Past agreements with the north korean regime have failed. In the meantime, the secretary of state mike pompeo is stram bling to bring his south Korean Counterparts up to speed especially on the president s snap decisions to halt what he calls provocative war games also known as joint military exercises with south koreas military. Lets go to joe joins at the wh quite a statement from the president this morning. Reporter several statements i would say, also, poppy. The white house Message Machine right now a little disjointed trying to sell what the president wants, the president s aspirations even though the president on twitter sends to sound like he already got it and an example of just a little while ago, the Kellyanne Conway was giving one of those walking, talking gaggles that you see outside out here on the white house driveway. I asked Kellyanne Conway whether in her view the president might have jumped the gun by decla that north korea was no longer a Nuclear Threat and she responded by essentially telling me what the president wants, that he wants north korea to denuclearize, that he wants it to be verifiable and theres also a bit of disjointed messaging on the issue exercises the korean peninsula. Now the president made his announcement that he was going to cancel war games. He also tweeted about it. Heres the tweet, essen thesi we save a fortune by not doing war games as long as we are negotiating in good faith which both sides are. The term war games is a term that is used by north korea because the north korean leaders see the military exercises involving the United States and allies as, if you will, a precursor to war. Big question, of course, is if the president s canceling that, what happens we are told by milis that that could mean no more live fire exercises but the white house has not clarified that so far. Back to you. Appreciate the reporting this morning. Thank you. Mike pompeo likely fac some toughns about what the president said and did putting those joint exercises with the south Korean Military on hold. Lets go to nic robertson. He joins us from seoul. We know this was a shock and th pompeo there. Reporter sure and a lot of people could argue that the cleanup game is normally the pregame game because thats what you do before you get into a big summit and make announcements youve worked out with all your allies, what your position,t your posture and plans and strategy isoing to be. E pompeo arriving here just a few hours ago has now got all that ahead of him, so the hard work begins. He did when he arrived at the air force base here in south korea did meet with general vincent brooks, the commander of u. S. Forces here in korea, so perhaps hes given him a fill on some of the implications, ideas around the now decision not to have these joint mily exercises with the south Korean Forces which are important for south korea because they keep their forces and forces here ready for the ready to fight tonight scenario should an immediate threat appear from north korea. What we are hearing here is tha to understand better what President Trump meant, what wer s implications, what was his idea. Tomorrow morning here, about 12 hours from now, mike pompeo will meet with the south korean president , president moon. He will meet with the south koreas foreign minister and japans foreign minster to brief them. E will be com to the preso perhaps a chance for us to try to clarify some of those issues as well but key for the south koreans just to get a grip on what President Trump is planning, what hes saying here. They do say as well, poppy and we have to be clear about this, south korea does want to do whatever it thinks it can do to help the United States really strengthen this relationship with north korea. Absolutely. Nic robertson, keep us posted. Thank you. Right now on the other side of the border, north korea the north Korean People are seeing some extraordinary things when it comes to how the state media there is covering the historic summit, what is left in and what is left out. Our will ripley has more. Reporter poppy, the images of the trump kim summit in singapore were being instantly arounded the world except for the one place where it matters most in north korea where they had to wait almost 24 hours where they saw these pictures of their kim jongun and President Trump standing side by side smiling and shaking hands, patting each other on the pat in front of a row of american and north korean flags. These wereurreges for the world and extraordinary images for the people of north korea who had never in their lives seen anything like this and it was all over the states leading newspaper, it was over the television as well with their lead news reader, it was broadcasting what the North Koreans consider a win. They didnt talk much about denuclearization. That was downplayed, not surprisingly but what they did made by President Trump. His vow to eventually stop the war games or at least suspend the war games between the United States and south korea and even his consideration that he might pull troops entirely off the korean peninsula. American forces, 28,000 of them stationed there, certainly surprising his counterparts in south korea. Mike pompeo is meeting with them. In north korea its all celebration about a new era of peace and even here on the ground in singapore where seeing a noticeable change even outside the hotel where were broadcasting from for the first time were seeing an American Flag flying side by side with a north korean flag, extraordinary images from a extraordinary day here in singapore, ppy. Will ripley, it is indeed. Appreciareport im joined