Im poppy harlow. John berman has the day off. We will hear from paul ryan and other gop leaders in the house on their response to the cbo score. Right now, the senate bill could be on the verge of collapse. Mitch mcconnell expected to gauge his own republican support at a Party Luncheon today. The white house is tapping down expectations. One they are acknowledging, the likelihood of defeat saying, quote, we are on the threshold. The fight could be over before we start. Why . Four republican senators with grave conserves. 22 million more americans would lose their coverage within a decade under the senate plan. The lawmakers say, well, they will vote against even beginning debate on this. Thats a move that would kill the measure. Lets begin with brian nobles on hand for the beginning of the press. Its pretty clear what paul ryan is going to say this morning. He was previewing it. Reporter thats right. They are not putting much stock in the cbo score. Republicans are casting doubt on whether this is something that should be relied upon and whether or not the bill should move forward. We want to hear what the house has to say if the senate bill does make it through that side of the capitol and make it back over here. Are they going to push through a vote as quickly as friday and have the Health Care Bill done before everybody leaves for the fourth of july break. They have a lot of hand wringing to do before they get to that point. Because there are so many changes, its a much different bill from when they left this side of the capitol. Is house leadership concerned with the changes . The changes dont go far enough. Kevin mccarthy is expected to be here as well. Their opinions matter. Its not their turn at bat in terms of the legislative process. Whether or not the bill gets pushed through, it has to come back here for one more passage before it goes to the president s desk. Well dip in live. Thank you very much. A couple votes, possibly, deciding the republican signature legislation, the repeal of obamacare. The white house is pulling out the big guns. President trump and Vice President pence trying to reach the all important 50 vote threshold and Vice President pence would break the tie. Susan malveaux is on capitol hill. These four senators dont seem to be on the verge of leaning toward yes, they seem far from yes at this point. Reporter they are far from yes, poppy. One thing we are keeping an eye on is two Democratic Senators said do not rule out Mitch Mcconnells about to get people what they need. Theres a combination happening with the white house, gop leadership and some superpacs in support of trump. That is the game of carrots and sticks, if you will. The carrots we are watching, this luncheon, this gop luncheon that is going to happen with the majority leader. What does he see coming out of that . Will they reassess to get the votes necessary. Tonight, the Vice President hosting four key republican senators, three who are undecided. One against it. And the sticks, the superpac we are seeing that is already targeting some of those vulnerable senators, dean heller of nevada, who has seen that in play. One of the things senators are saying and there are at least four that are not going start the debate. We need more time here. We need to look at the legislation and see if there is a way to compromise. One of those senators, senator lisa mer cow ski, who said she wanted a little more time. I dont have enough information. I dont have enough data in terms of the impact to my state to be able to vote in the affirmative. So, im trying to get the information. This is big stuff. Getting it right is imperative. I dont think its asking toch to give us the time to fairly and critically analyze the numbers. Reporter not republican senator, Susan Collins of maine tweeting this morning, i want to work with my gop for the Affordable Care act. Cbo Analysis ShowsSenate Analysis wont do it. I will vote no on the motion to proceed. That is a rare stance with republicans saying perhaps this process is over. We are moving on to work with the democrats. Even Democratic Senators saying they are not ready to move on quite yet. You might see something out of mcconnell today. I think, indeed. Susan malveaux, thank you, on the hill for us. Joining us, doug high. Former National Press secretary for Bernie Sanders president ial campaign and also the former director of the congressional budget office. Nice to have you here. Doug, let me begin with you. Used to be a big wig at the rnc. According to jim acosta, quote, we are right on the threshold of losing health care. They went on to say, if the senate cant get this done, if mcconnell cant pull it off, they are going to move on to tax reform. You say its make or break time for republicans. A, can mcconnell pull it off . If he doesnt, is it the end . He can pull it off. Mcconnell rarely ever loses. When i was at the Republican National committee, fighting obamacare, so many times we thought obamacare was on the brink of losing, then it passed. When i worked in the house of representative, so many times we tried to put replacement language together but the house, finally, earlier this year, was successful with a make or break moment and a second bill we thought was going to fail and we got it through. Mcconnell is work with members on it. Its tough, but not impossible. It is a tough haul, indeed. Simone, to you. I know you dont like this senate bill. No. Putting that aside thank you for clarifying. Putting that aside for a moment, do you think the democrats need to do more and say, hey, we will help . Because you are looking at a situation where, as you know, obamacare is