President trump is on his way here from the white house to the values voters summit where conservative activists from across the country gathered in washington to hear their president. He is the first sitting president to address this group, a conservative Group Sponsored by Family Research council. I am told the president will Talk Health Care and how he is taking steps to roll back the obama era programs. First and foremost today, the iran Nuclear Program. The president will tlideliver a major address this afternoon. Important to point out he is stopping far short of pulling out of the deal. He repeatedly called it the worst deal ever, but twice since certified the deal since taking office. But his administration has been embroiled in a deep conversation about what to do going forward. Theyre striking somewhat of a middle ground. He will announce decertification, thats saying he believes iran is not in compliance of the program. Will ask congress to review this and allow 60 days for congress to give a review and potentially impose new sanctions. The president will also call out iran im told very forcefully about their financing of terrorist negotiation in the region and their development of Ballistic Missiles. Again, on iran, the president stopping short of what he said he would do by pulling out of the deal, but thats comfort to many of his supporters like secretary tillerson, secretary mattis, because they were urging him to stay in this deal to give some type of structure around the Iran Nuclear Agreement. Fred pleitgen is in tehran. And Christiane Amanpour joins us again. For all of the talk about tearing up the iran deal, the headline is that the United States is staying in the Iran Nuclear Deal. The sanctions will remain. What is the impact of the president s move today . Well, will they remain, well have to see, it is up to congress, right . The president cant dictate to congress what they decide to do. Maybe congress will decide theyve got one too many major global issues. Maybe senator corker in terms of the chairman of the Senate Foreign relations committee, all the senators that believe this does at least bracket one of the most Serious Problems leading up to the deal, that was potential iran nuclear military program. It doesnt have that program now or ever, never had a military program, and iran is complying with all the components of the deal. That is why sitting over here, whether it is the british prime minister, the french president , the head of eu Foreign Policy, russian president , chinese president , everybody signature to the deal, including former israeli prime minister, dont believe ditching the deal is in anybodys interest. So weve got to see what happens next. Fred pleitgen, to you. Youre in tehran. Whats the reaction when you saw what came out of the white house earlier this morning . Reporter hi, poppy. Theres a variety of reactions. Theres certainly disappointment and some anger. On the whole, if you talk to government officials, they say despite all of this, were not going to budge on our own positions. One of the things iranian officials have been saying, they believe if theres decertification the u. S. Would be isolating itself. They say you have to keep in mind this Iran Nuclear Deal is not between america and iran, it is between america, iran and a lot of other countries, and head of parliament came forward and said i do not think the world has taken allegations made by trump seriously, then he goes on as far as i know, the stances adopted by european countries, russia and china, is like the stances adopted by tehran, and such hasty measures will create problems for other countries. The iranians believe most other countries are on their side in all this. You heard from the russians saying they believe iran is abiding by the nuclear agreement. And very interesting when you speak to regular folks, crews spoke to hard liners in tehran and moderates, and especially among moderates who were so in favor of the agreement, thought it would bring economic benefits and looked forward to better relations with the u. S. , many are disappointed and saying maybe this Iran Nuclear Agreement wasnt all it was cut out to be. Hard liners are saying we told you so, the u. S. Cant be trusted. The president likes to frame himself as a great deal maker, keeps saying he wants a better deal with the world on the iran Nuclear Program. Does anyone else in the world feel pressured by the move the president is making . Is he putting them in position where theyre more likely to do what he wants . This is an interesting question. Obviously when the United States does something, it tends to have exponentially strong resonance around the world. The u. S. Is the super power. In this case it is not just the United States as fred explained, it is china, rushsia, and it isa u. N. Security council resolution. Whats the objective . Whats the end goal . Is the end goal to continue having Irans Nuclear program severely hampered, bracketed with no path to nuclear military or what . If the goal is to address all of the outstanding issues that the world has with iran, which is its activities in syria, its support of hezbollah, its support of regional militants in terrorism, its influence in the region, its Missile Program and this and that, if thats and human rights violations, if thats the idea, it will not be part of this, it was never part of this nuclear deal. So the idea that you can, i dont know, tinker, ditch the deal, bring the nuclear thing back into play and make that another big part of uncertainty in todays dangerous world, you