Identified three attackers who killed at least seven people and injured 48 others. Authorities are sifting through forensic evidence trying to determine whether attackers were part of a larger network. In the wake of this attack President Trump unleashed on his executive order calling it a travel ban writing people the lawyers and the courts can call it whatever they want but im calling it what we need and what it is, a travel ban, caps included, and he wrote the Justice Department should have stayed with the original travel ban, not the watered down politically correct version they submitted to the Supreme Court. If only he knew someone in the Justice Department he could discuss this with. Lets begin with senior washington correspondent joe johns at the white house. I think the president throwing the white house in a bit of chaos with the tweet this morning, joe. Reporter youre right, john. President trumps tweet storm if you will comes at a time that the administration is trying to get back on track, after all the recent destructions, i should say disruptions over the russia investigation, the president of the United States trying to now push one of the big policy initiatives he promised on the campaign trail that would be the initiative to put 1 trillion into transportation infrastructure across the country. It all begins today here at the white house with the air Traffic Control initiative, this is a push by the administration to try to privatize the air Traffic Control functions of the federal aviation administration. On tuesday the president bicameral leadership meetings with the members of congress at the white house. On wednesday he flies out to cincinnati for a complain style rally there. On thursday possibly the most if you will challenging day of the week, that would be the day when the former fbi director James Comey Testifies on congress and he has a number of options members want to ask him about including the conversations he had with the president and the memos mr. Comey wrote about those. That day, there will be some more infrastructure stuff, even more in fact on friday, and at the end of friday, a meeting with the president of romania. So a lot of things on the plate for this president , as they try, try to move on from the russia investigation. John, back to you. Meanwhile, just to be clear you had a chance to speak with Kellyanne Conway on the subject of the president s tweets on the travel ban. What did she say so you . Reporter thats right, after the four tweets this morning, the president sort of reframing his positions, if you will, on the travel ban, i asked Kellyanne Conway this morning what about the president s tweets, and she essentially asked me why it is we, the media, are obsessed and focus so much on the president s tweets, as opposed to focusing on the things he does. I of course responded, well hes the president , and its the president s tweets to which she had no response. Joe johns for us at the white house, thanks so much. Kellyanne conway said much the same to nbc. Sebastian gorka told they are not policy. It begs the question, what exactly do tweets mean . If only there were an answer. Its not on message with what sean spicer and the Communications Department have been trying to say and trying to push this executive order through this travel ban. Heres the deal. Ive been covering the white house for 20 years. Anything and everything is president ial that we cover. It could be their dog. It could be their cat. It could be what they wear, their tweet, it could be the message of the day. It could be who they meet with. That tweet is something, those tweets rather this morning we are news. It is from the president of the United States, from his fingers, from his mind, to the american public. And we cannot ignore it. He totally upsets the apple cart as this white house is trying to push forward with the Campaign Promise of the travel ban or whatever the white house wants to call it. The president made it a point to say it is a travel ban, all caps. He screamed it this morning. And it is not a travel ban is depart part of the complications, alex burns, the president somehow suggested his Justice Department is not acting on his wishes, it never should have watered down his original travel ban which the courts struck down or at least blocked saying they should go back to the original before the Supreme Court. This is not the first time he said this immediately after a federal judge in hawaii blocked the second version of the travel ban. He went at a Campaign Style rally and say we should go back to the first version. He is frustrated an angry advisers who assured him the second would have a much easier time in court. Clearly that has not panned out. All of this goes to the heart of the question, how much of what the president says should be taken at face value. The administration has tried over and over in court to argue that the tweets dont count, the Campaign Speeches dont count. Tv interview by Rudy Giuliani shouldnt count and the court has not taken that argument seriously. Areandit said the order speaks with vague words of National Security but in context drips with animous and discrimination. When he writes down whether it be on paper or on twitter that it means exactly what im saying right now, its a travel ban, thats something that can be used in court cases i imagine including before the Supreme Court if they decide to take this up. Well look, the tweet this morning definitely complicate the legal arguments. The challenges say the intent was to disfavor muslims. What did they use as proof the president s campaign statements and the department of justice lawyers some of the top in the country came to this court and said you cant look at campaign statements. You have to look at the sbekive order on its face its religiously neutral and we came up with a revised ban. First of all the president seems to suggest theres no difference between the two bans and he also suggests that the department of justice lawyers are making simply like a politically correct argument simply to please the courts. That could hurt their argument. Think of the other tweets the president could have done, like focusing on National Security. I dont kno at the end of the