Among hispanic and latino americans is on the rise. We talked about the inability to get access to capital for many of them, we talked about Home Ownership and family and religion being very important to hispanics. A very long, far reaching conversation. But nothing was said yesterday that differs from what mr. Trump has said previously. Let me play something from what mr. Trump has said previously. Listen to what he said back in november. We need to have a Deportation Force. Youll do it humanely. Will they be ripped out of their homes . How . Theyll go back to a certain country. Thats the way its supposed to be. Does donald trump still support that, a Deportation Force removing the 11 million or so undocumented immigrants . What he supports and if you go back to the Convention Speech a month ago, dana, what he supports is to make sure that we enforce the law, that were respectful of those americans who are looking for wellpaying jobs and that we are fair and humane for those who live among us in this country. As the weeks unfold, he will lay out the specifics of that plan that he would implement as president of the united states. Will that plan include a Deportation Force, the kind that he just you just heard in that sound bite and he talked about during the republican primaries . To be determined. Questions about trumps immigration positions come after a meeting with hispanic leaders on saturday where he reportedly told attendees he plans to legalize millions of undocumented immigrants. That would be a huge reversal for trump who has campaigned on the idea of creating a Deportation Force that would expel undocumented immigrants from the country. Not everyone who attended that meeting walked away with the impression that trumps openly granting legal status to undocumented immigrants. One meeting attendest said that trump talked about treating people in the country illegally in a humane, fair and legal way but he didnt interpret that that trump meant he wanted to grant them legal status. Well likely hear more directly from trump himself in the coming days. One of the things in that response there, to be determined, is an odd way to put it. You might say, to be revealed. And to say to be determined means we havent figured that out yet. That isnt good for a person running for office. This is still part of what the Donald Trump Campaign is putting together and that maybe there will be new plans unveiled this week. Thats what were waiting to see. Certainly Kellyanne Conway making it clear hes still talking about humane, fair and legal treatment, but to be determined still leaves it up in the air whether trump still supports his Deportation Force or whether he wants to give them some path to legalization. Folks on the right might call that amnesty. This is something that well be continuing to watch. But the campaign does tell us that this will be a week that donald trump wants to focus on immigration. We expect well hear more from him directly later in the week. We might get greater clarification. What caused trump to sort of go from forced deportations and a discussion on how to treat immigrants and is he really softening . Lets bring in senior political analyst and Senior Editor for the Atlantic Ron Brownstein and washington correspondent for time magazine, jane newton small. There are many ways that people are deciphering what this means on the part of donald trump. Let me ask you first, whats your take . Whats going on here . Whats he trying to do . First, if he did abandon the fact that he had trumpeted throughout the campaign of forced deportation, mass deportation of undocumented immigrants, it would rank among the biggest policy reversals or flipflops from the primary of general election. I cant think of anything quite like it. It is on a concession to reality that most republican experts have been skeptical of the idea and the cost that you could really in practice remove 11 Million People from their homes and from the u. S. And in a panel i moderated in cleveland, one of the leading House Republicans said that donald trump was leen elected president and try to do it, that they would try to stop it. It was pointed out that during the primaries one of the exit polls, one of the questions they asked, what do you want to do with people here illegally, give them some kind of legal status or deport them . In virtually every state a majority of Donald Trumps voters supported deportation. They were a majority of his voters. So this would be a significant reversal of a cornerstone of the appeal that he made to the voters that were propelled into the nomination. Do you think this is true . Is he capable of making this kind of Seismic Shift or are we reading the tea leaves wrong . Hes trying to make a pivot to the general election finally, and its been obviously a little too late. He should have made this pivot before his convention. Where is the pivot here . Where is he going . It reflects essentially the fact that Hillary Clinton has run about 60 million negative advertising against donald trump for the last two months and the main thrust of those negative ads have been his position on immigration and race. He suffered in the polls for it. So now hes trying to soften those positions not just with this comment about reversing himself on immigration but also saying he wants to appeal to africanamericans and hell win 95 of the africanamerican vote he said this pivot him to broa his base, which is a needed pivot in a general election. Can you pivot that quickly with only five weeks to go before early voting starts . Thats a good