The floor some time next week. The problem theyre having here the Congressional Budget Office yesterday saying their plan was going to cost 1. 7 trillion in addition to the federal deficit. They have to get that down to 1. 5 trillion to allow this bill to go through the special rules process and simply ps pass by a simple majority on the senate side. So that is what theyve been working on over the last 12 hours to get it down to the acceptable figure. On the senate side, you have the Senate Finance committee theyre going to be unveiling their own plan, meeting behind closed doors with their members to talk about what is acceptable. We do have a sense of how these two plans are different. Now, one of the main points here on the house side, the bracket, tax brackets would be simplified into four groupings. On the senate side it would be five to seven tax brackets. Secondly, what we saw on the house side was an elimination or a repeal if you will of the local and state Tax Deductions, but maintaining the Tax Deductions on property. That is going to be included now on the senate side. So all of that will go away. And then third, this is where on the house side you had a Corporate Tax rate going down from 35 to 20 , immediately and permanently. On the senate side they will delay that process for about a year or soandso all of this is meant to generate that revenue that is acceptable for this huge tax plan to actually pass. One of the problems that they had as well is that the Tax Policy Center determined that many middle income americans are not going to get a tax break, but actually their taxes will go up in the next decade or so. And that is where the white house is weighing in, saying that is not acceptable. In washington, d. C. , you can go out and hire anybody you want to get them to say whatever number you want them to say. Fair. If our numbers here at the white house, actually show the same thing f they show that taxes are going up on the middle class, on the house plan, senate plan, combination two of the, we wont sign it. So thats Mick Mulvaney director of the omb and the president s position as well. This is a promise that he made that he intends to keep. Well see how that goes. Of course were looking at the senate and the house whether or not they are able to reconcile the differences between their versions of the bill and whether they can come up with the money to actually support this. Also this morning, a major aboutface from President Trump who is now lavishing praise on the country that he very recently accused of being many not so Pretty Things including the currency manipulator, thief and worse. We cant continue to allow china to rape our country, and thats what theyre doing. Its the greatest theft in the history of the world. I dont blame china. After all, who can blame a country for being able to take advantage of another country for the benefit of its citizens. I give china great kricredit. Lots of flattery, lots of praise on behalf of the president to chinese president xi jinping. Another note from those joint press statements today, President Trump did not take any questions from reporters, which is quite different than what weve seen from president s like bill clinton and george bush here in the past. When i asked the press secretary, sarah sanders, why the president was not taking any questions from prorpers she said it was because the chinese insisted on taking no questions during the press conference, which raised eyebrows because it is the United States and a democracy where we have people like reporters ask tough questions, but we didnt see any of that today. Certainly a big change in tone from the president on what he thinks of china, john. All right. Kaitlan collins in beijing. Any news on plans for the president to meet with Vladimir Putin tomorrow . Yes. Theres been a lot of talk, john, about a potential pull aside for the president and russian president Vladimir Putin at that economic summit in vietnam. Secretary of state Rex Tillerson was actually asked about it as he briefed reporters here at this hotel that im at now today, and heres what he had to say about it. Clearly the leaders are going to be at the summit together. It wouldnt be at all unusual if they ended up with some kind of a pull aside. The question is whether weve got sufficient substance and were working with the russians as you know on a number of very difficult areas. Reporter now tillerson did not say that a meeting has been nailed down between putin and trump, but we know that a Russian State News Agency is saying that the meeting could happen on friday in vietnam. It certainly would be a remarkable meeting, john and poppy, because as the investigation into russian meddling in the 2016 president ial election hangs over washington. Kaitlan, thank you. Back in washington, right now, on capitol hill, a ceremony is getting under way, a very important morning to honor five Police Officers who helped take down the active shooter at that Republican Congressional baseball practice in june. These five officers will be given the highest award given by the u. S. Capitol Police Department for their efforts back in june at that congressional baseball practice in alexandria, virginia, outside of the beltway here in washington, d. C. , for their bravery. Two were injured, taking down the shooter, potentially protecting the lives of many others at the about baseball practice. Today there will be an