The latest. Reporter the president and the Senate Majority leader spoke over the phone on this weekend and now having lunch with Vice President mike pence here at the white house. And this lunch comes as tensions between these two men have really hit an alltime high in recent weeks. The president has publicly attacked and blamed Mitch Mcconnell for failure to repeal and replace the obamacare. There was a screaming match of the two going a period of time without speaking to each other and the lunch today doesnt mean that they have entirely patched things up but goes to show theyre so desperate for a legislative accomplishment that both of these men really realize they need each other as tax reform kind of hangs in the balance here. Now, senator Lindsey Graham is a target of the president and played golf with the president this weekend. Heres what he had to say about how important getting tax reform win truly is to republicans. You can get tax reform done . Yeah. If we dont, were dead. If we dont cut taxes and repeal and replace obamacare, then were going to lose across the board in the house in 2018 and all of my colleagues running in primaries in 2018 are possibly beat and end of Mitch Mcconnell as we know it. Reporter all of this comes as a former white house strategist steve bannon declaring war on the Establishment Republicans and declaring to primary them next spring. Senator graham said they will lose across the board without getting something passed. The president will have a Cabinet Meeting here at the white house with some officials and you will remember that first Cabinet Meeting the president had really raised some eyebrows around the table lavished praise on the president but its not likely that the one today will look like as the president feuded with several members of his own cabinet. The most recent being secretary of state Rex Tillerson who during an interview with jake tapper yesterday on cnn refused to say whether or not he called the president a moron, john. Yes. I dont think that will come up in the Cabinet Meeting, at least not publicly. Well wait and see. Thank you so much. Joining us now, cnn xlit call commentator and betsy woodruff, reporter for the daily beast. This is a big meeting between the majority leader and the president. They have had words. They have had harsh words at times. But they need to figure this out. They need to get through this. They both could be in big trouble. Right, exactly. Mcconnell is perhaps the most influential person coming to the ability of President Trump to keep some of his Central Campaign promises. He cant build the wall unless congress provides the money that theoretically mexico will cover for. Cant repeal and replace the Affordable Care act without mcconnells help and all roads through mcconnell. Coupled that with the fact that the two men have what appears to be an increasingly fraught relationship, theres pressure going into the lunch. I think its complicated by the fact that trump seems to have a much more easy, open and friendly relationship with mcconnells kentucky colleague senator rand paul. Trump and rand paul went golfing over the weekend, appearing to have a friendly, ammicible, open, candid relationship but rand paul is uncooperative for trumps agenda and another layer of the weirdness to the way that they interact with each other. Rand paul noting that the president always wins at golf. Maybe because hes a good golfer. Maybe because hes president. Brian, weve spoken in the past. You thought at times that the tension between the senator and the Senate Majority leader and the president might be overblown or the fury over it. What should he make of steve bannon all but declaring war on the republican establishment which Mitch Mcconnell represents . I think steve bannon has spent all his time since he left the white house focusing on steve bannon and promoting his own interests whereas Mitch Mcconnell is promoting the president s agenda. I think bannon is taking the president for a ride here. If schumer and pelosi arent paying to support breitbart, they should be. You think bannon is taking the president for a ride and listening to him hell be in trouble . The site is devoted to attacking the president s advisers, his family and to taking out senators that vote with trump nearly 100 of the time. So, the net effect of what he is trying to accomplish is to undermine the president s agenda. So, alice stewart, again, we have been asking this question for sometime. Is it Steve Bannons party or Mitch Mcconnells party . It is the Republican Party and right now donald trump is the president. Mitch mcconnell has a significant role in that. I think betsy is right. The success of the Trump Presidency lies in large part in the hands of Mitch Mcconnell and if they cannot gate legislative accomplishment that a large part of it rests on mcconnell but trump is the president. Look. Steve bannon, since hes been outside of the white house, hes worked hard to continue and further the president s agenda. Hes been doing that since he worked on the campaign and in the white house, and i do agree that mcconnell, that is a priority for him. To promote the president s agenda. But he hasnt had any successes. The president is