This is going to be one of the first of the three pillars of joe bidens combaampaign, talki about reclaiming the soul of the nation. He will refocus on uniting americans and rebuilding the middle class. You saw the images from charlottesville. Joe biden is drilling in on the clashes, that moment and specifically President Trumps response to it saying its putting the soul of the nation at stake and that he is concerned that this election, if donald trump is reelected as president , that the character of the nation will be at stake. This is the first that we are hearing from joe biden on his own terms about why he decided to jump into the 2020 race. Before he gets to President Trump in a general election, he is going to have to get through that crowded and historically diverse democratic field. Right now, he is the presumed frontrunner. He is at the top of most polls. Will joe biden be able to keep up that status as he goes through this long slog of the democratic primary process before the general election . As you note, he is high in the polls. The other big barometer is money. He is going after high rollers in fiphilly. Tell us about that. Pennsylvania is also a very important state for democrats as they are trying to bring it back into the blue column. Joe biden has never been a prolific fundraiser. You have seen a lot of emphasis and enthusiasm around that grassroots, small donor fundraising. Is biden going to be able to capitalize or will he do more traditional type of big fundraiser events . The Playing Field changed so much since his first race. How about the other First Campaign stops . Where is he focusing his attention in the first few days . Reporter he is keeping up a busy schedule. Tomorrow, he will appear on the view. On monday, we will see him at his First Official event there pittsburgh. He will talk about union issues as well as the working class. Then he is going to barnstorm the country, heading out to all of the early statements like iowa, south carolina, new hampshire. If i were donald trump, i would be very concerned about joe biden. The sleepy joe thing is just not going to stick. I dont know if donald trump hasnt witnessed biden in motion the last decade. He draws big, enthusiastic crowds. People talk about his age, but he is deeply energized. He is laying out a campaign right into the heart of trump country. Donald trump barely won pennsylvania. Biden, although he is from delaware, is knocking things off in pittsburgh. He is going to have afl\cio people around him. He will have firefighters, policemen. Those are the base of joe biden. In a state like iowa, biden has worked hard to keep ties with the catholic church. He lost his son, obviously, very tragically. He knows people in davenport and dubuque. Many are stoked about having bide. Announcer in the race. He is a formidable person. Whether he can pull it off, we will see. Sabrina, you could argue that this president President Trump would like to face someone from the left side of the Democratic Party. He has been talking about socialism. In the tweet when he talks about sick and demented ideas, he is referencing that to some degree here. Joe biden, he is a moderate democrat. Something that i have to imagine the president is concerned about. Absolutely. Joe bidens own working class roots does give him appeal to some of the very same working class voters who swung away from democrats in 2016 and helped propel donald trump to the white house. I think whats interesting about bidens announcement is that a lot of the conversation in the democratic field has been centered on a policy debate around progressive proposals like medicare for all, Debt Free College tuition, the green new deal, biden is taking the fight directly to trump. Making more of a values argument against the current president. So i think that he, as you saw in his video, sees this as a moment that is more about the character of this country. The question is, does that play into trumps hands in some ways by making this election much more about the president and a referendum on him . The other conversation happening within the Democratic Party is they need to make more than just an antitrump case. Biden will also campaign on the issues. The real question will be, as his Campaign Takes shape, how will he fair in what is an increasingly diverse and increasingly Young Democratic field . Will those decades of experience that he is billing as an asset in his ability to bring the country together also perhaps be a liability because it does mean that he comes with more political baggage than some of the others in the field. Doug, you have watched a number of campaigns. Was this a smart tack on bidens part to start by taking aim at trump, not just trump the person but trump the messenger, trump as an icon of a divided america . Was that the right way to go here . Would it have been smarter to start with a positive message . Here is how im going to help middle class voters, for instance. He will do how im going to help middle class voters in pittsburgh and iowa. I think he is trying to run on saying, we have to get this bum out of the white house, the bum being donald trump. Biden will say at all costs, hes got to go. Im the one who can do it. He was eight years vicepresident. Not just vicepresident to anybody, but to barack obama. If he can get Barack Obamas fundraising list down the line, if he can mobilize obama supporters, thats another big base for him. The one rallying point, whats going to unify the democrats in milwaukee, is