Lets first go to cnns Kristen Holmes in bridgewater, new jersey where President Trump is spending his weekend. The president is saying he will step in with an executive action if no deal is done. What will that even look like, and is it possible . Reporter all good questions, bianna. Last night he laid it out, as though it would be a series of executive actions that would touch on various things. One would be extending the unemployment benefit. Another would be offering those eviction protections that had lapsed. He talked about student debt loan and deferring the payroll tax and doing some sort of backtracking, going back through july up until december. Again, great question on whether or not he can do this. I spent the morning talking to liam experts and lawmakers who say there are some workarounds that could make this work. Remember this, congress is the one who controls the budget. So at the end of the day, that stands. That is the way our system is built. However, there are some loopholes that would allow President Trump to possibly do this temporarily for a short amount of time. Others that say that he could take money from another federal program and allocate it to these things. Again, we still have no idea what it looks like. Last night he was asked if legally he had these powers. He said that he did, he had the authority. Take a listen. If democrats continue to hold this critical relief hostage, i will act under my authority as president to get americans the relief they need. Reporter clearly there, not a lot of details. He was asked if there would be legal complications. He said that they would probably get sued. Bianna, this comes at a time when the talks on capitol hill have pretty much dissolved. Democrats say that the white house is not willing to meet them halfway. They say they agreed to drop 1 trillion on their portion, on their proposal and the white house essentially said they were done negotiating at this point, that they were going to walk away unless democrats had any serious ideas. Bianna, there is a press conference they Just Announced with President Trump in just a few hours. Weve asked the white house if he is going to sign these executive orders. We have not heard back yet, but we will, of course, keep you posted. Some of these executive orders actually alienating not just democrats, but republicans as well. All School Districts across new york state are clear to open for inperson classes with Safety Measures in place. That includes new york city schools, the largest Public School district in the country. So far of the largest 101 skol districts in the u. S. , a majority, of 63 are starting online. 17 will start with either all in line or all in person, leaving the decision up to parents. 11 districts will do a hybrid plan while seven will go with a combination. Three districts have yet to make a decision. Classes begin online for students in the biggest School District in georgia. Officials at Gwinnett County plan to bring students back to the class by the end of the month. Cnns natasha chen joins us now. Weve seen over the past few weeks the numbers going up in georgia. The plan to bring some of these students back has not only the students and their parents concerned, but teachers as well, correct . Reporter right. This particular district in Gwinnett County is getting it from all sides. There were parents protesting a couple weeks back, asking for this facetoface instruction, and that is the latest announcement, that they would phase that in. Then youve got teachers protesting because theyre highly concerned while they are required to work in the buildings, even as Virtual Learning starts. [ horns honking ]. Reporter teachers are sounding the alarm over georgias new plan to phase in facetoface instruction in august after starting with all virtual classes next week. It seems like standardized test scores matter a whole lot to this county but covid test scores dont matter enough. Reporter teaching honking outside of atlanta as a socially distant protest, in contract to the one organized by some parents two weeks ago in the same spot calling for facetoface instruction. A district spokesperson said their difficult decisions will not be popular with everyone, but say theyre committed to students health, safety and education. They continue making milquetoast decisions that placate different parties without considering that we need consistency and bold leadership. [ horns honking j. Reporter troy powell teaches second grade students who will be back in the classroom in august. No one has given her plans of what that looks like. Ill be in the room of teaching children ton of teaching online, too. I have three jobs. Our own children are allowed to go with her to work which alleviates child care concerns. But she says its not ideal suns they have asthma. With about 260 gwinnett employees already testing positive or in quarantine before school has even started, in Cherokee County at least 260 students and eight teachers are quarantined after several people tested positive during the first week of school. Wtoc reporting one person tested positive at an Elementary School resulting in an entire class being sent home. In palding county, this image resulted in a suspension and then a reversal of that suspension for the student who posted it on social media. This is some good and necessary trouble, so i dont regret posting it. Watters says she was concerned for everyones safety. The superintendent sent a letter saying crowding in between classes for five minutes may happen in a school with more than 2,000 students and theyre complying with state guidelines. This kind of anxiety is what gwinnett teachers say keeps them up at night. Even though special ed teacher Nicole Conway loves her job and her students. If the students do come back into the building, its a 90 chance right now im probably going to end up resigning to make sure my personal babies are safe. Reporter you saw her there with her daughter who has asthma. Nicole told me she was willing to bring that little girl to work with her, which is allowed by the districts, but now that her special ed students may also be back in the building, theres no way for her daughter to also safely be in the same space with them. Shes in a bind there and not knowing what to do, bianna. Such an untenable position for so many families. Thank you so much natasha. Youre also a former school teacher. Let me get your reaction to those georgia School Districts that have opened, and now weve seen a wave of positive cases that have followed. Does it appear they may have rushed to reopen . How concerned should parents, students and teachers be about returning to inclass lessons . Thanks, bianna. So i think this is a good example of what well see in any School District when were having on going significant spread in the community. With the degree of cases that were still seeing in the Metro Atlanta area and a lot of places throughout the united states, it means on the first day of classes, youre going to have certain percentage of students and faculty who show up who are already infected. And so that raises concern then about spread through the student body, depending on the Safety Measures that are in place. Ive spoken with experts who say thats to be expected, some positive cases are to be expected, but they can still be mitigated in terms of having the test results immediately within a day or so so you can do some Contact Tracing. The concern is thats just not whats happening right now and this can get out of control. I think whats very challenging is, if you looked at estimates for a thousandstudent high school which is pretty average for most public high schools, in the Metro Atlanta area they were estimating youd have 10 to 15 students on the first day show up who were potentially contagious. Youre correct, if people develop