question. Some have interpreted what hes trying to do is not just reach out to a broader minority audience. Hes trying to reassure the white audience he has. What do you think of that . I think theres a lot to that. Because the conundrum that donald trump faces is that these racially barred messages and agenda that have driven up his unfavorable ratings among minority voters to unprecedented heights and leaves him, as jay noted, facing the prospect of historic deficits among africanamerican and hispanic voter, the evidence is overwhelming thats also hurting him with white collar white voters. The conundrum he faces is when you do this badly with minority voters you have to push up your white vote. The same arguments that drive away the minority voters also worry a lot of the white collar white voters. Hes trailing in most polls among whites with a college education. The big reason why hes trailing is because they view him as racially divisive if not racist. I do think whether this works at all with hispanic or africanamerican voters, a big part of the goal is to reassure some of those suburban white collar white voters who now view z him as a race is, trying to get them to give him another look. We talk about whether he changing his message or his image. Is he trying to appear the softer candidate or is he really going to change his stance on this image, which is it . Hes definitely trying to appear as a softer, kinder candidate. If anyone knows female voters, its Kellyanne Conway. She wrote the book about ten years ago. Shes trying to send an appeal to female voters. Thats where he needs to shore up the women vote. Female voters have swung every election since ronald reagan. The more sort of pugilistic he is, the more bombastic he is, the more female voters are put off. Trying to almost apologize which is Something Else Kellyanne Conway said hes sorry for saying these statements that people might have taken the wrong way. Hes appealing to female voters, look, hes really not that bombastic, hes actually a good guy. It is recognizable change. Jay newton small, thank you very much. Ron brownstein, thank you as well. And im not making me being intoxicated like an excuse. Im not doing that at all. It was my fault. And i shouldnt have said that. I shouldnt have even just kept like im not saying anything. But i overexaggerated that part, and the gun was drawn but not at my forehead. It wasnt cocked at my forward. It was towards my general direction. And as you can see in the surveillance, thats when my hands went up. You told me on the phone, ryan, you said, we are victims here. We are victims, and were happy that were safe. In the Police Press Conference they said not victims. Theyre vandals. How do you feel about that . Its how you want to make it look like. Whether you call it a robbery, whether you call it extortion or us paying just for the damages, like we dont know. All we know is that there was a gun pointed in our direction and we were demanded to give money. And thats a really interesting point. I want to take a little time on that. If i were to ask you the same question again were you robbed on sunday morning in rio, how would you answer . I cant answer that. Because i dont know if because i was intoxicated. So i dont know. All i know is that there was a gun pointed at us and we were demanded to give money. Whether it was to pay for the damages of the poster, whether it was extortion or whether it was a robbery, like, i cant i cant im not equipped to but i want to point out that gunnar, in his statement to police said, at some point someone who spoke english walked over and offered to help translate this altercation. And he made it clear that this Security Guard was telling the four of you you need to pay for that stuff, that damage before you can leave here or im going to call the police. You understood that at that time, didnt you . Yeah. So then we had to give the money. Right. But at that point its not a robbery. At that point youre striking a deal. Youre striking a deal to pay for what damage youve caused so that he doesnt call the police, and this doesnt become a bigger incident. Isnt that fair . We just wanted to get out of there. We were held i mean, there was a gun pointed in our direction. We were all frightened. Thats uncomfortable to listen to. Martin, i think most people are trying to move on from it. Closing ceremonies are in a couple hours, games are ending. The brazilians are pleased that there has been an apology. It was a long time coming. I think overall for ryan lochte, clearly his Public Relations people did not take a page out of the Michael Phelps apology playbook because phelps, of course, has been in trouble a couple of times. Both times the next day within 24 hours he issued a one paragraph apology taking full blame for everything. The marijuana pipe photo in 2009 and in 2014 his second dui and was suspended by usa swimming both times but got it out of the way quickly. This, dragging it on for over a week and still not able to answer some of the questions i think is just a Public Relations nightmare for ryan lochte. Carlos, from a Public Relations professional as you are, i said that interview was uncomfortable. What i meant by that is that you know what he has to say. Just say it. Right. And be done with it. But he doesnt. How do you think this has been handled . I think its been handled very poorly first and foremost by lochte and whoever his pr representatives are. I was very surprised to find out that he had to hire someone considering that hes an olympic star for several olympics. You would