It is the military base where the president s Plane Air Force one takes off and lands from, thats why we all know it, but the news today a jet his crashed near there. Cnns renee marsh is on the phone with us right now. What can you tell us . Reporter ill tell you this, this information is just coming in. There is still a lot we dont know at this point, but as you said off the top a u. S. F16 crashed approximately five to six miles from joint base andrews and were getsing that from a u. S. Air force official. We do know the pilot ejected from the aircraft, but we dont have any other Additional Information at this point on the fate of the pilot. We are still working to get some more information. We are starting to see some images on social media showing that this aircraft possibly went down in a pretty wooded area, but again, all of these details are literally coming in to us right now. So that is what we know at this point. Again, to recap, a u. S. F16 crashing about five to six miles, we are told from joint base andrews, but of course, as we get more, guys, well get that to you as soon as possible. Were getting this information as youre reporting on the air that the pilot apparently is okay. The pilot ejected and the pilot survived. That is some good news that the pilot is okay. We have more breaking news this morning. It was a chemical attack and now turkey says it has seen the evidence. The attack in syria left dozens dead, more than 70, we believe, including children, and turkeys officials do say they believe chemical weapons were used. The United NationsSecurity Council holding a meeting on this attack. These are live pictures from the meeting. Were expected to hear from the ambassador to the u. N. Nikki haley shortly and well keep an eye on that when it happens. Nikki haley says that the u. S. Is comfortable leaving assad in power and thats not their focus right now and this attack ensues. Before we take you there, we do want to take you to the front lines of this attack, but before we show you these images, they are incredibly, incredibly disturbing and our ben wedeman is on the turkeysyria border. What are you seeing, ben . Reporter yeah, what we saw just about an hour ago, poppy, was a nuclear biological, chemical mobile laboratory, a turkish one that was passing from this side into syria. The Turkish Health minister says that turkey has looked at all of the symptoms, examined more than 30 people who were brought from syria into turkey and they say all those symptoms point to that this was a chemical attack. They say they are going to provide their data, their results to the world health organization. Now just a couple of hours ago we were at a nearby State Hospital where we were able to speak to three of the victims of that attack yesterday. One of them, a 13yearold boy named mezin who told us yesterday at 6 30 in the morning he heard an air strike, ran up to his roof and found one of the bombs fell in one of his grandfathers house and went in there, went inside and saw his grandfather slummed over and looked like hed been asphyxiated and he ran outside to call on the neighbors to help him at which point he fainted and the next thing he remembers was waking up naked in a turkish hospital. His 55yearold grandmother also survived that attack. She also she said she heard an explosion and she said i saw blue and yellow, and then i fainted and she also said she woke up in a turkish hospital. Now we did speak to a representative of a turkish medical Relief Organization that operates inside syria. Theyre saying that their information points to at least 105 people killeded in this incident yesterday, 450 people injured. Poppy . Hey, ben, this comes on the news that the Trump Administration no longer has removing assad from power as a priority. This attack, if it was carried out by the assad regime and theres every reason to believe that it was, is just the latest in a string of constant attacks and constant bombings which have claimed the lives of thousands and thousands of civilian, correct . Yes, youre going back to august 21, 2013, that was an incident in the suburbs of damascus where its believed hundreds of people were killed in a sarin gas attack which most authorities believe was carried out by the syrian government. That was what put in motion this effort, this agreement between russia, the United States and syria for syria to dispose of all its chemical weapons and weve seen a series of events up to this year in which dozens of people were killed in each event and sometimes sarin gas used and sometimes chlorine gas and sometimes mustard gas and its not just the syrian regime, its believed, that is using chemical weapons and its also believed and has been do you meaned that in more than one instance isis has used mustard gas, as well. So this is a growing threat in this endless, awful, bloody war thats going on in syria and iraq. John . Poppy . Another policy and extraordinary challenge for this administration comes on the heels of an act of defiance, firing off a missile one day before President Trump meets with chinas president. Lets bring in Senior International correspondent ivan watson who joins us from seoul. What are you learning about this latest provocation from north korea . Reporter the missile was launched, poppy, shortly after dawn here on the Korean Peninsula from the eastern coast of north korea. It was identified as a mediumrange