Mcmaster, the National Security adviser to the president and White House PressSecretary Sean Spicer apologized to their british counterparts over spicers remarks yesterday when he read out loud this comment from a fox news commentator which turns out to be completely false, which was that gchq, the British Intelligence service, had wiretapped trump to our. The british, as nic just reported, are firmly pushing back on that. The white house is learning their words dont just have political consequences but diplomatic ones as well. This is not the first time that spicer has put his foot in his mouth, so to speak, with regards to defending the president s claims of wiretapping but now it provoked what is essentially an international incident. While this one is one with a friendly power, in the future this could be an incident with a country perhaps less friendly and we could see a very different scenario playing out. For more im joined by Jackie Kucinich from the daily beast, and alice stewart, and patti solis doyle. Alice stewart, i want to start with you. Now its gone beyond just republicans and democrats essentially saying they have a problem with the president s story of being wiretapped by president obama, but now you have another country, now it has gone beyond u. S. Borders. How big of a problem is that for this white house . Its a big concern. Look, this started out from the very beginning, when the first tweet came out, it was a credibility problem. There was no evidence to back this up. As more and more members of the house and Senate Intel Committees have come out and say they dont see any evidence to back this up, it goes against his credibility. Then it came into the phase of a political problem. As jeremy pointed out, now that its across the pond, its a diplomatic problem, and thats a concern. The comments repeated by sean spicer, who i have Great Respect for, the comments were simply unfounded and as the uk spokesman said, it was ridiculous and should be ignored. Thats not how we should be talking about anything that comes out of a White House Briefing room. The entire tweet story line has been a colossal waste of time. We have a budget thats been rolled out, we have health care to iron out. These are the issues we need to be focusing our time and attention on and unfortunately were dealing with unforced errors by this administration. I think hopefully theyll get back on track and talk about these issues that are of top concern to americans. You say unforced errors. It was the president who initially said it, he wrote it on twitter, it was sean spicer who read that stuff aloud. They are the ones who keep on fueling the fire and fueling the outrage from Great Britain. Jackie kucinich, it was noted there were two apologies to Great Britain from the white house, yet no apologies from anyone in the administration for accusing president obama of wiretapping donald trump. Do you expect that this white house will ever in fact back off those statements . It certainly doesnt seem to be going in that direction. Because alice is absolutely right, this is a problem of their own making. If donald trump had not tweeted what, two weeks ago now, about obama allegedly wiretapping him, we wouldnt even be having this conversation about, you know, them insulting Great Britain at this point. This is blown so out of proportion. Its really quite extraordinary. But no, they have had the ability to go back and they keep just digging themselves deeper into this problem, and to what end . Theyre using Political Capital on something that is not real, when they should be holding this, because he doesnt have it forever, right, it is a finite amount of power that donald trump has, to get things through legislatively. Yet hes using it on this rather than health care and the budget, as alice said. Patti solis doyle, one of the key figures on this story will be the fbi director james comey, who will testify in public to the House Intelligence Committee. And the fbi director, you know, is a man now with some baggage, i think particularly when it comes to democrats who hold him responsible partially for what happened in the election with his letters to congress about Hillary Clinton and the like. As a democrat, what will you be looking for from the fbi director on monday . Integrity, john. Plain and simple. I expect that the fbi director will be honest and direct and forthcoming about where he is in this investigation. Lets go back a couple of weeks. Both alice and jackie said this tweet storm started two weeks ago because of Jeff Sessions basically having to recuse himself from any investigation having to do with russians and the Trump Campaign and collusion thereof. This president has an arsenal of weapons of mass distraction. Thats what happened. He wanted people to stop talking about Jeff Sessions and the russians and the Trump Campaign and collusion, so he set off these series of tweets basically accusing his predecessor of a felony and calling him a sick man. At what cost, though . Certainly were not talking about Jeff Sessions having to recuse himself anymore, so the distraction worked. But at what cost . At the credibility of his presidency . The credibility of the United States . Now were having to apologize to the uk . Its getting a little out of hand. Jackie, i still cant get my arms around what monday is going to look like with the fbi director and a number of other u. S. Officials facing questions under oath from both republicans and democrats about this whole thing, where everything weve been told by all of them is that there is no evidence. Its just going to be a stark contrast to the Public Comments coming from the white house and the president. And this is