know, if it had been possible to have that all encompassing deal, thats what those powers in the world would have done. It was impossible. So this is an instance of not allowing perfect to be the enemy of the good in Nuclear Security matters at a time when you have a north korean actual Nuclear Weapons intercontinental Ballistic Missile. Stay with us as we bring in the political panel. Were waiting for the president. See if he addresses this live as well with cnn political analysts. David, lelts get to the politis of this. Whatever he says, this is not a scrapping of or throwing out of the deal, this is a punt to congress. Why does this help the president . Does it help the president . No doubt youre right, it is a total punt. He will try to frame it as coming through on a promise. It is not fully coming through on a promise which was tear this up, get out of this. He will make the case that this is not the right way to move forward, and he will try to talk to the base on that and say i am dismantling something from Obama Administration as i said i would do, this is the process by which we dismantle it. The more important political questions that need to be answered is how the president deals with the fact that he is in a different place than some of his advisers. We heard mattis last week on the hill sort of testify the opposite of the argument that donald trump is going to make today. We see his advisers found him sort of a middle road and off ramp for now, but i think theyre lacking the answer to the question of what has changed since july 17th when donald trump did recertify the deal last time . What has demonstrably changed for him to now take this action at this point today. He got sick of not being able to claim he was fulfilling a campaign promise, thats basically it. It will be interesting to see what he does with congress now, because all the reporting is he is not actively pushing to reimpose sanctions. I think if youre in congress now, this puts you in a bit of a bind. If youre a republican, you going to say lets sanction iran now so they start the Nuclear Program, restart it in three weeks . Youre exactly right. Now that the action is moving to congress, theres a potential way this works in the president s favor. That is in this area about the desire to get better handle on the Ballistic Missile activity and terrorists in the region and that sort of thing. If the president convinced congress to move ahead on parallel restrictions that dont touch directly but say iran has to get, improve on various areas. If congress were to agree to that, and if the europeans were to agree with the u. S. , and if they could maybe bring in china and if the iranians were open to it, wow. President trump could do something here. But theres the other alternative which is that the president asked congress to not impose sanctions now but get tougher on iran. Congress does nothing. Then what happens . Three months from now youre back where you are now. Thats the scenario that mattis and mcmaster are preparing for. Reading all of the talking points, few pages long from the white house this morning, one is that it will deny the Iranian Regime all paths to a Nuclear Weapon. This does not guarantee that. This punlts it back to congress. If they sanction, you do not though deny that, youre essentially doing is opening the door. Theyre partnering with bob corker and tom cotton. Theyre unveiling legislation that would effectively eliminate sunset provision on the Nuclear Issue that a lot of conservatives have been upset about. What the republicans in 2016 were upset about was they didnt think obama got enough out of iran. Part of the issue was the sunset deal. The iranians continue to be bad actors, continue to be engaged in terrorist activity, continue to develop missiles to threaten israel. We dont want to give them the chance to go back and have a Nuclear Weapon in 2025 when this sun sets. If the deal can be strength end, and congress can get their arms around what theyre doing, it will be a win for trump. Thats what he is trying to accomplish. President obama said when he signed this deal, he was hoping iran would behave differently in the region, be less aggressive, less hostile. Critics say that just hasnt happened. Does that strengthen President Trumps hand here . If the critics are right, thats why theyre saying it, iranian does sponsor terrorism. The nuclear deal is simply about the Nuclear Program. If you want to stop iranian sponsoring terrorism, a lot of democrats would join on naming the irgc as a terrorist organization. Other sanctions targeted at sponsoring of terrorism. The Iranian Nuclear deal is a silo, it slows and triples the iranian Nuclear Program for now. It is sunsetted, but for now. For now the bigger problem is not that deal which twice the president certified that the iranians are complying, but it is to move to a different front. I think it is a terrible mistake to blow up the nuclear deal because of these terrorism issues. If you want to attack iranian sponsorship of terrorism, go at that. Democrats would help you with that. He ended officially Big Government subsidy to Insurance Companies, that money goes to help poor people afford health care coverage. Christine romans, chief Business Correspondent is here. Ending key subsidies will mean it speeds up obamacare implosion, cost Millions Health coverage. 