Congress. What information . We know the socalled agreement came in a meeting between the president , the fbi chief Christopher Wray and Deputy Attorney general Rod Rosenstein and it followed the president s demand for a probe into whether the fbi surveyed his campaign. Kaitlan collins joins us at the white house. Reporter good morning. The white house does seem to have brokered some sort of agreement between top officials at the Justice Department and congressional leaders and now congressional leaders are going to be able to see some information related to the russia investigation. Now this comes after a meeting here at the white house yesterday that included the president , the chiefofstaff john kelly, the Deputy Attorney general Rod Rosenstein, the fbi director Christopher Wray and the director of National Intelligence dan coats. The outcome of that meeting, Sarah Huckabee sanders, the press secretaries announced is that john kelly is going to set up this meeting between the Justice Department and these congressional leaders so they can look at some information. Of course, all of that came after the president on twitter on sunday demanded that the department of justice look into whether his campaign was infiltrated or surveyed for political purposes. A statement and an allegation the president made without any proof or any corroboration. Now we are going to have this meeting. John kelly is going to set up. But there is still a lot of mystery surrounding this meeting regarding what information these leaders are going to be providing, whether or not theyll get their hands on documents, when this meeting is going to take place, whos going to be invited and where its even going to happen. Both sides seem to think that they have gotten the upper hand here and last night, Vice President mike pence billing this really as a success. Were very confident that as the Inspector General has been doing their work looking at the conduct of the fbi during that period that by adding their focus to this that well get to the bottom of it because the American People have a right to know. Now whats really at the root of all of this is a political fight over the russia investigation and the president wants the investigators themselves to be investigated. All of that comes as the president is scheduled to meet with the south korean president here at the white house today to discuss whether or not that potentially historic summit in singapore is even going to happen. Right now aides inside the white house seemed to have lost a lot of confidence in that, john and poppy. Thank you so much. Joining us now to go through all of this is laura coates and steve hall. Laura, let me begin with you. Its a stunning meeting between the president and the Deputy Attorney general whos overseeing the whole russia probe, the director of National Intelligence, Christopher Wray, the head of the fbi. Setting aside just how stunning the meeting itself was, do you think the steps that are being taken, the intelligence thats going to be shown to members of congress, the classified intelligence, does that help defuse a constitutional country size or does it enable it . I think it has the potential to diffuse it. Rod rosenstein is in a very precarious position. Its almost as if a rock and a hard place is really his existence. If he were not to turn it over to the remain and its more than a tradition especially if youre one the one were investigating or a member of your campaign, he would have had to leave and not be overseeing any longer the actual mueller probe. This is already in operation. It was already in existence and, by the way, there is already that mechanism in place if you feel the investigators needed to be investigated, its called the Inspector General. As far as the actual documents to members of congress, weve already seen through the competing memos that came out a couple months ago theyre going to have a narrative crafted regardless of what they see. I doubt there will be a great deal of objectivity but we hope there will be. Steve, we dont know what will be shared with whom. We dont know if its democrats and republicans. We dont know what documents will be there. As someone whos been part of the Intelligence Community, what are your concerns in this meeting with congressional leaders about an active investigation . From just from the intelligen intelligence, its always of concern when you have folks who begin poking around and trying to find out exactly what are your sources and methods are. I use poking around a little bit tongue in cheek. Committees do have Legal Authority to investigate and oversee the practices of Intelligence Services and Law Enforcement to include the fbi. That said, some of the stuff weve been hearing about in terms of exactly who this source is that supposedly was providing information as to what the russians may have been up to in the Trump Campaign, when you start asking specific questions about who those people are, how you got that information, why it is that you used certain investigative techniques and especially when it comes in such a highly politicized environment, from the intelligence perspective and from the people who are trying to do their jobs to get these investigations done, you become concern tlad this information that youre providing that under normal circumstances would be perfectly normal and acceptable for Intelligence Community oversight to be asking about maybe used politically and thats the big concern is, is revealing those sources and methods and compromising potential future things that you can do with those sources and methods. Steve, sam clovis one of the former Trump Campaign advisers. We know hes one of at least three people that this confidential source met with. Here is how he described the meeting he had with that confidential source to an eye eye radio station. The meeting was very high level. It was like two faculty