not working for everyone. You have 47 counties across america where next year, they are not going to have any choice in their exchange for the insurance plan. They wont have a choice of a plan that they want. So, do you want to see democrats raising their hands more . One ill note is a lot of insurers are pulling out, one, because of the uncertainty around subsidies and the current president of the United States, donald trump, sold himself. I think obamacare needs to be fixed. Expand the great work that has been done. That is not what this bill has done. Democrats have been locked out of the process, the republicans, house and senate decided to do it party line. They decided not to include the democrats, ram through disastrous changes and now a situation where theres a bill that takes away health care from 22 million people, potentially and penalize people who wouldnt have health care or be on it for six months. I think democrats, absolutely, need to hold the republicans feet to the fire on this. Working with them on this bill is not the answer. We need to fix obamacare. If the republicans are willing to come to the table to do that, they should sit there and cooperate and come up with a bipartisan effort to expand on the success of obamacare. It may be what happens if mcconnell cant get it through. Douglas, to you. You used to be the guy in the line of fire, running the cbo. You noted before, the party that put the cbo leader in power is generally the one that doesnt love the cbo. Republicans dont like the cbo right now. Do they have merit in their argument because the line we keep hearing out of republicans, the cbo almost always gets things wrong. Its not factual. They get some right and some wrong. Cbo is going to be wrong in circumstances like this. They are most important when the congress is doing something new and innovative. The senate bill has innovative features. Cbo has little history on which to base their projections. If you run the clock forward, it is inevitable they will be wrong. The question is whether they are bias. They try to put their estimate in the middle. Its likely to be too high as too low. Cbo operates under special handcuffs. They have to compare to current law. So, in the case of medicaid, that means they have to assume that it will be costful to plow enough taxpayer money into it to have that program survive. I think its highly questionable. If you look at cbos budget projections, inside eight years, running deficits every year. The heart of the deficits is the rising spending on medicaid, social security. Its quite inevitable that we do medicaid reform. So, a real policy choice is not the senate bill versus some imaginary baseline. The real policy choice is medicaid now or the future. Thats the way it should be framed. Doug, to you, the cbo number is getting all the attention. The Tax Policy Center came out with analysis that is pretty damming as well in terms of who benefits financially here. They estimate that the richest americans, the. 1 of the richest americans that make 5 million or more a year are going to get an average tax cut of 250,000 in 2026. At the same time, the cbo poupts out a person making 26 grand would pay more for their coverage under the senate bill, whether they are 21, 40 or 60 years old. Is that a tough narrative for republicans to fight on this one . It sure is. Republicans argued at the time, obamacare was a massive wealth redistribution. Repealing and replacing it would do the opposite effect. One thing republicans and conservatives always talk about is when democrats enact entitlement programs, they do so in part because they know how difficult it is to get rid of them. Republicans have been trying seven years to get rid of obamacare. Its not easy to do. The focus is on Mitch Mcconnell. Some should be on President Trump as well. Hes making phone calls. He needs to do more. The only difference we have in dynamics this year and last year is we have a republican president. Its up to him to deliver that ball home. Before we wrap, simone to you, democrats are not on a role lately, lost a presidency and the four special elections. You have Bernie Sanders, the guy you worked for for a long time said the Democratic Party lost this election. What needs to change . Look, i think, one, these were special elections. A better test of where the party is, is the house of delegates, for example, the General Assembly in virginia this fall. Thats the race to watch. Look, we have to run better candidates and on a good message. The democrats have to keep the pressure up on health care. The polling found health care is more of an issue. Hold that thought. Apology for the interruption. Lets go to paul ryan who is taking questions. [ inaudible question ]. Hes a republican appointee, if im not mistaken. A tom price apon tee. Look, i have had my own methods of it. It is important we have a scorekeeper. We can always complain about the nature of the score. I think their coverage numbers, theres more to the story than what the number implies. Having said that, its important we have a referee. [ inaudible question ] it is. [ inaudible question ] nope, they havent finished their bill. We have not made any of those decisions. Ill leave it up to the senate. Order in the house health care, put it down again and it went through. What is your advice to Mitch Mcconnell this week . Its private. Meaning, i keep my advice between the two of us. Look, i would not bet against Mitch Mcconnell. He is very, very good at getting things done in the senate, even with this razor thin majority. I have every expectation the senate will move this bill. I assume this bill will have changes. You know why . We all make promises. Every republican senator campaigned on repeal and replace the law. Two, the law is collapsing. 