think that he already has a pr, reputable pr representing him. What should he have done . What would have been the very first step . Ill piggyback on what Christine Brennan said, and i agree 100 , the next day he should have well, first and foremost he should have never came up with the lie. Because if he doesnt say that, theres no harm, no foul, no one knows about it. But to deal with it from a coming back from that, he really should have owned up to it first and foremost. Second of all, not blame alcohol or anything or deflect blame on any of the situation. And then should have been there for those three guys that were left behind. I think those three things, for me, as a pr expert, those stick out the biggest. How bad is the damage here for him . Ill tell you, its pretty bad and pretty much he cost himself millions of dollars. Weve had situations, unfortunately, over the past where weve had to successfully navigate clients through media crisis moments and we were able to luckily each time not only clear their name but also even get new endorsements, but its because of how we successfully put together a team, put together strategy. Whats the difference this time . Why do you not seem so optimistic . For one, like christine said, this has lingered on for over a week. And its really a tragedy becau because, yeah, so many great athletes from all around the country, all around the world who won olympic gold medals for their countries as well as our country and the biggest stories has all this week been ryan lochte. I really feel that we even had clients that won medals and, unfortunately, their stories kind of minimalized because the media wanted to follow this. That adds to the anger. Yeah, it does. I want to bring up Something Else christine before we lose you and i know time is short. These athletes that are being forced to pay 3,000 each in fines before authorities allow them to leave the country, what are they accused of doing . Whats the latest on this . You know, martin, i have actually not followed that story as closely. I believe there was something with their i. D. S, i believe, that they made fake i. D. S. And you know, i think the bigger issue here is that were talking about Young Athletes and things are going to happen. And you want to minimize it. I think youre saying that its the Australian Olympic committee, youre bringing hundreds of people into a community or into this crucible of International Intrigue and everyones watching at the worlds stage. So you will have a few things happen. Its how you handle it. The australian thing is interesting. Of course, theres always going to be something. But i think the lochte thing stands out only because of just how long it went on and what an embarrassment it was for the u. S. Especially u. S. Being the big cheese at the Olympic Games where everyone focuses on what the u. S. Does and u. S. Olympics likes to have things be very low key. One of only two olympics that does not allow flags or banners on the dorms at the olympic village. And u. S. And israel, of course, for security reasons, but also to have a lower profile. Then this happens. So the australians are dealing with something, the u. S. Dealing with something. Its going to happen. But the last thing the u. S. Wants, martin, is to have something explode like this one exploded over the last week of the games. Yeah, youre absolutely right. Louisianas governor is making a plea for help in the wake of catastrophic flooding that has ravaged the southern part of his state. This is a historic unprecedented flood event. Because it wasnt a hurricane or a tropical storm, this rain event didnt have a name, we have folks around the country that i think are just now realizing how significant it was, and so we really need help. Typically by this point in a storm i think red cross would be receiving a lot more donations. I think there would be more volunteers signing up, although we have some of that in place now. It would be very helpful if people would donate to the red cross, to the Baton Rouge Area Foundation and also to come in and volunteer to help people get back in their homes as quickly as possible. As the water recedes today, devastated residents are beginning to clean up wading through inches of mud that have buried their belongings. At least 40,000 homes have been damaged. Joining me now is Lieutenant General Russell Honore who commanded the military response to hurricane katrina. We met on the streets of new orleans during katrina. General honore is in louisiana helping with the recovery now. Let me ask you, sir, from your professional outlook, what is your biggest concern at the moment . Well, i think as the governor said, we get the right scope of this damage. You use 40,000. Were close to 110,000 homes and 7300 businesses that took water and either damaged or heavily destroyed. And over 281,000 people that had to evacuate. So the numbers havent settled yet, martin, because weve been competing with all these other stories about politics and about athletes, and im glad youre here to tell that story, but weve got a significant damage because its a cascading effect of schools and parishes being under water. And some parishes, over 70 of the homes took water and all of the schools. So weve got a catastrophic event on our hands, and were competing with whether some swimmer was arrested or not to get that story to the American People because we know when the American People know what has happened to the citizens here, theyll reach out. A number we need to correct. The 30 million you spoke of earlier, thats a red cross estimate