So although people like to model it, lets just look at the data of what we have and not worry about these worse case and best case scenarios. New cases in the u. S. Have risen sharply. Just over the last 24 hours, there are now more than 130,000 people infected with the disease. The number of deaths doubling in just two days. Now exceeding 2,300 people. All this as the White House Coronavirus task force is reviewing new proposals to lead to reopening some parts of the country. Holding a briefing in just a few hours from now. Of course, well bring that to you live. Start with cnns Jeremy Diamond live for us at the white house. Jeremy, what do you know about what the white house might be looking into . Reporter well, fredricka, those 15 days to slow the spread, those guidelines the white house put out, they are expiring in a matter of days. So we know that the president and his task force are reviewing options to look at whether or not they can relax 1of the guidelines at least in certain parts of country or will have to keeped guidelineses in effect a few more weeks. We know from a health expert, proposed the Coronavirus Task force, some recommendations that could see some schools and businesses reopen in parts of the country that have low infection rates, but, of course, one of the challenges is knowing whether those low infection rates truly are low or because of a lack of testing or because people are asymptomatic, right . And havent presented with symptoms yet. One of the keconcerns dr. Antho fauci, a leading expert on the pandemic, raised this morning with our colleague jake tapper. Listen in. If you release the restrictions before you have a good eyeball on whats going on there, youre going to get in trouble. So im not against releasing the restrictions. Im actually for it, in an appropriate place, but i dont recommend it unless we have the tools isnt place, in realtime to do the things i just said. If we can do that, we can keep things contained without slipping into the need of having to mitigate the way they are in new york, in new orleans and other places now. So its doable, but its only doable if you put the tools in place. So you hear fauci talking about the fact he would be supportive of relaxes guidelines in parts of the country but first have testing in place in those areas of the country to be able to detect the virus and detect potential infection growth in those areas. Fauci is indicating the United States is not there yet. Of course, we know testing expanded exponentially in the last weeks but the u. S. New York Governor Andrew Cuomo giving his Daily Briefing and addressing the cdc travel advisory including new york, new jersey and connecticut saying it is not a lockdown of his state. Cuomo also saying even though new york remains the epicenter of the outbreak, they will make it through the crisis. New york is going to have what it needs, and no one is going to attack new york unfairly, and no one is going to deprive new york of what it needs. Thats why im here. The name of the game here in new york is building up capacity, medical capacity,in anticipation of the apex of this coronavirus pandemic here in this area and sometime in the next 14 to 21 days. To that end the governor opened a bunch of new makeshift hospitals. Temporary field hospitals in large buildings across the new york area. Basically what he needs are big buildings with electricity with hvac. Behind me is one of them. The aqueduct racetrack in queens. The goal, put 1,000 beds in here used for nonCovid Patients as the number of Covid Patients rises the existing hospital structure with all the icus and others can be used for Covid Patients. The goal. Theres going to be four of these types of hospitals in all of these outer boroughs. One in queens, one in brooklyn, in the bronx and a campus of a sunni school in long island staten island, excuse me. That means gloves, masks, anything that would be left over that could help Health Care Providers including even Hand Sanitizer and all of these various supplies set to be distributed across various Health Care Providers over the state of illinois. Do you feel enough is being done from all corners . I think its very good that people are rallying to donate extra supplies of personal protective equipment and similar gear, but unfortunately the federal response and what weve seen coming from the white house specifically on this issue has been woefully inadequate. My wife is a physician, and she had to go and buy a welders face mask, because her hospital has run out of n 95 masks. They had to buy personal goggles from another saw it bade run out of eyewear. This is the type of thing where the president invoking the defense production act and getting manufacturers to produce this commitment 24 7 is absolutely essential now more than ever, because we cant allow these Health Care Workers to get infected. They might spread the infection. And, of course, they could be out of commission to treat people who are sick right now. Weve even heard in cases people used swim goggles to try to protect themselves as well. The House Speaker, nancy pelosi, she did not mince words on the way that she sees the administrati administration, before particularly the president handle matters. Listen would had that she told our jake tapper earlier today. Are you saying his downplaying ultimately cost american lives . Yes, i am. Im saying that, because when he made the other day, signing the bill he said, just think, 20 days ago everything was great. No. Enk wasnt great. Everything wasnt great. What are your thoughts on what the House Speaker said and the fact that the white house is now, and the cdc, is