President trump signaling that he may allow the Justice Department to make the decision about whether special counsel Robert Muellers final report should be made public hinting that he will not direct his legal team to try to exert executive privilege over parts of that report to try to keep the public from seeing it. It has been an open question about whether he would try to do that. Trump also saying in that interview that he hasnt spoken to Matt Whittaker about whether the investigation is wrapping up. Whittaker suggested he had information that muellers probe was coming to an end. Trump said he wants to see the end of the probe. This talk about the report comes as bipartisan lawmakers have introduced a bill that would require mueller to submit at least a summary of his findings to congress and the public. What will happen now is that mueller will write a final report and give it to the attorney general. The attorney general has the discretion about whether to give all or part of it to the public. Trump is suggesting that he may allow that existing process to play out. Let me ask you this. I dont mean to put you on the spot. Whittaker says he is getting briefed on the special counsels report. There is some assumption that Matt Whittaker would brief the president on what he knows. Is the president saying im going to take a hands off approach based on your reporting . Is there any indication that he has gotten a sense that the report wont be that damaging to him . Reporter of course, President Trump has really continued to attack the investigation as a hoax. Anytime he is speaking about it he is not letting on anything he knows about it. We know that the white house this year under the new white House Counsel has stepped up in anticipation of the release of the mueller report. There had been talk that President Trump might try to exert executive privilege over this report. Without a clear idea of what is in it, President Trump might be saying at this moment he will allow the process to play out. Thank you. Mean titime the Justice Departm says russia has been waging a campaign to discredit the special counsels investigation. Which is investigating. Prosecutors allege published confidential information. Cnn reporter has been covering this. The real concern here is it not for the special counsel that he would be required to share with the russians the sensitive, the classified information which would be quite a breach . Reporter so the issue here is really that during the discovery process involving the special counsels case against Concord Management which was charged because of close ties to the kremlin, charged with social media disinformation campaign. During this discovery process of where the prosecutors shared information that they have obtained with their investigation with the defense they revealed some of the nonSensitive Information. According to the special counsels office some of the information has ended up on line out of a twitter account based in russia. That includes over 1,000 files and includes some alterred documents which the prosecutors say was aimed to give the impression to discredit their investigation as well as some of the information that they call n nonsensitive. This comes to a head because prosecutors would share the Sensitive Information which they will with the legal team. They dont want this information to be shared back with the individuals in russia who were charged in this one because they are saying look what happened when we shared the nonSensitive Information t ended up on line. Also saying that if they share this Sensitive Information it could actually reveal information about individuals and entities that they have not charged but that the prosecutors believe are engaged in some kind of interference with u. S. Politics. That is where this stands right now. The idea of revealing classified information to a foreign adversary is amazing. Lets speak to former cia chief of operations in russia steve hall. He knows a thing or two about how russia operates here. You say this is straight out of the russian play book here. Explain why. Sure. The russians have been doing this kind of cyber attacks, propaganda attacks for a long, long time. This has evolved since really before the 2016 president ial elections into a cyber war fare type of aspect. It is using social media, using information that they can get online. This is a good example of that where the russians have taken advantage of sort of our open Society Legal system where the courts require both sides have the information before you have a trial. Russians note this is how it works in the United States and in the west. They take advantage of that, get at this information, alter it which is very interesting and then go after the Mueller Investigation. It shows you how concerned the russians are about the investigation. So this is the nonclassified information they have already used. The real concern from Robert Mueller is that they would do the same thing if briefed on classified information. It amazes me that one of the people who that information might get shared with, you have the guy who funded these troll farms, i would say he handles all of putins malign activities around the world, mercenaries in syria, et cetera. Explain what a breach that would be for u. S. National security to share that kind of information with him. Well, if it were obviously shared with this oligarch who is one of a series of guys, these are putins guys who in exchange for being very rich oligarchs in russia have to do essentially whatever putin wants. In that sense it would be pretty bad for a guy like that or any oligarch to get access to that kind of classified information. My understanding is that the judge and the courts are contemplating and the Mueller Investigation are trying to ensure that the most sensitive of the information is protected. And there are ways that our court system can do that. The russians know how an open society works. They understand the free flow of information. They understand the legal requirements and will take every opportunity to leverage that against us. To me it is quite frustrating but it is the reality. Before i let you go, you saw the president be contradicted by intelligence chiefs that he appointed in their testimony on tuesday. You saw the president lash out, called him naive. You served decades in u. S. Intelligence. Beyond your personal reaction to that, tell me what the affect on u. S. National security is, when adversaries see a u. S. President deny the facts, the intelligence as presented to him by his own Intelligence Community. Its not good because i think there is a lot of bad things that happened after the annual threat