Secretary james mattis says he will not rule anything out. Syrian activist groups says ss dozens of civilians were killed. Despite what youre seeing, russia says there was no chemical attack by its syrian allies. Russia also says israel was behind an overnight missile strike at an air base in syria. Israel is not commenting. We have breaking news from the white house. We understand the National Security principles meeting on this subject is beginning as we speak. Kaitlan collins at the white house with the latest on that. Reporter that meeting is going to focus on syria and what options theyre going to present to President Trump to deal with an aftermath of that deadly and ugly attack over the weekend. And john bolton, we should note, his first day on the job here officially as the National Security adviser here at the white house today. We have seen him going back and forth between the west wing and the executive office building. We just saw him come back over to the west wing, presumably for that meeting that is beginning right now. It is a big day for him. One of first things hes focusing on out of the gate is what to do with syria Going Forward and what hes going to say to President Trump. President trump who is in between these two things because just a few days ago he was saying he wanted u. S. Troops to get out of syria, those troops fighting isis, but now he may be pulled back into the conflict because of what has happened here. But in light of that, lets listen to what the president was saying about syria and those troops in syria just a few days ago. Well be coming out of syria like very soon. Let the other people take care of it now. Very soon. Very soon. Were coming out. Reporter the president was criticized over the weekend for those comments from senator john mccain, namely, saying he feels that those public statements by the president emboldened the syrian president Bashar Al Assad to make that strike, or to create that chemical attack that he did over the weekend. So certainly the president has got that. Of course, john, he could decide to withdraw those troops and also strike syria, something he seemed to hint at over the weekend when he said there would be a big price to pay. But the question Going Forward is what would the Clear Strategy that the u. S. Is going to have in syria Going Forward here going to be, thats Something Likely to be determined here at the white house today, john. On the president s schedule, hes got a cabinet meeting, but also being briefed and having dinner with Senior Military Leadership and we can likely expect a meeting with his new National Security adviser to be on the agenda for today as well, john. Full day of apparent discussions on this subject. The National Security principles meeting now under way. Kaitlan collins, well let you go watch for any kind of reaction after that meeting. Thank you very much. Now to damascus, the capital of syria. Frederik pleitgen monitoring the situation there. It is interesting, the russians say they see no evidence of a chemical weapons attack, despite the pictures we have all now seen. Yeah. Yeah, absolutely. One of the other things that has happened is that that area where the strike apparently happened, in the hands of rebels, has now essentially switched hands and the russians say that they are inside. They say as you mentioned, they have no traces of any sort of chemicals, also say that aid organizations are on the ground as well. But certainly the pictures that we have been seeing strongly indicate that something of that nature did indeed happen. We have to keep warning our viewers of the images were showing, very graphic and very disturbing. Nevertheless, very important to see all this happening on saturday night when the opposition says pro Government Forces seemed to have dropped some kind of canister, which they says with a toxic gas. They say dozens of people died. The syrian government, for its part, is saying it was not behind the use of any chemicals. It said, yes, it was conducting in the area at the time, said it was moving forward so quickly it did not need a use of any sort of chemicals to move forward anyway. As you can see, john, these allegations being put back and forth and once again so many times in syria, the civilians that are suffering the most. Frederik pleitgen in damascus, lucky to have you there. Thank you very much. Let us know what you see and hear. Israel is still not commenting on whether they were behind this apparent strike. Joining me now from jerusalem is oren lieberman. We asked the ministry of Foreign Affairs for comment but they remained quiet as has the army. But a former commander of the Israeli Air Force said there were two countries with the capability and the reason to carry out the strike. One, u. S. , two, israel. Ruled out the u. S. Saying it would have been difficult to plan a strike so quickly in response to the alleged use of chemical weapons. Especially if they dont have the fighters nearby and the weaponry to carry out that strike. Therefore, he concluded as an analyst, it is almost certainly israel that carried out the strike. We just got this video in from syrian state media. We cannot independently verify the contents of the video, syrian state media says it shows the missiles flying towards the t4 air base near homs, syria. If it was israel, why did they carry out the strike . The former air force commander said the chemical weapons, the alleged use of chemical weapons cannot go without a