getting rid of donald trump. Its an unusual cycle. Who would be his vicepresident will be interesting, whether somebody like kamala harris. I know were getting ahead of ourselves here. There has to be a woman on the ticket for the democrats one way or the other. In milwaukee, in 2020, they will be celebrating 100 years of women getting right to vote, which was in 1920, the first time. Sabrina, douglas mentions milwaukee and wisconsin. It was 70,000 votes in wisconsin. Michigan and pennsylvania, of course, a lot of the early events for biden are in pennsylvania. He is scranton joe. Pennsylvania, a key battleground here. Is joe biden the candidate who can turn those battleground states blue from red and beat trump . I think he is one of the candidates who stands the best chance of doing so. I think his main competition within the democratic field would come from senator sanders, who also has a great amount of support among working class white voters. I think both biden and sanders do well against trump in a hypothetical head to head in those states. That polling is extremely early. You cant draw too many conclusions. The question i think for biden, as he enters this crowded democratic field, is when it comes to some of these policy differences, is it going to be that he can still appeal by saying he prefers an incremental approach to change, or is the democratic electorate looking for someone who will disrupt the system like senator sanders is proposing . I think theres broad agreement among democrats on some of the broader policy goals. The disagreements are how to get there. I think thats what the primary is really going to be about. Its going to be a long one. Douglas, sabrina, thanks very much. Theres reaction from former president barack obama this morning to bidens announcement. Jeff zeleny has the scoop. They served together for eight years. Biden as obamas vicepresident. What is obama saying . Good morning. Theres no question what type of Democrat Joe Biden is going to run as. We heard him say a couple weeks ago, im an obamabiden democrat. We know that the former vicepresident is going to focus significantly more on the last eight years of his public record. His time in the white house with barack o barack obama. Of course, during a long democratic primary, all of this will be litigated and raised. We are getting a sense of what the former president barack obama is thinking. We know he is not going to offer an immediate endorsement, likely this year at all. This is why. I talked to a close adviser of his who said this. He said, he believes in a robust primary. In 2007 and 2008, not only made him a better candidate but a better president. Because of that, its unlikely that he will throw his support behind a specific candidate this early in the primary process. Preferring instead to let the candidates make their case directly to the voters. When you dissect that a little bit, he is not ruling out an endorsement at all if this Campaign Goes on and on next year. Its perhaps weakening the party, he may offer an endor endorseme endorsement. He could at some point after the voting begins. One season electric he knows the limited nature of endorsements. He is very popular. You knows joe biden has to win this race on his own. Joe biden knows that as well. He does carry that obama record. Its perhaps a touch of a liability among some progressives. Overall, joe biden is also a candidate for change. Perhaps not the youngest candidate in the race. But certainly change from donald trump. That is exactly what he is trying to focus the race on right now. Jeff zeleny, great to have you on. This morning, the former vicepresident joe biden launched what my next guest is calling a great Political Science experiment. The first question, simplest, is he the frontrunner . I would argue he is. Take a look at the polls. We have the national polls, iowa, new hampshire, nevada, south carolina, early states. What we see is he is polling around 30 on average in all of them. He is leading in all of the different contests, specifically nationally he leads by ten points, same in iowa. New hampshire is close. Overall, he is out ahead. Those are big numbers. Progressives, we talk about the progressive wing of the party. Certainly energized in the cycle. They have their favorites. How does biden do . Look at this. This is ideology. This is the most recent poll. What we see is that biden is actually trailing. He is trailing among those voters who consider themselves liberal. Look here. Moderate to conservative lane, about 50 of democratic voters identify as moderate. He is ahead with 36 of the vote in the national polls. Its not like he is getting killed among liberals. Its second place. Its not like they dislike him. No. Its not his lane, but he is holding his own. Thats one of the key things is to hold your own and run away with your strongest. He is running away with the moderate conservatives and holding his own with the liberal group. His age, negative for him . You know, i think this is a question. This is right now, are voters taking into account he will be over the age of 75 on election day and on Inauguration Day . Only 33 say they feel enthusiastic or comfortable with a candidate over 75. Only 37 of all voters. Thats a question, when they see him on the campaign trail, will they feel comfortable with exactly who the candidate is . Do they see energy . I wonder if donald trump calling him sleepy joe, is that part of that . Thats part of it. Going after what they believe is his