They want a legislative victory, and it does seem Senate Republicans are willing to give up some things including looking at a budget here that looks like it will add to the federal deficit, and the tax plan is on the table and thats what Senate Republicans are also hoping to push forward as well, and already President Trump slapping down and taking off the table the notion of a cap on the taxfree income that you can put in your 401 k , for example, and so theres a lot of tension and debate over whether or not they will be able to make the tax cut plan work, and push it through. Theres a lot at stake here. As i heard early this morning, a lot of tension. Senator bob corker being one of those senators in the room who is not afraid of speaking out. The president undermines our secretary of state, and raises tensions in the area by virtue of the tweets he sends out. John, its important to note, of course, corker is untethered by the possibility of reelection for next year, and many others do not have that luxury so they are going to try and watch their words carefree so the president does not try to put up some sort of primary challenge to the republicans who are vulnerable. We had a good victory last week and we are likely to have a very positive step over in the house this week when they pass the budget the Senate Already passed. I view it as a coming together in terms of plans to actually fill in the details and get the tax cut actually passed by both houses and sent to the president s desk. I would i would take issue with senator corker in that respect also. This should be a lot more than a photoop today. Its an awkward coming together with senator corker calling the president untruthful, and President Trump saying corker could not get elected dogcatcher. If the idea is to come together thats a tough place to start. On the substance of this, also, republican congressman, charlie dent could shift on a dime on policy matters, and we have to worry about him shifting positions. I ask you, senator, do you know exactly where the president stands on the details of these tax cuts . Oh, on the details of the tax cuts, i think its important that we not negotiate the details in public through the media. But i think the bones, the outline of the tax cuts are there. We want to cut the corporate rate because we want to be competitive internationally, and europes Corporate Tax rate is 18. 5, and asia, 20 . We need to get competitive in terms of the job creators, and we need to give the american middle class taxpayers more jingle in their pockets and take home pay, and we will Start Talking about tea taildetails, with the president today. Do you know if the president would support keeping a 39 tax rate on people making more than a Million Dollars a day . Do you know if he supports that . I dont know that. I am going to decline to negotiate details of the tax cut through the media. I think that will be done i think we will have a big step towards that today. Understood. I think its going to be largely positive, 99. 9 positive and constructive, and i think its going to get us closer to the point where we all want to have, which is a tax bill on the president s desk by thanksgiving. So we had the chairman of the joint chiefs obviously feeling like he needed to come out and answer questions, and making a point to take all of the questions and repeatedly saying that the public is owed more information. Still, there was so many questions he could not answer, and basic ones, too, were these troops wearing body armour . We are now three weeks from when this happened. Americas top general providing some answers but not many. Detailing a resized timeline of the ambush in niger that killed four american troops. Now, i think, its a lot about tension, tension that just went to 11 very quickly here. Yeah, john, the tension obviously was already there but it was everybodys plan or intention to keep it under wraps. I talked to white house officials last night about how they were looking to todays meeting and looking forward to it and they are going to talk about taxes. Thats how it was supposed to go. It may still, to some degree, but when you have both what senator corker said and what President Trump said this morning, it changes the dynamic and really lays bear the real concern the tax deal could blow up. David, the words from bob corker are remarkable. Untruths from an utterly untruthful president. This is not an election. This is a sitting president of the United States and a sitting republican senator in a back and forth here, and its hard to digest. Its hard to make sense of. Yeah, its worth taking a moment to be stunned because it is a republican senator with a republican president. This is a fight going on within his own party. Its very 19th srepb khacentury tone, but that is the trump era, right . This is the discourse, the political discourse in the President Trump era with a president that very much stands outside of the party system as a populist leader, and we are seeing what that looks like. Substantively what corker is getting at is a lot of republicans dont want the president involved in a legislative process that is a priority for them, and it is for him, too, but the mechanics are something they are worried that he will muck up, and thats the issue here. What happened with health care, republicans worry will happen on tax reform as well. They have got very few avenues left to achieve something that is going to help them as a party in a midterm race next year. Nathan, its your job to chart congressional races around the country right now, and for the members of congress, how important is the tax cut . Politico says if the party does not deliver on a largescale tax cut before the election, they will lose their house majority. That dire . Its big. As david was talking about, if its because they were not able to deliver on health care, this tax taxes was supposed to be the easy one, and this mornings news is an example of how its not going to be easy. I think theres a real sense here in washington among republicans whether its the white house or on capitol hill that republicans have to deliver on a Major Campaign promise, and this is not just a promise that was made in 2016, but promises that have been made over the last eight years about how they were going to undo part of president obamas legacy. This is a real challenge. I think the president believes those types of tweets, thats going to help him, that thats going to coerce senators into acting a certain way, but thats just not how u. S. Senators act. When you push