broader. This hearing is about russian hacking into the u. S. Election. So its not just going to be dealing with this wiretapping issue. That said, thats where the focus is certainly going to be going into it. And this potentially could be very embarrassing for the white house, because weve ive read on back ground, of course, that this is what comey has been saying privately, that this is not true. But thats very different from having the director of the fbi under oath telling congress that the president is wrong. And how the white house chooses to deal with that will definitely something i know well all be watching. A couple of questions on health care. Alice stewart, we had ken buck from colorado, says hes leaning no on the republican replacement of obamacare, but wants to put up a separate bill to deal with republican concerns. Do you think, alice, that will be enough to get this through . They will have to add some concessions to the bill currently on the table. We know members of the Freedom Caucus are working behind the scenes to get some things added specifically to get swift repeal. Senator ted cruz, rand paul, mike lee and others are working to ensure this includes the promises they made to the American People. For the last four elections, they have capabilimpaigned on repealing and replacing obamacare. It has to be replaced and they dont see this as strong enough. They campaigned on this. Theyre up for reelection soon. They have to make good on the promises to the people. I think well see a lot more changes to the plan thats on the table right now. I know that President Trump is also working to make the changes necessary. A lot of writiriding on this fo as well as for members of congress. Well see significant changes before it gets out of the house. I do believe well see amendments once it gets to the senate. Patti, when obamacare was passed, it wasnt smooth. There were a number of times during the monthslong process that it looked like that the bill, whatever formation it was at the time, would go down. Yet it did ultimately pass. Is that what might happen here, that right now we have cnn is counting 22 votes against it or leaning against it in the house of representatives, which would be enough to block it. But, you know, will this change enough to get through based on what we know from history . Look, this is a health care, as we know, is very complicated. And its tough. You know, having gone through it in the early 90s with Hillary Clinton, this is a tough thing to get through, a tough thing to accomplish. President obama did it with, you know, pure force. A lot of accommodation. And i think thats what this president is going to have to do. Theyre going to have to make a lot of concessions because frankly this is not a good bill. And so theyre going to have to make concessions in order for it to pass in the house and ultimately for it to pass in the senate. This is his first big piece of legislation. He needs a win here. And certainly all of this other stuff thats going on with wiretapping and russians is not helping matters. They need to focus on this piece of legislation and get it passed. And of course we are waiting to see what those concessions are, what those amendments are. We could learn in the next few minutes because key meetings are going on. Happy st. It was interesting to see secretary price this morning on capitol hill. He seemed to take pains to avoid delving into any of the politics of this. He knows that this bill on capitol hill is on very shaky ground in its current form. And he did appear with some Republican Leadership who today really took pains to try to project a sense of unity, of momentum, even as they watch a lot of these numbers from members of their own Republican Caucus tick up with members saying theyre voting against the bill, some saying they will not vote against it in its current form. Representative ken buck this morning says he cannot get behind this bill in its current form. Here is a little optimism from Cathy Mcmorris rogrogers. Republicans are united in our goal to repeal and replace obamacare. Weve been working on this for years. We believe there is a better way than a government topdown takeover of our health care. Were now working on the specific legislation. Its been a very open, transparent process every step of the way. But were on track. Were on track to bring this bill to the rules Committee Early next week and onto the floor. Reporter so she is preaching unity, but i have to say, i was on the other side of capitol hill, on the house side, that is a very important meeting thats going on behind closed doors. You had members flying into the closed door session with House Speaker paul ryan. Theyre going over right now what changes, what amendments potentially could be made to this bill to make it more amenable. As weve been talking about in recent days, john, you know this is such a big balancing act that they have to essentially walk, wanting to get more conservatives to vote for this bill but not making enough changes to alienate those moderates. Thats what theyre going through the nittygritty right now, potentially to move forward on this in the rules committee potentially wednesday of next week, john. Congressman, you actually already got to vote on this bill and you were a yes vote in the Budget Committee on the current plan to repeal and replace obamacare. Are you a committed yes vote Going Forward . Well, i think there will be some changes Going Forward, john, and thats a good thing, it will make the bill better. I voted for a couple of motions to instruct the chair on some of these changes, some amendments well see out of rules, probably. Thats good, make the bill better. Look, minnesotas