assessment presentation that the Intelligence Community leadership provided. But one of the aspects as you alluded to is the idea that others in particular allies will look at us and say what is going on with this system . We have really important intelligence relationships with some of our closest foreign allies. And when they see the president do things like this, when they see the president do things like hanging out in the oval office with Sergey Lavrov and sharing Sensitive Information, they question whether or not they will end all of the best information to us not knowing how this president is going to react. Its not good for moral in the Intelligence Community and not good for our relationship with our allies. It is really a bad thing. Steve hall, you know a thing or two about how russia operates. Senate that while the president does have authority to withdraw forces from syria, it is against the strong recommendations coming from both the executive branch and from congress as well. Earlier this week we heard it was live during our show, the director of National Intelligence tell not only members of the Senate Intelligence committee but the American Public that quote isis is intent on resurging and still commands thousands of fighters in iraq and syria. That is directly counter to what the president tweeted in december saying icesis defeated in syria. We learned the president is not pleased at all with the fact that he had that sort of direct contradiction from the dni. Is there a danger beyond the president not liking that he said it, is there a danger to america to publically have this wide divide on such a key issue . I dont think it is helpful at all. But at the same time, i dont think they are that far off. Whether they are degraded, destroyed, those are verbs. The real question is, are they capable of launching attacks into the United States . Are they still a threat to the United States . Isis is in 25 countries. We are in two of those countries. Everyone of those isis affiliate organizations want to attack the United States. So i think it is important that we focus on isis as a threat holistically rather than the political debates that we have seeing over how large they are in syria. I guess my question is, does it emboldin isis . Isis claimed responsibility for that attack in syria that killed four americans. So does it make the world more dangerous for americans if you have a clear public divide between the head of the Intelligence Community on this and the president . I think when you talk about public divide im not so focussed on the divide, im focussed on the public. I would expect there to be division between the intelligence agencies and between the executive branch. That is normal but typically done in private. Having that in public is unhelpful and emboldins and confuses our allies, as well. That is a great point. Let me ask you about north korea. The president said there is a decent chance of denuclearization in the Korean Peninsula here in north korea. A source familiar with the details of the high profile visit that north koreas top negotiator this month has made says those discussions both at the white house and at the state department have quote gone nowhere on denuclearization. A second source to cnn agreed with that assessment. Are you troubled hearing that ahead of this planning for a second summit between President Trump and kim jongun . Im really not because i think you can use the same observations over the last 30 years whether its in the Bush Administration or the obama administration, now in the trump administration. We have not made progress with north korea. We in many ways are putting hope ahead of facts. I would hope that in the upcoming meetings with kim that the president will get tougher, continue the maximum Pressure Campaign and lets see if he can do what the last three administrations havent been able to do which is to get kim to denuclearize. Yesterday as we discussed it we didnt get a lot of answers from them. Since then i received a leaked document that was a sumropy of that proposal. Im curious why they are hiding it. I was hoping for transparency and a little bit of sun light yesterday. A number of democrats have been speaking openly. What struck me is that several of them have not ruled out voting money for a border barrier of some kind. And im curious as you look for the middle ground here, if you have some money for a border barrier, but less than the more than 5 3wi8 yn that the president requested, would that be enough for you and your colleagues to vote yes . We heard a lot of positive comments about Border Security and how we all agree. If they were to review their very own legislative texts or the summary proposal from their own party it includes zero dollars for additional barriers. Zero dollars and phasing out of the tension beds. Its a lot of things that i think they are not aware of. Maybe they should have a conversation with Party Leadership to get everybody on the same page. Im asking you, if some of those democrats are saying publically they are willing to give a little bit, and i know Nancy Pelosis position. Would you be willing to give and give the president less than he is demanding here . We have been really cheer about our objective. It is about providing necessary resources to secure our homeland. We know it is very comprehensive and complex discussion. Its not binary. Its not black or white. It is very dynamic. You can only begin these negotiation physical it is good faith. They are not operating in good faith if they are hiding their proposal not only from us but their membership. Imagine hearing a republican has a copy of the direct proposal and the democrats dont have it. I think it starts with good faith. Let me ask you this. Its cnns reporting and others that the president is preparing the possibility of declaring a National Emergency. The president s tweet seemed to telegraph that. What is your position on that . Would you welcome the precedent of a u. S. President declaring a National Emergency when he cant get from congress as the constitution provides the funding that he wants for this objective . What i really respect about the president is he is willing to do whatever it takes to protect our homeland. He has a lot of tools at his disposal. He doesnt have a lot of confidence in this process. Enough for a National Emergency . I listened to intelligence chiefs tuesday. None of them said it was a National Emergency at the southern border. A lot of different opinions about what a National Emergency might be. As the leader of this nation, he sees securing our border and our country as his number one priority. He never withered from that. There is no reason