We are also waiting for an update from the investigation. We will hear from the chief constable in manchester. Police are making three new arrests, bringing the total number of people in custody around this attack to four. Also, new detail this is morning about the 22yearold business student who carried out this attack, including this photo taken a few years ago. He was known to intelligence services. He recently made a trip to libya. The United Kingdom has raised its threat alert level to critical. That is the highest level its been for a decade. The countrys Prime Minister has warned another attack may be imminent. All this as we continue to learn the names of the victims, including Olivia Campbell. Her parents told cnn just yesterday they were waiting for their daughter to call home. Want to begin with our correspondent at the site. Whats going on . Reporter well, here is what we know from talking to eye witnesses. Police blocked off a part of this road and then they saw about a dozen armed and mass police with body armor actually enter the building. A short while later they heard a small bang and we know from other police searches this is what they used to often access a house or apartment or that may have been what that sound it was. What we know is the search is still ongoing. Police are still inside, but we dont know exactly who or what they are looking for. Police have confirmed the search thats going on is a part of the Manchester Attack investigation and we are hoping to get an update very shortly. At the moment were waiting to see what they might be bringing out of the apartment that theyre searching. Just to give you a sense, this is a different location from suburban homes we saw yesterday that were being searched. Those were houses where families lived. This is where a lot of students live on this road. A lot of young professionals, studio design studios, for example. And it is very central in the city, a mile and a half away from the arena where the attack occurred. So very different search happening today. Well bring you details as soon as we find out whats happening inside. Please do that. Lets go to klarissa for more on the investigation. Its really accelerated overnight. You have three more arrest, four more in custody. What else are we learning . Three arrests. T. Raids ongoing. Four people now in custody. We also heard from britains home secretary today that essentially she believes it is unlikely that the suicide bomber acted alone. Thats very much gangels with w we have been reporting simply put because the bomb seemed like a fairly sophisticated device that managed to kill 22 people and the concern always when you have explosive being built is there are a Larger Network at play that potentially a bomb maker is still on the loose. And i think the fact that we have seen the Terror Threat elevated to critical as you said, the first time in a decade, the last time the Terror Threat was critical in the United Kingdom was back in 2007 when a man tried to ram his flaming car into the doors of scotlands airport. So clearly the british Prime Minister thinks this is a very serious situation. One other thing interesting to note that we heard from britains interior Security Forces is they said they find u. S. Officials, quote, irritating in their continuing leaking of information about the british investigation into the terrorist attack at Manchester Arena to media officials. They say they dont think its compromised the investigation, but they would like it to stop. Thank you. Were going keep our eye on manchester. We are expecting a News Conference from Law Enforcement officials very shortly. In the meantime, back here at home the investigation into the white house and its possible ties to russia is in the spotlight after dramatic testimony from former cia chief john brennan. He revealed to lawmakers that he saw intelligence that led him to believe there were contacts between russia and Trump Campaign officials. But the director stopped short of saying he found evidence of collusion while he was in office. President trump is lawyering up, looking to a longtime associate for help. While this is going on, the troubles continue for Michael Flynn as Lawmakers Press for documents and threaten to hold him in contempt. Joe johns with the very latest. Reporter the president hiring his longtime associate to represent him on matters related to the investigation. It is expected he will be part of a team of attorneys. That team also likely to include someone with super lawyer status in washington, d. C. , familiar with navigating issues involving the justice department. The president has said he hasnt done anything wrong and that hes not under investigation. But the naming of a special counsel complicates the picture. Meanwhile, the legal trouble appeared to deepen for the president s former National Security advisor Michael Flynn, who is invoking his fifth amendment right in the Senate Russian investigation. The heads saying they will subpoena two of flynns companies and get documents. He has designed to give them and flynn could be cited if he continues not to cooperate. We agree with his interpretations of taking the fifth. It is even more clear that a business does not have a right to take the fifth. If, in fact, there is not a response, well seek additional counsel advice on how to proceed forward. At the end of that operation, there is the contempt charge and i have said everything is on the table. Also new, the search for someone to replace the fired fbi director james comey may be back to square one. The president has said last week that he was close to naming a replacement. But now it is our understanding the pool of applicants is being expanded. Joe johns in washington, thank you very much. Lets talk about all this with our panel. Jackie is here. And larry, director of the University Center for politics. So you counselor, first, a few things here, legal issues we want to get through. So the president hiring this lawyer hes worked with for a long time. What are the advantages, disadvantages to that versus white House Counsel . Why bring in someone from the outside . Because this happened. It makes a lot of sense for the president to be doing this because white House Counsel is there to defend the institution, but not the president personally. This lawyer is an aggressive commercial lawyer involved with a lot of trumps big deals, a lot of his litigation. So he knows the personal aspects of the trump empire. And we can expect that special prosecutor mueller will be subpoenaing records relevant to that empire. I think he needs that