Right. The family had been very anxious because they say the last time they heard from him was around the 28th of december. He lives in a sdetroit. He was in russia. He arrived on the 22nd to attend a wedding of a fellow marine. He didnt show up. And thats when everyone became worried because it was so unlike him. When he travels, he usually stays in close contact with his family, especially his parents. And then they get the notification that he has been detained. They find the reason for him being held by the russians is absolutely preposterous. Okay. Again, this is a man that was born in canada. The state department refers to him as an american citizen. And again his family wants answers. Before we get to his brother who will speak to us in a moment in his first interview, let me go to my colleague. Walk us through what the Russian Federation is saying at this point. Well, poppy, theyre not saying a great deal. They just made this very sort of stiff announcement by the fsb, which is the main Espionage Agency in russia. Theyre saying they arrested a u. S. Citizen on the 28th who was caught spying, but no other detail was given about what exactly he was said to have been doing when he was detained. The Russian Foreign ministry also said they formally notified u. S. Authorities of the detention confirmed by the state department as well. But in terms of detail, very, very sparse information coming out about what this individual may have been concerned with. It comes weeks after a pro gun lobbyist guilt a conspiracy there and faces six months in prison after u. S. Prosecutors say she tried to infiltrate groups to influence americans. And there is some speculation that, you know, in the future there could be some sort of tradeoff between these two individuals. But beyond that, there is no relationship between these two cases as far as were aware. Poppy. Okay. Matthew chance, i know you are asking for more answers. Please let us know if you get them. On the phone with me now is david whelan, the twin brother of paul, the american detained on friday in russia on espionage charges. The russian government says he is a spy. Let me bring in his brother david. This is your first interview. Thank you for taking the time on this new years morning to speak with us. Thank you, poppy. I appreciate the time. Of course. What can you tell us first just about your brother. What do you want everyone to know . Well, its funny because i think sometimes we dont think about how we would describe our family members until were in a situation like this. Paul is a very kind and generous person. I think hes well known for that. Among friends, although maybe not comfortable in larger groups. Hes loyal to a fault with his family and friends. Hes just a very nice person. Obviously there are a lot of answers that you want. So lets dig through this slowly. Walk us through what you know at this point, what you have been told by the government, by the state department, perhaps anyone at the white house about your brother being taken into custody in russia on these espionage charges. What have they said to you . We dont know very much. The government has been helpful. My family members have been in contact with people at the state department and at the embassy in moscow. And we have heard that they have received an announcement from the russian government that paul had been detained. But they have not yet been able to have access with paul. I believe there is a 72 hour window, so were waiting for that to pass. There is. Im sorry. Go ahead. There is a 72hour window. You guys have been told, as i understand it, there is a 72 hour window before the u. S. Embassy can meet with paul and check on his wellbeing, et cetera. That window would have started on friday. I know you guys have an anxiously awaiting that to pass. It seems like that window would be closed at this point. Yes. Im not sure how the timing on that has tolled. Okay. So have you reached out to the white house and or have you heard from the white house or the president . No, not from the white house or the president. But we have reached out to congressional representatives for michigan, which is where paul and my family are based. And we look forward to when we finally have access to paul, hearing about his condition and helping him to get a lawyer to take on these criminal charges and continue to try and work with the American Government to have him released. Tell me about what your brother does. We understand he was in security. He did security contract work and travelled to russia a number of times. Yeah. Paul and i are chalk and cheese. So i can describe it, but i may not get it right. My understanding is that he was he was responsible for looking at the physical security of sites for his employer to make sure that things couldnt be stolen or broken into, to remove the opportunities for people to have access to things he shouldnt have access to. Okay. But it wasnt cyber security. It wasnt body guard type of security. It was much more about the physical plant. Who did he work for . His Current Employer is baird and warner. When is the last time, david, that you did hear from him because you say that it is unusual that