Tornadoes, and there were more than one of them, were a half a mile across. Is that what youre hearing on the ground . Give us a sense of the scale of the destruction youre seeing there. Jim, thats right. As far as we can see here, and ill walk you down farther into this neighborhood in just a minute, it is complete and total destruction. Just yesterday, these cinderblocks over here were the foundation for a manufactured home. And now that home sits on the other side of me. Nearly on the street. Picked up and moved by that tornado. When it comes to the extent of this devastation, authorities tell us that they dont yet know the full extent. They havent yet been able to get a full aerial view to understand. Today, as search and rescue teams continue their work, there will also be helicopters going up in the air, drones that will be able to give more of that birdseye view and help them better understand what theyre working with. Look at all that i can see in front of me here. You see these trees cut in half. That yellow substance in them is insulation from walls of homes that used to stand. Were seeing vehicles as well. If you see that cocacola van just in front of that home. Im surprised its not completely tipped over there. You mentioned that half mile wide tornado. One, perhaps two of them. And authorities believe were on the ground for a matter of miles. Search and rescue teams back out on the ground this morning at 8 00 a. M. With the help of daylight. Weve seen some of them here in this area. And im told there are areas that look just like this that authorities werent able to get to yesterday. If you go about three miles down, this lee road 38, im told thats an area that authorities have not yet seen. That death toll now at 23, including children. Weve heard the coroner and the sheriff both say they expect that number to continue to rise as the search and rescue efforts intensify now that they have the help of daylight. Jim . Theres really nothing like the power of a tornado, particularly when you see it from the ground. Now to Victor Blackwell in the middle of the damage in lee county as well. Its good to have you both here because i think you need more than one person on the ground to get a sense of the scale of the destruction. Tell us about the path of this tornado that youre seeing there. So, jim, kaylee is along county road 38. Im a couple miles away on county road 100. And were seeing similar damage. This is a mobile home that was just snatched off the ground and thrown against the trees here. You can see the contents dump out the top. Well see another angle of this home in a moment. The kitchen table. The mattresses. The clothing. This pink the things in the trees, thats insulation as well. So where is the roof . Thats across the street. Let me take you there. This is the tin roof thats been thrown across 100, wrapped around the trees here. And the winds here so strong that just from looking at the pictures preliminarily, the National Weather service says this appears to be an ef3 meaning winds at 136 miles per hour. Maybe up to 165. Well tell you what were not seeing, debris in the road. Thats because crews worked all evening, as late as they could without power here, to clear the roads. Weve seen dozers being brought in. The power trucks will be here. The search and rescue efforts continue as well. Let me take you to the other side of this home as well so you can see just how destructive this tornado was. This is the linoleum of the kitchen floor. You can see here as well. The padding in the carpet from the living room area. And what we did not see, if my photographer can follow me here, when we got here at about 2 00 a. M. Was, because there was no light, theres a truck back here thats been shoved under here. Theres a tree thats fallen on that truck. We do not know if there was anyone inside this home. Of course, we hope not, but those search and rescue efforts continue. There are people unaccounted for. Theyre gathering at the local Providence Baptist church with the red cross and Lee County Emergency Management Agency is saying that if you have people who are still unaccounted for, you can contact them. But look at all of the debris here. We dont know if this is all from this mobile home because theres so much damage and theres so many homes that have been impacted. This could be from other homes. Now as we understand with these natural disasters, tornadoes, especially, they dont go in a straight line. And sometimes they dot around. So its not all like this. In some cases its a small amount of damage and in some cases its small items that can be salvaged. Well continue to survey what we see here throughout the morning, jim. Victor, i hate to ask you this, but do you know if any of the residents were in that mobile home when this happened or authorities still trying to figure this out . Yeah, we dont know if anyone was in this home. We have seen a few people come by and look at the home. Weve not seen or met anyone who knew who lived in this home, but no markings here to suggest that the home has been searched. Weve been here since about 2 00 a. M. And no authorities, the Sheriffs Office has not come here to search. Were not sure if there was anyone in this home. Of course, we hope there was not. Victor blackwell, we know youll stay on it. Tell us how big the storms were and how broad the damage was. We only know what the National Weather service told us last night before sunset. And they said somewhere between 135 and 160. Thats a cat 4 to almost cat 5 wind in an eye wall. And that lasted for about 60 miles or so in this line right through here just to the north of columbus, georgia. To the south of auburn, alabama. Another storm made its way very, very close to Warner Robbins air force there and macon here, right between those two cities and many other tornadoes on the ground all night long. In fact, 35 to 36 reports of tornadoes. The longest one maybe could be 65 miles long. And ill tell you why thats so important. Lets get to this map here. Ill give you a