frustrating with that. Republicans are frustrated with that. Steve bannon is frustrated with that. To be frank, if mcconnell cannot achieve a success, whether were talking about tax reform or repealing and replacing obamacare, whether were talking about many of the promises that these republicans made while they ran for office, then hes in real trouble. The president s frustrated and wants to get something done. I would imagine thats the topic du jour today is encouraging mcconnell to have some successes and an important optic to note when the president signed the executive order with regard to obamacare the other day, Mitch Mcconnell was not there. Paul ryan was not there. They should have been front and center but they were not there and needs to be some progress. I want the move on to a different subject but, brian, i want to give you a chance to respond. There was a suggestion that this is on Mitch Mcconnell to produce for the president. I think it was appropriate for the person leading on it to be present at the signing so i think thats a nonissue. Im sorry. Someone just spoke in my ear. I want to interrupt for a second. I believe why . We have Bowe Bergdahl news . Sergeant Bowe Bergdahl pleaded guilty to two charges, desertion and misbehavior before the enemy. The plea entered by the attorney. Sergeant bergdahl was charged after he disappeared from the base in afghanistan in june 2009. Held in captivity by the taliban for five years and released in a prisoner swap for five detainees at guantanamo bay. He said i left my observation post on my own and i understand leaving was against the law. So we do want to mark that development there. Sergeant bergdahl pleading guilty to two charges and stay tuned to find out the sentencing if he receives any pun ibment beyond the years served or sat in captivity by the taliban. Want to go back to the panel right now. Discuss the day that the president is having and in addition to the Mitch Mcconnell news, he is meeting with the cabinet, the secretary of state Rex Tillerson who had a conversation yesterday with jake tapper. Jake pressed the sec of state on whether or not he called the path moron. Listen. Im not going to deal with that kind of petty stuff. This is a town that seems to relish gossip, rumor, innuendo and feed on it. You have a cattle ranch. You dont want to say anything about the senator calling suggesting you will be gelded before the world . Not anything that bothers you . I checked. Im fully intact. So, betsy, kudos to the secretary for comic timing. That was fantastic, the response to jake right there. But on the question of did he or did he not call the president a moron, a question that he continues to dodge, is there any right answer there . Is there an answer that will satisfy the president . The answer the president clearly wants to hear is hear tillerson say he never called him a moron and just telling that the secretary of state resolutely now on more than one occasion has refused himself in his own voice to disavow that report. We know President Trump hates getting criticisms based on his intellect or moral character or anything personal. This report that tillerson actually used that word to refer to the president is also something that clearly troubles him. Tillerson could make his own life easier if he said, i never said that and its fake news but tillerson isnt saying that and that result to that, of course, is that its only going to encourage more friction between the secretary of state and the president. I will say, alice go ahead. No. I just think, first of all, you know, theres probably no question whether or not he said that. But to be quite honest, anyone would have to be a moron to acknowledge they called the president a moron and i think tillerson is doing the right thing saying, lets talk about more important issues that really affect people across this country. People do not care what he said behind closed doors about the president. I think he was also right speaking to jake yesterday when he said, look, we have an unconventional president. We knew that when he was elected. He uses unconventional tactics to get what he wants to get done here in washington and tillerson understands that. And the two of them both agree that the number one priority with regard to our National Security deals with north korea, certainly with the iran deal and working on the key issues that are really important and not a he said she said behind closed doors. Brian, lastly on tax reform or tax cuts. Scale of 1 to 10, 10 being happening, 0 being not happening at all, how likely do you think some kind of tax cut or reform is likely before christmas . What form would that take . Many whispers here. Some expectation if democrats controlled the house that they might push towards impeachment hearings. Now, the white house pushing back on all of this saying that they say President Trump is well aware of what democrats could do if they win back control of the house and that theyre not going to have a defeatist approach to this, but, john, underscores how important this moment on capitol hill is right now with republicans still having control of the house and senate. Theyre pushing full team ahead on tax reform. They want and