The president claimed during this News Conference that he received new commitments for new spending. Each nato country committing more to their own defense and thereby the overall nato spending. It isnt clear whether that is true, french president Emmanuel Macron said we agreed to nothing more than what we already agreed to which is by 2024 each nato country spends 2 of its gdp on defense. Now the nato secretary general Jens Stoltenberg had a slightly sunnier view of what happened. He said on defense spending we had a frank and open discussion that created a new sense of urgen urgency. He said the president s clear message is having an impact and this nato is more united than befo before. So a new sense of urgency is one thing, spending is another, the details we have not seen. And despite what jan stolenberg said, more united than ever, we have heard from other people inside that meeting that it was tough, very, very contentious so well be interested to see as we hear from more nato leaders. And he didnt answer what he would doll if they dont increase military spending. Lets get to what is happening as we wait for the president to get off of air force one in london. He said they like me in the uk, especially on immigration. No one has any illusion that this relationship between President Trump and theresa may is anything like fdr and churchill but when asked by reporters in washington if she should be replaced he didnt give her a ringing endorsement. He said that is up to the people. That said, these are leaders that have common goals, right . He did not endorse theresa may and say i think she should continue on. Youre watching him at stansed airfield hes choppering in which gives you a sense of his relative letter on popularity which is to say not much. I was talking to the former director of communications for tony blair and he said its impossible to overestimate how despised President Trump here is. That might be an extreme view. I will say, it was interesting on brexit you asked, poppy, the president did say it wasnt for him to say, i thought that was interesting particularly because as you well know hes been supportive of brexit over the last several years, even claiming to a certain extent credit to it. He demured in a very unPresident Trumpian kind of way. Not for me to say on brexit so to me that read he was trying to give theresa may a little space and i also wonder about that News Conference this morning in brussels. Did he hold that sort of long rambling News Conference there so that he doesnt have to do Something Like that here . Might we hear from him less here while hes in the United Kingdom which might be a fair to theresa may . And ahead of his meeting on monday with president Vladimir Putin. He said we analyze the need to increase defense spending on the Security Threat and he said frankly i dont see the Security Threat has gone up that far as well. President trump said he should take credit for the fact that over the past year since he last visited nato headquarters the leaders who he has got on the know very well have increased their defense spending by 33 billion. This is how he phrased what he wants and now expects and believes hes got agreement from from those nato allies. People have stepped up today like theyve stepped up before and remember the word 33 billion theyre doing. Theyre spending at a much faster clip. Theyre going up to the 2 leve level. Then we heard from Jens Stoltenberg, the nato secretary general, who was asked have nato allies agreed to any increase in speed . Have they agreed to any increase in level of raising that 2 above 2 , maybe 4 . Stoltenberg said, look, nato allies agree we need to speed up and increase the spending but he did not talk about the 2 gdp agreement that is to be met by 2024 so we dont have backing from president macron, Angela Merkel or the u. N. Secretary general indicating that backing up what President Trump has said. Indeed we heard as well what President Trump defending himself when he was asked about his very open, very loud criticism of Angela Merkel the german chancellor and their Energy Supplies from russia. This is how he defended the statements that have outraged and surprised some of his all s allies. I think its been an effective way of negotiating but its not negotiating, i want fairness for the United States. Were paying for far too much of nato. Nato is very important but nato is helping europe more than its helping us. So the concern here sr. That while President Trump tries to get his points across, he divides nato and thats a very negative message. The leaders here think to send to russia to president putin who likes Nothing Better than to see disagree in brussels. Exactly, ahead of this key sit down. Having said that, what stood out to me is when he was asked about crimea and whether he would raise russias annexation of crimea, a typical u. S. They built the bridge after the annexation and it was built by one of Vladimir Putins best friends so using that as justification doesnt make much sense at all. He is the man of the moment given the controversy and conflicting reporting that is coming out of the back rooms at the nato summit so let me just turn now to secretary general Jens Stoltenberg. Thank you so much for joining me there brussels, welcome to the progr program. Thank you so much by having me. All the allies were concerned and nervous hoping this summit was not going to devolve into a debacle like the g7 summit did with disunity and pulling out of communiques. How would you say you assessed the unity and the success of this summit . This has been a very good sum because actually we had very open and frank discussions. Theres no problem to have different views and open discussions as long as were able to conclude and deliver decisions. Thats exactly what we have done. Yes, there have been different views, we are 29 allies discussing different issues but we have also agreed on how to strengthen nato with the forces fighting against terrorism, reforming our command structure and we have agreed that we need to spend more, theres a new sense of urgency on the importance of investing in our defense. So lets take that issue, the new sense of urgency. President