for what its going to take for them to run the shelters for the first month. That 30 million. That doesnt even come close to covering the damage we have in all these homes, martin. Well, let me ask you this. You obviously being in the army, formerly, know logistics. Logistically, what is the greatest need right now for people . People need right now is to finish cleaning their homes and to get a Fair Assessment from fema on the amount of money fema will allow them. You know, if youre not a part of the federal Flood Insurance program, fema will allow you 33,000, but the average that they loan out is about 7,000. Thats a big gap, martin. We didnt have high numbers of insurance people here. In terms of a ratio of people to homes and insurance. Were very low on that because we got a gap here. Something is missing in between the Insurance Companies and the bankers telling people whether they live in a wetlands or not. We have to fix that because were way underinsured, number one. And number two, what fema are offering is 7,000. You cannot replace all this p. Fema is going to have to adjust their numbers or this community, many people will not get back in their homes and this would have a catastrophic effect on the chemical corridor for america that we run here as well as the petrochemical industry because people cannot move back in their homes, martin. There is often a quick jump to want to compare or try to compare what is going on in louisiana now to what happened with hurricane katrina. I never like to ever compare one persons misery to another. Is there a comparison to be made regarding those two tragic events . Well, i think you speak again that Mother Nature can break anything built by man. And if we build it bad, it cascades that. We built interstate 12, went through five years of construction, and we put a concrete barrier in the middle of the road. Guess what . That blocked the city of denver springs to have got more water than they should have gotten. We lowered the interstate through interstate 12 to elevation level between baton rouge and denim springs and we lowered it between gonzales and baton rouge. All those areas flooded. All those interstates should have been at least 20 to 30 feet off the ground and we wouldnt have had a lot of the problems that we suffer here because we built bad interstates at wrong elevations and built too many homes in wetlands because the corps of engineers allow developers to buy off wetlands in different parishes and swap it. The fact is the land is still wetlands. Now weve got subdivisions sitting on them. A lot of these people were not told that they needed insurance, martin. It was a Wedding Party in the street. Basically a block party. People telling us that there were 400 to 500 people there when just before 11 00 local time this bomb went off right in front of where the band was playing. People, a lot of women and children were dancing there. The death toll at least 50. And one of the most horrifying aspects of this, according to the turkish president Recep Tayyip Erdogan is they believe the bomber was a young boy between 12 and 14 years old. Turkish investigators have found pieces of the suicide vest on the scene. Now, they dont know whether the bomber blew himself up or was remotely detonated. What theres no doubt about, however, is just how awful this event was. I spoke to a man who lived just around the corner from where the bomb went off. He said he came out and he saw bodies, the dead and the dying, body parts, blood everywhere in the street. People screaming for help. Now we attended the funeral of one of the victims, a 14yearold student. Her mother was watching as her body was lowered into the grave in tears saying she died too young. Other stories of people who had to search throughout the night. One boy, another 14yearold, relatives searching from Police Station to Police Station, going to hospitals, to morgues, they couldnt find him until 5 30 in the morning they got the call to come identify the body. Another woman who has lost four out of her five children in the blast and her husband is in critical condition. Now, the turkish government believes isis was behind this attack. What the foundation did was unprecedented, as i said, and what theyre going to do is going to be unprecedented as well. You talk about transparency, donald trump has released his taxes. Donald trump has released a Serious Health letter yet. Donald trump refuses to disclose the full architecture of his financial debts and obligations around the world. We just read yesterday in the New York Times that he is a debtor to the bank of china. Robby i asked about Hillary Clinton, not donald trump. Were going to talk later about that. Well, but my point is theres all this scrutiny because Hillary Clinton has been transparent. You dont hear these questions when members of the bush family continue to serve on boards for the first president bushs foundation. So as i said, the foundation is taking unprecedented steps here. Were very proud that theyre doing that, but right now were focused on making sure Hillary Clinton becomes president and letting the foundation do the retooling that they need to do. All right. Lets talk more about that with cnn senior political analyst ron brownstein, a senior editi or f the atlantic and jay newton smalls. Is it okay for the foundation to continue to receive this money until november . Look, its a real question. This is such uncharted waters. I mean, that is the issue. Theres no question the foundation has done a lot of good work over the years on issues like aids, drugs