need a legislative win and something the white house is well aware of and underscores the importance of every minute is up here pushing to have something to run on next year. John . Steve bannon declared a season of war against the republican establishment. Does this feel like a season of war to you . Not really. Actually, i have to be honest with you. Yesterday was a spectacular day in new york state. I took a motorcycle ride and saw a number of Still Standing homemade President Trump signs, support our president. Trump for president and things havent really changed in the rural countryside of upstate new york where people still may not love the president s personality but they support the agenda. We have lost a lot of jobs. This is the rust belt of new york and we are looking for many of the things on the agenda that he wants passed so i understand the angst coming from the side of steve bannon, but im an unconventional republican. Im still yet to be endorsed by my local party. Now im in congress. And so, im not really the establishment republican either but im also a common sense and i think i have a lot of support on both sides. But its going to be interesting. I wish steve bannon would focus on the seats we could switch back over to republican but i do think that everyones going to be running pretty much on their own next year. I dont know if the president is pro or con in many ways n. My district he won by 16 points and still fairly popular here but i dont think its popular and like his personality as much as they want the agenda to change and focus on as were talking about middle income tax cuts, reestablishing businesses in our community, the trade issue is really big in this community. We have a lot of Old Companies that have been left or gone out of business and we would like to see the restoration of our economy. What do you think those are the big issues here. Along with what you said is fascinating and will be on your own next year but why do you think establishment has become a fourletter word . I mention that because theres someone challenging the primary. I dont know if hes a serious candidate or not but calls you an establishment status quo politician. Yeah. He just needs to do his homework. He is not really sounds like a young guy. I love to have competition and look forward to having him and hope he gets in the primary. Im not sure he can do it but look. The people need a choice and thats what ive always stood for, a choice or a general. Ive never run without a primary and never endorsed by the republicans in a primary so here i am as a member of congress, believe it or not, in that situation. I think establishment looks bad seeing nothings change and i think especially in my region of new york we just keep doing the same thing over and over and expecting things to change and it doesnt an and people are tired of the same old story and looking for something new. Lets ask you about new york specifically because in the president s tax cut proposal right now, endorsed by congressional leadership it would do away with Tax Deductions for state taxes, local taxes and property taxes and you know these are huge deductions from the residents of your district in new york state here. Could you vote for a plan that includes the elimination of these deductions . No, the problem with the socalled state and local tax duh duction is that it typically was seen as something to help large earners or high income earners but in new york because the property taxes are so high and the most onerous tax we have, it becomes really important. Were doubling the standard deduction to bring the adjusted gross incomes higher and help more of the middle income taxpayers and because the taxes are so high upstate, especially my region, some of the highest taxes in the nation, its a problem for me. We need to see some kind of adjustment out of the waying and means committee. We have numerous meetings with the chair about fixing that and a number of us on the new york side as a delegation not going to support that tax plan unless we see some kind of adjustment in the salt. We would like to retain it. Thats the perfect world. But something to protect those middle income payers paying so much in property tax and new york, by the way, another thing thats interesting, new york actually pays out more in federal taxes than receives in federal benefits so the argument that, well, youre subsidizing higher tax states doesnt fall for new york. You need a change. Yes. We need a change. All right. Let me ask you about health care quickly because on the senate side, alexander, murray back to the table to restore the subsidies to Insurance Companies to lower income americans pay for insurance. Would you support a plan or what could you support to get the subsidies back for the lower income americans . Wlald you need to vote yes on that . Right. Youre sort of saying lower income americans but they go to Insurance Companies. I know. But theyre not separated. Very for that purpose. Truth right. Earlier this year i wrote a letter indicating my support for the subsidies. Until we have reform, until we repeal and replace obamacare, we have a number of people who are going to be left through the crack who is need