trump as we know and we saw publicly throughout the summit keeps demanding 2 . He not only demanded more. He demanded more to happen almost immediate ly rather than 2024 razz you nato allies agreed. So has President Trump secured a pledge from nato allies to immediately start spending more, up to 4 . Have the allies agreed specifically to figures demanded by the president today . The allies have heard his message loud and clear and his strong message on defense spending is having a real impact, just since last time President Trump was here in brussels at the nato meetings last may european allies have added 41 billion extra for defense funding so we have turned the corner. Before the trend was down and now the trend is going up and the all allies agree that we have to make good on the commitments we have made and increased defense spending but also that we need to stand united. We all expressed our support but we expressed more. What are the facts . We need to know the facts. The fact is that we have a commitment to increase defense spending. We all agreed we have to deliver on that ch. Perhaps even more important is that we only invest more than 40 billion just since last year. Its my cost to make sure we deliver. That we have substantial increase in defense spending in the years ahead and our Work Together with all our allies and of course working closely with President Trump and his leadership, his strong message is having a clear impact, allies are increasing defense spending. Which is what you said before. In fact, 100 of allies are increasing spending. Youve said that its up to about 5. 2 collectively. My question to you is, are you being told now that you need to raise individual spending by 4 or more than 2 . We have agreed that we need to make good on the pledges we have made. When he followed up that we deliver, im an optimist because we have seen that allies have started to increase. Last year was the biggest increase in a defense spending across europe and canada but also because i witnessed this discussion we had yesterday and today at the nato summit and allies understand that we really need to step up and redouble our efforts. And i see both the decisions we are made and the common understanding we have about importance of delivering. So im going to take it from what you say that you are committed to 2 and nothing further. Am i correct . We have a commitment to spend 2 . The important thing now is we feed to invest more. We need to get more money and the good thing is that since very much because of the very clear message from President Trump on this meeting i think that allies understand that there is a need to do that. Theres a sense of urgency when it comes to delivering on that commitment. Can i ask whether its correct that President Trump said he would go it alone if he didnt get the commitments that he was demanding . Any kind of implication that the United States would pull back in any way whatsoever . Well, as the president said himse himself, he didnt say that. He said he is very committed to nato and the fact that we have made many important decisions on stepping up the fight against terrorism come biened with more defense spending makes nato stronger and we are more united because we had open and frank discussions. That helps us to really create a real unity within the alliance. Can i play a little back around forth you and President Trump had during your morning meeting . Its all about what President Trump accused germany of, he said as you remember because you were sitting opposite him that germany was captive, totally controlled by russia because of a commercial natural gas pipeline being built and that was started 15 years ago. This is the backandforth and i would like to get you to talk about it afterwards. Weve had two old with wars and through the cold war we have shown we are stronger together than apart. But how can you be together when a country is getting its energy from the earn you want protection against or the group you want protection against. You understand that when we stand together also when dealing with russia we are stronger. I think what we have seen no, youre just making russia richer. Youre not dealing with russia, youre making russia richer. How do you take that . Do you find it to be apples and oranges . Do you think the president had a point . And what do you feel of accusing germany about being controlled or captive to russia . There are very strong views and positions when it comes to the question of this new gas pipeline from ash to germany and within nato there are nations within different positions. Its not for nato to decide on gas pipelines. We are a defense alliance. I welcome the fact that President Trump and chancellor merkel sat down during the nato summit. They had a discussion about the issues and they left agreeing they support nato despite the disagreement on the gas pipel e pipeline. They were focused on Energy Supplies, that we are not that we invest also in renewable which is can reduce the need to import energy and that we also protect our Energy Infrastructure but its not for nato to decide on specific energy projects, thats for nations to do. So i was speaking to the former u. S. Ambassador to nato, Victoria Nuland and she was shes also written this summit and the summit with president putin will either show show American Leadership or kill it off. She was very concerned by the disagray that the meeting started with, the backandforth between you all over the breakfast and she suggested this was music to putins ears and that in her towards me President Trumps disruption of this alliance for whatever reasons he wants to do that leaves those on the opposite side of defense drooling. Are you concerned about his position going into the meeting with Vladimir Putin . President trump has a different style. Hes very direct but also that has helped allies to really hear his message especially on burden sharing defense spending. Dialogue is a sign of strength. So as long as we are united and firm in our approach to russia. Even without the relationship with russia we need to manage a difficult relationship with russia so tensions are high as to now its more important to