Out communications. Where is this going, chad . There will be not be cell service and in some cases water for weeks or months. This was a devastating hit from a category 4, a 155mileperhour storm, and not that far from where our reporter was in pal phus delmar. You can see the storm here. We dont have a radar for you because as soon as the storm rolled onshore it knocked out the puerto rico radar. You cant just say, hey, let me get miami or melbourne, florida. Theres nothing out there. The Doppler Radar at the terminal where the airport is wasnt working either. Theres puerto rico. The winds, i would say, the entire island saw hurricaneforce winds and twothirds of the island saw 100mileperhour winds. Thats taking out power lines and taking down trees and putting down wooden structures, so we ask you to be in a metal or concrete building. St. Croix was hit, the area here as it went in the overnight hours in the dark, somewhere around 3 00 in the morning. We will see rainfall. 20 inches of rain. It will cause flooding. That could be the biggest concern from where we are now. We are down to 145 miles per hour, and its still southwest of san juan. It will be moving offshore probably in the next two hours. Where does it go from here . The entire time the models were saying its going to stay offshore. Overnight they changed their mind slightly. Its still offshore but closer to shore, close enough that nowhere along the east coast can be just put it away and say its not going to hit us because its still days away, a week away, before it its the u. S. We know twoday forecasts are as good as we get. Not seven or nineday forecasts with a hurricane. Thank you. As chad was reporting, the entire island facing Hurricane Force winds. Our reporter, before we get to her on the phone, look at this. That is what she and her crew were dealing with. Shes on the phone with us. What can you tell us . We actually made it inside okay. I want you to know we are joining a group of people staying in the hotel that are sort of hunkering down right now and riding it out as the storm makes its way through puerto rico. Right now a lot of the tourists here are the people where the guests at this hotel are staying in the stairwell area. They are first evacuated into the casino, and then after that the security here decided to take them into the stairwell area. Police officers are also here. One of the interests things, i asked themself rul times if there were reports of injuries or rescues, and they are telling me they are having a hard time with communication. They are not even able to get through on the radio. With that said, their understanding is they are getting calls for rescues, but its too dangerous for First Responders to head out right now. As we speak my view of irma, as i look out i have a glass door in front of me tied by rope to a cement column and the ropes are shaking. We have seen it calm down a minute and then it sparks back and debris flies around hitting things. I do want to go over a few numbers we are just getting in from the governor as well. I spoke with Emergency Management minutes ago and they are telling me that at the shelters they have more than 11,000 people right now in the hundreds of shelters that have been set up on this island. Thats great to hear that people are taking precautions. But when you think about it, thats small. 11,000 people on an island of 3. 5 million, and that means theres still a lot of people in their own homes. Power is an issue. Right now the generator is on and so i am able to have power, but the governor is saying they are seeing 60 of outages. Thats thousands of people, and lets put it in context here, and many of whom already did not have power after Hurricane Irma passed through days ago. And now Hurricane Maria is coming through. This is a power system that lacks maintenance. The authorities have been open about it. They are having issues there because financially this island struggled and the power system is very vulnerable right now. The governor admitting he expect by the time the storm passes, 100 outages on this island. An island that felt lucky when Hurricane Irma passed by and didnt do as much damage as they thought, and make no mistake about it, maria is a different beast and is definitely going to leave the destruction and devastation that many experts believed would happen. This is historic. A category 4 hurricane has not made landfall here since 1932. Its definitely something First Responders are saying we have never seen anything like this. One calling it tremendous, and another calling it catastrophic. We are riding it out, and once i can get out the door and see what is outside, its not going to be nice, by any means. Thank you so much. Stay safe. Remember the governor of puerto rico called this the most devastating storm in that islands history. People remember seeing reporters outside during Hurricane Irma, and its one thing to be outside when its a category 1, but when it gets to a category 3 or 4, you cant stand up. Yeah, you saw her. Our Nick Payton Walsh is where the storm first passed over and made landfall. We were hoping to have nick live but the storm is so fierce it knocked out communications. This is what it looked like moments ago. Reporter this is definitely the worst wind we have seen so far. It seems to be over the roof of the building where we are, and our cameraman giving you a shot of this, and its quite extraordinary. As you are hearing from chad earlier, its likely that the eye of the storm is the most intense part and its upon us now. As i stand here, its like we are kicked out. You can taste the sea salt in your mouth. That siren you may just be able to hear in the background was generated from the hotel staff, and we are told that siren is generated by a drop in pressure and its a drop in pressure that causes a storm like this especially wheu especially when its over warmer water and it creates winds like this and its extraordinary. Never seen anything like it. That was Nick Payton Walsh