tornado signature. This is where were talking about. Columbus, georgia. And thats lee county, alabama right there. I move you ahead to 3 00 eastern time. Theres a tornado on the ground very close to tuskegee, following the i85 corridor. Move you ahead a few more minutes. This tornado is still on the ground there. Theres the tornado near warner robins. A tornado east of albany north of albany and all along, even not that far from tipton and vidalia, georgia. Move you ahead farther along, these storms are still on the ground. For a while, there were ten tornado warnings for ten separate storms all at the same time. Seven storms may have had a tornado on the ground at the same time. Now let me show you how this is an important storm for lee county. This is, right here, the tornado on the ground. This is the tornado signature, the doppler signature of what was on the ground at the time. And i know weve lost 23 souls from this storm. But it missed auburn by about three miles. It missed columbus, georgia, and phoenix city, by about five miles. So it strung right through the most Populated Areas and missed them. It got some very bad damage near beauregard and in lee county itself, but i cant imagine our story this morning had this hit through auburn where the university is or through columbus, georgia, where there are so many more people located there. Its a great point. Tornadoes are always so arbitrary. They can devastate one area and leave the other area unscathed. Chad myers, thanks very much. Well stay on top of this. This is the heaviest snow that boston has seen this season. In totality, boston has had a light snowfall for this season. Only receiving 15. 9 inches. Just with this storm, its gotten anywhere from 9 to over a foot of snow 9 inches to a foot of snow. Its been the biggest of the season. And one to remember because its late in the season. Later today, the House Judiciary Committee, theyll make that list public of who they are requesting documents and information from, and we know, as you said, this is going to be a very large group. At least 60 people from President Trumps inner circle, both within the administration and with those with ties to his businesses. People like his oldest son, don junior, Trump Organization cfo allen weisselberg. His name was brought up singled out many times by Michael Cohen last week. We could also have them request information from former white house chief of staff john kelly, white House Counsel don mcgahn, the former white House Counsel, i should say. And pretty striking comments over the weekend from house judiciary chairman jerry nadler. He talked about the scope of information requesting what it potentially could lead to. He said it could be used to begin these investigations to begin to present the case to the American People about obstruction of justice, corruption and abuse of power. He said its very clear to him the president obstructed justice but he said that impeachment is a long way down the road. And we have heard from President Trump tweeting over the weekend calling this president ial harassment. On another issue weve seen rand paul writing an editorial. Hes going to oppose the president s emergency declaration. That makes four republicans. Enough to get a majority in the senate to oppose this but certainly not to override a president ial veto which has been promised. Speaking to republicans on the hill, do you see any momentum for it to get to that number of 67 or is that just not going to happen . At this point probably not. But rand paul sealing the deal and becoming the fourth republican, gives other republicans who have been critical of the president s National Emergency declaration to vote with democrats here. And as you said, this does seal the deal and confirms that the senate is ready in the next few weeks to reject the president S National Security declaration. A big rebuke to President Trump and what he wants to do to get his border wall. Rand paul over the weekend in the oped writing, i could literally lose my political soul if i decided to treat President Trump different than president obama. Every single republican i know decried president obamas use of executive power to legislate. We were right then, but the only way to be an honest Office Holder is to stand up for the same principles no matter who is in power. And the senate will vote to reject this over the next few weeks but important here as you noted, in the end, its clear they dont have a veto they dont have enough to override a veto. So President Trump will issue the first veto of his presidency, and likely it will stick. He may relish that veto. Sunlen serfaty, thanks. Republican senator john kennedy of louisiana. Senator, thanks for taking the time this morning. You bet, jim. First, on the National Emergency declaration, you and i have talked about this before. Its not your preferred option but you say youll support the president here. There was a law on the books giving the president such a power and other president s have declared emergencies. Youre also a lawyer. The Supreme Court has set a standard here. Three categories where congress has voiced approval for a particular action or has not stated an opinion on the action or as in this case, where congress has explicitly opposed an action here. Since this is in that final category, legally, and again, youre a lawyer, how do you justify this . Congress had a chance to approve this funding. The government was shut down for it. They didnt approve the funding. How do you justify the president declaring a National Emergency . I am a lawyer. Im not a judge. I do have a legal opinion. The president is not exercising any authority that, in my judgment, congress hasnt given him. President s in the past have used these statutes 60 times. But not, as you know, this is a different category where congress is explicitly said, no, were not spending that money. Were spending 1. 