Ballistic Missile launched from land with a very unusual trajectory going very, very high to an altitude of some 117 miles, but traveling 37 miles before crashing into the sea. Now the timing of this is very interesting because the first time this kind of missile has ever been launched, as far as we understand was in midfebruary when President Trump was in maralago at his resort meeting with the japanese Prime Minister. Thats when the first time this kn15 missile was launched and now this launch taking place a day before trump is to sit down for the very first time to meet the chinese leader xi jinping also in maralago. What do we know about the missile . Its another sign that north koreas Missile Technology is improving. It uses solid fuel unlike liquid fuel, that means they can set the missile up and launch it much quicker and makes it much harder to try to intercept. Japan and south korea, close u. S. Allies have, of course, condemned this. China which is a Major Trading partner with north korea pointed out it broke the law and called for restraint on all sides and then get this, a spokesperson for the Foreign Ministry of china insists that there is no linkage whatsoever between the launch today and the meeting between trump and xi jinping in florida tomorrow. Interpret that as you will. Just a sheer coincidence that every time the u. S. Schedules a key meeting with a leader, ivan watson, thanks. All of this is a major threat to the Trump Administration as he is meeting with the jordan king next hour. Lets go to michelle kosinski. This is the biggest, no question, Foreign Policy test, multipronged Foreign Policy test that this administration is facing. Yeah, and we saw this interesting statement yesterday put out by the state department, kind of unexpected language saying north korea launched yet another intermediate range Ballistic Missile. The United States has spoken enough about north korea. We have no further comment. To put that out in written statement form its clear that the secretary of state wanted this to be something different. Its clear that they wanted that vagueness to be built into it. Of course, the question that people are now debating is in diplomacy and in such a sensitive, important, urgent situation, is that vagueness going to be helpful or is it going to be harmful . Thats a question that no one can really answer right now, but we just heard from the state department. We were able to question them about what message exactly they were trying to send with this statement, and they didnt say a lot. The state department wants this this statement to stand on its own, but they did reiterate that all options are on the table as weve been hearing from this administration and of course, that includes a military option. Theres also a question about what the u. S. stance is in terms of going it alone on north korea. Many experts feel that would be impossible without chinas help. We heard the president say just this week that china can either help us on north korea or they wont, indicating that the u. S. Can do this on its own, but today the state department is emphasizing the big role that chinas going to have to play just before this pivotal meeting between the two leaders. All right. Joining us is ben cardon, the Ranking Member of the Senate ForeignRelations Committee and its a tough day for u. S. Foreign relations. This attack in syria leaving 70, maybe 100 people dead including children. Back in 2013 you supported a limited use of force in syria. Look, its criystal clear now that whatever weapons the United States thought were removed from syria theyre not removed entirely and bashar assad looks like hes using them now. This is just the latest of the atrocities committed by the assad regime with the help of mr. Putin and russia. The u. S. Community must act. The United States must make it clear that our policy is that mr. Assad has to leave syria. Its not up to the Syrian People. Secondly, we need to act on establishing a war crimes tribunal and hold mr. Assad accountable for his war crimes and others. Mr. Putin needs to be looked at for how complicit hes been on these attacks and its not just this latest attack with using chemical weapons which just violates the Chemical Weapons Convention and violates International Humanitarian norms. Its a war crime, but theyve been doing barrel bombing and theyve been targeting hospitals and it is well past time that mr. Assad is indicted for his war crimes. So you think he should be tried at the hague. You have british Prime Minister theresa may saying there can be no future for assad in a stable syria. Will any words less than that ease any of your concerns from the Trump Administration or do you need to hear, do the American People need to hear that directly from the president . What i want to hear from the Trump Administration is first that our policy is that assad cannot stay as the leader of syria. Mr. Tillerson left that door open just a couple of days ago. Secondly, i want to see the United States leadership and the United Nations to establish a tribunal so we can get the indictments against mr. Assad and others who are accountable for these war crimes. We cannot be silent about this. Weve got to see action and it starts with the president. Senator, the administrations made clear just this clear that removing assad is no longer a priority. Rex tillerson and nikki haley saying it is up to the