also talking about new restrictions . Travel restrictions . Well i think if weve learned anything in this crisis its that, two things. One, you have to let facts and science dictate decisionmaking. And nothing else. And then second, you have to move quickly to stop the spread of the virus. Unfortunately, on too many occasions the president has not used facts and science, but rather other considerations to dictate his response to the spread of the virus, and then hes also delayed testing. Hes delayed, you know, social distancing requirements and so forth, which unfortunately allows the virus to spread and people get sick. They ultimately die. Uhhuh. And people are frustrated, and they are, there are a number of criticisms that are being launched whether directly at the president or the administration, but then how do you use that energy or what do you hope to advise to use that energy of frustration in which to promote some solutions in the nearterm and long . Sure. Well, i think if if theres any good news, its that on friday we did pass our phase 3 system flis in a pbipartisan wa it will help with the Current Crisis as well as rush directly to Small Businesses and working families. Now we have to do, i think, the hard work of figuring out whats next. Because whats happened is, as some people have said, weve basically had the economy go into a medically induced coma to stop and kill the virus. Basically weve brought Economic Activity almost to a standstill, but when the economy opens up again and in lets say, eight, nine, ten weeks, whenever the virus is killed, we dont know that the economys really going to bounce back to what it was prepandemic levels. So thats why now we have to channel our energy into figuring out whats next . What do we do next to help working families, Small Businesses and states and local authorities bounce back . And what is the gauge or measuring stick youre using in which determine when the economy should be reopened . Again, i think facts and science have to determine our decisionmaking on this. Did we flatten the curve . Are the number of infections per day going down . Have we seen the number of deaths or the rate of people dieing going down . All of the questions that i think scientists and Public Health experts are asking. We need to look to them to ask the question, okay. Are we now Getting Better . Or are we in a different place . The coronavirus outbreak is hitting those on the front lines of the battle in new york especially hard. A third member of the new York Police Department has died from the virus. An emotional moment played out on the streets of new york when members of the nypd stood in the rain and saluted as a van carried the officers body away. Detectives sa s sedrick dixon, member of the force became the first nypd detective to die from the virus. Around 700 members of the new York Police Department have also tested positive, and today Governor Cuomo saluted their dedication along with all the Health Care Workers who are on during this crisis. Everyone is afraid. You think these Police Officers are not afraid to leave their house . Do you think these nurses are not afraid to go into the hospital . Theyre afraid. But something is more important than their fear, which is their passion, their commitment for public service, and helping others. Thats all it is. Its just their passion and belief in helping others. And that overcomes their fear. And that makes them, in my book, just truly amazing, outstanding human beings. Cnn crime and justice correspondent is joining me right now. Shimon, you know, how is this new York Police Department coping with this stunning crisis . Yeah. They certainly are dealing with it in many different ways. Its been a tough few weeks there, here, for the nypd. Talking about 730 Police Officers who have tested positive. And its all ranks. Detectives, its police office, its some on even the senior level of the nypd. A lot of these officers live in the community. Whether its within the five boroughs of new york city, or whether its outside. Out on long island or parts of westchester, they go home, and in some cases this is where some of this is being transmitted and how theyre contracting the virus. So its hurting the police department, because they need their officers. Theres still crime. Even though the citys dealing with this virus, many people are not on the street. There are still pockets of violence and still crime they immediate to respond to. One of the things im told the nypd is looking at and they sent this notice out to their members is that maybe keeping some of the officers who have underlying conditions, allowing them to stay home and work from home, and that process is under way. Those members, the officers and some of the civilians who work at the nypd, what they could do is notify their commanding officers, their supervisors, they have this underlying condition and want to stay home and work from home and in most cases the nypd will approve that. One of the things theyre perhaps looking at. There are a lot of officers nearly 5,000 officers who are out sick. That number keeps growing. The nypd says they have enough officers. Theyre not changing anything in their datetoday patrols but keeping a very close eye on this as the numbers start to rise here, fred. Yeah. People are nervous and were nervous for them. All right. And then what about the Fire Department . Because apparently were getting new numbers in for new yorks Fire Department as well . Yeah. The firefighters and some of the ems workers. All frontline workers. Doctors, nurses, then you have officers and firefighters and emts responding to a lot of these