hourlong ceremony up here on capitol hill. Nancy pelosi, paul ryan, Mitch Mcconnell, Chuck Schumer all coming out, really speaking to how politics will most certainly take a back burner today, while they honor these officers here. I think a lot of people are most interested in hearing from representative Steve Scalise, speaking here. He of course was injured, shot in that shooting, that took him three months to recover. He was out of congress, he made a valiant return back up here in september. I just saw him going to in. He was all smiles and looks forward to today. Weve talked to some neighbors who say this was a longstanding dispute over yard waste. Theres been other right wing press coverage saying this has to do with the fact that one man is a very liberal democrat, the other man is a very conservative republican. The white house and republicans in congress are selling their tax cut hard as a middleclass tax cut. It is so important for them to push that narrative. Yet, moments ago the white house economic adviser gary cohn doing an interview and he said the whole trickle down through the economy referring to this as trickle down economics, the whole trickle down through the economy thats good for the economy and he added the most Excited Group out there are big ceos about our tax plan. You can argue whether or not trickle down economics is good or ceos should be pleased about this or not. Is this a smart way to sell it when everyone else is hell bent on selling this as a middle class tax cut. Its really stupid and interestingly, this was a mistake made during the regan years when the cbo director stockman called it trickle down economics. I mean look, theres certain words that have negative connotations. I mean, you know, if you call somebody a reactionary that is bad, conservative might be good. I think you can make a defensible argument for supply side economics, even the theory that Corporate Taxes are the highest in the developed world in america and cutting them would create nor jobs, stimulate the economy. Thats utterly defensible. When you call it when somebody who presumably works for the Trump Administration who wants to do this, calls it trickle down, they are hurting the cause. And when he says that the big ceos are going to like this the most. Then thats just idiocy. You cant de fend that. Patty, to you, budget director Mick Mulvaney came out, who is a fascinating interview that erin did with him on cnn and he said if this thing really proves it is not going to, you know, that it is going to raise taxes on the middle class in the next decade or a chunk of the middle class in the next decade like the independent policy centers are saying were not going to sign it. What kind of bind are republicans in right now, thats the message from mulvaney and the white house. Every independent Analysis Shows about a quarter of homes will see their taxes go up a decade from now. So what gives . Well, theyre in a very big bind because of what happened on tuesday night in the shellacking they got in the races in new jersey and virginia and across the country. It is do or die for the Republican Party right now, to get something done. They need a legislative accomplishment before heading into the 2018 races and tax reform is their last chance to do that. If they cant get that done, theyre in big trouble. And in terms of helping the middle class, these tax cuts, were very unclear whether it helps the middle class or not. Many independent studies are saying it does not. Then you have members of congress, republican members of congress, saying things like, i mean Lindsey Graham said today, that, you know, their donors are not going to give them more money unless they get this done, which is ridiculous. It only adds to the terrible arguments of this is, you know, important for ceos. The middle class seems to be left out in this. I dont think the issue is whether or not the middle class on average will be helped. Right. The analysis is showing at every tax bracket there will be people on average who receive breaks. Who receive the most breaks. And how long do they last. How long do they last, geared to, the corporations receive the most, period. Matt lewis, 36 hours to digest, you know, the election outcome. This plays into it. Look, republicans need something because they got shellacked on election day and they want to point to some legislative victory here. Where is the thinking right now inside the party on what end and where to go . Well, look, i think were still wrestling with that. You can make a really legitimate argument that says look, virginia is a state that donald trump managed to become president , but he lost virginia. So this is virginia. Its a democratic state. I think five out of the last six governors of virginia have been democrats. Its no longer even purple. Its blue. So what happened tuesday night you could argue is not catastrophic. However, i think if you look at the magnitude of the losses, the entire republican ticket and down ballot races you really cant get away from the fact that this was a shellacking and look, the president s go through this. Barack obama had some bad midterms and certainly the off year, right, when Bob Mcdonnell wins in virginia and Chris Christie wins in new jersey. He was able to bounce back. You cant look at this and say its anything other than a disaster at least for now. Patti if you havent read matt lewis piece i will give you a break