42 of counties have one plan to choose from. A double digit premium increase. Choices are evaporating in much of america. Blue cross blue shield pulled out of ohio. There are counties scheduled to have no plans left. This is collapsing. Its in a tail spin. We have a duty to rescue the Health Care System for people in the individual market. I believe they will get this done. I believe they will get it done because they said they would. Mr. Speaker, are you taking the temperature of your members while this debate goes on. The freedom caucus, are you getting their impression or wait for the final bill . We dont know what the final bill is going to look like. Our members are waiting and seeing. We all have opinions on the best possible policy. Yes, the reconciliation system is frustrating. We cant put all the bills in we want. We are doing medical Liability Reform later this week. I would not bet against Mitch Mcconnell. They are trying desperately to get that through. Simone, finish your thought. Basically, what the democrats need to do is run on the issues and one of the most potent issues is health care. They have to keep the pressure up. Senator heller, right now, in nevada who is experiencing an amazing amount of scrutiny. He is the only senator up for reelection. Hes having trouble with this bill. This was disastrous that is going to harm people. Thats what democrats need to talk about. Hes facing pressure from the superpac putting out a nasty ad today. Doug, to you. The line when speaker ryan was asked, what is your advice to Mitch Mcconnell. He said its private, then he said i would not bet against Mitch Mcconnell. He has a good track record. Is paul ryan correct . He has a great record. I would not bet against him. People have in the past and they lost on that. The house and senate moved a let of legislation so far this year. They have moved more bills. President trump signed more bills in law at this point in his presidency. Hold on. More executive orders, not major landmark legislation. Landmark legislation takes a long time. To think we are going to magically move obamacare replacement President Trump is the one who said on day one, we are going to repeal. He made these promises. He was wrong. Im not defending trump on that promise. I am saying they have been more productive. There was a review about the progress the house has made. The senate made similar progress. These big things are hard to do. Democrats know when they enact an entitlement program, its hard to repeal them, replace them or change them. Final thought, douglas. It was interesting paul ryan was asked and he said absolutely he was appointed by republicans, by tom price. Its important we have a scorekeeper. I think thats exactly right. It is fair to take issue with particular judgments the cbo makes. There are a lot of tough calls on repealing the mandate, for example and other things in the bill. Good morning to you. You are quoted saying this bill breaks with our moral obligation to care for the most as a ruvul people in our society. Simone sanders just told me, as a democrat, as someone who hates the senate bill, quote, obamacare needs to be fixed. Do you agree with her . There are a number of things that you could fix in the Affordable Care act. There are a number of things that ought to be preserved. One of the best ways to figure that out is do what we have done in the past. We worked on the act. We had like 80some days with hearings and meetings. 300 and some amendments. We should go through that process. Do it with their bill. Whatever they come up with at the end of the day, go through that process and wind up with something in between the Affordable Care act and what they are suggesting. It would probably be a better outcome in the end. You are admitting obamacare needs changing. You are upset at this process with 13 senators meeting in secret behind closed doors. What would you change . What is the biggest failure of obamacare . Keep in mind, 50 of people get their health care from Large Employer plans. 25 get their health care through medicaid and 15 through medicare. What we call obamacare is 5 or 6 of the people. Im worried about those people and you are, too, senator. They are people that arent lucky like i am to get insurance through their employer. The reason the 5 or 6 are paying more for health care is the exchange is destabilized. Three things we should do. One, offer insurance along the lines we proposed. Two, make it clear that the individual mandate or Something Like the individual mandate is in the same place. Three, make sure the cost sharing arrangements are preserved as well. Do those three things and bring down the instability. Health Insurance Companies come in and be with one another. All the stuff that donald trump talks about. We want better coverage, better quality care and stabilize the exchange. We can do that. What he is doing is unstabilize the exchanges. Do you think that i mean, because you have been pretty candid, senator, in saying that your own party, the Democratic Party has struggled to get their message through to americans on health care. Why do you think that is . This is a hard subject. Its not easy to do. There is a lot of misinformation. There are a number of things, basically, we can do and should do in order to do those three things the president likes to talk about. We ought to do those things. Why do you say the party has not been good enough at communicating it . Its been a tough run for the party in general. You lost the president ial