The idea, it seems trite, its the idea of showing these were the two bottom lines that both party versuies have had. Y now you have shown they do not have the votes to pass on the floor. Above all this is the bottom lines. Democrats will not have negotiations on Border Security until the government is reopened. The president has made clear he will not sign anything reopening the government until he gets funding for his border wall. Somehow that divide needs to be bridged. I think the hope is once you show these bills fail, that those negotiations can happen. I think the difficult part right now is theres plan b right now. Theres no Clear Pathway out. Theres no sense right now that at the top levels people are willing to come off their stated positions. There is, however, a lot of grumbling in the rank and file and a lot of frustration and desire to get a green light to try and make a deal. They just need the folks at the top to give them that. At this point, that doesnt exist yet. Press secretary Sarah Sanders has not held a press Briefing Since the shutdown began. She is this morning confirming that the president is pressing forward with preparations for his state of the union speech. What are the options here beyond doing it as per tradition from capitol hill . Reporter the white house is looking at several options. Ultimately what were watching here is a slow motion game of chicken that will ultimately be decided next tuesday when the president is scheduled to give his state of the union address. The white house is moving forward with the plan as is and they havent heard from nancy pelosi directly on this. Remember her letter didnt formally disinvite the president from giving his state of the union on capitol hill but simply asked him to delay it. The white house says they will be ready. Listen to this from press secretary Sarah Sanders. We always like to have a plan b, but the president should be able to address the American People whether he does that from the halls of congress or whether he does that in another location. The president will talk to the American People on january 29th, as he does nearly every single day. Were going to continue moving forward with the state of the union and well see what happ s happens. Reporter specifically outlining those options, there are a couple that the president could move toward. One of them is that the president could still speak at the capitol hill only not in the house of representatives but rather in the senates chamber. Aides here at the white house are exploring a possibility that President Trump could use any number of rooms here to deliver that address. Also were hearing that the president could speak at a rally. Weve also heard from lawmakers in North Carolina or michigan inviting President Trump to give his speech in their states. It does not appear the president going to move that direction. He formally turned down the invitation to speak in michigan. The last option, of course, for the president to speak at the source of all the dysfunction behind the shutdown, at the southern border where the president has called for a border wall with mexico. What would work . Why would that be a nonstarter for democrats . Its actually a nonstarter for the republican congressman we just had on. We had clay higgins on and he said im not going to support amnesty. I accept theres going to be some on the right that oppose it. I dont think that means its a nonstarter. I think the reality is youre going to see the vote this is week that i think put people on record. Ultimately i think that were still more likely to head toward a declaration from the president to just get this over with. I think it has gone on too long and i think people are suffering too much. Its apparent that congress is not going to find a resolution. A National Emergency declaration . I think thats likely a pathway forward. Hes not in the cabinet. This isnt a political role. Its a numbers role. He just told us unequivocally that if this shutdown continues through the First Quarter the u. S. Economy could see zero growth in q1. The white house hears a headline like that, thats got to be concerning, right . Because the president has consistently polled higher on the economy than anything else. One, i dont see how this could extend throughout the entire First Quarter. I think too many people are hurting, too much pressure is going to be applied to get this resolved. Certainly shutdowns dont help anybody. Its not good for either side to be in this position. I dont see scenario where you go through a shutdown the entire First Quarter. You say National Emergency declaration is the way out. And i know there are somes who that will get us through this. What kind of precedent does that set Going Forward that if a president cant get what he wants through Congress Just declares a National Emergency and he can define what an emergency is. Because the numbers dont support an emergency today. Well, fair point, jim. I think it is a bad precedent and i think its a fair criticism that republicans complained about the executive orders of the Obama Administration and i think its been too frequently relied upon in this administration. I think thats a very fair criticism. Having said that, i do think theres justification to say theres a crisis. I dont think you have to go back to just this year. In fact, it was president obama who used that terminology humanitarian crisis in a speech in 2014. Both sides at different times have acknowledged its a crisis. Im not suggesting this is the right way normally to go when congress cant solve it but it is something thats significant and in this case merits it. Crisis is different than a National Emergency. Its a Legal Definition empowered by congress, declared after 9 11 for instance. Thats different from a crisis. Thats a good point. Thats fair, jim, but i think theres plenty of evidence to suggest this is an emergency thats been going on for quite some time. Im not telling you it is a good thing to be declaring this. I agree with you. But at some point too many people have been hurting when this gets extended as long as it has. Im old enough to remember when the president walked away from the deal for 25 billion, remember that . I do. And permanent protection for dreamers. Now it seems like both democrats and republicans are going to get way less than what they wanted back then. Thats fair, poppy. But lets just be clear on what exactly that offer was. There was 25 billion and i think democrats said they supported the wall going back. That offer as well wasnt just the daca population. When you shut down the department of agriculture, the department of justice, doesnt make any sense. As it relates to any such offer the president said that he was basically going to put the bridge act in his proposal. The bridge act is 1. 8 million people, not 700,000. Once again, even what he does is not what he does and this is part of the problem of negotiating. We had marc short on. Hes been involved in a lot of legislative negotiations. He said in his view the president is going to declare a National Emergency to get out of this. Theres no question in my mind yoi believe this does not rise to a National Emergency. We just had a meeting, Senate Finance democrats had a meeting with the head of customs and border protection. Had more people coming over the northern border who were potentially on the terrorist watch list than the southern border. If he does that, it will be litigated in court, the government would open up and at the end of the day we would be able to determine whether he has that power in court. If he doesnt, then he will learn that he just has a separate coequal branch of government that he has to deal with. I reject the idea that he has the power for this purpose. B if he wants to do it and litigate it in court thats his decision. The president s decision to withdraw from troops from syria led to the resignation of secretary mattis. The military is pulling out in april. Theyre making plans already to do this. No one ive spoken with inside or outside the administration believes turkish promises to protect the kurds. In your view, are they leaving kurdish allies who spilled blood on the field to help fight isis, is the u. S. Leaving them to a potential slaughter . Were a coast guard city. Theyre out protecting us. The fact that they are not getting their paychecks makes no sense at all. We need the government to open and the federal government needs to do its job. But im asking you is the president being truthful to the American People that this is a National Emergency . It had become a near obsession for the Phoenix Police department to find out who was responsible and the chief of Police Jerry Williams announced that just a short time ago. At this time i am announcing the name. He is 36yearold nathan sutherland. Nathan zsutherland is a licensed nurse in the hacienda medical facility where this woman had been for longterm care. Now it turns out that he was directly involved with her health care, meaning the victim here in this case. And as you point out it was dna that seems to be the primary way theyre going to prove it. It was sutherlands dna that match with the baby here. They also checked out the round record, who would have been with that patient at what times and for how long.
