Conduct counteris missions. According to es per, a u. S. Brokered cease fire seems to be holding, however soldier and Democratic Forces have been killed in the past 24 hours and both sides are accusing the other of violating the agreement. The syrian kurds have until tuesday to aban dan a large piece of land in a buffer zone. Speaking today, mike pompeo depended the agreement. This was about getting a cease fire, a secure area and that a this in fact will save lives in that very space. That was our mission set. We accomplished it. And now we need to make sure that the xhicommitments made in statement were honored. Earlier this month, the president announced the pullout of troops in the area then days later, turkey launched a military offensive to force kurds out of the area. Nic, youre seeing about 500 troops on the move right now . As we understand it, yes, nearly 500 troops on the move inside that convoy. The exact numbers though, how many will remain, how many are going out, not entirely clear at this point. You did refer to how secretary of defense says that about 1,000 will relocate to iraq and kurdistan. The movements we saw today involve this convoy, possibly close to 200 vehicles maybe involved in it but getting to develop, you can see the rallying point there at a base. Thats where they came together during today and we understand in the hours and days ahead, theyll move east through this area still controlled by the kurds then out to iraq and kurdistan. A deeply symbolic moment for the syrian kurds in which they lost over 10,000 people. And of course the u. S. Troops who i think its fair to say mostly reluctantly are finding themselves managed this hasty withdrawal. This has been a difficult few weeks in which theyve gone from trying to manage a piece between turkey and the kurds through the a complex mechanism to find themselves force d to withdrawa to enable a turkish invasion and as the Syrian Rebels that turkey is backing rolled almost out of control through the territory here, u. S. Troops were given the order to withdraw because last sunday thats never what any real military strategist wants to find themselves caught doing, but still youre seeing a great many of these forces here putting themselves together and slowly making that journey out. A deeply symbolic moment. This is a largest Land Movement theyve made inside of syria. Its important moment for American Power in the middle east. Frankly given the complicated political posture here, the confusion about what trumps policy is here of syria and the men and women having to investigate this move. I want to bring in colonel layton into the conversation. Hes a cnn military analyst, retired colonel who served in the middle east. Good to see you. The secretary is saying these u. S. Troops are headed to western iraq for missions against isis. So what could that entail and does it make sense to you that this counterisis strategy would be moved to iraq . Well, this time, fred, no, it doesnt make sense to me because what were doing is removing ourselves from the fight and doing this is you know something that really shouldnt be done until it makes military and strategic sense to do so. You know from a tactical standpoint, its necessary to do this. Because were not willing to put a stop to the turkish incursion into syria, but from a strategic standpoint, it makes absolutely a no sense because what were doing is we are giving away the ground that weve gained in the fight against isis. With our kurdish allies as nic so correctly points out and that is shotgun thomething that he p. Were hear ining reports tha during this u. S. Troop pullout that theres also heavy air support involved. Have you seen that as well . Weve not seen much, but weve told there were substantial aircraft and you would expect ha that for a Troop Movement of this extraordinary size. Weve seen air cover in the past. The smaller mooumts here as security has slowly collapsed here. Ive got to point out to you. Were into a very dangerous 72 hour period. This american departure takes away a key buffer sources. They were not involved in policing the cease fire. Yes, they pulled back under the orders of President Trump to enable turkish incursion into syria, but they were still some sort of sense of stability here. A kind of in the background. People thought they would possibly watch their moves in case the americans got involved. Their departure leaves a larger vacuum here and concerns about what may come out of deadline for the cease fire to end on tuesday. That coincides with a key me meeting in sochi between president erdogan of turkey and president putin. Hes the backbone of the Syrian Regime who the syrian kurds abandoned by the United States and are moving towards as their next ally. Can russia and turkey divide this up . Can they trade the mechanism that makes them both happy and the kurds . Unclear. President erdogan said if he doesnt see the kurds pull out of the enormous area which turkey is intempt terpted as being the area affected by the cease fire, america has a different interpretation of what that cease fire means, then president erdogan says he will move full speed ahead and people are very concerned about what that may mean gien the impact its had on civilians. Kurds are not just feeling aban tdoned abandoned, theyre being displaced. This troop pullout were hearing from current retired u. S. Military generals who say at a minimum, u. S. Credibility is danielle e damaged and now the president is is misrepresenting the truth about cease fire, about this stabilization or the lack there of. So what is like ly happening among the rank and file on trust in the commander in chief . Well, i think its really detrimental to that trust. What were seeing is its very quiet within the military ranks. In terms of overt discussions of this, but behind the scenes, the military is really angry about this generally speaking. This is a betrayal of trust not only by the kurds, but also up and down the chain of command within the u. S. Military and that betrayal of trust is something that is very, very difficult to regain. Bad