A lot on the plate of the congressional leaders as they head here to the white house. Interesting to see whether the president jumps very much out in front of this and starts pressing members of congress from his own party to support the idea of tieing the relief for harvey into the debt ceiling increase. Can you help us decipher what the sitting president means when he starts a stopwatch yesterday and say six months, daca will end and its in congress lap to figure out. Last night, he tweets this, congress now has six months to legalize daca, something the Obama Administration wasnt able to do, if they cant, i will revisit this issue. Confusing . Yes. To say the least, right . Yeah. Clearly, the president doesnt want to kick 800,000 people out of the country. He has obviously wrestled with this publically. I think he picked the best of some bad options. He could have ended the program immediately, which is a terrible option and cruel. He shouldnt have done that. That was good that he didnt do that. He could have let the eo stand, which was going to be challenged in court. A lot think it would be struck down. Thats not a great option. What he did was give the congress six months to come up with something that would give the dreamers what they deserve, which is certainty in their status by punting it over to the congress. He undid a little bit of that last night by opening the door to acting if the congress doesnt act. Im worried about what that sets up with his attorney general. Jeff sessions in his statement said that the president of the United States has no legal standing to issue this kind of an executive order. If the president now has to come back six months later and sort of reup the obama eo, he is at odds with his own justice department. The bottom line is, the Congress Must act. It would be shameful for the republicans no the to act on this. These people deserve a protection. He gave them a sixmonth deadline and extended it perhaps indefinitely. Democrats will play a big role. If anything is going to Pass Congress in the next six months, democrats may be the majority of those votes for the protection of dreamers. How far do you think the democrats should be willing to go . Do you think that they should be willing to make a compromise on Border Security if it includes any funding for the president s border wall . No. I think there was congressman crowley was on yesterday. And he noted if they come with a deal trying to tie saving the dreamers with border wall for instance, we should call the fbi. Theyre being held hostage. I agree with that. I think that there is a humane and practical way where folks can go about this without having to tie it to this border wall that everyone thinks is ridiculous, mind you, including some House Republicans. This is the president attempting to strong arm some people on the hill. We have to remember were talking about young people who are currently serving our country, some people who are teachers. Young folks who by no fault of their own came to this country and this is the only country they know. They are americans in every way, shape and form except on paper. We need to do something quickly to make sure that were protecting them. Matt, theres a new wall street journal nbc poll out. When you look at the numbers, theres something interesting. More than threequarters of democrats but less than onethird of republicans say they feel comfortable with the societal changes right now that have made the United States more diverse. What kind of predicament does that put republicans in that are voting for their constituents and they themselves may believe i want to protect these dreamers but theyre also dealing with numbers like this . Donald trump put republicans in a very difficult situation. He is not providing any leadership on this. And look, i think he could have had he framed it right from the beginning. C he could have paired doing something for dreamers with some sort of enforcement, whether Border Security, whether its ending chain migration. He could have had something that would have made it more palletable. Right now republicans in congress are in this unenviable position. If they try to pass daca without anything else, just sort of pass daca, if they fail, then every time theres theres going to be horrible press. Republicans are going to look like villains. They couldnt get anything done. If the republicans do pass daca, its very feasible that the base, the conservative base who is very worried about a changing america i think that immigration is a good thing. But you need to make sure that america is absorbing immigrants and that theyre being assimilated properly. You will have a conservative part of the Republican Base who say, we have the president , we have the senate, we have the house and the only thing they did the entire year of 2017 was pass a bill allowing Illegal Immigrants status in america and probably raising the debt ceiling. If you are a conservative, thats not a great year for you. Amnesty pops up. Tie it to Border Security. Thats the way to fix this. Matt has a great point. The way to do this politically correct is to get the daca thing right but then tie it to some kind of Border Security. I dont know if its a down payment on a wall. But theres a way to do both. We can walk and chew gum at the same time