you wouldnt hear from him on the 28th, you know, friday, the day he was supposed to attend the wedding. So when is the last time you did speak with him . I dont speak to him very often. We often communicate over email and things. But he communicates much more regularly with my parents. So they were surprised not to see any photos from him. He had been particularly worried that they were on a winter staycation. They are older and it is snowy in michigan. And of course we have a family pet, and hes concerned about the dog. There are a number of things he would have normally been checking in on and it was that lack of communication that first let us know something might be wrong. Is there anything that concerns you about his travels to russia . Did you have any concerns ahead of this trip or any of his trips to russia that he could be detained or he could be arrested . Not more than any other tourist traveling to many countries in the world. Paul is a former marine. He is former law enforcement. He does corporate security, and he travels extensively. I think as far as people who are aware of the risks of travel and being prepared to avoid whatever risks are possible, i think paul is probably as best situated as anybody could be, even in a country like russia. There is no world in which you suspect that your brother in any way worked as a spy for the u. S. Government. Is that correct . Thats correct. Can you tell us a bit about his military service . I only know what he told me. I know for sure he was in iraq in the early 2000s and did multiple tours in iraq. He wasnt terribly forthcoming with his military service, but i was aware of where he was. He was born in canada, correct, but is a u. S. Citizen . Yes. Okay. What would you like to see from the representatives in congress in michigan that you and your family have spoken with from the state department and from the white house at this point and Going Forward this week . I think theres really just one goal, which is to get paul back home from russia. And im not sure if its at a level where leaders of both countries have to work out a deal or whether its congressional action that can leverage him loose, but that is our goal, that is our one goal, is to get paul back home. We know that the president has had an increasingly, i wouldnt say open dialogue with vladimir putin, but hes met with the russian president in helsinki and consistently says better relations with russia are desired. Are you hopeful that President Trump can do something, Say Something to bring your brother home soon . Yes. I would be supportive of anybody who can help to get paul to come home. Lets go to our White House Correspondent live at the white house this morning. Look, the president canceled his vacation plans. He did this interview with fox news this morning saying, im ready. Where are the democrats . Lets make a deal. It is not enough to see different pages this morning. Where do things stand on day 11 of the shutdown. Both sides very far apart. No breakthrough on the horizon. President trump has not been as active today when he sent out a flurry of tweets. He did wish the nation a happy 2019 even to haters and the media. The president is demanding that they return to capitol hill to iron out a deal to open the federal government. That obviously is not happening. Democrats, though, according to sources are going to vote on thursday on a bipartisan package of six bills that will reopen the government until february that con taitains 1. 3 billion Border Security. It is unlikely that he is going to sign off on it. It is largely a symbolic move to show that democrats are willing to open the federal government. The president has doubled down on this idea that the United States needs a concrete barrier in some parts of the border between United States and the mexico. Yesterday he called it 100 foolproof. Listen to this. I spend christmas in the white house. I spent new years eve now in the white house. And, you know, im here. Im ready to go. It is very important. A lot of people are looking to get their paycheck. So im ready to go any time they want. No, we are not giving up. We have to Border Security. And the wall is a big part of Border Security, the biggest part. The president also chafed at the idea that the wall is oldfashioned. You look at a wheel. So the democrats know that any sort of deal, right, funding bill with just 1. 3 billion for Border Security and nothing for a quote, unquote wall is going to ply. Mark meadows called it a nonstarter. Walk me through the strategy here and if it has a chance of backfiring. If they say we want to work for the president , we want to compromise but vote on something that they know he wont sign, how does that play out . What the democrats are trying to do is split the issue right now so they can continue to get most of the furloughed workers back to work, get the rest of the government that hasnt been shutdown up and running through the end of the fiscal year and then have this stopgap measure that will give them time to negotiate where the customs and Border Patrol officials are still getting paid. So you dont have this absolute freeze and potential future crisis because of the way