now by mike rogers. Nice to have you here, mr. Chairman. Thank you for being here. Thank you. I wonder if you agree with the president s assessment this morning that north korea in his words is no longer a Nuclear Threat . Does he risk a former Mission Accomplished moment with a Statement Like that . Very much so. We are a long way from north korea not being a Nuclear Threat. Thers somed things that happened. I think the fact that we have dialogue six months ago, we couldnt even pick up the phone and talk to anybody. We had no way to de a actih north korea. So all oft has bee overco. Now we have that. We have some access int north korea, all of that is good. I do think the president needs to be extremely cautious about his sense ofexub ber rans over this one meeting. We have seen this movie before and they tend not to follow through, so weve got a lot of work too yet. Talk about the work then that secretary of state mike pompeo is doing in seoul right now, will do in beijing when he goes there later this week to meet with president xi jinping . How does he cleanup what was at the least a surprise to the south koreans that there would be no more joint military exerc last fall i was in south koreai National Securit leadership and the one thing saying over and over is they didnt wantt they call korea passing and korea passing is they believe is the United States, china or other nations or other nato nations making a decision on what happens wit north korea witho including em. You can imagine i can only imagine whats going on in those meetings today when they find reading a twitter account that the military exercises that have been going on for decades in preparation of a north korean vasion are noonger on the table. I am sur as they would say, hes got some explaining to do. Couple that with the fact that and not surprisingly but as ripley just reported, north korean state media is completely down playing the denuclearization part of these talks. Thats clearly the message that the kim regime wantsere, but if the hope is ultimately for the world to get these two men, President Trump and chairman kim on the same page in some sort of agreement, what does it tell us that the message in north korea now is nothing like the mge United States . Again, we have seen this movie before, so what they like to do is promise a lot and deliver very little. If you recall condoleeza rice did a deal there and promised 60 tons of food or somethinge that because they were starving. They said they would reform themselves and be good actors. None of that happened. Same under obama and now were seeing the same thing. The only difference here is that we have this dialogue that weve never had before. Right. I would say lets be cautiously optimistic about that piece but lets pushback on the president saying, hey, this is a done deal wen we should be excited about it. We should be nowhere near excited. Frequent trump critic, former dni James Clapper applauded the president somewhat telling anderson were in a much better place than we were six or eight months ago. I wonder how muc bt is necessa for the president s that i mean, john bolton, e and secretary mattis and als secretary pompeo, because we know t come at this from very differentperspectives, especially pompe bolton. Nk thi the weaknesses of the president and their Foreign Policy is there has been so many different messages coming out of the white house. Even the Vice President went up on capitol hill and said, no, no, well still have some training but not war games. Exactly. As a former military guy, these training exercises are critically important. Theyre not games. Theyre not meant to be provocative. If youre going to ha two military forces joining toget accomplish any mission, it is really, really difficult to do and so thats why they do these training things. Thats why they exercise those muscles to make sure thats still there and it demonstrates to north korea, we still have this capability surge troops into the peninsula any time we want and work with our south korean allies. We do this in nato as well pushback on the russians. We want to make sure we understa thave t commitments. That provocative language needs to change a little bit on the president and all of them need to be on the same page. If were going to have success in any negotiations with north korea, we all have to be quick yes or no answer. Is america safer than it was on mondaynk yes, absolutely i think theres no way you could say that were not. Were in dialogue, we have a somebody will answer our call to deescalate things. That in and of itself was a big step. Appreciate your time this morning, thank you. A lot of ahead for us this hour. The Ranking Member on the Senate Foreign Relations Committee what he has to say about president s declaration with kim jongun. Also stunning loss, trump critic mark sanford falls in the South Carolina primary after trump slams him on twitter warning to other republicans heading into the midterms. And a federal judge halts the governments push to try to stop the at t and time warner merger. A ruling that has major imications across the landscape. All of that ahead. Heartburn and gas . Now fight both fast new tums chewy bites with gas relief all in one relief of heartburn and gas tum tum tum tums netums chewy bites with gas relief i was very surprised at the size of this crowd. Woman my quon is, why hasnt congress ted impeachment proceedings given what we know, and they probably know much more. I think that if you speak to congresspeople privately, democrats and republicans acknowledge that this is a reckless, dangerous, and lawless president. Em, political