moments ago, and he and his crew inside because they totally lost communication and this is a category 4 eyewall hitting san juan right now. Lets go to the spokesman for the governor of puerto rico. So sir, the word from the governor, this is the worst the island has ever seen, in the history of puerto rico, this is the worst they have seen. Did enough people evacuate to the shelters . Well, yeah, we were expecting to have about 15,000. The last number that i have, the official number its about 13,420, and that includes about 530 pets that were also sheltered in the different shelters we have. This is total devastation. Puerto rico, you know, in terms of the infrastructure, it will not be the same that was here yesterday. This is something of historic proportions. Its in the northeastern part of the island since very early in the morning, i would say, 2 00 or 3 00 a. M. , we started receiving the catastrophic winds. It has kept on going. Apparently its going to keep on going to at least in the san juan area to at least 2 00 or 3 00 p. M. Today. You can imagine the devastation out there right now. Even First Responders cannot go out there. Today we are the only office in puerto rico working, and we are hear receiving all the calls from the different people that have family and friends throughout puerto rico, and people from the mainland are calling here and we are trying to give them all the information possible. This is the office we will be coordinating support and aid for the island, so i want to, you know, make a call here or ask to everybody in america that puerto rico will build up with the support of everybody. During irma, puerto rico was a safe haven for more than 4,000 u. S. Citizens stranded on the islands, and after maria we will be in a situation to need the support of everybody. We cant get a tremendous amount of information out from the island, but you have received reports over the last couple of hours any status of buildings or lives . What is the greatest need . Right now i would like to give you a report in terms of the essential services out there. What i have from the officials is that in terms of water services, right now we have about 60 of the population without water. We have 85 or almost, like, 90 , and its probably even higher right now of people without electricity. We encounter some situations, for example, in one shelter we had one of the biggest shelters in san juan, we had an issue with one the roof. We had a big issue with the winds. We had to relocate the people to a second or third floor. We have heard about individuals that stayed home because of the magnitude of the winds they lost a roof or windows, or glass windows broke. They had to take extreme measures. Theres some obviously the governor was very clear, he said no responders would be out there during the winds. I know of some that have tried to help others, but the reality is that out there is so dangerous right now, its so dangerous. Carlos . Yeah . I know, we are having the same issues, getting the information out of the island, the word right now is stay inside if you are somehow able to listen to this. We are thinking about puerto rico. We will stay on that story all morning long and when our reporters can come up and we can see them, we will do that the minutes possible. Theres more breaking news this morning this time out of mexico. The powerful 7. 1 magnitude earthquake and the death toll is mounting. This video is from after when the quake hit and children are missing. Several bodies have been discovered inside that school. Parents, as you see, frantically running there and gathering and pulling those children out. The youngest of the survivors through the small openings left. Lets go to rosa flores, and shes nearby. What are you seeing and hearing on the ground . Reporter it is heartbreaking, poppy. Its heartbreaking to see the people you see behind me waiting to hear about the faith of their loved ones. There are dozens of buildings that collapsed in and around mexico city. The one you see behind me is one of them. We have seen First Responders work around the clock here looking through that debris, sifting through the debris, and every now and then putting their ear close to the debris. From talking to Family Members they tell us they almost ask for the moments of silence to see if they can hear signs of life and so they can follow the sign of life. You can see cadaver dogs up there as well. They have been relentless. They have been going through this debris over and over. They asked for added resources. We have seen more and more resources arrive throughout the morning. But just to give you an idea of the magnitude of this earthquake, im in mexico city, and this is 75 miles from the epicenter of what looks like a shallow earthquake. Anything under 70 kilometers is considered shallow. The more shallow the earthquake the more dangerous. We have seen how dangerous and deadly this earthquake is already. You probably can see a list over one of my shoulders. This is the list that is of the people who have been rescued. Every now and then people come by to check on their loved ones, they go and check on this list to see if their Family Member has been added to the list, otherwise they wait here, poppy, and john. I have seen people with their eyes swollen, sometimes just weeping, waiting to hear. They send their Family Members Text Messages and unfortunately they have not received a response. So can mccain and myrrh could you say 63 be pulled over. Theres talk they are trying to strengthen the bill to make it for the citizens of alaska, and they are able to do that perhaps she comes over. Lets look at the main sticking points in this bill. What is good and bad about it right now . The big problem that senators like Susan Collins is having is this is a fundamental overhaul to the way medicaid is distributed. Much of the control will be handed over to individual states to decide how to spend the medicaid money and the growth rate of medicaid will come down. Theres