them like that, it causes them to react and go the othe other way. They dont like to be insulted . Im socked. Politicians are going to react differently than others might in a business deal that have some reason to come back. Bob corker is not running for reelection and he will speak his mind and he has enough backup to do that, and john mccain is in a similar position. This has an impact on how the president actually does business with his own party on major legislation, and hes in the middle of a fight that will roll through 2020 about what the Republican Party is, especially with him at the helm. I will play you another bite from bob corker, he basically says leave things to the professionals. Listen to this. You get the sense he wants him to leave it to the professional on tax cuts, too. The public needs to know what is going to be part of these tax cuts, how they are going to be paid for. He said he didnt know whether or not the president supports keeping the same tax rates on people making more than 1 million. Theres a handful of policies or decisions on the road that republican lawmakers are grappling right now with what to do about the state and local deductions. Of course most republicans are in favor of the elimination for that, and theres a couple dozen and a couple dozen matters in a debate like this. And in terms of how to effect tax breaks for the very wealthy, and when you look at all the pieces, theres such a slim margin for error on all of these fronts, and all of these amendments are going to come down to one or two votes. And then how much bang do you get for your buck if you are doing it to stimulate growth quickly, and how slowly you ease into some of the changes matters. The concern that some of these republicans have is that if the president inserts himself publicly into the debate, if he weighs in, as we saw him do on the 401 k issue, and that could scuttle the compromise before the vote. On the 401 k s, some believe it was good he laid down a marker here, and we have seen it on iran and north korea, and now on health care, and all of those concerning the republicans on how the tax rate works out. And what would force republicans to say things out loud, and i think it could be tied to the tax cut here, if they dont have anything they can deliver to the constituents, maybe the dam will break . Yeah, i think the republican officials may not necessarily agree with what hes doing, and many constituents do. Their constituents like how he is shaking things up and sticking it to the establishment, and thats the rub, and thats how they have to deliver on a campaign promise, and if they dont deliver they risk a base, and if you take ten or 20 of the republicans that think theres no difference between democrats and republicans in washington and dont vote in 2018, thats when the democrats start to have a big election cycle. Look, wall street wants tax reform, and they really want the tax cuts and thats one of the reasons why the markets have done so well. The president wants to call them tax cuts and he doesnt like tax reform, the phrase. The president really wants i think he really believes he wants the middle class to benefit here, but what his republican framework is Corporate Tax relief, and they are trying to explain it it will mean a 4,000 raise for American Workers if companies have to pay less taxes, its good for workers in the long run. I dont know. Its amazing. Unfortunately, i think World Leaders are very aware that much of what he says is untrue. Certainly people here are because these things are provebly untrue, i mean, they are factually incorrect and people know the difference. I dont know why he lowers himself to such a low, low standard, and debases our country in a way that he does, but he does. I dont like responding. You can let them go unanswered, and its just not me to we dont do tweets like that. We have responded twice to, again, untruths. But, again, its unfortunate that our nation finds itself in this place. Is the president of the United States a liar . The president has great difficulty with the truth. On many issues. Do you regret supporting him in the election . Lets just put it this way, i would not do that again. You would not support him again . No way. No way. I think that hes proven himself unable to rise to the occasion, and i think many of us, me included, have tried to, you know, intervene, and i have had a private dinner and have been with him on multiple occasions to try and create some kind of aspirational approach, if you will, to the way that he conducts himself. I dont think that thats possible. Hes obviously not going to rise to the occasion as president. Do you think hes a role model to children in the u. S. . No. You dont . No, absolutely not. I think the things that are happening right now that are harmful to our nation, whether its the breaking down of we are going to be doing hearings on some of the things that he purposely is breaking down, relationships we have around the world that have been useful to our nation, and i think at the end of the day when his term is over, i think the debasing of our nation, the constant nontruth telling, and the just the name calling, the things that i think the basement of our nation is what we will be remembered most important, and thats regretful. It affects young people. I mean, we have young people who for the first time are watching a president , stating, you know, absolute nontruths nonstop. Personalizing things in the way that he does. Its its very sad for our nation. Do you trust him with the access to the Nuclear Codes . I dont want to go into were going to be in our hearing process, certainly we will address the fact that he with only one other person on the defense side has tremendous powers, and, you know, i have a again, i dont want to carry this much further. Look, i express concerns a few weeks ago about his leadership, and just his stability and the lack of desire to be competent on issues and understand, and, you know, nothing has changed. Again, i dont want to make this a, you know, a daily issue. Theres work that we need to do, and he currently is the person that from the executive side we have to deal with. The shame of it is, there are some some really good people around him, and if he would stay out of their way and let them perform, people like tillerson and mattis and others, we could really make progress on things that matter greatly to our country. Would you speak out like this if you were not this has been building for months, and you know that. You have been covering this. Look, i