election. The democrats lost all four special elections in the last few weeks. Where is the communication barrier . How can they improve . I think by simply going through regular order, having the hearings, people having a chance to say who likes this and who doesnt like it. Offer amendments. Thomas jefferson say people know the truth. Theres been a lot of untruths, some coming from the white house, i hope not so much from us. We need to get to the truth. If we do, we can work through this. As the public debate escalates over the senate Health Care Bill, there are questions on whether the official debate will get off the ground in the senate. We are joined by one of the republican senators, an architect of the bill. He is working to garner support for it. Chairman of the Senate Republican conference joins me. Thank you for being here, senator. Good morning, poppy. You were one of the 13 in the closed door meetings. As you know, this bill is struggling to get enough support from fellow republican senators to reach the point of debate on the floor. Looking back, do you think it would have behooved you and been better for you had it been a more open dialogue, not crafted behind closed doors . If you look at what actually happened, poppy, there was a working group that sort of developed organically. The leader made it open to anyone. Then, of course, we had countless meetings with all 52 republican senators. Everybody had input. This is not the product of something that occurred over 30 meetings of all our members with different points of vu. This represents, as close as with we could get of striking a balance between the Diverse Group of views we have in our conference. It is you are never going to get something you are entirely, 100 happy with. You have to decide if its better than the status quo. Clearly, it is an improvement over what we have today, which is failing. Thats what you think. Senator collins doesnt think so. She said she will vote on the motion to proceed. This is something you wrote,itis time to rescue americans from the mess of obamacare. Do you think this senate bill rescues enough americans . Well, it clearly takes the mandates they are living under. There are 19 million americans who chose not to subscribe to or pay the individual or to adhere to the mandate. They pay the penalty, 6 million pay the penalty or fine for not getting insurance. 13 million found ways to get waivers and ways around it. There are a lot of mandates the American People were asking to be rescued from. If you look at the impact of what this has had, even those able to get insurance, the premiums are going through the roof. They have doubled in the last four years and you have deductibles of people who might have a policy cant use it. The deductibles are so high. I get that. I get that. I have been in these states. I have been in kentucky talking to families who tell me i cannot afford coverage. I understand that. This bill saves a lot of money, 321 billion for the federal deficit. However, when you put out your statement on the cbo score which found 22 million more americans will not have Health Insurance in a decade than if we kept the existing policy, you didnt mention that once. You write it will enable them to access more affordable patient centered health care. What about those 22 million americans . Are you worried about them . 14 million of the 22, the cbo pointed out wouldnt be covered because they chos not to be covered. What we are saying in the bill is people shouldnt have to buy something they dont want. Let me ask you about the 8 million americans, are you worried about 8 million americans . Of course we are. We are worried about every american and want them to have access to health care. The thing the cbo doesnt take into consideration, if you drive down premiums, more people will buy Health Insurance. The reason many dont buy today is they are priced out of the market. They cant afford the deductibles and out of pocket costs. We think restoring the market in this country puts downwards pressure on premiums, which is the goal. The thing we hear the most from people back home is we want more affordability in Health Care Insurance coverage. And we dont have it today. I would note, while the cbo found this senate bill would stabilize the marketplace over the decade, the premiums would rise next year, still under it, then go down from there. As you know, the president called the house Health Care Bill, the House RepublicanHealth Care Bill mean and he confirmed that this week. The Senate Version leaves almost as many uninsured. It was 23 million its 22 million now. Do you think the president is calling this bill mean as well . If you look at what the senate bill does, again, compare it to present law or the house passed version earlier this year, but ill give you an example from my home state of south dakota. We have over 30,000 people that will have access to refundable tax credit to buy insurance that dont have it under obamacare. Thats because we allow the tax credit people to buy it from 100 to 350 of the poverty level. That opens up my state to 33,000 people. The people are going to look at it differently. Overall, what we are trying to do is stabilize the market, which this does and theres a slight spike in premiums. Then the cbo said in 2020, they come down 30 . In 2026, they come down 20 . You see the reduction in premiums. We make medicaid more sustainable, which right now, it isnt. It gives states flexible. It cuts 26 of federal funding from medicaid over the next decade. Any way you slice it, it is less money going into medicaid. Would you conceive that and are you concerned about people