the federal workers are stuck in the middle as they try to sort out these issues. If that works, if the president is willing to sign off on that month to open this conversation and negotiate, then you could be all the way back at square one. Remember, a year ago we were talking about 25 billion for the wall in exchange for the daca program. I dont think you will see democrats in general willing to give President Trump more money in exchange for something that doesnt address immigration issues that have been there for over a decade unsolved. But if the president decides that, no, hes not willing to work with the democrats to buy that time, you can see a freeze for the next several weeks. They fundamentally do not agree on what the middle ground is, even though theyre not that far apart from it financially. But it is more than the dollars. It is about staking out the dollars for the next few years. About this being an argument about the same giant immigration issues that we have been seeing parties slug it out. What complicates this is politics, as it does everything. That is a fact that we have a democrat exploring, you know, the 2020 nomination and being a candidate, and that is elizabeth warren. Many more will jump in the ring this week and in the weeks to come. Politics complicates all of this, right . Not giving money for the wall at all plays well for democrats. Here is how the former Virginia Governor and very likely candidate for 2020 said about it. The democrats should not give an inch on this. Donald trump owns this. Hes been in the white house. Hes been isolating. He is too emotional. He is too unstable. Is that a winning card for democrats, the democrats not giving an inch on this, which means no wall funding . Well, this is sort of the kabuki dance that always happens whenever there is usually in the leadup to a shut down now. Were in shutdown mode. But the Senate Republicans push back that this is a nonstarter. I think it is definitionally it is a starter. This is what you expect a House Majority to pursue, which is we can take a vote. We have got a plan. Here is our plan. If you want to reject it, fine. Then you are the ones who have rejected it. That will be the starting position. For democrats, they dont want anything that, you know, supports President Trumps pledge of a concrete wall, but certainly they have expressed an openness towards Border Security and in light of the tragic deaths of these two children whose families were attempting to bring them across the border, there is now a reexamination of the procedures for taking care of, you know, people and children. Sure. In the governments care once they are in u. S. Custody. So i think, look, this is going to play out in terms of a normal debate process. But 2020 is a backdrop for everything. Trump is negotiating positions on whether hes living up to his wall promise to his base and it is, you know, the backdrop of democratic positions as a potentially very crowded field all seems to show that the democratic brand of compassion or overhaul of immigration policy. President trump is giving the pentagon about four months now. That is what the New York Times is reporting to withdraw the nearly 2,000 American Military personnel currently stationed in syria. According to the times report that sites an administration official, the president told the head of u. S. Forces a timetable while he was in iraq last week. President trump defended this move and his plan for syria on fox news in an interview last night. Listen to this. I never said that im going to rush out. Were going to get out. Were getting out of syria and bringing our young, great troops home after so many years. We were supposed to be in syria for three to four months. That was four or five years ago. And it is time. Isis was all over the place when i took over. It was a total mess in syria. Weve almost eradicated all of them. We think all of them will be gone by the time we get out. All right. Lets discuss with Major General james spider marks, our military analyst. Good morning and happy new year. Thank you for being here, especially on such an important issue. The language the president used when making this announcement two weeks ago was rapid. And then last night on fox news he said i never said im going to rush out. You know, words are one thing. What happens is another, right . And you say that this is now deliberate versus hasty. Correct. I think what were seeing now is what is taking place really should have taken place in advance of the president s decision. Look, he made a very impetuous decision and he made it emphatically and he made it clear we are going to leave syria. All of the process is now taking place. It is kind of upside down a little bit. There is a lot of work that needs to take place. There is operational space that we have to account for. And also there are the steps that are necessary to ensure that at a very tactical level the hand off is taking place in a very, very deliberate way so that the Ongoing Missions can continue to be successfully fought and achieved. But also we have to keep in mind that there is a possibility that the United States would have to redeploy back into syria. You have