kind of advice. He also needs a washington add vieder on the team and im waiting to hear who that will be because he doesnt have that inside washington experience. Let me ask one more question. What is congress trying to do with the various subpoenas and various summonings of Michael Flynn here. There ees calling for him personally, going after his businesses. Where can he claim the fifth . Where can they claim contempt . Now, the fifth amendment generally can only be used as a protection against forced testimony. So he could sit in the witness chair and take the fifth. But generally documents are not protected by the fifth amendment. So congress may have a strong argument here. Even if those documents can incriminate him. Sometimes allows fifth amendment protection, but i think well see the courts ruling on this eventually. Following up on what john said live yesterday that is certainly making headlines around the world, i was worried by a number of contacts the russians had with u. S. Persons. He went on to say whitingly or unwhitingly connections he was worried about between some Trump Associates and the campaign. How much of a headache did he make for the white house. They did respond, but they could say this is an obama loyalist. Take it with a grain of salt. They say they used his testimony as saying there was no collusion, which is not what he said. And the whitingly and unwhitingly is another key thing that brennan said yesterday. Saying that maybe they didnt mean to end up colluding with the russians because the russians were using them rather than them willingly going along with the russians. And that is a very important distinction. How much of a headache . Weve said this many times throughout the last couple months. Any time were talking about the Trump Associates and russia, it is not good for the white house. And the fact that you did have someone like brennan, the fact that he was concerned and felt the need to report this is problematic. He also said during that testimony that he called the russian the head of the russian intelligence and basically said if you guys are doing this, its not going to end well for you. So there are several really interesting pieces of that testimony that i think will continue to spark the discussion as we go forward. Larry, there is another former official who could testify very soon. Thats fired fbi james comey. Last night, his friend of the famous drapes of the oval office story, benjamin went on anderson and basically said this, said the president should be worried. Listen. I thought it was interesting and very telling that he declined an opportunity to tell his story in private. He clearly wants to do it in a public setting and i interpret he has to testify in private and he said no so now its going to be public. I think thats a reflection of the fact that this is a guy with a story to tell. I think if i were donald trump, that would scare me a lot. So larry, if you were donald trump, would it scare you a lot . I dont know what scares donald trump, but john i think it is pretty obvious that former director comey will have a great deal of credibility. When you put donald trump up against james comey and you ask a very basic question, which one of them would be more likely to tell the truth, the full truth and nothing but the truth, i think its obvious that we would the vast majority of us would say its former director comey. So sure hes got a lot to be worried about there. Hes got a lot to be worried about generally. Trump and the white house keeps saying what i have heard white houses and president s say for decades when there is a scandal going on. Move along, folks. Nothing to see here. There is almost always something to see there. So if you are the special counselor, former fbi director robert mueller, would you want comey to testify publically . Because some experts have come on the show and said you wont want him to muddy the water. You want the two to be in lock step. Does mueller want comey out there . I think he would prefer a better approach so they could move carefully and quietly. However, mueller has been friends with comey. I think he respects comey and i understand why comey wants to go public. Comey is trying to protect his own reputation and everybody understands that. All kinds of reports that the white house may be turning to an old friend to help manage them through this crisis. A cry named corey you may have heard of who is the Campaign Manager for donald trump and an analyst for cnn as well. What do you make of corey helping manage them through this crisis . You know, it is an interesting choice for sure because corey really doesnt have the best track record. Hes been pretty good at creating it during his time at the campaign. That said, hes someone that trump himself trusts. Hes someone that has stayed within the inner circle, even though he has had that attempt at a loi bbying firm the last couple of months. He has stayed close to this white house. If you look at trumps track record, he does like people who are very loyal, close to him. So for that reason it makes sense. Now i think some others in the white house might be pushing back on this because they dont want this sort of chi yatic person back in their orbit. But well have to see. The Security Threat has been raised to critical. The british Prime Minister says another attack could be imminent. This Morning Police have arrested three additional men in manchester. That brings the number of suspects up to four. Investigators are not saying what role these individuals could have played in the attack. The arrests went out shortly after amber rud said it is likely the suicide bomber had help. Paul, let me begin with you. You are so dialed into your sources on this one. What are you hearing about these arrests and what role they may have play sed . We dont know what british authorities suspect about these men that have been arrested over the last 24 hours or so. But the british clearly at this point believe that there was likely a wider conspiracy here. Other people part of this, part of the network. That raises concern that there could be a bomb maker still out there. Not clear whether the attacker made the bombs or whether someone else may have provided those bombs to him. All of this leading to this really quite extraordinary raising of the alert level right to the maximum level just two weeks out from a british general election. The backdrop to all of that is a really high elevated threat here in the u. K. And terror plots in recent weeks. It is the start of ramadan. And last year we saw the Orlando Shootings at that