Might be his important week yet in the white house with the lows pproval numbers of any president at this point in the modern era by far. That might be a problem. It might indeed. Congress meantime has less than five days to pass a spending bill to avoid a Government Shutdown and the president s n insistence to fund the border wall in the bill is making the threat more ominous. Its a deal breaker for democrats and some republicans are balking. The deadline friday just before the president begins his 100th day in the white house. Joe johns at the white house good morning. Reporter good morning, poppy. Fights over Government Shutdowns are usually i should say often very predictable in washington, d. C. However, this has been a very unpredictable first 100 days, so difficult to say what has happened. What is clear is that the president of the United States has signs as far as hes concerned the administration and the congress should do whatever it takes to avoid a Government Shutdown. Nonetheless, the president s messages hes been sending over his desire to get funding and any spending bill for his border wall seems to be muddling the message just a bit, his Homeland Security secretary talking about that just yesterday on state of the union. I think it goes without saying that the president has been pretty straightforward about his desire and the need for a border wall. So i would suspect hell do the right thing for sure, but i will suspect he will be insistent on the funding. So the president does have an extraordinarily busy week this week, at 9 30 this morning, eastern time, it starts with a telephone call to german chancellor angela merkel, after that, the president is expected to make a very Long Distance call to Peggy Whitson and the International Space station. She of course is setting a record there, having been in space 535 days. From there, we go essentially all the way through the week, a variety of meetings, and travel for the president of the United States, among the highlights certainly the president is expected to roll out his Tax Reform Program as well as give a preview of his tax cuts and that occurs later in the week as well. The president is going to meet with the president of argentina, and then on saturday, of course, very big meeting with a lot of the supporters, people who voted for him in harrisburg, pennsylvania, to mark the end of the first 100 days. John and poppy, back to you. A lot of activity this week, i think probably hoping to send the message that activity equals accomplishment. Progress. Critics may not see it as the case. Joe johns at the white house thanks. The insistence on funding for a border wall could be caught in a democratic pincer and republicans squeamish about a capitol hill shutdown. This is a fight some republicans dont want to get in the middle of. Reporter absolutely right. Congressional democrats are saying theres no way they will support a spending bill that funds the border wall that donald trump has called for, and increasingly were starting to see some republicans on capitol hill send om overt messages to the administration, they are mindful they need democrats to come on board to support this spending bill if it will pass, urging the aadministration, back off this fight and leave this fight for another day for the sake of keeping the government open and functioning. Heres some of the rhetoric over the weekend setting up this big week on capitol hill. I think thats a fight worth having and a conversation debate worth having for 2018. Once the government is up and running and stays up and running, we have to fight this out over the next year. The democrats do not support the wall. The burden to keep it open is on the republicans. The wall is in my view immoral, expensive, unwise. Reporter beyond just the fight over the funding of the border wall there are key disagreements and Sticking Points that exist between the administration and republicans and democrats up here that are holding up this bill, and as you know, congress is back today, they only have four days to get this done before that midnight deadline. Key aides on the Appropriations Committee say they are making progress but most likely the way this is all headed, poppy, is likely according to many aides up here they have to pass some sort of stop gap measure, buying them essentially more time. Buying more time. Sunlen serfaty thanks so much. Joining us David Farenhold and ms. Jane newton small, author of broad influence how women are changing the way america works. Jane, a reporting out of washington from jeff zelany the president has given the directive he would not let the government shut down and reince prix success seemed to tip his hand yet on meet the press. Listen. It will be enough in the negotiation for us to move forward to either the construction or the planning or enough for to us move forward through the end of september to get going on the border wall. And border security. Lets bring selena zito into the conversation. Jay, it seemed like Reince Priebus said maybe it doesnt have to be exactly money for an exactly brick and mortar wall. How far is the white house willing to push this one when it comes to the budget . It seems that donald President Trump has drawn a line in the sand and said the way we want to cap the first 100 days is not by shutting down the government. He seems adamant whatever deal is made on capitol hill will include continued funding for the government and thats the Sticking Point for democrats is whether or not youre going to have this money to build this wall. Well give you dollar for dlafr funding for obamacare and that was a nonstart we are democrats, no, we have the votes and you have to come