came up here as a person who had a mission to be here for two terms, and, you know, it was hard to say you were going to leave, no question. But i followed through on that, and i think that that independence of knowing you are not making this a career, look, it certainly makes a difference. I think the American People know that. Theres bob corker, the chair of the committee, and he says the president has trouble with the truth, and senator corker saying its the debasement of our nation that President Trump will be most remembered for, and most stunningly, he says he would not support the president again, essentially he regrets supporting him in the first place. No love lost at this point between bob corker and the president , and even knowing that, those words this morning were stunning. Joining me now to discuss cnn military analyst, and also a former States Department spokesman. Corker is on the Foreign Relations committee, and he says World Leaders know the president doesnt say truthful stuff. Those are bob corkers words. Your reaction to that . First of all, a somber interview there, and you could almost feel the low energy by senator corker, and i mean low energy in terms hes not happy about where things are going. Hes not wrong about World Leaders. I hear this all the time from former state Department Colleagues and folks from the Diplomatic Community representing other nations around the world. They simply dont know where the United States is going. They see these tweets by the president and then see statements by secretary mattis and tillerson that contradict them. I think they want to believe that mattis and tillerson are trying to advance the u. S. Foreign policy agenda in a responsible way, and foreign leaders know that and are worried about that and you can see the way they are reacting on their own to issues around the world, like the iran deal and pledging to continue it, and the paris accord, and they are going around President Trump to try and keep World Security and global issues on track. I want to bring in cnn politics reporter at large, making a rare appearance here, chris. We know that bob corker and the president , theres no love lost between them right now. But even then, the words we just heard the senator unleash on the president , remarkable . I always i feel like i used the word stun too much and it has run out of meaning in the first nine months of the presidency, and this is the chairman this is not a democratic congressman from california, for example, right . This is somebody who theoretically donald trump would be working with alongside Rex Tillerson and h. R. Mcmaster, to forge Foreign Policy and National Security measures, and instead they are at a rhetorical fight level that you honestly rarely see between democrats and republicans. You have corker in that interview questioning Donald Trumps core competency, and he is unable to be truthful, and he cannot do the job. I am paraphrasing here, but not by much, candidly. Its a remarkable interview, even though as you point out, its not new that bob corker and donald trump are not getting along, but that interview is something you never have seen between a sitting president and a sitting member in Good Standing of the republican establishment, and certainly not one i have ever seen before. By the way, hours before they will be having lunch together, with other republican senators. Bob corker, for everything he has against the president says hes not skipping the lunch, because he says, chris, its my lunch. They do have the lunch weekly for people that dont know, theres a Weekly Republican lunch of the republican senators. They do sometimes bring in guest. The president is rarely one of the guests. But corker is right, they have been doing it even when donald trump is not there. I saw a former member of the Republican Leadership basically take trumps side, saying corker is not helping things, and he said it was just a photoop. I think that tells you even now where the Republican Party is. The reason bob corker is speaking out, its timed very closely to corkers decision not to run again. He was not this critical of donald trump prior to his decision he was not running again. The two biggest critics, john mccain, who was just reelected and probably in his last term and faces a very difficult brain cancer diagnosis by his own admission, and corker, who is retiring, and you dont see senators who have potential opponents, and they are hoisting the blame on corker. He did blame corker. He said the comments from bob corker are unhelpful. I want to bring in the man behind that breathtaking interview. Reporter no question, senator corker has been enormously frustrated with this president for saying what corker says are untruths about him, specifically about constantly saying, john, that he should not he would not have run for reelection, and he didnt run for reelection because the president told him he would not endorse him. Thats something corker said is so untrue. He would not say liar, but he essentially called the president of the United States a liar, he said on four separate occasions he told him he would endorse him, and even urging him to reconsider a run for reelection. Corker has been enormously frustrated at the way the president has consistently gone after him in an untruthful way. On top of that, hes concerned about the president s actions and undercutting the people in Trumps Administration who corker does respect, like secretary of state, Rex Tillerson, and general james mattis, as well as john kelly, saying things that he believes just are not helpful to their overall efforts. Interesting, he said the president he would not say two things, he did not say the president was a role model, he said flatly the president was not a role model to children, and he said he would not trust the president of the United States to the access of the Nuclear Codes. A remarkable statement saying he could not say one way or the other whether or not the president could be trusted with the Nuclear Codes, and the people should get out of his way a number of surprising things. Let me ask admiral kirby. Its stunning. This is the man in charge of the Foreign Relations, and he doesnt trust the commanderinchief with the Nuclear Codes and i dont think he trusts the president of the United States to advances the National Security of the United States here at home or abroad. Thats remarkable. Just very quickly, and bob corker touched on it in the interview repeatedly, and b corker, hes a republican. This lunch just got a whole lot more interesting.