3 billion. And thats republicans and democrats. Thats a different category from many of the past emergency declarations that youve cited. And i suspect the democrats will make that legal argument. I dont agree with it. Again, this is authority that congress has given the president. Now should congress have given the president this much authority . Thats a separate question. But the fact is that it has. He has decided to use it. It wasnt my preferred option. His having decided to use it, in my judgment, will not mean the end of western order. I happen to believe we do have a crisis at the border. Its different than it was in the past. Now we have thousands of unaccompanied minors and families coming in. But, look, it will be litigated. My guess is that both the house and the senate will vote to override not override, thats the wrong term. Oppose it. Oppose it and then both sides, or at least the senate, but probably the house, will sustain his veto. You cite democratic opposition here, but four of your republican colleagues, including senator rand paul, the latest, hes saying that republicans are hypocritical to have opposed president obamas executive orders in the past, virtually unanimously, but to let this one pass here. Why isnt he wrong . Well, i have Great Respect for rand. I just dont agree with him. The argument that is always made to me is that, well, the president obama was wrong to issue an executive order without congressional consent on daca. Well, the president then, president obama, didnt have any Legal Authority that he was basing his executive order on. In this case, the president has not only statutory authority, given to him by congress, but he has the precedent of 60 past declarations of national emergencies. So to me, it is a distinction with a difference. Let me ask you on another exercise of president ial power. The new yorker is reporting this morning that the president ordered the department of justice to attempt to block the merger between at t and time warner over the objections of his chief of staff then, john kelly, but also his chief economic adviser gary cohn. Is that an acceptable use, a president trying to block a merger because he doesnt like the coverage by a news station, this one, owned by one of the Companies Involved . Well, number one, i dont know if its true. I think the report, yet again, was based on anonymous sources. Number two, i think its perfectly acceptable for the president of the United States to have an opinion. To block a merger to block a merger, to punish what he considers a critic . I dont think that its been established. I know its been alleged that that was what his mental perspective was at the time. And i think its all anonymous sources. I dont know what the president thought, but and either do you, frankly. Its an anonymous source once again talking to the new york times. Well, its the new yorker, i should cite. If the president were to do that, would you consider that an acceptable use of president ial power . Well, i dont think thats a fair question because they havent proven that he did it. If any public official committed murder, would i think thats wrong if he committed murder . Yeah. Hed be a murderer. The president also, in campaign statements, said publicly that he opposed the merger. This didnt come out of the blue. I take your point. I take your point. Okay. Fair enough. If we can, lets move on to another topic because i just returned, as the president did, from hanoi, from discussions between the president and the north korean leader. Its the second time the president travelled to asia to meet facetoface with the north korean leader. Hes returning with no discernible progress on north korean denuclearization, no new commitments. Were the talks a failure, in your view . No. They didnt end in an agreement, but i was reading a columnist this weekend. I dont remember who it was, but he or she made the point that walking away is better sometimes than giving away. Kims demands were unrealistic. He wanted us to lift all sanctions in return for him shutting down their Nuclear Facility at nyongbin. North korea has 37 weapons as best we can tell. Mr. Kim didnt want to get rid of those. He wanted us to take off all pressure in return for him shutting down one. It would have been a bad deal. Im glad the president didnta take it. Why did he agree to end largescale military exercises . He does not have a lot of National Name recognition and a moderate in a party that seems to be moving further and further to the left. Hickenlooper is not expected to follow suit. I spoke with his former adviser and speech writer who said he is not going to appeal to the far Left Progressive wing of this party but what should be appealing is the prospect of beating donald trump which he believes that he can do. Hickenlooper also has a pretty strong resume. He was governor for the last eight years. Mayor of denver for the eight years prior to that. And also a successful entrepreneur. He opened a brew pub in a once dingy part of denver thats still open today. If they are looking for a guy that can drop the gloves and go toetotoe with donald trump, they may be disappointed in hickenlooper. He claims hes never run a negative ad in his political career and doesnt plan to now. Hes pledging to work with republicans to get things done. This is what he said this morning on good morning america. I think this is a crisis of division and probably the worst period of division that weve had in this country since the civil war. And ultmetly, im running for president because i believe that not only can i beat donald trump but that i am the person that can bring people together on the other side and get stuff done. What hickenlooper did not mention in his video is Legal Marijuana which is probably the thing hes best known for outside of the state of colorado. He once campaigned against legal weed but then became the reluctant champion. Hes still not a supporter of it. He thinks other states should wait and see what happens in colorado before legalizing themselves. And, jim, hickenlooper is the first colorado candidate to get in the race but may not be the only one. Senator michael bennet, also