to us. Its interesting, david, because the white house puts republicans on capitol hill in this position, picking fights that may be unwinnable. Border wall funding might be unwinnable if democrats will stand up against it. What kind of a position does this put the republicans in up there . Well it gives remarkably little leverage especially the house leadership, little leverage in a congress when they control both houses. President trump picked the fights that are always on a fast timetable and because of the fast timetable give a lot of leverage to democrats, particularly in this area they were talking about fighting, trying to trade off a border wall which is not that popular and if they dont get it theyll kill off obamacare subsidies. Not much mop peculiar. Not much leverage on either side. It gives republicans little control over their agenda and the speed at which they do these things. Lets look at some of the new polling out this morning, polling that the president is taking issue with. Calls it fake news polls but here are the polls, abc news the Washington Post poll low Approval Rating 42 for the president right now but if you look, jay, at his supporters, 96 of folks who voted for him said they would vote for him again. What do you make of that . They seem unfazed by the lack of legislative accomplishment outside of getting gorsuch through. Two things to that, poppy. 56 of americans voted against donald trump, and so those that did vote for donald trump are a minority and clearly a passionate minority but what they want to see from him and what he excels at is the idea of disrupting washington. So he is blowing things up, taking on congress, taking on the courts and the more he does that even if he doesnt achieve actual policy, doesnt chief actual laws they perceive him as trying to mix things up in washington, change things and thats what they hunger for. Its interesting, david, because the flipside of that obviously, gets to what you were talking about, ryan, the. The is pressing all these buttons from a weak negotiating point. His approval numbers are very, have he low. Normally historically you wouldnt see a president trying to push things through that may be difficult when your approval numbers sore low. Yet its never been that much better for donald trump. Donald trump won an election with low Approval Rating. So why should he change now . Well, its not in an election now. Thats the most important thing. Hillary clinton is in thechappa. Hes talking about running now. Trump glommed onto it when he was running for office but its artificial. What is going to do in the next 100 days after that. What hes done so far is reduced his leverage with congress especially with democrats in congress who he needs to get some of these things done so it doesnt give you a lot of hope the second hundred or third hyundais are going to have much success if hes burning bridges at this race. The white house and readout of whats coming up this week talk about and this is a quote, they are launching a web page dedicated to the if, 100 day, with pronounced graphics and videos and Digital Content for the president s massive online following to share. Jay . He has had a few victories, confirming a Supreme Court justice and actually signed more executive orders into law than any other president in recent history. Theyre highlighting the 100 days when he called it ridiculous. I guess thats my point. Its this thing where its like donald trump always sort of like this is dumb, but lets find a way to win it anyway. That is his style. And the white house and donald trump tries to frame the National Discussion in a certain way. Saturday nights the white house Correspondents Dinner, if you go im sure youll be winning another award, thats all you do these days but the. Is the not going. Hes going to speak in small town pennsylvania, to the people who helped get him in the white house. Thats a picture this white house is completely comfortable with. Of course. Absolutely nothing wrong with that. It is a weird institution. If the president doesnt want to be part of it thats fine. Is what he does in pennsylvania giving him leverage over congress . Stay tuned to are that. David, jay, great to have you with us. Thanks so much, guys. How far will democrats go to block this border wall funding . Are they, in fact, itching for a shutdown . A key democrat joins us next. Plus an american detained in north korea as tensions continue to build there. What it did he do . How will the u. S. Get this guy out . And down but not out. Not even a week after he was fired, fox bill oreilly is back. What hes saying, and on what platform, ahead. So you miss the big city . I dont miss much. Definitely not the traffic. Excuse me, doctor. The genomic data came in. Thank you. You can do that kind of analysis . Yeah, watson. I can quickly analyze millions of clinical and scientific reports to help you tailor Treatment Options for the patients genomic profile. You can do that . Even way out here . Yes. Even way out here. Even way out here . Enamel is the strong, wof your tooth surface. The thing thats really important to dentists is to make sure that that enamel stays strong and resilient for a lifetime. This morning the clock is ticking less than five days to strike a deal on a spendig bill or wait for it, wait for it. Or not. The government shuts down. The white house wants border wall funding added to the bill but democrats say no way. Joining us is democratic representative mike quigley of illinois, also a member of the House Intelligence Committee which we will get to in a moment. First the border wall congressman the white house wants funding for the wall in there. Will you vote for any