to keep the ground available for the United States to do that. So these are the steps that theyre going through right now. This is a deliberate withdrawal. Now, the challenge becomes, poppy, without getting into too much hints, once the actual troops start to remove. They do the hand off with partners and allies. And once the United States states troops start to remove themselves from the combat area, they have to do it in a quick way because you become very vulnerable when your Weapons Systems and soldiers have clicked themselves on to redeployme redeployment. Let me ask you about the man currently replacing former defense secretary james mattis. His last day was yesterday. He, of course, we saw in those final remarks that he expressed confidence in his deputy secretary. Do you agree with his conferred . Because lets take a look at his resume here. I just wonder if you have any concerns, as we pull this up. If you have any concerns about his relatively narrow portfolio at the defense preponderate dep terms of the job he now has. I think the point you just made, poppy, is the key thing. Im not sure what his experience is in terms of Foreign Policy and in terms of international negotiations. Right. So he will have to be surrounded by folks who have that in their portfolio. So there is a level of expertise where that can get accomplished. But what you have really is a very solid manager. And you look at the body of his work, the ark of his life as hes been involved in business. Hes very much a manager. He leads organizations. He doesnt have the breadth of experience that a jim mattis had. And thats lets be frank, thats a difficult guy to follow. Jim mattis was immensely qualified for the position. Had to cross swords with the president and decided it was time to put somebody else there. Patrick shanahan has to step in. He knows where the bodies are buried and what the Current Issues are. There is a team in place. And like any organization, there will be some pickups. But i think we probably are going to see hell probably be the sec def. The state departments antiisis envoy left his post officially yesterday. Let me read you part of what he said. Quote, i wish my former civilian and military colleagues well as they work under extremely difficult circumstances to protect the dinterests of our country. There is reporting he resigned due to the president s decision on syria, just like mattis. Do you think that is what his message was referring to and what do you make of that word choice, extremely difficult circumstances to protect the interests of our country. It is a leaders message to those with whom you know, his colleagues, those with whom hes had to work both above him and lat erally and below him that says, look, folks, stay focussed on the tasks and the latest mission that you receive. And the military, when you wear a uniform, when you get a mission, that Mission Remains valid until the mission is accomplished or it has changed and morphed into Something Else and there has been some agreement as to what that is going to look like. The message is always stay in your lane, stay focussed, lean forward, keep going the work that were asking you to do and dont worry about all the hair thats on this and all the dust thats being kicked up. Stay in your lane. Stay focussed. Let us, whoever we are, worry about all that other stuff. But i need you to stay focussed. Thats the message i think that needs to come and did come from jim mattis. We saw the dow down 5. 6 , the s p down, nasdaq down 3 . The current political environment is not encouraging any investors. What is your outlook and warning for 2019 . Well, poppy, why all the negativity . Youre right. This was not a good year for investors, but look at the jobs market. This is probably the best job market weve had in 50 years. We have seven million more jobs today than people have filled them. We have the lowest unemployment rate. Wages are finally starting to rise. So whats the market freaking out about then, david . Oh. I think, yeah, by the way, the last week has been pretty good, poppy. Since december 24 when we had the big selloff on christmas eve, we have regained about 2,000 points. I think that was the best week in american history. But there are a lot of reasons to be jittery, no question about it. Ill mention a couple of them. The big one obviously is the china trade deal. Thats been really eclipsed in recent weeks by the Government Shutdown and the fed actions and some of the turmoil. This is a high stakes game weve got going on with china right now. Yeah. They have about 50 days, i think, from the 90 days that, you know, donald trump sat for the chinese to come up with a deal. I actually am somewhat optimistic that china will come forward with some kind of deal. You talk about a bad stock market, our market was down 5 or 6 this year. Theirs was down 30 . We saw the president over the weekend who tweeted big progress being made. The markets liked that. We dont know what that is. But we do know that chinas economy, not just the stock market is suffering. We just got this factory sector thats really bad. Does that make xi more likely to come to the table . Do you think he will come with more