calls. And theyre seeing their numbers rise as well. The other thing here thats really interesting, that i think to look at and see whats going on in this city. The number of calls. The number of 911 calls for people reporting to be sick is skyrocketing through the city. The Fire Department says that theyre seeing record numbers. Theyve had a week where they have had nearly 6,000 calls for help every day this week. Thats, that is a new record for them, they say. And also you know, this is where Police Officers are pitching in. Were getting word two officers this morning were helping, responding to a woman in labor, and because of the backlog in the emts response, the baby didnt wait. The officers in the bronx were forced to deliver that baby. Thankfully the baby and mother are fine, but youre seeing these kinds of episodes across the city where people are trying to pitch in, do what they can to help those in need and its going to continue. Yeah. Thats the sad warning that were getting. Whether from dr. Fauci, even from Governor Cuomo there. How do the folks on the front lines, police, fire, emergency workers, how do they keep themselves safe from a coronavirus . Hi, fredricka. I was just talking to an e. R. Intern last night. So matter breaking. He took the hippocratic oath to safe peoples living and hes worried about his leitife. Hes only 29 years old. You hear stories like this across the United States. The bottom line, fredricka, is, you really have to do the best you can. Its sad to say it that way, because people are running out of masks. People are running out of personal protective equipments, and people are scared to go in to work. You just have to really try to work with the state Health Department. With the federal government, trying to really beg and plead to make sure that hospitals at and our frontline workers are safe. It means harrowing times is very perplexing. Everyone is doing their part to try to keep themselves and the next person over as safe as possible, but i guess people feel like they cant get enough advice. They cant get enough answers to reassure them, because of fear, its very big, very prevalent now. Cnn learned the White House Coronavirus task force received proposals to begin rolling back social distancing guidelines, and in certain parts of the country. What is your view on some places, some pockets, would have different guidelines, different instructions on what social distancing should be and what it could promote . You know, an ideal situation, fredricka, i would say that we need to go into a draconian methods of really shutting down the entire country. I hear you, and its difficult to do that in the united state. , were a much different culture. Heterogeneous population. Its difficult to compare ourselves to wuhan china with the largest quarantine in place. Having that said i agree with dr. Fauci. Fredricka, we need to be careful and really sort of asking people to go back to work and going back to the church, at times when every state in the u. S. Could be a hot spot, and even if were not recording high cases in one particular county, or one particular state, remember, we have a lot of asymptomatic transmission. This virus is invisible. We cant touch it. The only time you feel it is when youre sick and even when youre not sick you can be carrying the virus. We have to be just as sneaky and just as careful as this virus. So my answer to your question, fredricka, is, i think we need to be extremely careful about pulling back on social distancing. Dr. Anthony fauci, perhaps you heard him. Hes a key member of the Coronavirus Task force and spoke earlier to our jake tapper explaining what needs to happen before we can safely begin to relax social distancing guidelines. Very much in step with what you were saying. Listen to him. I dont think its the quantitatively, how many tests you need. Obviously, you want to get tests out there that one can get a test easily, in realtime, with a result right away. So right now if you compare a couple of weeks ago to where we are right now, we have an amazingly larger number of tests than we had before, but when i want to see and i want to be satisfied is that those tests are being implemented on the ground where we need them. Thats the connection. I want to make sure, not just tests out there, but are the tests being able to be iranmented. If we can do that, jake, i think we could reasonably with the safety of the American People in mind, pull back on some of the restrictions. Yes. So a couple things on that. While he, in other comments in the interview, certainly was advocating social distancing still needs to be enforced, when it comes down to the testing and hits marks on that, are you in agreement . 100 agreement with dr. Fauci. Whatty like to see, fredricka . Id like to see almost a point of care, like a pregnancy test. A strep test. Im a primary care physician. We can run a strep nest two minutes. A flu test in one minute. Before the patient leaves i can walk in and say, listen, you either have the flu or you dont have strep. Thats exactly where we need to be in america, and there is some silver lining. Avid lab doers is work okay an kit, a swab where hopefully within 45, 50 seconds you can actually tell a patient theyre positive before they even leave the emergency room, or even the primary care office. In maryland, there are growing fears over a deadly new cluster. Were learning one person died and ten others hospitalized after 66 patients at a nursing home test positive for coronavirus. Sarah westwood joining me now with more on that. What can you tell us about this facility in maryland and what mercer are now being