response. But the big picture here is iran. The base that was struck is not only a syrian base, it has Iranian Forces there. The news agency confirming there were three iranians killed in the strike on the air base. It is also worth pointing out, john that just a couple of months ago, an iranian drone that penetrated israeli air space left from this base, this t4 base, so israel has its red line, it will not allow iran or trying to prevent iran from establishing itself militarily in syria and this strike may have been a part of those efforts. S. I real, iran, russia, syria, keeping track of how many nations are involved in this. Oren lieberman, thank you very much. We heard moments ago from u. S. Defense secretary james mattis on all of this. Listen to what he said. Can you rule out taking action, launching air strikes against assad, mr. Secretary . I dont rule out anything right now. Joining me now to discuss, chairman of the House Armed Services committee, republican william Mack Thornberry of texas. You like the rest of us, you have seen these horrifying pictures, but unlike the rest of us, as chairman of the Armed Services committee, youre in a position to do something here. What will you do to help protect these children, these civilians inside syria . To be clear, the president is the commander in chief and he must order whatever must be done by our military or by our diplomats. Congress job is to make sure they have the tools they need to carry out whatever they choose to do. So these people are clearly butchers. What we saw a year ago when assad used chemical weapons to kill about 100 people was the president responded with a targeted attack against the military units in syria that had carried out that chemical attack. So my opinion is that they ought to consider doing something similar this time with our allies. Because we cannot allow this sort of behavior to continue. Advising the administration that another attack like the one from last year would be appropriate. After that missile attack last year in syria, you said my hope is that this action will help deter future atrocities by the assad regime. So that clearly didnt happen, based on what we have seen over the weekend. So will another missile strike be enough . Well, it may not be enough, but just to remind you, there have been some small scale uses of chlorine gas in the last year. But we have not seen anything like that sort of attack affecting this many people. So i look, i cannot promise you that another missile attack will prevent assad from carrying out atrocities, especially with putin standing there propping him up. I do believe it is important to have some sort of response and that we do it with a united front. Because if you look at what has happened in britain, with this targeted assassination using chemical weapons against a soviet defector and now you see some of the same actors there at least acquiescing into the use of chemical weapons against a broad number of people, this is an International Problem which requires an international response. For example, going to the u. N. I think is exactly right. And there are two meetings at the United Nations at least on just this subject today. You seem to be pointing the finger squarely at Vladimir Putin here. The president , for the first time, mentioned Vladimir Putin by name. But on twitter. Thats where he makes many of his official statements do you believe more specific pressure needs to be put on russia in this issue of what is happening in syria . Yes, absolutely. Assad would not be in power if putin had not been there over the last several couple of years propping him up. And, remember, the administration did levee additional sanctions against some of putins right hand people. I think thats good, but to go back to the point, our allies like britain and france need to all stand with us, both diplomatically, economically and considering military sort of targeted action. Britain within the last hour said they believe there needs to be a last question on this subject, john mccain and Lindsey Graham have suggested when the president said he wants to withdraw all u. S. Troops from syria, albeit a different side of syria now, that might have emboldened Bashar Al Assad to carry out the attack. Do you believe there is any truth in that . I believe a president has to be very careful about what he says because all sorts of actors are going to be listening and trying to take to figure out what their policy should be. What i know for certain is that putin and assad are like schoolyard bullies and theyre going to try to see what they can get away with and theyll push it to the limits and so pushing back against those sorts of bullies is going to be very important. You say you need to be careful of what he said the president does. Do you believe he was not careful in this case when he said he wanted to withdraw u. S. Troops . I think the notion that we would leave syria is was a mistake because we havent finished destroying isis. And because people like iran and russia see the a vacuum created when the u. S. Leaves into which they will run. So we dont need to fix syria. Thats beyond our capability. But we need to be there with enough presence to try to keep the lid on or else were going could get drawn into a wider conflict as your correspondents were talking about with israeli and other concerns. Remarkable, a number of nations now directly involved in this. Mr. Chairman, i want to get to this subject, you care deeply on