questions about preexisting conditions. Does it have the same level of protections. Thats one of the reasons many of the senators continue to be concerned about this legislation. John and poppy . That is why jimmy kimmel on late night last night took a good chunk of time to say it doesnt, it doesnt meet the jimmy kimmel test that cassidy said would. What else are we hearing . A big part is the public optics. Bill cassidy to a certain extent backed him into a corner when he said it had to pass the jimmy kimmel test, after kimmel talked about his issues and what he would have done if he did not have Health Insurance to take care of it. This is what he said last night about the current piece of legislation. I dont know what happened to bill cassidy, but when he was on this publicity tour he listed demands of a health care very clearly, and he said he wants coverage for all and no discrimination based on preexisting conditions and no lifetime caps. Guess what . The new bill does none of those things. This guy, bill cassidy, just lied right to my face. Do you believe that every american regardless of income should be able to get regular checkups, maternity care, et cetera, all of those things that people who have Health Care Get and need . Yep. So yep is washington for nope, i guess. Stop using my name, okay, because i dont want my name on it. Under Graham Cassidy, more people have coverage and we protect those with preexisting conditions. There will be billions more dollars to provide Health Insurance coverage for those in those states that have been passed by by obamacare and we protect the preexisting conditions. And he did say he doesnt take the criticism from jimmy kimmel personally and he said everybody is passionate about health care and everybody looking for the best path forward. The best question we have up here on capitol hill is this republican plan the path forward and good enough to get the 50 republican votes to get it through to passage. Ryan, standby. We have breaking news. A busy morning. We want to go back to mexico right now. We told you about a collapsed school, and Many Feared Dead there. And what can you tell us . Reporter good morning. I am in the south party of the city, a city of 22 million. This is one of the neighborhoods. The first thing i want to show you is how the volunteers have come out to assist not only with the rescue but the people who are being rescued, and thats because just on this side you can see how heavy machinery is trying to dig on the building, a little bit further down the block you can see the security is a little tight. I was just trying to give you a little look of what is happening, because heavy machinery since last night has been trying to dig in what is left in the part from the school where they found at least 20 children dead yesterday, and they believe there are more people trapped underneath. The authorities have set up desks where relatives and parents of the children can come and register, and there are many missing, kids included. You can see how they keep bringing light and electric electricity that is needed for the tools they need to dig carefully so they dont cause more problems. We are seeing a number of volunteers. Were seeing also a number of ambulances on standby trying to help with the rescue. They hope they will find some people. We know theres another building closer to the downtown area, and theres an active rescue of people that are trapped under a building. Theres a lot of activity. Thank you so much for showing us that. Please keep us posted again. 30 children at least missing in the school and well keep you updated. Lets go back to the other breaking news, puerto rico, Hurricane Maria tearing through the island. What are you seeing . Reporter this is the first time we have been able to come outside and i want to walk you through what we are seeing as we get the first glimpse of puerto rico given that now we are on the backside of this storm. I want to take you up immediately to the one building that sort of caught my attention. You can see the windows have collapsed in that apartment complex. Certainly people who put up metal roofing, much of that did not stand as maria made her way through. I will bring you down to take note of a few things here. Look at these palm trees that pretty much have nothing on them at this point. If you continue to look down on this part where we are right now in san juan, you can see the businesses have felt the impact. The Hard Rock Cafe has a palm tree that went down immediately in front of it. The Starbucks Coffee only reads coffee at this point. The starbucks sign came down and looks like it knocked down also i am not sure which business that is, but the door of its neighboring business. Windows are down. This is the first we are seeing of what maria has left behind on this island. Lets look at another picture here. That is power. The governor is saying 60 right now without power. He suspects by the time maria moves through it will be 100 . I checked in with Emergency Management not too long ago, and they tell me 11,000 people are in those shelters right now. Good to know there are thousands of people that took to those warnings, but thats 11,000 of 3. 