nightclub take place after those kind of calls. So a lot of concern right now. I can tell you one big part of what theyre looking at is this travel to libya, what happened there, who he came into contact with. Is it possible he managed to get some terrorist training out there. Intelligence has come in indicating that isis has set up an external Operations Wing inside libya and that external wing had connections to the berlin trunk attack back in december 2016, that there were Communications Going back and forth over that in libya. Is it possible that this attacker managed to find contact in isis or another group like say, alqaeda who also still has a presence. Weve seen video going on. One going right now in Manchester City center. Does the threat of an attack increase as the investigation digs deeper . Well, what youre probably seeing right now with these raids is they are hoping that all this Police Activity will cause the terrorist either get flushed out, do something stupid that gets them exposed or possibly go to ground so that the imimmediameediate risk is p. But the idea is put the pressure on and since the name of the attacker got leaked early, to try to wrap up as many people who might be connected just to question them to try to head off any sort of future attack. Theyre also worried about copy cats because now anyone watching who is thinking about launching an isis inspired attack knows one of the vulnerable points is when people are leaving a venue. The security is often focussed on when people are arriving, checking them on the way in, not on the way out. Call to you. There are some experts who have questioned isiss claim of responsibility here because they didnt release details about the suicide bomber. Speak to whether that gives you doubts or not and also this libya issue. The war on isis has focussed on iraq and is focussed on syria. It has been the new bed hot over the last couple of years. Isis really expanded there. But the peak of their expansion was the end of 2015. Since then their position has been eroded. They had been in control, but they were pushed out of there by the end of last year. They are regrouped to some degree in the deserts and desert remote areas of libyas interior and from there they have increasingly have been focussing on attack planning. There was that strike, the two b2 aircraft traveling on a roundtrip from missouri to libya on the last day of the Obama Administration that took out to the Training Camps at southern libya. That was because of one of the reasons was because of the possible presence of two individuals there linked to the berlin attack. A lot of concerns. He said that the olive tree is a symbol of peace and he wants President Trump to construct peace. What goes on when a world leader, particularly one who may have had some pickly history with the pope, what happens when they are in a room together . First of all, the situation this morning was to some extent unprecedented, which is a hard word to use when you are covering an institution that has more than 2,000 years of history behind it. But in this case it was the first time the pope called out an american president ial candidate on the campaign trail, calling them not a christian. So there was a certain fence mending exercise that had to go on here this morning. But on the other hand there is kind of a formula to this. This is the 30th time an american president has met a pope. What happens is when the head of state, in this case the american president comes over, there are actually two meetings they are required to have. One is the meeting with the pope. The other is a meeting with the vaticans cardinal secretary of state. Thats basically their Prime Minister. And also the arch bishop whose secretary for relations, who is basically their foreign minister. That is often the more substantive meeting. But clearly what you saw here today i think were two men that were well aware they come from wildly different backgrounds and to some extent different agendas determined to find common ground. On the vatican side, they want to be a player on the global stage. They know there is no road that doesnt lead through the white house. On trumps side, beyond the fact hes desperate for some good news, he knows he got elected on the back of religious voters including catholics. He needs that constituency if he wants to govern or get reelected. So they both had a vested interest in making it look friendly and at the end of the day thats exactly what they did. Great look inside these live pictures. But still there are and remain big issues that divide these leaders, right . The leader of the catholic church, the leader of the free world. President trump, those issues are refugees, immigration, Climate Change. I mean, this is the pope who wrote the book all about Climate Change and the president who called it a hoax. How do they massage those differences Going Forward . Well, john and poppy this morning they chose to massage them by not addressing them. We did get a reminder, a sort of subtle one, but there never less was a reminder of the difference there in that pope francis presented President Trump with a collection of documents that he has published, including that first ever book devoted entirely to environmental protection, which was part of the moral inspiration for the paris Climate Change agreement that President Trump is at least reporting to be considering abandoning. It is not as if they will be able to pretend Going Forward that these differences dont exist. But i think this morning was about establishing a kind of personal rapport that will perhaps make those more manageable. We had timny dolan on our radio show on the catholic channel. He is predicting that since pope francis and President Trump are both phone jockeys. That is, they are both guys who love the work the phone. That perhaps what is going to happen Going Forward is the two of them now are in a space where they will be able to talk these things out personally, rather than doing it through the media. And the hope will be that will be a more effective way of finding a common ground. Maybe at least snapchat. If they cant talk in person, maybe they could text each other. That is exactly what i said. Joins us now with the cbo score. M. J. , it is coming. Reporter very important day for the future of the House RepublicanHealth Care Bill. Some time this afternoon, we expect to hear from the Congressional Budget Office to get an yup daupdated score. Keep in mind, at the time when House Republicans took this vote, they decided to take a political gamble. Why did they do this . Because