it, has to deal with our military readiness and preparedness. There has been a spate of fatal accidents over the last several weeks. What do you think is going on here and what needs to be done to remedy this . We are seeing the consequences of eight years of cutting the military budget by 20 . Now, the world didnt get safer, we didnt ask less of our military men and women, but what we did do is cut some corners on training and maintenance and replacing old equipment and so just in last three and a half weeks we lost 16 service members, not to hostile action, but just to accidents in routine training and operations. So on march 22nd, Congress Passed a bill to begin to turn that around. We dont we cant fix it all in one bill, and it has gotten a lot of criticism that it spend too much money and maybe it did on some things, but if were going to send men and women out there to risk their lives to protect us, we owe them the very best equipment, training and support our country can give. And there is one other important point, if youre putin or assad or anyone else, you listen to what the United States says, but you watch what we do. And so rebuilding our military is one of the strongest actions we can take to show them that were going to stand up and defend ourselves and our interests. The good news for President Trump is that john bolton has experience in government, has experience dealing with crises that administrations dont expect. He was president bushs ambassador to the United Nations. This is a different time, a different role, and it is a very different president. But i think the one thing that we have to remember and it is sort of easy to lose sight of in this atmosphere where news cycles last five minutes and it you feel like youre careening from crisis to crisis watching this white house is most of those crises, john, are selfmade. They come from the white house out, whether it is personnel or anything on those on those issues. This is one of those that every president faces. Something that comes to them. And really the last time the president had to deal with Something Like this was on the very topic, on syria last year, a pinprick air strike in response, and im hearing from some of his republican colleagues on the hill, they want him to be much more robust this time. We just heard from Mac Thornberry who said he wants to see that kind of response, but, again, a strategy, a global strategy will be needed to move it any further forward. On the issue of scott pruitt, the epa chief, so much seems to have happened over the last week, and a new story bubbling up every day. One of the latest buzzfeed actually is there any proof he received Death Threats you say he has, thats why he needs this multimillion dollar securi security . And they found no evidence of Death Threats. Where is scott pruitt on monday morning . Is he safe . Reporter tbd. I this i you probably dont hear this very much but you have something in common with Congress Today youre both coming back from a week off and in congress case, two weeks off. And that has a potential to have a big impact on scott pruitt. Why . Because we heard all of this rumbling and the drip, drip, drip while members of congress werent walking through the halls with People Like Us running after them asking for a response. Today thats going to change. And i talked to a republican member of congress before coming on with you saying were all going to get pretty sick of answering questions on this. This republican members suspicion was one more big thing and this guys going to probably go because of the pressure that the president is going to get from congress. One more big thing this guys probably going go. Interesting to hear that. Well be watching closely. Great to have you with us. Thank you very much. Texas expected to send National Guard troops to the mexico border as the president debates sending thousands more to back them up. Joining me now, cnn political commentators kevin madden and nina turner. There are troops beginning to arrive, National Guard forces the president wants to see the at the border here. What does he get out of this politically . Well start seeing these pictures very, very shortly. Is this something that he feels he needs . Well, it is exactly that, john. It is the pictures. It is the optics. Those particularly those kind of optics are particularly important during the immigration debate. So many folks who care about the issue, animated by the issue of immigration and what they would describe as lax border security, when they see illegal aliens coming over the border, that does spark a lot of protests in many communities along the border. So when donald trump, you know, sends sends National Guardsmen down to the border in order to stop what he believes is a pervasive problem, that does send, he believes, a strong message to those people that are most animated about this issue, and particularly in a year where were heading into Midterm Elections, where base support is most important, that is the portion of his base that gets that is that finds this to be a really strong smart action on his behalf. Yeah, it is one end of this immigration discussion, nina. The other end of it, i suppose, is the discussion over daca and protections for dreamers that congress and the president and no politician anywhere near washington has seemed to be able to work out a compromise on this matter, despite the fact they all agree one needs to be found. Do you think seeing these pictures that