6 million low income americans, individuals that earn less than 30 grand a year, families earning less than 61 grand. These subsidies to pay for lower deductibles, doesnt effect premiums, makes a difference for low income enrollees. Those just above the poverty line, subsidy lowers their average deductible to 255 bucks a year. Americans could see huge increases next year. The president threatened to stop payments for months. Cost men to hike rates. 43 by more than 20 . Some Major Players dropped out. Insurers didnt price in loss of subsidies could sue or raise rates. All of this a new problem for obamacare, less than three weeks before open enrollment. What happens now, there is no way, i Guess Congress to approve money for this. But thats not likely. The argument from the white house now is they say payments are illegal, that congress should be federal judge ruled they are. Right. Then it was held in abeyance after that. So there could be that angle of this. Essentially this is the president of the United States making good on a promise that republicans in congress couldnt do, he cant repeal or replace obamacare, that didnt happen. Scott jennings, republican strategist, talking obamacare, the president deciding to end subsidies to Insurance Companies helped lower income americans pay for insurance, more than 6 millions pay for their insurance. He wants to end obamacare but is it worth doing it on the backs of lower income americans . I feel like we just breezed past the most important issue. These payments are illegal. A federal court ruled these payments are illegal and the president is relying on guidance from his own department of justice. So we can talk about the effect of payments, we have to up front acknowledge this is an illegal propping up of obamacare to begin with. And the president has to respond to that issue. We have really, it is not even a question of a choice. We dont even want a choice, were going to be there as americans and we love those people and what theyve gone through and theyre all healing, and their states and territories are healing and healing rapidly. Some of those promises are to support and defend the constitution. I appointed and confirmed a Supreme Court justice in the mold of the late great justice scalia, the newest member of the Supreme Court, justice neil gorsuch. To protect the unborn, i have reinstated a policy first put in place by president ronald reagan, the mexico city policy, to protect religious liberty, including protecting groups like this one, i signed a new executive action in a beautiful ceremony at the white house on our national day of prayer, which day we made official. Among many historic steps, the executive order followed through on one of my most Important Campaign promises to so many of you, to prevent the horrendous Johnson Amendment from interfering with your First Amendment rights. Thank you. We will not allow government workers to censor sermons or target our pastors, our ministers, our rabbis. These are the people we want to hear from. And theyre not going to be silenced any longer. Just last week based on this executive action, the department of justice issued a new guidance to all federal agencies to ensure no religious group is ever targeted under my administration. Wont happen. We have also taken action to protect the conscience rights of groups like the Little Sisters of the poor. You know what they went through. What they went through. They were going through hell. And then all of a sudden they won, they said how did that happen. We want to really point out that the Little Sisters of the poor and other people of faith live by a beautiful calling and we will not let bureaucrats take away that calling or take away their rights. We are stopping cold the attacks on Judeo Christian values. Thank you. And something i said so much during the last two years and ill say it again as we approach the end of the year, were getting near that beautiful Christmas Season that people dont talk about any more, they dont use the word christmas because it is not politically correct. You go to department stores, they say happy new year, theyll say other things, and it will be red, but they dont say guess what, were saying Merry Christmas again. [ cheers and applause ] and as a Christmas Gift to all of our hard working families, we Hope Congress will pass massive tax cuts for the American People. That includes increasing the Child Tax Credit and expanding it to eliminate the marriage penalty because we know that the American Family is the true bedrock of american life. So true. This is such an exciting event because we are really working very hard, and hopefully congress will come through. You saw what we did yesterday with respect to health care, it is step by step by step. And that was a big step yesterday, another big step was taken the day before yesterday, and one by one it is going to come down and were going to have Great Health Care in our country. Were going to have Great Health Care in our country. Were taking a little different route than we had hoped because getting congress, theyve forgotten what their pledges were, so were going a little different route, but you know what, in the end it will be just as effective and maybe it will even be better. For too long, politicians tried to centralize authority among the hands of a small few in our nations capital. Bureaucrats think they can overrun your lives, overrule your valleys, meddle in your faith, tell you how to live, what to say, how to pray, but we know that parents, not bureaucrats, know best how to raise their children and create a thriving society. We know that faith and prayer, not federal regulation, and by the way, we are cutting regulations at a clip that nobody has ever seen before. Nobody. In nine months we have cut more regulation than any president has cut during their term in office, so we are doing well. And that is one of the major reasons in addition to the enthusiasm for manufacturing and business and jobs and the jobs are coming back. Thats one of the major reasons, regulation, what weve done that the stock market just hit an all time historic high. Just on the Public Markets since election day, 5. 