members sitting down talking about research. There was no indication or no inclination that this was anything other than just wanting to offer up his help to the campaign if i needed it. It was not anything other than him talking about the research that he had done on china and that was essentially what the discussion was about, and we already had a lot of china people involved. Taking him at his word and you can debate whether or not that should be done, if you take him at his word does that sound like infiltration and embedding to you . Again, this is something that is extremely uncomfortable and difficult to talk about and i dont want to speculate too far as to how the fbi may have been using or whether theyre using confidential informants and how particularly they were doing that, what they were tasked to do, what approach they were asked to take . These are all, again, methods that Intelligence Services of Law Enforcement use which really should not be talked about outside of very special circumstances, oversight circumstances and perhaps if youre talking about ig inspections, the Inspector General. You have to be careful when youre analyzing these things because youre going to start showing, you know, how it is that youre the Law Enforcement organizations and intelligence organizations are doing that. You got to be really careful talking about this kind of stuff. From a laymans perspective, it doesnt sound like deep probing or digging. It doesnt sound like he was asking for state secrets or campaign information. Laura, theres another aspect of this, its that the president was consulting with his personal attorney, Rudy Giuliani, about using his executive powers calling on the doj to launch this investigation. Does that blur how much does that blur lines here . Are there even lines . Are we just such blob or amorphous mass of points spread out over a page . Were the amorphous mass now. He didnt go to the white house counsel. He already knows that hes making a personal endeavor, a personal overture to oversee the executive branch. Because the office of the presidency is that which actually oversees the department of justice, you would enlist the help of the people who are charged to protecting that particular office. He is not. Hes gone through the personal route which gives you the idea theres more of an axe to grind as opposed to a procedural issue thats happening here at the executive branch. The overall theme is the same. Its Rudy Giuliani whos been talking as his personal counsel about the notion of perjury traps. Now this discussion about an informant or a source has the smack of saying, well, they were trying to entrap through a conversation. This overall theme is very, very distinct from what a source normally does but it goes with the personal momentum that the president is trying to generate. If they were after me, they wanted to trap people who knew me and if i speak to you, you will try to perjury me in many ways. Laura coates, steve hall, thanks so much for being with us. Not unrelated to all of this happening now on capitol hill, top u. S. Officials briefing lawmakers on current threats to u. S. Elections. Our manu raju is outside of that meeting. This is a meeting where all members were invited. What can you tell us about it . Reporter Senior Administration officials, Kirstjen Nielsen and Christopher Wray, as members who are emerging here are giving reactions, probably not surprisingly along party lines, speaking to one determine congressman, he said i dont feel confident about what the administration is doing. He heard what in his view was a lot of bur carrotic responses and not a lot of sweeping strategy in how to deal with the russian threat specifically ahead of 2018. Republicans on the other hand say they are more confident that the administration is taking steps, taking this seriously and has learned lessons about what happened in the 2016 elections that they could apply to 2018. So were still getting more from members as they emerge but already youre hearing just some concern from democrats not enough is being done. Perhaps not surprisingly on capitol hill, members having different reactions depending on what side of the aisle they sit on. Shocked to see partisanship on capitol hill. Thank you so much for policing it. South koreas president on his way to the white house for talks. This is happening at aides grow more sceptical that the planned meeting between President Trump and the north Korean Leader kim jongun will actually happen. In north korea right now, a small group of journalists has been invite today see what the regime says will be the destruction of its Nuclear Test Sites. Will ripley who has spent quite a lot of time in north korea has a look at what this will entail and hes there. Reporter weve arrived here on north koreas east coast. We flew here on a charter with a small group of International Journalists from beijing. There were a lot of empty seats on our plane. Possibly in the coming hours we just dont know exactly when because right now the weather, the rain here is Holding Things back. Were traveling to the north korean mountains to the Nuclear Test Site. To give you a sense of just how remote this area is. Well have to take a train from here about 11 hours into the mountains, then its a four hour drive beyond that, maybe more if the roads are bad because of the weather and then an additional at least one hour hike after that just to get to the Nuclear Test Site where north korea has conducted six north korea tests since 2006. This is a place that has never been seen by foreign journalists before. The North Koreans say theyre been transparent here, that theyre bringing us, the press, to show you the destruction of their nuclear site, the implosion of tunnels, the removal of buildings and researchers and guards, the shut down of the entire area. Some except ticks say this is all for show. The North