million there for the year. Is it a crisis . I saw families, moms and kids, dads and kids, that are struggling. And when we hear the story of earlier this week about, what was it, over 20 children that were locked in a truck for 23 hours, that is a terrible crisis. But what is a tariff going to do to resolve that problem . Nothing. Thats a really important pointing that jacob sobrov did. Right. If tariffs are not the answer, then to get mexico to the table here, to do more, then what is the answer . What would your alternative be, senator, to President Trump . I think we ought to have good, bilateral conversations, figuring out what can we do at the southern mexico border . What can we be doing at the Mexico United states border . We need humanitarian aid at the southern United States border. Ive talked to my colleagues in arizona and new mexico who are visiting with their small communities in the southern parts of their state that are trying to figure out how to help these families that are literally being dropped off in their communities with no way of taking care of them. Thats the kind of help that we need. Senator tina smith, appreciate your time this morning. Regardless of politics, i think were all thinking about the farmers in the midwest. Thank you. And farmers that are getting pummeled from the tariffs, the weather, et cetera. Thank you. Thank you for your time. Sure. Another trouble is brewing for the president here at home on his way back from his state visit to the uk. Just in from capitol hill. A unilateral move. Republicans are joining democratic colleagues in a rebuke to arms sales to saudi arabia and united arab emirates. Whats going on here . How did we get here, too . Good morning, jim, poppy. This is a stunning rebuke this is something weve seen quite consistently from republicans and democrats on capitol hill when it comes to saudi arabia, specifically in the wake of the horrific murder of Jamal Khashog khashoggi. The daytoday ruler of saudi arabia was behind the murder of khashoggi. The Ranking Member Foreign Relations Committee Bob menendez joined by Lindsey Graham to essential essentially putting out 22 joint resolutions of disapproval, one each for 22 different arms sales valued at 8. 1 billion to both saudi arabia and the united arab of emirates. Bob menendez called this a runaround congress. Congress has to approve arms sales. While i understand that saudi arabia is a strategic ally the behavior of the crown prince cannot be ignored. We are seeing republicans rebuke the president and republicans and democrats on capitol hill working together. Its become the administrations mof they dont get throuwhat they want through congress they declare an emergency. Even republicans care about the law in this case. Alex marquardt, thank you very much. Dana bash, and National Security correspondent. Will they stick to it on these saudi arms deals and do they have the votes to do so if the president were to veto . Certainly looks like they would have the votes. It is remarkable, when you look at the names were talking about on the republican side of this equation. Lindsey graham, more hawkish on foreign polishes, on National Security issues, and rand paul not so hawkish on those issues. The two of them almost never agree on anything on National Security, the fact that those two are signed on, never mind that theyre both two of the president s favorite golfing buddies in the United States senate. That speaks volumes, on a policy level, on a personal level, on a political strategy level, that they are not happy. They think this is a bad move for the reasons that alex just reported on, not just about executive power but also on the fundamentals of the fact that saudi arabia did what they did to an american journalist and got no retribution and no punishment from the u. S. Government or from the u. S. President. David sanger, as dana is laying out, the votes seem to be there. And theres also the question of the logic of the administrations argument. So just about a week ago when they argued, okay, were going to bypass what Congress Wants here and sell these arms to saudi arabia anyways, its because of the immediate need to protect against iran, right . The issue is that some of these orders for some of the weapons that saudi arabia has put in are years out to being completed. It doesnt even make sense, the logic here. Their logic does not work. I think this is interesting at two different levels. One, as dana suggested, its fascinating, because this is the only area where congress has really stood up, and the republicans have stood up to the president. And its because they cannot find a way right now to get the administration to define the logic here. You could have a relationship with saudi arabia and still say were going to get to the bottom of the khashoggi events and if the crown prince was behind it, we cant do business with him. Thats the one thing they will not say. So, they were much more critical on a human rights basis against the chinese the other day on the anniversary of tiananmen than they were here. We were talking about that. The u. S. Has challenged allies on a whole host of things, israelis