safety is what is driving them to sweep it under the rug. If we dont stand up for the basic values of america, if we normalize this behavior, every single time he gets away with it. I mean, thats sort of the reaction to any bully. It tends to isolate you, and when you meet with other people and listen, you sense the not the only one with who feels that way. Sten, well, im just grateful that everybody. That im not the only one that feels that trump needs to be impeached. Welcome back. President trump is back at the white house this morning and declaring that north korea is no longer a Nuclear Threat. Joining me now is Senate Bob Menendez of new jersey. Hes the ranking democrat on the Foreign Relations committee. Thank you for being here this morning. Thank you. The president writes, quote, there is no longer a Nuclear Threat from north korea. Do you agree . No. The reality is north korea still has all of the warheads it had before, the Nuclear Warheads it had before, it has the nuclearp create bombs. It continues to have its Missile Systems unfettered and so at th threat that we had before the summit exists now. However, and you said, look, just yesterday you said, this is just a promise from more promises and weve been down that road before of the i heary the president , James Clapper last night on this network to anderson said, were in a much better place. Were on a diplomatic path as opposed to where we were six or eight months ago. Does the president deserve some credit for getting us there, r . I think you have to take a step back to analyze that statement. Number one is, its the president s heated rhetoric where he was exchanging with kim jongun the threats of nuclear anile lation through twitter and so the president ratcheted this up dramatically as well so to give credit for bringing him down several decibels is something that he created of his own doing and so, look, i think its better that these two ultimately have a process to ta threatening annihilation but at the same time it didnt have to be at a president ial level. It could have been with a lot of thorough work that produced in the past much more substantive agreements with a pathway forward than this communique. Maybe more substantive agreed frameworks like 94 that fizzled, that failed and you made the point yesterday to jake that you want to at least out of this summit see a definition of denuclearization because it is defined so diffently by this administration than the kim regime. We didnt get that, however, this is the first of a number of meetings to come were told. As we sit here today do you believe that the United States is safer than it was on monday with respect to north korea . To the extent that the rhetoric that President Trump used that heightened the potential risk of a miscalculation on either side, yes, but to the extent that all of the substantive threats that north korea poses to uskorean p region, those are all still there and what worries me is we have taken kim from International Pariah to a respected state leader, that we have actually ceased our military exercises and the president adopts the provocative language of the north saying it isrovocative and war games and that we dont tell our allies that are critical to us to succeed the Vice President went up to the hill yesterday and tried to clean that up by saying, well still have joint exercises but not these quote unquote, war games. I take your point. Quickly before i move on to immigration, the president did say that a white house invitati kim jongun could be in the cards, quote at the appropriate time, according to the president. What would be the appropriate time for the north korean dictator to come to the United States, meaning what would you have to see to make you comfortable with that invitation . Wed have to see that should be towards the ends of a process, you know. We say trust but there here to verify except a promise to make more promises. Weve been down this road. Wed have to actually see kim jongun process of destroying dismantling his Nuclear Weapons and infrastructure and his Intercontinental Ballistic Missile structure. If hes down that process and its verifiably so and we can determine were on a path to irreversibility that wou beibility. I would hope the psident would raisehe enormous Human Rights Violations that exist in north korea. Tens of thousands are in prisons and starving. I dont want that type of from my leader. He did say that human rights came up briefly in his conversation with kim. On immigration, what we know now is Republican Leadership is going to take up these two immigration bills that would deal with daca, one of them is still being writtenthis point in time. What would and the concern here is nothings going to get past because no one of the reasons being that no democrats are expected to get on board with this. I wonder what would those bills need to include, senator, to get you on board, to get a yes vote from you . Well, there would have to be legalize their status in the United States, give them a pathway where they already to be a dreamer under existing regulations they have to be a w to, you know, either gainfully employed or in school or pay taxes and pass criminal background check and then you give them a pathway towards permanent residency and later u. S. Citizen and you look at their immediate mother or father as part of a package. That would be a pathway towards something. What the administration would quir for tha has b overwhelmingly unacceptable. They want to change Legal Immigration as we know it in this country, even though President Trump benefited from Legal Immigration by virtue