for him to walk away from this. For me to respond about what he may or may not do would be an assumption of failure in a process i am engaged in. I am hopeful that we can put together a comprehensive proposal that addresses the concerns and recognizes there is a humanitarian and security crisis at our border and deserves the resources that have been voted on in the past by republicans and democrat whose authorized all of this. Although that was part of broader immigration agreement wheres they voted for that funding. The president as you know is blaming paul ryan for not getting the border funding he wants. Do you blame paul ryan for this . There is a lot of finger pointing that goes on all the time. Im not looking backwards. I think this is an opportunity to restore trust. In order to do that, it has to be an open and transparent good faith process and effort by both parties. I would like to see the democrats step up and provide that in the house. I will start with you. Here is my read having just interviewed schultz this week for an hour and having covered him for a decade and asked him if he is going to run for president. I think he runs if he sees a path. I am not convinced that he runs if it is a mayor bloomberg or joe biden that gets in the race and looks like they would have the nomination. I think you are not far off there. If there is a gap in the market and often our two party system leaves a gap in the market, unfortunately that independent candidate often cant make much difference other than being the spoiler. There is a lot of room in the center to run. It depends what you can do with that. I think democrats are right to be a little bit worried because many in the base want a very far left candidate so there is a lot of room there. They are getting out early to try to say get back in your lane. I think that is not a terrible move. I think he could pose a danger in certain states and draw votes away. You are a data guy. Is the data clear on ralph nadir or ross perot that independents draw more from one party than another . Is it clear to you that Howard Schultz would draw more democrats or more Republican Voters away . Im concerned on two levels. First of all, if you look at the Electoral College map, sometimes people get confused on votes versus Electoral College. The places where an independent candidate like schultz can win electoral votes are blue states, places like new york, new hampshire, new england, california. He is not taking votes from red states y. Havent heard anybody argue that that is possible. He can point to voters he has talked to who are telling him they are going to support him. The electoral map is just a disaster. Secondly, what concerns me more than any of this is the substance of his argument. He is not presenting a new message. He is not presenting the alternative that he is alluding to. He has been asked about policy specifics he has either been vague or just confusing. In the process of doing so he is criticizing democrats. That clip you just played, he doesnt indict donald trump. He indicts the Democratic Party. I have a real question about what his mission here really is. He did plenty of indicting donald trump. He called him despicable. When i pressed him for specifics on tax policy, he doesnt like elizabeth warrens plan. I said would you raise corporate taxes significantly. He said i dont think 21 is the right rate. He kept saying im not running yet so im not laying out my policies yet. If he becomes a factor he would have to be specific just as everyone who becomes a factor is. I think independent candidates are often unincumbered. I think there is a message in the fact that he is talking about the debt and the fact that medicare for all you have to pay for and it is extremely hard to do that if not impossible without a loss of quality. Those are things that are worth talking about. He is a dpie who doguy who does cover thez things up. Its a real rain on the garden party move which is what independent candidates are often about. I kind of like the honesty. Looking at the broader democratic field. George will points in part because it is his argument that the path to winning would be through midwestern states. Im curious, is that a strength that youre looking for in a democratic candidate . I think the core strength for a democratic candidate is the ability to drive message. Real challenge that we had in 2016 was that donald trump decided what was on the news every day through his antics. So im a little bit less interested in somebodys race or gender or where they are from. Im much more interested in can they drive their own narrative and tell their own story . That will raise them the money they need and the people and the volunteers that they need. You think about a state like minnesota, a caucus state, that is all about intensity and turnout. That absolutely could be amy klob klobachar. I wouldnt focus so much on somebodys demographics and more on what they have to say and whether they can get that to punch out. I hear you. She is not in the medicare for all camp, for example. Policy wise might she be a better bet for the Democratic Party in the general . Here is the flip side of this. A lot of democrats love progressives. The flip side is that he can push democrats and more progressive candidates into a sent Tropical Storm message and centrist policies and push the party into picking someone who might run better in those midwestern states. The people down there, i was talking to Community Members yesterday about this news. They were kind of disappointed hearing that some of these blue collar jobs which it is a blue collar city according to the people i was talking to yesterday. It is looking like it is a little more tech based and a little more engineering jobs. Their concern is some of the people kountding on the jobs may not have the skills to get the jobs that will actually be available . That is a concern out there. A lot of people out there are still very supportive of this project. They want the business. Remember its a republican area. This was paul ryans congressional district. A lot of them are supportive of the president and they are saying bring the business here, but on the other hand, a lot of the people are saying i have a lot of family members who were hoping to get in on these jobs and in on a more kind of Factory Assembly line job. Those dont seem to be coming like they thought they once were. But you got a statement as i understand it that is significant. It seems to indicate that they still believe that 13,000 jobs are coming to this location. Is that right . It is. I got a statement not only from the county but from foxconn that they remain commit today the 13,000 jobs.