exchanges are dying. Weve had 55 to 67 premium increases, blue cross and blue shield drop 100,000 people in minnesota. The democratic governor of minnesota says the Affordable Care act is no longer affordable. The state of minnesota had to pass a 310 million emergency bailout for people subscribing to the exchanges just to keep them in. So this is a dire moment for the Health Insurance markets. Weve got to stop that. I think this bill goes a long way towards that. I wish my coanchor poppy harlow were with me this morning, shes a minnesota native, she could get into it with you on the situation in minnesota. Ken buck of colorado is a no vote now. He says if you require a work requirement on people in medicaid going through, and he says a number of republicans want to see a whole separate bill next week which deals with the other things people want to see with repeal and reform. Is that something that you would support . I would love to support that. Ive said all along, a number of bills are quite good. Youve got tom prices bill, youve got the American Health care act, rand pauls bill in the senate, all of those are good. The question is what you can get done with 60 votes versus 51 votes. Its a little odd to say, weve got to do it all at once, and im certain that the senate will get to 60 votes in one day, but if we add things like across state lines or wellness benefits, if we wait a month we cant possibly get 60 votes. Im not certain of the reasoning there. 24 million americans could be without insurance, 24 million americans in ten years based on the Congressional Budget Office report. Is that a concern to you . Of course its a concern. Remember, the cbo report just did this first bucket reconciliation. When we get those followon bills, when dr. Price does what he can at hhs, thats going to change. Cbo also overestimated by about 10 million the number of people that would buy insurance under obamacare. The bottom line, john, if youve got a mandate that says youve got to buy the kind of plan the government wants you to buy on a Government Exchange and you undo that mandate and 14 Million People say oh, without the mandate im not going to buy it, it doesnt sound to me like a product they really want. Its not all the people. The full 24 million includes some people who will choose not to be on it that the cbo did say, but includes many more who will lose because of medicaid and be priced out as well. I do appreciate your point that it includes i lost three plans on the individual market under obamacare in minnesota. There are people losing plans right and left, a thousand counties with one insurer, john. Those are losing plans. Look, that is true. But again, premiums were rising before obamacare, they rose during obamacare, there were few options for some people before obamacare and during obamacare. Health care has been a problem for a long, long time, period, full stop. Thats right. Im glad we agree on that. Thats why the American Health care act goes back beyond the Affordable Care act and undoes mandates, going back to world war ii, wage and price main dates. The group hes meeting with, he says some of them were leaning no before. Hes trying to convince them to get to yes. What did he say to them in this meeting and did it work to get those key votes . The secretary of state says the military option is on the table in dealing with the north. Alexandra . We know that north korea has accelerated their missile program. Theyve advanced their Nuclear Ambitions here. The secretary of state has now said that the security concerns posed by north korea are not just a regional problem. Theyre a major concern for the u. S. As well. He is calling for an entirely new policy toward north korea. I asked if theres anything that can truly be described as an entirely new or different approach to north korea that does not include some type of military option or the possibility of one. And i also want everyone to know that all of these noes or potentially noes are all yeses. Every Single Person sitting in this room is now a yes. Weve made certain changes. And frankly, very little, although the block grant is very important, because i want the states to get the money and run their program if they want to run it. They could do it better than the federal government. Theyre better equipped than the federal government. I also want people to know that obamacare is dead. Its a dead Health Care Plan. Its not even a Health Care Plan, frankly. And i watched the architect of the plan yesterday, i watched the old clip where he said the American People are stupid to have voted for it. I watched bill clinton saying, this is the craziest thing ive ever seen. And only because everyone knows its on its last dying feet, the fake news is trying to say good things about it, okay . Fake media. And there is no good news about obamacare. Obamacare is dead. And unless we gave it massive subsidies in a year from now or six months from now, its not even going to be here. When they say, oh, more people are on the plan, theres not going to be any people on the plan. I was in tennessee telling the folks, half of the state has no Insurance Company and the other half is going to lose the Insurance Company. The people dont know what to do. Its a disaster. Obamacare is dead. Nothing to do with these people. Nothing to do with me. Its on respirator and its just about ready to implode. Now, we could wait for six months or a year and let it happen. Its not the right thing to do for the people. This is a great plan. This is going to be fantastic. Youre going to have bidding at the one level by Insurance Companies. And remember this. Plans are going to come out like nobodys ever seen before, plans that nobodys