enough externally. Its also going to be difficult internal to the u. S. Military. And senator Lindsey Graham you know said that even if in his vi President Trump didnt give a green light to turkey, he gave a yellow light and you just dont do that in the middle east. Take a listen. The president indicated he was going pull out whatever number of troops there were in that buffer zone, which as i understand, far less than 50. Is that what it was . Its not so much the 28. What i was concerned about is number one, the president did not give turkey a green light to invade syria, but he didnt red either. He gave a yellow light and you dont give yellow lights in the mideast. So the incursion did happen whether its yellow or green light, it did happen. So what are the longterm repercussions potentially . Just another point of fact. This incursion occurred because troops withdrawn from the area which turkey needed to move into and those troops were sat there as part of a security mechanism that turkey agreed to to prevent this from happening. Its false ly to suggest that a departure was not connected to turkey. Where does this leave the region . With the notion that america is frankly unstable allies. Certainly under this Political Leadership and it leaves as you heard there, a number of american soldiers who have sacrificed a lot of time and friends here, potentially very grieved. It leaves a region not quite sure whether america can be called upon in the hour of ed in the last couple of weeks after they felt threaten ed, bu u. S. Officials say by iran and iran denied. So we have because of u this precipitous withdrawal, how badly its been handled, how clumsily, whatever you want to call it, the Trump Administration gave to turkey to mount this incursion, we have a crisis this faith and after decades of them really keeping the peace in this region. Thanks to both of you. Really appreciate it. Today, Mick Mulvaney try iing t walk back his quid proquo admission thursday in the ukraine scandal. What people are saying that i said, but i didnt say that. And i see how people took that the wrong way . B absolutely. But i never said there was a quid pro quo because there wasnt. This coming as multiple sources say mulvaney faced internal efforts to remove him from the white house before democrats moved forward. Did you ever offer or think to offer the president your resignation . Absolutely not. Was that ever discussed . Absolutely positively not. Okay. Im very happy working there. Did i have the Perfect Press conference . No. Again, the facts are on our side. Jeremy diamond is at the white house for us. So how is mulvaney you know now explaining this quid pro quo admission . I mean how is this new explanation going over . Well, if you think back to that briefing on thursday at the white house, thats why we held up the money. We do this all the time with foreign policy. Those were the r words used by the white house chief of staff describe the fact, to make that stun ining admission frankly, tt the president s desire for the investigation into 2016 matters into the dnc server, this debunked Conspiracy Theory was part of the reason why that security aid to ukraine nearly 400 million of it was withheld and today, he was repeatedly confronted with those words in an interview and insisted he was being miscoop strewed. One of the things you said just a few seconds ago, never use that language. There is not a quid pro quo. You were asked by jonathan carl, you described it and you said it happens all the time. Again, reporters will use their language all the time. My language never said quit pro quo. Look at the list of three things. Things that it was legitimate for the president to do. And in that very interview, one of those three things he named once again was again the president s interest in this investigation into 2016 matters related to the Democratic National committee. Now Mick Mulvaneys defense it seems, the latest twist, appears to be saying look, i didnt use the words quid pro quo, even if that is what he admitted to. So what more do we know about these threats of some you know machinery behind him b about removing him from his post . Well, look, nobodys ever on fully solid ground it seems at this white house when it comes to staff. Everyone is expendable and that much is clear when Mick Mulvaney had egg on his face as a result of the president pulling the decision to hold the g7 at doral next year and were told before this doral question, that the white house u chief of staff there were top aides at the white house who were reaching tout potential replacements for the chief of staff and he was on shaky ground. Now this impeachment saga seems to have really captured the white houses attention, but questions were raised this morning about whether he had considered resigning in the wake of this press conference. He insist ed he did in the and was not asked to. Thank you so much. Lets talk more about all this with francesca chambers and jillian, historian and professor at princeton university. Julian, you first, your reaction to this white house and rumors about you know, constant maneuvering of shaking up that perhaps even this acting chief of staff wasnt on solid ground. What does it say about this white house or what it takes to continue to work in this environment . Well look, its always been unstable white house with a lot of turnover. Many people who are in there without even being confirmed. And then you take that and you layer on a Major Investigation and impeachment investigation with a president who says all sorts of things, theres going to be a lot of instability like this and key members are going to get caught up in front of the cameras saying things that are not beneficial to the president and not beneficial to themselves. And so francesca, we understand that you know, mulvaney was prepped, prior to that press conference on thursday about talking points. What they perhaps wanted him to you know, get out in front. Is there a better explanation about what happened and you know, did he go rogue or you know did he have his own agenda or was he