and give you the headline. One of the biggest losers in all of this is steve bannon. Steve bannon went on fox last night and said Mitch Mcconnell should tender his resignation right after tax reform, right after they he hopes gets this thing done. What do you say about that coming from your democratic lens . Yeah. I think steve bannon is a huge loser here. Look, democrats won across the country. Not just in virginia but talk specifically in virginia about the house delegates. The republicans have been in control of the house delegates for 17 years and democrats are very, very close to winning that back. Black people, brown people, transgender people, women, won across the country. And that is a direct rejection of trumpism and of steve bannonism. So i think yeah, the big loser here is steve bannon, donald trump, and this divisive, this strategy of divisiveness that has been coming out of the white house for the last year. Cnn has learned that special counsels investigation that the general is concerned that it could be a problem for his son. Multiple sources tell cnn that Michael Flynn believes that his son, Michael Flynn jr. , could be exposed to some kind of action or pressure in the special counsel investigation of Russian Election meddling, potentially much more. Here to discuss National Security and legal analyst susan hennessey, written fascinating things on this and well get into them. Do you see the special counsel here using mueller using flynn, junior, in the investigation and how effective would it be . Right. Weve seen multiple media reports claiming that muellers investigation has enough evidence to indict both flynn sr. And flynn jr. , so the questions arise why hasnt he done so, attempting to seek flynn jr. s cooperation. In order to understand the impact of flynn jr. Being in legal risk here, you dont have to be a legal analyst, you just have to be a parent. Its sort of human psychology that you wouldnt want your child to be at risk, especially really for actions that they undertook at your direction, sort of related to your work. So really the question here is, as a psychological one to what extent will this change the incentives for flynn sr. About whether or not hes going to want to cooperate with muellers investigation. Much of the criminal exposure for both flynns centers around foreign lobbying and Record Keeping and in some cases money or money laundering, that would be the allegation there. How is that connected to what you so often write as the affair, russian meddling in the election . Right. So like sort of the Paul Manafort indictments, some of the allegations against flynn probably arent sort of related to this core issue of collusion, theyre related to secondary business dealings, some of which actually may prompt uncomfortable questions for the white house, but sort of arent directly russia related. However, unlike manafort, there are some sort of russia specific questions here. So one of the issues is whether or not flynn reported income that he had received for an appearance at this rt gala in moscow in 2015. So he has two lines of trouble there. One is that retired military officers have to seek permission to accept payments from a foreign government. He reportedly did not do that. The second issue is whether or not he disclosed those payments on his security clearance form. Its a felony to lie on a security clearance form. And then whether or not he disclosed the full nature of his payments both from russia and others in interviews with federal investigators. So really, he is some of these charges that seem more technical in nature might be directly related. There are also some sort of questions here, sort of that are central to the question of russia collusion that might not go to a criminal indictment, but only Michael Flynn can answer. You know, weve heard a lot about this phone call between Michael Flynn and Russian Ambassador sergei kislyak, flynn was ousted because he lied to Vice President mike pence about whether or not they had discussed sanctions on that call. He did, in fact, it was later reported discuss sanctions. What we dont know what about sanctions. Did he say President Trump was not present at the time, did Michael Flynn make some kind of representation about the Trump Administrations plans with respect to these sanctions. Did he do so at the direction of President Trump . And then based on the answers, why would they possibly engage in that kind of behavior . So there really are some sort of core questions related to the russia collusion issue simmering under the surface and that may be sort of why his decision to cooperate or not cooperate might be critical to the future of muellers investigation. Yeah. And it was flynn sr. Who said through his lawyer, i have a story to tell. Will he tell it . Well see. Susan, thank you. The white house says the president will not sign any bill that raises taxes on the middle class, but also this morning, the president s chief economic adviser says, quote, the most Excited Group out there are big ceos. So can this bill make everyone happy . Were going to break it down next. Accused of obstructing justice to theat the fbinuclear war, and of violating the constitution by taking money from foreign governments and threatening to shut down news organizations that report the truth. If that isnt a case for impeaching and removing a dangerous president , then what has our government become . Im tom