talk, we have more military presence around our borders. We need to avoid accidents, miscalculations and we need Military Lines of communications and di log with russia to make sure that we keep tensions down and avoid accidents. Let me get your reaction to two things President Trump said during his press conference. One, that he was open to potentially considering permanent annexation of crimea by russia, that russias claim to own crimea now he could consider accepting that and two that he might also consider calling a halt to the joint nato exercises around the baltics. Well, we had a good meeting with president poroshenko where we talked about the territorial sovereignty of ukraine and that includes crimea. And all allies have expressed again and again that we do not and will not recognize the illegal annexation of crimea. When it comes to exercises, we are exercising more together. We have to understand the military forces is about protecting europe but europe is important for projecting stability in the middle east and africa so the u. S. Presence in europe is also about projection for the United States beyond europe. Explain that for the sake of American Voters because President Trump is always saying that the europeans, the allies get much, much, much more out of nato than the u. S. Does. You wrote an oped saying you live in brussels not far from the bloodiest battlefields of world war ii and how that has convinced you of a number of issues in this regard. What would you say to the American People and the value of nato to them . Nato is important for europe but also the United States. It provides friendship, 28 friends and allies of the United States meaning european soldiers and canadian soldiers have been on battlefields from korea, afghanistan and iraq today around the presence of u. S. Forces in europe helped europe but the u. S. Africa command is in europe so europe is important also beyond the u. S. Presence of military forces in europe is important also to address crisis far beyond europe. Then there are forces, infrastructure, bases intelligence in europe which help protect the United States so we are together and as long as we are together we are safe and secure. Nato allies together represent half of the worlds military might and half of the worlds economic might. As long as we are together we are able to deal with any potential threat and challenge. One last one before i go. Can you give me a yes or no, have nato allies agreed to a 4 share of their gdp for military spending . Have they agreed to up it from 2 to 4 . We have aagreed to make good on the commitments we have made meaning increasing defense spending substantially and theres a new sense of urgency and new money is coming in since the last time. He was Crystal Clear on that and President Trumps own deputy secretary of state who i interviewed not too long ago, a few days ago before these important meetings, i specifically asked him that question. He replied to me that the United States position is clear that crim crimea remains an integral part of an independent ukraine, we do not and will not recognize the an s. E. Nexation of ukraine nor invasion into Eastern Ukraine by russian forces. We hope that is the message President Trump takes to Vladimir Putin and as you mentioned on this exercises around the baltics and concerns by the baltic nations who have suffered soviet invasion in the past, they are very clear about how those are in the vital security interests. Of the United States and nato as a whole. Except when the president was asked about crimea he said that is not the answer. He chose to say look at what happened in my watch. The House Oversight and judiciary hearing is about to begin with peter strzok who sent antitrump Text Messages during the campaign. He, of course, was a lead on the clinton email investigation and also muellers russia probe before these Text Messages were discovered. With me now is Steve Russell of oklahoma, he is on the Oversight Committee and will question strzok. L lets begin with the question at hand. What will you ask him . The goals of the hearing will be to examine what the standards are of our Law Enforcement agents. We give our agencies broad latitude to enforce the law with the understanding they will not use that power to interfere with political processes or to sbub fub with t interfere with the power they possess. The Inspector General report found that the belief is that he could not rule out he was biased completely but that any personal bias did not impact the results of the investigation. What was prioritized over the other. Are you comfortable with that assessment. He stated the prosecutors have not displayed the bias in the outcomes. They may handle the evidence presented to them by investigators. And one of the questions that i asked the Inspector General was could that influence the type of material you would provide prosecutors and affect an outcome and he said yes, that was possible. So as we look at the bias question, i think its clear that mr. Strzok clearly possessed a bias by the ig report and then the real question is did that influence the type of evidence he presented to unbiased prosecutors . So we just got a letter by strzoks attorney and theyre concerned because they say you, members of congress, have not conferred with counsel at the fbi and that in the behind the doors testimony peter strzok could not answer a lot of your questions because he was advised by counsel not to do so. Its not clear what grounds he is allowed to answer questions on and which should be protected because of classified and confidentiality issues. Well, in the judiciary hearings theyre very tuned in to what they can and cant talk about and thats why we allow Legal Council to sit behind the witnes witness. This morning the president spoke about the nato summit. Just a loose meeting, it wont be a big schedule. I dont think that will take a long period of time. Maybe it will be productive, maybe it wont be. A loose meeting, shouldnt take up a lot of time. He then went on to not rule out what could be a cessation of joint military exercises by nato including the u. S. In the baltics which is a show of force against russia and he also