2 trillion in value. Think of that. 5. 2 trillion. And as youve seen the level of enthusiasm is the highest it has ever been and we have a 17 year low in unemployment. So were doing really some work. We know that its the family and the church, not government officials, that know best how to create strong and loving communities. And above all else, we know this, in america we dont worship government, we worship god. Inspired by that conviction, we are returning moral clarity to our view of the world, and the many grave challenges we face. This afternoon, in a little while, i will be giving a speak on iran, a terrorist nation like few others. I think youre going to find it very interesting. Yesterday things happened with pakistan and i have openly said pakistan took tremendous advantage of our country for many years, but were starting to have a real relationship with pakistan and theyre starting to respect us as a nation again and so are other nations. Theyre starting to respect the United States of america again. And i appreciate that. And i want to thank the leaders of pakistan for what theyve been doing. In this administration we will call evil by its name. We stand with our friends and allies, we forge new partnerships in pursuit of peace, and we take Decisive Action against us who would threaten our people with harm. We will be decisive. Because we know that the first duty of government is to serve its citizens. We are defending our borders, protecting our workers, and enforcing our laws. You see it every single day like you havent seen it in many, many years, if youve seen it at all. In protecting americas interests abroad, we will always support our cherished friend and partner, the state of israel. We will confront the dangers including the threat of radical islamic terrorism. We have made great striedes against isis. I dont know if youve seen whats going on, but tremendous strides against isis. They never got hit like this before. Stand up. He is a rough guy. I can see it. But theyve been just ruthless and theyve ruthlessly slaughtered innocent krigchrist with vicious killings of muslims and other religious minorities, and we made their lives very, very difficult. Weve done more against isis in nine months than the Previous Administration has done during its whole administration by far, by far. And isis is now being dealt one defeat after another. Were confronting rogue regimes from iran to north korea and we are challenging the communist dictatorship of cuba and socialist oppression of venezuela and we will not lift the sanctions on these repressive regimes until they restore political and religious freedom for their people. All of these bad actors share a common enemy. The one force they cannot stop, the force deep within our souls, and that is the power of hope. Thats why in addition to our great military might, our enemies truly fear the United States because our people never lose faith, never give in, and always hope for a better tomorrow. Last week melania and i were reminded of this in a powerful way when we traveled to las vegas. We visited a hospital where some of the survivors were recovering from absolutely horrific wounds. We met a young man named brady cook. Hes 22. And a brand new police officer. That night was bradys second day in field training. His second day as a policeman, can you believe that . But when the shooting began he did not hesitate. He acted with incredible courage, rushing into the hail of bullets and he was badly shot in his shoulder. This is what brady said. I didnt expect it but its what i signed up for. When stuff goes down, i want to be there to face evil and to protect the good innocent people that need it. And hes a young guy, great guy. And second day. Said brady, dont worry about it, its going to be easier from here. Bradys a hero and he cant wait to get back on the job. Several weeks before when Hurricane Harvey hit houston, a local Furniture Store owner whos known in texas as mattress mack decided he had to help. When the rain began to flood the streets of the city, he sent out his furniture trucks to rescue the stranded. He brought them back to his stores and gave them food and a clean, dry place to stay, even if it meant ruining countless dollars worth of furniture, as mattress mack put it, my faith defines me, its who i am. We can afford the cost, we cant afford and he said this strongly, what we cant afford is to cause people to lose hope. In brady and mack, we see the strength of the american spirit. This spirit of courage and compassion is all around us every day. It is the heartbeat of our great nation. And despite certain coverage, that beat is stronger than its ever been before. You see right through it. That beat is stronger than its ever been. We see this spirit in the men and women who selflessly enlist in our armed forces and really who go out and risk their lives for god and for country and we see it in the mothers and fathers who get up at the crack of dawn. They work two jobs and sometimes three jobs. They sacrifice every day for the furniture and future of their children. They have to go out, they work. The future of their children is everything to them. They put it before