as the republican party. I mean, i guess i would agree with scott here that too much agreement. They should be able to walk and chew gum. Whoa the problem here is that the white house has not Given Congress any type of guidance. We heard a lot of Different Things yesterday. We heard from Jeff Sessions that daca is being rescinded, congress has to do something about daca. We heard from Sarah Huckabee sanders that we need a comprehensive Immigration Reform package. We heard from the president that if congress cant get daca done, he will think about it again. We dont know what were doing. If anyone thinks that this congress in six months can get Immigration Reform done on top of all the other things, raising the debt ceiling, tax reform, theyre trying to repeal and replace obamacare. Have you met this Republican Congress . Theres some trouble here. They havent been able to get something done. Can we talk about Hillary Clinton who ran for president . Cnn got a copy of it overnight. There were a lot of new things that came out. Some of the stuff that was being kicked around yesterday had to do with your former boss, Bernie Sanders. I want to read a couple clips. His attacks caused lasting daniel ma damage. She writes, he didnt get into the race to make sure a democrat won the white house. He got in to disrupt the democratic party. Your response . My response is, secretary clinton is entitled to tell her story. Shes telling her story from her vantage point. Not mine. Not the point of lots of other people across this country. But its her vantage point. Is Bernie Sanders a democrat . No. I think democrats and phones around t folks around the country need to be more willing who is interested in advocating fighting for the ideals. Millions of young people, over 45 of millennials like myself, identify as independents. We care about work and issues, not necessarily all the labels that people try to ascribe to us. Im not interested in rehashing or relitigating the 2016 primary. Im trying to figure out how the dreamers will stay and what were going to do about our economy and is Congress Going to let the government shut down . Matt, what do you make of it . She talked how grit your teeth, deal with this, dont directly attack sanders on this stuff. She says, i accept full responsibility for my campaign. But obama wouldnt let me attack bernie. Bernie sanders cost me the election. I sympathize with her plight. If you are writing a book, you get a book deal, you need to fill up i dont know how many she gets paid a little bit. A little more than i did on my book. You are expected to say things that are provocative and int introspecti introspective. She has to do this if you are writing a book. It does look bad. This reinforces, i think, a narrative about Hillary Clinton that she doesnt accept responsibility for the fact that she wasnt likeable, she didnt campaign she said its on her. Then she said, but its their fault. I want to read the whole book. It does seem as if she takes a lot of blame for the loss, saying its on her. She notes that shes not like she has a problem with being likeable. She calls herself a lightning rod. One of the things she points to is the fact that shes a woman. I will leave with you that. Lets listen to the Democratic Leaders of Congress Talking about their agenda. Constitutional and illegal as he may consider it to be. President trump is the first president in 30 years lets go back to reagan. We can go back further. President reagan not only acted, he acted after congress acted. And he said, congress didnt go far enough. So he and president then to become president George Herbert walker bush did the family fairness agenda to do more than congress did. President clinton followed suit. President george w. Bush was a great immigration president. We know that president obama is a great leader, especially concerned about our dreamers. So this is the first president in modern times, in the lives of these dreamers, who has been antiimmigration, rejecting the idea that immigration is the life blood of our country, the constant every newcomer who comes to america with hopes, dreams and optimism and courage makes america more american. I want to cut to the chase. The president s decision to end daca was heartless and it was brainless. If this order stands, hundreds hundreds of thousands of families will be ripped apart. Tens of thousands of american businesses will lose hard working employees. Were talking about folks who were brought here as children through no fault of their own. They may have thank you. They may have known no other country but ours and have voluntarily registered themselves with the government in order to live, work and give back to our great country. They represent no threat to the country. In fact, in so many ways, the dreamers represent the best of our country. They want to get right by the law. By serving in the military, going to our schools, working at our companies, contributing to our society, paying their taxes. They risk and sometimes give their lives to protect others in this country. Overseas as members of the armed forces and here at home like a daca recipient who died last week trying to save others from the unprecedented floodwaters in texas. Make no mistake, they contribute greatly to our country. To our businesses, to our economy. A