just speaking the truth and maybe they didnt want that . Well, as he acknowledged this morning, he was spoke and before he said he was reporters who misconstrued his words, thats what he said in a statement after the press briefing, multiple opportunities this morning in that interview you aired, he said he can see how people may have taken it a different way, including the department of justice and certainly theres also others who took it the wrong way, include iing the president s ow attorneys which sought to distance themselves from that press briefing which went from bad to worse for mulvaney because first it started with problems over doral, then over his ukraine answers and now back to doral is a problem for him in that press briefing. Right and so on doral, theres an about face. You know mulvaney made the announcement. There wasnt a better place and so its going to be the trump doral property in miami. And now today trump says it will no longer be a doral, so back to the drawing board. And even mulvaney saying or at least the convention al wisdom s now that the white house is reconsidering thinking about camp david. So wheres that list that mulvaney spoke of that it was doral that just kind of you know on top of the list. It was untouch uable based on the other sites. And there were he said that there were 12 sites they initially reviewed and considered. Ten that they said they went to look at. Among those on the short list was doral he said. He also cited california and utah. As potential places where it could be at. So its unclear at this point in the white house is looking at the same short list of places or if theyre looking at somewhere else. But its worth noting that the president cited camp david as somewhere it could be at, but in that press briefing, Mick Mulvaney said it was a miserable place, it was there last time so hard to see how that would be at the top of the list this time. Okay, republicans have been fair lly quiet on the whole ukraine issue, but this dg7, doral and syria has encouraged a lot of people to speak out. Among them, outstanding republican congressman, Frances Rooney who had this to say. Im going to be looking at myself in this mirror and my children a lot long er than anybody in the capitol and its important to have integrity. I cant imagine how they could say its good for trump to use his hotel for the g7. Do they not have integrity . I dont understand why they would said that. To me, it doesnt respect, it doesnt seem a very honest statement when you know what the e mollments clause is. And youre just setting yourself up for people to say hes abusing the office. So is this his conscious speaking and perhaps for other republicans, julian, might this be a turning point . Well, were still not at a turning point. The good news for the administration is he is outstanding and thats symbolic of where the republicans on capitol hill are. Meaning those who remain in office are still dpening the president. Theyre loyal to the president. Theyre withstanding all the political heat they are taking because of every story that comes out. That said, clearly, the mood quietly on capitol hill is not the same. Republicans really are having trouble not simply with impeachment, but many other decisions like this decision about where to hold g7 or the decision in syria and thats where theres a vulnerability. Its a question of politics and does the president push republicans too far to the point they see a risk in continuing to support him. All right. Well leave tlit there for now. Thanks to both of you. Thanks. We could learn a lot this week as several key witnesses head to capitol hill as part of the impeachment probe into President Trump. Democrats are preparing the ratchet up the impeachment inquiry. Several diplomats are expected to testify and give depositions. This comes after a week of testimony who bolstered many of the whistleblowers claims. With me now u, a former frl federal prosecutor and cnn legal analyst. Good to see you. So if you were able to question perhaps the acting ambassador to ukraine, bill taylor, who had in text said it would be crazy to withhold u. S. Aid for political purposes, what would you want to know when he appears on tuesday . I think two things, fred. First, i want to have him explain. Id want to know what was crazy about it. What was his concern about that possibility because that would be part of educating eventually the American People as to what kind of damage is really done by these kinds of things. Id ask him to explain why was it crazy. What repercussions could there be for diplomacy. For the security of the United States. And secly as any good investigator could do, id want to know who told you that. Who else knew and basically, develop other witnesses for them. Then the acting chief of staff, Mick Mulvaney, says he never use ued the words quid pro quo and so there by thats not what he meant and people are construing his thoughts, but what kind of potential trouble has that admission on thursday created for the white house . Its further confirmed what actually happened, which was the president did offer a quid pro quo. He wanted something in return for the aid. What mulvaney and we may see other Trump Supporters trying to do this, too, theyre trying to latch on to the phrase of quid quo as homage cal incantation. It just means something for something. Theres nothing inherently criminal about it. What the crime is is selling taxpayer dollars in return for help iing the president influen in the election then lying about ilt. So whats what the crime, theyre trying to take the focus off of. There are a lot of people ensayre ee ensnared in this. The house impeachment investigators have secured rick perry, who says he wont comply. How much more difficult has me he made it for perhaps himself or has the Administration Made it for himself by either encouraging you know blocking any subpoenas or honor iing any requests . Well hes making it more difficult for himself. The right thing and honorable thing to do would be to comply with the subpoena. Depending on the timing of matters, if hes no