and the settlements and still maintained the relationship. The president is being challenged as well by republicans once again on his promised, threatened tariffs on mexico to be imposed on monday. I wonder this, though. Even if republicans in that case also get a vetoproof majority has the president made a political calculation that win or lose this is good for him in 2020 . Yes, he has. Whether or not that calculation will bear out, well see. But he is fundamental in his belief that he made a promise back in the First Campaign that he was going to deal with immigration. And he also made a promise he was going to deal with trade. He sees these two issues with mexico as the perfect way to marry them, as much as his allies on capitol hill see it as a terrible idea to marry these two issues. You talked to Peter Navarro on our air last hour, jim. You heard, though, the voices that he is hearing in support of this policy behind the scenes talking about it in public, that they believe mexico is just benefiting, benefiting, benefiting from this imbalance on both polishes and that this being tough, being trumpian and doing something that would be perceived as downright crazy by anybody else is the only way to approach this. By the way, politically it may really pay off for him. He may go through with this, even though its bad for the economy. Because its bad for the economy, the fed may cut rates, which is exactly what he wanted. He can sell his political message that i did it, america first. Oh, and i got a rate cut and thats going to prop up the economy. The mexicans, though, the foreign minister and the pompeo meeting, important meetings to see if they can stave this off. He said he believes theres an 80 chance of reaching a deal. Maybe there is. You know, the question is, is this a shortterm strategy on the part of the president to force mexico to do something . The mexicans at various points have promised to do, or is it a longterm commitment by the president . I think the president himself probably doesnt know. I think it depends on what the Economic Impact is. The president hates it whenever tariffs are described as taxes. Of course, thats essentially what they are. I think its interesting that even Mitch Mcconnell was edging toward that wording the other day. Ted cruz is rus oousing the phrase. The other interesting thing going on here, you see a complete confusion between tariffs and sanctions. Tariffs are what youre supposed to do to even out the playing field. You can make an argument for that. Sanction are what you do when youre trying to change political behavior. The president doesnt have, right now, authority to do sanctions on this basis and thats why hes reaching for tariffs. Thats interesting. That is interesting. Way to go, david sanger. Thats why we love david sanger. Thats why we love dana bash. Jim and i are just going to go home. You guys do the rest of it from here. Thank you very much, dana bash, david sanger. Three americans found dead within five days at the same resort in the Dominican Republic. Dominican authorities announce that they are investigating the death of 41yearold Miranda Warner. Pennsylvania woman died in her hotel room in playa nueva romana. An american couple was found dead at the same hotel. All three checked into the hotel on the same day. Martin savidge has been following the story. Martin, do we have any details about how this happened . We have a lot of details. What we dont have are specific answers here, jim. The question that authorities are grappling with, are they dealing with what could be some sort of tragic coincidence or is it something more sinister than that . It goes back to the 25th of may when 41yearold Miranda Warner checked in with her husband to that hotel. They were celebrating a wedding anniversary. They go through the first day, had a wonderful time by what appears to be all accounts, getting ready for dinner around 7 30 at night. She gets a drink from the mini bar and thats when things suddenly take a turn for the worse. She is in physical pain, appears to be struggling. Husband calls for paramedics. She collapses. By the time paramedics who at the hotel, get to the room, shes already dead. Five days later, another american couple dies they checked in on the same day as miranda at the same resort in the Dominican Republic. Again, looks like by their social media, they had a wonderful time. On the day they were to check out, they didnt check out. Hotel staff went to their room and when they went inside, they found both of them dead. This is a couple from maryland. And the autopsy reveals that they both died of respiratory failure due to pulmonary edema. In other words, fluid building up on the lungs. In the case of the 41yearold woman from pennsylvania, autopsy down there, no specific cause of death determined, no sign of violence. Right now, authorities are digging deeper. Toxicology reports likely to tell us a lot on this. As of yet, no specific answer. So what a mystery there and horrible for those families. Martin savidge, thank you very much. Some of his past positions on controversial issues keep coming up on the campaign trail, and they will