deal that has such funding in it . Absolutely not. Colossal waste of time. Waste of money, resources, devastating impact on the environment. Its a bad idea all the way around. So let me just get this clear. No funding at all, not even ten bucks, right, not even symbolic funding, and in that, are you saying that there is no value at all in having a border wall . Absolutely no value at all. Just understand from our perspective, sitting on Lake Michigan here, what theyre talking about in the trump 18 budget is leaving less money to restore the great lakes than it costs to send the president of the United States to south florida five times. With that perspective, theyre taking away money to protect our most vital Natural Resource in this country, to do something that doesnt help us or secure our country whatsoever. One of the things that the president has floated and budget director floated getting additional money to prop up obamacare in exchange for funding for again the border wall here. Is that something youd be willing to discuss . What is your reaction to that offer . Look, in the last six years there have been more republicans in the house than at any time since the hoover administration. When speaker boehner, then speaker ryan came to us with some compromises, there was a comnibus and omni bus several times in which i was willing to compromise but in the end they fully funded the health care law, they fully ended the epa and we were able to exstrakt other things to help us on a local basis about you this isnt compromise when they stake out extreme positions and ask us to meet in the middle ground that is still way out there on the right. So thats a no, right . Thats a no. Okay. Not like a maybe there. Yes. The theme of compromise is there are things in there that you both dont like, but when the president stakes out extreme positions to the right, and then says now come way out here to compromise hes really accomplishing something that isnt a compromise. You sit on the house Intel Committee. We want to get to a few questions on that. Cnn is exclusively reporting the fbi gathered intelligence last summer that suggests that russian operatives tried to use trump advisers, including carter page, tried to infiltrate the Trump Campaign through these folks like carter page who worked at one point as a Foreign Policy adviser to the president when he was candidate. Sitting where you sit on the Intel Committee have you seen any evidence of that . Let me put it this way. In the totality of circumstances, i believe that if i compare to a criminal case theres probable cause to believe there was cooperation between the russians and the Trump Campaign. I dont know that i cant get into the specifics. If the American Public saw what i had seen and listened to what i heard theyd want a full throttle investigation into what took place. Theres no reason to not believe our reporting the russians tried to infiltrate the campaign with people including carter page, correct . I dont want to mention any specific person. The russians successfully hacked into our democratic process and i believe that theres enough evidence to go forward that there was collusion. You mentioned cyprus. Paul manafort has Bank Accounts there. You note it is a key location for russian Money Laundering. Why did you go to cypress . What can you tell us about what you found . I think its important for anybody in the House Select Committee on intelligence to understand how the worldwide Money Laundering process works. It is a process thats used to avoid tax, fund the regime in moscow to avoid sanctions and sanctions are absolutely critical to our policy in north korea, iran and of course in ukraine. So what i learned is, Money Laundering issues matter, and at the same time, there were key subjects of this investigation that were playing in the same pool so to speak in cyprus. Our work has just begun investigating what took place in various parts of the world, including cyprus. Paul manafort one point the Campaign Chair had some banking situations connected to cyprus. Is the idea of possible collusion between the Trump Campaign and russia, was there money that went through cyprus connected to that . Again, thats a specific id be divulging information that im not really supposed to. All i can tell you is the totality of circumstances tells us we need to investigate this, we need more lawyers and accountants and resources and we need to work in several countries to understand fully how the russians successfully attacked our democratic process. Congressman mike quigley from illinois, thanks so much. Fruitful discussion, appreciate your time. Global markets are surging. They think hes a proglobalization liberal who will be good for the eu, good for france, good for the economy there and will put them one step away from frexit, another madeup word but a french exit from the European Union. Citizen detained in north korea, tony kim had been teaching at Pyongyang University of science and technology, taken into custody getting ready to leave the country. Kim is the third american being held by north korea. And all of this is happening as President Trump hold phone calls overnight with the president of china, and japans prime minister, shindo abe, amid the escalating tension between the United States and north korea. North korea threatening to sink the u. S. Aircraft carrier. Ivan watson is in seoul for us. Before we get to the escalating tension, what more do we know, if anything, about why this additional american was not allowed to board his flight out of pi i dont thiyongyang . Reporter we dont have any charges yet that have been leveled against him. Most of the information coming from the Swedish