people of syria to decide. They said that before this apparent chemical attack. Do you think that statement opened the door to the attack . Im not going to try to connect dots. I know, though, when you talk to the major stakeholders in the region, there is no confidence about mr. Assad remaining as the leader of syria. He has to go, and that needs to be clear and the United States and our leadership must make that clear. So im asking mr. Tillerson and asking President Trump, make it clear to the International Community that were with them and assad has no legitimacy as president of syria and he needs to be in the hague, not in damascus. The word choice by the secretary of state Rex Tillerson saying, you know, whether assad stays in power is up to the Syrian People, you know, many saw that as a slap in the face. These are the Syrian People who are being killed, hundreds and hundreds of thousands of them over the past seven years from the assad regime. What did you make of his choice of words in that statement basically saying if they want to see him gone, then he can be gone. I found his comments to be disturbing and wrong, but you are absolutely correct. The Syrian People have been the target of mr. Assads attack. Hes used military operations using civilians as a method of accomplishing a military victory and that is against International Norms and standards. So this chemical attack is horrific, but its not the only thing hes done. Look at the barrel bombing and look at the thousands of children and women who have been killed, civilians have been killed and hospitals have been targeted. Mr. Assad cannot remain in syria and the u. S. Policy has to be clear about it and last weeks comments by the secretary of state was not clear at all. In fact, it was counterproductive. Youve been very vocal and outspoken on syria for years and this is a crisis that has spanned administrations and there is blame to go all around for inaction, many would say. How do you see it now . Do you see the comments of the Trump Administration, tiller son and haley, saying were not focused on assad as emboldening him for carrying out it was believed the assad regime carrying out this attack . We have seen this movie before. When i was chairman, we went through all of the intelligence to look at the possibility that they had used chemical weapons and, in fact, i believe he did use chemical weapons. That led to the deal with the russians to remove chemical weapons. How soon we forget. So apparently, we didnt get it all. There was talk at the time about trying to disable their ability to deliver chemical weapons and there were, i believe, there were good options there to do that. We chose the United States chose not to do that under the Obama Administration. He drew the red line and then he did the negotiation. So i think all of this talk about lack of focus probably emboldens assad to continue to do it. Remember, hes got the russians standing right beside him. I would argue its time to directly go after the means to deliver these chemical weapons. Look, when you talk about russia being crucial here and that has been for some time, as you say and russia is also a central subject for this Trump Administration and it has invested a huge amount of Political Capital on the campaign and now in trying to improve relations with russia. The question this morning, mr. Chairman, is for what . For what . If syria is going to be slaughtering civilians committing war crimes and the russians arent going to do anything to stop it, where is the United States going to use this capital . Theres an old saying in the United States army, i used to be an army guy, when the map doesnt match the terrain, time to go with the terrain. So i dont care what their plan was moving forward about assad and russia, this changes everything. They need to make sure that they understand, and assad understands we will not tolerate it. We do have capability. Remember, we have a according to the administration and public reports there are u. S. Troops engaged in parts of syria in this fight. You cannot tolerate the use of chemical weapons like this, and i think this needs to change their whole direction on how theyre looking at this, and i think this will be an important moment for the Trump Administration about focusing on what the real intent of these folks are and where they are today, and not what they want to accomplish later. They can get there later, but this is the point where they need to show strength and immediate action. So the only response weve heard directly from the president is to blame his predecessor barack obama for failing on syria. Is this the time for the blame game or is this the time for clear statements on what we will not tolerate as a country . I think this is a time for leadership. He needs to come out very clearly, very decisively, and he doesnt have to say exactly what were going to do. As a matter of fact, i would recommend he not do that, but he has to say we wont tolerate it. Some statement of foreshadowing would be helpful here and then march on forward. Its really not a time and there is plenty of blame on the Obama Administration and you can write your dissertation for that on the next ten years. This isnt the time for that, and this is the time for the president to show u. S. Leadership in a region that has caused massive refugee problems around the world. He just used chemical weapons