recent study by the center for American Progress found 91 of daca resip ecipients are employ. The same study found ending daca would drain 433 billion from our national gdp over ten years. Even the Libertarian Institute estimating that ending daca would cost employers nearly 2 billion over two years. Its no wonder 500 Business Leaders of america are up in arms over the president s decision. Im glad that some republicans in congress have voiced their opposition. Were going to need them to right the ship. Congress has an ability and obligation to act. Which is why we today are calling on speaker ryan and leader mcconnell to immediately put the dream act on the floor for a vote in the house and senate. [ applause ] were ready to pass it. I am confident that if put on the floor, it will garner overwhelming support from both sides of the aisle. But let us say this i think i speak for the leader as well. If a clean dream act does not come to the floor in september, were prepared to attach it to other items this fall until it passes. You have been listen to the Democratic Leaders of congress right now criticizing the action the president took yesterday in regards to 800,000 dreamers. Senator Chuck Schumer said what he wants to see is a clean vote on a bill to protect these 800,000 people. If he doesnt get it, he says, they will try to attach a version of that bill to Everything Else the Senate Discusses going forward. Back with our panel. Matt, to you. You can sort of see now where democrats are going to go. I think they want to wait and see what the republicans come up with right now. But they have that luxury of sitting back and waiting and picking their spot. Again, donald trump has given done no favor for House Republicans who have a lot on their plate as it is. He put them in an unenviable position. The Republican Base is very worried about immigration. Actually wants to curtail certainly illegal immigration, in some cases legal immigration. They have the choice, the republicans, of being uncompassionate or going against their base. This is sort of this is the liberal version in the abortion debate on the right, a lot of people have different positions on abortion. When republicans talk about partial birth abortion or late term abortion, they almost always win. For decades republicans scored points talking about partial birth abortion. This is that version on the left. Immigration is a hot button issue. Theres a lot of controversy about it. As long as democrats can talk about dreamers, they will always win. Senator schumer is running up the score. Its really impossible to be against them. They are exactly if you believe in assimilation, if you want people who would join the military, are going to help america, this is who you want in the country. Its hard to be against them. Where does it end . What about somebody who what about a young immigrant brought here tomorrow . At what point do we say that person should be allowed to stay . Its described by some republicans and democrats like you just heard Chuck Schumer the way you describe it, which is hard to argue with. Its described by steve king differently as amnesty and where does it end. When you look at this, scott, and you look at some of the polling the most recent polling that we could find purely on daca is october last year with cbs. The way its described is that nine out of ten americans support a panel to citizenship for those who came to the u. S. Illegally as children if certain requirements are met. Nine out of ten americans if its described that way. Its not as simple as that. I think they have support in both parties. Thats ultimately im the Glass Half Full guy. I think the republicans in congress will ultimately pass something that gives them the status they deserve. What i think is terrible is this hyperpartisan rhetoric coming out of pill oweof pill owes of. Trump inherited this. They believe if it had been challenged in court, it would have lost. Donald trump i think here is trying to find a way to get this codified to u. S. Law and not leave it up to a court or future president to kick out this executive order. Ultimately, i hope the dreamers get what they deserve, which is a law instead of some tenuous executive order that donald trump inherited illegally from a previous administration. Its an executive order that president obama felt he had to write because congress did not act. Congress has had multiple opportunities to show us that they are humane, that they care about the plight of these young people who have contributed to the economy, who are assets to our country, who are americans in every single way except on paper. President obama acted, not to say that this is the only answer, but to put something in place to at least take care of the dreamers for now. The issue would be revisited. Now we are revisiting the issue under a false deadline from President Trump. Trump had to revisit the issue because hes going to be sued. The state attorneys general are going to sue the federal government. I think whats really important is theres nothing to stop those attorneys general from suing today, because they could file suit tomorrow. Im not an attorney but i do communications for a litigation team. You can file a suit at any time. 12 00 p. M. , 12 00 a. M. The suit can go. Theres nothing to say that the suit wont be filed. Theres also nothing to say that congress cannot act on daca while daca is in place. So this is a false notion that was put forth to make President Trump seem as though he was struggling with this issue. To be frank, if you i dont understand why you want why do you want them to exist under an executive order . I agree. What im saying is i gotta cut this off. As great as this is, we have to listen to paul ryan. When this all started to unfold, they were reaching out to express the urgency of the situation. 