kevin is talking about will push that any closer to happening . Im not so sure, john, and the point that kevin made about this being a Midterm Election year, that in lies the problem, that for too long in this country under various administrations and with the congress that the only time theyre willing to act on Something Like this is when it is a Midterm Election, when somebodys back is against the wall that has not gotten us as a country the comprehensive Immigration Reform that we need. And your comment your point about daca, those young people should not be used as pawns for the president to get what he wants. What the president needs to do and the Congress Needs to do is really put forth comprehensive, bipartisan Immigration Reform in this country and stop having knee jerk reactions based on whos on the ballot and whos not. It is not right. Senator, go ahead. One point on that. The other thing looming here is the supreme court. And given the ninth districts ruling earlier this year about the daca case, they have actually decided to take that up and so the political incentive is now being sort of overrun by the fact that so many members of congress are going to look to the courts to make their decision before they ever go out and walk, which is a pretty tough issue to deal with in a Midterm Election. Kevin madden reporting from the ninth district as hes bringing this subject up. This issue of impeachment. The new york times, an interesting article saying that republicans are starting to use this looming possibility, you know, deeply looming possibility, of impeachment as a rallying cry for republican voters, saying, hey, look, if the democrats take over the house, theyre going to impeach the president here. So you have to keep this from happening. Do you think democrats need to be careful about the use of the the i word. You have a few that have mentioned impeachments. Adam schiff said the democrats should be cautious about this and let the evidence play out in all of these investigations. But the bottom line to this is that the republicans are using this to rally up their troops, both parties do it from time to time, but this is nothing more, in my opinion, than a scare tactic to get their base all amped up and to raise money. Look, i can see it amping up both bases if the republicans say look at democrats, i can see some democratic voters on both sides. Yes, yes. You want this. Nina has tom stier to thanks for this as well. Some of the folks that are the wealthiest liberal donors in the Democratic Party are spending money out there promoting that idea of impeachment. I know we dont want to compare donors now, do we . We dont want to talk about the mercers and the lets not go down that road. Im stating the facts, but i stating the facts too. I think as much as the big risk for democrats here it is not only about the base politics, many soft trump voters would see this as a potentially as like a soft coup against a dually elected president. You cant do this to our delta pledges, only we can do that to our pledges. All the voters should be animated because the congress and the president , they should be about the peoples business and cut out all of this foolishness. Will the United States take military action in syria after an apparent chemical weapon attack there . A short time ago, defense secretary james mattis said nothing has been ruled out. Joining me now, retired Lieutenant General mark hurtling, jill dougherty, cnn contributor who covered russia for years and years. General, i want to start with you. When we hear the defense secretary say nothing has been ruled out, there are key meetings taking place as we speak. What do you believe the military options are that are being discussed . Theyre going to get a bunch of them today in this primary committee meeting. And it is going to go from small to large. There is going to be all kinds of various options and theyre going to give the president a chance to pick a few. Some of them are going to be retaliatory. Going to be tit for tat. Some are going to be extreme. But they all have to consider what is going to happen when they execute those options. Thats always a consideration. You could put all kinds of things on the table in terms of how many strike packages youre going to put together, what kind of allies youre going to use, how many bombs youre going to drop, what targets youre going to hit. It is what happens after all of that that you have to weigh the repercussions and not just political repercussions. In this case, given some of the players in the area, were going to see some other people helping mr. Assad, i think, in terms of sustaining this kind of strike. Jill, general heritling asked the key question, what happens after that, he talked about the other players in the region. The key player might be russia, russian leader Vladimir Putin is watching this. What do you think . How much of a response do you think that i want to say tolerate here, but what do you think he makes of the u. S. next action . Well, they are really warning the United States off any action militarily. I was noting the comments by the Foreign Ministry saying there would be serious consequences if any i think they put it, like, uninvited country, which means the United States legally not being invited into the conflict took any military action. And, john, you know, ive been watching russian tv a lot this morning, and there is a full court press to shut this down, to say that it is a provocation, that