day, the justice also have to decide whether or not they want to weigh Trumps Campaign statements and his statements as president when they look at the intent of this executive order. Theres no reason to believe any judge will say the tweets dont count, if if the president wrote them i believe theyll take them into account. Patrick healey another aspect of this is this question. The president talking about the travel ban and talking about terrorism and immigration. Is this a subject where he would like to see the focus, whether or not hes contradicting himself, whether or not hes complicating his own legal case here, this may be an area where hes more comfortable having the country discuss rather than james comey testifying on thursday. Thats absolutely right. James comey coming up thursday in public testimony, a Health Care Bill that is stalled in the senate. He has tax reform and infrastructure plans that he has been touting as sort of a game change for america but you know, those are going nowhere. Hes reverting to form. When he first joined twitter year ago he saw this as at a thing that was fun or a parlor game, it was a way to have kind of a one man media operation, which he could speak directly to the people who were following him back then. Now he sees this again as a way to connect directly with whatever kind of base he sees as remaining for him. He would be probably happy if he could be having two or three Campaign Rallies a day, and tweeting. That is sort of his comfort zone. Hes never really grown beyond that and shown himself as someone who can sort of legislate with strength, can make deals, can keep the trains running on time so absolutely this is what he wants to talk about. He called it a ban originally, that is how he saw it and that intent is really clear. Lets shift to thursday, james comey bfg before the Senate Intelligence committee. The white house is still using the word if alex burns. Kellyanne conway was on tv saying this whether or not the president would use executive privilege. Listen. The president will make that final decision but if mr. Comey does testify well be watching with everyone else. Still saying the president will make the final decision on executive privilege if he will testify. The white house not likely going down the executive privilege route. Why is she lobbing that ball in the air to muddy the waters . I think the white house has tried to cast some shadow over james comeys behavior and motives and the likelihood that he can deliver the goods that he claims to be able to deliver so this may be part of that. If the white house wants to invoke executive privilege they are running out of time and the risk is youre trying to hide something and that you look like youre trying to hide something and then lose in court, and comey gets to testify anyway. Most of the raids and arrests taking place in the east london neighborhood called barking. Lot of the raids taking place in this residence right here. Overnight there were two more in barking and a nearby neighborhood. 11 people have been arrested, seven of whom are women. Its unclear what their connections to the attackers are. We also know that earlier today the metropolitan police said a huge amount of forensic material has been seized in raids over the past few days. Were getting a full picture of how the attack unfolded but few details from the police as to the identities of the attackers. One as you said had ties to ireland and theresa may is saying that the police do know the identities of all three attackers. Take a listen. The police have now identified all three of the attackers, and when progress in the investigation permits, metropolitan police will release the names. Now the big question will be how to stop these attacks going forward. The uk has now seen three major terror attacks in just nine weeks but this morning, the commissioner of the metropolitan police said in the same time frame, nine weeks, five different attacks were foiled. She also said, the majority of the threat that were facing is not from overseas, meaning that the main territory here er mai grown. Isis is claiming responsibility for the attack. What are officials saying there about a possible link . Reporter thats right, they put out that claim of responsibility about 24 hours after the attack through their socalled official media channels. There were few details in that claim of responsibility. For now theres no indication the terror group had contact with the attackers. Theres no evidence that this was isis directed as opposed to isis inspired, which of course is an important differentiation to make. Alex marquadt, great to have you here. Juliet kayyem and mubin shaikh, counterterrorism operative. These three men, what are they saying, does it look like they had connections outside of their own little unit . Well, what theyre doing is investigating whether they have connections to a wider extremist milieu and this part of east london is an area where there has been a sort of history of islamist extremism, minority pockets of that. Theres been one group called mujaharun a british proisis group particularly active in the area. Its leader Anjem Choudary was convicted and sentenced to jail for five years last year for urging support from isis. I interviewed him several times i followed this group. They are very active in that area. That is one of the things theyll be looking at. Were looking at whether theres any overseas connection but given the crude techniques that they used in this attack, doesnt appear they were trained killers who would have been overseas with a group like isis. The focus is much more domestic right now in this investigation. So juliette kayyem, crude weapons here. The british authorities on the scene in killing the terrorists within eight minutes of the first call for help, and there may be two lessons here, one reassuring, one not so. The first lesson british authorities are on this. They have a response system in place that can move rapidly and try to keep casualties at a minimum. The less reassurance part of it is, is that there were still seven people who died, more than 40 people injured, even though this attack may not have been as successful as the terrorists had wanted. Thats exactly