again, probably for the multiple time and this is the biggest example of that. Theres no time to talk about anything other than u. S. Resolve and u. S. Leadership and that we will take action. I think thats really incredibly important, and i think it could be a very important step for the Trump Administration on all of the other difficult issues well face around the world. It doesnt mean people dont want changes, but overall 55 approve. So is this the right time for a full repeal and replace . Are they going to get it done . Mike pence is on the hill hour after hour after hour, and they say theyre making progress and encouraging comments from mike meadows and well skip easter break if we can get this thing done. What are you hearing . One of the things im hearing from some of the conservative outside groups who help support folks like mark meadows is that theyre very, very concerned that the details that the text of the legislation is not going to fully repeal or allow for the repeal of some of the most regulations in the law. These are some of the things that that allow Health Insurance or force Health Insurance companies to charge people the same price whether they have preexisting conditions or not regardless of their age and so on and so forth, and theyre worried that the text of the bill isnt going to do that fully. So theyre still concerned. There still is no text and until there is, i think we are going to see this holding back on the part of the conservatives because there is not as much trust with leadership and also with moderates and with the white house that whatever text that comes out of these negotiations will accomplish what they want. So im hearing a lot of distrust in this process. People are open to it. They appreciate mike pences efforts here, but nobody is ready to come out and say this is the deal that we want, that we can agree to. No, we just spoke to rodney davis, a moderate, who refused to commit until he sees on paper what exactly is agreed on because whats on paper matters. John phillips, you were a trump supporter during the trump campaign. Nice to see you, by the way. He wanted to protect the provisions which allowed for the protection of people with preexisting conditions. Well, now one of the things being discuss side doing away with the Community Rating which would mean sick people could pay way, way more. People with preexisting conditions can pay way, way more. Can the president sell this after saying he wouldnt touch preexisting conditions before . I think there is a way to do it where you create something separate for the welfare cases and something for everyone else. This reminded me of the Lyndon Johnson quote when he said you can give a man a little bit of bourbon without getting him drunk, but if you hold his mouth open and pour him a quart hell get sick on it. You can only force people to get something they dont like so much. You have to go to the drawing board and come up with something thats simple, free market oriented, get the votes in the house and send this thing in the senate and put the weight of the world on red state democrats up for reelection. They did it the wrong way the first time around. They put pressure the Freedom Caucus. Thats not how you win votes and you put pressure on the democrats and i hope the Second Time Around thats the strategy they employ. Baccari, are you at all nervous that this is going to happen . That republicans are going to get their act together and get this done right over the easter break and the president isnt going to work with democrats like he was saying after the first failure and the first time around . I dont have any concern. One of the things that donald trump has managed to do that barack obama did not do is make obamacare popular. You mentioned the gallop poll which headed at 55 and going around the country and talking in airports and everywhere else is people understand what essential benefits are only 26 of americans want it to stay the way it is. 55 like it, but they want changes. But with all due respect, poppy, those are two vastly different things. Repealing and replacing obamacare and reforming the Affordable Care act are two distinct things. You will have me and every other democrat come to the table talk about how we reform the Affordable Care act and how we add to the stabilization polls and you have more than one provider in the country and you will have people talking about the reforming the Affordable Care act and repealing obamacare is something totally different and thats a nonstarter. Mick mull vainy and mike pence have failed on this from day one and i dont see that changing, whether or not its the Freedom Caucus or first tuesday caucus or moderate republicans or staunch conservatives. What people understand is individuals in this country not only feel as if they deserve health care, but they appreciate the healthcare they get, and i can tell you that taking away the coverage that people with preexisting conditions have is not only politically not prudent and its humanely unsound. Ill shift gears to syria right now because the white house put out an official statement after 70 people were killed including children and the way they addressed the catastrophe was to blame the Obama Administration for its policies in syria. Look, plenty of blame to go around here and i think the Obama Administration on a magnifying glass does need to go over what they