longer a federal employee, its harderer for him to him to lean on the federal government or Trump Administration to protect him. But the Trump Administration, truchs folks have no choice here. They have two things to do. They have to delay as long as possible so they want to basically tell everyone dont cooperate. Lets slow it down as long as we can. Then ultimately, when they get through the Court Battles trying to raise this immunity or executive privilege then theyre going to have to lean into it and say this is what happened but we didnt do anything wrong. But for him personally, perry is is basically choosing sides at this point and hes hoping the administration will save him. He hell expose himself for not cooperating. It only sends the signal that there was something to hide . Absolutely. And those are coming fast and furious for us right now. By telling everybody not to cooperate, it signals youre trying to hide an enormous amount and legally, totally unz cuts the strength of whatever you might actually have. In all, ten coaches and athletic officials were accused in rick singers scheme. Five have pleaded guilty and five not guilty. All the students that were qualified and were cheated . Test out of school because of what you did . Its no coincidence that College Sports is at the heart of the biggest College Admissions scandal in history. Singer work wd the parents to fabricate impressive athletic profiles for their kids. Singer knew that the recruitment of athletes was a weak in the admissions process. The students athletic credentials had been b fabricated. Documents say he accepted millions in bribes. Coaches had enormopower to c recruits. What made you want to plead guilty . It was tough to bribe a whole committee, but you could bribe one person. Schools say they are addressing a problem, stressing they were victims in rick singers scheme. But the system they created lives on where some kids get huge advantages in admissions through the side door of athletics. Im joined by fareed zakari. So this candidate allegedly vold dozens of people. Millions of dollars in bribes. We know it involved some celebrities and powerful people, but you also spent time looking another scandal involving legal ways of finding a side door into college . Tell us about that. Yeah, to me, the most interesting thing about examining this issue was the scandal is not so much whats illegal, which is what we heard about, but whats legal. You think of the american College Admission system as this great mer tok rasy. Where the best and britest are let in, but the truth is there are many elements of the old system of kind of the aristocratic system, if you will, that remain. For example, recruited athletes. It is still very much a part of the american College Admissions process to seek out talented h athletes and to bring them in. Its a process that circumvents the normal admissions process so the coaches in effect give the Admissions Office a list and so what the guy who did this scandal, his great genius and the genius of capitalism is they found the weak door. The weak door into College Admissions is through recruited athletes because otherwise, youd have to bribe the entire admissions committee. Thats how these decisions are made. Youve got seven, eight, ten people in the room. How do you get them all to agree on letting one person in . Recruited athletes doesnt work like that. Essentially the coach gives a list to the Admissions Office and most of those people get in. So you have to just bribe one person and that, that shows you the whole system doesnt make sense. You should not in colleges like the fanciest, difficult colleges in the world to get into, you should u not have this side door that really lowers academic standards substantially. Its something most people across the world will final particularly strange because no other country has it. You know, oxford, cambridge, do not have anything like a recruited athletes program. University of tokyo. One of the best universities in the world. This is a peculiarly american system. And big money involved when youre talking about colleges, universities, which have very lucrative sports programs. All of the resit vis behavior, this niethnic violence just exploded very specifically in the summer of 1995 when the core conduct ed this incredible unbelievable atrocity. Wow then it was you know, the Common Knowledge that these atrocities were happening and that he was largely responsible. It was f another thing to try to capture him. How did that happen . Well, as described, he continued to exercise a position of authority in plain sight. We went through the dayton peace accords at the United States had really pushed through the leadership the United States was absolutely imperative to achieve this level of peace. But krstic was allowed to continue to act as a commander so he was in plain sight. But what happened is the Intelligence Community continued to track his where abouts. Were talking about all elements of intelligence. To include partnerships with those in the region, other allies and partners in the region, but simultaneously, the International Tribunal for criminals in the hague, the icty, International Criminal ty bunal of the former yug slavy, they were conducting all of the legal efforts to see if they could bring this case to the surface and they did but that remained a classified or called a sealed indictment. When that was suddenly released, we were in the balkans at the time. The intelligence was at a really high level. The authorization, green light to go after him, suddenly came in. Those two were married up and we were able to get the guy. The u. S. Involvement was delayed, right . Yes, until we got the green light then it took some time to build up the what i would call a clear understanding of his pattern of life and when that was established, it was executed incredibly well. Amazing precision. Whats important is that what was learned in the balkans at this time was then evolved over the course of time in terms of what we saw in the past 18 years since weve been in combat going after terrorists.