of his grandfather coming to the United States claimed under the fifth preference category. They want to change the nature of, you know, what in this country. I think thats a problem. The they want to change immigration as we know it and have benefited from it for over a century. Senator, before you go, very quickly, in theries overnight inouth carolina, the democratic candidate archi parnel won his t. This came a month he admitted to assaulting and batterying his exwife 45 years ago. She said she feared for her life, she had to obtain a restraining order. My question is broad and should Domestic Abuse ever, even 45 years ago, be disqualifying for someone to hold Public Office . In my view it probably should be. The electorate always decides what is and is not disqualifying. In my view, you know, even if its that long period of time it should be. Appreciate your time, thank you. Take care. Mark sanford losing his primary fight hours after the president attacked him on twitter. The president saying sanford was lpl, nothing but trouble. Even brought up the affair the congressman had years ago but does sanfords loss signal something bigger for the party come november. Lets talk about it with our contributor bianna golodryga. A. B. , mark sanford said, you know, it may cost me my seat, how critical ive been of President Trump but i stand by everything i have said. Is it a clear warning to other republicans, though, heading into the midterms . Oh, yes. Its remarkable that mark sanford was the one that cold this a call to personality a year ago and what last night proves and last week was force nood a runoff in alabama. She had to abandon President Trump after the access Hollywood Tape and came around to supporting him but that wasnt good if you have for her voters in her district that love President Trump. It is no longer a litmus test in the party. Its whether or not youve been critical of the president and mark sanford is someone i always bring up when im asked about this new phenomenon. You look back at jeff fl mike pence and mark sanford, they were the original Freedom Caucus who votes you couldnt get. They were such deficit hawks and now jeff flake and mark sanford are continued rhinos because theyre not real conservatives in the new conservatism that is trumpism because theyre not loyal to President Trump. When you look at the Approval Rating among republicans at the 500 day mark, its Something Like 87 , so you just wonder thats so critical going into the primaries and you athappene you wonder those maybe theyre thinking twice. You bring up that 78 figure. Its interesting because o substance and policy sanford voted alongside party line in what trump proposed, 87 of the time he spoke out against the president s rhetoric, against his demeanor and tweets. When it came to policy, you couldnt find a more conservative rublica than mark sanford and the New York Times makes a good point this morning when they say that voters are more eager to go against tr critics than to actually vote in favor of his sr and that theyre, you know, voting on someone calling the president on rhetoric even if they vote in line with the policies of those voters. It addresses the bigger issue of people saying, why arent we hearing from more republicans who behind closed doors condemn the presiden rhetoric. Heres one we are hearing from veryy and that is senator corker taking to the senate floor g after republicans f not being supportive and vocal enough about this bill that he was trying to get attached as an amendment that would tie the president s hands on being able to just impose these tariffs on our allies. Listen to corker. We might poke the bear is the language ive been hearing in the hallways. We might poke the bear. The president might get upset with us as United States senators if we vote on the corker amendment. Were going to do everything we can to block it and my gosh, if the president gets upset with us then we might not be in the majority. What he leaves out, ab, when youre not running again you feel more free to say exactly what you think in such an animated way but does it have a point . It is interesting. Republicans are pretty open about the fact that theyre afraid of trump and they dont want to criticize him. I spoke friday morning with a long time republican on the use side, very senior, knows the headwinds going into the election. The first thing he mentioned to me when i asked about the tariffs and the g7 was martha robys primary and he told me that he has 93 support for trump in his district among primary voters. That is in spite of the fact that hes a free trader. Free trade republicans are staying awfully quiet and the ones youve seen are sticking up for Prime Minister trudeau are all leaving with the exception of Susan Collins and ben sasse who are open about the fact that this isnt helpful to us with our friends and with our basically the bottom line of tariffs being a tax. The quote of the week from ben sasse was, this is dumb. Thats what he put out there. What do you think . If this had been a democratic president who was in favor of tariffs, of course you wouldve seen republicans up in arms because republicans traditional are in favor of free markets. You talk about i guess the hypocrisy going into corkers speech and what he was saying yesterday that shouldnt be so controversial amongst republicans thats alongside republican and party lines but because the president has differ views and you see what happens when a voters or any candidates go against the president , voters punish them and thats what youre seeing. We saw House Speaker paul ryan speak out against it. Theres a