and africa, its worked a lot with republican. But a unique situation from the beginning thats gotten more unique and unprecedented as its gone. I dont think weve ever had a former president who has built an institution of this magnitude to deal with as many issues as president clinton has done activating his Global Network in this way and then to have on top of that his spouse become first secretary of state, then the democratic president ial nominee, it really does kind of change the landscape. And i think they do need to look very carefully at this. Because martin, i think one of the big lessons of all the revelations weve had over the past many months is that there was not a full sense of proper guardrails between all of the clinton ink and Hillary Clintons kind of renewed Public Service career. And it is something that if shes elected president , theyre going to have to be much more diligent and much more focused about separating and theyre going to need some voices around her who are more attune to this than those that have been around her in the last several years. Jay, even without foreign money, do you believe that the Clinton Foundation has the potential to be a conflict of interest . Does it remain a conflict of interest if bill and hillary take, you know, a hiatus from leadership and, say, give it to chelsea . Is it still a problem . Keep in mine, this is a charity here. It is not like this money is going to them personally. Right. The money is actually going to build, you know, programs in these countries that are for the betterment of these people. So what i always think is really interesting here is would you prefer that these countries not invest in their own development . Would you prefer that it was just sort of money given, donated by americans or donated by first world countries that is then used to sort of develop them . I mean, that sort of also goes against they want to be involved in their development. They want to have a say in how theyre developed and thats why they give money to these projects. But its the perception here. And we all agree it does good. Its the perception of a president that somehow you dont even want to imply that they could be influenced by a donation. Martin, im closer to the implication of your question, which is if Hillary Clinton is the president , bill clinton is going to be an important adviser whether with a formal role or not, he will literally be whispering in the ear of the president of the united states. It makes sense where to maintain the operation of this foundation if she is president during her presidency. Theres no way to completely insulate, despite the good work that it does, it does provide kind of an alternative means for interest not only domestically but around the world. So too reach someone that will be within reach of the president. I would imagine ive got to think that whoever is the chief of staff in the white house will look very hard and ask a lot of questions if Hillary Clinton wins about whether it makes sense to maintain this organization. And you know, jay, im thinking that for especially the Trump Campaign, they could use this. This is leverage obviously against Hillary Clinton here. Absolutely. Look, donald trump just sent out a press release an hour or an hour and a half ago calling on the clintons to suspend the Clinton Foundation. Hes not the only one. There have been calls on the Huffington Post from the left and from the right saying that its a major conflict of interest and they show just shut it down for all intents and purposes even if she wins the election, even before then, suspend it right now. Shut it down completely or is there not some way this could be handled . Because it does do a lot of good. Whats happened in the past is politicians, michael bloomberg, when he became mayor of new york, he separated himself from the philanthropies that he worked with and they continued onwards. It became a blind trust. So if you treat the Clinton Foundation like a company and you entrust somebody who you really close friend or a close colleague, somebody you really trust with the running of it, i mean, that seems like it would be a good solution. It continues to do good work and separate from the weve got donald trump who has got this problem. Yeah. All of those investments that now are not going to be a blind trust. We understand it will be, what, handled by family members . Look, it is very hard. Its an interesting idea that you could handle a philanthropy like a blind trust, like a company like your investments. And i think for both of these candidates have enormously complicated financial relationships, but to get back to clinton for one moment, i think that if you look more broadly at all of the issues that shes been dealing with in the last couple of years as a candidate, all the spillover from the emails now from the Clinton Foundation, to me what it says is you need a strong independent voice around her that is a clear sense of kind of what the guardrails need to be. Bill clinton is an extraordinary human being who has an extraordinary network globally. Hes a true Global Citizen and hes really kind of unmatched in that way. He has tried to leverage that to advance the causes that he cares about, but if one of the causes he cares about is the potential presidency of his wife it makes sense to have stronger boundaries between what he has been doing and his Public Service than they have put together so far. I think that is going to be one of the most difficult kind of complex jobs for the next if she is president , the next chief of staff.