Koreans say thats not the case. This is a good faith gesture that they are willing to work with the United States and its allies to give up the Nuclear Weapons ahead of these crucial planned talks in singapore next month between President Trump and kim jongun. There is some scepticism even on the ground here about whether this summit can go forward given the rhetoric out of the washington. Of course, gadhafi and libya gave up his Nuclear Weapons and was dead just a few years later. The North Koreans say that will never happen here and they will walk away from the summit if the United States keeps using that kind of rhetoric. They do have incentives here to work with the United States, to work with President Trump. There could be a terrific Economic Opportunities for this country if the situation were to change. Just beyond me there along the beach, a beach where they conducted live fire drills and launched missiles just last year, now theyre building a massive new beach resort hoping to attract tourists if and when north korea does open up further to the outside world. Our thanks to will ripley for that. Remarkable Vantage Point. A very crucial time between north korea south korea and the United States. Look, the south korean president is meeting at the white house with President Trump today. No one has more on the line in the north korea talks with the United States than the president of south korea. Does he need to step in and save these talks and how would he do that . John, hes already an integral party in all of this. If you look at it, the summit that he had with kim jongun april 27th laid the ground work, the foundation for this u. S. north korea summit. In many respects hes trying to keep all the pieces together. Whats interesting, during that interkorean summit with kim jongun, president moon had about 30 minutes with him and it looked like he was giving advice on how to prepare for the meeting with President Trump. This prescheduled meeting thats going to happen in the white house, this was president moons opportunity to coordinate with President Trump on how to deal with kim jongun. So added to all of this is the wrinkle of what happened last week. These are obstacles that the south korean side are confident they can overcome. What moon is going to have to overcome is convincing the president to take a phased approach in their words to denuclearization. Thats hard to do when you have the Vice President coming out yesterday and saying, no, we will walk away from the table, no question about it and then again bringing up the libya model that our will ripley just said has infuriated the North Koreans. Listen to the Vice President. This will only end like the libya model ended if kim jongun doesnt make a deal. Some people saw that as a threat. I think its more of a fact. Ie, youre going to be dead is what hes saying there. The statements by Vice President pence as well as john bolton, those statements that theyve made are from the previous periods. These arent new statements. Its just a timing aspect. The key focus here from a north korean perspective is they met with pompeo twice, first as director of ceo and second as secretary of state. Whats discussed between pompeo and chairman kim that becomes the basis of a north korea understanding of an agreement with President Trump. Theyre trying to make sure that that understanding still remains in place. I think this is going to be a message that President Trump moon will carry as well that will go back to the events preof last week. Those facts are what president moon is going to emphasize. You think that what they could actually achieve in the next three weeks in a way is to lower expectations here, set up a meeting before the meeting even begins that denuclearization isnt the end all be all of what could be a few hour meeting between President Trump and kim jongun, what do you mean by that . So when you look at this idea of getting President Trump back on the same page as chairman kim, essentially what president moon is going to do is layout the template, the game plan that he used to get the summit and to get the panmunjom declaration out of the summit on april 27th. In many respects its this idea of eye on the prize and using his experience as a previous deal and something as a deal maker for president to focus on. The idea is not to negotiate at the table in singapore but to hammer out a declaration, a joint u. S. north korea declaration to be officially unveiled at singapore and to focus on that, i think, is a way to get the background noise out of the picture here. How significant is it where will ripley is heading right now, the Nuclear Test Site, the fact that theyre dismantling it in front of journalists . What came to mind to me, theyve already test these things, how significance is this show for the western media . The symbolic value is really important. It is a physical act, but it is something that gives a sense that theres more to come in terms of denuclearization activities. Pompeo when he met with chairman kim talked about a denuclearization mechanism. Its this idea that there are gaps but not focus on the gaps but the broader goals and will is in north korea on the 10th anniversary of the demolition of the cooling tower so it gives you a sense of how these types of actions are designed to be a confidence booster but also signal that there are other actions in this denuclearization mechanism. The United States is already produced this commemorative coin to mark the summit on june 12th. I think we have a picture. You can see that kim jongun is referred to as the supreme leader, kim jongun on this coin. The white house says it has no role in actually producing these. Nevertheless, if youre kim looking at this coin, this is everything youve ever wanted. It certainly is a collectors item. If it is a confidence booster from the u. S. Side to have these things done ahead of time also