steyer, and like you, im a citizen who knows its up to us to do something. Its why im funding this effort to raise our voices together and demand that elected officials take a stand on impeachment. A Republican Congress once impeached a president for far less. Yet today people in congress and his own administration know that this president is a clear and present danger whos mentally unstable and armed with nuclear weapons. And they do nothing. No spin, no politics for the next however many minutes it takes us to get through this, the white house said unequivocally last night were not going to sign a tax bill where taxes are going to go up on the middle class. Is that what your Analysis Shows from what we have so far . On average taxes dont go up for middleclass people but they do go up for some groups of middleclass taxpayers, particularly families with children and actually in 2027, after a bunch of temporary provisions phase out, there are groups of people who end up paying higher taxes. First of all no relations but i will call you uncle len, your report finds that while taxes go down on average for all brackets by 2027, 25 of taxpayers could see their taxes increase. Do you have a breakdown of who that 25 is . People who are benefiting from state and local income Tax Deductions in high tax states, people who have big houses with property taxes above the 10,000 threshold that would apply under the new law. A bunch of tax credits eliminated like education credits, 2,000 credit to get higher Lifetime Learning Credit to go back to school. Big thing for lower income people is and middle income people they lose personal exemptions and theres a tax credit thats intended to offset that, but it expires after five or six years so by the end of the tenyear period its not there. The other thing is that the personal exemptions that you get to take on your income tax return are adjusted for inflation every year and those adjustments dont apply to the new credit that they replace the exemptions with. Finally, theyre slowing down inflation adjustments. There are good economic reasons for doing it but it means every year people will be in slightly higher average tax brackets. The white house is selling this as you know, len, as a middleclass tax break. If you were selling this bill in the most genuine way possible, would you sell this as a middleclass tax break or a big rate for Corporate America . It is a big break for corporations and businesses. Middle income people dont get much from this. And hang on one second. I have to cut you off. We want to go to the capitol. Congressman steve skas lease, talking about the fives officers who helped save his life and so many others at that shooting at the baseball practice last june. Some kind of tragedy. Weve seen tragedies before. You look at what happened in sutherland springs. Our prayers still go out to those families of 26 dead. You look at the shooting in las vegas where so many lives were lost and so many are still fighting for their lives. That day on june 14th could have turned out the exact same way. We all know what the outcome would have been if not for the heroism and bravery of the men and women on this stage. Crystal and david, theyre like family to jennifer and i. As part of our security detail, they go with us not just here at the capitol, but when we go back home, when were traveling around, and just doing the things youve got to do in this job, theyre there every step of the way. And they always know that theres going to be a time, just like the rest of our security detail, if they have to respond, that day nobody saw it coming, practicing on a baseball field. When the shots went out, it wasnt long before they jumped in and just did some things that nobody can describe when you look at the fire power that was coming at them, heavily outgunned, and yet they went towards the danger. Nicol and alexander and kevin, they came running towards the danger too. And these five brave men and women pro vented what would have been mass execution, a lot of members of congress that are here today wouldnt be here today, i wouldnt be here today, without the heroism and their bravery. I do want to mention, i know tiffany, crystals wife is here, tiffany, thank you. Youre providing great care to crystal and its good to see crystal without her boot on. Shes getting closer. She keeps challenging me. She actually inspired me to get these crutches and then she went down to one crutch and down to no crutches and no boot. I am so glad to see you getting so much better and one day you will be back to work and david, tiger blood. With weve always had this unique bond and he knows what that means and it embodies everything that they represent. You know, to go towards the danger. If he would not have went towards the danger, confronted the shooter, the outcome would have been incredibly different. Wet weather have been a horrible tragedy, worse than anything we can imagine, but it wasnt because of the heroism of your son and i know youre proud of him on a regular basis, but know he is a hero to all of us and thank you for coming here from brazil. I know you have training and everybody trains for a tragedy, but clearly the training that you put your officers through give them the skills that they needed that day to save the lives of so many others and so i truly appreciate all of our Capitol Police, all my security can i ask all of my security detail to stand up.