the subsidy to maintain insurance. So for me, id like to see what they work out and see if we can come up with a solution thats temporary because in the end we need to replace and repeal obamacare to fix the market here. The death toll in puerto rico stands at 48 after hurricane maria. Officials warn that 100 more are still missing so the death toll could still rise. Recovery on the island is heartbreakingly slow. Just 15 of power has been restored. The governor says he is hopeful its 95 by middecember. A third of the island has no access to clean water. The desperation has now led some storm victims to drink potentially toxic water of Hazardous Waste sites. Cnns ed lavandera has been covering the story and joins us from san juan. What is going on here . Reporter this is a story that has emerged here in the last few days as a report started to emerge in the town of dorado here in san juan, theres whats known as a Super Fund Site and for people not familiar with that, Super Fund Sites is this designation by the Environmental Protection agency and its basically a designation for most toxic land in the country. Theres a list of sites from around the country. One of these in particular here in the town of dorado has a number of water wells that we have learned that a number of people have been tapping into as a source of water. Some of the people have told us using it as Drinking Water over the last few weeks. Over the weekend, a team from the epa was at one of the sites doing testing on these sites and this water wells are possibly contaminated with high levels of industrial toxins that could cause Serious Health implications if epa epa Officials Say if exposed long term and doing the testing to determine whether or not what is going on with this water. After we were with that team, john, doing that, after those epa teams left, they locked up one of the Water Well Sites and we witnessed people coming back peeling an away the fences there. Getting back into the water well areas. This is a conversation we had with one local resident who was desperate to get his hands on the water there. Ed lavandera there in san juan. Might as well drink this one. John, epa officials are warning people to stay away from a number of these water wells in that area. One of the wells has been approved by the government for use. In fact, we have seen long lines of people trying to get the water but one of the problems is that many people who live in this area dont realize that the area that theyre living on and standing on is designated as a contaminated Super Fund Site and information flow is a problem, as well, for many residents. The Fire Fighting crews getting an upper hand on some of the huge wildfires burning there for more than a week. Residents are slowly being allowed to return home and Health Officials have declared a Public Health emergency for the state as those fires have destroyed more than 200,000 acres. I want to step out of the way an show you what the valleys dealing with. Look at the large plume of smoke. All that smoke is pouring down from the fire over the entire valley. We have been covering in ash for the week we have been here and learned that one of the fires they had 60 containment with dropped to 50 con tan tanment. This is a constant battle. More than 8,000 of them out there working at this point. Well show you video to show you what some people were trying to avoid. A fastmoving fire a. Nightmare. Maybe even a living nightmare. You see the two roommates trying to get away. One point, the 60 to 70 mile per hour winds blowing fire around people trying to escape. These two men had to run outside with no warning, jump into a car and escape it. They did manage to escape and listening to the pain in peoples voices theyre still dealing with the after effects of this. This is not over just yet. You know how many of you came to my house and shared just shared our beautiful view and our beautiful sky . But this is it. Were trying to find which house was ours. Reporter so much pain. To 0 people missing. This is not her house. But look, talking about views, look how beautiful this view would have been from this home. Look over a wonderful ridge and the idea of the house is gone and repeats itself over 45 times in this one neighborhood. And a lot of folks still dont know if their house is missing. They wont find out for quite sometime. Even as the evacuation orders are lifted, it is hard to get yourself through the zones because there are roadblocks throughout the way, john. Either you didnt say it in which case there are Administration Officials telling the press and the president that you did and thats a serious problem. Or, you did say it and, look, you are a serious guy. For you to Say Something like that suggests a real frustration with the commander in chief. So, when you dont answer the question, it makes people think that you probably did say it. But either way, whatever happened, it is serious. So can you please clear it up . As i said, jake, im not playing. These are the games of washington. These are the destructive games of this town. Theyre not helpful to anyone. And so, my position on it is im not playing. Im not playing. Well, that clears things up. Actually, actually