Embassy in pyongyang because it represents u. S. Interests in north korea since there are not direct relations between pyongyang and washington. We do know that he was trying to fly out of the country, after teaching for weeks at this Pyongyang University, and if the past track record for americans who have been detained by the North Koreans is any indicator, hes in a very serious situation, probably about a half dozen americans over the last five years grabbed by the North Koreans usually at the airport when theyre on their way out and most of them it has taken weeks, if not months before they are released. Two other americans are currently in custody right now. One was a 21yearold student at uva otto warmbier, sentenced to 15 years of hard labor, another one by the came of kim dongchul, hes gotten ten years of hard labor so well be watching this closely. Of course, it takes place against this backdrop of real tension, this stalemate over north Koreas Nuclear program its Ballistic Missiles program all of which are banned under the United Nations security council, but which north korea defiantly insists it will continue to pursue despite the fact that the u. S. And its allies here in the region, japan and south korea, both condemn it and say theyll respond somehow to try to stop it and theyre trying to get china on board as well, to help somehow, and i think that last nights phone call between President Trump and the chinese leader xi jinping is the indicator of the diplomacy the Trump Administration is trying to pursue to try to get the North Koreans not to conduct another nuclear test. But i think the detention of another american may throw a new wrench into the works here. The timing very, very important with a lot of activity behind the scenes. Ivan watson in seoul thanks so much. We have breaking news, the stock market this morning saying tre bien, mon dour, up 203 points after the opening bell. Christine romans is here, again i was speaking french because this seems to be outright flee by investors over the outcome of the french elections. John berman speaking high school french. Why is it american stock index up because of a first round of a french election, because the fact that Emmanuel Macron did so well many people say is good for global multinationalism, good for france staying in the eurozone, in the European Union. It puts a frexit, a french exit from the eu maybe off the eu, something good for business and the status quo. Hes considered a proglobalization liberal, something many think europe needs right now. You cannot run away from globalization and want your economy to grow and the region to grow. Thats what were watching. Nice rally for american stocks. Bank stocks doing well. The odds of frexit seem to be going down but odds of tax reform, what were trying to gauge here. Theres Political Risk in the u. S. For stock investors here, especially coming up on wednesday, also on the 100day Trump Presidency what will we see concrete if anything on tax reform. Will it be tax reform or just tax cuts, there is a difference. A big difference. A big debate going on what it will look like. Indeed, Christine Romans thank you so much. You can tell who the french major is, in this pairing. Little bit more, a little bit more it. I got a d in high school french. The only d the man ever got. Thank you so much. An important one. Lets discuss whats going on in the world with Kimberly Dozier from the daily beast. In north korea this american detained in the midst of all this other tension right now. U. S. Military exercise, the idea of another nuclear test, at a time just a coincidence or a bargaining chip . Well look at what happened the last time north korea had three americans in custody. They got the director of national intelligence, jim clapper, to visit. That was one of the last times you saw sort of a trade in return for pyongyang getting recognized in its terms as a power to be reckoned with, with a visit from a top u. S. Official. Could it be hoping for the same thing this time around . Just possibly. Today we had nikki haley, the ambassador to the u. N. , speaking on another network, and drawing what sounds like a red line. The first red line, that we reporters have been pushing for, and that seems to have ratcheted up the tension and weve got a phone call from the chinese premier to donald trump saying, hey, lets ease back on this. I think what were seeing is that the chinese are trying to tell washington, we understand what you need us to do with pyongyang, but you havent yet given us the time to do it, and this momentum is picking up pace. Kimberly it seems like the red line nikki haley the u. S. Ambassador to the United Nations was drawing a strike on a military base and or a launch of an icbm test but she also talked this morning in that interview about pressure, pressure ratcheting up that she believes that kim jongun is feeling. Listen. Hes very much feeling the pressure. I think youre starting to see him get very paranoid and i think youre seeing pressure come from all parts of the international community. I think we just have to keep the pressure up. What do you see the evidence he is feeling pressure . Well the fact that they basically got pressure on china to do things like stop some of their coal imports that china is trying to send an envoy to north korea to have behind the scenes discussions that apparently arent yet going very well. So from the White House Point of view, from ambassador haileys point of view, this pressure is working, but it looks like from the phone call from the chinese premier that theyre watching some dangerous Building Blocks get into position. The american ships getting close to north korea, being