52 inches of rain, its something we have never seen before. They made it clear to us just how vast this problem was. As soon as we finish here, the house will take action, as kevin said, on installment on this. We will not leave until this is done. Nothing can really capture just how big and wide this devastation is. You hear a lot of numbers. Tens of thousands of people in shelters, hundreds of thousands of homes damaged. Nothing can really capture this. When we look at you turn on the tv in america today, you look at all the vitriol, the bitterness, rioting and the rest of this. You begin to wonder whether or not our Civil Society is holding together. This hurricane shows that it is. This shows that our Civil Society is still very, very civil. An email went around to churches and schools. We wanted to fill up one semi trailer to send some aid down to the j. J. Watt foundation. The next day when we all collected stuff at our kids schools, we didnt fill one, we filled nine. Thats just in wisconsin. Getting aid down to houston. What i think is a good story out of this is in this country, citizens when they see other citizens in need, they step up and they answer the call. It is something that we should take stock and encouragement from. We, government, have a responsibility as well. As the majority leader said, technology is a good thing and its helping us. What its also doing is its moving money very fast through the system as it should. That is why we will not leave until until we get this done. We have another hurricane right now, Hurricane Irma headed to our shores. Its critical we act immediately. For now, we have to make sure that we team up with our First Responders. We are really encouraged and heartened by the people grabbing their boats and going and rescuing citizens, people all around american sending aid. With one more hurricane, one that 185 mile and hour winds hitting our shores again, those people in that line are in our thoughts and our prayers. I think its really important that we take stock of the fact that Civil Society in america is well and alive. Its on display. Citizens are helping each other. The government will be there to respond to the needs of the people who will face this unprecedented devastation. Any questions . Mr. Speaker, following the president s decision yesterday on daca, put the ball in congress court. Do you support a standalone bill . Do you think there needs to be broader immigration . You previously told conservatives when you became speaker, you would not bring up Immigration Reform without the majority of republicans supporting it. Let me say, president obama was wrong do it in the first place because he overstepped his constitutional bounds. The president and Congress Take an oath to support and defend the constitution. So President Trump was right in his decision. He made the right call. Im encouraged by the fact that he gave us time to work out a consensus, to find a compromise. Because these kids dont for most part dont know any other home than the United States. I think the president was right to give us the time we need to find that compromise. Where does that compromise exist . Thats what were going to spend the next months figuring out where that compromise is. I think its totally reasonable and appropriate that when you take a look at the daca dilemma, this is a dilemma that in large part stems from fact that it is a symptom of a larger problem. The larger problem is that we do not have control of our borders. Its only reasonable and fitting that we also address the root cause of the problem, which is borders that are not sufficiently controlled while we address this very real and very human problem thats right in front of us. I think thats perfectly reasonable. To your second part of your question, we will not be advancing legislation that does not have the support of President Trump. Were going to the work with the president on how do this legislation. If we have legislation coming through here that is worked with and supported by the president , im very confident that our members will support that. Susan . Seems like theyre trying to extract i think thats a ridiculous idea. I hope they dont mean that. Lets think about this. Weve got all this devastation in texas. Weve got another unprecedented hurricane hitting about to hit florida. They want to play politics with the debt ceiling . That will strand the aid that we need to bring to these victims of the storms that have occurred or are about to occur. They want to threaten default on our debt. That is ridiculous and disgraceful that they want to play politics at this moment when we have fellow citizens in need who respond to these hurricanes so that we do not strand them. I think what the leaders you just described proposed is unworkable. And