right. Its the challenge of how could you measure success for the terrorists and for cities and cities in this age of the kind of terrorism that were seeing. But part of how we need to measure it is can Law Enforcement public safety, fire officials, the public be able to react in a way that minimizes the harm after the attack. We call this right of boom planning, right, in terms of saving lives, minimizing those who have to go to the hospital. In that regard i quote the mayor of london. The response was spectacular. If you can minimize the death toll it undermines the terrorists success even though of course they got through and killed some people, but it also helps the city bounce back and become more resilient. In this day and age with the terror were facing we have to anticipate future attacks and measure own our success whether we are prepared for after the boom. Mubin, President Trump calling for a new travel ban here in the United States. I know the situations in england obviously very different, than the situations in the United States particularly number of extremists who have gone back and forth and worked with isis directly. Nevertheless, how do you see the idea of a travel ban being a useful tool in fighting terror . Well i mean, on the facts of it, the travel ban is not warranted. The Kato Institute conservative think tank i guess i mean theyve crunched the numbers on, this having been attackers coming as refugees, i mean you have White Supremacists that have killed more people in the past few weeks than youve had refugees kill people in the past few 20 years. So the merits of the travel ban are nonexistent. And the idea of home grown, correct, we dont know the identify mubin of the british attackers, were they born in Great Britain or outside of the country and moving in there. The great deal of terrorists in particular within europe is coming from people born within the countries they attack. Isnt that right . Thats right. This is where the threat comes from, and it begs the question, what is the domestic policy thats in place to prevent these things . The uk is struggling with trying to get certain countering radicalization programs really going, the prevent program, for example, but you have, you know, malevolent naysayer fifth column Islamist Groups in the uk arguing day and night against those programs, so you know, theres nothing of this sort in the u. S. Under the Previous Administration there was a semblance of a cve policy starting to take shape but the Current Administration kisohed a kiboshed all of this, well just focus on muslim. Actually arguing for the original one, not the one his own administration changed. Yes, this isnt news but theres something wrong with this guy. First of all, hes the president of the United States, and he indicates hes mad at the Justice Department for watering down his original travel ban. Now, im glad they watered it down. Its still terrible, but hes the president of the United States. Hes in charge first of all. But secondly, he makes the case that weve all been saying all along, and that is that this was a travel ban, it was intended as a ban. He has his staff, including cabinet members going out and saying no its not a travel ban. Those are medias words and he posts it in boldface type. This is a president who is completely out of control. Okay, lets take that, because in the beginning you said theres something wrong with this guy and in the end there you said out of control. What is your evidence for that . The fact that he contradicts the directives that he gives his own staff. When they march out there and say that this is no travel ban, its really clear that theyre doing what he wants them to do. He cant stick with his own story. He cant stick to you know, whatever the truth is for that moment. And its dangerous. Hes the president of the United States. Hes not some guy with a blog. Hes the president. What he says actually matters. Dangerous how . Dangerous in the sense that hes unpredictable in a way that is not the complimentary unpredictable that hes looking for. Hes unpredictable in terms of how our allies see us. Hes unpredictable in terms of how we as americans see, and hes supposed to be a leader. Hes supposed to exercise moral authority, and he just seems to have no impulse control, and so one day its tweeting about the travel ban, but he makes pretty substantive, pretty significant decisions every single day, and if he can change his mind on a travel ban, which is headed to the Supreme Court, a policy that really in some ways was the centerpiece of his initial days in office, and just sort of change his mind and say it contradicts what he has, and his administration has been saying for months. What youre saying there is a premarkable statement. Not just saying you disagree with his policy. Youre saying his behavior is putting the country at risk here. That seems to go beyond politics. It is beyond politics. Honestly. So youre genuinely concerned this isnt trying to throw shade over the white house. No. Its one of the reasons that i think this entire matter, you know, this russia matter, for example, really should be taken out of the hands of congress. We should have an independent commission, because special counsel now. This is special counsel but even the investigations taken place now, i think, i have faith in the people that are conducting them, but i dont have faith that once those investigations are complete that they will be embraced, because the Trump Administration will simply say its partisan politics all over again. James comey testifying before the Senate Intelligence committee on thursday. Our Gloria Borger reports a source familiar with his thinking is saying you know what . Had he thought there was obstruction of justice during the investigation he would have said something at the time. Do you think this is james comey trying to lower expectations here and say you know, people in the media, democrats might be saying this is obstruction of justice. He doesnt go that far. He doesnt and i guess thats why its important that he has the opportunity to testify. I think it is important, and this is i guess i am speaking to both republicans and my democratic colleagues, lets not jump to any conclusions. Lets