it sort of does which well get to in a moment. The secretary of state will be meeting with the president at the white house very shortly during a Cabinet Meeting. Im joined by cnn special correspondent jamie gangel with new information on this. Lets start with morongate as we call it as of right now. Why doesnt Rex Tillerson was answer the question . Lets just say for the record his state Department Spokesman has said that he did not say that. However, having watched just that, washington is a town where if you can deny something you will deny it. That is common sense. I think the reality is most likely that he said it. He said it in front of a number of people. And hes concerned that if he comes out and says, i dont say it, that hes going to get caught. Could be provably false if he were to deny it. How does this get to the larger relationship that the president now has with the secretary of state . Whats the status of that relationship . Because its been obvious for sometime that the secretarys been on thin ice. Right. I think theres no question hes been on thin ice and that Administration Official told me the ice is getting thinner. The only question is when does it break . Look, we have been hearing for sometime that these two guys, they dont like each other. They grate on each others personality. That the president doesnt like secretary of state tillersons style and if secretary of state tillerson said what he said or wont, you know that that clearly says everything you need to know about them. On thinner ice which is even i suppose more development than thin ice but why . Why is it thinner right now . I think one of the things is that after i think that secretary of state tillerson was probably only going to be around until january or february. Then the moron quote came out. There was a question about would he be gone immediately. We were told that general kelly did not want after secretary price was gone for there to be more chaos in the administration so everyone would hold hold on. All right. The other thing thats happened over the last 48 hours, you started to see actual replacements thrown out into the ether. You hear nikki haley first off. One of the things you know about washington is when names start to be floated for replacement, that also tells you something. The short list, two names. U. N. Ambassador nikki haley but theres some people who feel maybe they dont want her in washington. That the plum position of state a little too soon. A little too visible. The second name im hearing more and more is the present cia director, mike pompeo. The president really likes him and that he is such a likely short list choice that, also being floated is his replacement. Arkansas republican senator tom cotton is now being talked about as a possible replacement for mike pompeo if he moves over to state. Again, i think the most important thing to note there, jamie, once the names start getting floated sort of as freely as they are right now that tells you something. Absolutely. Jamie gangel, on thinner ice, thank you so much for being here. Honoring service and sacrifice. One of the four special Operation Service officers laid to rest. Dustin wright was remembered in his hometown of lyons, georgia. His body surrounded by friends and family in a funeral over the weekend. The sergeant was one of four soldiers killed in the attack but theres still remains questions of just what happened. Cnns Barbara Starr joins me live now from the pentagon here. Barbara, whats the deal here . Reporter well, john, the people of his hometown very publicly, very openly turning out to pay their respects to this army sergeant, one of four killed in nyjer in an incident under full investigation of the military and trying to determine how it was that this advise and assist team led by green berets went to the place in niger in west africa and did not know that they were walking in to an ambush of some 50 isis fighters. The town turning out to pay their respects to this sergeant and i just want to take a moment and tell everybody what an extraordinary military family Sergeant Wright came from. Apparently 200 years of military service in this family. They believe their family records show he was the first to be killed in combat. Listen to his brother. Through our records we had not lost a Single Member until dustin. Thats 205 years, thats a good run. So, its been its been great to hear that history and share that history and, you know, if once every 205 years this is a price we pay then thats what it takes. Reporter so many people publicly paying their respects to all four of the soldiers who were killed and lets take another minute to talk about Sergeant David johnson, 25 years old. Miami gardens, florida. His body was not recovered for 48 hours. You see him there on the right. His body had been left behind. They went back to get him. There was a lot of worry for 48 hours. He might be out there alive somewhere. What we have learned about this young 25yearold soldier, before he joined the army, he worked at the produce counter at walmart. Rode his bike back and forth to work and around his neighborhood because of that bike he was known as the wheelie king. John . Gave his life for this country.