5 Million People on this island. Really there are a lot of people who are still asking for rescues from Police Officers. Police officers that i have talked to hearsay, a, communication is down so they dont have much to go on as far as radio, and at this point they believe its too dangerous just to begin assessing the damage here. Man, i will tell you, as we step out for the first time to get a glimpse of this storm, when people say this is historic its easy to see why. When people say this is catastrophic, the pictures certainly tell you why. These businesses have just been pounded, pounded by these winds and the rain that is now coming down as maria continues to make her way through. Outside for the first time in sometime in san juan giving us our first look of the impact of the the impact of Hurricane Maria. Leyla stand by. I want to bring in chad meyers to get a sense of the path. Chad, its still windy but didnt look as bad as before, and it looked like the brunt moved past her, is that true . Its true. For a while we had the wind coming from the wrong direction blowing everything in one direction and now it shifted so the building acting as a buffer. Let me get to what i am talking about. For most of the Morning Hours the winds and waves coming this direction and in san juan coming this direction, and now we cant tell you because the radar in san juan went out immediately upon impact with the eyewall. I believe somewhere right here is the eye. We watch it there, watch it there, watch it there, and now the wind is coming in this direction so likely blocked by many of the buildings there in san juan. I think when we get out into the areas that arent concrete, the damage is going to be unbelievable. You are going to look at the buildings and say was that a house . The structures that were just made of wood are not going to stand up to 145 miles per hour. And leyla didnt get 145 there in san juan, but if you get toward the El Conquistador where Nick Payton Walsh was all morning long, they got winds of 135 to 145. Thats the area that will truly see the devastation. You will not even be able to tell where the power pole was supposed to be. All the lines are down. This is the reason why we are talking about months to put the power back in some spots. Weeks or months to get water back. And its like, you know, i have been there a number of times with anderson cooper. When you lose water and power, its like camping. We had an opportunity to get on an airplane days later and fly home. There will be people without water to wash or cook with, and then power for weeks and months at a time. You are not going to get 3. 5 Million People out of there. They will be sitting there and living this nightmare for so long. The storm did slightly jog left, not a lot. 50 miles. But i dont want this thing to keep moving 50 miles every 12 hours we run the model because we will run into the u. S. For now its a fish storm after it gets off the coast of san juan and puerto rico. Theres the wind field in about three hours. For now its a fish storm but i dont want you to take your eyes off this thing anywhere along the east coast, maybe not florida, anywhere along the east coast north of there, this may not be done yet. Models are good for about 48 hours, and we are talking seven days away. Done a good job over the last few weeks, chad. We should keep an eye on that closely. Chad, you standby and i want to go back to leyla. 12 inches of rain or so in the last several hours in puerto rico. You have shown us some of the wind damage. Are you getting any sense of the impact of the water the rainfalls had . Reporter where we are right now let me put this in context. The northern coast is this way. The rest of the island this way. We are certainly starting to feel the rain come down more so on this end than i would say when maria first started coming in. Certainly i was almost blown away when the winds were coming in and now the rain is heavy. I will tell you when we were inside the hotel, they were already putting crash cans out from some of the leaking of this hotel and they are going through the towels as water makes its way through despite whatever protection they managed to put in place in the last few hours. I will step out of the way so you can get a better sense of the rain and wind still in place here in san juan, puerto rico. Some of these buildings that have already had the wind tear through that have no windows, that have no doors are now, to your point, john, going to have the rain come inside. These are apartment complexes. These are buildings. The good news is i dont see people out here. Again, last check, 11,000 in shelters right now. Power we are running in this hotel on a generator. 60 of the island without power. The governor has already said by the time maria makes her way through this island of 3. 5 Million People, he expects it will be 100 without power. Yes, i want to reiterate and recap here, we are still feeling winds. We are still seeing rain. But now for the first time we are seeing the damage that we had to steer clear of for a little while for safety purposes. If you are in puerto rico, i understand what i am doing now is dangerous, and i am doing this so you can see what is outside. Anybody who was in marias path, you can see sort of the power of Mother Nature here as she makes her way through this island. Stay with us, if you can, leyla. When you talk about rebuilding and the homes that will have been totally wiped away as chad said, this is adding insult to injury in a very, very difficult position for the entire island. Reporter right. I do want to point out that before the storm came in, as you mentioned, this is u. S. Territory, so there was a state of emergency declared not only on the island but from a federal level. Theres aid here from the united states. To your point, theres an economic crisis that has been looming over this island long before this storm even formed in the atlantic. So when they talk about rebuilding here, when the governor says, hey, hunker down because we are going to rebuild, how is this island going to rebuild when its 70 billion in debt . When the power system lacks maintenance and is vulnerable because of that financial instability, because of that economic storm that is looming over this island . Thats a big concern as i talked to people yesterday who still didnt have power after irma passed and now they are dealing with maria. This is not a matter of days without power. This is not likely a matter of weeks. For many of the people of puerto rico this could be a matter of months before power is restored given that irma excuse me, given that maria is having a direct impact on some of the power plants that are so vulnerable right now, poppy. Hurricane maria a category 4 storm pummeling the island. The governor there calls it the