it could put in jeopardy the kind of hurricane response we need to have. Many of us got the calls from the administration who said fema is moving so fast that were running out of money as early as friday to tuesday. So weve got to make sure that we have the Authority Legal authority to go out and be able to put money back into fema so we can respond to these hurricanes, not to mention the fact that we have to start prepositioning for the fact irma is about to hit florida and to play politics with the debt ceiling like pelosi are doing i dont think is a good idea. Why not raise the debt ceiling on your own . Democrats have been critical of your side. You have the majority. Why not provide the votes on your side if its that important . This takes 60 votes in the senate. What the president doesnt want to go is give more leverage where it shouldnt occur on debt ceiling. This takes 60 votes in senate. If it was majority only, we could do what you are saying. Its a 60 vote bill in the senate. Hundreds of thousands are dreamers are looking to you. Can you guarantee you will take action on this issue . You will hold a vote . I think people should rest easy. The president made the right call. The president also gave us the time and space were going to need to find where that compromise is. As i mentioned in my opening remarks, this is a home that people know and they dont know any other country as a home. I think theres a serious humane issue here that needs to be dealt with. Its only fitting and reasonable that we deal with some of the root causes of the problem. What we dont want to have happen is another daca problem in ten years. We want to make sure we fix this issue for these young people and address the root cause of the problem so we dont have the same thing ten years from now. Thats totally proper. I do believe that theres a compromise to be had here. I believe congress we will work with our members to find out where that compromise is so we can bring resolution to this legitimate problem. Thank you. House Speaker Paul Ryan there with a few major headlines saying its reasonable that congress should address Border Security at the same time that it addresses daca. Also saying that they will not more forward legislation that they dont know that the president will sign off on. As marco rubio said, tell us what you will sign off on, mr. President. They dont have that answer yet. No idea what the president would support or would sign. That message from paul ryan right now. We will see how to square that circle. Speaker ryan wants to see a law passed tied to Border Security, protecting these individuals. The second thing he said is he wouldnt put anything on the house floor that did not have the president s support. If only we knew what had the president s support is the big question that a lot of folks want answers to. Lets discuss it with tom reed of new york. First, do you agree with the speaker that it shouldnt be necessarily a clean daca bill . He says its appropriate and right to tie it to Border Security in his words so the same thing doesnt happen ten years down the road. Your take . I believe thats a reasonable approach. You get a bipartisan and senate house opportunity to solve this problem legislatively. If you look at the public support out there, 70 of the American Public say we want a secure border. At the same time, 70 want to protect the future of these kids that we all care deeply about. Thats the makings of a good package that can be put together. Im confident white house would accept such a proposal. Does funding for a border wall have to be part of that compromise, congressman . I think you gotta have Border Security. Im just talking a wall. I think thats part of any Border Security improvement that needs to occur. Its not just a wall. Its technology and using other functions. I think thats the better way to look at it than just an artificial wall ed building coa to coast. What about paul ryan saying he will not support moving forward any legislation on daca they dont know has the president s support. You saw marco rubios statement where he said, mr. President , tell us, make clear to us what you will sign. Otherwise, our work on this is useless. I think the president put a marker out with his action on a daca. He put the responsibility or congress. We will fix this. We are in the process of working with the administration. Most importantly, it puts the pressure on us in congress to govern. To me as part of the rise of the goff he we governing members, im up to that task and committed to getting that done. We dont know if the president would sign a clean bill protecting the dreamers. We dont know if he would sign a compromise security. Marco rubio is saying the president needs to be clear about what he would sign. Paul ryan seemed to be saying the same thing. Thats where the relationship with the white house and house members and senate have made together. Were working together. Its a process that starts in the house, starts in the senate. We will work through the process in communication with the white house. Thats where we have to lead at governing members. Im willing to stick my head up on this ush becauissue because right thing to do. The white house talking points that they put out after this announcement by sessions on daca says they should prepare