everything. And they make sure that the future of their children has god involved in it. So important to them. We see it in the Church Communities that come together to care for one another, to pray for each other, and to stand strong with each other in times of need. The people who grace our lives and fill our homes and build our communities are the true strength of our nation and the greatest hope for a better tomorrow. As long as we have pride in our country, confidence in our future, and faith in our god, then america will prevail. We will defeat every evil, overcome every threat, and meet every single challenge. We will defend our faith and protect our traditions. We will find the best in each other and in ourselves. We will pass on the blessings of liberty and the glorys of god to our children. Our values will endure, our nation will thrive, our citizens will flourish, and our freedom will triumph. Thank you to the value voter summit. Such an Incredible Group of people you are. In the Health Care Part i could not miss that needling of congress, that they could not get this done, they seem to have forgotten their pledges, and he said he is going to do every bit of repeal and replace without them, perhaps more effectively. The problem with that, this is where i think donald trump will face some political heat as he goes through this in an executive way is the replace part. It is one thing to start chipping away at certain things by executive order, but you do need congress to replace parts of what youre dismantling in terms of obamacare. If you are keeping score at home, the president is saving christmas but killing obamacare. I think honestly, that was one of the thrusts of the speech. Margaret, when we talk about obamacare, in framing it with every other subject he brought up here, you get the sense that he is speaking directly to his base, trying to deliver to them. He certainly is focusing on his base. When you look at the context of who is in that room today, who is at that gathering throughout the day, it is not only the audience but some of the other speakers that are important to know. Part of President Trumps appearance is to show that base that he is not part of the establishment problem, he is still kind of that outsider, not predictable, he is his own person. Thats part of a lot of the messaging youre seeing today with his appearance. Scott, what do you think. His words when he talked about health care and what he is doing on his own, no thanks to congress in his words, but he said it is going to come down, were going to have Great Health Care in this country, then he sort of qualified it by saying at least as good as it was, maybe even better, which struck me. The issue to davids point is he can take it down, a lot of it down, but cant put it back up alone. That is a real issue. I think what he is trying to do here is prod congress along to get back to the table. If you look at the republican party, a lot more trust what they hear trump say than they hear out of congress. He is using that leverage and capital with republicans to get their republican representatives back to work on obamacare. Signing executive orders, making speeches for him is a new strategy to try to put more energy back into the idea that the republicans willful fill the campaign promise. Look, every person sitting in that room wants them to fulfill the promise. Theyre very unhappy they havent done it. I dont think you were the audience that the president was speaking to today, but want your reaction to what he said, and specifically to the health care moves and rhetoric. On the health care piece, it is interesting from a political point of view, six to seven million americans are going to see their deductibles go up. Christine romans reported before the speech. 3600. Heres the deal. A lot of those folks voted for trump. He did extraordinarily well, got through the electoral college, a whole lot of them are going to see deductible go up to 3600 with nothing to replace it. This is a catastrophe and they know it. It is the rule that colin powell said, you break it, you own it. This president and his party will own 3600 deductibles that will hit a lot of their own voters and democrats, too. You have in it a state that overwhelmingly voted for the president , also a state back in 2008 had uninsured rate over 13 . The uninsured rate last year because of the aca, because of obamacare was 5. 1 . Just goes to pauls point about a lot of the people that were helped through obamacare, it is not perfect, i have been to tennessee, talked to folks that cannot afford obamacare, but saying in that state where you are, brought down the uninsured level significantly. Yeah, uninsured rate came down in kentucky because basically what we did here was expanded medicaid. I think 85 of everybody that got insurance because of obamacare did so because of the expansion in medicaid. It wasnt free market exercise getting people private insurance, this was putting them on medicaid. Now the state budget here, you ask the governor, he will tell you, were under massive strain because of that Medicaid Expansion and wrestling with that. Thats what folks dont want to talk about. Everybody wants to talk about the fact that hey, everybody got insurance, but nobody wants to discuss how will kentucky pay for it when the federal government picks up 100 of the tab of the Medicaid Expansion. Thats a real issue when you consider that a state like kentucky and other states not only have that Medicaid Expansion to pay for, our states case has 40 billion pension shortfall on top of it.