most devastating storm that island has ever seen. Our leyla santiago finally able to get outside and take a look at the damage that has been done. Leyla, im hoping you and your crew are the only ones you are seeing outside right now. Theres no one back out on the streets, is there . Reporter you know, we have actually seen Police Officers standing watch and even Police Officers are saying its still not safe enough to get out to help people that are right now in need. They are having issues with communications. Radio communication at this point, there are aware there are calls for help but at this point First Responders still not getting out there. Let me give you a better idea of what they are dealing and seeing right now. These are businesses and apartment complexes here in san juan. I will be more specific, this is the area on the northern coast of puerto rico. Already, i am going to ask my photographer, jose, to pan up a little bit. This is telling. Look at this apartment complex. You can see the attempts and people tried to board up with metal sheeting and boards on the window and that was not enough. Windows have come down. I will go a little further down so you can see. These palm trees have very little left. These businesses where also you can see the boards came off of them as well. Doors came off of them. Windows. We have got heavy winds still in place. Of course, also heavy rain is in place. The meteorologist i just spoke with told me he believes this is likely the worst of it, but is not the end. This is our first time heading out. I can tell you when we were inside, there was the roof was leaking and there was water coming down. The staff here who has been gracious putting down towels to try and get control of the water that was coming in, this is as much as i have been able to see at this point. I suspect once we get out further we are going to see a lot more damage, especially on some of these side streets where its kind of a tunnel, a wind tunnel in those areas. The big concern now, many without power. 60 at last check. The governor continues to say very open that its going to be 100 by the time this is done, so power will be a huge issue. I have also asked about injuries. At this point, at last check, no major injuries reported but this is still happening as we speak. Its still too early to really assess the damage on lives and on buildings and infrastructure and this island of 3. 5 Million People. John, poppy. Leyla, stand by once again. We did just get still images around san juan. You can see roofs of various kinds blown off, and the structures you can see clearly damaged. This around san juan. This is, again, the very first chance we are getting to see some of the damage. Leyla is outside and these still photos coming in right now. I want to bring in chad meyers from the weather center. San juan is not going to be as bad as other areas. San juan has big steel and concrete buildings. Roofs ripped off and thats bad but in the countryside its going to be worse. If you take a ride all the way here across to Palmas Del Mar out to El Conquistador resort, and then further south here to st. Croix, you will see houses without roofs and then you will be able to notice homes without walls. This was the equivalent of an ef2 tornado that lasted 20 to 30 minutes. It will come by and be gone in 17 seconds. This is a duration destruction where you lose a little bit of the house and then you keep losing it and then another piece breaks and then the pressure pushes the backside of the house out. When you take a wind and push it in the same direction for so long, structures that man builds cannot withstand that especially if they are made of wood. What we are seeing in san juan is a microcauseam of what the rest of puerto rico looks like. The rest of puerto rico is not like going back in time but going back to where there are some strong structures but people just put up what they need. This is the most secure and sound part of puerto rico, right . This is the business district, tourist district of san juan. Talk to us about the rest of the island and what this storm could have wreaked there. Reporter all right. Were getting a little bit of a wind gust here, poppy, so i believe what you asked about was about this area. Yes, this is very much where the where many of the tourists are and many of them are staying at this hotel, kind of hunkering down. But you know, we are expecting to see quite a bit of an impact on some of those floodprone areas, that the governor mentioned and evacuated before maria made landfall. These are areas that had some damage, not as much, compared to other parts of the caribbean, with irma, many without power. And then this comes. As i was on the southern part of the island, in the last 48 hours, they were really worried about what was to come, and thats a part of the island that typically doesnt get as much damage as we see where we are right now. So, you know, because we are getting our first view, i havent had a chance to really check in with them just yet. But its not just this area, sort of the northern part where a lot of the tourists are, a lot of people when they visit puerto rico, this is the area they see. Really, this is something that is affecting the entire island. Again, not just because of winds or rain, but also because of the power system that is so vulnerable right now. Let me step out of the way so that i can give you another look of exactly what were seeing right now, as people make their way out for the first time. And when i say people, i mean First Responders who are heading out to check out the damage, but many still not responding. That building that youre looking at right now, really tells the story here. Also, though, a lot going on here in new york, where President Trump is for the u. N. General assembly. He just met moments ago with King Abdullah of jordan. This meeting and a number of bilateral meetings hes having with foreign leaders today at the new york palace hotel. Heres what we have from this.