his chief of staff when in the mayors office, hes also said publicly hes considering a run. Jim . Thanks very much. Lets bring in harry enton senior political analyst for cnn. Before we eliminate him or call him a distant dark horse here, he has characteristics that appeal to some democrats for a national run. Hes a western governor. Not a coastal governor or politician. Hes a businessman. Not a bad resume to run against a guy like trump. No, i will say that democrats dont particularly put being a businessman high up on the qualities they want. The poll out yesterday showed that id point out as you were hinting at that he starts off low in the polls. Only 1 in iowa. 0 in new hampshire. But the good news is all he can go is up. Right. Right. So senator sanders, he took a little bit of a different turn than weve seen him before. Goes more personal in Campaign Stops in brooklyn, alabama and elsewhere. Have a listen to what he was saying. My experience as a child living in a family that struggled economically, powerfully influenced my life and my values. I know where i came from. A little more personal than he has in the past. But this new nbc wall street journal poll showing possibly some disadvantages for him. At least in terms of what voters want. Tell us what it taught you about his candidacy. I will point out the socialists being so far down on the list. Only 25 . Among democrats, a little higher in the 40s, i believe. But this is going to be a hill that hell need to climb and thats explaining to voters what exactly a democratic socialist is because donald trump will throw that at him over and over again. I want to help out the working class voters and ill point out voters, especially democratic voters, dont want a candidate over the age of 75. Also in this poll, a good sign for the president. His Approval Rating up to 46 . Disapproval, well put the numbers up, 52 . Interesting about this number, 46. First of all, its up since january in the midst of the shutdown but also similar level to where obama and clinton were at similar points in their presidency. Ill point out this poll is an outlier. Some other polls show his Approval Rating close to that 43 mark. But since the shutdown, his numbers have improved somewhat. Look at these figures for 2020. 40 say theyll vote for trump. 48 say theyll vote against him there. So lower numbers, even if hes at 46 Approval Rating. Similar when you talk about the base thats still behind him. He still has that base but the key point there is that sevenpoint margin for the democratic generic candidate is the same as the sixpoint minus rating for donald trump. Mark warner as well with the senate intel committee. But based on what we know in public, do you think theyre going too far here to say there is clear evidence of wrongdoing by this president . Its real interesting. I was thinking about this, jim, and i guess i want to preface my answer with the structure ive been thinking about with what they face versus what prosecutors face. So for a prosecutor, you first face a little bit of a more quantitative analysis. Is there probable cause . Does the evidence get to that basic level . So here i would say, if we put in the political realm, i would agree there could be probable cause for both the collusion, meaning some sort of communication for a conspiracy, as well as the obstruction. The next step for a prosecutor is the discretion aspect. And sometimes thats described as, do you have enough to prove it beyond a reasonable doubt . Should you bring the case . And there i think a prosecutors discretion varies very widely from congressional because theres such different points. So i would say from a prosecutors standpoint, i think there could be enough to charge in terms of probable cause for the collusion aspect. Based on what . Based on what we know . If you look at Michael Cohens testimony last week, he he was somewhat vague on he said there was a phone call, for instance, the president knew and approved of the trump tower meeting in 2016 and he got a headsup on wikileaks releases, but to our knowledge to our knowledge that is all cohen had. What gives you the confidence as a prosecutor that there is enough there to establish probable cause . It is the substantive aspects of communications that went on. Its the idea that there was the exchange of the polling information and the president s Campaign Manager doing that. And with the wiki leaks its the evidence that there is a phone call going on. Wiki leaks i think is weaker because you are lacking the intermediatary aspect. Probable cause is not the standard. On the discretionary part i think we would be a ways from making that decision as a prosecutor. Congress is different. It goes back to the james comey speech relating to Hillary Clinton. He said she did a lot of bad stuff that a prosecutor may not have proceeded to charge criminally here. That is the question. In the final analysis it is likely to be a political judgment for members of congress whether they proceed particularly if Robert Mueller sticks with the guidance on indicting a president. I think we are all trying to do is trying to apply some sort of a prosecutorial analysis legal structure into looking at what theyll do. I think when you look at the two aims of prosecutors versus congress, congress trying to bring things forward, ooirng that becomes a very interesting situation. On obstruction it seemed stronger almost every day the president is tweeting things that can be construed as trying to interfere with the investigation. There i would say they are much closer to that even as a prosecutor i think they would be more comfortable charging that because there are so many instances of it including the comey firing and then also there is the issue of it sounds like President Trumps legal team may have met, did meet with cohen prior to his original testimony during which he lied. That really raises the question of what happened there. I think it transformed the lawyers into witnesses at this point. Jay secolo denied what cohen said.