thought of now are going to be devised by Insurance Companies to take care of people. These folks, and they are tough, and they love their constituents, and they love this country. These folks were noes, mostly noes yesterday. And now every single one is a yes. And i just want to thank you. Were going to have a Health Care Plan thats going to be second to none. Its going to be great. And the people will see that. By the way, it will take a little while, because before it all kicks in and welds together, it takes a little while. With obamacare, it got worse and worse. Premiums went up 116 . They went up 58 . The governor of minnesota said the Affordable Care act, obamacare, is no longer affordable. Thats what he said. The Affordable Care act is no longer affordable. Hes a good democrat. He wanted obamacare. He said its no longer affordable. Obamacare is not an alternative. Its not there. Its dead. Its dead. So i just want to say thank you very much. I really appreciate it. 100 of the noes are yeses. Some of them were strong noes. Some were just noes. We had a couple of that were mixed. But i just want to thank you folks. Were going to have a great great Health Care Plan. Thank you very much. President trump meeting with republicans he says were no on the republican plan to repeal and replace obamacare, before he met with them. He now says they are yes. Cnn has counted 22 republicans leaning or declaring they will vote no on this bill. We do not believe that any of the 22 we are counting were in that meeting with him right now. So the group that he just met with were additional members that he says were no. But theyre not the ones on this list. So by our count, and im looking at it right now, yeah, it is still 22 people leaning no or no. Again, the people he met with not on our list right there. But he may well have convinced the people in the room to vote yes, which is an interesting development. Ron brownstein, Senior Editor at the atlantic, and tamara keith, thank you so much. Ron brownstein, the president said hes 100 behind this effort. His 100 will be needed here i think, to get this bill through the house of representatives. History has been, since the republican takeover in 1994, that Republican Leadership in the house has almost always found a way to get the bill through the house. The one that sticks in my mind the most is the expansion of medicare to include description drugs, where tom delay had to leave the vote open, the longest vote ever, they usually find the votes by telling the the bill a little further to the right. And that can only compound what i think is the real problem in the senate. Despite what President Trump said, the fact that cbo projects 24 Million People will lose insurance or 24 million fewer will be insured is still an obstacle for those moderate and centrist members in the senate. Thats where the rub will come, even if the bill finds its way through the house. Just to be clear, the members that cnn is counting is a no, they were not part of the meeting, not part of the group where President Trump is claiming that he convinced them to go from no to yes. So we still think 22 may be against it. There is a numbers issue here. But the president getting firmly behind this, whats the effect of that . And the president says hes 100 behind it, though its still not entirely clear what it is, because he is saying that hes going to negotiate, there is some talk of a larger amendment that would be put onto the measure to win over some of those people, possibly some of those people in that room who he says went from no to yes. But not knowing what it is makes it hard to know who he loses on the other end. And as ron said, theyre pushing to get this through the house, but the senate is an entirely different thing. When you ask the white house, well, what happens in the senate, theyre like, were focused on the house at this point. But that may be the smart move, right . There is no senate if you dont get through the house, and you can always come up with some changes if you do get to the senate. The parameters of what might change are becoming clear. We have medicaid expansion, the idea that you would add a work requirement to medicaid and maybe introducing a second bill at the same time that some of these members who are against parts of this bill could vote for. I want to make one clarification, gary palmer who is a member that we were counting as no, he was in the room with the president. The president claims that he is now a yes. So that would go from 22 to 21, which is not insignificant. That may be enough. You may start to see enough members coming over to get this through the house, ron. Like i said, the history is, whether its the Newt Gingrich era or tom delay era, they have almost always found a way to get it through the home. President trump going in with both feet on this bill is the way it collides with his larger message. If you think about what he has done, he has basically taken a kind of an insular nationalism on trade and immigration, and married that to skepticism of government with one big exception, programs he has defended Social Security and medicare, programs that benefit an older, lower middle income, the core of his base. Hes saying he will impose significant cuts on programs, and embraced a Health Care Bill that the cbo says there will be 25 premium increases for people in their 50s and 60s, older working age people who would be uninsured. This is a blend of his nationalism with more traditional small government conservativism or libertarianism of House Republicans, a mixed messages that exposes him to some risk of taking away something that many of the voters he is counting on have themselves come to count on.