joined by japanese war ships, the danger of a miscalculation rises, ahead of a major north korean holiday tomorrow, where they might have another nuclear test, probably a nuclear test because if they have another missile test theres a risk of a failure. If you have an underground nuclear test nobody quite knows what went right and what went wrong. Very big couple of days to watch. Quickly on france this great worldwide debate between nationalism and globalism. Were seeing it play out in frons today, and other the next two weeks and a feeling among investors and sort of the global watchers is that globalism might win. It looks like every Major Political party, including the major head of muslims in the nation are calling for france to vote for macron, and against le pen. So were going to get an answer about which way france is going to go as a nation, at its heart. Is it going to embrace globalism and a chance to include all members of society, or is it going to go with le pen, who has called on things like banishing all dual nationals. Youd have to choose between france or another european nation. You could be a dual national of another european nation, but that is a bad signal to both french muslims and french jews who have, say a passport from israel. Kimberly dozier, thank you so much. Well be watching that of course, the election may 7th coming up soon. Still to come for us, the president promising a big announcement a big one on tax reform on wednesday. Really . President trump promised a big announcement on tax reform coming wednesday. Now we still dont know what exactly will be revealed in this announcement. The more important question might be does he know . Here to help us find out, a guy who just might know, cnns senior economics analyst Stephen Moore, former senior economic adviser to the Trump Campaign and austin goolsbee, professor at the university of Chicago School of business and former chairman of the council of economic advisers for president obama. Gentlemen, so nice to have you here. Stephen moore here is how Mick Mulvaney described this big wednesday announcement on fox news sunday. What youre going to see on swens f wednesday for the first time, here are our principles, some of the ideas we like and dont like, and here are some of the rates were talking about. Whether or not its going to be revenue neutral or add to the debt . I dont think we decided that part yet. That is a big part, Stephen Moore, not to decide yet when you have a president who promised during the campaign hed wipe out the 19 trillion debt in eight years, so do you think the president has a plan . Well he has a plan certainly. I worked on it, on the campaign. The centerpiece of that plan is to cut the business tax rates down from the highest in the world to perhaps close to the lowest in the world, and that provides middle class relief for working families, and to try to simplify the system. The big question is the one that you just asked, poppy. Will this be revenue neutral which means that if they raise austins taxes, they have to raise mine. I never saw look, as an economic Recovery Plan i just dont see the logic of making it revenue neutral. If we grow the economy faster, and i love austins thoughts about this, if we get more people back to work, get businesses more profitable, more revenue also come in. Thats the philosophy donald trump should employ. If the economy grows faster the ittet is going to fall. First of all both of your tax also likely be cut under any plan. I hope so. Lets establish that right now. John, i want your taxes cut, too. I appreciate that. But austin, answer the question is stephen posed here, stephen suggesting you can grow your way out of debt, the tax cuts can spur growth, which in some ways cuts the deficit. Your reaction . Look, weve been through this 50 times. This is the magic bean staling beans argument, the tax cuts will pay for themselves, lead the economy to grow. Exactly what george w. Bush said when he cut taxes in 2001 and it wasnt true. The problem donald trump is facing is the correct time for the details of how you pay and what you want to include in the plan is in the campaign, thinking through in some detail before you got into office. Now we have the second problem that donald trump seems not to be wanting to just do his job, sit down and work through the details. What he wants to do is make an announcement of vague generalities which doesnt help congress to draft legislation. Cut a deal. Heres what well pay for, heres what we want, but he cant do that because they dont have those details. Stephen, you point to the critics who say you cant see 4 annual growth, cant happen and you point them to points in listry, during republican and democratic administrations when it has happened. Keith hall, the guy, the republicans put in place to lead the Congressional Budget Office, the entity which scores this stuff and tells us if its going to work out and if it could be revenue neutral said in 2015 know the evidence is that tax cuts do not pay for themselves. Is he wrong . Look the Congressional Budget Office dame out with a gigantic report whats going to happen over the next 25 years with respect to the debt. Frightening it goes to 150 of gdp if we do nothing and we look like greece. The reason i bring that up is the main reason that the debt explodes over the next 25 years is because theyre predicting very low economic growth. Theyre predicting austan, 1. 8 . I believe if you look at the 1950 to 2000 the economy grew at about 3 to 3. 5 , not 1. 