blamed president obama for the annexation of crimea by russia, said it wouldnt happen on his watch but didnt say hes opposed to crimea officially being granted to russia. Do any of those statements concern you . First off, nato countries, dhof which the Baltic States are members of nato, they have every right to exercise with other nato members to do whatever they please to bolster their defense so with regard to what the desires of defending Eastern Europe are, i think its always been the policy of the United States that they should show strength. The United States has not done anything other than maybe some statements by the president that could call that into question that would back off our military leaders or back off our commitment to nato. And with regard to the whole question by russia, our policy has been very clear in the United States that we view crimea as an illegal annexation, an illegal yaus of force, the don bas regions of Eastern Ukraine are still illegally occupied Russian Troops present despite the counters to that so im very concerned that the United States should take a position where we would poke our nato allies in the eye and we would embrace those who may wish to do us harm in the future. That should give every american pause. So what the president said and the way he answered the crimea question should give americans pause . We should let the president answer for himself but as a retired warrior and somebody who has been stationed in europe and someone who spent more than two decades as a combat infantryman, im very concerned about our National Security and i will continue to support and defend the constitution. I think that thats my role. On immigration, before you go, you said recently on the house floor in this impassioned speech that reducing Legal Immigration to the United States is a xenophobic move. That is the position of this administration is to reduce Legal Immigration to this country. The president said part of the reason he won the election is because of his stance on immigration. You take a different stance. Do you have it right or does the president have it right on where the minds of the Republican Voters are on this . Well, if you look at the Republican Voters in my district in oklahoma i won my republican primary with 83 of the vote and that was even after i had given my impassioned speech on the floor. But the statue of liberty doesnt need a blindfold with a stiff arm and middle finger. This wave of immigration we hear thats happening for Legal Immigration is not supported by the facts. We have less Legal Immigration today than we have during the civil war. Were at. 34 of the population that is comes in as immigrants. I dont favor that reshd reduce the legal paths to immigration and redugs the visas that are there, three of my own children adopted, orphan siblings, came here on green cards. I just take a different view. Ive served with immigrants in uniform. But, look, on the other side of the issue we also have to have a secure border, an abidance by the rule of law. And the remaining 46 children, they say, have parents who are not eligible to be reunited with their children because they have criminal histories, because they have been deported or because they were not the parent of the child. Because this is actually policy noupsed by attorney general Jeff Sessions last month, but its being implemented today. And in essence, anyone who comes to the border seeking asylum and the basis for that asylum is either gang or domestic violence, the applications are being rejected. And so there is a lot of concern. Because a lot of the immigrants that are coming from central america, theyre coming here because of the Gang Violence in their communities. So a lot of questions this morning about how that is going to play out. Rosa flores, thank you for being there in mccallan, texas. Lets begin on the change of policy. It made headlines. We covered it when it was announced a month ago. Today it gets implemented. And what these guidelines show us is that people that come to this country to be interviewed for asylum, they will be considered differently now than they were previously, if they say they were victims of Gang Violence or domestic abuse. Yes. And this is something the u. S. Attorney general does have that power. Its an odd kind of quasi judicial power that the Justice Department exercises over the immigration process. We should be clear, though, that this is not the end of this inquiry. I mean, this is going to be in court for sure. Challenging this. Absolutely, challenging it. Because its not entirely clear. We have to get out of our framework of thinking Gang Violence means guys wearing leather jackets and threatening somebody in order to get money or drugs. In central america, theres a deep connection between corrupt governments and gangs, including ms13, where in el salvador, for example, prosecutors have found that the Political Parties use them to badger and intimidate people. So until those claims are fairly adjudicated, you really cant say right out of hand that, well, youre just here because your life was in danger. Youre not a legitimate asylum claimant. And what were going to find out is that if theyre not allowed to make their case, thats a violation of due process. You just heard republican representative Steve Russell, conservative, from oklahoma, talk about the efforts of this administration to reduce Legal Immigration, which is exactly what this would be doing, in an effort to reduce what would be Legal Immigration, as something that is xenophobic, not part of what the statue of liberty stands for and what is written on the front of the statue of liberty. However, he seems to be someone in the minority. Thats right. The reality is, theres a branch of the Republican Party who believes that Legal Immigration should be tamped down, because they think those immigrants will become democrats and this will threaten their hold on power. They have written about it, talked about it, some of them are obsessed with it. That doesnt change the fact, though, that tens of thousands of people are trying to get here, and those people are desperate, and they have a legal claim to try and enter the country.