difference between what you say being in opposition to the president and then what you do and what votes you help move forward, right . Or how big of a deal you make of it. They dim the magnitude of the shift in policy thats traditionally been republican. Nice to have you both. Appreciate it. The battle between House Republicans and Rod Rosenstein is intensifying after rosenstein said that he plans to ask t house to investigate its own staff, members of its own committee. Now this comes amid reports that some felt, quote, personally attacked at a meeting last month with rosenstein, a meeting back in january where he according to them all threatenay subpoena these records. The Justice Department and others who attend that had meeting dispute those claims. For months rosenstein and devin nunes have been at odds over the release of documents tied to the russia investigation. Our justice reporter laura jared has more. Tell us. Reporter hey, good morning. The divisions between the Justice Department and the House Intel Committee grow deeper by the day, but this one is a little bit different and as you described back in january, there was this heated meeting where the Deputy Attorney general essentially made it clear that if House Intel Committee went through with their threats hold him in contempt of congress, that he would be entitled then to discovery on their communications on that issue. Well, another network reported that the House Intel Committee felt threatened and that the Deputy Attorney general actually threatened them with a criminal investigation but sources tell me that is false and the attorney general Jeff Sessions is now coming to defense of his deputy. Take a listen. Im confident that Deputy Rosenstein 28 years in the department of justice did not improperly threaten anyone on that occasion. Chris wray, the director of the fbi and our senior ethics attorney was there and others and it not see it in that same fashion. Reporter sessions went on to know that clearly relationships have broken down here between the Justice Department and capitol hill. All culminaenstein referring this matter to the top lawyer for the house of representatives. Before you go, the former fbi director andy mccabe who was fired by Jeff Sessions not long ago is now suing the department of justice and suing the fbi. Why . Reporter yeah. For quite some time weve expected to see a civil lawsuit from the embattled fr Deputy Director Andrew Mccabe stemming from how he was fired just days before he was schedule today get his pension after over 20 years at the department, but were now been able to receive somethesnt to justify his termination, ere including key internal fbi policies and procedures. So he has now filed a federal lawsuit in federal court against both the Justice Department and the fbi to get those records, poppy. Thank you so much. Lets bring in our chief legal analyst Jeffrey Toobin on this. Lets just start with mccabe. His lawyers say you got to give us the reasoning you got to give us the documents, why, because we are seeking to vindicate his reputation, restore his good name. Lega w does the justice explaining itself . Hand over he this is the a lawsuit filed under the freedom of information act, which has become this very people are entitled to and what they are not and the short answer is they are entitled to see policies, procedures in a general way but theyre generally not allowed to see how those procedur were were used in an individual case, so i expect hell get some documents out of this but probably not everythi wants. And how likely before we move on, is it that he is prosecuted because we know the department has this over for criminal prosecution in washington. How likely do you think criminal prosecution of mccabe is . Andrew mccabe has suffered one of the great falls. He was enormously respected fbi agent, close ally of james comey, comey has sold h out, hes discredited by the Inspector General and now hes been referred to the u. S. Attorneys office. Poppy, im going to give you the three words youre not allow today say on cable news are i dont know. I don what his fate would be. That is refreshing t hear, Jeffrey Toobin and shows your confidence that youre willing to say you dont know. Its certainly honest. I really dont know what the u. S. Attorneys office is going to do but consider how awful it is for him to be the subject of a criminal investigation after being an h agent for so long. Given all that, thats why his team has asked, you know, judiciary chairman Chuck Grassley that if hes going to testify in front of you guys we want immunity because of this potential criminal prosecution. On rosenstein, this fight that is escalated from nunes and rosenstein, even though they dinner together with sessions, but now this fight now saying to the house the staffers will be investigated, investigated the house intel staffer pushing back. How do you see this . This is a proxy fight. The president has been at war with Rod Rosenstein f months because he is the person who hired Robert Mueller and who protects Robert Mueller so he has been a target of the president. The president s allies in the house of representatives starting with devin nunes are doing the president s bidding. They are attacking the Justice Department at every opportunity, theyre trying to g information out of the Justice Department abo the Mueller Investigation and related matters and this is a fight between rosenstein and nunes but its really a fight between rosenstein and the president. What rosenstein is doing is basically saying, look, you know, you may fire me at some point but in the meantime im going to do