As i speak to you right now the staff is actually drafting the deal of not just the department of Homeland Security measure but seven Appropriations Bills. Whats important, the top lines that we have in talking to aides in both parties. You talked about the 1. 37 billion for border barriers. That also includes an extra 55 miles in the rio grande valley. That was a focus for the white house and republicans. You talk about i. C. E. Detention beds. This was a major issue. That level is going to stay at its current funding level 40520. Republicans made clear the cap democrats are seeking and overall beds, restrictions to move money around do not exist. Basically republicans are saying they will be able to have more retention beds if they want them. 1. 37 billion for technology for ports of entry. That would be something you will hear negotiators talk a lot about, as well. They say they havent seen the full details of the agreement. We know the head lines and the key issues that led to the shutdown was the top line figure really money for barriers and more recently the bed issue. What reaction are you hearing from lawmakers now as the details trickle out . I would go to congresswomanneta, the chair person put it best. Take a listen. This is a compromise. It kicks the can down the road yet again failing to address critical priorities. Congress is not doing its job. The expectation that anyone would vote for a large spending package. I think the concern when you see a tweet like that is mark meadows perhaps gets the president to oppose it. The expectation is bipartisan support on capitol hill and likely move it forward. The biggest question for everybody is where does the president stand . For more on how the white house could react to the deal, how the president will react, lets bring in abby philip. We are hearing talk from the white house about accepting the deal and moving on to plan b. What is plan b for this president . Reporter plan b would be some kind of executive action that would allow him to Start Building the wall without relying on congress to appropriate all the money that he has been asking for. But to phils point, the question for everyone in washington including some folks in the white house is where is the president going to come down on this . Is this going to be enough for him even if he cobbles it together with some kind of executive action in addition to that. What white house aides are telling us this morning is that they are waiting to see how the president reacts, still trying to digest a lot of information about what is in the deal and whats in the package of Appropriations Bills that they are considering on capitol hill. And in about an hour and a half the president will be in a meeting with his cabinet officials. We are expecting to hear from him at some point. It is not clear whether he will give a definitive answer to the question. This will be the first opportunity for President Trump to weigh in after so many details have come out. That being said, our dana bash has spoken to house conservative who said this is the view among the president s allies that this is not enough Border Security money for him. He might immediately move on and do some kind of executive action. At the end of the day, the biggest risk becomes legal challenges. The white house and republican lawmakers expect that anything that the president will do will be challenged in the courts. That can hold up the border funding and the building process even more. President likely to accept, was it all worth it . No. It wasnt worth it. The fact that the president thought that he can get a better deal in the new year with House Democrats in charge is an act of sled legislative and political malpractice. Detention beds are staying the same at 40,500. He will get an addition 55 miles of barriers on the southern border. He see getting that. He will pocket the gains. He will complain about this because the Freedom Caucus and sean hannity will trash thill deal. The president will grumable about it and pocket the gains and probably try to take moneys from the Disaster Relief fund and put that into border which i think he will have a hard time because he will need to sign off on that. The president takes some sort of executive action as his plan b seems to be what the reporting is. What do democrats do in response . I think that they are going to be tied up in courts for years and years and years. I dont see the president being able to take emergency action. I have to remind viewers that the president had control of both the house and the senate for two years and failed to pass any dollar amount for a border wall. Im not sure how you get to some emergent need now. Any executive action that takes away funds for Disaster Relief is going to be met with stiff resistance not just from democrats but those individuals who dont want a slippery slope for the president of the united states. I heard senator cornen from texas speak out. I will tell you, i dont believe he has the fortitude to stand up to the president of the united states. The reason that im disappointed in her comments more so than the racism that we are enveloped in is that it made the conversation about israel more difficult to have. There are many of us who are friends of israel but have very critical opinions of benjamin netanyahu. Those criticisms are okay and valid. I believe that ambassador shapiro said it best. When you start to go down this path of rhetoric it doesnt do anybody any good. Im glad that she made an apology and democrats were forceful in making the apology. We have to make sure the effort to bring peace is one that is bipartisan and represented omar made that quite difficult. I think it was ignorant. They will say a wall is not the most central issue here whmpt you are down at the border, did you see area wheres a wall would make a difference because the experience is that it does help in some areas. We spent a lot of time with customs and Border Patrol over the weekend. They gave us a tour where the thin river and there is a lot of trade across that region. We went out in the rural areas. Absolutely as democrats and republicans have been saying, there are places where some kind of barrier makes sense. We saw concrete walls and steel slats. We saw vehicles and a lot of walls. The idea that there is not barrier fencing or walls around the border is completely wrong. We heard from Law Enforcement that they need more resources for screening devices. In every quarter mile of our border there are different issues and they need a different mix of tools. We were with Border Patrol agents who were riding mustang horses because that was the most useful thing. Part of the mix in your view includes a barrier. Will you vote for this agreement . I am incline today vote for the agreement although i havent had the time to review all of the provisions yet. They are just being written as i understand it. Yes, there is Border Security measures in this bill, maybe less than the president wanted and maybe more than the democrats want. Part of governing is you dont get everything you want all the time. What will House Democrats do if the president takes executive action to find money elsewhere and takes it from other pots . Do you consider that a violation of the law . Well, i think it very well may be. Certainly recollect there h certainly, there has been a lot of opinions about that. Congress has the power of the purse. If we have a policy disagreement about that he is not going to be able to overrule the will of the people. An executive order as i understand it will depend on what he tries to do. That may not fly. What we saw was a very complex situation at the border. It cant be solved with a Campaign Slogan or a tweet. As you know the committee is leading a democratic investigation of the family separation policy at the border. We have learned that the administration cannot account for the number of children who were taken away from the parents. As this investigation proceeds, is the administration now cooperating . Actually, the more troubling thing to me is the fact the family separations are occurring although the policy was supposed to end in june. We met with a family on saturday where a separation had occurred in october. The two daughters were american citizens, three years old and five years old. They were taken away from their mother. There were no allegations of child endangerment. So these separations are still occurring. The Administration Needs to be held accountable for that. How can they still be the president very publically supposedly ended the policy some months ago. How can it continue . If it is continuing, is that against the law . Well, that becomes the reason for oversight by the judiciary committ committee. Is there dysfunction in the ranks . What is being done to make sure this doesnt continue to happen. How do we redress what happened to these families in the past . That is of huge concern. He did say the talks on denuclearization have reduced tensions saying it was almost a palpable feeling of reduced tensions and said the upcoming summit is a welcome sign of ongoing talks. He said despite the reduction in tensions there have been no concrete steps taken by north korea to reduce its capabilities. I remain clear eyed about the fact that despite a reduction in tensions and a seszuation of strategic provocations coupled with public statements of intent to denuclearize, little to no verifiable change has occurred in north koreas military capabilities. He said he is hopeful the ongoing discussions may yield productive break throughs down the road. He did take note of one thing, donald trump has kind of caused, ordered the u. S.