for departure from the United States. Are you comfortable with that . Obviously, you gotta have plan a and b. I dont think we will come to that. Theyre doing their job given the nature of where the policy is coming up forrism pir ra ise. Im confident knowing theres so many members that care about these kids, about these young people. At the same time, we care about the safety of our fellow american citizens as democrats and republicans. We could put a deal together that works for everybody in regards to fixing the problem longterm and also addressing the hearts and minds and opportunity that these young people and kids represent for the future of america. The president last night after putting the six month deadline in he put out a statement where he says if congress doesnt get something done i know you are confident. If congress doesnt get something done, would revisit the issue. What do you think that meant . What that meant is he will be a partner. He will be part of the process to come up with a solution. At the beginning of the process, he is putting the pressure where the pressure needs to be, on us in the house and in the senate for us to legislate a solution to this problem. What can be done by the president ial pen can be undone by the president ial pen. Thats why i think president obama made the wrong call by doing this the way he did it. We will fix it legislatively so people can rely on the permanency of what the law will represent as part of the solution. I suppose thats one way to read it. Another way is that he muddied the water and he let congress off the hook saying if you dont get this done in six months, i will revisit it. Not if you dont get this done in six months, daca is over, end of story. As a member, how i read that and i think a lot of other members will look at that and say, what the president is saying is you have six months. Lets get this fixed for American People and for these individuals, protect our borders, protect our security. At the saum time time, have a h and do the right thing. Thats how i interpreted it. I think that is important when members look at what the president is doing. I think many share that interpretation of the rhetoric that came out yesterday. Twice now we have seen this storm come in with heavy winds, heavy rains. Then theres a little lull like what we are feeling right now. Not much coming down. Certainly, we are starting to see and feel the impacts of the outer part of this hurricane coming into puerto rico. We just spoke to a woman who was closing up shop. She locked up her business and then looked at us and said, now we turn to god. That is a reflection of what we are seeing here. A sort of fear of what is to come. The governor has said that the island has not seen a weather system of this magnitude in its recorded history. Remember, this is a caribbean island. They are used to tropical storms and hurricanes this time of year. But what is coming our way right now is something that Emergency Management Officials Say they have never dealt with before. They are worried about winds. They are even more worried about flooding. They have 460 shelters that have been established. Many of them already taking people in. We visited one shelter in which we have seen that they have brought in people who are maybe the elderly or in need of some special care. No more time for preparation. Given that the average daca recipient right now came to this country when they were 6 1 2 years old, given that a number of them dont speak the language necessarily of where they were born, given they may not have family there, given that they dont have a job in that country, how is that home . The issue is again, for some of them who came here when they were 6, went to college, maybe served in the military, maybe rescued people last week in hurricane harvey, lived in the country, you put them at 25, so average of 19 years, what is home . Thats a great question. Indeed, they certainly are not u. S. Citizens. That we know for sure. Obviously, these are complex issues. We have to think of another factor. Right now, u. S. Citizens in that same age group, Young Americans with only a high school degree, are facing 17 unemployment, 31 underemployment. What you are talking about doing is legalizing 1. 7 Million People to compete against our own american citizens who are having a tough time finding a fulltime job or any job at all. We have to weigh all of these things in the balance and not just say, well, because these illegal aliens are here, they get to stay. It sounds like you are making the economic argument that deporting these 800,000 will fix the Unemployment Crisis for Young Americans in this country. If you look at the numbers, which is not thats what you are doing. You look at the numbers and they are not left leaning. They are right leaning. They say this will hurt the economy. This will deplete a tax base. It will cost more than 60 billion in tax renew, reduced economic growth. Those are critical numbers as well. Are they not . What you often see is the argument our gdp if you have more bodies in the United States, that does increase your gdp. Look below that and said what is it per capita . We could open your borders and bring in 10 Million People quickly. That would increase our gdp. Per capita, we would be poorer per individual.