signals that the u. S. Is focused on the singapore summit. There will be hurdles but these hurdles and this is president moons message there are hurdles in preparing for these summit and hell explain some of the hurdles hes overcome. This is another part of this confidence boosting aspect. John park its great to have you. Ahead for us, the president picked a trade fight with china. You remember all that rhetoric . The original place to invest online. New this morning. Listen to this. Sadly china is out negotiating the administration and winning the trade talks right now. That comes from republican senator marco rubio, very critical of the Trump Administration right now and concessions it might be making to china. Being tough on china was part of what President Trump and candidate trump was all about. The question is, is he . A good example is zte and its come under sanctions but now it looks like its getting a pass. What were seeing as we see the trade deal being worked out making big concessions to settle this trade spat. The wall street journal reporting that the deal could wind up lifting a ban that keeps u. S. Companies from selling components and software to this Smartphone Company zte, its something the Chinese Company said would put it out of business. This ban was punishment for violating u. S. Sanctions. In return china may review over a billion dollars in tariffs on u. S. Farm products but the thing is beyond the trade benefits there are these National Security concerns about zte itself. The pentagon even banned sales of zte phones being sold on military bases because of these worries that zte could use its equipment to spy on the u. S. Zte sells smartphones and other equipment all over the world, including the u. S. And the concern is is that equipment could be hacked. So this morning, we see senator marco rubio tweeting this, hes been very critical, by the way, of zte. Hes slamming trump for surrendering to trump. Cant emphasize enough what a crisis this is. China is buying and often stealing the next Generation Software that powers or military and is at the core of our economy. We need to wake up before its too late. John cornyn has a new law we should act on as soon as possible. Right now the u. S. And china are working out all of these specific of a trade deals. One thing the u. S. Has not gotten, protections for intellectual property. There is one significant concession that the u. S. Did get, china is cutting tariffs it charges on imported cars from 25 to 15 . This is going to start july 1st. Trump had called out chinas imports duties in a tweet. More broadly china is crucial for a number of auto companies. Its the worlds biggest Car Companies. They make their cars in china as well so this is going to wind up having a bigger impact on Car Companies that arent there yet for them to go in and sell their cars at a lower tariff. It could wind up leveling the Playing Field when it comes to competition. Its a big deal. Zte violated this agreement to not do business with iran and north korea. They seem to get a pass. Markets are open. Theyre looking like theyre up in the green. More jolly good news about trade. The markets dont want a trade war and if the United States is backing out of tariffs and not being as hard on trump that trump promised, the markets like that. Thanks for the reporting. All right. Also, the white house doing battle with the Justice Department, congressional leaders will be brought in for this meeting very soon. Joining us to discuss this now, ron brownstein, and jackie kucinich. Who won in this temporary faceoff between the department of justice and the white house and Congressional Republicans here, congressional leaders will be brought in for some closed door meeting where theyre shown evidence of a meeting. Is that a win . I think it depends on what theyre shown. It seems like Rod Rosenstein was trying to split the baby in this case. He was trying to give the president what he wanted and keep some of this information classified but we dont know what exactly congress is being shown and there is a real feel that this will leak immediately because this is not mike rogers Intelligence Committee any more. This is an Intelligence Committee that is become increasingly political as the year has gone on. So whether or not those fears will be realized, well just have to see. We dont know whats in there yet. Ron, the white house the president to be clear the president s Reelection Campaign is using this very politically to say the least. I got in my inbox, a lot of folks got in their inbox an email yesterday that read Something Like this, fbi doj infiltrated and surveilled our political campus. Worse than watergate. Thats the email. Worse than watergate. Its not a fundraising email but its a list building one. Clearly you call this a successful political strategy, at least for the president. Look, i think in the big picture in some ways this is like the Horrible School shootings we are living through. Were being numbed to events that were previously unimaginable. The red line crossed in this episode by the president directing the department of justice to open an investigation that is designed to undercut an Ongoing Investigation into his own campaign in 2016 is such we are so far from previous practice that its easy to lose sight and the response of Congressional Republicans rather than raising alarms to this is to vet it and to be a try to open another front, a third front of a conflict and counter attack against this investigation. All of that is extraordinary and what i think it really says is that republicans, in congress, are locking arms around President Trump, have decided that a united front is their best chance of holding on to power in november and what you see in the polling is that much of the republicans Electoral Coalition is also going along with this. Declining confidence in the Mueller Investigation in that