taken . Fred, maryland Officials Say right now residents who have tested positive are not being relocated from the Pleasantview Nursing Home unless they required a higher level of care, and also the nursing home staff there, theyre stocking up on personal protective equipment as they try to help the residents who still remain in the nursing home. Now, 11 people have been hospitalized, because they have more severe symptoms. One man, a man who Officials Say was in his 90s and had many underlying conditions, did pass away overnight. You mentioned the Life Care Center in, outside seattle, washington. That was really the first big cluster of coronavirus cases that we saw in the u. S. But since then, this outbreak in maryland appears to be the biggest outbreak within a nursing home since the Life Care Center. So a very serious situation. Especially serious because the populations of Nursing Homes are so vulnerable. A point that maryland officials tried to make today at a press conference. Take a listen. This is extremely serious, because of the vulnerable nature, if somebodys in a nursing home theyre there for underlying medical conditions. 66 people with underlying medical conditions who are infected with this virus. Reporter now, according to the cdc data, 147 Nursing Homes across the country have reported coronavirus cases. Now, at this particular nursing home in maryland, officials said they are having a problem with staffing, and one Maryland Health department official, the Health Department in that county, said thats perhaps because of fear, because staffers there are afraid to come into work, afraid of catching the virus and going to temp agencies to keep the Staffing Levels adequate as they battle the coronavirus outbreak. This is happening against the backdrop of a spike of cases in the d. C. Area. Maryland officials including the governor of maryland pointed out the fact it took about three weeks for the d. C. , maryland, Virginia Area to reach 1,000 cases, and just three days for that number to double to 2,000. Fred. Sarah westwood, keep us posted on that. Reporter well, fredricka, as you look at the mercy behind me which hasnt taken cases yet but in communication with hospitals, hospitals are shifting. A massive redefining of roles. At ucc Medical Center, tech usc, telling the surgical residents to go ahead and jump into this problem. Surgery residents are now taking on jobs that are normally reserved for nurses. Theyre going to be administers i. V. Bagging, for example, and drawing blood. I talked to the chief resident here and i talked to him about the fears that they know have, because, after all, theyve seen whats been happening in new york and as for the surgery residents, they say, we are ready. This is what we signed up for, to take care of sick people. Were all human. We read these stories. We hear about them on the news. I think its perfectly normal to have a certain level of fear regarding what were seeing around the world, but i can say confidently that our surgical leadership and youer the doctor, we have been taking measures to ensure the safety of our residents and all the Health Care Providers here at hour hospitals. Reporter and we should note that this is happening throughout the country, where perhaps some nurses ready to graduate are going out and helping at hospitals or a situation at tech usc, the residents, surgery residents, will serve as nurses, and they say they now have a new appreciation for all the roles within the confines of a hospital. As the Pandemic Forces much of the country to isolate sbooinsi homes what about those who dont have homes. This will be tough. Most vulnerable and susceptible. Reporter from coast to coast cities scramble to expand re, sources to serve an often unforgotten population. In seattle, one of the largest Homeless Populations the city so far created more than 2,000 new shelters or temporary housing objections since the crisis began. In boston, Massachusetts Governor Charlie Baker announces a previously closed Medical Center will temporarily reopen to help treat bostons Homeless Population during the pandemic. Its a critical accept to help the commonwealth secure enough space and care for Homeless Individuals that become infected. Reporter in new orleans this 155 room hilton in the french quarter, repurposed into a homeless Intake Center for the next 30 days. In los angeles, mayor Eric Garcetti is looking to do the same but on a far bigger scale. Weve procured already what looks like a plan for 5,000 hotel and motel rooms. So people can be isolated to protect themselves or if they are symptomatic making sure theyre not out there on the street. Reporter leaders even outside the big cities are tackling the issue from vermont to indiana, to greensboro, North Carolina where the local Sports Complex is being converted into a shelter for up to 100. Definitely something that we havent dealt with before. Reporter getting people off the street and into shelters can be problematic both for the homeless and the staff serving them. Not only are their questions if and how social services are provided but maintaining social distance becoming more difficult arrangements legitimate concern. Most of the Service Centers basically force people to gather in large groups. So distancing becomes very difficult, but thats how were getting the supplies to them. Reporter and its not just social distancing that is a concern, fred. Policymakers, if you remember, in the seattle area, also had to grapple with one building designated for isolation and quarantine a homeless person actually walked out of there against advice and allegedly shoplifted across the street.