continue to. For example, at an event in New Hampshire last night he was questioned again about prison reform, criticized over his role in the 94 crime bill. His record potentially becoming a liability on the trail . Thats the question. Former director of Communications Outreach for Hillary Clintons campaign. Thanks for coming on. Thanks for having me. A new report from axios that trump allies are going to be framing biden as a free trading globalist who would undo the president s trade agenda. Trade fight, mexico, canada, eu, et cetera, china certainly is working for him. Is this going to be trouble for joe biden . Whoever the democrats nominate, the trump team is going to frame them as some sort of globalist. Thats coded language from them. Weve seen them use it over and over again. So i think when we consider what Democratic Candidates ought to do, how the trump team is going to portray them probably shouldnt bother being part of the equation since anybody who comes through will receive roughly the same treatment. I think where biden has challenges is that i mean, any democrat who was around in the 90s will have to answer for policies that are totally opposite of the progressive movement. He has a longer record than most and he has not evolved on all of the progressive issues. Thats the difference. And that is the difference. Hillary clinton on voting for the iraq war 2008, that was a big i dont know if its a deciding factor but aiding factor for Barack Obamas candidacy. Absolutely. Do you mean, for example, on the issue of abortion . One of our producers is pointing out his support for the amendment that is decades old that says you cant use federal funds to Fund Abortions and he is not opposed to that . That is deeply troubling and puts him out of step with most americans, most democrats and the rest of the field. A flatout discriminatory policy. What it says is that the women who can access legal abortion are women who can afford private insurance or pay for it out of pocket themselves but not women who are poor. Imagine treating any other right that way. Youre allowed to exercise that right if you can pay for it. Otherwise youre on your own and its not a right at all. To come out and saying hes still in favor of this, which is news to most of us, is quite shocking. I think it will get a lot more attention. I think he will be asked about that a lot. I hope he is. Climate change plan, he rolled out his own. Of course, he wants to work with republicans on this. He is being attacked by some of his more leftleaning opponents on this as being too moderate. Why is that a dirty word, to propose a plan that would require political compromise when, clearly, you would need political compromise to pass any potential plan . I dont think the political compromise is a dirty word. I would be hopeful that republicans would come to the table on t its sort of everybodys planet, theirs as much as ours. We havent fund another police to live. They should be as invested in making sure its as inhabitable as we are. They are coming from this debate from a complete place of dishones dishonesty. Largely the skeptics understand that the science is settled on this. They have to go there for their base. For biden to lead by saying he wants to make sure theyre comfortable with what hes proposing, i think, maybe undermines the urgency of the situation. This is a Global Crisis that we have to solve whether republicans want to be part of the solution or not. The president denied the science once again this morning. Right. I think the tactic that joe biden and senator Bernie Sanders are taking on talking to sort of working class america is really interesting because its sort of like joe from scanton, right, i get you, even though im a free trader. And Bernie Sanders is in bentonville, arkansas at the walmart Shareholder Meeting saying you should pay 15 an hour and put an hourly worker on your board. What do you think resonates right now more with the Democratic Party . Bernie sanders taking it to walmart is a super look for him. Im excited to see that part of the campaign. The fact that he can use his platform as hes running to possibly effect social change even before we have a nominee, i think thats a great way to spend the next few months of this very protracted primary. Jess mcintosh thank you very much. Always good to have you. In an industry that has largely supported the president now automakers could be the ones to suffer. Supported President Trump during the 2016 election, but now could be this industry among the hardest hit by the president s tariff threats against mexico. 59 billion, thats billion in auto parts from mexico. Im so interested in what the actual workers who make the cars are telling you about that. Reporter right. Theres so much talk about what these tariffs could potentially do to prices. A proud Third Generation chrysler employee, chris vitale works on the engines of the future. I am the engineers hands i put things together. Reporter for years, politicians have campaigned for the support of the nearly 1 million auto workers. Now their future is linked to immigration, and the president s push for stronger borders.