it is to plan for a long time, that this is fake news, using the word fake news. They had doctors from the region in Eastern Ghouta saying we havent seen patients with chemical attack burns or anything like that. In other words, it really is to say that this is completely a lie. And how should we read that, jill . As someone who watched russia for years and years . You get that similar kind of pushback, often whether something is true or not when it comes to russia. You do. And you know, i think we have to look at this in the context of that poisoning of the former spy in london, mr. Skripal. Remember, what was used in that was a nerve agent, which is a chemical, you know, substance, chemical weapon. And so the russians have been very sensitive about that, and i think the approach to that, their answer to that is very similar to what is going on. Immediately deny it, obfuscate, you know, or make fun of it, you know. They havent really made fun of this per se. They did skripal, but this is very hard to make fun of because it is very serious and many people apparently died. So how do they answer that . It is sensitive and they simply have to say that it is a lie. Thats about where they are right now. The pictures are horrifying. It doesnt take a trained eye to look at them and think this looks like a chemical weapons attack when you see the lifeless bodies there, you see foam literally coming from their mouth. It is horrifying to see. And the question, general, is how do you form a response . A military response possibly, whether it be a targeted missile attack or the like, that would have a different outcome than the one nearly exactly one year ago. Yeah, john, this is something that is really fascinating to me and, in fact, i did a little survey last night and watched the other channels other than cnn. And every military analyst or National Security analyst i said i watched said that a military response will not solve this problem. Because thats what ive been saying for the last couple of years, working for cnn. It cant just be a military response. It has to be a full court press, using all elements of national power. Most military analysts will say exactly that. But then dont tick down the marks in terms of what has to happen. We have not had a strategy either under obama or trump to deal with syria or to say what our end goals are. It has been extremely bad under this administration, because there seems to be a schizophrenic policy, the president thinks one thing, his National Security adviser thinks another, a second state says a third, so you have to give people on one page to say heres exactly what were going to do, and heres how we have to sell it to the american people. Not to get too geeky on you here, john, but lets quote clausewitz, you need a great military and the government behind you and the people supporting you. We have one of threatt in terms of what were doing in syria right now and thats a pretty good military. General hertling, i appreciate it. Jill dougherty as well. I think legally perhaps the more important issue here is this new filing to depose the president and Michael Cohen, a judge delayed that type of filing before, because he said it wasnt a pressing issue. Now the president has spoken publicly. Saying that he did not know about the payment. Does that make Stormy Daniels legal case better now . It raises an issue on the substance. Theyre dealing with the process, how things will go forward in terms of the process of doing discovery, taking depositions long before this might get towards the trial or a resolution. So i think one of the Big Questions in this issue is whether or not Michael Cohen had authority to execute the agreement on behalf of donald trump. And so that question, one of the questions we have not heard answered yet is whether this particular agreement was one of a kind thing where Michael Cohen did this, and that would support the president s statement that he didnt have any knowledge of it. Or on the other hand, if they have done these agreements in the past in which case if theres more of a pattern of them, i think it would be harder for the president s team to argue that he didnt authorize Michael Cohen to make these types of agreements. Is the answer to either of these questions something that would push a judge to say, yes, a deposition should take place. It depends on the scope of the different issues that are before the judge. Having the central person in the case be the president obviously raises the issues as to whether or not a judge would think it necessary for him to be deposed. Clearly ms. Cliffords lawyer is champing at the bit to not only depose the president s lawyer but the president himself. The more sensational moment, at least in terms of entertainment value, is when you heard Michael Avenatti say theyll have a composite sketch of the person that he alleges threatened Stormy Daniels back in 2011. Does this have legal significance . It could. That would raise sort of a separate issue, more in terms of Law Enforcement at a local level as to whether or not she somebody threatened to assault her in some ways. So potentially, if they were to identify someone, that could introduce a new level of potentially local criminal investigation, if she was seriously threatened in some way. This also seems to be part of her lawyers very sophisticated and aggressive use of continuing to keep this case at the top of the hour. He didnt hide the fact he was making a tease for tomorrow.