8 . Yes i think we can grow faster and the tax cut will help bring about some of the growth. John, im not saying that we can only, you know, its only growth that will get us out of this debt problem. Im saying if we dont grow faster than 2 , were never going to bring this debt down because you just dont get enough jobs, you dont get enough income and tax revenues to make that possible. Entitlement reform would help also something the administration or the president seems loath to do. Austan we have to go but Corporate Tax cuts is something some democrats have supported. Would you support some Corporate Tax cuts, do you think, in the abstract . I could if theyre paid for. Look, if theyre paid for, it would be a good idea. But just comparing our growth rates now to a time like the 1950s when population growth in the United States was more than double what it is today, is not realistic. Lets get real, lets cut a deal if you want on tax reform but dont keep announcing that we dont have to pay for it, because that doesnt make sense. All right,s on it goolsbee, Stephen Moore always great to have you. Go have a meal and work it out together. Thanks so much. Were at it. Breo is for adults with asthma not well controlled on a longterm asthma control medicine, like an inhaled corticosteroid. Breo wont replace a rescue inhaler for sudden breathing problems. Breo is specifically designed to open up airways to improve breathing for a full 24 hours. Breo contains a type of medicine that increases the risk of death from asthma problems and may increase the risk of hospitalization in children and adolescents. Breo is not for people whose asthma is well controlled on a longterm asthma control medicine, like an inhaled corticosteroid. Once your asthma is well controlled, your doctor will decide if you can stop breo and prescribe a different asthma control medicine, like an inhaled corticosteroid. Do not take breo more than prescribed. See your doctor if your asthma does not improve or gets worse. Ask your doctor if 24hour breo could be a missing piece for you. The Trump Administration says the conservative media has been neglected for the past eight years, so today the president has invited a number of conservative Media Outlets to the white house for a reception. This is part of an effort, according to press Secretary Sean Spicer to open up the white house to what he calls a morse diverse set of media. Joined by host of reliable sourc sources, brian stelter. Not new that a white house invites a group of editorial directors or reporters to meet with them, but theyre making a bigger show out of it. President besh brought conservative hosts to the white house and now its about digital media, breitbart and sites like that coming to the white house and openly, publicly being invited, sort of almost celebrated by the president. This is part of an all of the above media strategy by this white house. Another point, obsession, i think i can fairly say, for this president is ratings, and hes talking about them in some questionable ways. You know, theres a brilliant Washington Post story out today talking about the president s obsession with television, saying he is still watching all the cable newschannels, including this one. However, in an Associated Press story, he says hes not watching cnn or msnbc anymore. He thinks the coverage is too critical, i guess because we have voices on the air that disagree with some of his policies. There was a striking point in the interview about ratings, showing how focused the president is on ratings. He says when i went on face the nation or as i call it, deface the nation, its the highest for deface the nation since world trade center. I guess theres a reason networks dont talk about how high the ratings were on 9 11, distasteful. Thats whats getting attention from the interview. Its notable, as everyone talks about the president s low Approval Ratings, Television Ratings are the other standard by which he judges himself and whats he going on this morning . Hes going on deface, or actually, face the nation, sitting down with the host he was criticizing in the interview. And hes giving a big speech in pennsylvania, the same evening as the white house Correspondents Dinner and i think they like the split screen. I think they very much do. They get the press all sort of glittered up. You dont get main street america. I am in main street america. Totally, and im sure hell watch the ratings on that as well. But we are seeing an all of the above strategy. Yes, hes appearing on big networks, his aides are becoming more accessible. They know theyve got a lot of responses they have to give to all the criticism of the first 100 days. Its a good thing, nothing wrong with that. Brian stelter, good to have you. Thank you so much. A major week for the president has begun. We are just days away from, well, possibly the government shutting down if they cant fund it. Will this president make a deal . And we have a big political coming out party over the next hour. You remember him . Former president obama, his very first Public Comments since leaving the white house. You will not want to miss this. Bp developed new, industryleading software to monitor Drilling Operations in realtime, so our engineers can solve problems with the most precise data at their fingertips. Because safety is never being satisfied. And always working to be better. All right, good morning, everyone. Im john berman. Im poppy harlow. It is the beginning of perhaps the most important week yet for the young Trump Administration. If you ask the president , the 100day mark is a ridiculous standard, but that doesnt mean the white house isnt pulling out all the stops with all hands on deck to make it as actionpacklooking as possible. All hands, much action, but no real legislation. This first 100 days has been a legislation victoryfree zone