biggest weakness. If i could add one thing, just to point out and sort of what does it mean bide season pon is around this 20 to 35 . About 35 of the time, candidates who poll there win the nomination, which in a field of 20 is not bad. It makes him the frontrunner. If he goes above 35 , then you have thats exactly right. Thats where Hillary Clinton was polling. He is not there. He isnt where jeb bush was, who was between 10 and 20 . He is right there in the middle road, which is why i say its a great Political Science experiment. Are those numbers better considering the size of the field . The pie is divided up pretty broadly. Very large. In a democratic primary, you need at least 15 of the vote, even though its proportional. He is above that. Only he and sanders are above those. Good to have you on. Agents for the fbi and irs are executing search warrants in baltimore, includesing t icludi residents of the mayor and searching city hall and a nonprofit the mayor worked with in the past. We have been covering the story. What can you tell us about these searches . What is the mayor accused of . Five at least search warrants being executed across baltimore, including two homes belonging to the mayor as well as city hall, a nonprofit she worked with and the home of one of her former aides this morning. Thats confirmed by the fbi. A Law Enforcement official tells us she was home this morning around 6 45 or 7 00 a. M. When investigators arrived at her home. No arrests have been made today according to the fbi. We dont quite know what the search war rarants are involved. She had a book deal while working on the board of the university of maryland medical center. The mayor has taken a leave of absence, citing health reasons. We reached out to her attorney and to city hall. Havent heard back yet. Tell us what else we know about the scandal here and where it will go from here. Jim, this scandal has been really well reported by the Baltimore Sun and other local outlets. It involves a period of time the mayor spent at the university of maryland medical system board. During that time, the medical system paid her some half a Million Dollars for about 100,000 copies of this Childrens Book that she had written about childrens health. The mayor apologized for this deal and has returned about 100,000 for a deal that was still being placed. The mayor took a leave of absence beginning april 1, citing recovery from pneumonia. The president claiming that he never told mcgahn to fire robert mueller. Mcgahn testified under oath to the special counsel that President Trump did, in fact, tell him to fire the special counsel. Mcgahn says that he refused to follow through on that order. Here to discuss is paul callan and josh dossy. The president claims the report exonerates him. On this issue, well documented by the special counsel, he is claiming that part of the report is wrong. The president has vacillated between victim and victor. At times he said total and complete exoneration. Other times he tried to attack findings of the report. Here the president is calling the media fake news for reporting the findings of a government document based on interviews with his lawyer. If you remember, the president did not interview with mueller and his investigators because his lawyers were afraid he would not tell the truth or it would be a perjury trap. The president has taken some of the findings and done quite a victory lap with them. There was no collusion with russia, they could not fully prove obstruction as a criminal enterprise. Many of the episodes here that were more damning, he tried to push back on. You see that this morning. The president has been most frustrated with mcgahn. He sat for 30 hours, provide materials. Provided written notes. That has been the nexus of the anger. Mcgahns testimony gets to what is trumps worst insult to him is that advisors saying he didnt follow the president s orders on this. Paul, is this witness tampering for a president to we have don mcgahn, he testified. He will be called before congress as well. In a normal world, would a president accusing him of being a liar be tampering with a witness . I dont think that would constitute tampering with the witness. The president can have his opinion. The president had the right to exert executive privilege to prevent mcgahn from testifying. He waived it. Once that was waived, mcgahn was in a tough spot. He is under oath. If a question is asked, theres no executive privilege assertion. He has to answer the question honestly. Mcgahn most certainly will say he did answer the question honestly. Another legal issue. White house is saying very publically, its not going to listen to subpoenas from congress, from the a coequal branch of government. Its going to deny them all. Take it to the Supreme Court if necessary. Is that legal . Well, in some cases, it might be. If there was no legitimate legislative purpose for the subpoena. Now, they may the administration will argue theyre trying to harass the president. Theyre not trying to draft legislation. They would say its not a legitimate subpoena. Assuming its a legitimate subpoena what makes it legitimate . If Congress Really it has to look at his tax returns, because they think about changing the tax laws. As opposed to they want to develop a political attack on the president. That would give it a legislative purpose. The question is always under the constitution, how do they enforce their subpoena . Famous president andrew jackson, who the president keeps a portrait