that depend on medicaid like opioid addiction. We have members in the senate, we are trying to make sure we add dollars for opioid and substance abuse. But, remember, overall medicaid standing between now and 2026 goes up by 26 . It incleess every year at the rate of inflation. The slowing the rate of growth is giving governors and state legislatures more flexibility to design programs where they can save money. You have to acknowledge, there are states around the country because of innovations in their states have come up with solutions on medicaid. Where they are managing it here and running a more Cost Effective way. We want to allow it to happen in a more in a bigger way than it is today. Senator, if you can stay with me, i want to listen to two key governors in this. Colorado governor and john kasich who have been critical on the measures on health care. Listen to what they have to say. All worked up. My job is to be honest in this process. Thats what i intend to do. John hickenlooper, im grateful to be with him. I love the way he thinks and does his job as governor and, isnt it refreshing to realize republicans and democrats can stand on the same podium, on a very tough issue and get along and be constructive. This is the way it used to be. While i dont want to go backwards, maybe going back to the future is the way to solve big, looming problems that are over, across the landscape of america. We can get this done. John . Thank you, governor. I cant easily express how grateful i am. Governor kasich has been a leader on this and working on it a long time. The notion that the senate is going to do a bill in secret in a short period of time and bring it out and have it, you know, try to sell the notion this is an improvement in health care is a bad joke. We have been calling this the unHealth Care Bill just because theres no improvements and pretty much only cuts. I think it takes tremendous amount of courage to standup like governor kasich or governor sandoval of nevada and other governors. Governor baker, governor snyder, governor hutchinson has had serious conversations around the bill. That courage, thats what it comes down to. Its in your mer ill, this isnt a decision, its a moral issue. I wrote down some of the numbers colorado would see. Rough justice of 188,000 people in colorado. More than half in rural parts of the state. Again, its the place where its hardest to get good medical coverage. We would lose 50,000 people that are through private exchanges, not giving them stability. We are going to cut coverage. Again, thats not improving anything. At a certain point, if this bill went through as it is, you have, you know, a level of some estimates over 100,000 deaths over the next ten years. Governors in that difficult position to try to allocate resources where you know you are going to be you are not going to have the coverage. Ultimately, governor kasich and i are not going to agree on everything. If we were writing this bill, we have to spend a lot of work to figure out the compromises and how to get to that place. We both agree we have to control the rise in health care at all levels, but certainly in terms of private exchanges and in terms of medicaid. But, we have to make sure we also dont roll back coverage. Thats immoral. I think to try and push that on the country, really for the benefit of i mean, who is benefiting from this bill . Its not improving health care. 230 billion for the highest earnings and the people with a large amount of earned income. I talked to a couple dozen of them. Does it matter when you are making 2 million a year and they save a few thousand dollars. They dont care. We are dpoung to keep monitoring this joint press conference. Governor hickenlooper and republican governor of ohio, john kasich. Back with me is governor john thune. You heard governor hickenlooper call it immoral. Look, we think its immoral that people have to pay what they are paying today to get their insurance. A lot of them are forced out of the market because of that. We Want Health Care to be affordable to everybody. Thats the goal. Thats what we always tried to achieve. If you look at the cbo score, that happens starting in 2020. When you see a 20 reduction in premiums or 30 in 2026. When you see 20 overall reduction over what we have today. Ultimate goal is to make insurance more affordable to more americans. And your and your specific response, quickly. I know you have to go to what governor hickenlooper said, he said some estimate there will be 100,000 deaths over the next ten years if this bill goes through as is. To that, you say . I dont know where hes getting that estimate, poppy. I think theres a lot of rhetoric thrown around out there. You know, look, theres a lot of scare tactics and fear mongering being used on this. Tealty is make medicaid sustainable, target it to the people that need it most. Make sure its there for this generation and next generation. John kasich says this plan would not make medicaid sustainable, which is grappling with a devastating opioid crisis. The republican governor saying this does not Fund Medicaid enough. Thats why we have members and we have added additional money for opioid crisis. Governor kasich and i worked with john when he was chairman of the budget committee. The last time we did entitlement reforms. Obviously, he thooz take care of the people of mo ohio and hes looking at the best way to do that. We think its to give him more flexibility. They have done things that are innovative in ohio and indiana and other states around the country. Let the governors do what they do best, come up with solutions that best fit their population.