did and did not do in syria, but a, does blame help solve the crisis right now and b, there were policies that citizen donald trump supported at the time. He didnt want to see military action. He didnt want to see the red line enforced and he wrote in line to our very foolish leader, do not attack syria and if you do, very bad things will happen and donald trump trying to have it both ways. Is this the right way to handle it . Unfortunately, this is not the first time that assad has used chemical weapons on his own people and i suspect if the World Community doesnt come around and do something about it it wont be the last time he does Something Like this, but this is not a United States problem. This is something that the International Community has to get together on and, yes, that does involve russia. That does involve putting pressure on other countries to put pressure on assad, countries that have a better relationship with him than we do, but i dont think there is any appetite at all in the United States to go to war over this. People have had enough of it. One of the reasons that donald trump won the republican nomination is he ran against the iraq war. Especially, if you go back to the debate in South Carolina where he took the bushes headon on that subject. I just dont think the public has the appetite or the willingness or the desire to get involved in another boots on the ground war on the other side of the world. Guys, were out of time. His wife, ivanka trump, says hes up to the task. You know, jared is incredibly smart, very talented, has enormous capacity. He is humble in the recognition of what he doesnt know, and is tremendously secure in his ability to to seek informed viewpoints. He has an amazing team that my father has built at the white house, and that hes built thats helping work on each of these initiatives. So, you know, the myth that hes operating in a silo is just that. So our next guest, Elizabeth Spires was editor in chief, any thats a newspaper that Jared Kushner wrote. She wrote a pretty scathing piece about that experience. I worked for kushner for 18 months as he tried to infuse a much Smaller Institution in the u. S. Government with costcutting impulses from the commercial real estate world. Not everything that works in the private sector is transferable to the public sector, and even if it were, kushner is not the best person to transfer it. She joins us now. Youve gotten a lot of feedback on your Washington Post piece. Make the piece that kushner cant cut it in this Government Role because yes, you have a journalistic gripe with him, i get that from the piece. Sure. Why do you think it sounds like he cant succeed for this. Lets take it for granted that ivanka is right and hes smart and talented and you have to come back that if he were not married to the president s daughter he wouldnt be any of these positions. You have interns on capitol hill that have more domain than jared has. I hope that he succeeds. Anyone who is a patriot wants to see this administration do well, but im skeptical because i just dont think that his experience is necessarily transferable to what hes doing now. Were curious about what you saw inside the new york observer. In this piece you tell a story about a macintosh computer that was running windows software. What did that represent to you . Well, it was, you know, it was a bit of a metaphor. He wasnt literally using the computer as a monitor, but he looked at it as an aesthetic object and he liked the way the casing looked and that was the macintosh. It was a metaphor of how jared views optics, really, and i think it speaks to the way that he goes about deciding what hes going to tackle and what he isnt going to. One of the many hats hes wearing other than solving mideast peace and dealing with mexico and china is hes running this American Innovation office. Yes. You were witness to a lot of cuts even after the the observer, had what you believe was the first profitable quarter he said he wanted more cuts. Yeah, and i think those impulses really come from his business background. He works in commercial real estate primarily, and commercial real estate is really a transactionbased business, but maybe 10 of it is also about costcutting and what jared fundamentally understands is deal making and costcutting and beyond that, not a lot about operations. Couldnt that be good, facing the debt were facing as a nation right now . I think costcutting is a piece of it, but it has nothing to do with evolution or growth, and i think hes got to either develop those skill sets or bring in people who already have them. Were these successful businessmen . Do you argue with the notion that he was a success in the Business World during the Trump Administration . Yes and no. Kushner has done a lot of impressive deals, but if you look at their biggest deal which was 666 fifth avenue, its in a lot of debt right now and Jared Kushner will have to figure out how to get that Building Back on track and they had a deal with a Chinese Company that fell apart last week. So now theyre looking for new investors. I think the jury is still out on that. Have you heard from Jared Kushner . Not recently. We talked for a few months after i left. You left on pretty amicable terms. We stayed in touch for a while. I havent heard from him recently, probably for obvious reasons. Look, all right. Well have to leave the discussion there.