of in the white house said, john marshal, the chief justice at the time, made his decision. Now let him enforce it. The president controls the military and the enforcement arm of the government. The president has been willing to say no before. Let me ask you, josh, this is clearly a strategy by the president. Is it a Winning Strategy in his view to say congress, they are harassing me, i dont have to follow whether its the law or common practice here because he is not being pushed politically to do so . The president is going to cast the democrats as overreach, as out to attack him. You see his line over and over, theyre not interested in legislating. Whether it works longterm, its unclear. The president is testing boundaries. Most president s did not like oversight and did not like the cabinet officials and aides being summoned to the hill. But they did it most of the time with a few exceptions. The bush administration, the Obama Administration obviously were found to not have done it. Most did it. Here the president seems inclined to push it as far as he can go to attack the democrats to make this a political mud slinging fight. To really not play by the traditional rules here, which we have seen time and time again in this presidency. Whether it works or not, its unclear right now. The stalling tactic is something i expect to continue. Traditional rules, some of which are sometimes called laws. Final question. We spoke about this off camera. You say congress can try the president not impeachment but on the issue of subpoena. They could hold a Court Session in congress . Yeah. They wouldnt be trying the president. They would be trying the witness that the president is refusing to allow to testify. They have two options. One, they can refer it as a criminal offense to the justice department. And the president is supposed to prosecute for contempt of congress. If the president refuses do that, that could be impeachment. It would be refusal of the president to execute the laws required under article 2 of the constitution. They have a second interesting power. The inherent power of congress, hasnt been used since 1935. The house of representatives could convene and try the witness for refusal to comply with the subpoena. And they can order him jailed for contempt of congress. Thats been used i think about 75 times in american history. Last time in 1935. We will see if its dusted off in this controversy. First of all, vladimir putin, as you know, loves to insert himself in the middle of big running stories, think about how he just sent troops and assistance to venezuela here in the western hemisphere. Think about the pretty audacious move to send Russian Troops into the middle of the syrian war. Its not a surprise russia, which does after all have a border with north korea, would want to be in the middle of the conversation. Its been one of the sort of ways in which russia has leveraged itself and played an outsized role in the world relative to its position. Also, theres historic ties. Kim has not met with putin, but his father and grandfather when they ruled north korea had extremely close connections with the soviet union before that. Its somewhat of an embarrassment to trump, and its meant that way, meant to remind trump on the part of kim that they have somewhere else to go. No question. Now, its the u. S. Position that russia has helped north Korea Evade International sanctions here. What is our understanding of russias goal . Does russia is russia happy to live with a Nuclear North Korea or do they want an agreement . What are they aiming for other than spoiling . Well, i would say this. Putin reemphasized today in his public remarks that in fact he does support denuclearization of the korean peninsula. However, it seems what putin is after is a resurrection of a formal role for russia and other powers in the talks with north korea. In the past, they were called the sixparty talks. Instead, under the Trump Administration, basically, china, russia, have pulled back and allowed it to be a oneonone conversation between the United States and north korea. With that not succeeding, even if it hasnt yet dramatically failed, i think what youre seeing is russia coming out and saying there ought to be a role for china, for russia, in these conversations about the north Korean Nuclear program. Its something that trump will not want. In fact, hes come out and said in very scathing terms that previous american president s failed in their negotiations with north korea because it was in the rubric of the sixparty talks. In a way, its a reflection of President Trumps failure so far to secure any meaningful progress with north korea. Final question here. North korea, of course, wants sanctions eased. Do we expect any immediate followthrough on these talks that russia might announce, okay, were going to cut you slack in terms of economic sanctions . I dont think russia has the power to unilaterally do that. Thats whats interesting about the conversation. Its not clear what exactly russia can offer north korea except a little more leverage, perhaps, with the United States. A way of saying and communicating to President Trump that kim isnt so desperate for a deal that he has other people to talk to. I should note, though, that theres a suggestion that russia is trying not to be totally the spoiler here. There were u. S. Officials in moscow last week meeting with the russians in advance of this summit between north korea and russia. And you know, so well see what happens.