they were in a hurry. Back in march, the bill had to be pulled from the house floor because they didnt have the vote and then they tried to get a vote before the President Trumps 100 day in office. And they couldnt do that either. They are facing a lot of pressure from the white house to get something done on the Health Care Vote so they took a vote on the last minute changes that were made. Now i do want to walkthrough some of the findings that we will see in the cbo score later today. The first big one is total savings. Essentially how much money will this bill save . That is a big number to watch out for. And the second one and the most important one is the coverage numbers. This will answer the questions of how many people this bill will cover or how many fewer people it will cover compared to under obamacare. And the third one is premium costs. This is important to watch that republicans have been saying that one positive of this bill is that premiums will go down. I can tell you that Senate Republicans in particular will be watching the numbers come out because they are not currently trying to figure out what parts of the house bill they might keep as they figure out their version of the bill to move forward on. M. J. , thank you for the reporting. Lets debate it. Our senior local economic analyst and a columnist for the times. That number from the cbo last time around was not pretty for the republicans supporting this bill, 24 million fewer people covered by Health Care Insurance in a decade. 14 million off the medicaid roles. Any reason it is going to be better this time and how much better does it have to be to get this thing back into the senate . Let me start by saying, one of the things i thought that was a little misleading about the cbo report is that if we dont do anything, if we stick with obamacare, millions and millions of people are going to lose their Health Care Insurance because the costs are going up so much. 30 to 40 increases here on top of 30 to 40 increases this year. I talked to families paying 15 to 20,000 a year for Health Insurance premiums under obamacare. If we dont do anything, you are going to have a lot of people losing their insurance as well because of insurability. That report that came out two months ago by the cbo saying that thats more than ten people were going to lose their Health Insurance, republicans need a better number. There is no question about that. And, look, id like to see that number get down to as close as zero as possible. But m. J. Made an important point. There is two other big factors here. What does this do to the overall cost to taxpayers of this system . That number certainly will be down. Youll see large potential savings here and the other is premiums. What happens to the average premium that the average family is paying . Is this going to make health care more affordable . I will bet to you that number will be down from what obamacare is costing. One point, the cbo score said maybe there will be people that lose insurance under obamacare. Ron, what are you expecting this time . Do you care to venture a guess . I think were going to see a few less people losing their Health Insurance, but still into the many millions. Im guessing around 20 million, Something Like that. The question is is there going to be deficit reduction savings here. In some ways you should think about this bill not so much as a Health Care Bill but as a tax reduction and deficit reduction bill. Thats one of the reasons they were so keen to have health care reduction first. There is a lot of questions now about whether, a, this is actually going to produce any savings. And at the same time you are going to see millions of people losing health care. To me that is a big concern at a time when, a, were talking about a budget thats going to cut medicate benefits to some of the most mull innerable. Were at the end of an economic recovery cycle. A lot of these people will be in trouble anyway. I think this is not a great thing for the growth picture. Lets move on to the budget because at the same tie Mick Mulvaney is up on the hill defending their budget. You acknowledge what you say is a big gamble. Your words for this president and that is the assumption if we are going to sustain economic growth. We have not seen that since the early 90s. Is that a miscalculation by this white house, to vet so heavily on that . I totally disagree with that. We havent had any growth virtually at all. Weve got less than 2 growth. Its almost been a recession for half of the country. So i think there is tremendous potential for a higher economic growth. I think if they get this tax cut done, which i helped donald trump write during the campaign, i think it could help growth. That budget cut over the next three to five years, the long Term Economic growth rate of this country going back to 1900 is 3. 4 . So i dont understand economists that say we cant even do as well as below average . We could certainly get the three. You know what a number of economistics have said in terms of expecting growth. Thats different now than during the. Com room. Youre in different circumstances. Look. Were doing into a productivity boom with automation. Productively should rise. It shouldnt fall. And the tax cut will increase the amount of investment and that leads to more productively. Well, steven is making a good point that the economy is basically demographics plus productivi productivity. But productivity has been stagnant. I think there is a big debate about whether were going into a productivity boom and whether thats going to create jobs. The number of jobs they are creating is going down. At the same time our democratics are not great. The antiimmigrant sentiment is also not hepping that. At the end of the day, growth is two things, the number of people working and how productive they r. Neither of those things are going up right now. Nobody outside the Trump Administration thinks that growth is going to be above 2 any time soon. We have record low numbers of people in the workforce. We actually have a pretty good labor force that need workers. The problem is we have had a record low number of people who arent working age that are working. Thats why i love the trump budget where mulvaney said were going to need you to work for benefits. Get them in the workforce. Thats a whole separate issue. We dont have time to begin there. She is described as popular and always smiling and positive. Another victim, 15yearold Olivia Campbell. Campbells mother spoke with cnn before she found out that her daughter was among the 22 who had been murdered.