coalition and what that means really is that democrats are going to have to work harder than they might have expected six months ago and are going to have to match the intensity that president trp is building in his coalition with these maneuvers and also a whole series of policies aimed purely at the republican base. Which is your new column this morning on cnn. Com. A plug for you there. Moments ago on capitol hill, the Kirstjen Nielsen was briefing house members on election security. We caught up with her after and she was asked if the president calling, you know, the investigation a witch hunt day in and day out has hurt the cause for election security. Listen to what she says. Do you think the president calling the everything involving russia a witch hunt and talking about no collusion, no interference that kind of thing dampens the message youre trying to send that this is a big problem and that congress and the states do need to take this very seriously . I dont. The president s been very clear that he agrees with the Intel Community that the russians did attempt to hack or otherwise through cyber means influence our election and he remains committed. Thats why were here today to make sure his administration is doing everything we can to address that. Do you have any jackie kucinich, the president has made clear, the president remains committed. Two statements from the secretary of Homeland Security that im not sure its quite as clear as she says it is. It isnt. He has not made that clear. Its usually when it impacts him, though, is when we hear collusion and he has done poppy made reference to this. He has done everything in his power to make this political, to make this about Robert Mueller leading an investigation that is out to get this president , that is not the case, but thats what theyve tried to frame this as and to try to diminish whatever does come out from this investigation. That said, ron made reference to the diminish confidence in mueller, when you talk to a lot of republicans on the hill, maybe not some of the Freedom Caucus members, but some just say they want mueller to be let alone and do his job. Someone like a paul ryan because as the president tries to intervene and tries to get into this investigation as he is, he just keeps on getting more wrapped up in it and giving them opening more doors to looking into why hes not just letting this run its course. I will say paul ryan has given the green light for devin nunes to do whatever he wants. I was going to say what the president does effectively is basically try to argue that any criticism of him or any investigation of him is really an attempt to silence his supporters, and i think that argument as i suggested is working with a big portion of the Republican Coalition and what that really means for november, i think, and certainly for 2020 is that those who reject that idea, who believe that there are that there need to be independent standards of the administration of justice that everyone is held to are going to have to fight for it because the idea that the republican the traditional Republican Coalition is going to abandon the republicans in the midterm elections simply because theyre uneasy about trump the evidence of that is diminishing. If democrats are going to take power theyll have to turn out in better numbers among their core voters and they usually see in midterm elections. The paradox is that in embracing such an unusual president republicans are embracing an unconventional midterm environment and that creates it leaves a big opportunity for democrats because republicans are aligning themselves with many behaviors that Many Americans find uncomfortable but theyll have to fight for it. Interesting, guys. Thanks so much. Tomorrow, the House Minority leader nancy pelosi is got a key interest in everything ron was just saying. Authorities are telling people on the island at this point to be prepared to leave with little to no advanced notice. There are rivers of lava right now flowing into the ocean. This lava has reached a power plant forcing workers to shut down the facility because theyre worry it had could release more toxic gas into the air. Our Scott Mcclain is there on the scene. We can see the lava flowing behind you, scott. Whats the latest . Reporter hey, john. Obviously authorities here they are trying to mitigate any potential danger at that Geothermal Power plant which is not far from where were standing. So far they have been able to seal up or pour called water into ten out of 11 wells. Obviously because of the pure volume of the lava, that is obviously a real and present danger if that were to reach those wells. Theres obviously concern about the potential for some sort of chemical explosion. You can see the lava, it is going every direction and it is cascading down these lava flows. You can see the glow of it off of the clouds there and it is eventually reaching the ocean creating another hazard. Thats laze. This lava haze that is a dangerous gas that authorities want people to stay away from. Heres other thing were keeping an eye on and that is another fissure that has been exploding for more than a week now and over the weekend, despite all of the advice from authorities, we met a man who was protecting two homes about 100 yards away from this violently exploding fissure that was sending lava bombs into the air. He was spraying down the lava when it hit the house and he also had a strategy to keep himself safe. Listen. Look up and watch them. Keep your eye on them. She said that the heat of that lava bomb was so intense, john and poppy, that it seemed to cauterize the wound on his leg. It also started a fire on the porch. Daryl clinton is in the hospital. Hell be there for six weeks. Those two homes he was protecting are still standing. Unbelievable. I keep wondering, can you feel the heat behind you where youre standing right now, scott .