concessions to President Trump . You would think so. That 30 decline in the stock market. They have warehouses and factories and docks full of goods they cant sell right now. Thats with a 10 tariff. What trump is saying is, look, at the end of this period, if you dont come forward with a deal, you will get slapped more. I do think this is going to get president xi off the dime. I think hes going to come forward with a phone call and probably very close to that deadline. By the way, if im right about that, and i think maybe 60 , i will put the odds at 60 they get a deal to make a deal, i think the stock market will go through the roof. I think thats whats been holding back investors. Its not just a deal. It depends what the deal is. But we dont have a ton of time and i want to get you on two very important words for 2019. Debt ceiling. Debit creeiling for 2019. Some time in the second half of this year there will be a fight over raising the debt ceiling because the government sis expected to spend 2 trillion more than it will bring in. And if the president and the government cant decide on funding the government to keep it open from a partial shutdown, are the markets right to be spoofed about them coming to any sort of agreement when it comes to raising the debt ceiling, especially given the fact that it is Mick Mulvaney who is the president s chief of staff who is a congressman that railed against doing so. My good buddy who is the chief economist for donald trump feels very strongly, and i agree with him, that a debt ceiling showdown would be a mistake. We have to get Government Spending under control. But i dont think you want to play with the debt ceiling crisis. Is there any indication to you is there any indication to you from the behavior we have seen over the last few weeks that a protracted debate and fight over the debt ceiling will not happen . And we saw, by the way, how it hurt the economy the last time it happened. Well, we have a debt crisis in this country. There is no question about it. Government spending is out of control. I would give trump high grades for the economy, but i wouldnt give him high grades on controlling spending. Thats a problem. There could be a showdown, but i dont think donald trump is going to push that button. I think we will get the debt ceiling extended. Im optimistic today. What can i say, poppy . Okay. Poppy, one of the things that is seen as freeing the slaves saved the union and freed the slaves. The bloodiest war we have gone through, the civil war. If we had lost the war, we would not be celebrating the declaration of independence, the constitution. So when lincoln made that move to take blacks out of the south and take away the back line of the confederates and take away their farm and economic base, it shifts the power of the war and we won the war. The union was saved and slavery ended at the same time, really. You write 2019 must be about the vision of a fully equal society. What is the most important thing you think could happen this year to get towards true equality . Well, the protected rights of voters. At 19, in 2016, hillary won by 3 million votes and lost. Something wrong with that. In 2018, mr. Trump lost by 9 million votes and yet he won the senate. And so equal protection under the law and fairness is critical. Health care, i thought that was the premier contribution president obama made, for 26 million americans, health care for the first time and the Trump Administration was determined to undermine access to health. There are 4 million fewer people with health care. So the right to vote, health care, and clean up these jails of those in jail who are nonviolent crimes but theyre making a jail a hotel. These are basic. Lets talk about that, about criminal justice reform. A way we saw congress truly come together at the end of last year. You wrote about spending Christmas Morning this year at the Cook County Jail praying with inmates, as you do every year. And 74 of the inmates there are africanamerican. Disproportionate compared to 24 of africanamericans that represent the population there. The president recently signed into law the first step act. I know you have been very supportive of that, the goal is to reduce recidivism, really focus on rehabilitation, address mandatory minimum sentencing. Its the first step act, though. What do you hope the second step is . Those in jail with idle time should learn how to compute, use apped and codes and make programs. They must leave and get a skill, transportation, and a job so you wont have recidivism. If they leave jail with no place to stay and no job and no transportation, theyll come back because jail becomes a hotel, a comfort zone. So its not enough to put them out because the jails really since willy horton, the jail Industrial Complex has become much too expensive. Put them out is dangerous. Put them out and a plan to break up recidivism would be a step in the right direction. Lets listen to what the president said last night in this interview that he gave to fox news. If you look at unemployment, were at a 50year low. For africanamericans and for hispanics and asians, were at an alltime historic low, the history of our country low.