let the facts speak for themselves. Lets get this out there. Ive seen enough that causes me to be really concerned about the erratic behavior of the president , but the facts will have to determine whether that behavior reaches a standard that goes jond just erratic behavior that we need to deal with. The president wants to talk inf infrastructure, wants to focus on that this weekend although hes undermining his own theme. Flint is an area needs infrastructure improvements, there is a crisis if you will. I think we need an infrastructure plan that is broad that goes beyond roads and bridges, and deals with water infrastructure. Flint is an example of what happens when you fail to kedeal with one of the problems that comes as incredible cost. Sp eskcally what we need is a marshal plan for our older industrialized cities could potentially have unintended consequences as a result of the Infrastructure Initiative which would more efficiently move more wealth and Economic Activity out of places and we need to reset the markets in some of the old communities. As we move forward on infrastructure, i hope we recognize that there are unique needs in places like flint or detroit or cleveland, and if not could actually unfortunately be hurt by big investment. Allies, Oil Prices Went up already this morning, and look, some of those countries you mentioned, saudi arabia, bahrain, egypt and the uae, all major allies but here is the other problem, so is qatar. The countries are accusing qatar of sponsoring terror groups like al qaeda and the muslim brotherhood, so theyre closing their borders, closing all air space and trade with qatar and telling countries they have 14 days and i dont need to tell you how volatile this region can be but this is a big concern for the state department this morning. This is what secretary of state Rex Tillerson had to say about all this. I think what were witnessing is a growing list of some irritants in the region that have been there for some time and obviously now bubbled up to a level the countries decided they needed to take action in an effort to have those differences addressed. We certainly would encourage the parties to sit down together and address these differences. Tillerson later added that the United States is willing to play a role to bring the countries together but its not clear if these countries even want to sit at the same table. John, a lot of people are saying more than qatar and these countries, this is actually about iran, because some of these gulf countries have accused qatar of not taking a hard enough line against iran and some are saying this is what theyre doing to bring qatar back in line so they can form a unified front against iran. Of course the United States wants a hard line against iran also so it will be interesting to see how the United States deals with this significant military asset, not just in qatar but some of the states now boycotting qatar. All right, this morning, secretary of state Rex Tillerson said that President Trump thinks Climate Change is important and isnt walking away from the issue by withdrawing from the paris climate agreement. Obviously, a lot of this discussion, particularly from the administration, has been about coal and coal jobs. The United States has lost 40,000 coal jobs since 2011 by some counts, 60 of coal jobs have gone away in kentucky alone. Is any policy change from the United States going to change what youve just called a transformation like that in the Energy Industry . I think, clearly, if theres policies that allow continued coal operation, thats a great thing, but at the same time, coal will remain a part of the mix, but it will be a lesser part of the mix because these resources are being becoming prevalent from very different aspects in terms of natural gas thats obviously been taking place, but also renewables, solar, wind, other forms of energy. Those kinds of applications are becoming more and more of a process of being able to deploy relative to our generation resources, so i think its moving a different direction. Its moving a different direction. Coal will be a lesser part of the mix. And do you think in some ways, the administration or the president has been selling a false promise, insisting that he can bring these jobs back . I think, certainly, well be able to maintain existing jobs. As far as jobs coming back, that remains to be seen, but i think its clearly, the market will have to decide where the future generation mix is going to be. As i mentioned earlier, with our shareholders and Customer Expectations around a clean energy environment, there are just resources today that didnt exist just a few years ago, and those resources are becoming more and more prevalent, so that rebalancing is good because it mitigates risk for our consumers. Green energy is somewhere where environmentalists say there are jobs to be won there. Democrats, you know, the Obama Administration always pointed to Job Opportunities with socalled green energy. Do you think that is overpromising . No, i dont think so, because you see in even new developments since the time president obama was in office, today you also have Big Data Analytics that are driving efficiencies in the grid itself, the electric grid itself, and thats really a key area for us to further optimize our energy resources. So youre going to see energy efficiency, youre going to see transmission, youll obviously see solar, wind, other forms of renewables and natural gas. Those will be the fuels of choice in the future. What do you think the solution is for people who have lost their jobs in the coal industry over the last not just five years but really 10, 20 years . Yeah, john, were working really heavily on Economic Development in those regions, and certainly, we found out through studies weve done, theres eight times the propensity around the ability for people in those regions to work with machinery and equipment. That lends itself well to aerospace, defense, and other manufacturing. So were really working on sites that we already have authorized to bring businesses, manufacturing to those areas to put not necessarily coal miners back to work in the coal mines, but certainly back to work from a manufacturing perspective.