symptoms you can test and get a result immediately. It does let you go and say these people were exposed, these people should isolate, we need these people out of the building, and then maybe we can continue classes for other students. There are a couple things that affect your ability to do that. One is the speed of the test results. Because of that degree of Community Spread and how many people are getting tested right now, we are seeing sometimes a seven to tenday turnaround in test results and at that point you could have had two other groups of people get infected who didnt know they were exposed. The other thing is the measures those schools have in place. If youre changing classes frequently and those kids are mixing with multiple other different groups of kids during the day, you will have a tremendously higher number of exposes yurs than if you can really isolate it to one small classroom. Im glad you brought that up. One superintendent i spoke with of a major metropolitan city back in may said they were planning along the lines of having children stay in the classroom as much as possible and have the teachers actually transfer and go to and from classrooms, just so you dont have that congestion in the hallways which sounded like a smart idea, and yet you see what happened in that photo that went viral tweeted by a georgia student, jampacked hallway, exactly what they wanted to avoid and not many students wearing masks. I know the district said this had only been a fiveminute period, but this seems as if its going in the wrong direction if this is how were going to see school reopen. I think there are a couple of problems there. I think youre right about the degree to which that hallway is crowded. That number of people in a small space thats not well ventilated is the perfect condition to spread covid. The fact that there werent masks on most people in that photograph is concerning. We know wearing a mask is the single most important thing you can do to protect both yourself and everyone around you from the spread of covid, and the fact that they are changing classes does mean, not only do you have congestion in the hallways, but you potentially have different groups of students mixing with each other throughout the day. It just may double or triple the number of exposures that everyone is having, and it makes doing Contact Tracing after a positive case that much harder. Should School Districts all mandate that students and teachers wear masks . I know that they encourage it, but not all are mandating it. Is that a mistake . I would favor mandating it because i think that there is so much evidence that this is effective of managing spread, yu just dont put the trop lets out into the air around you if you have a mask on as a barrier. Theres also a lot of work to show, unless were talking about kids under the age of 2, this is very safe. It may be a little bit annoying. No one really loves wearing one for that long, but its so essential to the safety of everyone in those buildings because those students are going home to family members who are vulnerable, and the teachers, the school bus drivers, the school custodians, the people in working in the cafeteria are at risk, too. My 4 and yearold didnt want to wear masks at first. Theyve gotten to it. Peer pressure can sometimes be a positive thing. What is the longer term impact of working moms having to give up their careers right now . So this is such a an important topic. First of all, women got hit hard early on in this recession. Normally men face the brunt of a shutdown or early on in a recession because they tend to be in more cyclical careers. In this recession, jobs, health care, education, hospitality and leisure, these are all industries dominated by women, so women saw their unemployment rates soar. Now, that wasnt even the child care part you were just talking about. What were seeing is women, as we turn into the fall, having to decide whether they can afford to pay somebody for child care for perhaps their School Age Kids not going back to school or whether they should cut their hours, change their job or step out of the labor force entirely. Theres a whole body of research that shows when women do take time out of the labor force it puts them on different Career Trajectories which means they will never earn what they might have earned if they stayed connected to their jobs. These are really big impacts that will accumulate over these womens lives. A lot of these women dont have any other choice. I do want to say, theyre in a really tough situation, and i think its going to be really important that, as a society and Government Works to try to help bring these women back, back at the same level they would have been when this whole thing was over. As you heard, some of these women, it doesnt make sense for them to do something differently than take time out. It will hurt them in the long run and the short learn. You heard sarah say part of her identity is gone as a teacher. We can all think about our identity linked to our professors. But also the school cant hold her spot. Shes going to have to start back from square one. Thats a really important factor to talk about. Glad you were on to discuss that. Lets move on to other economic issues. Justin, we saw the slowing of rehiring in july. Congress now cant agree on a new stimulus package. Its been weeks. The president says he will step in and unilaterally extend the enhanced Unemployment Benefits through the end of the year. Im not sure how he can do that without congress. Thats another issue. Right now those additional 600 are gone for jobless americans. What are the economic fallouts from that . I think the big economic fallout and one we should never loose sight of is the human one. We have 30 Million People right now relying on unemployment insurance. Theyre not working because they cant work. Workplaces are closed or workplaces are unsafe. They need that money to put food on the table. So for a lot of families, its going to be very, very grim economic circumstances going forward. In terms of the broader macroeconomic impacts, as those families are forced to cut back, were already at a point where the economy is in very dangerous waters. If theres a big cutback in spending, you know thats going to cause a second round of bankruptcies and a lot of firms and jobs are going to disappear. So its not just the commission. Its also making sure people can get through this thing. Bianna, if you think about the jobs report we just saw yesterday, i think it really showed that, if people can go back to work, they will go back to work. So these unemployment checks, these 600 checks, so many people were worried they would prevent people from going back to their jobs. I think what were seeing is its the opposite thats true. Its supporting their spending which is supporting the businesses which is allowing people to go back to work. And a lot of concern now on Small Businesses in particular and whether they can sustain staying open and intact as Congress Continues this debate. Let me ask you quickly, justin and betsy, wouldnt it be in republicans interest, especially going into an election right now, for them to come forward and pass legislation to move this, to get the economy churning as americans are starting to early vote in just a few weeks . Ive got to say, bianna, im baffled. I took calls from journalists throughout the last two or three weeks saying what is it trump is going to do in order to goose the economy to get reelected. People were thinking of all sorts of identities. The Democratic Congress has sent him a 3 trillion bill and hes refused to sign it. Its not just that. If you look at state and local governments, they have balanced budget rules. As the tax revenues are falling with the recession and as the spending needs are rising, their budgets are out of balance.