my job and that involves protecting the department of justice from undue influence from congress. Stay with me. I want to get you on this next story as well. A major blow to the president as a judge approves a deal that the president railed against. This morning the Justice Department weighing whether to appeal a federal judges ruling approving the at t and time warner merger. That would be the only way to stop this 85 billion deal that is expected to be a done deal by next wednesday. I should note, time warner is cnns parent company. Lets talk about this. The big picture. Brian stelter is re. Jeffrey toobin is back with me. Brian, the judge here, loved to use exclamation marks throughout his opinion but he made it so clear that this was not even a close case. He knocked down the governments case against this merger at almost every juncture. You had a former doj attorney put it this way, calling it a de defining antitrust enforcement case. Why does it matter . Unless theres a surprise stay thats done by theppeals court, so at t will takeover cnn and other channels and thats going to spark a wave of media consolidatould effect other industries as well. A lot of business were waiting for this ruling to see what the climate would be like like like comcast. You say what it means for fox as early as today. It might be a silly example, but i think it rings true. When im watching, right now i watch on my phone and tv d it doesnt know where i left off and there are flaws that at t may be able to help improve and at t owns your phone service, your phone and more content and may be able to improve the experience. At least thats what theyre promising. The response from the government attorneys on this one even though i should note the main prosecutor for the government in this one said not long ago, two years ago, nothing with the vertical merger like this. Now theyre saying after losing this case they say this will make the tv market less competitive and it will cost consumers more is there a perity merit to that argument . I am so, mobile about brians problemhing between west world and his phone. How can he live in world where he cant keeprack of where he is . We love you, stelter. But toobin, is it going to mean that for consumers it will cost more . The argument, that was a core issue in the case and the sa as fars he could tell, no. That the opportunity of choices and the fact that it is still a competitive market means that time warner, under at t, will not increas its , and one of the real big issues in the case was that the definition of what is a Media Company is really changing now. Yoknow, was there a time when time warner, when we competed with nbc and now, you know, facebook, amazon, apple, even microsoft, are companies that are getting into the Media Business and they have more money than anybody, and so that was a big factor and the judge saying its okay for these two, Large Companies to combine. Anderson has a facebook show now. Everything is changing. I do think its interesting, fascinating, jeffrey, how the judge here warned against trying to appeal this. And it is rare, but it also goes back to an issue that was not directly addressed in the case, but remains a big issue in this case which is political influence. You know, donald trump, as we all know, opposed the merger from the very beginning. Publicly. He hates cnn, and the question was was this a real lawsuit or this was a political vendetta engineered by the white house . The judge excluded all evidence about any p influence, but i think we all can ask the question today especially given the fact that this case was rejected so soundly by the judge about whether it was part of the president s anger at cnn that brought this case rather than a legitimate antitrust. And you had time warner spokesmen who came after this ruling and saying the case was clearly political in motivation in his words. He has a very interesting column by Andrew Ross Sorkin exploring that and he talks a the president s personal lawye rudy. Quote, the president denied the merger and giuliani told me directly he didnt interfere. Heres what sorkin writes. It was o of those or something in between . We still dont know and thats the problem, the calculus for companies considering mergers or any decision, shouldnt be whether they think a president will seek to block or approve it on a whim. Thats why it matters beyond at t and time warner and because of the president s own words and actions it casts a shadow over lots of deals and lots of industries for lots of reasons. The president is on twitter right now saying cnn is the greatest enemy that the American People have and thats absolutely disgusting. Disgusting. You know whats interesting . Checks and balances worked in this case. The judiciary looked at this, a neutral party looked at this case and found it was not anticompetitive and if there was interference and if the president s fingerprints are on this, it doesnt work. The white house Message Machine just a little bit disjointed this morning after the president arrived at joint base andrews after that long trip from singapore, and one of the things that theyre certainly disjointed aboutthe difference between goals, on the one hand and whats actually happened. The president indicating things have already been done. The white house Message Machine trying more to indicate what the president wants. An example of that, Kellyanne Conway, the president ial adviser out here on the driveway speaking to reporters just a little while ago. I asked her if the president had jumped the gun by declaring that the Nuclear Threat from north korea was already over
